In 2015, in response to a City Council goal, the Mayor established the Olde Town Vitality Task Force in order to provide recommendations on things the community can do to enhance the vitality of the downtown. Among the Task Force's recommendations was the creation of a streetscape plan to promote a more consistent downtown character and to facilitate pedestrian activity that would support local businesses. The streetscape plan focuses on areas of interest identified by the Olde Town Vitality Task Force within the Cultural Business District (CBD) including Front Street from Bush Street to Gilman Blvd, the entrance to the Hatchery, and the right-of-way area behind Front Street businesses that is adjacent to Pedestrian Park and Depot Park.

1:12 justice our first item uh this evening
1:15 is under special business agenda Bill
1:19 7351 Girl Scouts 105th birthday
1:24 Proclamation with that I would ask rayin
1:28 to join me at the
1:43 podium I'm good how are you you want to
1:46 sit those down so you don't have to hold
1:50 them I enjoy this uh every year and this
1:53 evening I have a proclamation and
1:56 proclamations have a lot of where ases
1:58 in them and so whereas March 12th
2:03 2017 marks the 105th anniversary of Girl
2:07 Scouts of the United States of America
2:10 and the 100th anniversary of the Girl
2:13 Scout cookie program which is the
2:16 largest girl-led business in the country
2:19 which prepares girls for their future by
2:22 developing five business building skills
2:25 of goal setting decision making money
2:29 management
2:30 people skills and business ethics and
2:33 whereas for over 100 years girl scouting
2:38 has helped build millions of girls and
2:40 women of Courage confidence and
2:43 character who make the world a better
2:45 place and further Advance research
2:48 policy and programmatic expertise on
2:52 girls
2:53 behalf and today Girl Scouts in
2:56 Washington state reaches a diverse and
3:00 plural constituency of
3:03 34,000 girls and ensures access for all
3:07 regardless of their financial
3:10 circumstances and a dedicated network of
3:12 thousands of volunteers who share
3:16 diverse backgrounds abilities and areas
3:18 of expertise to support our girls across
3:22 the state now there I Fred Butler mayor
3:26 of the city of isqua do hereby applaud
3:29 the Girl Scouts of the United States of
3:31 America for their 105 years of
3:34 leadership and expertise as the voice
3:37 for and of girls and uh the Girl Scouts
3:41 of Western Washington for providing the
3:43 local support for girl scouting in our
3:46 community and the Girl Scouts of our
3:49 city for their courage confidence and
3:52 character to act to make our world a
3:55 better place in the city of isqua and
3:58 encourage people to join join me in
4:01 supporting the Girl Scouts and further
4:04 to recognize the outstanding
4:06 contributions the Girl Scouts of the
4:08 United States of America I make towards
4:11 becoming tomorrow's better leaders and
4:14 witness whereof I hear and two set my
4:16 hand in Seal of the isqua of of isqua
4:19 the sixth day of March
4:23 2017 and so that's a lot of words for a
4:28 a lot of things
4:30 and this is a proclamation that
4:32 celebrates all that you do in our
4:34 community and I guess I would have to
4:37 say uh all that uh your your parents do
4:42 also uh uh what they do also would you
4:45 like to say a couple of words right
4:49 here um I'm raan peshi Caruso I've been
4:53 in the isqua school district um for as
4:56 long for as long as I've been alive
5:01 um uh I really enjoy the programs of the
5:05 art walks um and music in the park um
5:08 and I really enjoy our friendly neighor
5:10 uh neighbors such as Bill
5:13 Ramos so shout out for you Bill
5:16 go oh man great well that's what have
5:19 you got here um so we have our tagal
5:22 alongs um which is the red box Dosey Do
5:26 The Orange Box uh Savannah Smiles which
5:29 is the yellow box um Thin Mints which is
5:31 the green box tree foils um as the blue
5:34 box um our samoas as the purple box and
5:38 then our new Girl Scout cookie this year
5:41 um the s'mores as the brown box
5:43 wonderful which is your favorite the
5:46 Tagalongs okay so this is for you again
5:50 congratulations thank you and uh uh I
5:53 appreciate you coming this evening thank
5:55 you what what am I supposed to do with
5:56 those uh eat them
6:00 I tell you what then uh I did check
6:03 beforehand and these cookies were Del uh
6:07 uh uh given to us by the Girl Scouts of
6:11 America so not coming out of any Girl
6:14 Scouts Pockets but uh uh just to promote
6:18 uh the sale and I hope that you sell a
6:21 lot of
6:22 these thank you thank you

6:37 our next uh order of business our
6:39 audience comments uh while we I'd just
6:44 like to point out that uh in addition to
6:46 audience comments at this time we have a
6:49 public uh hearing later in uh the
6:53 meeting to talk about the capital budget
6:56 policy uh and uh if you would like to
7:00 speak to that item the appropriate time
7:02 the best time would be uh during the
7:04 public hearing which will uh come after
7:07 approval of the consent
7:09 calendar so uh guidelines for public
7:12 participation citizen comments are an
7:14 important part of the public process we
7:17 take them
7:18 seriously and Factor them into the
7:21 decisions that we make anyone from the
7:24 public who wishes the comment will have
7:26 the opportunity to do so please please
7:29 direct your comments to the whole
7:31 Council and not individuals while this
7:34 is not a question and answer session we
7:36 will contact you to follow up if needed
7:39 if you did not have an opportunity to
7:41 include your email address on the signup
7:45 sheet you may leave that information on
7:48 the clipboard which is going to appear
7:51 on the table in front of me uh after uh
7:55 after you speak when recognized uh
7:58 please come to the elron uh speak into
8:01 the microphone state your name address
8:03 and any relationship to the city limit
8:06 your comments to five minutes submit any
8:09 written comments to the city
8:12 clerk a visual timer has been placed on
8:14 the lectron when it turns yellow you are
8:17 within the last minute of your comment
8:19 period if you use the full five minutes
8:22 the timer will sound to indicate the end
8:24 of your allotted comment time again
8:27 citizen comments written in verbal are
8:29 an important aspect of the public
8:31 process the city takes these comments
8:34 seriously and we thank members of the
8:37 public for taking the time to address US
8:40 during our meetings and with that I
8:43 would ask if anyone has signed up to
8:46 speak uh this evening yes Michelle drov

8:57 Wickstrom good evening I'm Michelle
8:59 drall and this is Irene Wixom we're with
9:02 the King County library system I'm the
9:04 manager of the isqua Northbend squami
9:07 Fall City and North Bend libraries and
9:11 um Irene is the librarian services
9:14 manager and we're here today to talk
9:17 about the King County strategic plan
9:20 it's
9:21 65%
9:22 done I don't know where they got that
9:24 number but it's a lot of work and we're
9:28 here to invite you to um fill out we
9:32 have a survey that I will leave with
9:34 Tisha um to to help us
9:38 to ask questions or comment on what we
9:42 say today so our first thing is um we're
9:45 here to share our progress on the uh
9:48 strategic plan and you are our public
9:51 partners and we're a part of visaa so we
9:54 want to share it with you and it the
9:57 plan will be finished
9:59 by the end of this year and it will be
10:01 going for three to five years we're
10:04 thinking big okay we um uh kcls
10:08 participated in robust Community
10:11 engagement activities in the fall of
10:14 2016 and um we had Community surveys
10:18 that um uh uh responded were responded
10:23 3,887 people in five different languages
10:27 and also we had community conversations
10:30 and 517 people attended those and gave
10:33 their
10:34 input okay so we have um from this we
10:38 developed three scenarios focusing on
10:42 things that are uh constituents
10:45 identifies they would like to see
10:47 addressed not mainly Library issues but
10:50 issues in their
10:52 community and our first scenario is
10:54 called is it's very big connections and
10:58 navigation so so um people have said
11:01 that this addresses the increasing
11:03 complexity and Rapid change in life
11:05 systems and processes like starting a
11:08 business or becoming a citizen getting a
11:10 job finding a housing and we hope that
11:14 we can help identify and fully
11:16 understand issues opportunities assets
11:19 and resources relevant to this community
11:22 we want to create link linkages and
11:25 provide opportunities for people and
11:27 organizations to discover and learn from
11:29 each other and our next one is um
11:32 scenario number two is the sense of
11:36 belonging and um the lack of a sense of
11:39 community that people sometimes feel is
11:42 exacerbated by the pace of Life
11:44 technology and social media and it also
11:47 speaks to overcoming difference as a
11:50 barrier and also recognizing diversity
11:53 is a strength in our communities and um
11:56 this scenario also responds to the
11:58 patterns of conflict and polarization of
12:01 beliefs and values that create Strife um
12:04 the intent uh of the scenario is to be
12:07 consistently purposeful about building
12:10 cohesive neighborhoods and communities
12:13 and to bring Divergent communities
12:15 together to learn about and appreciate
12:17 each other for their assets and
12:19 contributions and our third scenario is
12:22 skills building which we feel the
12:23 library is our strongest thing we offer
12:27 uh programs and books and um technology
12:32 to people to build skills and become you
12:36 know get a good job or find a good book
12:38 all these fun stuff which is what I like
12:40 to do bossing people I mean helping
12:42 people find things that's what um and so
12:45 we hope that we will be part of that
12:47 facilitating the people's skills and and
12:51 um you know bringing organizations
12:53 together who can help build skills so
12:56 that is our third scenario and we are
12:58 hoping
13:00 um that you can be a part of it by I
13:03 will send an email to Tisha with um more
13:07 of what we just said about the three
13:09 scenarios and we also would like invite
13:12 you to um resp uh fill out the it's a
13:16 Survey Monkey what's your last name so
13:18 thank you so much um for your time and

