On Sept. 18, 2017, after much work by Planning Policy Commission, Human Services Commission, Economic Vitality Commission, focus groups and community outreach, City Council adopted Issaquah’s Housing Strategy Work Plan. The Strategy describes how the City intends to, over the next 5 years, actively and positively influence the existing housing stock as well as that being built in the City through nine strategies. The purpose of the Strategy is to improve the likelihood that the City will be successful in meeting the long-term aspirations of the Comprehensive Plan; and, the needs and housing desires of those choosing to live in Issaquah.

0:59 under special business is agenda bill
1:01 seven five zero five an update on tellus
1:05 parcels seven eight and nine and that
1:09 update will be given by Keith Niven our
1:12 director of development services
1:14 division and economic development Kate
1:17 welcome this evening Thank You mr. mayor
1:20 good evening city council so there was a
1:23 request made that the City Council get
1:26 an update on Dallas parcels seven eight
1:29 nine and what's going on up in Dallas so
1:32 I'm here this evening to do that so for
1:37 orientation apologize I couldn't get a
1:39 more recent aerial photo but this was
1:41 the best that the internet had to offer
1:43 so this is parcel seven up here at the
1:47 very top of Dallas parcel eight is kind
1:52 of back in here and parcel nine is right
1:56 here I'm also going to talk about water
1:59 reservoirs you can see these are the 752
2:03 reservoirs and then here's the pad where
2:06 the 912 reservoirs have been constructed
2:08 and I'll show you photos of those in a
2:10 sec so here's the here's the new 912
2:15 water tanks they are built up in parcel
2:20 seven and they will provide water to the
2:23 upper elevations of talus this is the
2:26 752 tanks these will be decommissioned
2:30 and taken down and what I can tell you
2:33 is we got the green better this was not
2:36 the right color green make you can see
2:39 them from everywhere and then this is
2:42 the booster pump station it's on
2:45 shangri-la and it's right next to the
2:48 community park and it actually pumps
2:50 water up to these reservoirs at the top
2:53 of parcel seven we have completed the
2:59 paving work on shangri-la so this
3:02 section of roadway which is down at the
3:05 kind of at the bottom of parcel nine
3:07 this was damaged from the landslide and
3:10 so this paving work is now complete the
3:15 only thing that is not complete is the
3:17 sidewalk and the streetscape on this
3:20 side which is right next to parcel nine
3:23 it's this - liz is looking the other
3:26 direction so it's on the uphill side
3:27 here and that's because the construction
3:32 that they're doing on parcel 9 to
3:34 further stabilize it needs to have
3:36 equipment in this area and you'll see a
3:38 photo of that in a sec so this is parcel
3:42 9 conceptually they have offered a
3:48 stabilization plan which includes so I'm
3:51 sorry I know this probably better than
3:54 some of you
3:55 so here's talus Drive coming up this is
3:58 shangri-la as it winds up the hill north
4:02 would be to the left and so this is the
4:07 part of the damaged road down here at
4:10 the base of the slide so what they're
4:12 planning to do is to actually bury four
4:16 walls within the property there's number
4:19 two there's number three and number four
4:22 is up at the top and you can actually
4:25 see some equipment I took these pictures
4:28 today so this equipment's out there
4:31 today and they're basically sinking in
4:35 big metal plates that then get guided
4:39 into the bedrock to provide
4:42 friction against additional earth
4:45 movement you can see this is this
4:48 picture here is looking from the top
4:51 down so they have a bunch of equipment
4:54 staged in the middle of the property
4:56 right now parcels seven it's actually
5:02 seven and eight
5:02 there's 63 Lots up at the top this is
5:07 the view
5:08 it's pretty amazing view on a snowy
5:11 Monday
5:13 this final plat was approved by the
5:16 Hearing Examiner
5:17 it was then appealed to the City Council
5:21 and that decision was then appealed to
5:24 King County Superior Court the judge
5:28 remanded that plat back to the city for
5:32 additional geotech work and the scoping
5:35 of that activity is happening right now
5:38 so that's my summary of Talas seven
5:43 through nine and shangri-la and the
5:45 infrastructure that's being constructed
5:48 any questions or are there any questions

6:03 audience comments are an important part
6:07 of the public process we take them
6:09 seriously and factor them into the
6:11 decisions that we make anyone from the

6:17 tonight's agenda items or other topics
6:20 will be given an opportunity to do so
6:24 shortly I would just point out that
6:26 there are two public hearings scheduled
6:29 this evening
6:31 one the 2018 proposed levy and revenue
6:34 sources and the second a moratorium on
6:39 Community Health engagement locations
6:41 and also known as safe injection sites
6:45 so if you would like to speak on those
6:48 two things the more the appropriate time
6:50 to speak to those would be
6:53 after the approval of the consent
6:55 calendar please direct your comments to
6:58 the whole council and not individuals
7:01 and while this is not a
7:02 question-and-answer session we will
7:04 contact you to follow up if needed if
7:07 you did not have an opportunity to

7:54 important part of the the process please
7:58 keep them civil and with that I would
8:02 ask if anyone has signed up to speak

8:08 individuals signed up to speak regarding
8:10 general audience comments those are
8:12 comments that are not related to the
8:13 public hearings first on the list is

8:24 and I met two four seven oh six
8:26 southeast 30th Street Sammamish and I
8:28 just wanted to give the council and the
8:30 mayor a quick update since we've last
8:33 met and I'm also the director of the
8:35 team cafe the we've had an open house
8:39 and that was very well attended we
8:42 gathered some great information some
8:44 concerns and and some thoughts from the
8:46 community and then since then we've had
8:49 conversations with the parks department
8:51 and believe that we've located a better
8:54 site than the house this site is at 235
8:57 First Avenue southeast it's embedded in
9:00 my brain now and so what we'd like to do
9:05 and what we will submit a full report to
9:08 the services and Safety Committee and a
9:10 couple weeks on the 14th but I just
9:12 wanted to keep you all in the loop of
9:14 the progress that we've been making and
9:17 we're really excited to to show all the
9:20 work that we've done and the information
9:21 that we've gathered and then keep the
9:23 process going so I just wanted to give
9:25 you that update anyway thank you very
9:28 very much

10:23 in this COIs Highlands so this was a
10:25 going to be a wonderful slideshow that I
10:28 took pictures all over the is qua
10:29 Highlands starting up past the movie
10:32 theater going on down all the way around
10:35 the neighborhood it was going to show a
10:37 couple of things one is long we all know
10:41 this but I'm gonna say it again the
10:42 ninth and High Street which but a much
10:43 better location from the high school
10:45 then I mean the elementary school then
10:46 cutting off the hill and doing it right
10:48 in front of the place I had pictures of
10:50 it anyway so as you go down this street
10:53 you're gonna see it's one lane going
10:54 each way which is fine I think traffic
10:56 would be just fine but as you get down
10:57 toward where I live there's an alley
10:59 it's Fifth Avenue it's kind of an alley
11:01 Road if you want to call it that there's
11:04 no sidewalks right there so you cannot
11:06 have cars go through that impossible
11:09 while kids going to school completely
11:11 impossible if you saw the picture you'd
11:12 see I'm talking about this you can't
11:14 have two SUVs one has to stop one has to
11:16 go this is just in the alleyway it would
11:19 be in a danger zone to having cars go
11:21 down there while kids are walking down
11:23 there with no safety no sidewalk at all
11:25 so some kid would get run over so you'd
11:28 have to put a stop sign there which I I
11:30 had signs that pictures are the signs
11:32 right down the street here to show that
11:34 we do have signs saying no left turns
11:36 going up and down here doing school
11:37 hours I'm assuming that's because of
11:39 school hours I don't know why they have
11:41 it there but I was just assuming so
11:44 anyway the so we'd have to have a sign
11:46 there saying there's no way you could
11:47 have kids cars go down that alley
11:49 impossible very unsafe the next one is
11:52 you go down the corner there's a stop
11:53 sign too
11:54 cars are literally physically impossible
11:56 for two small cars that taking a left
11:58 and right at the same time you go there
12:00 I had pictures had my car there so you
12:02 could see that there was no but you can
12:04 use your imagination anyway so you could
12:07 not have cars go through in and out
12:10 right there and that Street there I had
12:12 pictures you can't have two SUVs and
12:14 parents love SUVs you cannot have two
12:17 SUVs anybody it's been up in the
12:18 neighborhood I know several of you have
12:20 been you cannot have two SUVs you have
12:22 to pull over it's just a mess you could
12:24 not have cars go down there so you're
12:26 going to basically eliminate that whole
12:27 place as cars going up and down unless
12:29 you want to domain one of the houses and
12:33 just wipe out that whole place there and
12:35 build a whole street hey if you got to
12:37 do that you got to do it but I can't see
12:39 that happening then you can go all the
12:41 way down to the very end of that street
12:42 and then you have taken a left you
12:44 cannot have two cars take a left that's
12:47 right next to the hill oh right right
12:48 there you can't have two cars one car
12:50 has to take a left one car has to go
12:51 this way you cannot have two SUVs
12:53 especially can't do it you're getting to
12:55 an accident so that's a bottle
12:57 bottleneck then you go up the little
12:59 hill which I'm just gonna let you know
13:01 if you do build a school there you have
13:02 to I di saat Hill every single time it
13:05 snows or it gets icy rain and ice
13:07 because nobody can go up that hill I
13:09 mean we all put up on our Facebook hey
13:11 don't go up that hill go all the other
13:12 when you have to go all the way around
13:13 because it's so I see you literally
13:15 can't get up you start sliding back down
13:16 it's a very small hill but it's it's an
13:19 owner hiding up there anyway so then you
13:21 get to the hospital now so the hospital
13:24 I'm just gonna let you know I'm mr. me I
13:26 know you talk you're not part of the
13:28 City Council so I can say your name I
13:29 hope but the you've talked to mr. case I
13:34 believe that he's the parking director
13:36 for the for the hospital I don't want to
13:41 put words in his mouth or anything I'm
13:43 just gonna say they have concerns I'll
13:46 just leave it that I don't want to get
13:48 him in any trouble or say anything but
13:50 he has concerns on how that's going to
13:51 work out I know there's communication
13:53 going on with that I also talked to the
13:55 Issaquah Highlands today I don't want to
13:58 give any names there too but they have
14:00 extreme concerns on the whole driving
14:04 it's cutting down the hill water the
14:07 whole shabang kids where they agree they
14:11 cannot have cars going down the
14:12 neighborhood it's just impossible sorry
14:14 I had pictures of all that a beautiful
14:16 picture of the hills so we could all see
14:18 what it looks like why everybody wants
14:19 to cut down the hill and put an
14:20 elementary school there anybody I've
14:23 shown the picture to that leaving lives
14:24 outside the neighborhood that has no
14:26 saying one way or the other they go well
14:29 that's a dumb spot friends of mine have
14:30 come over that don't live there don't
14:31 live in his quad I show him the hill I
14:32 said what do you think about putting the
14:33 hill an elementary school cut down that
14:35 hill the hill and put an elementary
14:37 school right on top of that every single
14:39 person and I try not to give you know
14:42 I'm sure there's a little bias comes out
14:44 of me I admit it but I tried them my
14:46 best and everything every single person
14:49 is said that is the dumbest idea I've
14:50 ever heard in my entire life so I'm just
14:53 letting you know that it is there are
14:55 many people and when we had our first
14:58 the the school board had their first
15:00 meeting I went to thank you very much it
15:03 was wonderful talking to thank you

15:22 be brief if that red light comes on I've
15:24 been here way too long
15:27 Friday as you well know we will have
15:31 veterans ceremony at the Senior Center
15:34 and specifically asking one of you to be
15:39 there hopefully at you mayor you know
15:41 that we always present a flag in honor
15:43 of all the flags that we give to the
15:46 city every year to fly well we have men
15:50 and women harm's way and we'll do that
15:52 again so Friday 11 o'clock Senior Center
15:56 Veterans Day service and Friday at 9:30
16:01 in the highlands two brand new flags are
16:05 going to be raised there as well
16:09 for the first time a Pio wmia flag under
16:12 the US flag so just would like to invite
16:15 you out and anybody from the public is
16:18 welcome to come as well and we'll have a
16:23 great service and thank you very much

