As Issaquah and the surrounding region continues to grow and develop, we recognize traffic congestion cannot be addressed by simply adding more lanes for automobile traffic. Adding automobile traffic capacity is not only impractical from a cost standpoint, it also is contrary to many of the values held by our city, such as environmental sustainability, access to multimodal transportation alternatives, and safe walkable communities.

0:19 after a couple of preliminary items

0:25 continue to have a hybrid aspect to our
0:27 meetings and public comment could either
0:30 in person or through the computer and
0:36 I'll check to see if anyone has signed
0:39 up for a public comment or anyone online
0:41 is giving an indication that they want

1:56 the intelligent Transportation
1:58 Assistance Plan
1:59 and I was hearkening back to the good
2:01 old days in 2007 when we had just put up
2:04 the internal intelligent transportation
2:06 system and I remember looking at all the
2:10 TVs and the the monetary room and
2:12 marveling at how modern it had become in
2:15 terms of timing of lights and the way
2:17 that we were able to to meet traffic
2:20 challenges as they came up after
2:23 reviewing the packet for this meeting
2:24 I'm quite impressed with the advances
2:27 that have been made and I'm anxious to
2:29 hear more about the system and we have
2:32 Isabel Diaz senior Transportation
2:34 engineer with us tonight for a staff
2:36 report and presentation good evening
2:40 good evening and thank you
2:43 I will be sharing my screen very soon
2:54 okay good evening and thank you for the
2:57 presentation Kansas council member Joe I
2:59 am as you have mentioned I'm a misado
3:01 Diaz the traffic signal operations
3:03 engineer and I will be from public works
3:06 and department and I will be speaking
3:09 about the its plan objectives
3:12 its as we can remember stands for
3:15 intelligent transportation system and
3:18 its is the use of data and technology
3:21 for traffic management operations and
3:24 maintenance
3:25 I the its plan has been identified in
3:30 the 2022 budget so that we could
3:35 look at technology needs across the city
3:39 and we could and eventually propose its
3:44 projects to be implemented through the
3:47 plan
3:51 tonight we will be presenting three key
3:54 elements of the its plan which include
3:56 the mission goals and objectives and the
4:01 purpose will be to be able to prioritize
4:04 the its projects I'm sorry to be able to
4:08 I prioritize the its objectives the
4:11 prioritization of the its projects would
4:13 come later during the development of the
4:17 its plan
4:21 the reason why we need to prioritize the
4:24 objectives is because as I mentioned
4:27 later in the plan we will be developing
4:29 a list of projects and and
4:38 blanking here we will be developing a
4:41 list of project and strategy strategies
4:43 related to ideas
4:45 and for these projects we want to make
4:49 sure that the objectives that we
4:52 identify or we finalize we address these
4:56 objectives with the its
4:59 projects and initiatives that we will be
5:01 proposing
5:03 and
5:04 through the process we have gotten
5:08 input from stakeholders and after based
5:13 on that input that we got from different
5:15 stakeholders we have developed a list of
5:18 goals and objectives and what we want to
5:22 do with tonight's meeting is to get the
5:26 direction from the comedy on what are
5:30 the top transportation technology
5:32 objectives that the city should address
5:34 for each of the its ground goals
5:37 or if should the city
5:39 prioritize additional objectives
5:47 Justice
5:49 talk a little bit of what we have done
5:51 with the ITA so far and what our
5:53 timeline is we kicked off the project on
5:57 April of this year with some assessment
6:01 of the its equipment that we have and in
6:06 addition to that we have gathered public
6:08 and stakeholder input and based on this
6:12 input that we have got and we created
6:15 draft at least a draft list of goals and
6:18 objectives
6:20 and and that occurred in September and
6:24 between September and now we have
6:28 we have gathered the feedback from the
6:32 Transportation Advisory Board from the
6:34 tab and now from the mobility and
6:36 infrastructure committee so we can
6:38 finalize those goals and those
6:41 objectives specifically and after we get
6:45 the your input on the top objectives
6:50 that we should be addressing with the
6:52 its plan
6:53 the idea is that we can create these