13:23 share with you our final strategic PL
13:25 plan and any Library service
13:27 implications for the Comm Community when
13:29 it's completed thank you so much thank

13:41 Michelle next we have Robert
13:55 Rudolph good evening mayor Butler and uh
13:59 city council I'm Bob Rudolph I live at
14:01 uh 100 timberridge Way Northwest it's
14:04 timberridge at Talis I'm a resident of
14:07 isqua for the past few months and I I
14:10 wrote you folks a letter last week and I
14:12 wanted to follow up today to uh bring to
14:15 your attention again uh an issue that
14:18 could have negative impacts on the
14:20 ability of residents of isqua to uh get
14:23 into
14:24 Seattle now as most of you know the
14:27 center lanes of I90 going across Lake
14:29 Washington are going to close this
14:31 summer when uh Sound Transit begins to
14:34 develop the rail mass transit
14:37 system and when that happens the highway
14:41 I90 is going to be restriped so that
14:43 there'll be a single HOV lane going into
14:46 Seattle and a single HOV lane coming out
14:48 of Seattle this is different than what
14:51 currently exists where there are two HOV
14:53 lanes going in the morning and they're
14:55 reversed in the evening uh two lanes
14:58 coming out so essentially the uh
15:00 capacity of the HOV lane on I90 is going
15:03 to be reduced by 50% when this
15:07 happens now the Mercer Island leadership
15:09 has taken the position that Mercer
15:11 Island residents should be able to use
15:13 that HOV lane not only for car pools but
15:17 for single occupancy Vehicles as well
15:20 and they make this assertion based on a
15:23 1976 agreement that they had with the
15:27 agencies involved that allowed them to
15:29 use the center I90 bridge for um the HOV
15:35 lanes there for single occupancy Mercer
15:38 Island
15:39 traffic but that agreement in 1976 was
15:43 to terminate when the lanes were to be
15:46 converted to rail and that is what is
15:49 happening
15:50 now this summer now the um Federal
15:54 Highway Administration weighed in on
15:56 this last August and sent a letter to
15:59 the merer island leadership saying that
16:02 to allow sov single occupancy vehicle
16:05 access to the HOV lane on I90 or for
16:08 that matter any interstate highway is a
16:11 violation of federal law and is not
16:14 allowed they also pointed out that if
16:17 sov traffic was allowed to access the
16:19 HOV lane on Mercer Island it would
16:22 create some serious operational and
16:25 safety issues uh mainly vehicles
16:28 crossing a number of lanes of traffic to
16:30 get to the HOV lane from the ramps on
16:33 Mercer
16:34 Island uh but despite this the Mercer
16:38 Island leadership is determined to uh
16:42 allow their residents to have what they
16:44 call Access and
16:47 mobility and by what that mean by that
16:49 is single occupancy vehicle access to
16:52 the HOV Lan and they have uh Enlisted
16:56 the uh aid of their of the state
16:59 legislators they have had congressman
17:02 Adam Smith set up a meeting with the
17:04 governor they have Patty Murray
17:07 involved they have lobbyists in Olympia
17:09 and they have lobbyists in Washington DC
17:12 on this issue and on February 16th they
17:15 filed a lawsuit against wo and Sound
17:20 Transit
17:22 uh in an effort to block the rail system
17:27 until they can negotiate out acceptable
17:29 arrangement for them which would be
17:31 access to the HOV lane and they did this
17:34 by withdrawing or putting on hold their
17:36 Shoreline management permit so they have
17:39 filed that lawsuit now there was a study
17:42 done by wisot last year that showed that
17:45 if the single occupancy vehicle access
17:47 was allowed in the HOV lane on Mercer
17:50 Island it would slow the traffic in the
17:53 HOV lane uh to levels that are
17:56 unacceptable or don't meet the hoov
17:59 standards for um HOV lanes and they
18:06 um and me more than half the time and in
18:10 fact almost 60% of the time it would not
18:13 meet the standards uh of HOV lane uh mo
18:18 mobility so um if sov access were to be
18:23 allowed it would have a negative effect
18:25 on residents of isqua who are attempting
18:28 to access Seattle in the HOV lane with a
18:32 legitimate car pool and um that would be
18:37 true not only for isqua but also for
18:39 residents in C cities all along the I90
18:42 Corridor and this issue seems to me to
18:45 have flown under the radar the only
18:47 input I've seen on this has been from
18:49 Mercer Island so I urge you to uh
18:53 provide significant input to wisot and
18:56 Sound Transit oppos ing any action which
19:00 impedes the smooth flow of traffic on
19:03 the I90 HOV lane and to oppose the uh
19:07 use the access of single occupy vehicles
19:10 in that HOV lane your comment period is
19:13 over and secondly I I urge you to alert
19:16 other citizens uh other cities along the
19:19 I90 Corridor to uh this problem so that
19:23 they might take appropriate action for
19:25 their citizens thank you very very much
19:27 this evening
19:30 next we have Liz
19:42 tidyman thank you and good evening for
19:44 the record my name is Liz tidyman and
19:46 I've recently moved to isqua after 28
19:49 years in
19:50 bellw and I have spoken to you before
19:53 about a couple of subjects and I'm going
19:55 to revisit those tonight just to give
19:56 you a little update and also mention one
19:59 or two other things first I'd like to
20:02 inform you of a new chapter of state law
20:06 that was enacted during
20:08 2016 it's RCW
20:11 18390 and it governs Continuing Care
20:14 retirement communities such as Timber
20:16 Ridge here in
20:18 isqua um my family was familiar with
20:21 ccc's uh from uh Decades of living on
20:25 the east coast and places where there
20:26 are more of them and and after my
20:29 parents moved to Timber Ridge we were
20:31 surprised by a couple things we
20:33 experienced so we formed an association
20:36 of CCRC residents and worked with our
20:39 state legislators and with the trade
20:41 Association to enact a chapter of state
20:44 law to establish unequivocally that a
20:48 CCRC is not the same thing as an
20:51 assisted living facility so I just
20:53 wanted to let you know that RCW
20:56 18390 now exists and it will go into
20:59 effect in July of
21:02 2017 um
21:04 second this year we have a kind of a
21:08 cleanup Bill addressing that chapter of
21:10 state law and it was good luck for me
21:14 that in the legislature the public
21:15 hearing on that bill in the House
21:17 Healthcare committee was the same day as
21:20 a public hearing on another bill near
21:23 and dear to my heart and that would be
21:26 House Bill 1076
21:28 brought forward by Fifth District
21:30 representative Paul Graves and it has to
21:33 do with home prepared meals being served
21:36 at in congregate settings um
21:39 representative Graves brought that
21:40 forward because of what my group has
21:42 experienced here in isqua and also what
21:45 he heard from other organizations in the
21:47 Fifth District so I'm very hopeful that
21:51 1076 will be passed it um it's right now
21:55 on the um second reading calendar it's
21:57 already passed the House Healthcare
21:59 committee House Appropriations and
22:01 hopefully it'll get voted by the house
22:03 over to the Senate so I'm looking
22:04 forward to there being a public Hearing
22:06 in the Senate also um it was just dumb
22:09 luck for me that both those public
22:11 hearings were on the same day um I have
22:14 a question that I just want to name out
22:16 loud and I don't wish anybody to
22:18 research an answer for this for me if my
22:21 group becomes prohibited from using the
22:24 Community Hall because we're not a 501c
22:27 designated entity because that's the
22:28 direction issaqua is going right now
22:31 where in issaqua will people be able to
22:34 get a meal on a Thursday a Saturday or a
22:36 Sunday so I just name that that question
22:40 exists finally I will be curious now
22:43 that I'm an isqua resident to learn and
22:45 to research how it is that the city
22:48 administrator's office has the authority
22:50 to decide that the Community Hall will
22:52 be used only by 501c entities that show
22:55 proof of insurance naming isqua as a
22:57 named insurance
22:59 so I really appreciate the transparency
23:01 of the online codes and all kinds of
23:03 agendas and minutes and so on and uh
23:06 it's very possible that this has come
23:08 forward from a committee to the city
23:10 council and so on but I'll be interested
23:12 to look into
23:13 that and finally I will say I have only
23:16 in the past two weeks completed my move
23:19 from Bellevue to isqua and it will take
23:22 me a little while to learn my way around
23:26 uh as a resident I want to say that I
23:28 live with an enormous amount of fatigue
23:32 because it's not only from the move but
23:35 for the 10 years prior to that I was one
23:37 of Washington's 800,000 unpaid family
23:41 caregivers my parents may have resided
23:44 in a retirement community where they had
23:46 care and services but that does not mean
23:48 there are not family caregiving
23:50 responsibilities and my parents had
23:52 moved across the country to be near my
23:54 brother and me and they're now adult
23:57 grandchildren so we bought bothered to
23:58 show up just about every day I'm tired
24:00 from all of that so regretfully I won't
24:02 be staying for the whole meeting tonight
24:04 and I look forward to hearing a full
24:05 meeting in the near future thank you

