Over the last 10 years, the City’s population has more than doubled, bringing about new transportation opportunities and challenges which require new strategies to meet the City’s goals. In light of this growth, the City seeks to take a proactive, transit supportive approach to ensure that anticipated future roadway improvements support a long-term transit network. This effort will coordinate with the City’s vision to balance multimodal principles with community values.

1:15 we'll start by starting a public comment
1:20 there are multiple opportunities for
1:22 public comment in tonight's meeting
1:23 there's a general public comment
1:25 opportunity at the beginning of the
1:26 meeting or members of the public may
1:28 make comments after the presentation of
1:31 tonight's agenda item and the council
1:33 question and answer period
1:35 members of the public May address the
1:37 council at this time and person or
1:38 virtually
1:42 do we have any members of the public
1:43 that are online that would like to speak

3:15 um I'll just wait to get the screen

3:18 uh capabilities and then I will begin my
3:21 presentation
4:01 yeah so waiting on screen sharing
4:03 abilities someone could enable that I
4:05 can be in my presentation great same
4:09 ready

4:16 uh well yeah nice to meet everybody
4:20 my name is Thomas feldrez a senior
4:23 Transportation planner and today I'll be
4:26 discussing the transit study Community
4:28 engagement plan
4:34 so to begin I'll just start by providing
4:37 some useful background to describe why
4:39 we're studying Transit
4:41 I'll then walk through the study's
4:43 proposed Community engagement plan and
4:45 ask for the committee's feedback and
4:48 lastly I will conclude the presentation
4:50 by providing a preview of what's coming
4:53 down the pike
4:55 so before I begin just wanted to pause
4:58 here and share with you the two primary
5:00 questions that staff is hoping to get
5:03 feedback on from the committee
5:05 the first question is does the proposed
5:08 Community engagement plan meet the goal
5:11 of engaging with diverse voices from the
5:13 community
5:14 especially those with a higher
5:16 dependence on transit services
5:19 the second question is are there any
5:22 additional Community interests or
5:24 audiences that we're missing from our
5:27 key audiences and stakeholders list
5:29 found in attachment B of your packet
5:33 so please keep these two questions in
5:35 mind and I'll begin this presentation
5:39 so just to provide a little bit of
5:41 background uh
5:42 as the committee knows the Issaquah has
5:44 been growing pretty significantly over
5:47 the last 20 years the population has
5:49 more than doubled here and it's there's
5:52 expected growth coming in the future
5:55 in advance of this future anticipated
5:57 growth the city has been proactively
5:59 planning for high capacity transit to
6:02 ensure that we're prepared to take a
6:04 leadership role when light rail comes to
6:07 the community
6:09 in short by planning early we can ensure
6:11 that the changes that are happening to
6:13 our transportation Network can be done
6:15 in a way that also balances our
6:17 community's values
6:21 so what are these future Transit
6:23 Investments and when are they coming
6:25 uh as this committee knows between 20 24
6:29 and 25 King County Metro and Sound
6:31 Transit will begin implementing Eastlink
6:34 connections project this is a
6:36 coordinated Regional Mobility project
6:39 that's going to revise existing and add
6:42 new routes
6:43 by doing so this will improve the speed
6:45 reliability Transit service frequencies
6:48 and span of service for bus routes in
6:51 Issaquah
6:52 in the longer term as we look into 2044
6:56 Sun transits South Kirkland Issaquah
6:59 Link light Rail Project is expected to
7:01 bring
7:02 new light rail to Issaquah
7:07 giving a little bit more background here
7:09 in March 21 Council adopted the mobility
7:13 master plan which provides the policy
7:15 framework and implementation strategies
7:17 for the transportation element of the
7:20 city's comprehensive plan
7:22 policy 6.1 of the mobility master plan
7:25 calls for the development and Adoption
7:27 of a Transit study in order to prepare
7:29 this community for future high capacity
7:31 Transit
7:33 as a side note the city-wide strategic
7:36 plan also calls for the development of a
7:38 Transit study as action item M3
7:44 so now that we've provided that
7:47 background we know what we're doing we
7:49 know why we're doing it let's talk about
7:51 this project timeline
7:54 so in August the administration selected
7:56 dks Associates to lead the development
7:58 of the study the project kicked off in
8:01 September and after two major phases
8:04 we're expecting this project to be
8:05 complete as part of the comprehensive
8:08 Plan update in 2024.