6:56 lists of projects and strategies by the
6:58 end of this year after we create that
7:01 list of projects and strategies we would
7:04 return to the transportation Advisory
7:06 Board and also with uh to the mobility
7:09 and infrastructure input the same way
7:12 that we are
7:15 prioritizing the objectives we will then
7:18 be prioritizing the list of projects
7:20 that we will be proposing with the its
7:22 plan
7:23 after we do that we will draft a an its
7:29 plan so we can present to the city
7:31 council and that will occur during
7:33 spring next year
7:40 when we right when we kicked off the its
7:44 plan
7:46 presented to the tab the overview of the
7:51 plan and try to get
7:54 feedback from them on what what were the
7:57 top uh Transportation related
8:00 data and Technology
8:02 areas that we should be the the that we
8:06 with the plan should be addressing and
8:09 the recommendation that the tab give
8:12 gave us was to get the input from the
8:16 public on that and in response to that
8:19 we had released a community survey
8:22 to get the transportation and data
8:25 technology areas that the community was
8:28 most interested that the city would be
8:31 working on through the its plan
8:37 kind of divided that
8:40 areas where we should be investing in
8:42 its in five
8:44 in five different topics and the way
8:48 that we drafted the survey was to have
8:52 the community rank those areas from
8:55 highest priority to the lowest priority
8:58 in order from highest to lowest
9:00 and the data that was selected by the
9:05 most as the highest priority was
9:07 traveler information with 34 percent of
9:11 responders
9:13 putting it as the top priority
9:16 followed by safety as signals and
9:19 performance measures which accounted for
9:23 about 25 percent each of the responders
9:27 selecting it as the highest priority
9:29 topic
9:32 now with public transportation and
9:35 environmental impact was worth the two
9:38 areas that were selected the lease as
9:41 the top priority with 13 and 5 percent
9:47 13 for public transportation and five
9:49 percent for environmental impact
9:54 from each of those areas we also
9:59 and and something I should mention also
10:03 that we have we're the number of
10:04 responders that we received through the
10:06 community surveys were
10:08 160 responses from from from the
10:12 communities
10:13 and between in on each of the areas of
10:17 the transportation topics that we
10:19 presented we also
10:21 provided different choices or different
10:25 areas where we could
10:29 invest on for each specific
10:32 area like for example for traveler
10:35 information the area among those choices
10:38 the area that was selected the most was
10:40 travel times it became very clear that
10:44 the community was interested in in the
10:46 city investing or addressing travel
10:48 times with the technology data
10:53 with safety at signals the two areas
10:57 that were of most concerned was
10:59 pedestrian safety in particular
11:01 pedestrian Crossing conflicts and the
11:04 visibility of pedestrians at signalized
11:07 intersections
11:11 for the performance measures and this is
11:15 one that kind of
11:18 repeated because for the performance
11:22 measure the measure that was selected as
11:26 the the highest priority was
11:29 Corridor travel times and for that in
11:32 particular we
11:34 we also provided different options of
11:39 performance measure measures specific to
11:41 safety
11:43 and when we did that the performance
11:46 measure measurement that was selected
11:49 selected as the highest priority for
11:52 safety
11:54 if I can
11:57 find that
12:01 was a look close or they call the close
12:04 contacts and intersections those areas
12:07 where focusing on providing technology
12:10 that would
12:12 prevent conflicts from happening or
12:16 crashes from happening close contacts at
12:18 signal signalized intersections and the
12:22 one that was selected as the list was
12:26 it was actually like red light running
12:29 that was
12:31 um the the one specific area that they
12:35 were
12:36 least selected as high priority inside
12:38 safety
12:40 performance measures that we could uh
12:44 look at or evaluate
12:51 in addition to the community survey we
12:54 have
12:55 gotten feedback from Key internal
12:59 stakeholder and
13:02 also we have identified both internal
13:05 several internal and external
13:08 stakeholders as well to be involved to