24:23 council members thank you for your time
24:25 here tonight my name is Mitra mandes and
24:28 I am a resident of outside of isqua Mir
24:33 monteria um and I'm here tonight uh to
24:37 thank you on behalf of imagin housing
24:40 for your contributions and your funding
24:43 for the affordable housing on the east
24:45 side I serve on the board of uh um
24:49 imagine
24:51 housing because of your arch cont
24:54 contributions imagine housing will be
24:56 able to start this year here
24:59 construction of
25:01 63 affordable apartment units in
25:06 bellw and with this project we'll be
25:09 able to remove 31 homeless families from
25:12 streets and shelters and place them in
25:15 permanent
25:17 housing this uh project called 30 Bell
25:21 viw will uh serve people earning less
25:25 than 60% of the median income for the
25:29 area and we'll also be featuring
25:32 Supportive
25:33 Services uh which really helps maintain
25:36 stability of uh home and family for the
25:40 residents of the uh
25:43 Apartments also your arch contributions
25:46 fund
25:48 Innovation with about
25:50 $500,000 in predevelopment
25:53 funding we are able to make progress on
25:56 development of uh
25:59 257 units of mixed income Transit
26:03 oriented uh apartment homes in um estera
26:08 Park which is in Overlake Village uh in
26:12 Redmond and estera park uh in addition
26:16 to a YMCA which uh with child care care
26:21 center which serves the whole Community
26:24 will
26:25 also uh house uh a mixed income of uh
26:30 folks so um it will truly feature the
26:35 diversity that the project seeks to uh
26:39 create with the help of
26:42 redmund so uh thank you very much and I
26:46 would like to urge you to please support
26:49 Arch's recommendation to use these funds
26:52 for the uh pre-development of estera
26:55 Park and also the permanent capital for
26:59 the 30 Bell View thank you thank

27:24 of the issaqua Human Services Commission

27:28 of the commission and its members um the
27:31 commission's work includes making
27:33 recommendations to support the city's
27:35 objectives regarding its commitment to
27:36 supporting the Human Service needs of
27:38 isqua residents part of our work
27:40 includes reaching out to organizations
27:42 funded through City Grants and listening
27:45 to community members about any emergent
27:47 Human Service
27:50 needs in doing that work we have
27:52 recognize that recent messages from the
27:53 new federal Administration have had a
27:55 disproportional impact on many community
27:58 members that are immigrants Andor
28:00 members of several protected classes uh
28:03 this impact pertains to our work both as
28:05 commission members for the city that
28:07 apply the city's stated policies of
28:09 non-discrimination and tolerance and in
28:11 terms of how funded organizations may
28:13 need to rep prioritize or enhance their
28:16 services to address these
28:18 changes from this perspective the isqua
28:21 Human Services Commission wishes to
28:22 thank the council for its December 5
28:25 2016 Proclamation encouraging the
28:27 reduction of of intolerance towards
28:29 others of different backgrounds or
28:30 beliefs and establishing tolerance
28:33 awareness day and we thank the mayor for
28:35 his mayor's message on immigration and
28:38 support of the Immigrant members of the
28:39 community and the principles of
28:41 inclusion welcoming and
28:43 anti-discrimination and we wish to
28:45 commend the mayor and other council
28:46 members that have joined other elected
28:48 leaders from across the county and
28:50 signed on to the King County pledge to
28:52 building inclusive
28:54 communities so on behalf of the Human
28:56 Services Commission thank you for your
28:58 support of the principles of equality
29:01 and justice and non-discrimination for
29:02 all members of the issaqua
29:05 community Eric thank you very very much
29:07 and for the good work of our Human
29:09 Services

29:47 Mayor uh I attended the Economic
29:50 Development Council uh board meeting on
29:53 February 28th uh which included an
29:55 economic update um of client cluster
29:59 strategy success story from a group
30:01 called Atlas workbase and a panel
30:04 presentation um which was uh Community
30:08 and Technical colleges and and uh the
30:11 name of the presentation was engines of
30:13 talent development and critical Partners
30:16 in Economic Development um it was a very
30:18 important
30:20 conversation about um how critical uh
30:24 Community and Technical colleges are in
30:27 Economic Development and um all of the
30:30 funding cuts that they're dealing with
30:32 through the legislature and how tough
30:34 that issue is becoming uh the next EDC
30:37 meeting will be June 14th in Belleview
30:40 uh I'll be attending the uh sound cities
30:42 Association public issues committee uh
30:45 tomorrow evening and TOA will give uh
30:48 I'm sure another update about that uh
30:50 the King County Conservation District
30:52 committee uh will be meeting on March uh
30:55 15th in Renton and the Eastside Human
30:58 Services Forum uh the next board meeting
31:01 will be March 22nd the board um has been
31:04 sending a lot of updates uh that they're
31:07 working hard to contact UM legislative
31:11 uh District senators and representatives
31:13 about different issues and bills
31:15 associated with uh the Eastside Human
31:18 Services Forum legislative agenda very
31:21 long list and just a couple of an
31:24 announcements through that group there's
31:26 a resource fair in Belleview uh at the
31:29 Belleview library from 2: to 400 p.m. on
31:31 March 28th and that's where people can
31:33 go and learn about all of the different
31:35 resources that are available in our
31:37 community and then um uh it was great to
31:40 hear the uh Library Representatives come
31:43 and speak they uh through the King
31:45 County Library Association um the King
31:48 County heroin and prescription opiate
31:51 addiction Task Force program series um
31:54 they're doing a lot of different events
31:56 at various dates and various libraries
31:59 and you can learn more at kcls.org thank
32:03 you that concludes my report council
32:05 member almost thank you Mr Mayor um
32:08 first I'll talk about the council uh
32:10 infrastructure committee and uh first to
32:13 note is the March meeting has been moved
32:15 it's not going to be on the 16th as
32:17 usual it'll be on March 28th sorry for
32:19 the inconvenience of changeed for folks
32:21 but get that word out as quick as
32:22 possible the agenda hasn't been set yet
32:24 for that um our February second meeting
32:28 we had a number of items on there uh the
32:30 first one was complete streets and that
32:33 was a little different than we normally
32:35 do and this was kind of council
32:37 Direction so I'm coming back to you with
32:39 some information here and see if it's
32:40 good enough for you if you will because
32:43 the complete streets previously the
32:45 administration would just decide which
32:47 projects to do and we gave we wanted to
32:49 have some Council touches on that so
32:51 coming through infrastructure we went
32:52 through a process and selected the the
32:55 projects to uh to be done under the
32:57 complete streets one selected were um
33:01 the main one was uh finishing the last
33:03 link on Juniper Street there's one last
33:06 chunk of of uh lack of sidewalk that
33:08 doesn't connect everything um and that
33:11 one piece we figured would take most of
33:13 the of the funding uh complete streets
33:15 this year if there was any left over the
33:17 next uh project they would start
33:19 repairing the sidewalks around Pickering
33:22 Barn that had been raised up by the
33:23 trees and so forth there um that would
33:26 involve some tree removal so the
33:28 question I passed out to you now how to
33:29 think about is coming we asked about do
33:31 we have to provide an agenda Bill and
33:33 have the whole Council vote on that or
33:35 just bring that back to everyone let you
33:38 know and uh go with that so that's kind
33:41 of the decision and if any of my other
33:43 uh Committee Member want to say
33:45 something on that you're welcome too
33:46 we're good okay thank you fres and then
33:49 um next item is AB uh 7308 Gilman
33:53 Boulevard which is on the agenda for
33:54 tonight so we'll talk about that later
33:56 um also traffic Comming in the East
33:59 Sunset area that is just starting the
34:01 conversation nothing's aside it's just
34:03 starting open up to the public and
34:04 starting that conversation and the item
34:07 that was on our agenda there
34:07 Transportation Mobility board uh was not
34:10 taken up it'll be moved to our next
34:12 meeting on the 28th and I like to thank
34:15 uh the administration they came up with
34:17 a nice project update uh uh report for
34:21 us so which we've been doing but more
34:23 verbally now we got a nice set of uh uh
34:27 all the projects listed out you can see
34:29 what was done last month or coming up
34:30 this month or any updates and that's I
34:32 the public appreciated that and the only
34:34 thing we asked them to add onto that
34:36 list was all projects that were covered
34:38 by other than the city such as
34:39 developers and so forth that were at
34:41 doing projects that were in our
34:42 infrastructure as well um concluding
34:45 that we went uh the regional transer
34:47 committee met on February 23rd and we'll
34:49 meet again on March 15th in King County
34:51 council chambers uh working on the
34:54 development of the program of work um
34:57 the draft there and it was very well
34:59 received um written in a way of creating
35:02 a great partnership between the
35:04 jurisdictions and Metro um much more so
35:07 than uh than ever before so very excited
35:10 about that uh also the Emergency
35:12 Management advisory Council next meeting
35:14 is on uh this Wednesday the 8th I'll be
35:16 at that down in the Emergency Management
35:18 Center in Ron and the East Side
35:19 Transportation partnership next meeting
35:21 is this Friday the 10th in bellw they
35:23 were working I'm working on the planning
35:25 committee to set the agenda on the high
35:27 priority issues we want to tackle this
35:29 year concludes my report thank you
35:32 council member winterstein thank you Mr
35:35 Mayor last Thursday there was a meeting
35:37 of the petown regional council's growth
35:40 management policy board and at our last
35:43 Council mention uh meeting I mistakenly
35:45 said that the board would be taking up
35:46 the issues of the uh Regional Center
35:48 framework update starting uh in and our
35:52 March meeting I was I was a month early
35:54 we'll take up that conversation in April
35:56 and that'll span April uh May and June
35:59 with a planned action uh in our June
36:01 meeting to make a recommendation to the
36:03 executive board but what we did Cover in
36:05 this meeting uh we had a great um
36:07 presentation from representatives from
36:09 the Tacoma and Pierce County Department
36:11 of Health and another representative
36:13 from the Kitsap health district and they
36:15 give us an overview on of health and
36:18 planning in our region so the planning
36:20 that we do but health related issues
36:21 they provided information about health
36:23 outcomes are interrelated with planning
36:26 and how communities are using Health in
36:28 planning and how health may be
36:30 considered during the upcoming update to
36:33 Vision 40 um I I found that to be a
36:36 really good uh presentation um we also
36:39 had a a discussion about affordable
36:41 housing we had um and there were three
36:44 housing
36:45 professionals um with prepared material
36:48 including Arthur Sullivan of arch and
36:50 the two other gentlemen were amazingly
36:52 knowledgeable as well and they talked
36:54 about uh new housing developments being
36:56 built in the region and different
36:57 approaches that cities are using to
36:59 increase affordable housing uh through
37:01 incentives and other planning um really
37:04 the purpose of the discussion was to set
37:06 the stage for looking at the housing
37:08 policies again for the upcoming update
37:10 to Vision 2040 and um anybody interested
37:15 in this conversation it is um about
37:18 affordable housing it is available um
37:21 it's been recorded and it is available
37:23 online through the psrc website I can
37:25 forward you information if you if you'd
37:26 like I did find it very helpful and
37:28 since we are updating our housing policy
37:30 and our housing strategy this year which
37:33 of which affordable housing is part of
37:35 it I know it's an issue on many people's
37:36 minds and so I can send you that
37:38 information I think it was worth the
37:39 time that concludes my report thank you