8:11 in the first phase we will be assessing
8:14 the existing conditions of the current
8:16 transit system developing a community
8:18 engagement plan that involves diverse
8:20 voices of the community which we will
8:23 talk about shortly
8:24 estimating future Transit needs and
8:27 considering steps that can be taken to
8:29 meet our Transit service objectives
8:32 developing a prioritized list of
8:34 short-term and long-term Transit speed
8:37 and reliability Capital Improvement
8:39 projects with planning level and cost
8:41 estimates
8:43 developing
8:45 graphicals and policies to update the
8:48 transit chapter of the mobility master
8:50 plan
8:51 so all that's within within phase one
8:55 and then we anticipate starting phase
8:58 two next year
8:59 beginning in 2023 and for this phase
9:03 we'll be developing A Link light rail
9:05 planning document that guides the city's
9:07 Light Rail planning efforts such as
9:09 potential station locations developing
9:12 Transit performance metrics
9:15 and developing strategies and projects
9:18 to improve Transit access for
9:19 underserved populations
9:22 and again once complete the transit
9:24 study will be used to update the transit
9:26 chapter of the mobility master plan
9:28 which will be then used to update the
9:31 comprehensive plan in 2024.
9:37 talking a little bit about the financial
9:39 policy and Community impacts this
9:42 Transit study is funded through the 2024
9:45 adopted budget
9:47 um it's anticipated that projects
9:49 developed through the transit study will
9:51 likely be added to the transportation
9:53 Improvement program or tip through two
9:56 phases in the first phase of this tip
9:59 project list
10:01 in the first one will be
10:04 developing projects that are related to
10:06 Transit speed and reliability
10:08 we anticipate these again being in
10:10 incorporated into the 2023 tip
10:14 in the second phase we'll be looking at
10:16 developing projects and programs aimed
10:18 at improving accessibility to Transit
10:22 lastly the Link light rail planning
10:25 document which is largely a strategy
10:28 document
10:29 uh it's going to you know guide our
10:32 future planning efforts as it relates to
10:34 Light Rail and we'll likely involve some
10:37 action items that might require funding
10:39 to implement
10:44 great so that's the introduction of the
10:46 study
10:47 I was now planning on diving into the
10:50 community engagement plan but maybe I'll
10:51 just pause to see if there's any
10:53 questions I might address before I
10:55 continue councilmember D Michelle
10:58 uh thank you
11:00 um Thomas just a general question uh
11:04 going back to the previous slide about
11:07 where we are in the process
11:11 um if you could go back there we go
11:14 um are we you know we've got some uh
11:17 topography challenges in Issaquah with
11:20 some of our major neighborhoods on Hills
11:24 uh pretty challenging Hills and so forth
11:27 and where in this Transit study will we
11:31 be looking at those challenges is that
11:33 going to be done under existing
11:34 conditions or
11:38 in the community engagement Arena or uh
11:42 where where are those challenges going
11:44 to be outlined when we get the plan back
11:47 to us
11:49 yeah it's a great question council
11:50 member Jim shell we will be looking at
11:52 those within the existing conditions
11:54 portion so that it is phase one uh
11:58 deliverable one I'm sure that will also
12:01 come up as we you know discuss Community
12:04 engagement options you know
12:07 accessibility is super important through
12:10 this so I'm sure that will be a common
12:12 theme
12:13 throughout the project okay yeah I
12:16 appreciate that and then
12:18 um the and this relates more to the
12:21 community engagement plan but are we in
12:24 this planning
12:27 process are we taking into account the
12:29 different neighborhoods
12:31 and maybe we can talk about that more
12:33 when we get to the community engagement
12:35 plan but
12:36 [Music]
12:38 it seems like you know we have a number
12:42 neighborhoods with pretty unique Transit
12:46 challenges that are particular to them
12:49 so we're in this plan are we going to be
12:52 studying those differences
12:56 yep again another great question
12:59 likely the you know considering the
13:02 needs of the neighborhoods will that
13:04 will be covered a little bit in the
13:06 existing conditions
13:07 um you know we'll we'll certainly touch
13:09 on those topics moving forward as we
13:11 look at you know options that will be
13:14 addressed in the sort of the future
13:16 conditions so that's going to be within
13:18 the needs assessment
13:20 oh okay all right thank you

13:36 um yeah so just diving into the
13:37 community engagement plan uh at a high
13:40 level this plan includes several steps
13:44 first will be engaging with diverse
13:47 stakeholder groups we'll be utilizing
13:50 multilingual Communications platforms to
13:52 share information
13:54 educate the community and receive
13:56 feedback
13:57 we're also hoping to host a multilingual
14:00 Community open house as well as several
14:03 pop-up events at existing Community
14:06 Gatherings this these will be where
14:08 folks are already hanging out so it'll
14:10 be a great way to collect feedback in a
14:14 more organic way
14:16 we're also hoping to utilize the city's
14:18 boards and commissions to gather
14:20 feedback at project milestones and