13:10 get involved with the its plan process
13:13 from the internal stakeholders we had
13:15 identified the Departments of Public
13:18 Works information technology or a team
13:21 Community Planning and Development
13:24 Communications City Administration and
13:27 the police
13:28 for external stakeholders we had
13:30 identified Issaquah Community Washington
13:33 the city of Sammamish is sapphire and
13:36 rescue and King County
13:38 jeans internal stakeholders also develop
13:42 in our creation of objectives that we
13:46 will be presenting later for the ATS
13:49 plan
13:53 after receiving input from both the
13:55 community
13:57 surveys and also from Key stakeholders
14:00 we have
14:03 developed uh three the three components
14:08 initial components of the its plans
14:10 which are the state in the mission
14:12 statement the goals and objectives or
14:14 the its plan
14:16 and the mission statement that we had
14:19 identified is to improve the safety
14:22 Health security
14:24 and movement of goods people and
14:27 services for all modes of the
14:28 transportation Network by using Advanced
14:31 Technologies establishing agency
14:34 coordination
14:35 maximizing existing capacity and
14:37 infrastructure and providing real-time
14:41 traveler information
14:43 so this is the mission statement that
14:46 basically encompasses all the areas that
14:50 we have seen that were most important
14:52 for the that we are
14:56 address with the its plan
15:02 goals
15:03 in terms of our plan will be guiding
15:06 statements that will set the priorities
15:08 when we Implement its Solutions
15:13 and the six goals that we have
15:15 identified for the its plan are to
15:18 improve Safety and Security of the
15:21 transportation system
15:23 to improve the efficiency of the
15:25 transportation system
15:27 provide accurate traveler information
15:31 Implement cost efficient its
15:34 infrastructure
15:36 integrating its projects with regional
15:39 partners
15:40 and monitoring
15:42 Transportation performance measures
15:49 for each one of the goals we have
15:53 created a list of objectives that we
15:57 could evaluate
15:59 and in terms of this plan the objectives
16:02 are ways to meet the goals that we have
16:06 identified
16:08 the least these out all the list of
16:11 objectives that we were evaluating were
16:14 presented to the tab on our October
16:17 meeting and we have discussions about
16:21 all the the the the objectives that
16:25 could be used to meet each one of the
16:29 goals and the go and on your packet we
16:32 have
16:33 we haven't included in the agenda
16:35 additional objectives that were also
16:38 considered but the ones that we will be
16:40 presenting on these tables are the top
16:44 three ones include or in compass the top
16:47 three ones that the transportation
16:50 Advisory Board selected as high as
16:52 priority for the its plan
16:56 to improve the Safety and Security of
17:00 the transportation system the three
17:02 goals identified by the tata's highest
17:05 priority were two excuse me we have a
17:08 question so yeah I'll recognize
17:10 councilmember D Michelle
17:12 uh thanks Isabel so I I just needed
17:16 clarification when I was reading through
17:17 the packet is our
17:20 um task tonight of the top three goals
17:24 is our task to identify what we consider
17:26 the top goal is that for each area or or
17:30 are we looking at all six
17:34 and identifying the top objectives
17:37 are we going to go area by areas at the
17:40 idea it will be at the at all the sixth
17:43 and by objectives identify what are the
17:47 top goals and if if we need to be
17:51 addressing or prioritizing another sorry
17:55 another objective another objective
17:58 objective to meet the goals if we need
18:01 to identify
18:03 another objective or prioritize
18:05 different objectives to be included on
18:08 our its plan uh we we want to hear that
18:12 yeah
18:15 thank you

18:21 um can you just before we get into the
18:24 objectives can you clarify what is the
18:26 outcome of prioritizing objectives are
18:29 we going to do all the objectives
18:31 including the additional objectives and
18:32 those are just the first ones up or
18:34 can you walk through that that is a
18:37 great question and is actually the
18:38 reason why we are selecting it gets us
18:43 to the reason why we are selecting a
18:47 certain number of objectives and for the
18:51 since we have identified the six goals
18:54 and our
18:56 our goal is to meet