37:46 Council services and Safety Committee
37:48 will meet next Tuesday March 14th at
37:51 6:30 p.m. here in council chambers the
37:53 agenda is still to be determined sound

37:57 committee will meet uh uh
38:02 Wednesday I wrote down the wrong date
38:05 March well if it's if Tuesday is March
38:07 14th and Wednesday is probably March
38:08 15th if my math is correct and that will
38:12 be in Renton City Hall before that the
38:14 sea prepi Workshop is particularly
38:17 useful and I don't normally read a lot
38:19 of verbiage from sea um but let me read
38:22 this out um we're going to cover
38:24 Regional Center policy framework SCA
38:26 will be hosting a pre Workshop to review
38:29 proposed changes to the vision 2040
38:31 Regional Center policies under
38:33 consideration at the Puget Sound
38:35 Regional Council focusing the Region's
38:37 growing population and employment into
38:39 designated growth and Manufacturing
38:41 centers is a key strategy under Vision
38:44 2040 a stakeholder working group formed
38:46 to review the center's policy framework
38:49 recently issued a final report
38:51 recommending changes to the designation
38:53 criteria for regional and subregional
38:56 centers if a adopted the new center
38:58 policies will inform future planning and
39:00 Investments at the regional and local
39:02 level more information about the
39:04 regional centers policy update can be
39:06 found on the project website the date uh
39:10 that is Wednesday March 15th and the
39:13 prepi meeting starts at 6 o'clock that's
39:16 on the seventh floor in the conference
39:19 room uh which is on the same level as
39:21 council chambers but it's not in council
39:22 chambers and I mention this because of
39:25 course uh everyone is to attend and this
39:28 isn't we could we could have frequently
39:30 our our neighbors to the north samamish
39:32 and Redmond send lots of people to these
39:34 meetings and the uh for all of us who
39:36 are interested in this topic uh I think
39:38 it's going to be a very interesting
39:40 presentation uh in addition to that
39:43 talking about the the meeting that's
39:44 then going to be held at 7 o'clock we're
39:46 going to be looking at the mental
39:47 illness and Drug dependency uh committee
39:51 and King County Flood Control District
39:53 advisory committee appointments uh then
39:55 we will be talking about psrc Regional
39:58 economic strategy uh there's going to be
40:00 an upcoming economic Forum in I don't
40:04 have the date in front of me uh but I
40:05 believe it's uh April we are going to
40:08 have a discussion of the cultural of the
40:10 proposed cultural access sales tax which
40:13 uh would affect some Arts organizations
40:16 potentially in isqua um that is I
40:20 believe that uh vote is is if if all
40:25 goes as planned King County count
40:27 Council will be uh enabling that vote at
40:30 this week's King County council meeting
40:32 but the details of what that cultural
40:34 access sales tax looks like uh we
40:37 haven't yet seen at SCA and so I'm very
40:40 interested and then we'll also be having
40:42 a a lengthy conversation about um 27
40:45 work uh 2017 work plans for RPC uh RW QC
40:50 which is regional water quality Council
40:52 and then RTC so um we'll be interested
40:56 to see how those work plans dovetail
40:58 with each other and U back out to our
41:00 cities and of course there will be
41:01 reports generated from that meeting uh
41:04 as part of the minutes from pick so
41:06 while there are not a lot of action mey
41:09 action items uh for this upcoming SCA
41:11 meeting there's a number of things that
41:12 are particular interest to the city I
41:14 see council member winterstein poised to
41:18 ask a question about sea I just want to
41:20 double check the date I actually have
41:22 the pick for this Wednesday in two days
41:24 so did I that's on the eth did I that
41:27 would be this that would be the second
41:29 Wednesday of the month boy oh boy you
41:32 would think that I as pck
41:34 chair would have known that the fact
41:37 that I was having a meeting in 48 hours
41:39 uh it it it now comes back to me that in
41:41 point of fact uh yes uh right and I
41:45 apologize for that I you know just
41:48 panicked when I saw that I had the wrong
41:49 date list in there I apologize thank you
41:52 so much council member winterstein for
41:54 correcting me that would be this
41:55 Wednesday again the pre-pick meeting
41:58 starts at 6:00 Renton City Hall 7th
42:01 Floor uh uh conference room then uh gmpc
42:05 isn't meeting again until May and the
42:08 regional
42:09 e911 uh strategic plan uh leadership
42:13 group is not meeting until June this
42:14 concludes my lengthy and sometimes
42:17 inaccurate
42:18 report uh thank you council member

42:25 yes council member Paulie thank you Mr
42:28 Mayor I attended uh the Cascade water
42:31 alliance's annual meeting with the mayor
42:33 um last week and there is an item from
42:36 there about water reuse that I will
42:38 bring up to council for good of the
42:40 order um the next Cascade water Alliance
42:42 resource committee meeting is this
42:44 Thursday March 9th at 2 o'clock we'll be
42:46 looking at some contract Awards an
42:48 update on the water quality monitoring
42:50 plan um a policy revision on property
42:53 sales and some project updates
42:58 um let's see the chamber board meeting
43:00 was on February 17th and it was held at
43:03 the newly renovated McDonald's in case
43:05 you haven't been there it's all changed
43:09 um they had several items that I thought
43:11 um our Council would be interested in
43:13 hearing about their government Affairs
43:15 committee is supporting the $1.5 million
43:18 request for funding for the improvements
43:19 at 12 and
43:21 sr900 they had a substantive discussion
43:24 about power outages power reliability
43:26 and and we're confirming their support
43:28 for the energized east side projects uh
43:31 their concern is primarily that upgrades
43:34 um may not keep up with growth
43:37 especially with the growth rates we're
43:38 experiencing right now on tourism uh
43:42 they noted that we were the only state
43:43 in the nation without a a state level
43:46 funded tourism program and that there
43:48 are some bills moving through the House
43:49 and Senate now uh that they are
43:51 supporting they also talked about film
43:53 Works they are Lobby lobbying to get
43:55 some isqua locations added to lists for
43:59 movie shot movie shoots um and the last
44:02 item that I thought was of interest to
44:04 our council is they gave us an update on
44:06 the salmon days and they had very very
44:08 kind words of appreciation for the
44:10 retiring committee chair eileene Barber
44:13 who serve