14:23 lastly working closely with invested
14:26 public agency staff such as King County
14:29 Metro Sound Transit Washington and psrc
14:34 doing this will ensure that the content
14:36 and deliverables that we develop
14:38 throughout this project will be done
14:41 accurately and it will be done in a very
14:44 practical robust and most importantly
14:46 useful way so the main goal of this
14:49 whole project is to have
14:52 useful documents that we can then use to
14:55 implement other things with so it'll be
14:58 it'll be great to have other invested
15:00 public agency staff to help us through
15:02 that
15:05 so going to the key audiences and
15:07 stakeholders list which is found in
15:10 attachment B of agenda item 4. a
15:14 just sort of a summary of what we have
15:17 here
15:18 the key audiences and stakeholders that
15:20 this study will seek to engage with
15:21 includes groups and organizations
15:24 representing current and potential
15:26 Transit users
15:27 community business and economic
15:29 development interest
15:31 public agency Representatives
15:34 seniors youth the mobility challenged
15:38 and generally the community at Large
15:44 moving on to online and engagement
15:47 Communications
15:49 the staff will also have its own
15:52 dedicated webpage on the city's website
15:55 this is going to serve as the primary
15:58 source of project information the the
16:00 landing page as you were as a for for
16:04 most information
16:06 the website features include general
16:08 information and education materials
16:11 staff contacts project and meeting
16:14 documents links to surveys and other
16:17 interactive Community feedback tools
16:20 and other ways for folks to participate
16:24 the city will also use its social media
16:26 accounts to share project information
16:29 promote events and other participation
16:31 opportunities and to receive Community
16:34 feedback
16:36 examples of community of a city social
16:40 media accounts might include Facebook
16:41 Instagram next door and Twitter just to
16:45 name a few
16:47 this project is also going to utilize
16:50 email newsletters and event invites to
16:54 make sure that people are reminded of
16:56 when activities are happening and ways
16:58 for them to engage with us
17:03 this plan also proposes to hold an
17:05 online excuse me a open house and
17:08 multiple pop-up events
17:11 at these events the project team will
17:13 gather feedback
17:15 pose questions to the community and work
17:17 with participants to reimagine what it
17:19 means to be a Transit supportive
17:21 community
17:23 very importantly we know that through
17:26 U.S census data that about a third of
17:28 Issaquah residents speak languages other
17:30 than English while at home with their
17:32 families so it's really important to
17:35 include multilingual Communications as
17:39 to ensure that other folks can
17:41 participate in the language that is
17:44 naturally spoken by them
17:48 um additionally we know that about nine
17:50 percent of residents have self-reported
17:53 that they don't speak English very well
17:55 so knowing this we'll be providing
17:58 translation services in Spanish and
18:01 Mandarin which are the two uh major
18:06 groups of languages
18:08 and represent the majority of the folks
18:10 that are of limited English proficiency
18:13 and Thomas if I could ask a question
18:16 um going back to the the website
18:19 language is offered could you just
18:21 highlight Which languages the the
18:24 website will be offered in
18:28 yeah that's a great question
18:30 um so the the website there there will
18:32 be a tool
18:34 that allows for Google translate so
18:37 there I believe there's a button that
18:39 will allow the entire website to be
18:41 translated into them Beyond
18:44 um you know beyond Mandarin and Spanish
18:47 it should be able to translate to
18:50 the the preferred language of the user
18:55 okay thank you
19:04 any other questions
19:09 great I'll keep moving on but feel free
19:12 to interrupt me as I continue
19:16 um so just uh sort of wrapping up this
19:18 Slide the primary goals of the the
19:20 community events are to have
19:22 representation from diverse voices
19:24 people and interests
19:26 we're also hoping to widely promote
19:28 these events throughout the community
19:30 with additional Outreach to our
19:32 stakeholder groups
19:34 we're also hoping to provide multiple
19:36 ways for people to participate including
19:39 ways for folks who are unable to
19:42 physically attend meetings
19:44 or or different community events
19:47 most importantly we're hoping to
19:48 incorporate all this community feedback
19:50 to feed it directly back into the
19:53 planning process
19:59 lastly I just wanted to highlight the
20:02 fact that one of the keystones of this
20:04 project are this engagement plan we're
20:08 hoping to to run these project
20:10 deliverables through the city's existing
20:13 boards and commissions to receive
20:14 feedback throughout the Project Life
20:16 Cycle
20:17 and the the primary board that we're
20:21 hoping to run this through is the
20:22 transportation Advisory Board
20:25 the tab will receive regular project
20:27 updates and will be asked to provide
20:29 feedback on most of the project
20:31 deliverables
20:32 at its monthly meetings the tab is also
20:35 going to be invited to participate in
20:38 other community outreach events as well
20:40 so it'll be uh it will be invited to to