16:58 to speak to agenda bill seven four six
17:01 two which are the school impact fees
17:04 I've been following this as it's moved
17:07 its way to the council Services
17:10 Committee and at that meeting one of the
17:14 things we learned from a representative
17:15 of Issaquah School District is that they
17:19 don't charge the full amount of impact
17:21 fees that they could to developers and
17:24 the reason they do that is because
17:26 they're afraid they might be sued and so
17:31 this is the amount that they are legally
17:34 entitled to charge developers for impact
17:38 fees and that calculation is included in
17:40 your agenda bill for a single-family
17:42 home that's twenty nine thousand two
17:45 hundred and six dollars for a
17:48 multifamily housing development per
17:51 units eleven thousand five hundred
17:53 thirty five and what they charge instead
17:56 after they give a generous discount is
18:01 basically eight thousand seven hundred
18:04 for a single-family and three thousand
18:06 four hundred for multifamily so what the
18:11 school district is doing is throttling
18:14 growth in Issaquah and throttling growth
18:18 is something that really is the purview
18:21 of the city council not the Issaquah
18:24 school district by charging so little
18:28 for these impact fees the school
18:31 district has made a calculus that
18:33 there's more money to be had in forever
18:36 levies that we have that are assessed on
18:39 our property via property taxes than to
18:43 get a lump sum amount from developers at
18:45 the time that the impact fees are
18:46 supposed to be collected and of course
18:49 that makes total financial sense would
18:51 you rather have the present value of
18:53 twenty thousand dollars today or the
18:55 present value of several hundred dollars
18:58 spread across all the houses in Issaquah
19:00 for
19:01 forever so that's an infinitely larger
19:05 sum but again when we've talked about
19:09 growth and we've talked about traffic
19:11 and we've talked about the impacts to
19:14 overcrowding in our schools that are
19:16 causing the school district to look for
19:19 land anywhere they can find it and build
19:21 schools any way they can find it they
19:24 are in part creating a problem for us
19:27 and themselves my hope would be that the
19:31 council could look at this agenda bill
19:33 table it send it back to committee send
19:37 it back to the school board have them
19:39 charge the full amount that they are
19:41 legally entitled to charge and not be
19:45 afraid of being sued by developers for
19:47 doing the right thing that they're
19:49 legally entitled to do it shouldn't fall
19:52 upon the taxpayers and the residents of
19:54 Issaquah again to make up for a
19:57 difference that the school district has
19:59 the ability to make up for themselves

20:16 for this law school district I just want
20:17 to clarify a few points that the school
20:20 impact fees are put together in
20:22 accordance with a sub-element of the
20:23 King County Comprehensive Plan and in
20:26 that plan there is a mandatory
20:28 requirement for a 50% discount off the
20:30 caca
20:31 calculated amount so Brian's numbers
20:33 aren't quite accurate there's a big
20:35 difference between what is a the 50%
20:39 discount and the $20,000.00 number that
20:42 he was talking about I would be happy to
20:45 explain further and other situations and
20:48 circumstances but there is a 50% we're
20:52 not afraid of being sued by the
20:54 development community nearly every year
20:57 we amount a pretty strong effort to
21:00 counter the building community who is
21:03 down in Olympia lobbying very hard to
21:07 eliminate the collection of impact fees
21:10 so that's the balancing act it's not
21:13 being afraid of sued being sued by
21:15 developers it's the real threat of
21:18 losing the ability to collect any impact
21:20 fee thank you thank you Steve anyone

21:40 northwest Issaquah it does seem to me
21:45 that a lot of our codes laws and other
21:50 things are tilted a bit in the favor of
21:53 the developers in a way that is not
21:59 helpful to the cities I'm not sure what
22:03 the remedy of this is but I I do note
22:07 that that seems to be the case and I
22:11 also like to address the process we have
22:15 on some of our really emotional topics
22:19 like safe injection sites it seems to me
22:23 that prior to having the public hearing
22:29 it would be helpful to have an
22:33 opportunity for people to hear from
22:36 experts who really understand the topic
22:41 so that people are speaking from a good
22:45 knowledge base rather than from an
22:49 emotional reaction I don't think we
22:52 really know a whole lot about the safe
22:55 injection sites originally the Human
22:59 Resources people and some other groups
23:02 were supposed to look at this and bring
23:04 something back and that got wiped away
23:09 so it just seems to me it would be more
23:12 helpful to the council to hear from
23:15 people after they've had a chance to
23:18 hear from people who really know
23:20 something about the topic thank you

23:52 when 70 North you start with Street is
23:55 why for about 10 years so first of all
23:57 thank yous because we don't say thank
23:59 you enough and it's good we put that out
24:01 there thanks to the salmon day
24:03 volunteers my nephews particularly like
24:04 we could paint the rubber fish and then
24:06 make a portrait of it and they allowed
24:08 them to dry there so you didn't have to
24:10 take a wet portrait and carry it around
24:11 so kudos tell the staff for that second
24:16 the Scarecrow's that displayed about old
24:18 town kind of a cool fall Halloween event
24:22 I think that was kind of cool I guess
24:26 crime-related they have the pop-up free
24:28 or fresh vegetable stand at the start
24:30 Shell station subs kind of cool to see
24:32 out there next was I'm seeing an
24:35 increased presence of the Issaquah
24:37 police vehicles about town so I'm glad
24:39 to see that thanks to the police
24:40 thanks for the city for expressing their
24:43 concerns on that the next issue was
24:49 gonna be somewhat similar Elizabeth my
24:54 pen talked about emotionally charged
24:55 topics and that's the Providence Heights
24:58 campus it seems like people who have

25:04 the city to recognize that it's a it's
25:06 historical site has cultural and
25:08 artistic ability to understand why that
25:10 happened there was a presentation for
25:15 the Hearing Examiner and said that there
25:16 was not a process correctly followed for
25:19 historical sites the King County
25:24 Historical Commission met the city
25:28 church representative suggested that
25:30 they meet an executive session to see
25:31 whether or not there were any
25:32 constitutional issues regarding a church
25:35 site we met they came back and voted
25:37 five to zero that it met historical
25:40 considerations for being considered so
25:44 its would be easy to say that it's
25:46 heartbreaking to understand that the
25:48 site is again threatened by demolition
25:51 beyond that though and to be frank it's
25:54 makes me kind of angry that we're at the
25:57 place we are today where this happens
26:01 today where the city is decided not to
26:03 fight a threatened lawsuit there are
26:06 processes in place in the process that
26:07 says we have an appeal process within
26:13 that historical designation process that
26:15 wasn't followed often there's a new
26:17 entity and sort of plateaued limited
26:20 liability corporation there's
26:21 organization called church home that
26:23 presented the city with a threatened
26:26 lawsuit it just seems like a break into
26:29 the public trust for the city not to
26:31 follow that process that I don't use
26:32 those words lightly I'm not saying that
26:33 there was a break in public trust but it
26:37 certainly feels looks sounds that way I
26:41 don't know at this point that there's
26:43 something next to do from the city
26:47 standpoint it seems the city's made a
26:49 stand I'm not sure what the next site is
26:52 for this process but I think process
26:55 wise we need to look at this we need to
26:56 I'd like to hear feedback from the city
26:58 on why that process didn't seem to
27:01 happen and what steps need to be taken
27:02 to change the process so that gets
27:04 followed again there were four criterias
27:09 on why the site had historical cultural
27:12 and artistic preservation up to zero but
27:16 that doesn't seem to be taken into
27:17 consideration I'm very disappointed in

28:17 and I just wanted to come down tonight a
28:21 couple of things one I wanted to thank
28:23 whoever was responsible for the bike
28:26 artheon skatepark it looks like it's
28:29 being well used and it's nice to see
28:32 young adults and kids out there during
28:35 the day and early evenings using it so I
28:40 appreciate that it's been placed in a
28:43 place where it's accessible and seems to
28:47 be well used second I wanted to make a
28:52 request I had sent an email last week
28:55 about transparency within the city and
28:59 between the different departments and
29:01 I'd like to again request that there is
29:03 an effort made to increase the
29:06 transparency it seems that some
29:09 departments have had information
29:11 regarding talus parcels and their
29:15 stability and that information was not
29:17 provided to the Hearing Examiner or the
29:20 City Council
29:21 prior to permitting being issued so I
29:26 wanted to just address that and request
29:29 that there is an effort to have the
29:34 different groups within our city work
29:36 together and to recognize the need for
29:41 information being brought forth so that
29:44 everybody can make a well-informed

30:05 really think going into the budgeting
30:07 period we need to look at all impact
30:08 fees not just the school because the
30:11 school has admitted they have not been
30:13 collecting what they could in the past
30:15 and with developers adding TDRs to their
30:18 sites and we're not getting any
30:21 affordability in our homes and things
30:24 that are being built as far as
30:25 affordable homes
30:26 or apartments we're driving the the
30:29 market skyrocketing so those of us who
30:31 live here now can't afford to stay here
30:33 because of the increased raise in
30:35 property tax developers have not and
30:38 still are not paying their fair share
30:40 because during last year's budget
30:42 process you still did not elect to cover
30:46 all the development impact fees by
30:49 developers and what I've heard so far
30:51 this year that still not being proposed
30:53 by city staff that you fully cover the
30:56 development services fees and it's a
30:58 fully burdened rate because it hasn't
31:01 been in the past also we've talked about
31:04 during the budgeting or was talked about
31:07 budgeting process last year that there
31:09 would be studies done for levels of
31:11 service that are the level service for
31:15 the police and some of the other staff
31:16 are based upon 2006 2007 numbers and I
31:21 haven't seen any studies that have been
31:22 updated and I know there's some
31:24 preliminary talks that we do need or be
31:27 nice to have three more policemen added
31:29 to it but what is that based on we need
31:31 to have transparency we need to do real
31:34 studies that accurately show the levels
31:37 of service that we want and based upon
31:40 the existing and the predicted
31:42 population throughout the year because
31:44 we're growing drastically and we're
31:46 bringing on a lot of new homes over the
31:47 next year or two and we also know
31:50 especially with police it takes two to
31:52 three years to get a policeman up and
31:54 running once you've had them on board so
31:56 you have to plan for that the other
31:59 thing I haven't seen is a recent
32:00 concurrency and when we went through the
32:03 development hearings and studied the
32:06 transportation that studies that were
32:08 done for the central area plan there was
32:10 some major flaws in that and we were
32:12 told that we were going to have a new
32:13 concurrency study done but what is that
32:17 going to be based upon for this year's
32:18 budget so we can help really see what is
32:21 needed and then also go back and charge
32:23 the appropriate impact fees for
32:25 developers we're way behind on what we
32:28 need an infrastructure and right now the
32:31 way it exists is you're expecting
32:33 existing homeowners to pay for it and
32:36 yes are the value of our homes are going
32:39 but those of us that are on a fixed or
32:41 limited income cannot afford to have our
32:45 property taxes go up unless we move away
32:47 and sell our house and go to another
32:49 place if that's what you want keep doing
32:52 what you're doing but I would hope that
32:54 you have more transparency in this
32:57 year's budget and you get it out to the
33:00 public so we can see what's being said
33:02 and the numbers are what the numbers are
33:05 being projected and what they're based
33:07 on because right now what I've seen
33:09 that's been available to the public we
33:11 can't add up any column or really see
33:14 how the total budget is being rolled up
33:16 and we need more transparency on not
33:19 only impact fees but on everything in
33:21 the budget so the citizens can
33:22 understand what our taxpayers are going

33:47 in this quad for 40 years and I guess
33:49 I'm getting to be on the older side I
33:52 know there are a few here I see who have
33:55 been here longer than myself but I have
33:58 voted every year for a lot of the bonds
34:02 and levies and I'll tell you now unless
34:05 the city and the school district does
34:07 something different and charge the
34:09 developers there their impact fees and
34:14 not make me a citizen of Issaquah pain
34:18 higher poverty taxes I will not vote for
34:21 the February levy or bond that's going
34:24 to be put before me and it's the first
34:26 time in 40 years that I have not voted
34:29 for it but I just kind of feel like here
34:31 you know everything I hear about the
34:33 school school board not charging the
34:37 correct impact fees makes me pretty
34:40 angry and I'm not going to support the
34:42 school system if they're not going to
34:44 take into account what how it impacts my
34:48 personal finances the other issue I have
34:52 and
34:52 without these are called press I'm kind
34:54 of dumb I mean the other quoi press to
34:56 me what's the heart and soul of Issaquah
34:59 and I'm really sorry to see it gone I
35:02 feel like the you know the news isn't
35:05 getting out there and I have an interest
35:08 just to find out where this safe
35:11 injection sites going to be I haven't
35:13 heard anybody talk about where it's
35:16 going to be located and you know whose
35:19 neighborhood it's going to be put in and
35:21 so I would like some clarification from
35:23 the City Council as to where they think
35:25 they're going to put this safe injection
35:27 site it might be out there but I as a
35:31 citizen have not found it on any
35:33 information I have read and if you're
35:35 going to be putting this into our
35:37 community we as citizens need to be told
35:40 where so that we can understand how it's
35:44 going to impact our community how it's
35:46 going to impact you know the area that
35:48 it's put in where its finds a home I
35:53 think the next door to the police
35:55 department is my favorite site so with