44:20 um I did attend the five chamber
44:22 breakfast in isqua on Friday March 3rd
44:25 the next isqua chamber lunch in event is
44:28 March 9th at the Holiday in the next
44:30 chamber board meeting is Friday March
44:32 17th um and there is an eper uh asight
44:35 fire and rescue board meeting this
44:36 Thursday at 4
44:38 o'clock and that concludes my report

44:45 committee met uh last Thursday March 2nd
44:48 and we had several items uh we had um as
44:52 usual our standing moratorium update
44:54 item um we talked about about that um
44:57 significantly recently at the council
44:59 level so we didn't have really much
45:01 there to talk about um we also got an
45:04 update on where we are with a
45:05 Sustainable Building action strategy
45:08 which was a council goal and that will
45:11 be coming back to um the council later
45:14 we just provide a little bit of
45:15 feedback agenda Bill
45:18 7215 um this is the ninth major
45:21 amendment to isqua Highlands two-party
45:23 development agreement this is the
45:24 polygon Northwest Northwest proposal for
45:26 the
45:27 um 100 tdrs that we talked about at our
45:32 last council meeting um we um primarily
45:36 talked about affordable housing and
45:39 there was a um rather than just one
45:41 option there was a list of I believe it
45:44 was four five five options and so we
45:47 talked about um we were happy that we
45:50 had some options and that agenda bill is
45:52 coming back to the committee at our next
45:54 meeting to talk some more and we asked
45:56 for some more information mostly some um
45:59 a little bit more analysis they're also
46:02 um uh bringing back more staff is
46:04 bringing back more information on how
46:07 that proposal um um squares with uh city
46:11 code about making sure that it doesn't
46:12 over tax infrastructure um regarding the
46:15 extra tdrs that's proposed using um then
46:19 we discussed um vertical mixed use the
46:23 analysis um that is going on uh during
46:26 the moratorium along with several work
46:28 items and we got a little bit of
46:30 information on that that's gonna also
46:33 keep coming back to us until it's ready
46:34 to come to council um then we had two
46:37 action items agenda Bill 7270 2016
46:40 comprehensive plan and zoning map amend
46:43 amendments and yes that was 2016 but we
46:46 did finally get it over the Finish Line
46:47 with the recommendation I believe that
46:49 comes to the our next council meeting
46:52 and then we also addressed agenda Bill
46:55 7330
46:57 which is the 2017 docket or list of copy
47:00 hits of plan amendments and that will
47:02 also be coming forward with a
47:04 recommendation to the full
47:05 Council uh the next land and Shore
47:08 committee meeting is Thursday April 6th
47:11 here in council chambers 6:30 and we do
47:13 not have an agenda yet that's my report

47:23 in the Puget Sound Regional Council
47:26 executive board meeting on February the

47:41 the esqua highlands on March the 2nd and
47:44 welcomed a number of new residents to
47:47 isqua that concludes my report we'll now

51:14 members tonight's public hearing is to
51:17 take uh public comment on the proposed
51:20 capital budget policy this is a section
51:23 of the financial
51:24 policies earlier this year
51:27 the administration proposed capital
51:29 budget policy updates to the city
51:31 council um provided with that was a
51:34 timeline and a pathway forward for
51:36 improving our capital budget policy uh
51:39 first that is to occur before we work on
51:42 improving um the CIP development process
51:46 along with better engagement in the
51:49 community there have been some previous
51:52 discussions with regards to the capital
51:53 budget policy uh starting in January the
51:56 policy was presented to the committee of
51:58 the whole the council has conducted a
52:00 work session on February 13th uh to
52:03 start discussions on those proposed
52:04 updates tonight is the public hearing to
52:07 take uh public testimony and then there
52:09 are two other proposed sessions uh for
52:12 this particular policy
52:14 update the proposed policy came to the
52:17 city council it included updates with
52:20 regards to capital budget objectives the
52:23 CIP time frame and proposed changes to
52:25 that uh some new sections of the capital
52:29 budget policy which included project
52:31 ranking uh criteria uh that is based on
52:35 a a set of of council provided or
52:39 Council adopted
52:41 um rankings that would help
52:44 Administration to uh Place projects into
52:48 the
52:49 CIP there's strengthened language in the
52:52 capital budget policy that refers to
52:55 sources and uses not uh the funding as
52:58 well as the cost in the policy and then
53:00 efforts to improve our citizen
53:02 engagement uh for this particular
53:06 policy that public engagement effort
53:09 then is for better reach in and reach
53:11 out there's a two-year transition for
53:15 the CIP process for improvements
53:17 starting in 2017 for the 2018 capital
53:20 budget and we wanted to ensure that we
53:23 had engagement before during uh the cap
53:26 capital budget development
53:28 process so with that the proposed policy
53:31 has been published and again the
53:33 council's been discussing that um
53:35 tonight's uh public hearing is to take
53:37 public comment and so that concludes my
53:40 very brief presentation and I'd be happy
53:42 to answer any questions of the council

55:04 uh we bought in 2010 and it is even more
55:08 impactful now it is very difficult to
55:12 make a right turn lane much less a left
55:15 turn lane when you want to um leave
55:19 Providence Point in addition uh people
55:22 are not able to cross the street anymore
55:24 it is much too hazardous there's
55:26 pedestrian warning signs but as you know
55:29 when you were making the turn past the
55:31 City Church property coming down the
55:33 hill um they're going way too fast um
55:36 for anybody to have a chance to survive
55:38 that Trevor across the street it's not
55:42 that far but it is very very
55:44 dangerous um back in 2010 or 10 not 2010
55:49 back about 10 years ago um there was
55:53 plans drawn up uh for this project
55:56 project and all they need is to be
55:59 brought up to a current code for um
56:04 traffic signalization for the street
56:07 width Etc the storm drains and and I
56:10 would uh I actually sent a letter to
56:13 Mayor Butler uh with a copy to the city
56:16 council uh to request that if there are
56:19 any funds available this year to bring
56:21 those plans up to speed that would be
56:23 terrific and then to fund our project
56:26 next year I would greatly appreciate any
56:29 consideration you would give for this
56:31 project um we have uh 1,400 residents
56:35 that are going in and out of that um
56:38 Ingress and egress and so it is very
56:40 important that we have the ability to
56:43 get out safely appreciate your concern
56:47 and any support you can give to this
56:49 endeavor thank you and thank you uh very

58:16 then I wanted to thank Emily moon for um
58:19 for guiding us through that it was very
58:21 very good thank