18:59 to address each one of these goals but
19:03 we won't necessarily address all the
19:06 objectives and the projects that we will
19:08 be providing we want to
19:12 make sure that and they could over
19:14 overlap like a single project could
19:17 overlap between different objectives and
19:19 goals but we want to make sure that we
19:23 address the top the top objectives that
19:26 we identify for the its project
19:28 bam its plan
19:38 and I don't think I have started yet on
19:40 the identifying the objectives okay so
19:42 for uh the first goal to improve the
19:45 Safety and Security of the
19:46 transportation system we have identified
19:49 the top three goals objectives as
19:52 identified near-miss collisions crashes
19:56 and moral conflicts impacting all users
20:00 of the transportation system including
20:02 walking biking driving
20:04 Etc
20:05 improve the emergency response and
20:08 clearance times
20:10 Implement and maintain its technology
20:13 and strategies that proactively work to
20:16 prevent incidents from occurring so it
20:18 is evident that we are
20:20 um those three goals are focusing on
20:24 preventing or addressing
20:27 safety on or collisions prevent the
20:30 technology that prevents
20:33 police incident from happening and
20:36 collisions and also
20:38 reducing emergency response time
20:43 to improve the efficiency of the
20:45 transportation system the top three
20:47 objectives
20:49 identified are to prioritize Transit
20:52 friendly projects that are safe
20:53 accessible
20:55 Equitable and convenient transportation
20:58 options for all the users
21:02 anticipate and plan for future growth by
21:05 leveraging technology
21:07 and reduce environmental impacts and
21:10 encourage alternate modes in particular
21:13 those modes that reduce the single
21:16 occupant vehicle tricks
21:25 for our third goal of providing accurate
21:28 traveler information
21:30 the three objectives identified are to
21:33 obtain maintain and provide
21:36 city-owned traveler information
21:38 including Advanced and real-time
21:41 information about construction and work
21:43 zones real-time incident information
21:47 real-time road condition at weather and
21:50 weather information at key locations
21:52 that we know that
21:54 already have issues
21:58 adapt and automate information to
22:00 traveler information media Outlets based
22:03 on the needs and tendencies of users
22:07 provide City managed information to
22:10 frequently use providers like for
22:12 example Waze Google Map and these other
22:16 applications
22:21 develop for the goal to develop and
22:23 deploy cost efficient its infrastructure
22:28 the top objectives identified were to
22:31 deploy technology that is flexible
22:34 scalable and integrates easily with
22:36 existing and planned infrastructure
22:38 improvements
22:40 can procure and deploy technology with
22:43 high benefit to cost ratio recognizing
22:46 staff responsibilities and the time to
22:49 operate the its
22:51 well
22:52 Solutions
22:54 deploy sustainable technology that that
22:57 can be maintained over the years
22:59 considering the cost for maintenance and
23:02 replacing equipment as well
23:10 for our fifth goal of integrating City
23:13 its projects with regional partners
23:16 the objectives identified
23:19 are to continue and coordinate
23:23 and to con continue to coordinate and
23:25 integrate projects with other agencies
23:29 promote the interoperability of regional
23:32 its systems and devices to effectively
23:35 manage the system across jurisdictions
23:38 participate in collaborative
23:40 opportunities to align a region-wide its
23:43 Vision following the completion of the
23:45 its plan
23:49 our sixth sixth goal of monitoring the
23:52 transportation performance measure
23:55 the top objectives identified are to
23:57 collect and record Transportation data
24:00 such as traffic volume speed Loop
24:03 occupancy and incident data
24:05 maintain a GIS database of the its
24:08 equipment
24:11 procure Transportation data management
24:13 systems for collecting storing analyzing
24:17 and deploying Transportation data
24:19 performance measures to provide an
24:21 example for that is an app dashboard
24:23 application that those that provide that
24:27 information
24:33 after we
24:36 get the final objectives for the its
24:39 plan
24:40 we will the next step will be to provide
24:45 that list of projects and strategies for
24:48 its implementation