36:27 report I attended my first Washington
36:29 State Public Works board meeting last
36:30 Friday and basically they were extending
36:34 contracts because of the state not
36:36 passing the capital budget hoping to get
36:39 that passed some time so they can issue
36:40 some more loans and just to mention that
36:44 from the use acquired and point they may
36:46 not be aware of but we've gotten two
36:47 loans in the recent past one for 1.1
36:51 million for a new Newport Bridge and 170
36:55 thousand for sewer linger sewer line
36:57 repair so we've been benefit
36:59 manufacturers of that program as well
37:03 and Infrastructure Committee will meet
37:05 on November 16th at 6:30 here the agenda
37:09 is not quite together yet so it'll
37:11 become short ly I was with the regional
37:15 transit committee we had a work session
37:17 on the 25th of October talking mainly
37:20 about again how to the Metro Development
37:24 Program which is we're really looking at
37:26 how they're expanding their service you
37:28 know working towards their plan 2025
37:32 system which is quite an expansion from
37:35 what the current services so they're
37:36 slowly taking some steps on that and
37:38 we're working with them on that so
37:39 hopefully we had some expansion this
37:41 last fall schedule hopefully the spring
37:44 the new schedule will bring someone some
37:46 more bus lines in the various places I'm
37:48 not sure where yet that's what they're
37:50 working on now so hopefully a little
37:52 better transit in the near future
37:58 emergency management Advisory Council we
38:00 met on the will meet excuse me on their
38:03 level eight of this Wednesday we'll be
38:07 looking on relocating some grant funds
38:09 that have not been used in one area to
38:11 put them in another area and then the
38:14 east side transportation partnership was
38:16 scheduled to meet this Friday but due to
38:18 Veterans Day has been moved to the 17th
38:20 and we don't have an agenda for that yet
38:21 either but I'll be tending there that
38:23 concludes my report

38:28 growth management policy board met last
38:31 Thursday there are two items of special
38:34 interest on the agenda for Issaquah
38:37 first the regional center framework
38:40 project that Update is still out for
38:44 public comment and they'll be receiving
38:46 public comments through this Wednesday
38:49 now the just today the City of Seattle
38:55 King County the Port of Seattle and
38:58 possibly Bellevue and also
38:59 representation from staff at sound
39:02 city's Association put out a letter of
39:06 potato potential it's it's draft it's
39:09 not finalized and I will afford that to
39:12 everybody here on the council as well
39:15 it's a very nice sum
39:16 of a lot of what I think the from an SCA
39:19 perspective comments about the framework
39:23 update it's it's about four pages long
39:26 it's and I'm asked a city administrator
39:29 this just deceiving that how and whether
39:35 because what SCA did was ask whether or
39:37 not the city of Issaquah wants to sign
39:39 on to that we just got that today so
39:41 hopefully you guys will take that up at
39:43 leadership on Wednesday and I think also
39:48 so GM PB member cities but also
39:52 executive P SRC executive board member
39:57 cities they're asked of whether or not
39:59 they want to sign on to that letter so
40:02 that that's the framework updates and
40:06 then it's actually targeted for
40:08 completion possible completion still
40:12 before the end of this year the other
40:14 item that we spoke about there kicking
40:16 off an update to the vision 2040
40:20 document and and I think that was
40:23 updated within about ten years ago
40:26 so this a lot has happened since that
40:28 last update of the vision 2040 there's
40:32 been a lot of growth of employment
40:33 there's been growth in the region in
40:36 general there's a there's a lot of new
40:37 infrastructure just the floating bridges
40:40 for example the Kitsap County fast ferry
40:43 system there's been quite a investment
40:46 in the infrastructure and the robustness
40:49 of our regional economy still has a huge
40:51 impact and so there's also been a lot of
40:54 planning work that's been done in the
40:55 region there are three new regional
40:57 centers of which we are one and so this
41:01 update which they're going to call
41:03 vision 2050 is actually going to be a
41:05 multi-year process so they just kicking
41:07 that off and they're not they're
41:10 targeting to complete this update by
41:11 actually 2020 so there's gonna be a
41:13 couple years of work to get that done so
41:16 we'll be hearing more about that as we
41:19 progress that concludes my report

43:53 finance and administrative committee
43:54 meeting on October 25th it was at the
43:57 headquarters on new part way the one
43:59 item of interest to Issaquah is there
44:01 was a discussion of alternative revenue
44:03 sources and a new fee for motor vehicle
44:06 accident accidents responses to motor
44:09 vehicle accidents it would require a
44:12 board resolution of East Side Fire &
44:13 Rescue in order for it to come into
44:15 effect there will be a point in time in
44:18 the future maybe within the next few
44:20 months where I'll come back at for good
44:22 of the order and ask for your direction
44:24 on whether or not it's acquires an
44:26 agreement that this would be a good idea
44:28 it is currently allowed under the state
44:30 RC R CW's it has minimal impact on e4
44:35 staffing it's a third party cost
44:37 recovery from insurance providers and
44:40 it's estimated that it would be about
44:42 six hundred and seventy dollars per
44:44 response there's a lot of data and
44:46 information on how they came up with
44:48 this number and also how they came up
44:49 with revenue forecasts but it is rather
44:52 a divided issue right now and so I think
44:54 we're not going to see it back here for
44:56 several months the next item is the
44:58 agenda for the November 9th East Side

45:52 four ninety three Lake Sammamish State
45:54 Park the State Parks has asked the city
45:58 of Issaquah to participate in the
46:00 preparation of an environmental impact
46:01 statement for possible future
46:05 development at the park development
46:07 meaning new and interesting and fun
46:10 things not necessarily or not typical I
46:15 use the word development but that's just
46:16 a broad word there have been a plan in
46:19 place for improvement its Lake Sammamish
46:21 State Park since 2007 and so this
46:25 environmental impact statement would
46:27 take in the and consider the activities
46:30 that are in that plan as well as the
46:33 potential of moving the entrance closer
46:38 to SR 912 and the don't seem to have it
46:42 in my notes but I believe the request
46:44 for the city shares just under $300,000
46:48 and Parks would be contributing $300,000
46:51 as well the committee enthusiastically
46:54 recommended approval of that agenda bill
46:57 and it's coming to the full council and
47:01 an upcoming me upcoming meeting on
47:04 regular business will have a chance to
47:05 discuss that further we also talked
47:08 about end of development agreements and
47:10 committee requested that come back for
47:13 continued discussion at the committee
47:16 because we had just seen it twice and
47:17 it's a very large topic we also had
47:22 agenda bill 73-42 architectural review
47:25 and design guidelines this was related
47:27 to the moratorium and that'll be back on
47:30 regular business before the full council
47:32 on November 20th and then we also had
47:35 our first introduction to inclusionary
47:37 zoning and that also has to do with the
47:40 moratorium and the agenda bill will come
47:44 to land in Shore next month and that's
47:46 actually on the consent agenda tonight
47:48 for referral the next landed Shore
47:51 meeting is expected to be a special
47:55 meeting that we haven't set the date yet

54:09 to state law RCW 84.5 5.1 to zero the
54:15 city is required to collect property tax
54:19 levies and must hold a public hearing
54:21 with regards to all the revenue sources
54:24 that are included in the upcoming budget
54:27 for 2018 the this budget is proposing to
54:32 increase the limit of 1% in the property
54:38 tax levy and so I'd like to go through a
54:39 brief presentation of all of the revenue
54:42 sources which does include property
54:44 taxes and then we'll hand it over for
54:47 the public hearing to start it is
54:49 anticipated that the public hearing
54:51 would be continued to the next council
54:54 meeting and that would be November 20th
54:58 so for the 2018 proposed revenue sources
55:02 the revenue forecasts were based on
55:04 financial management policy which is set
55:06 to be conservatively objective so that
55:09 we minimize our risk of not being too
55:11 optimistic about those revenue sources