59:07 to isqua Creek uh we'll kick things off
59:11 with a short uh presentation and then
59:14 I'll uh uh turn it over to the chair of
59:17 the infrastructure committee uh uh to uh
59:22 uh uh present it before the council
59:30 thank you Mr Mayor um council members
59:33 Kurt seon Transportation manager here at
59:35 the city um I just um I think as the
59:40 mayor suggested um council member Ramos
59:43 will probably uh follow up with what we
59:46 discussed at the infrastructure
59:48 committee but I wanted to give the full
59:49 Council uh just um I don't really have a
59:52 a slideshow or presentation but just to
59:54 talk briefly about
59:56 uh what we're looking to accomplish on
59:59 Gilman and what the purpose of this work
1:00:01 is and and what we think the future
1:00:04 holds out there and why it makes sense
1:00:05 to do the work now so we know that
1:00:07 Gilman um is the Gilman Corridor is one
1:00:11 of the Prime major East West corridors
1:00:15 in isqua serving a large number of
1:00:17 businesses as well as an increasing
1:00:19 number of residents along that Corridor
1:00:21 and we know that um that as growth
1:00:25 continues and properties redevelop along
1:00:27 there that the the future of Gilman will
1:00:30 be different from the present uh Gilman
1:00:33 that we know so the the real issue here
1:00:35 is how do we ensure that um we keep all
1:00:39 that's good about Gilman and maintain
1:00:41 the the uh the positive character of
1:00:44 that Corridor and while planning for and
1:00:47 accommodating the future and I think
1:00:50 more specifically uh how do we uh ensure
1:00:53 that that corridor from a transportation
1:00:55 standpoint anyway that it supports all
1:00:57 modes of travel um both for businesses
1:01:00 and um increasing number of residents um
1:01:04 all modes of travel including um
1:01:06 non-motorized pedestrian Bicycles of
1:01:08 course Transit as well as uh
1:01:11 vehicles and um and then finally I think
1:01:15 how do we plan for this Corridor we know
1:01:18 that um very soon here we'll be starting
1:01:21 working with the state on the uh igr the
1:01:24 intersection justification report uh
1:01:27 that's going to look at Front Street and
1:01:28 a potential second Crossing of I90
1:01:32 probably in the vicinity of 10th or 12
1:01:34 so that's an that's something else
1:01:37 that's happening along that Corridor and
1:01:40 um and also just going out even further
1:01:44 we know that light rail is coming isqua
1:01:45 and we want to be sure we start thinking
1:01:48 about that and how light rail may fit
1:01:51 into this whole area so um and so so
1:01:55 that's sort of as a background and uh
1:01:58 then more specifically with with what
1:02:00 we're uh have what you have in front of
1:02:02 you tonight um grab my notes
1:02:09 here so we've broken The Proposal uh to
1:02:13 you into two parts uh two phases as you
1:02:16 will a 2017 phase and a two which is
1:02:20 what we are asking for uh uh your
1:02:23 approval of tonight and then a future uh
1:02:26 2018 phase which is not part of
1:02:28 tonight's uh agenda bill but we'll be
1:02:31 coming back to you later in the process
1:02:33 to talk about that but in this 2017
1:02:36 phase we'll be primarily focused on
1:02:39 Gathering getting the facts um
1:02:43 presenting factual data to the community
1:02:45 that may include modeling some
1:02:47 preliminary look at look looks at what's
1:02:50 possible out there what the
1:02:52 opportunities are what the constraints
1:02:54 are um so but this is very much in this
1:02:57 first phase a a data Gathering and
1:03:00 Community
1:03:02 input um a large community input um
1:03:06 component to this work effort in 2017
1:03:09 we've done some survey already along
1:03:12 that Corridor uh in uh Mr Ramos can
1:03:16 speak more to this as what happened in
1:03:19 uh in our discussions with the
1:03:20 infrastructure committee but we
1:03:22 originally had scoped the project to be
1:03:24 from roughly from the bridge to
1:03:28 900 sr900 and in further conversations
1:03:32 with council with the committee uh we
1:03:34 all agreed that it it made the most
1:03:35 sense to look at the entire corridor
1:03:39 from um from Front Street to sr900 and
1:03:42 that's not meant to exclude the portion
1:03:45 east of front that's still a portion
1:03:47 we'll be considering as well but the the
1:03:50 primary focus and what is in front of
1:03:52 you uh tonight is the uh approving
1:03:56 preliminary work in 2017 for the Gilman
1:03:59 corridor from
1:04:00 sr900 uh to Front Street uh we
1:04:03 originally asked
1:04:04 for so it's a it may be a little we uh
1:04:07 put a table in there at council's
1:04:09 request to help hopefully help explain
1:04:11 the the dollars there but um so
1:04:14 initially we had asked for $50,000 for
1:04:16 the work from the bridge to uh to sr900
1:04:19 we had already done the survey for that
1:04:21 portion of the corridor uh when we're
1:04:23 looking to extend the the uh
1:04:26 the work from the bridge to um Front
1:04:29 Street we're uh expecting that that
1:04:32 could our budget we're budgeting for
1:04:33 another 17
1:04:36 $125,000 for that work which would
1:04:38 include survey and some additional study
1:04:41 and U preliminary work so the request
1:04:44 for you tonight is for the
1:04:47 50,000 uh originally asked for plus the
1:04:50 125,000 additional for a total of
1:04:53 175,000
1:04:56 so that thank you uh Kurt uh this is
1:04:59 coming back from the uh infrastructure
1:05:02 committee uh bill yeah and and thank you
1:05:05 Kurt that uh summed it up pretty well um
1:05:08 it did go through committee a couple
1:05:10 times um because there were some
1:05:12 questions on on what was the what were
1:05:14 the uh the length of the project what it
1:05:17 really included and and realized after
1:05:19 some discussion was the the shorter
1:05:21 project was in place for $50,000 because
1:05:24 we had already gathered a lot the data
1:05:26 there and so it could move forward
1:05:27 fairly quickly and fairly inexpensively
1:05:30 but that didn't for us didn't follow the
1:05:32 logic when it's really a corridor and it
1:05:34 would we should look at the whole piece
1:05:37 the the drawback to that is it's going
1:05:39 to cost more because there's more data
1:05:41 to gather on the piece that we don't
1:05:42 have it already and also add length of
1:05:44 time so this project goes from 50,000
1:05:47 and finish it you know you know earlier
1:05:49 this year and start things versus
1:05:51 175,000 and and be able to to Really
1:05:54 roll into 2018 with with all that data
1:05:57 in place um so it extends a lot of that
1:05:59 into 18 versus the end of 17 um but I
1:06:03 saying I think really um will give us a
1:06:06 good hold on the future of what we need
1:06:08 with all that data gathered when when
1:06:10 Redevelopment in that area happens and
1:06:12 those kinds of things we'll know what we
1:06:13 want as a city and then we all have
1:06:16 those answers we won't have to be
1:06:17 wondering peace meal when someone
1:06:19 developed something here or someone
1:06:21 devel something there
1:06:24 um so so with that in mind I'd like to
1:06:27 move to approve the project area to
1:06:28 include Gilman Boulevard improvements
1:06:31 from sr900 to Front Street and authorize
1:06:34 an allocation of
1:06:35 $175,000 from the street Improvement
1:06:37 fund balance ending balance and direct
1:06:40 the finance director to include the
1:06:41 175,000 in the subsequent 2017 budget
1:06:44 amendment second it's moved and seconded
1:06:53 discussion seeing none the and all those
1:06:57 in favor of approving the project area
1:06:59 to include Gilman Boulevard approvement
1:07:02 from sr900 to fren Street and authorized
1:07:05 the allocation of