20:45 all the events that are open to
20:46 everybody in the community as well
20:50 secondary to the top would be the
20:52 economic Vitality commission the equity
20:55 board Human Services Commission and the
20:59 planning policy Commission
21:03 these secondary boards and commissions
21:04 will be provided regular project updates
21:07 as the project progresses and the
21:10 administration would also seek feedback
21:12 for specific project deliverables
21:15 these groups would also be invited to
21:17 participate in other community outreach
21:19 events as well similar to the tab
21:22 so just to provide an example of how
21:24 this might work
21:28 for the Link light rail planning
21:30 document we would be soliciting feedback
21:33 from the economic Vitality commission
21:36 and the planning policy Commission
21:38 because it's expected that this document
21:41 would have Economic Development and land
21:43 use planning implications
21:45 the administration would then take the
21:49 secondary groups feedback and then give
21:52 that to the tab provide that to tabs so
21:54 that the tab can consider any any
21:57 feedback that they may have
21:59 feedback heard to date would then be
22:02 incorporated into the draft Link light
22:04 rail planning document and then taken to
22:07 the mobility and infrastructure Council
22:09 committee for a final review
22:13 lastly I just wanted to highlight this
22:16 third Group which is all other boards
22:18 and commissions we hope to keep them
22:20 informed as the project progresses we
22:23 would also reach out to them to invite
22:26 them to attend regular committee
22:28 Outreach events and use other feedback
22:32 methods and tools that were previously
22:34 discussed
22:43 um I gave a similar presentation to the
22:45 tab last week at their October monthly
22:49 meeting and I'll just provide you a high
22:52 level of the tax feedback from this and
22:56 then I'll be asking for your feedback
22:58 shortly
22:59 so overall the tab was highly supportive
23:02 of the proposed plan
23:04 they also really liked the key audience
23:08 key audiences and stakeholders list they
23:11 thought it was pretty comprehensive
23:13 however they did see that there were
23:15 some groups that were missing from the
23:17 stakeholder list that could be expanded
23:19 upon these groups included current and
23:24 potential Transit users such as bicycle
23:26 Rider advocacy groups
23:29 additional ethnic cultural groups
23:32 Youth and Senior groups
23:35 religious organizations such as churches
23:37 temples and mosques
23:40 business and economic development
23:42 interests such as ethnic Chambers of
23:43 Commerce
23:45 and other groups that might represent
23:46 the general community at Large
23:49 so overall pretty supportive of of the
23:53 plan but again attachment B of your
23:57 agenda item 4A there was a couple
23:59 organizations they were hoping to add to
24:01 and they provided that feedback
24:06 foreign
24:09 to get the committee's feedback and to
24:13 begin I just wanted to acknowledge two
24:15 comments that I've received thus far
24:19 um the first comment was from council
24:21 member Joe who requested that we add the
24:24 lodging tax advisory Council to the
24:26 stakeholder list so staff will be sure
24:29 to add this list to the final draft
24:31 and I also wanted to address a comment
24:34 from Deputy council president Hall who
24:37 requested that we look for ways to
24:39 directly engage with Transit Riders such
24:42 as installing lawn signs or or other
24:45 sort of media near popular bus stops so
24:51 uh staff will be working directly with
24:53 metros and sound transit to discuss what
24:56 options there might be to engage with
24:58 writers and we'll certainly look into
25:00 into ways to directly engage with with
25:03 writers near their bus stop
25:07 uh so with those two comments I'd like
25:09 to hear
25:10 whatever other comments that the
25:12 committee has and I'll um I'll stop here
25:15 Thomas thank you a great presentation
25:17 and appreciate the thoroughness of the
25:20 list that has been put together for the
25:22 community engagement a couple of
25:25 thoughts that I had I appreciate you
25:27 adding ltch on to the list we just had
25:30 our committee meeting commission meeting
25:31 this afternoon and all the members were
25:34 quite interested in hearing that
25:36 feedback and hearing the progress on
25:39 that is there most of the people that
25:40 are concerned with economic development
25:42 or or hoteliers both over at the Hilton
25:46 in the
25:47 other Hotel over there and so
25:51 Transportation certainly has an impact
25:54 the ability for people to come into our
25:56 city and enjoy the tourist activities
25:58 and items that are going on
26:00 I was wondering if there's any
26:01 discussion you mentioned churches and
26:05 you put the food bank on there's on the
26:07 list but I was wondering if there was
26:08 any discussion about any Good Shepherd
26:10 Lutheran Church because that is the
26:12 potential new side of the food bank
26:15 itself
26:16 in the future so if we can get the
26:18 Synergy between those two groups and the
26:20 commas between those two groups that
26:21 might be helpful
26:25 well Our Savior Lutheran Church excuse
26:27 me Good Shepherd Lutheran Church lives
26:29 in Pocatello Idaho and it's in my
26:31 buddy's Church sorry about that
26:33 and
26:35 um let's see what else was I going to
26:37 say oh um