59:12 patience while we attempt to address the
59:16 technical difficulties all right I'm
59:19 ready to proceed a few our mirror any
59:22 time okay all right total sources of
59:25 revenue for the 2018 proposed budget
59:28 include all city funds revenues tally
59:32 one hundred and twenty nine point five
59:34 million dollars they're broken up by a
59:37 number of different types of revenues
59:39 our largest in the in the pie chart is
59:44 essentially our charges for services
59:46 because that includes when you talk
59:48 about all revenues for the city it
59:50 includes our utility rates in our
59:52 utility funds that's at 32% of all
59:55 revenue sources come for charges and
59:57 services taxes are the next largest
1:00:01 source of revenues that come at
1:00:03 thirty-one percent and then we have
1:00:06 intergovernmental or shared revenues and
1:00:08 those are that come from federal state
1:00:11 and local granting agencies and other
1:00:14 shared sources such as liquor profits on
1:00:20 the general fund side which is our
1:00:22 largest fund this is our major operating
1:00:25 fund the proposed 2018 general fund
1:00:28 revenue equals an eight point seven
1:00:30 percent increase from 2017 new sources
1:00:34 in the general fund include rebate
1:00:36 program sources 9-1-1 escrow and
1:00:40 increased recreation program
1:00:42 enhancements for new programming that
1:00:44 has been proposed expanded existing
1:00:47 sources include the property tax levy
1:00:50 and the limit of 1% that increase we're
1:00:55 expanding permit and development charges
1:00:57 based on what is anticipated in the
1:00:59 project pipeline and we're also
1:01:02 anticipating and expanded cost
1:01:04 allocation charges and what that means
1:01:07 is that funds charge other funds for the
1:01:11 direct service that is provided
1:01:20 for the general fund it's estimated that
1:01:22 we'd received in 2018 a little over
1:01:25 fifty million dollars the largest
1:01:27 portion of general fund revenue does
1:01:29 come from taxes so that shifts when we
1:01:31 talk about just the general fund we've
1:01:33 got it proposed about 69 percent of that
1:01:38 51 million dollars comes from a number
1:01:41 of different tax sources the next
1:01:44 largest portion of the general fund with
1:01:46 regards to revenue sources comes from
1:01:48 charges or goods and services and that
1:01:51 is our building permit and license
1:01:53 revenues we also receive cost allocation
1:01:57 charges in the general fund as
1:02:00 departments such as the finance
1:02:02 department or administration department
1:02:04 charged out for services that are
1:02:06 provided to other funds such as the
1:02:10 utility funds a further breakdown of the
1:02:18 general fund taxes include forty three
1:02:21 percent of that total in the general
1:02:23 fund coming from sales tax and the
1:02:25 largest component of its ëcause sales
1:02:27 tax are from the retail sales tax
1:02:30 portion and the construction portion of
1:02:34 the sales tax the next largest type of
1:02:36 tax that comes into the general fund
1:02:38 comes from property taxes and that's at
1:02:41 26 percent then we have our B&O taxes at
1:02:45 fifteen percent and our combination of a
1:02:48 number of different utility taxes which
1:02:50 include cable which include natural gas
1:02:53 utility taxes taxes that is at fourteen
1:02:55 percent which makes up our total tax
1:02:57 portion of the general fund sales tax
1:03:02 revenues continue to trend upward for
1:03:04 2018 in a stable economy the property
1:03:09 taxes which are the second largest type
1:03:12 of revenue source on the taxes are
1:03:14 proposed as I mentioned before at the 1
1:03:17 percent limit allowed by state law this
1:03:20 equates to 60 excuse me eighty six
1:03:24 thousand six hundred ninety eight
1:03:25 dollars for 2018 the King County
1:03:29 Assessor's Office
1:03:30 it's overall assessed valuation
1:03:32 information and the estimated levy
1:03:35 amount in 2018 the s the assessed
1:03:40 valuation for the city of Ithaca only is
1:03:43 over 10 million dollars the 2018
1:03:47 proposed regular levy is eight million
1:03:50 nine hundred ninety-three thousand four
1:03:52 hundred seventy eight dollars and this
1:03:54 is a number that as we develop the
1:03:56 budget remains somewhat fluid because we
1:03:59 start to receive preliminary estimates
1:04:01 from King County Assessor's Office and I
1:04:04 just today actually received the final
1:04:07 estimated general levy that the city is
1:04:11 allowed to to assess and that is that
1:04:14 eight point nine million dollars for
1:04:17 2018 the proposed excess levy is 1
1:04:21 million seven hundred fifty thousand
1:04:23 this is the voter approved portion for a
1:04:27 ballot measure in previous years the
1:04:30 amount does not necessarily tie to the
1:04:32 amount of debt associated the principal
1:04:36 and interest payments because there is
1:04:38 existing funds in that debt service fund
1:04:40 to help pay down the bonds that were
1:04:42 issued based on the voters approval so
1:04:46 that regular levy then equates to for
1:04:50 2018 a proposed tax rate of eighty nine
1:04:54 cents per thousand dollars of assessed
1:04:57 valuation the proposed excess tax rate
1:05:00 would be 17 cents per 1000 of assessed
1:05:04 evaluation for a property owner property
1:05:09 taxes are combined by jurisdiction on a
1:05:14 property owners bill the total tax rate
1:05:17 in 2017 for all taxing jurisdictions was
1:05:23 about nine dollars and nine dollars and
1:05:26 ninety cents per a thousand in assessed
1:05:28 valuation and all taxing jurisdictions
1:05:32 on a property owners tax bill include
1:05:35 authorities such as the regional transit
1:05:38 authority King County flood zone Port of
1:05:40 Seattle Ferry District emergency medical
1:05:43 services
1:05:44 Library District King County city of
1:05:47 Issaquah state school fund in the it's
1:05:50 across school district a 2017 tax bill
1:05:56 with an average valued home of about
1:05:59 seven hundred thousand dollars would for
1:06:04 2017 would bring in a city of Issaquah
1:06:08 tax bill of about seven hundred and
1:06:11 eighty six dollars and so this is
1:06:13 probably easier to understand if it had
1:06:17 been in the up on the screen to
1:06:19 understand that that the tax bill for a
1:06:21 property tax owner comes from all of
1:06:24 those taxing jurisdictions or is made up
1:06:26 from all of those who assess property
1:06:29 taxes but the portion of the tax bill
1:06:33 for the city of Issaquah for 2017 at
1:06:37 that house valuation would be seven
1:06:40 hundred eighty six dollars now when we
1:06:42 start to look at in the next year the
1:06:44 new year we've got a regular levy rate
1:06:48 for Issaquah was 94 cents per thousand
1:06:52 and in 2018 it is planned to drop to
1:06:56 eighty nine cents per thousand because
1:06:59 of that assessed valuation going up
1:07:01 overall for 2018 on the excess levy that
1:07:05 in 2017 was about 18 cents that is now
1:07:10 planned to go down to 17 cents per 1000
1:07:21 the reason that the write goes down as I
1:07:24 mentioned is that property values are
1:07:26 going up faster than the state law
1:07:31 allows for a property tax levy increase
1:07:34 so just to give an example is that in
1:07:38 2017 property tax assessed valuation
1:07:41 changed for the city of Issaquah about
1:07:43 eleven point three percent and that is
1:07:46 an average amount it it is different for
1:07:49 your actual your actual home or business
1:07:52 from a valuation standpoint in 2018 it
1:07:56 is estimated that properties are going
1:07:58 to property valuations are going up
1:08:01 twelve point three percent and just to
1:08:04 give another quick number history-wise
1:08:06 in 2016 property values went up nine
1:08:09 percent so over a three year period we
1:08:12 have a nine percent increase an eleven
1:08:14 point three percent increase and an
1:08:15 estimated 2018 increase of twelve point
1:08:18 three percent in assessed valuation
1:08:21 change so if we go back to then the
1:08:26 property tax bill and what we don't know
1:08:28 is we don't know what the what the other
1:08:30 jurisdictions are planning for their
1:08:32 rate their portion of the property tax
1:08:35 bill but if we were to use the same
1:08:39 rates but we were to apply the city new
1:08:42 city of Issaquah proposed tax rate the
1:08:46 tax bill for an average valued home of
1:08:48 seven hundred thousand would go down
1:08:50 three dollars a year to seven hundred
1:08:53 eighty three dollars
1:09:00 so a little bit about other taxes that
1:09:03 the city takes in B&O tax which is that
1:09:07 third largest portion of the taxes that
1:09:10 come in a little bit of history here
1:09:13 back in 2015 on April 1 the B&O tax
1:09:18 rates increase this is then the reason
1:09:20 why our sources have gone up this and
1:09:24 one thing to keep make dona visit
1:09:26 non-religious hospitals and clinics no
1:09:28 longer are exempt from being oh tax so
1:09:31 that combination with the rate increase
1:09:33 started to bring our revenue sources up
1:09:37 in this area of Taxation this is a this
1:09:40 is a strong or stable tax source that we
1:09:45 see in our forecasting utility taxes are
1:09:51 also somewhat stable there was a decline
1:09:55 in 2016 due to some unseasonally warm
1:09:58 weather but we are seeing our utility
1:10:01 tax revenue sources also trending upward
1:10:05 in a in a stable path trending up real
1:10:12 estate taxes is another taxing source
1:10:14 that the city collects is just a quick
1:10:16 reminder is that the reed taxes are
1:10:20 collected or proposed to be collected in
1:10:23 a new separate special revenue fund for
1:10:25 2000 it we started in 2017 with some
1:10:29 changes and we had a very large one-time
1:10:32 increase due to a real estate
1:10:35 transaction that added for 2017 about
1:10:38 seven hundred and fifty thousand dollars
1:10:40 in reaped axes but we are estimating
1:10:43 that REIT sources would be going up this
1:10:48 is one of those places though that we
1:10:50 want to be a little bit more
1:10:51 conservative in our forecasting instead
1:10:53 the budget for 2018 reflects that we
1:10:59 also have some increased proposed for
1:11:02 development services revenues in the
1:11:06 information provided for tonight's
1:11:08 presentation you would see that plan
1:11:10 check fees are
1:11:12 estimated to go up based on the projects
1:11:14 that are in the pipeline building permit
1:11:16 revenues are somewhat staying the same
1:11:21 and then we have engineering and
1:11:23 inspection fees that are also staying
1:11:25 the same for the enterprise funds this
1:11:29 includes the funds for utilities of
1:11:31 water sewer and stormwater ninety seven
1:11:35 percent of our operating revenues in the
1:11:37 enterprise funds are do come from
1:11:39 utility rates just another note is that
1:11:43 for our King County Metro sewage
1:11:46 treatment rate this is plan to stay the
1:11:49 same from this year at forty four
1:11:52 dollars and 22 cents per month the city
1:11:55 Mystikal establishes rates on a
1:11:57 five-year schedule we're in our third of
1:12:00 five years in the last ordinance that
1:12:02 was adopted the rates increasing for
1:12:05 this year are proposed to be at five
1:12:08 point five percent rate increase for
1:12:09 water five point five percent increase
1:12:12 rate for sewer and a three point five
1:12:15 percent rate increase for our stormwater
1:12:17 and our total proposed utility funds by
1:12:20 fund are for the water fund we
1:12:22 anticipate about nine point eight
1:12:24 million dollars coming in the sewer fund
1:12:27 nine point nine million dollars coming
1:12:28 in and the stormwater anticipating five
1:12:31 point two million dollars coming in and
1:12:35 with that that concludes my presentation
1:12:37 on our sources of revenue proposed for
1:12:40 2018 Thank You Jen are there questions
1:12:43 of Jen at this time no yeah just to
1:12:49 clarify a couple numbers so the one
1:12:53 percent increase that we're allowed to
1:12:55 talking about you said was eighty six
1:12:58 thousand dollars total to the city yes I
1:13:00 didn't find anywhere where that was
1:13:01 broken down to that average seven
1:13:04 hundred thousand dollar home evaluation
1:13:07 what would that be because this one
1:13:08 point you said it was going down from
1:13:09 786 seventy eighty three so I got
1:13:11 refused in there so what if you're
1:13:15 saying it was 786 seven hundred eighty
1:13:17 six dollars per house yeah the city of
1:13:19 theirs got taxes with the one percent
1:13:21 increase it would go to what it would go
1:13:23 down to an
1:13:25 estimated $783 it's a 3% reduction we
1:13:30 dollar reduction with the one per dollar
1:13:32 reduction yes you're right okay I'm just
1:13:36 trying to figure out how that math works
1:13:37 because I want to know that the price
1:13:39 per thousand can vary but if your
1:13:42 evaluation goes up and you stay at or
1:13:45 you decrease in rate not at the same
1:13:49 level you may see a reduction if your
1:13:52 valuation doesn't change because the
1:13:55 city's rate is planned to go down so you
1:13:57 would see a reduction however if your
1:13:59 valuation goes up based on the counties
1:14:02 Assessors values then your property tax
1:14:05 bill would be at that new rate per
1:14:09 thousand okay thank you other questions
1:14:14 of yen seeing none the council was
1:14:20 provided
1:14:21 oh excuse me thank you I didn't have me
1:14:24 I just thought of it as very closing can
1:14:25 I ask one question of course the gym
1:14:29 this is going to be kind of sort maybe
1:14:32 sound kind of simple and silly but if
1:14:34 folks tax bills are going up and we are
1:14:38 telling them that we actually are going
1:14:41 to collect a little less next year but
1:14:43 you know they're seeing a 10% increase
1:14:44 on their bill where is where is it where
1:14:46 is the increase going to the increase in
1:14:50 the city's my tax bill is four thousand
1:14:53 dollars and I know it's broken out into
1:14:54 all those different portions but my tax
1:14:56 bill last year was three thousand
1:14:58 dollars then the city portion of it is
1:15:01 actually going to be a little less where
1:15:03 are their tax dollars going for that Oh
1:15:05 year-over-year increase in assessed
1:15:08 valuation is the state getting the money
1:15:10 is the county getting the money like who
1:15:11 where's the money it depends it would
1:15:15 depend on on which jurisdiction so it
1:15:18 would be going to either the Regional
1:15:21 Transit Authority the the King County
1:15:24 the Library District emergency medical
1:15:27 services the Port of Seattle State
1:15:30 School Fund or the school district so
1:15:33 those are all of the the parts of a
1:15:35 total property tax bill
1:15:37 so so when they see their increase but
1:15:40 their City portions actually a decrease
1:15:42 it's just our jurisdiction then that
1:15:45 isn't collecting so their tax dollars
1:15:47 are getting spent in other jurisdictions
1:15:49 that is correct

1:18:20 eight nine moratorium on community
1:18:23 health engagement location safe
1:18:25 injection sites I will open the public

1:18:33 at 8:20 and ask if anyone has signed up

1:18:46 make those comments here so the clerk

1:18:52 that upstairs so okay my name is Bob
1:18:57 Harrison and the city administrator so
1:19:00 in September of 2016 the heroin and
1:19:02 opiate addiction taskforce that was
1:19:04 convened by King County and Seattle
1:19:05 recommended a comprehensive strategy
1:19:07 focusing on prevention and increasing
1:19:09 access to addiction treatment on demand
1:19:13 and in 2017 the king county executive is
1:19:15 Seattle mayor announced they would move
1:19:16 forward on a complete set of
1:19:18 recommendations including the
1:19:19 establishment of facilities referred to
1:19:21 as community health engagement locations
1:19:23 or safe injection sites one of those
1:19:25 sites would have been located in Seattle
1:19:27 and the other one was recommended
1:19:29 recommended to be located somewhere
1:19:30 within King County as a result of that
1:19:35 uncertainty on October 16 2017 the
1:19:39 council adopted ordinance 2 8 1 1
1:19:42 establishing an emergency moratorium on
1:19:45 safe injection sites and included
1:19:47 findings within that ordinance and set a
1:19:50 public hearing for this evening and
1:19:52 that's what is going to come following
1:19:54 this just to be clear and what the
1:19:59 council did is they directed the
1:20:02 development services to partment
1:20:04 to prepare permanent amendments to the
1:20:07 permitted uses tables in the city
1:20:08 regulations including but not limited to
1:20:10 section 18 point oh six point 1 3 0 of
1:20:14 these communistical code and section 4
1:20:16 point 3 B of the centralist qua
1:20:18 development and design standards that
1:20:20 prohibit community again prohibit
1:20:23 Community Health engagement locations
1:20:25 safe injection sites and other uses or
1:20:27 activities designed to provide a
1:20:28 location for individuals to consume
1:20:30 illicit drugs within the city of fistic
1:20:32 law the permanent regulations would be
1:20:37 developed and then presented to the
1:20:38 Planning Policy Commission for
1:20:40 recommendation to the City Council for
1:20:42 action before expiration of moratorium
1:20:44 and interim control adopted by this
1:20:46 ordinance working with the development
1:20:48 services department they were able to
1:20:50 identify the following timeline so they
1:20:53 anticipate by January of 2018 they would
1:20:56 have draft code amendments and have a
1:20:58 sip a checklist prepared with a report
1:21:01 in February to the Planning Policy
1:21:03 Commission for their review at that time
1:21:06 there would be an agenda bill that would
1:21:08 include the proposed code amendments
1:21:10 that would based on our recommendation
1:21:12 prohibits safe injection sites within
1:21:14 the city of Issaquah and all zoning
1:21:16 essentially all zoning within the city
1:21:18 it would be a prohibited use with a
1:21:20 referral to the land and Shore committee
1:21:22 and we anticipated in March that the
1:21:24 short committee would review that and
1:21:26 would have turned for council at that
1:21:28 second meeting in March for final code
1:21:30 adoption and so following this public
1:21:39 hearing this evening at the closure of
1:21:40 that the council may choose if if it
1:21:43 desires to add additional findings of
1:21:45 fact that in addition to what they've
1:21:48 already found in the original ordinance
1:21:50 if it so desires
1:21:52 so that's mayor that sets the stage if
1:21:56 you will for the public here thank you

