Article XI, Section 8 of the state constitution, initially prohibited any change in City Council salaries during the term of the Councilmember’s office. However, by Amendment 54 (Article XXX), adopted in 1967, and a second amendment to Article XI, section 8 in 1972, this rule was modified to permit pay creases for officials who do not fix their own compensation. These amendments, however, still prohibited the City Council from adjusting their pay “during their terms” but allowed a Council to adopt an ordinance providing for salary increases during the incumbent’s subsequent term.