24:50 these projects and strategies will be
24:53 will basically click on since consists
24:56 of near-term projects that will align
24:59 with the selected city of objectives
25:02 those projects will be the spacing
25:05 between one and three and five-year
25:07 implementation
25:10 you know the also the strategies will
25:13 also consider Staffing requirements and
25:16 planning level planning level cost
25:18 estimates for each project
25:22 the place of projects and proposed
25:25 strategy strategies will be presented
25:28 again for the transportation Advisory
25:30 Board review
25:32 and we estimate that we do that in at
25:35 the beginning of the year in January and
25:37 then to the mobility and infrastructure
25:39 committee for the review
25:42 later in in February
25:48 after
25:50 doing that we will be presenting an its
25:53 plan draft for city council review and
25:56 we estimate that that would be occurring
25:58 in Spring of 2023 the and the ultimate
26:01 goal would be to include the selection
26:05 of projects and strategies in the next
26:08 slide in the next cycle of six year CIP
26:11 process
26:18 and uh just to go back to the direction
26:23 that the that we will be
26:26 um asking for the from the comedy is to
26:30 to State what are the top transportation
26:34 technology objectives that the city
26:36 should address for each its plan goal
26:40 and should the city prioritize
26:43 additional objectives and as needed I
26:47 can go back to the tables of the goals
26:50 and objectives as as we receive your
26:54 Direction
27:00 thank you very much for that
27:02 presentation we'll go to questions from
27:04 the committee first and then open it up
27:07 for a public comment and then
27:09 the committee members will go ahead and
27:11 comment and try to give some direction
27:13 as we go I'll go ahead and open with the
27:16 first question thank you for that
27:18 in-depth presentation it's very clear
27:21 that a lot of thought has been put into
27:23 this and that we really want to try to
27:26 do it right as we go forward
27:29 the question I had concerned objective
27:31 number five or goal number five
27:33 integrate its projects with regional
27:36 Partners
27:37 um can you give me a little bit of
27:39 information are are other Regional
27:42 Partners actually doing anything like
27:45 this such that we can plug in with them
27:48 and actually integrate our systems or
27:51 are they ahead of us or behind us I
27:53 don't really have a good feel whether
27:55 washdot and samamas just let's just take
27:59 those two are doing anything in this
28:01 area and how we would integrate and plug
28:03 in to their system
28:05 I have a couple of examples
28:09 um although I don't have the specific
28:12 technical uh way of how they work but I
28:16 have a couple of samples of cities that
28:19 are currently coordinating with wash Dot
28:22 and and actually some the city of
28:25 Sammamish with their extension of the
28:28 its uh project the second phase of the
28:31 its project included
28:36 their connection to the what they call
28:39 the traffic Buster system on two old on
28:43 202 I think the highway is still to the
28:46 one North uh goes east west
28:50 uh that those signals that are owned and
28:53 operated by wash Dot and with the
28:56 extension of the fiber connection from
28:58 202 water signals to Sammamish uh they
29:04 were able to get that connection into
29:07 the wash DOT traffic Buster system
29:10 with uh also the City of Redmond
29:14 also has some coordination with wash dot
29:17 as well with their signals and we did a
29:21 little bit of research on when we
29:24 started our conversations with watchdot
29:27 on what
29:29 we had done in the past and we found a
29:32 in we after over 15 years ago there was
29:37 a some
29:42 coordination between Issaquah and
29:44 washdot where we we used to be able to
29:49 access their system
29:51 for signals and that are inside the city
29:55 that are on with from Washington and
29:58 vice versa they could
30:00 access our system as well it was
30:05 it was
30:06 like on an as needed basis
30:10 that where they would
30:13 coordinate the timings
30:16 and if we for specific scenarios we
30:20 needed to adjust watch the signals we
30:25 were able to do that at some point the
30:28 systems at this point have changed and
30:31 it is my understanding that when both
30:35 systems change we lost
30:38 uh that connection and we don't we don't
30:42 do that any longer but that's an that's