1:23:17 mic just a little bit closer to you

1:23:24 resident here in Issaquah I'm speaking
1:23:27 on behalf of initiative 27 and the 60
1:23:30 9850 voters who signed the initiative
1:23:34 this is the initiative to ban heroin
1:23:37 injection sites in King County for those
1:23:40 of you who might not be familiar last
1:23:42 month a King County judge took
1:23:44 initiative 27 off of the planned
1:23:46 February ballot this sent a clear
1:23:50 message to the county and the cities in
1:23:52 King County that Seattle and King County
1:23:56 plan to implement injection sites and
1:23:59 their agenda regardless of local input
1:24:03 this is alarming and an indication that
1:24:07 cities need to take action we ask for
1:24:11 you to join a burn SeaTac bellevue kent
1:24:16 Renton Federal Way and Burien and the
1:24:22 growing list of other cities that have
1:24:24 banned injection sites Snohomish County
1:24:27 unanimously voted to ban injection sites
1:24:30 across their County we urge you to
1:24:33 follow in Bellevue's footsteps and
1:24:35 permanently ban injection sites in
1:24:37 Issaquah instead we're asking for you to
1:24:42 push for a path forward that chooses
1:24:45 treatment first and stand behind efforts
1:24:49 to keep our community safe and give
1:24:53 truly compassionate care to the most
1:24:55 vulnerable members of society thank you

1:25:05 hi my name is Jennifer ass blend and I
1:25:08 reside in North Seattle I'm here today
1:25:11 to urge you all to do a permanent ban on
1:25:15 safe injection sites and to remind the
1:25:18 public of Issaquah bellevue and across
1:25:20 King County that the City Council in
1:25:24 Seattle has a tendency to use a lot of
1:25:27 verbage and so don't be fooled when you
1:25:29 hear the words chels Community Health
1:25:32 engagement locations or sis sis safe
1:25:35 injection sites or the most recent is
1:25:38 now SCS which is safe consumption spaces
1:25:42 they all mean the same thing and it's
1:25:44 the using of heroin and other drugs in
1:25:48 what they say as a controlled
1:25:50 environment I have a personal story
1:25:54 about heroin my brother started shooting
1:25:57 up when he was in his teens by the time
1:25:59 he was 20 he was stealing cars he was
1:26:02 robbing people all to feed his habit in
1:26:05 his 30s and 40s he was doing alcohol and
1:26:08 a lot of hard drugs my brother did not
1:26:11 die from a heroin overdose he died from
1:26:14 the long-term use of the very drugs that
1:26:16 he was injecting so to say that having a
1:26:20 controlled environment is going to work
1:26:22 you every day that you're using you're
1:26:26 depleting your brain cells to make a
1:26:27 rational decision to stop I don't know
1:26:30 how you can come to a conclusion of when
1:26:33 you're ready which is the criteria that
1:26:35 Seattle will give so I would just urge
1:26:39 you to ban these sites permanently and
1:26:43 instead offer 24/7 on-demand treatment
1:26:47 offer mental health and substance abuse
1:26:49 services that's what's needed thank you
1:26:53 Thank You Jennifer and who are the the
1:26:57 next three good indeed we have Steve

1:27:12 Cindy Pierce and I'm also a resident
1:27:15 Seattle and I am here tonight
1:27:18 representing the neighborhood safety
1:27:20 Alliance which we began about two years
1:27:23 ago we were concerned about the homeless
1:27:27 and the RV's and in the city of Seattle
1:27:30 and so we started dealing with the City
1:27:33 Council and in the middle of that we
1:27:36 were sitting in a City City Council
1:27:38 meeting and we were we happen to be
1:27:41 there when the individual who runs
1:27:44 insite up in Vancouver which is their
1:27:47 injection site the only one in North
1:27:49 America legally she gave a two-hour
1:27:55 presentation on the an expert there
1:28:00 somebody was looking for an expert here
1:28:01 and it was compelling because they spoke
1:28:07 about all these people that were not
1:28:10 dying inside insite and since 2003 when
1:28:16 insite was opened up they have they have
1:28:20 dealt with about 49,000 users and
1:28:25 they've and those 49,000 users have done
1:28:28 over 3 million injections and nobody has
1:28:33 died inside of that small building but
1:28:38 do you ask the question how many have
1:28:40 died outside of that building and out of
1:28:43 the 49,000 people who have used in site
1:28:46 since 2003 how many of those people are
1:28:49 still alive today we don't have that
1:28:53 data we don't know we do know that
1:28:56 insight is a hellhole to go see I've
1:29:01 been there I know what it looks like
1:29:04 around their women and children are
1:29:06 crawling around on the sidewalks there's
1:29:09 drug deals going on right outside the
1:29:11 building of insight you can do drugs you
1:29:15 can buy and sell drugs without anybody
1:29:18 bothering you
1:29:19 Vancouver has had to hire 60 plus police
1:29:23 officers to patrol that area you were
1:29:27 concerned about police officers well
1:29:29 you're gonna have to add more so I'm
1:29:31 here today to just encourage you to to
1:29:34 do the right thing and ban these
1:29:36 permanently in the city this is I don't
1:29:40 come to Issaquah very often but I must
1:29:42 say I'm very impressed I'm impressed
1:29:44 with you I'm impressed with how you've
1:29:46 conducted this meeting
1:29:48 Seattle could learn a lot from you and
1:29:50 do the right thing and let's do it and
1:29:55 get these don't allow them to happen

1:30:24 Issaquah I rub shoulders I've been
1:30:26 thirty years up on the tail into the
1:30:29 black nugget road here just just outside
1:30:32 the boundary the limit and I just wanted
1:30:34 to come here tonight support the folks
1:30:37 for i-27
1:30:39 as far as expertise goes I'll claim to
1:30:43 be an expert I'm 70 years old I've been
1:30:46 a student of human behavior and
1:30:49 fundamental ways that a lot of people
1:30:53 have also and quite frankly providing an
1:30:59 addict with the means of his
1:31:02 self-destruction and yeah death is Ryan
1:31:08 sanity to me you'd go a lot of their
1:31:13 references they'll talk about keeping
1:31:15 people alive
1:31:16 from my perspective you're keeping them
1:31:19 dead there's a difference between
1:31:20 keeping someone's a body afloat and on
1:31:23 the other hand watching them die as
1:31:25 individuals we need to provide these
1:31:27 people with with help and the last thing
1:31:34 you give an addict is is is death and
1:31:37 that's the injections the taxpayer I
1:31:40 will feel vile
1:31:42 very deeply if you use any of my tax
1:31:47 money to bribe me the provide these
1:31:49 people with the means of their own death
1:31:52 and that's what my perception of it I'm
1:31:55 gonna get out of the way and let
1:31:57 somebody else talk Steve Thank You Katie
1:32:03 to speak Samantha so I've been a
1:32:10 resident for the Issaquah area for very
1:32:13 long time before there was a stoplight I
1:32:15 loved Issaquah I'm here with my family
1:32:18 gone to school Issaquah hilum go Indians
1:32:22 I would submit that there is no safe
1:32:24 injection of heroin you've probably
1:32:26 figured that out already I'm a little
1:32:28 concerned about as you mentioned with
1:32:30 your overview illicit drugs they are
1:32:33 Elizabeth that's a federal offense is
1:32:35 the host site then liable for violating
1:32:38 that law and then allowing somebody else
1:32:42 to violate it are they then complicit if
1:32:44 there is any damage which I would submit
1:32:46 that there's always damage with heroin
1:32:48 just something to consider
1:32:49 and I would like to see a goal presented
1:32:52 the goal should be something like
1:32:55 getting a person to stable housing a job
1:32:58 situation stable family situation where
1:33:01 they're contributing to society I think
1:33:03 ultimately that's what we've heared and
1:33:04 I have not really heard that in any of
1:33:06 this where it's come in coming out of
1:33:10 Seattle or even in Vancouver it doesn't
1:33:12 really seem like the goal is to get
1:33:13 people out I would like to see metrics
1:33:17 you know for whatever treatment there is
1:33:19 metrics for success you know what does
1:33:21 success look like so we know if we've
1:33:23 gotten there so as you can tell I'm from
1:33:24 an engineering background so I like to
1:33:26 see things like that
1:33:28 so we as far as either quad goes yes you
1:33:31 have a small area where the exact city
1:33:34 is Issaquah but there's many many people
1:33:37 as you know on Hobart Road many people
1:33:38 come in to Issaquah my daughter's really
1:33:41 doesn't live at home anymore and she
1:33:43 still comes here to her doctor and to
1:33:45 shop I have friends that come from KLM
1:33:48 and I know they're not the only ones
1:33:49 that come here to shop so we really want
1:33:50 to keep this a great place quick comment
1:33:54 on this
1:33:54 gules considering that the homeowner is
1:33:58 the one the home buyer is the one that
1:33:59 really pays the fees so looking at the
1:34:02 school district fees maybe we need to
1:34:05 look at another model of Education
1:34:08 because it's getting really expensive
1:34:10 and there's many models out there so

1:34:21 and I'm from Snoqualmie Washington and I
1:34:25 had about an hour's notice to come to
1:34:27 this meeting and I thank you for giving
1:34:30 us a chance to express our opinion as
1:34:34 taxpayers about what's going down
1:34:37 obviously you people play by the rules
1:34:39 we've listened for quite a while about
1:34:42 how your meeting goes on and how you do
1:34:44 things legally and aboveboard
1:34:46 if this is put into place I think it
1:34:50 will set a horrible precedent that could
1:34:53 come back legally because as you just
1:34:57 read it it is the City Council that is
1:35:01 approving the use of illicit drugs and I
1:35:05 think that's a really big deal I could
1:35:08 go on I've heard the testimony from
1:35:11 Vancouver and that site there and the
1:35:16 quote was it is like walking down into
1:35:19 hell and I I'm sorry I feel so
1:35:23 emotionally about this but I think not
1:35:26 not only is this a bad idea just for
1:35:29 Washington state but we are kind of
1:35:32 known as the bellwether state and if we
1:35:34 approve this here it will be approved in
1:35:37 Oregon it will be approved in California
1:35:40 and I've kind of been tracking on how
1:35:43 these things are falling down so that's
1:35:45 my input and thank you for giving me a
1:35:47 chance to talk Thank You Cathy
1:35:57 yes sir and anyone else who desires to
1:36:01 speak this evening if you'll line up
1:36:04 about three or four we'll get to you
1:36:10 thank you for allowing me to speak my
1:36:13 name is Dale Timmons
1:36:15 I live at two three to five to South
1:36:18 East 54th Place and I've been a resident
1:36:21 of Issaquah for thirty years when I
1:36:25 moved here I didn't have to lock my
1:36:27 doors now my neighborhood experiences a
1:36:31 robbery once every week or two and just
1:36:34 four months ago there was a vehicular
1:36:37 homicide
1:36:38 one block from my home and this was this
1:36:41 was done by an adolescent who was coming
1:36:44 from a party where drugs and alcohol
1:36:46 were being used now this was unheard of
1:36:48 two decades ago so drug use and drug
1:36:55 distribution is illegal federally and
1:36:59 state statutes so some say that having
1:37:04 this injection site may save a life
1:37:08 but as was stated here earlier these
1:37:11 people will inject themselves in any
1:37:14 location not necessarily always at a
1:37:17 safe injection site and so there's
1:37:19 really nothing here that's preventing
1:37:21 these these people from giving
1:37:23 themselves an overdose now the drug
1:37:30 culture brings with it crime including
1:37:34 robbery assault and is what happened in
1:37:37 my community murder okay is that really
1:37:41 what we want to bring to our community
1:37:46 and so you know you want to compare well
1:37:49 we might save a life what about the
1:37:50 lives of our residents here that are
1:37:54 being subjected to this crime the risk
1:37:56 to those lives is much greater than the
1:38:01 risk from someone injecting themselves
1:38:03 and again you're asking the community to
1:38:08 endorse crime
1:38:10 by illegal drug use and distribution
1:38:12 because that's what's taking place and
1:38:14 asking the community to be subjected to
1:38:17 that crime and so it is in conscionable
1:38:21 to allow this to take place thank you
1:38:25 Thank You Dale you may have to pull the
1:38:31 microphone down just a little bit okay
1:38:35 my name is barbara Lewis I'm from Auburn
1:38:37 and let me start by saying I echo what
1:38:41 everybody says
1:38:43 but let me also say I have a
1:38:45 granddaughter that's a drug addict I am
1:38:47 NOT excusing it I hate it I am raising
1:38:49 two babies at 70 years old I'm a CO
1:38:52 custodian with the babies aunts and I
1:38:57 asked her this question and what she
1:39:00 said to me was we need well first off
1:39:03 one thing she said to me in response to
1:39:06 what somebody said is there's worse
1:39:08 things than dying and you know that is
1:39:12 how she feels but what she said they
1:39:15 need is not as safe and direct in safe
1:39:19 drug injection location they need
1:39:22 treatment they can inject anyplace like
1:39:25 was just said they can go any place they
1:39:27 can get anyplace now what she said is
1:39:29 going to happen is you're gonna have it
1:39:32 here on Main Street or wherever you put
1:39:34 it and the people are going to come to
1:39:37 it and the dealers are going to come to
1:39:40 it because nobody will have to go
1:39:43 looking for clients or nobody will have
1:39:45 to go looking for drugs is because
1:39:47 everybody will be here and like was said
1:39:51 it's going to take down the community
1:39:53 I'm from Auburn it's horrid and my
1:39:59 suggestion would be to go up to 1116
1:40:02 summit and Seattle up behind the
1:40:04 McDonald's where they have a methadone
1:40:06 injection place and just sit in your car
1:40:09 for 10 or 15 minutes and watch the
1:40:11 people and see who you're dealing with
1:40:13 but what my granddaughter said is what
1:40:16 they need is beds they need places to go
1:40:19 for treatment because they can decide
1:40:21 today they
1:40:22 treatment but they can't get into a
1:40:24 treatment bed for six weeks and lots can
1:40:27 change in the meantime they can change
1:40:29 their mind they can change their
1:40:30 whatever and I heard a quote as I was
1:40:33 coming in tonight and I think it's very
1:40:38 applicable and please excuse the color
1:40:45 of it but nonetheless this would be as
1:40:48 the quote goes like exploding the
1:40:50 outhouse your community would be horrid
1:40:54 thereafter and I can't tell you enough
1:40:58 what some of these places look like cuz
1:41:00 I've been by him near a minim and that
1:41:03 would be my suggestion is don't do it