26:39 as I drive up and down
26:41 um squawk
26:43 um I see a number of people from
26:44 Hutchinson house and then there's a
26:47 senior housing
26:49 place on either first place or First Ave
26:53 and Sunset and those people are walking
26:57 all the way to Safeway
26:59 to get their groceries when Front Street
27:02 market closed down that really put a
27:04 pinch on them and they have to Traverse
27:06 the entire length of of Newport way to
27:09 get their groceries I'm wondering if we
27:10 could reach out to maybe just talk to
27:13 the manager at both those places and
27:15 have a sit down with anyone that's
27:17 interested in pass out Lit Literature
27:20 there excuse me to kind of get their
27:22 feedback kind of Meet the seniors where
27:24 they are as as we try to do a little bit
27:27 of Outreach another suggestion would be
27:29 when we're talking about Transit Riders
27:32 it's great if we can sit at the park and
27:35 ride on 900 and hand out a survey we get
27:38 some of the Riders but
27:40 my thought was could we get on the bus
27:43 at the old Front Street Market there on
27:47 front ride the bus through the city
27:49 until you get to Target and pass out the
27:52 survey to the people that are on the bus
27:54 and any people that get on the bus that
27:56 way we kind of widen our net a little
27:58 bit in terms of the riders that are
28:00 actually riding through our city rather
28:02 than just the park and ride people that
28:03 are doing the um you know the quick
28:06 commute to to Seattle or Bellevue for
28:09 work so that's a just another suggestion
28:11 to think about is as you put together
28:14 the plan
28:15 other questions Deputy councilmember
28:18 Hall oh I was actually just going to ask
28:20 if we should wrap up questions and do
28:22 public comment before but great feedback
28:25 yeah yeah so I have no further questions
28:26 just wanted to make sure we were on
28:27 track
28:30 great yeah I kind of jumped ahead my
28:32 comments we're supposed to be questions
28:33 but I was a bad lawyer and didn't make
28:36 it in the form of a question and so I'd
28:39 be out of order if I were in court my
28:40 apologies
28:43 okay we'll go to public comment on this
28:46 before we go to full discussion and um I
28:49 don't see anyone in the council chambers

29:09 uh I think I made some of my comments
29:12 I'll think if if there's something else
29:14 that comes to mind I'll bring it up but
29:15 councilmember Hall you want to start

29:20 sorry I would be happy to you're okay
29:21 with that okay
29:24 um uh thank you for uh addressing the
29:27 question I sent in um earlier appreciate
29:29 that so some quick comments you know
29:33 this is easily in my opinion one of the
29:34 most exciting and
29:36 impactful initiatives that we have over
29:38 the next few years and I'm really
29:41 excited about it you know it's going to
29:42 give us a great assessment of our
29:43 community transit needs it's going to
29:46 help us prepare for coming Light Rail
29:47 and also show initiative to sound
29:49 transit in our Transit Partners uh in
29:51 the region and I loved this quote in the
29:54 memo it'll help us quote reimagine what
29:56 it means to be a Transit supportive
29:58 community so whoever wrote that well
30:00 done that really resonated with me so
30:03 because this is such an important

30:09 this for all their outstanding work and
30:11 and for the quality of work that's gone
30:13 into this the scope of work in my
30:15 opinion is thoughtful is aligned with
30:17 our strategic goals and our Mobility
30:18 master plan the Strategic plan our
30:21 commitment to engaging engaging in the
30:23 community in English Spanish and
30:24 Mandarin is wonderful and the key
30:27 audience and stakeholders lifts lists
30:29 really does seem to leave no Stern no
30:32 stone unturned and I was happy to see
30:34 such an emphasis on Youth and and first
30:36 communities communities here so thank
30:38 you to the transportation Advisory board
30:40 for their contribution to that list the
30:43 only feedback that I have although I
30:44 would ditto everything that chair Joe
30:46 said I thought those were good good
30:47 pieces of feedback I think it might
30:50 behoove us to include Highlands Council
30:53 in our list of key audiences and
30:55 stakeholders lists they have some close
30:56 relationships with Highland Highlands
30:59 businesses and Community organizations
31:00 that that could be helpful
31:03 um the memo describes a plethora of ways
31:07 the community can engage in this work
31:08 but as was already mentioned earlier I
31:11 have some concern that we might be
31:13 missing some active Transit users So
31:15 based on Thomas's reply to my earlier
31:18 email question it sounds like we're
31:19 going to have staff investigate our
31:21 options for connecting directly with
31:22 those users so I support that action
31:24 and then also just generally as we start
31:27 to engage with our key audiences and
31:29 stakeholders it might make sense it
31:31 might be prudent to just ask them do we
31:33 miss anyone you know in terms of your
31:35 partners in the region and just be open
31:38 to kind of
31:40 editing our list as we go along
31:42 otherwise I'm very happy with where
31:44 we're at and fantastic job
31:50 to remember D Michelle oh thanks uh
31:53 Thomas this is a really good plan and I
31:57 really enjoyed reading through all of it
32:00 and you've done a really good job of