30:45 another option that's one option we're
30:47 integrating with city
30:50 um and coordination with other agencies
30:52 could help like try to get back to that
30:56 coordination and that is one
30:58 like like the simplest ways there are
31:02 others where we could the our
31:04 Technologies could
31:05 could talk to each other have uh that
31:08 connectivity between them but uh um an
31:12 easy way without investing uh with other
31:16 jurisdictions would be
31:18 having that
31:22 that ability to connect with uh
31:25 with for example wash that I
31:29 I know we could be very difficult at
31:32 this moment like having that
31:35 specific ability to change other
31:39 jurisdictions
31:41 um timings for example but uh back at
31:45 the
31:46 on the memo of understanding that we saw
31:51 before that we had in the past
31:54 it include uh it was an agreement where
31:58 we would let them know that that we
32:01 wanted to do that there must have had
32:03 some communication between them so that
32:06 there was that uh confidence of doing
32:08 that changes but they it was
32:11 it it was a very uh well communicated
32:14 effort when
32:16 we determined a need that we would let
32:20 Washington know that we were doing the
32:22 change and there was and why were we
32:25 were doing the changes and there was
32:27 this flexibility of changing uh the
32:30 traffic signal timings for a specific
32:33 particular need
32:36 okay thank you
32:38 let's go to goal number one improve the
32:40 Safety and Security of the
32:41 transportation system
32:43 last night in our council meeting we
32:46 approved a set of safety improvements
32:48 that would keep pedestrians a little
32:52 more safe as they're crossing the street
32:54 and some other improvements along the
32:56 way
32:56 could you comment a little bit on how
32:59 goal number one will increase the
33:01 walkability of our city and the ability
33:04 for all people to take those alternate
33:08 routes and take those alternate modes of
33:10 transportation instead of getting into a
33:13 car
33:17 one way I can although this could uh
33:22 get a little bit uh away from this and
33:27 talk more about Transit projects which
33:29 is on the second one but one way I can
33:32 think about and is specific to Transit
33:35 is to provide or prepare our equipment
33:40 our signals to be ready for Transit
33:44 signal priority and that is something
33:47 that is an alternative that we don't
33:50 have in the city and
33:52 for in doing that there will be a
33:55 process of deciding on what what we have
33:58 what do we want there there will be a
34:01 process of deciding what we have do we
34:03 want to provide for that traffic signal
34:06 Transit signal priority would be simply
34:10 prioritizing the signal entirely or it
34:14 would be a dedicated something uh like a
34:17 face dedicated to the transit signal
34:20 priorities so there are different ways
34:23 but that is one option that I can think
34:26 of that would
34:28 make Transit more appealing to
34:33 to be used instead of a vehicle
34:37 traveling
34:40 okay thank you and in the first
34:43 objective you talk about avoiding
34:46 near-miss collisions and crashes and you
34:50 want to make sure that the
34:51 transportation system for cars walking
34:54 and biking you know don't kind of
34:57 interact in a way that's going to cause
34:58 an accident in essence in Bellevue when
35:02 I'm walking around along Northeast 8th
35:05 the signal will give a pedestrian
35:09 priority in other words it's going to
35:11 turn to a walk sign five or ten seconds
35:14 before the green light goes on so that
35:17 the pedestrians get kind of a head start
35:19 and then they don't get hit on that
35:21 right hand turn for drivers that might
35:24 not be paying attention as their
35:26 pedestrians in the in the crosswalk are
35:28 we considering doing any of those type
35:31 pedestrian
35:33 kind of priority
35:36 tweaks to our system as well
35:39 we can consider them when
35:44 when we talk about identify near-miss
35:47 collisions
35:48 are more
35:51 of of providing a platform that would
35:55 identify those locations where more sub
36:00 susceptive of
36:04 um uh incidents from occurring
36:07 pedestrian timing it's another it's
36:12 separate from that specifically
36:14 but that is that is also considered an
36:18 its solution that we can provide I think
36:23 the term the term is delay signal delay
36:26 pedestrian signal delay