1:41:18 hi my name is Kim fan I've been in it's
1:41:22 a cry for about four years
1:41:24 so just some numbers overdose death is
1:41:30 now the leading cause of death in
1:41:32 America gun about 30 from 18 to 65 years
1:41:35 old gun is 35,000 and car accidents
1:41:42 37,000 and overdose and stuff 52,000
1:41:46 it's huge number so I use the thing that
1:41:50 it's just a small number doesn't affect
1:41:52 anyone that's not true
1:41:55 so this this SDF have reception where it
1:42:00 will be greeted there's a waiting area
1:42:02 there's an injection room where they can
1:42:04 wash the hand and they can use clean and
1:42:07 sterilized equipment and wow they're
1:42:12 injecting that people weren't monitoring
1:42:14 them to make sure that's safe there's a
1:42:17 clinic on site there's counseling and
1:42:19 support offices and they usually come
1:42:23 with supportive housing right next to
1:42:25 the SES and and people who seek
1:42:32 treatment as well so I want to address
1:42:39 some of the myths that people think
1:42:41 that's safe SES increased public
1:42:44 disorder and the surrounding community I
1:42:47 don't think it's true because first it
1:42:50 reduced public drug use and to it reduce
1:42:55 and discarded serene at the street well
1:42:59 I have found some and reduce the spread
1:43:03 of HIV or hepatitis C which can go
1:43:06 around and hit somebody you know another
1:43:10 myth is save SES encourage drug use
1:43:16 study have shown that it does not
1:43:19 encourage drug use in fact it encouraged
1:43:23 treatment
1:43:25 the participant of SES are more likely
1:43:28 to enter detox and treatment services
1:43:31 Anonymous is safe conscience consumption
1:43:34 cost too much so there are a lot of
1:43:39 studies on this and for San Francisco
1:43:45 study of Shonna we save 3.5 million a
1:43:49 year and Baltimore we save 6 million a
1:43:52 year and I've looked at the proposed
1:43:55 number 4 for SES in King County
1:43:59 treatment was 162 million prevention and
1:44:03 intervention is 48 million and recover
1:44:06 and aftercare is 14 million and the cost
1:44:09 to spend on SES is proposed to be only 2
1:44:11 million last last year there were two
1:44:16 hundred three hundred and thirty two
1:44:17 people that died of overdose in King
1:44:21 County and if you think about human life
1:44:24 I don't think two million really stand
1:44:28 up for it to conclude I want a coat
1:44:33 Lauren Davis the director of King County
1:44:36 recovery coalition's across the street
1:44:40 from my home I saw a young women
1:44:43 searching for a vein if we have not safe
1:44:47 conception size who then we'll wait
1:44:49 beside her and make sure her lines keep
1:44:52 breathing the path to recovery

1:45:16 so much for having me here my name is
1:45:17 Ivan games I am and it's a car resident
1:45:20 I have been here for five years and if
1:45:23 there's one thing that I've done since I
1:45:24 started hearing out safe injection sites
1:45:26 is do my homework and actually read the
1:45:29 research and I am a researcher by
1:45:31 profession I have a PhD in behavioral
1:45:33 sciences and what I do and what I
1:45:35 specialize on is understanding the
1:45:37 patterns of human behavior and what
1:45:39 incentives drive those patterns if you
1:45:43 want to understand this where the apathy
1:45:45 appeared epidemic came from a murderer
1:45:47 the drug epidemic came from you should
1:45:50 read a book called
1:45:51 dreamland by Sam quinones it is the most
1:45:54 eye-opening most eye-opening story I
1:45:58 could ever you know offer anybody to
1:46:02 read and it came from the the
1:46:05 fundamental driver of the opioid
1:46:08 epidemic of those 53,000 people that are
1:46:10 dying a year in this country came from a
1:46:13 high in the sky goodwill idea from
1:46:17 doctors in the East Coast who decided to
1:46:20 make pain the fifth vital sign
1:46:23 essentially being driven being driven by
1:46:26 pharmaceutical industries that are being
1:46:27 sued today by three states in the
1:46:30 country to go and throw pills that they
1:46:33 knew very well were highly addictive to
1:46:36 people who had pain instead of
1:46:38 implementing pain management that we
1:46:40 invented in Washington State
1:46:43 the University of Washington dr. Bonica
1:46:46 at the University of Washington created
1:46:47 the first clinic on pain management
1:46:49 without drugs and that pink clinic was
1:46:51 shut down purely because he was cheaper
1:46:54 to send people the pills that they could
1:46:58 pop and get addicted to and today that
1:47:01 is the main driver today that draw pill
1:47:07 mills and cheap heroin cheap black tar
1:47:11 heroin coming from Mexico are the
1:47:13 drivers of the heroin crisis the safe
1:47:16 injection site will not solve that
1:47:17 problem in a million years what it's
1:47:20 going to do is it's going to do
1:47:21 something that I call we've seen this
1:47:23 story before
1:47:24 somebody mentioned the methadone sites
1:47:26 down in down in Auburn you want to see
1:47:29 what this injection site will create go
1:47:32 see those sites it is essentially
1:47:34 concentrating the market for drugs so
1:47:36 that the worst elements in our society
1:47:39 can come and take advantage of it and
1:47:41 sell their drugs cheaply and I know this
1:47:44 firsthand I come from Mexico I grew up
1:47:47 in Mexico I can tell you stories not
1:47:49 only of addiction but of 15 year-olds
1:47:52 being hanged in their backyard by drug
1:47:55 cartels because they were not selling
1:47:58 the drug that was necessary
1:47:59 yes 50,000 people die a year in this
1:48:03 country over 40,000 Mexicans have died
1:48:06 in the drug war in the attempt to push
1:48:09 drugs into this country enabled by
1:48:13 failure in policy in border policy in
1:48:16 our ability to control and more
1:48:18 importantly in our well intention
1:48:21 pie-in-the-sky idea that by enabling
1:48:23 more people to just consume and be ready
1:48:26 one day they will be ready we will sort
1:48:29 this out the reality is they have not
1:48:31 been ready since Prohibition people are
1:48:33 still dying of alcohol people are still
1:48:37 dying of you know violence related to
1:48:39 these things I ask you as council
1:48:42 members to really look deep into your
1:48:44 consciousness and think how many people
1:48:47 are we going to enable to die here and
1:48:50 abroad by continuing this thank you so
1:48:53 much thank you Ivan
1:49:03 thank you my name is Debra Dom's I'm an
1:49:07 osteopathic physician I manage pain I do
1:49:13 some locums work at a medication
1:49:16 assisted treatment facility in Bellevue
1:49:20 I participate on a weekly basis at the
1:49:23 University of Washington in their
1:49:26 telemedicine conference on pain
1:49:28 management and what the prior gentleman
1:49:32 said was true in that when we started
1:49:37 asking to treat pain the idea was give
1:49:41 people as much medication as they wanted
1:49:43 until they said they were okay today
1:49:47 that thinking is a hundred and eighty
1:49:49 degrees the other way in the University
1:49:51 Washington is actually leading the
1:49:52 country with the CDC in posting
1:49:55 guidelines about safe opioid use which
1:49:58 generally is less is more and if you can
1:50:02 avoid it at all cost
1:50:03 please do so in my experience and I have
1:50:09 both personal experience anecdotal
1:50:12 experience treatment experience as a
1:50:15 physician and counseling with my
1:50:19 patients and others there are only a few
1:50:22 ways to effectively treat addiction one
1:50:25 is the methadone maintenance program for
1:50:27 very hardcore the intravenous users
1:50:33 those people rarely become productive
1:50:35 members of society the other is the
1:50:38 abstinence method prescribed by 12-step
1:50:43 programs which actually are effective in
1:50:46 changing behavior which over time do
1:50:49 create what is called a sober mindset
1:50:52 and medication assisted treatment
1:50:56 medication assisted treatment is exactly
1:50:58 what the initial presenter here who said
1:51:03 we want people who are employable who
1:51:07 are stable who are productive medication
1:51:12 assisted treatment provides that to
1:51:14 people it keeps them
1:51:16 away from being craving and it keeps
1:51:20 them away from being in withdrawal and
1:51:23 provides a dose of opioid medication
1:51:27 sufficient to keep them away from these
1:51:31 harmful behaviors there is as well as
1:51:35 addiction to a substance and addiction
1:51:38 to using a needle and that is almost a
1:51:43 more difficult symptom to treat than the
1:51:49 craving for the drug and I would
1:51:52 encourage you with all of my heart to
1:51:54 not foster a plan which keeps needles in
1:52:00 the hands of addicts in any way shape or
1:52:03 I think it's unconscionable what the
1:52:07 City of Seattle has done in ignorance
1:52:09 and absolute deafness to many many
1:52:16 people of which I am one who signed the
1:52:18 petition I 27 and I think it's
1:52:20 disgusting what they're doing but that
1:52:24 is the way Seattle operates they make
1:52:27 decisions and public comment is of
1:52:30 absolutely no importance in changing the
1:52:34 plan I implore you not to go that route
1:52:38 it's a bad idea to put needles in the
1:52:41 hands of addicts medication assisted
1:52:43 treatment is what works it allows people
1:52:47 to become stable in their brain it
1:52:49 allows them to incorporate and absorb
1:52:51 principles of sobriety and sober living
1:52:54 which over time do change their lives do
1:52:58 make them productive and you get them
1:53:01 contributing to society in a way that
1:53:06 continuing a habit particularly as
1:53:11 obnoxious as injecting something into
1:53:15 your body it just has absolutely you
1:53:19 know no place in in compassion and
1:53:23 that's the biggest thing don't get
1:53:25 shamed into the idea that if you're not
1:53:28 going along with this idea
1:53:30 of safe injection that you're not humane
1:53:34 that you're not compassionate
1:53:38 there is nothing compassionate about
1:53:41 allowing an addict to continue to use
1:53:43 drugs so I applaud you for considering
1:53:48 this prohibition I would urge you to
1:53:51 make it a prohibition because there is
1:53:53 no place in effective treatment of
1:53:56 addiction for anything like a safe
1:54:01 injection site thank you

1:54:15 a parent I object to injection sites and
1:54:19 I would like to ask the City Council to
1:54:23 have a permanent ban on injection sites
1:54:26 in Issaquah I also want to thank you
1:54:28 guys for having this meeting tonight and
1:54:30 letting everyone speak I'm super touched
1:54:32 that no one here is attacking people
1:54:35 that use drugs I think if you're against
1:54:37 ejection sites there's this fallacy that
1:54:39 you're somehow against users and their
1:54:41 families who I have the utmost respect
1:54:43 for people going through addiction and
1:54:45 their relatives I just do not think it's
1:54:48 compassionate to help people shoot up as
1:54:50 the last speaker said so eloquently I
1:54:53 would rather if it costs 2 point 1
1:54:55 million dollars to run an injection site
1:54:57 every year I'd rather we spent 2.1
1:54:59 million dollars on rehab on demand and
1:55:02 have permanent solutions to addiction
1:55:05 versus temporary band-aids that will
1:55:07 lead to permanent brain damage and more
1:55:09 drug usage and criminals in our

1:55:22 I just want to be clear I'm not here to
1:55:25 speak for or against the injection side
1:55:27 I just want to lay out some facts and
1:55:29 want everybody to make the decision for
1:55:31 themselves you know with the social
1:55:34 media it's quite easy to fall into the
1:55:37 trap of listening to all false
1:55:39 information
1:55:40 and you guys can go fact-check what I
1:55:42 say too so don't trust me please do
1:55:45 check one thing is that's councilmembers
1:55:49 and everybody in the audience know that
1:55:51 you are not required to ban it King
1:55:55 County's Council passed an ordinance
1:55:59 prohibiting the opening of a safe
1:56:01 consumption side without a city's
1:56:04 explicit approval so unless you guys
1:56:07 don't approve nobody is going to come
1:56:10 and set up a shop here tomorrow for a
1:56:12 safe consumption side so you don't
1:56:14 really have to ban it what you are doing
1:56:17 by coming up with these bands which they
1:56:20 are not requiring you to do is you are
1:56:22 avoiding the conversation to happen
1:56:25 whether it is good or bad for the
1:56:27 society you're not you are you're giving
1:56:30 your opinion to the citizens that the
1:56:33 conversation of whether for them to
1:56:35 decide whether this should happen or not
1:56:37 from happening that's one and then the
1:56:41 other point is I mentioned and I keep
1:56:44 hearing this a lot that I don't want my
1:56:46 tax dollars to be used towards the safe
1:56:49 consumption side I would not either but
1:56:51 but the fact is we are already paying
1:56:54 0.1 sales tax towards King County's
1:56:58 mental illness and drug dependency so
1:57:01 this tax dollars is already used when
1:57:04 somebody is overdosing on the streets
1:57:06 this type of cars are already used it is