32:02 identifying a lot of the
32:05 um important you know decision makers
32:08 and and audiences that we need to
32:11 contact so I have suggestions but I want
32:14 to say first of all that the the list is
32:17 really impressive at as you have it
32:20 right now I do have a concern about
32:25 making sure that we
32:27 differentiate between neighborhoods and
32:30 that we bring in those voices so I will
32:33 plus one uh council member Hall's
32:35 comments about including the highlands
32:39 Council and I had a list of other key
32:42 homeowners associations that I think we
32:44 should contact however I realized
32:48 because uh you know we have a finite
32:52 amount of resources and a finite amount
32:54 of time and it may not be possible to
32:58 you know meet individually with every
33:00 HOA in our community but I'm wondering
33:04 if we could add them to a distribution
33:06 list or just make sure that they're
33:08 notified of the meetings and so that
33:10 they know and then maybe when we collect
33:13 demographic demographic data we could
33:16 also ask people to identify what
33:18 neighborhood in Issaquah they come from
33:19 so that we start to differentiate
33:22 I just uh you know I just think about
33:25 uh Community uh neighborhoods like
33:29 um South Lake Union or South Lake Union
33:31 South Lake Sammamish uh you know and how
33:35 different that is from squawk and how
33:36 different that is from the highlands and
33:38 so forth and then Old Town uh we have
33:41 some really unique neighborhoods with
33:43 much different access to to uh Transit
33:48 so I think that would be important data
33:50 for the council to know in at the end of
33:53 the study how do our neighborhoods
33:56 identify their access and and where the
33:59 needs are for individual neighborhoods
34:03 um I really liked council member Joe's
34:06 discussion of getting on the buses and
34:09 riding with the people who are actually
34:10 riding in Issaquah rather the commuting
34:13 uh it's really easy for us to get those
34:16 commuters because you could stand out at
34:17 the transit center which I have done
34:19 in years past but I think that his point
34:24 is well taken that it's really important
34:27 to find out how people who need to get
34:29 around in Issaquah their comments and
34:33 ideas about a Transit plan
34:36 um let's see
34:40 uh I had some ideas on the business
34:44 list that you have there I had included
34:47 visit Issaquah which I believe is part
34:49 of ltac visit Issaquah part of ltech we
34:52 fund them through ltch and their
34:55 executive director does come to every
34:57 meeting right now so
34:59 um we could either reach out to her
35:01 individually and the organization
35:03 individual in the board there or give
35:06 the information through ltech depending
35:08 on the time constraints that staff might
35:10 have right so I I just think it's it is
35:13 important to think about that tourism
35:14 aspect a lot of tourists that come to
35:16 Issaquah are used to having more robust
35:19 transit services in their own
35:21 communities so I think that would be an
35:23 important voice I also didn't see on
35:25 here some of our major businesses like
35:27 Costco and rally properties and REI
35:30 Costco in particular
35:33 has a big operation and lots of people
35:37 who commute in and out and it'd be
35:39 interesting to know whether or not there
35:42 would be potential transit services that
35:45 might might serve them
35:48 um for youth
35:50 um uh I was thinking about the Issaquah
35:52 High Key Club that's a hundred kids at
35:55 Issaquah High School who are very
35:57 engaged in the community and I think
35:59 would probably love to participate in
36:01 any kind of survey that you might have I
36:04 also want you to think about the
36:06 Issaquah school district as a
36:08 representative of Youth but also one of
36:10 our major businesses and again a number
36:14 of uh you know teachers and janitors and
36:17 counselors and principals and everything
36:20 everybody who has to commute in and out
36:22 of our community and again is there any
36:25 potential for transit services to
36:29 ease some of that commute in or some of
36:32 the getting around the district so
36:35 um I think that they would be a great
36:37 representative of Youth and would put
36:39 you in contact with youth but they are
36:41 also one of our largest businesses in in
36:44 Issaquah so need to look at them that
36:46 way as well I would also invite you
36:50 in the community at large category to
36:55 consider visiting the Kiwanis Club of
36:57 Issaquah and maybe also the Rotary Club
37:00 of Issaquah we would love to have a
37:02 program about the transit plan so next
37:06 year's sometime if you're ready contact
37:08 us I can connect you with the Kiwanis
37:11 Club and council member Joe can connect
37:12 you with the Rotary Club so those are
37:15 just some of my thoughts about the list
37:17 but again very impressive list and I do
37:21 understand that our resources and our
37:23 time are finite and that we have to do
37:27 that in a strategic way so please
37:29 consider those suggestions
37:31 and for to think about but I know that
37:36 we can't do everything or we have to be
37:38 very strategic about how we do the
37:40 Outreach that we do so I appreciate the
37:42 work that you put into it so far thank
37:45 you

37:54 first of all I do want to try to make
37:58 your job a little bit easier if we can