1:07:48 mayor this agenda item is uh to address
1:07:51 a budget appropriation adjustments that
1:07:53 are necessary um that that uh would
1:07:56 cover expenditures and revenues that we
1:07:58 hadn't anticipated in the 2017 budget
1:08:01 adoption
1:08:03 process the budget was adopted in uh
1:08:07 2016 uh at the end of December with
1:08:09 agenda Bill
1:08:11 7243 there are some proposed budget
1:08:14 amendments to cover unforeseen Revenue
1:08:16 sources and
1:08:18 expenditures and state statutes uh
1:08:20 certainly guide us with regards to
1:08:22 budgets in code cities and Define public
1:08:24 hearing
1:08:27 requirements there are a number of of
1:08:29 budget amendments um based on the on
1:08:32 different types according to State
1:08:34 Statute uh amendments for emergencies uh
1:08:37 where there is not a need for any notice
1:08:40 or public hearing that's required
1:08:42 amendments for increasing adopted
1:08:44 appropriation levels and um that
1:08:47 particular type of budget amendment
1:08:49 requires a public uh notice and public
1:08:52 hearing there are amendments for
1:08:54 receiving more Revenue um where no
1:08:56 notice or public hearing is required and
1:08:58 that one is primarily if the city
1:08:59 council chooses to spend those resources
1:09:01 in that current year so with this
1:09:04 proposed uh budget amendment for
1:09:07 2017 um the administration is
1:09:10 recommending that the city council uh
1:09:12 hold a public hearing at its next
1:09:14 council
1:09:15 meeting and to set that for March 20th
1:09:19 2017 so with that the proposed ordinance
1:09:22 is with the agenda Bill and I'd be happy
1:09:25 to answer any questions of the
1:09:28 council are there questions of
1:09:38 Paul going on me okay sorry all right
1:09:41 thank you so I know we're going to be
1:09:43 addressing this again um in the
1:09:46 future and um I think some I'll just
1:09:49 make a request for some information make
1:09:52 sure we have it later on as well um I
1:09:55 think the action in front of us we
1:09:57 haven't really made we haven't made a
1:09:58 motion yet because the action is going
1:09:59 to be to set the public hearing I
1:10:00 believe so I'm just going to ask some
1:10:02 questions about the
1:10:03 content
1:10:05 um uh and and Jen if you don't have it
1:10:08 right now just later on in the in the uh
1:10:11 on page 153 of 175 in the packet in the
1:10:14 capital special projects fund number 301
1:10:17 there I just don't understand the
1:10:19 description of that um uh adjustments in
1:10:22 Revenue um so I'll I just just like to
1:10:25 get some clarification on that if it's
1:10:27 easy now that's great I can put these in
1:10:29 email to you as well I have a few just
1:10:32 related to some of the changes that are
1:10:36 there a few other questions I
1:10:43 so you want to tackle that or you want
1:10:45 me to get I we want to do it later we
1:10:47 can do it later if you would like to
1:10:48 send an email with all the questions and
1:10:49 I can respond um a little bit more
1:10:51 efficiently but I'd be happy to answer
1:10:53 and and I'm you're going to see
1:10:54 questions as well related to the water
1:10:56 fund I think the description of the work
1:10:59 um I just don't uh just isn't clear and
1:11:03 the information and by and by the way
1:11:05 most what what we're looking at is every
1:11:08 whether it's a change to revenue or
1:11:10 expenditures in any of the funds every
1:11:12 one of these lines have a description
1:11:13 and for the most part they're very
1:11:15 helpful and I appreciate that and as I
1:11:16 had gone through them there was just a
1:11:18 couple of them that I was seeking a
1:11:19 little bit more information about and
1:11:21 then um and then uh back fur um back
1:11:24 back up the page back up the document of
1:11:27 course the majority um a good number of
1:11:29 changes were made um relating to uh the
1:11:33 general fund and um I think um and and
1:11:38 there's a couple that are in
1:11:40 expenditures that are listed about they
1:11:42 say the 2016 appropriation for um so I
1:11:46 assume that those all mean that those
1:11:48 were originally budgeted in 2016 they
1:11:51 were not expended uh and now we're and
1:11:53 they're really just we're kind of re
1:11:56 appropriating funds for projects that
1:11:58 weren't that were previously authorized
1:12:00 but we did not um authorize their
1:12:02 spending in 2017 so we're just rolling
1:12:04 those
1:12:05 forward that's correct I can I can
1:12:08 answer that a reappropriation would mean
1:12:10 that because um spending ends at the end
1:12:13 of a year right and so just to get that
1:12:15 uh spending allocation into the the
1:12:18 current year is essentially what those
1:12:20 some of those line items are okay yeah
1:12:22 and and thank you I just wanted to be
1:12:24 clear about that
1:12:25 um and um those were my questions thank
1:12:29 you Bill uh than I'm I'll send some more
1:12:33 an email also I guess just one over the
1:12:35 top of my head just just looking is the
1:12:37 malor bay property is in many places and
1:12:40 very hard to follow so I don't know if
1:12:41 there's a better way to be able to
1:12:42 follow all the things involved with that
1:12:44 one one one piece might be easier to to
1:12:47 see I know it's in a lot of different
1:12:48 funds and then just and most of them
1:12:50 these are ones we we've you know
1:12:52 directed the city to spend but there's a
1:12:54 some a few in here that I don't remember
1:12:57 like authorizing to spend so I be have
1:12:58 some questions on those and I'll email
1:13:00 them to you so thank you I would say uh
1:13:03 any council member that has questions if
1:13:06 you would email Jen and then when we put
1:13:08 the responses together we'll provide it
1:13:11 uh those responses to the entire
1:13:14 Council uh Mary Lou um Jen just a
1:13:17 question on adjustment to expenditures
1:13:20 so I guess it's in the general fund the
1:13:22 Professional Services DSD I'm not sure I
1:13:24 quite understood your answer to council
1:13:27 member winterstein so it's a
1:13:29 appropriation for the Talis slide
1:13:31 expenses so was that budgeted in 2016
1:13:34 but not
1:13:36 spent yes okay so really it doesn't I'm
1:13:40 guess I'm trying to understand if if we
1:13:42 get to the end of the year and we didn't
1:13:45 spend it it did it did not show in our
1:13:46 ending fund balance then like are we
1:13:49 spending down or ending fund balance I
1:13:50 guess is what I'm getting at if if money
1:13:53 has been budgeted in a in a current year
1:13:56 and it's not spent then that impacts the
1:13:58 ending fund balance positively and so um
1:14:02 this when there's a reappropriation ask
1:14:05 then it's it is going to affect the the
1:14:07 fund balance um in the way it had been
1:14:09 intended so if we didn't spend it in
1:14:12 2016 the ending fund balance we saw at
1:14:14 budget session is now
1:14:16 $750,000 higher no no no um what that
1:14:19 means is that that that was part of the
1:14:22 reason why ending fund balance um
1:14:25 essentially was what it was at the end
1:14:27 of the year okay so I think when we
1:14:30 looked at the 2017 budget the original
1:14:32 proposed budget was going to have a $2.3
1:14:35 million draw down and then when Council
1:14:38 went through the whole thing we got it
1:14:40 to I don't know 700,000 61,000 yeah
1:14:43 there you go close yes so then what does
1:14:46 this mean that it at um budget time we
1:14:50 should have been looking at a $3 million
1:14:52 proposed draw down I'm just trying to
1:14:54 figure out if this is is I'm not really
1:14:56 sure I understand how this works well
1:15:00 what I think I can do better is I can
1:15:02 kind of walk you through the beginning
1:15:04 and ending fund balances um when I
1:15:06 respond to those questions if that's

1:16:10 welcome this is uh coming back from
1:16:14 services and safety and we'll kick it
1:16:16 off with uh a short presentation from uh
1:16:20 the executive director of
1:16:23 arch um hello hello uh mayor and councel
1:16:26 um you have in your packet materials
1:16:29 that have been prepared through the
1:16:32 process that we go through annually to
1:16:34 review uh requests for funding um this
1:16:38 process has gone through the review of
1:16:40 yes can you introduce yourself to the
1:16:42 folks watching sorry that's okay Arthur
1:16:45 Sullivan program manager of arch thank
1:16:47 you um as I mentioned the process we go
1:16:50 through includes review by your staff um
1:16:54 a citizen advice board with uh citizens
1:16:56 from across East King County and also
1:16:59 the arch executive board before we come
1:17:01 back to you um with funding requests
1:17:04 based on funding levels that you had
1:17:06 approved in previous years um there are
1:17:08 two projects that are presented in the
1:17:10 packet that you have um both are by
1:17:13 Imagine housing the first is 30 bellw
1:17:16 which is actually a project that we
1:17:17 partially funded last year they have
1:17:20 managed to address all the issues that
1:17:22 were raised and have moved that project
1:17:24 forward
1:17:25 um and this year we're happy to say that
1:17:27 our award combined with funding
1:17:30 applications to other funders looks like
1:17:32 that project is essentially fully funded
1:17:34 and is expected to continue this year
1:17:37 assuming funding um approved by the arch
1:17:39 member cities um we did go through a
1:17:42 unique situation with this project at
1:17:44 the very end of the year after the
1:17:45 election a lot of uncertainty where the
1:17:47 tax code will go and one of the primary
1:17:49 funding sources we're often trying to
1:17:51 leverage or the agencies that we support
1:17:53 are federal tax credits in this project
1:17:56 um we have several charts that are
1:17:58 included along with the memo and we'll
1:17:59 show you that 13 million of the24
1:18:02 million of expenses are from tax credits
1:18:05 the value of those credits is based on
1:18:07 investors with the changes or potential
1:18:10 changes in the tax code that has
1:18:11 potentially reduced so we have added a
1:18:15 above and beyond their request a
1:18:17 contingency in the event the tax credit
1:18:19 value by the time they close the project
1:18:21 this summer has decreased or what it's
1:18:24 sort of at today versus where it was
1:18:26 last year um then we would we added a
1:18:29 special condition that we would share
1:18:31 with the county um our share being up to
1:18:33 400,000 but it would be go through an
1:18:36 iterative process um and also go back to
1:18:38 the arch executive board for review to
1:18:40 make sure that any other funding um
1:18:43 savings could be used before allocating
1:18:45 any funds and it would only be used
1:18:47 primarily for contingence construction
1:18:49 contingency so uh it's our response to a
1:18:52 unique situation we're hoping those
1:18:53 funds may not be used but we have put in
1:18:55 protections and um are proposing being
1:18:58 able to go back to the executive board
1:18:59 for that additional funding um other
1:19:01 than that this project um has gone
1:19:03 through all the city approvals and so is
1:19:05 now just in the permitting process um
1:19:08 and an exciting project to include
1:19:09 housing for families homeless and also
1:19:12 persons with development disabled the
1:19:14 other project is a little more
1:19:16 speculative at this nature but we're
1:19:17 very excited we think that a number of
1:19:19 the lessons that we've learned um from
1:19:21 your actions up in Isle Highlands might
1:19:23 be applied to this site
1:19:25 um that might find ways to create local
1:19:27 value to significantly reduce the land
1:19:30 value and given that um we are proposing
1:19:33 a preliminary uh funding award but
1:19:35 requiring to come back next fall with a
1:19:37 complete um process um and a complete
1:19:40 application to us and other funders um
1:19:43 there there is an opportunity to do well
1:19:45 over a 100 affordable units in one
1:19:46 development immediately adjacent to the
1:19:49 Overlake parking ride so a very very
1:19:50 unique situation um and so we wanted to
1:19:53 sort of show our preliminary support
1:19:56 through this preliminary commitment
1:19:57 funds would not be able to be expended
1:19:59 it's sort of a reservation if they can
1:20:01 pull together the rest of the project
1:20:02 they would come back for further funding
1:20:04 similar to what they did with 30
1:20:05 Belleview um and again there are a
1:20:07 number of conditions that go with the
1:20:09 funding recommendations from The
1:20:11 Advisory board and the executive board
1:20:12 that are included in your packet um and
1:20:14 then other summary information about the
1:20:17 two projects um as well as a summary of
1:20:20 projects funded over the years from your
1:20:22 support and other Council support so if
1:20:25 you have any questions I'd be happy to
1:20:27 try to questions of author this is uh
1:20:29 coming back from services and safety TOA
1:20:34 is on February 14th 2017 and I'm fairly
1:20:38 confident of that date the council
1:20:40 services and Safety Committee met and
1:20:42 discussed agenda bill 7283 after a brief
1:20:44 presentation of discussion the committee
1:20:46 unanimously recommended approval of the
1:20:48 proposed resolution authorizing use of
1:20:50 the city's Housing Trust Fund monies for
1:20:52 the 30 Belleview and estera block block
1:20:54 6B projects as recommended by the arch
1:20:57 executive board the committee requested
1:20:58 placement of this item under regular
1:21:00 business as we saw it this evening so I
1:21:03 therefore move to approve resolution