1:57:16 environments okay and then there is also
1:57:20 some belief that people just because you
1:57:24 have a safe injection site in your
1:57:26 neighborhood that people are going to
1:57:28 come travel from different counties and
1:57:30 from everywhere to inject themselves
1:57:32 that's not true some studies have shown
1:57:35 that only the the users only travel
1:57:40 about eight to ten blocks to the safe
1:57:43 injection sites for their purposes it's
1:57:46 not like they're gonna you know carpool
1:57:48 together and come here to a site or take
1:57:51 public transportation and travel
1:57:53 so much and so yeah I mean that's about
1:57:58 so I would like everybody to you know
1:58:01 fact check everything that they hear and
1:58:03 make a decision for yourself you know I
1:58:07 mean I've been fortunate that none of
1:58:10 the drug addictions have anything have
1:58:11 touched my family or my close friends
1:58:14 but one thing that I feel as a community
1:58:17 member I forgot for a bit if something
1:58:19 should touch my family I would like my
1:58:21 community to fight that fight with me
1:58:23 and not me leave me hanging to fight
1:58:27 that fight for myself I would really
1:58:29 feel valued by living in community that
1:58:33 is going to help me fight that fight

1:59:07 concerns about the actions that you may
1:59:09 take which would preclude citizens from
1:59:13 getting the help they need and which
1:59:15 also could make our communities safer
1:59:19 and healthier by allowing this
1:59:22 opportunity and I'm not here to advocate
1:59:27 for these sites but I am advocating that
1:59:32 you look at our community and address
1:59:37 what is the problem do not please make
1:59:41 your decision based on fear but on facts
1:59:47 recently in the nation's health which is
1:59:52 the newsletter of the American Public
1:59:54 Health Association in their August
1:59:56 newsletter there was a small blurb and
1:59:59 when the subject came up online a few
2:00:04 weeks ago I was reminded of this
2:00:07 and so I looked it up went back and
2:00:10 found it and I want to read it to you
2:00:13 this is a reiteration of a cost-benefit
2:00:18 analysis done by the city of Baltimore
2:00:21 Maryland was published originally in the
2:00:25 harm-reduction Journal this study
2:00:28 calculated how much a safe consumption
2:00:31 space would save if one were opened in
2:00:34 Baltimore Maryland the estimates were
2:00:38 generated using the data from the safe
2:00:40 space in vancouver researchers found
2:00:44 that running a 1,000 square foot space
2:00:47 in baltimore for 18 hours a day would
2:00:50 cost 1.8 million dollars a year
2:00:54 however the baltimore space would also
2:00:57 generate 7.8 million dollars in annual
2:01:01 savings prevent preventing for HIV
2:01:06 infections that's AIDS 21 hepatitis C
2:01:10 infections 374 days in the hospital for
2:01:16 skin and soft-tissue infections prevent
2:01:21 6 overdose deaths 108 overdose related
2:01:25 ambulance calls 78 emergency department
2:01:30 visits and 27 overdose related
2:01:33 hospitalizations in addition about a
2:01:37 hundred and twenty one additional people
2:01:40 would enter addiction treatment quote no
2:01:45 one has ever died from an overdose and a
2:01:47 safe consumption space I think someone
2:01:50 else noted that earlier this evening
2:01:52 said the lead the study's lead author
2:01:54 Susan Sherman professor at the Johns
2:01:58 Hopkins University Bloomberg School of
2:02:00 Public Health in a news release instead
2:02:03 thousands of Canadian lives have been
2:02:05 saved of course I don't know how many
2:02:07 died outside the street but anyway the
2:02:10 purpose of this study say we want them
2:02:13 to walk through a door that may
2:02:14 eventually lead to a successful
2:02:17 treatment and keep them alive until they
2:02:20 are able
2:02:20 to do that again I want to repeat I'm
2:02:24 not here to advocate for the sites but I
2:02:27 am here to have that advocate that you
2:02:29 do a thorough study of your community
2:02:32 needs maybe your time and attention
2:02:34 needs to be put into prevention maybe it
2:02:38 needs to be put into the pharmaceutical
2:02:41 issues they're related I also
2:02:44 appreciated the forerunner before me
2:02:46 stating that my understanding too is
2:02:49 that nothing can be done here in
2:02:52 Issaquah unless you approve it not
2:02:56 because you prohibit it so indeed I do
2:03:00 request that you put more time into this
2:03:02 please do not make this a permanent
2:03:05 decision who knows things may change

2:04:10 currently at Amtrak so I see a lot of
2:04:14 drug drug users I don't want to see I
2:04:18 don't want to see safe injection sites
2:04:20 and we're shooting galleries they're not
2:04:23 good for anyone and that's about all I
2:04:26 have to say

2:04:40 love with Issaquah I was invited to come
2:04:44 so I do please identify yourself oh my

2:04:51 I'm very happy that Bellevue chose not
2:04:54 to have an injection site I'm a trained
2:04:59 scientist I'm also a trained
2:05:02 professional in the field of medicine
2:05:07 but right now because of time limit I'm
2:05:10 going to make mine really short as a
2:05:14 Chinese but also an American so I'm more
2:05:18 American than Chinese so I choose to
2:05:21 share with you a little bit of Chinese
2:05:24 history if you would remember the opium
2:05:28 war in China so you know a lot of opium
2:05:35 got shipped to China they didn't choose
2:05:38 to take opium but everybody was taking
2:05:41 it it was legal nobody got to put in
2:05:44 jail by the emperor of the Qin Dynasty
2:05:48 so this opioid addiction in China
2:05:53 totally wiped out the dynasty system not
2:05:58 to say that the dynasty system was any
2:06:01 good but that was how it ended on the
2:06:06 Qin Dynasty and the Chinese race was
2:06:11 very humiliated and to rebuild a new
2:06:16 country it wasn't easy and so up to this
2:06:21 state you know I'm glad that the Chinese
2:06:23 race still got to lead a live so I would
2:06:27 recommend that we learn something from
2:06:30 history that the opium addiction in
2:06:35 China totally wiped out everything so
2:06:40 much money was gone
2:06:42 just think of all the money that could
2:06:44 raise another generation of young men or
2:06:47 young young women didn't happen there so
2:06:51 I would totally suggest that we
2:06:57 permanently not go with the injection
2:07:01 site because the Chinese experience

2:07:22 want to share some impressions so I just

2:07:45 engineer and Microsoft brought me here
2:07:47 and they placed me to one cover downtown
2:07:49 quite close to that safe injection site
2:07:54 that is over there and the thing I did
2:07:57 on the first we can't I I got I went
2:08:02 there to discover the city and when I
2:08:04 went to the east side inside of downtown
2:08:09 there were some a couple of young ladies
2:08:13 who just stopped me right on the street
2:08:16 I was walking with my family and said
2:08:18 like excuse me sir where I go and he'll
2:08:21 probably don't want to go there with
2:08:23 your family mind which was much worse
2:08:26 that day but I got the idea that they do
2:08:29 not recommend me to go there on the next
2:08:31 day I asked my relocation specialist
2:08:34 like what's wrong with that area and she
2:08:37 took me for some quick colored car ride
2:08:42 through the area
2:08:43 we traveled well just for those of you
2:08:49 who think that it's a good idea to have
2:08:52 site here just travel to Vancouver its
2:08:55 couple hours from here
2:08:58 there are drawn people on the streets
2:09:02 I mean drunk because of drugs they just
2:09:07 walk through the areas there are no
2:09:08 normal people we traveled and she set me
2:09:12 like if you ever want to come back here
2:09:15 don't even stop your car we drove
2:09:18 through there people just literally
2:09:21 coming by to our car just to take a look
2:09:24 and so just think why people do not want
2:09:31 to walk there do not want we'll say a
2:09:34 trying to escape that area and also I
2:09:38 heard that that area was not great even
2:09:40 before that site that might be true but
2:09:43 then think why Vancouver city government
2:09:48 decided to put that site there to those
2:09:52 slums not to some expensive area to the
2:09:57 west from downtown where you can't find
2:10:00 anything cheaper than probably 1 million
2:10:03 dollars homeowners would be freaked out
2:10:07 if if somebody would propose to bring
2:10:10 all those drug addicts there an thank

2:10:25 years and I just wanted to actually say
2:10:27 that I am a single parent and I had my
2:10:32 kids pretty young and so I know a lot of
2:10:34 people who lost their kids because they
2:10:36 were addicted to drugs
2:10:38 and I my kid's father actually he's in
2:10:43 and out of jail for drugs and so I'm
2:10:45 really curious how I could ever
2:10:47 rationalize a treatment center down the
2:10:49 street from me because I tell my kids
2:10:51 you know you can't see your dad because
2:10:52 he's doing drugs but you know there are
2:10:54 people down the street doing drugs and
2:10:55 that just please please don't bring this
2:10:57 here because I really don't want drugs
2:10:59 back and back in my life because I work
2:11:02 so hard to you know get away from that

2:11:26 about my opposition to the six-month ban
2:11:31 and making it a permanent ban for
2:11:34 injection sites here in Issaquah I won't
2:11:37 go through the extensive email because
2:11:39 y'all can read that but a couple things
2:11:41 that would say I am retired so I have
2:11:43 the ability to do a lot of research not
2:11:46 only on the Vancouver site but also on
2:11:48 the 90 plus sites in Europe and if you
2:11:52 look at the research contrary to what
2:11:54 some have said today none of the
2:11:56 research effort is in those areas is to
2:11:59 fix the root costs it is simply an
2:12:01 enablement for folks on that had the
2:12:04 drug problem to deal with drugs and so
2:12:07 my challenge to us is the community as
2:12:09 some have said is let's approach it from
2:12:11 a holistic approach and address the root
2:12:14 cause and find solutions for these
2:12:16 unfortunate people because all of us
2:12:18 have empathy for folks that are on drugs
2:12:21 and any other type of addiction but
2:12:23 enabling people without solutions is not
2:12:27 the answer for example in Vancouver if
2:12:30 you all looked at research only 4% of
2:12:33 the 6,000
2:12:34 plus people that went to the site last
2:12:36 year went to a program that would
2:12:41 address their issue 4% and this area of
2:12:45 their spent four and a half million
2:12:47 dollars for that four percent so my
2:12:49 chart shows is one is that second
2:12:51 challenge is the role model as leaders
2:12:54 in our community as you are is to step
2:12:57 up and say to children in our community
2:12:59 that we do not tolerate illegal activity
2:13:03 so be it drugs or other activities be it
2:13:07 would we say that we would support
2:13:10 domestic abuse because there's some
2:13:12 issue with that clearly not so my charge
2:13:15 to us as leaders in our communities
2:13:17 would be courageous and set the message
2:13:18 that says we'll address the root cause
2:13:21 and we'll attack the problem and we have
2:13:23 empathy for those that have needs but we
2:13:25 cannot send a message to our young
2:13:26 people that says we will tolerate some
2:13:30 illegal activity but not others then
2:13:33 lastly I challenge us as leaders that
2:13:35 say why add to the complexity we talked
2:13:37 much earlier in the day's council
2:13:40 meeting and others about the other
2:13:41 challenges we have in this wonderful
2:13:43 community we have why do we want to add
2:13:46 the complexity potentially endorsing
2:13:49 drug use and other illegal activities
2:13:53 and not addressing more critical causes
2:13:55 to make this one of the best cities in
2:13:57 America live in

2:14:14 think it's a very important issue and I
2:14:16 just want to ask that you banned the
2:14:19 heroin safe injection sites permanently
2:14:21 in Issaquah I also want to thank
2:14:24 everyone who had personal stories about
2:14:27 loved ones or family members who have
2:14:30 dealt with this with a heroin addiction
2:14:33 I think hearing those stories is really
2:14:37 important because we can hear from the
2:14:39 source and the more people I talked to
2:14:43 who have gone through that the more I
2:14:45 hear them saying this isn't a good idea
2:14:47 this is from people who have you know
2:14:50 gone through it themselves and were able
2:14:52 to recover people like some of the other
2:14:55 speakers who had you know children or
2:14:58 other loved ones so let's continue this

2:15:03 it because we do need to find a solution
2:15:05 we do need to be compassionate but I