38:00 the first one on the list the greater
38:02 escort Chamber of Commerce I believe
38:04 they still have a government Affairs
38:06 committee that is more focused on local
38:08 public policy issues I'm the chamber
38:12 liaison and for the for the council it
38:16 might be best to so that we get a
38:18 focused group to reach out to the
38:21 government Affairs committee they'd be
38:22 more interested or attuned to what is
38:25 going on from a public policy point of
38:27 view in this city so that's one
38:30 suggestion the other comment is I see at
38:33 the bottom under ethnic groups the
38:36 Chinese information
38:38 and Service Center and some people may
38:40 wonder why that group is on the list
38:42 they're located in Seattle in the
38:44 International District and
38:46 um I served for 12 years on their board
38:49 and they recently celebrated their 50th
38:51 Anniversary but they do conduct or did
38:54 conduct pre-pandemic a Early Childhood
38:57 learning Play and Learn group in in
39:00 Chinese and English at the library
39:03 and so if that group picks up again it
39:07 would be very important to reach out to
39:09 those parents mothers and fathers that
39:12 are bringing their kids over there to to
39:15 see if the transit system can serve them
39:18 better as well as just reaching out to
39:20 the the executive director at the
39:22 Chinese information service center in
39:24 Seattle as well as they do have both
39:26 operations here in hisquaza pointed out
39:28 in Renton in Bellevue and so they're
39:31 quite in touch with some of the needs of
39:34 the the Chinese community
39:36 on the east side overall I believe again
39:39 this is just a great group to put
39:41 together I Echo council member D
39:44 Michelle's comments I
39:46 please don't think that you have to
39:47 reach out to everybody but it's just a
39:51 suggestion of people that we think would
39:52 be effective to get the word out as this
39:56 project gets rolled out so
39:59 um Deputy council president Hall
40:04 uh first and foremost ditto that
40:05 everything that was said before
40:07 something councilmember D Michelle
40:09 um you know when you were talking about
40:11 neighborhoods and making sure that we're
40:13 capturing kind of the differences that
40:16 play out between our unique geography
40:18 here in this squad made me start to
40:19 think about well do we have any desired
40:21 goals or targets that we're aiming for
40:25 in terms of what we're collecting like
40:29 are we hoping to get an equal number of
40:31 responses by neighborhood per capita or
40:33 anything like that and then that just
40:35 got me thinking about do we have any
40:36 kind of broad goals or targets or
40:39 desired outcomes that we're looking for
40:42 like
40:43 once we've finished
40:46 um all these events had the survey open
40:48 for x amount of time what does success
40:50 look like just having done that or are
40:52 we hoping to collect x amount of
40:54 responses from X kind of
40:58 I've lost myself but Thomas hopefully
41:00 you've kind of followed where where I
41:02 was going with that I'm curious what
41:03 staff is has thought about that
41:08 yeah it just sounds like a general I
41:10 would say a general comment
41:12 um you know the the goal of this of this
41:16 uh this study is to update the mobility
41:19 master plan which is then updating the
41:21 comprehensive plan so that's sort of
41:23 like the the hard and fast goal here uh
41:27 but beyond that we're also hoping to
41:30 again reimagine what it means to be
41:32 Transit supportive to create a
41:37 a community that really
41:41 um is very supportive of of the high
41:44 capacity Transit that we're receiving
41:46 currently that we will be getting in the
41:49 future and Beyond so it's really about
41:52 creating a culture of Transit ridership
41:55 uh considering how Transit and the
41:59 Investments that will come will impact
42:01 the community and being ahead of uh of
42:05 all these changes and making sure that
42:07 the community's values as they are now
42:09 and as they are moving in the in the
42:11 future will continue to reflect be
42:14 reflected in those Transit improvements
42:17 so there's no hard and fast numbers I
42:20 would say in terms of uh you know folks
42:23 that we're trying to reach but again
42:26 I would say the main goal is to you know
42:30 make sure that we're getting diverse
42:32 voices in the room so that
42:35 so that we we can all make a
42:38 an informed decision based on the
42:40 collective uh of the community

42:56 council president U.S how do we know if
42:58 we're being successful in this public
42:59 engagement plan and
43:02 um you know Thomas in the beginning of
43:05 his presentation talked about different
43:07 demographics across the city talking
43:09 about what percentage of folks speak a
43:12 language other than English at home for
43:13 example and I think what we want to do
43:15 is as we're engaging the public collect
43:18 some of that demographic information to
43:20 know who we're talking to what what
43:22 neighborhood they're from
43:24 um you know how do they self-identify
43:26 and try to track and see how how good of
43:30 a job are we doing in matching who we're
43:32 able to engage with with who we know
43:33 who's in the community and so that's
43:36 something that we'll be taking a look at
43:37 and tracking and this is going to be a
43:39 long process as you recall from
43:41 Thomas's timeline we're looking at not