1:21:12 administering Agency for Arch to execute
1:21:15 all documents necessary to enter into
1:21:17 agreements for the funding of affordable

1:21:38 and explaining this it's uh we felt this
1:21:40 was this looked like particularly
1:21:42 worthwhile uh use of monies of course
1:21:44 this is money that was already uh
1:21:46 budgeted so it's not like there's new uh
1:21:48 there's new allocations associated with
1:21:50 this so this is one of the easiest uh
1:21:53 decisions I've had to make
1:21:54 recommendations I've had to make in a
1:21:56 while great other uh pa uh thank you and
1:22:01 uh thank you Arthur as well um I
1:22:03 appreciate the material that that's
1:22:05 provided that's in the packet and I want
1:22:07 to just draw the U my fellow council
1:22:08 members attention to the table that's on
1:22:12 it's exhibit four in this bill it's
1:22:14 titled Arch Housing Trust Fund 2016
1:22:17 leveraging funds dot do uh and um as
1:22:22 um uh continued to study and try to
1:22:26 understand all the um elements of how of
1:22:29 um of um of what Arch does and but also
1:22:33 previously spending two years on the
1:22:35 joint recommendations committee which
1:22:37 does the approval you'll see a line item
1:22:39 in that table which is on page 172 175
1:22:42 in the packet there's a line item from
1:22:44 King County it says
1:22:49 cdbg um and um both of these projects
1:22:53 have numbers there one one of them is
1:22:55 1.8 million another one is $4.3 million
1:22:57 and that's those are the funds that the
1:22:59 jrc approves so that's kind of how it
1:23:01 ties to some of these but the reason I
1:23:03 like this this table because I think we
1:23:06 all need to be more aware of how many
1:23:10 different parties have to come together
1:23:12 to do projects of this magnitude uh and
1:23:14 for this purpose so you know the line at
1:23:17 the top is Arch uh for each one of those
1:23:19 okay that's the Consortium U that that
1:23:21 we're all part of and Arthur represents
1:23:23 and then there's Federal there's the
1:23:25 cdbg money you know from King County
1:23:28 there's also in the second project that
1:23:29 were that's speculative there's a
1:23:31 potential 7 million from King County for
1:23:34 Transit oriented development and then
1:23:36 further on down I believe the where it
1:23:39 [Music]
1:23:40 WTF is the Housing Trust Fund the state
1:23:42 Housing Trust Fund Arthur is that
1:23:44 correct so and so there's another source
1:23:46 $2 million for the Imagine housing uh 30
1:23:48 Bell viw project and then later on
1:23:51 further on down in the list you can see
1:23:52 the tax credits um there's a big there's
1:23:55 a big plan for that in for the second
1:23:57 project um um and you can see the the
1:24:00 percentage there um and further on down
1:24:03 you can see um both would involve uh
1:24:05 bank loans there are some deferred uh
1:24:07 developer fees and there are some other
1:24:10 private investment as well and I was
1:24:12 just very impressed when I was working
1:24:13 on the I was on the jrc how many
1:24:15 different parties have to come together
1:24:17 just the just the jrc process of putting
1:24:21 together those amounts and then the
1:24:22 approval process that they go through
1:24:24 through so you know our you know we our
1:24:27 Consortium through Arts there's a
1:24:29 multiple steps this we're we're
1:24:30 considering approving giving our
1:24:33 approval for funds that we've already
1:24:35 given to Arch that Arch already holds
1:24:37 and we're just we're just giving
1:24:38 approval for actually spending the funds
1:24:40 that we gave you previously um a lot of
1:24:43 steps involved a lot of people involved
1:24:45 same thing and probably even more people
1:24:47 involved when it comes to the County's
1:24:49 cdbg funds and probably the transitor
1:24:52 development funds as well so um it's
1:24:55 it's public money it's for a very good
1:24:57 cause there's a lot of people involved
1:24:58 and and and I and I I just want to
1:25:01 highlight that um that the work it takes
1:25:03 to to oversee uh and to coordinate that
1:25:07 uh Arthur your work and uh and of of
1:25:09 your team members is very valuable and
1:25:11 it would takes all of these players and
1:25:13 all of these parts to bring these
1:25:14 together so very much appreciate it I
1:25:16 think it's though they're not being
1:25:17 built here in isqua we've been a big
1:25:19 beneficiary of many of the work that's
1:25:21 been done in the past um I and I I trust
1:25:24 that there'll be opportunities in the
1:25:26 future for us to um to also benefit
1:25:29 within our own City but I'm also
1:25:31 strongly in favor of the overall gain to
1:25:34 the region uh when we when we work with
1:25:36 other uh communities such as belu and
1:25:39 for and as um um uh you know especially
1:25:42 as B and any of these all these places
1:25:44 where these projects are done so very
1:25:46 much support um tonight um this
1:25:51 ask other questions or discussion
1:25:56 seeing none then all those in favor of
1:25:59 approving resolution number
1:26:01 2017-01 signify by saying I I those was
1:26:06 opposed that uh carries unanimously
1:26:09 thank thanks for coming Arthur moving

1:26:48 these box choices I want you to know
1:26:50 that this this uh coming Thursday that
1:26:53 myself and a group of friends will be
1:26:55 serving um a meal at the isqua meals
1:26:57 program and if anybody wants to donate
1:26:59 their box of cookies so I can take it
1:27:01 there that evening I'll
1:27:02 glad tape
1:27:06 together thanks Paul um I wanted to talk
1:27:09 a briefly provide a few talking points
1:27:12 about an issue that the Cascade water
1:27:14 Alliance is working on now it's um a
1:27:16 water reuse topic and it's something you
1:27:19 may hear about and so I'd like to
1:27:20 provide you some information so you're
1:27:23 informed when it comes up um King
1:27:26 County has a obligation to reuse water
1:27:30 from its wastewater treatment plant um
1:27:32 it's required to do that and in doing so
1:27:34 in an area where we are water purveyors
1:27:37 we end up with an overlap of
1:27:38 jurisdictions and why would that be an
1:27:41 issue um primarily it's an issue
1:27:44 because
1:27:46 um Cascade members which are um several
1:27:50 cities and water districts share the
1:27:54 cost of building our maintaining our
1:27:57 system and building our future water
1:27:58 system and when a new purveyor comes
1:28:01 into that picture it changes how that
1:28:03 model works and so typically we do not
1:28:06 want to have uh water
1:28:07 purveyors um overlapping because it can
1:28:11 create it can create that um that kind
1:28:14 of a financial situation so in our case
1:28:16 Cascade right now currently has uh
1:28:19 excess of Supply that we have purchased
1:28:22 from the city of Seattle and and so we
1:28:25 can meet some seasonal Peaks but in
1:28:27 general we tend to Trend above what we
1:28:29 need if there were to be new water
1:28:31 sources added to that in certain member
1:28:34 areas of it it changes the uh makes some
1:28:37 of the partners paying more and some of
1:28:38 the partners paying less which goes
1:28:40 against the philosophy of why the
1:28:42 alliance was formed and so Cascade is
1:28:44 going to be working with King County on
1:28:46 this over the next little while and you
1:28:48 may hear about it in the public so the
1:28:50 overlapping jurisdictions the
1:28:52 environmental concerns with using
1:28:54 um waste uh treated uh Wastewater in
1:28:58 irrigation or other applications who
1:29:00 provides for the infrastructure to to um
1:29:04 circulate this repurposed water um how
1:29:07 does this impact uh Cascade water
1:29:09 alliances long range plans and how do we
1:29:11 integrate this new source into our PL so
1:29:13 that's a conversation that's out there
1:29:14 and I just thought I'd give you a little
1:29:15 background on it in case it comes up
1:29:17 when you're out there thanks thanks Mr