2:16:23 schizophrenic it it it affected me so
2:16:28 deeply because I knew I wanted to have
2:16:32 kids I couldn't wait to have kids my
2:16:34 personally my I loved my dad and
2:16:36 greatest guy I ever met
2:16:37 he told me just because of his marriage
2:16:39 he told me about on a weekly basis don't
2:16:41 ever get married so
2:16:42 yeah III in the back of my mind I go
2:16:45 well I got some things to work on but I
2:16:46 can't wait to get married and I couldn't
2:16:48 wait to have kids but you know I knew
2:16:51 that I had to have a plan for case that
2:16:54 I had to have you know talk to other
2:16:57 people I had to I got lots of advice
2:17:01 when my wife is pregnant just and she I
2:17:03 asked hey why are you close to your you
2:17:06 close to your dad yes or no and whenever
2:17:08 they were close to her dad they told me
2:17:10 I asked him why they said because we had
2:17:12 great talks whenever they said no it's
2:17:15 because they said we never talked and
2:17:18 that stuck with me from the moment my
2:17:21 daughter was born and I would always
2:17:23 always talk to my daughter
2:17:25 and anyway don't mean to cry but I love
2:17:28 my kids and what Christie talked about
2:17:30 she became a great parent I shook her
2:17:33 hand because that was somebody that
2:17:35 looked at their kids and said I need to
2:17:37 change something form it for my kids
2:17:39 sake so maybe it would be a great thing
2:17:43 to go the other way and go hey let's
2:17:46 have a parent kid teen talk what we all
2:17:49 get together and we have a great talk
2:17:51 with our kids maybe on a monthly basis
2:17:54 maybe a six-month basis I don't know
2:17:56 exactly how it all work but I know I
2:17:58 needed a lot I had I didn't get married
2:18:00 until I was 28 I had a lot of things to
2:18:02 learn and unlearn and I think if you had
2:18:06 both my kids up here if they see this
2:18:08 video I don't know if they are not sorry
2:18:11 kids but I think they would both say wow
2:18:14 you know my dad really loved me I hope
2:18:17 they'd say that but my three goals like
2:18:21 yo like three goals was for them to
2:18:22 graduate high school because that's a
2:18:24 totally destroy your life don't get
2:18:26 pregnant before you get graduated high
2:18:28 school and don't get somebody pregnant
2:18:29 before you graduate yeah it's quite one
2:18:30 of each and the other one who is don't
2:18:33 get involved with drugs and so we
2:18:35 watched movies we did all kinds of
2:18:36 things and we talked about it afterwards
2:18:39 and because it just can destroy your
2:18:41 so I'm gonna present you let's have
2:18:44 something positive
2:18:45 and let's not wait until they get
2:18:47 involved with drugs it's it's just so
2:18:48 devastating let's do something positive
2:18:50 why not let's it's Quan setting an
2:18:51 example for the rest of the you know if
2:18:53 it spread some here we'll let's spread
2:18:55 some positive and let's get involved
2:18:57 with all the parents and young parents

2:20:03 five got bus transportation you got
2:20:05 police and fire on both sides of it it's
2:20:08 not going to happen

2:20:18 station there and you got a Transit
2:20:20 Center there so people can get by
2:20:22 transfers to the to the buses that come
2:20:25 through our Transit Center you can get
2:20:27 people from the whole eastern part of
2:20:29 King County it's just not going to
2:20:32 happen here

2:20:35 another question but let's not keep
2:20:38 dragging this out and and be realistic

2:21:01 the chief sponsor for AI 27 we gathered
2:21:03 69 thousand eight hundred and fifty
2:21:05 signatures with a thousand volunteers
2:21:07 you've all run for office so you know
2:21:10 that's an extraordinary number this has
2:21:12 been a item in this election season and
2:21:14 for the last six months that's been in
2:21:16 the news has been very prevalent in
2:21:18 conversations across King County and
2:21:20 even beyond there's a lot of attention
2:21:22 on this and there's going to be a lot of
2:21:23 attention on you as well
2:21:25 and of course you've heard from a lot of
2:21:26 people tonight and on this issue
2:21:27 passionate about this because we're for
2:21:30 the user somebody that is currently
2:21:33 living in there at an addiction that is
2:21:35 heartbreaking it's a path toward suicide
2:21:37 with those people that signed on they
2:21:39 have a lot of personal stories even some
2:21:41 were shared tonight a lot of passion on
2:21:43 this because they've lost loved ones so
2:21:45 we gathered 60 9850 signatures with this
2:21:48 initiative 27 we got to validate it it
2:21:51 was going on in the February 13th ballot
2:21:53 and then the ACLU and the City of
2:21:54 Seattle decided their grand wisdom to
2:21:57 file suit against initiative 27 and ban
2:21:59 our constitutional right to participate
2:22:01 in the process and so just about two
2:22:03 weeks ago King County judge and Superior
2:22:06 Court well very far out in her positions
2:22:09 on thing decided to take our
2:22:11 constitutional rights from 1.3 million
2:22:13 voters in King County we're of course
2:22:15 with I 27 are gonna be fighting that in
2:22:17 the Washington State Supreme Court
2:22:18 sometime in December or January we're
2:22:20 asking for an expedited schedule so
2:22:23 we're on that path
2:22:24 my hope and is for each one of you have
2:22:28 you been to Canada have you seen the
2:22:30 nearest Herren injection site if you not
2:22:32 if you've not done so that is your
2:22:34 responsibility as an elected official if
2:22:36 you're going to entertain regulations as
2:22:38 you are tonight you will and should be
2:22:41 held responsible by the people that
2:22:43 elect you to office because you are
2:22:45 elected to your seat where you sit
2:22:47 the citizens of Issaquah own those seats
2:22:50 and you in the next election will have
2:22:52 to answer that you were the council that
2:22:53 said we want regulations to entertain
2:22:56 having heroin injection site in the city
2:22:58 of Issaquah that is a big burden on you
2:23:00 and one that I hope that you take very
2:23:01 seriously listen I've been to Canada
2:23:04 taking my wife several times which is a
2:23:06 great date night right been up there
2:23:09 five times walk the streets feets
2:23:10 Hastings sat down on the sidewalk talk
2:23:12 and people at one time I went up there
2:23:15 my wife and I got out of the car not
2:23:17 even 200 feet from the front door we
2:23:19 walked as police officer was driving
2:23:21 slowly by as we watched five people
2:23:23 shooting up heroin and their arms on the
2:23:25 street I walked right in front of in
2:23:28 sight
2:23:28 right within the 30 or 40 foot with
2:23:30 frontage of that and talked to Sarita
2:23:32 after I finished talking to Sarita
2:23:35 she took a needle out and shot heroin up
2:23:37 in her arm and then started bleeding on
2:23:39 the sidewalk the undercover police
2:23:41 officer who I took up there with me took
2:23:44 a picture with his iPhone she took a
2:23:46 knife out and started stabbing the
2:23:47 building so I walked down that's my left
2:23:51 so I walked down a little bit further
2:23:52 sat down on the street with three
2:23:54 different people and then an ms-13 team
2:23:57 member came up with tattooed face and
2:23:59 said this conversation is over
2:24:01 of course I agreed and I continued to
2:24:03 walk on down the street listen the
2:24:05 heroin injection site atmosphere in that
2:24:08 five block radius is frightening not in
2:24:11 the sense that I was scared for my
2:24:13 safety because I had two undercover
2:24:15 police officers with me and I'm a black
2:24:17 belt but that's all issue out of itself
2:24:19 what is frightening is the broken lines
2:24:22 that are there as I've walked by I've
2:24:24 seen so many young girls that are gone
2:24:26 in the face their bodies are
2:24:27 deteriorating and they're selling their
2:24:28 bodies for dollars just so they can buy
2:24:31 their heroin the
2:24:32 just a block and a half away there's a
2:24:34 park that sits there there are 40 tents
2:24:37 in the park my wife tried to take a
2:24:38 picture with her iPhone she was yelled
2:24:40 at there are needles littering the

2:25:13 help that environment around that is

2:25:19 be known as the place that is dedicated
2:25:21 to get people back to treatment not a
2:25:23 place that people continually use they
2:25:26 spend 4.5 million dollars a year on one
2:25:28 site in Canada King County is talking
2:25:30 about opening two that's nine million
2:25:32 dollars that's gonna be stolen toward
2:25:34 the most radical change in drug policy
2:25:36 in America and if it's a qualm wants to
2:25:38 had that as their identity then you will
2:25:40 hang it around your necks and you'll be
2:25:41 responsible for it my hope is that you
2:25:44 will make a choice for the treatment and
2:25:46 for the user and create an atmosphere
2:25:48 that says welcome to Issaquah we want to
2:25:50 make sure that you get back to health
2:25:51 that is what we're committed to as
2:25:53 people in Issaquah so I hope that you
2:25:55 vote for a permanent ban tonight not
2:25:57 entertain regular regulations that would
2:25:59 allow for a heroin injection site thank

2:27:59 they want to provide to the

2:28:10 you ask the question as the council want
2:28:12 to provide any direction to the
2:28:13 administration I think you mean any
2:28:15 additional direction because the
2:28:16 direction to the administration is to
2:28:18 prepare as amendments to the code that
2:28:21 would prohibit safe injection sites
2:28:24 abolition is whether the council wants
2:28:26 to revise that direction to the mayor's
2:28:27 office seeing none then we will now move
2:28:33 to our final item under regular business
2:28:39 agenda bill 74-62 amending school impact
2:28:44 fees this is coming back from the
2:28:46 services and Safety Committee
2:28:50 thanks mr. mayor I would actually like
2:28:52 to refer agenda bill 74-62 back to the
2:28:57 November 14th 2017 council services and
2:29:00 Safety Committee returning to the full
2:29:02 council on December 4th 2017 second it's
2:29:06 moved and seconded any so to speak to
2:29:10 the motion I would since this issue has
2:29:15 come before services and safety I have
2:29:18 seen a number of questions both from my
2:29:21 fellow council members and from folks in
2:29:23 the community around this issue what is
2:29:26 the city council's role what are the
2:29:29 City Council's options why you know what
2:29:32 why does the school district want to do
2:29:35 what the school district wants to do in
2:29:37 regards to impact fees and so what I'd
2:29:40 like to do is take the questions that
2:29:43 have been generated by my fellow council
2:29:47 members and then allow the
2:29:48 administration and the Utica School
2:29:50 District to return to services and
2:29:53 safety with answers to those questions

2:30:37 thoughts so the motion that's going to
2:30:39 be before the sound cities Association
2:30:41 pick next week says and I won't go
2:30:44 through all the language but I'll go
2:30:46 through the highlights sound Studies
2:30:48 Association urges the Washington State
2:30:50 Legislature to take the following
2:30:52 actions in 2018 one is adjusting the
2:30:55 property tax cap urges the legislature
2:30:57 to give local governments the option to
2:30:59 replace the arbitrary annual 1%
2:31:01 with a limit tied to inflation plus
2:31:04 population growth
2:31:05 it isn't specifying what that limit
2:31:07 should be invest in public health
2:31:10 services urges the legislature to fund
2:31:12 the core public health services provided
2:31:14 by local health jurisdictions and then
2:31:16 address housing and homelessness crisis
2:31:19 urges legislature to partner with us to
2:31:22 address homelessness increases the
2:31:23 supply of affordable housing by
2:31:25 expanding making permanent the document
2:31:27 recording fee to invest 200 million in
2:31:30 the housing trust fund allow local
2:31:32 governments to create and preserve
2:31:33 affordable housing through optional
2:31:35 local tools and this SCA urges the
2:31:37 legislature to address other underlying
2:31:39 issues of homelessness by making
2:31:41 investments in our state's behavioral
2:31:43 health system and enacting legislation
2:31:45 to prohibit source of income
2:31:47 discrimination so that is the proposed
2:31:51 agenda I think it was intentionally kept
2:31:54 very light so that folks could know what
2:31:58 were the really most important issues
2:32:00 rather than having a long list but I
2:32:02 want to find out if anybody on council
2:32:04 has any objections or concerns or if we
2:32:07 can say that our council strongly
2:32:09 supports making this the 2018 SCA agenda
2:32:13 input for Toula I was quite a list I'm
2:32:18 not sure I can remember all of them is
2:32:20 when Nami when well this action be taken
2:32:24 at the upcoming pick it will which is on
2:32:28 the that would be Wednesday this
2:32:33 Wednesday the 8th so again it's
2:32:37 adjusting the property tax cap investing

2:32:46 the FCA the SE a call for upcoming
2:32:51 meeting very low though strongly support
2:32:59 everything that's in there also kind of
2:33:00 a little intimidated by the amazingly
2:33:02 huge problems that you're putting
2:33:05 together that's that's a big order and I
2:33:08 think they've they've chosen well they
2:33:10 support it thank you

2:33:26 raised my hand I just wanted to say I do
2:33:29 I do support that it a lot of that is
2:33:31 there's a lot to it but I really support
2:33:35 that but appreciate that they've also
2:33:38 narrowed things down thank you

2:33:45 council support and direction for
2:33:49 dealing with that issue the most
2:33:51 powerful words that pic are my city