43:46 just this year but also into next year
43:47 for this process so that gives us plenty
43:49 of time to tweak and refine and we have
43:52 a lot of options and avenues to explore
43:55 for engaging the public and so I think
43:58 we will continually evaluate and see who
44:01 are we hearing from and are we hearing
44:04 from that representative sample of our
44:08 community

44:23 are we defining transit in this Transit
44:26 study as buses only or are we looking at
44:30 different
44:32 you know Mobility options and the reason
44:35 I'm asking that question is going back
44:37 to my comments regarding the school
44:41 district as a business
44:43 if we were to discover as we do the
44:46 community outreach that Transit really
44:50 couldn't serve any of their employees
44:52 but perhaps a Metro van program could
44:56 would that be part of our Transit
44:58 planning or would that be a separate
45:01 um Discovery
45:04 um so I I know that we want having a
45:07 really good strong Transit plan but I'm
45:10 just wondering how wide we're defining
45:13 the word transit
45:17 yeah that's a great question so you know
45:19 Transit is typically considered within
45:22 the realm of what uh you know Transit
45:25 agencies are providing and these would
45:28 be options that are accessible to all
45:33 so you know sort of as a as a high level
45:36 we'd be looking at bus service and Light
45:38 Rail which are sort of the the two major
45:41 types of Transit that we either have or
45:44 will be getting for the future
45:47 um as we start looking towards the uh
45:52 the excess improvements list that's like
45:56 within the transportation Improvement
45:58 program for uh 2024
46:02 um that will that will be including the
46:05 other sort of projects and programs that
46:07 could enhance uh accessibility to other
46:10 Transit modes so that might be the
46:13 opportunity for that
46:15 um again that that is that is in the
46:17 future uh
46:19 yeah it's it's sort of Beyond uh what we
46:22 know right now uh at this time but uh we
46:26 will be looking at ways to uh have those
46:28 connections
46:30 um and
46:32 that that little uh
46:35 like Metro van that you're describing
46:36 sort of
46:38 Falls outside of a typical Transit uh
46:42 system that's fixed route
46:46 that that is more of uh as more of a
46:49 special case that might be included
46:50 within the um the access improvements
46:53 version

47:00 Andrea again just adding to Thomas's
47:03 response you know I think one of the
47:06 main outcomes that we're hoping to get
47:08 from this Transit plan are a list of
47:10 capital projects
47:12 for us to ensure that Transit and
47:15 Issaquah is more accessible so that's
47:17 helping with those first and last mile
47:19 connections what type of capital
47:21 projects do we need to consider is it
47:23 additional bike Lanes is it you know
47:26 Crossing improvements that type of thing
47:28 as it relates to Transit is it speed and
47:32 reliability improvements so we can make
47:33 it easier for buses to move around our
47:35 city and navigate intersections things
47:38 like that so we're really focused on
47:42 um on not only the planning around the
47:45 future light rail station and making
47:47 sure that we're setting up for a local
47:50 transit system that is coordinated with
47:54 that regional transit system that will
47:56 be heavily focused on the light rail
47:58 station but also some of these capital
48:00 projects that make it easier to access
48:02 Transit and so as we go through this
48:05 needs assessment and the community
48:07 engagement if we find that there are
48:11 things that we should be considering as
48:13 a city outside of these Capital
48:15 Improvements that are more ongoing
48:17 programmatic needs then that's that's a
48:21 list that we should be keeping at the
48:22 same time and then looking at those
48:24 results and talking to council talking
48:26 to our Transit Partners Sound Transit
48:28 Metro and say Here's what we've
48:29 discovered now where do we go from here
48:32 knowing that these are the other needs
48:34 and I know we've talked about the idea
48:36 of a shuttle in these other
48:37 neighborhoods or or flexible
48:41 Transit like programming and so I you
48:44 know I think as we discover what these
48:47 needs are through the planning process
48:48 we absolutely want to take those into
48:50 account and listen to that information
48:52 from our community but really as Thomas
48:56 is saying the main focus is what are
48:58 these improvements that we need to make
49:00 locally to improve access to transit to
49:03 allow transit to move more easily around
49:08 Issaquah and that's a focus in our
49:11 transportation planning and our our
49:12 transportation Capital planning that we
49:13 haven't quite taken so far so that's
49:16 really the goal of this project

49:27 like the proposed Community engagement
49:29 plan meets the goals of engaging a
49:32 diverse set of voices from the community
49:34 especially those that have a higher
49:36 dependence on transit services and I've

49:42 Community interests or audiences that
49:45 might be missing from the key audience
49:46 and stakeholders list but again I think
49:49 the message from the committee is you
49:51 don't need to contact them all these are
49:52 just merely suggestions of people that
49:55 we believe might
49:57 be helpful to add as their as the the
50:00 whole sum of voices on on this project