36:29 um but yes I am I I know which one it is
36:34 um and also the city of Bellevue I
36:36 wanted to mention the city of Bellevue
36:38 is actually
36:41 testing or have already a pilot a of up
36:46 including a platform that identify
36:49 near-miss collisions at signalized
36:53 intersections
36:55 and I think the city of Seattle as well
36:58 great thank you

37:08 um so Isabel uh let's go back to the
37:11 survey because I noticed uh that the
37:15 transportation Advisory Board had some
37:17 questions about it was surprising to
37:20 read the results because uh other
37:22 surveys that we've done safety has
37:25 always been number one and also the
37:28 environment was very
37:31 small compared to its place you know in
37:34 our
37:35 sensibility in terms of plantings and so
37:38 forth so I noticed that the tab kind of
37:40 questioned the results and and I just
37:43 was wondering if you want to tell us a
37:45 little bit more was this an online
37:47 survey did they come to the website to
37:49 take the survey and was there any kind
37:52 of demographic information gathered and
37:55 those kinds of information about the
37:57 survey itself yes there was something I
38:01 did not present the demographics but
38:03 there was some demographics gathered
38:06 from the survey responders the way that
38:08 we released the is with the community
38:10 the Issaquah Insider we released that
38:14 and provided a link on the emails so
38:21 uh community that were signed up for
38:23 these emails would
38:25 provide input on their surveys
38:30 and
38:35 you had mentioned that yes safe it is
38:37 all that safety signals is not but the
38:41 uh the way we presented is as the
38:45 transportation and data technology that
38:48 we should invest in on and there's these
38:51 different Alternatives and traveler
38:52 information seem to be the the one most
38:56 important for that the data most
38:59 important for responders to get
39:03 but then when we
39:07 provided information and performance
39:09 metric and and performance measures and
39:12 subdivided that
39:16 for the performance measures and so
39:19 divided that then then uh safety
39:23 data was all the safety specific ones
39:27 was visibly uh the the one of the
39:31 highest that they wanted to consider
39:34 with the the signals
39:41 then for the environmental impact
39:45 we it could be surprising as well but we
39:50 can also relate that
39:53 in terms of its we can get benefits side
39:56 benefits environmental side benefits
40:00 but it could become a little bit
40:02 difficult to find specific its solutions
40:05 that are specific to Environmental
40:10 yeah so that that was one that we
40:13 um not necessarily provided a lot of
40:16 options in terms of of
40:21 Technology Solutions because it would it
40:25 could be more of a side of a side
40:28 benefit that we can get from other
40:32 technologies that are
40:36 mainly to address
40:38 other of other areas
40:43 um and then I would too was interested
40:46 in this near-miss collisions
40:50 can you just what is a near-miss is that
40:52 like a car almost hitting a pedestrian
40:55 okay yes yeah and so in Bellevue their
40:58 uh they're monitoring that with cameras
41:01 and yes they are using cameras and an
41:06 online
41:07 I can't say uh it's an online platform
41:11 that they would identify the locations
41:14 that most near the most near collisions
41:17 are occurring and that way that gives uh
41:22 the city an idea where
41:25 are the areas that we that that that we
41:30 think that safety we should be providing
41:33 safety improvements to relate it on um
41:36 to signals I just you know I uh it was
41:40 kind of I just don't think that most
41:43 pedestrians if they almost got hit they
41:45 probably don't report that to anybody
41:47 and so I was just wondering how we were
41:49 going to gather that information so and
41:51 then my last question I saw a
41:55 terminology that I'd never seen before
41:59 what is a loop occupancy
42:04 for the detection the the detection the
42:08 occupancy of the loops
42:11 then and where I'm trying to find where
42:14 it was
42:16 uh it's under goal number five or no
42:19 gold number six monitor Transportation
42:21 performance measures and it says collect
42:24 and record Transportation data such as
42:26 traffic volume speed Loop occupancy and
42:30 incident data and I I had no idea what
42:34 it has to do with the the vehicle
42:37 density the traffic density
42:41 based on the yeah the loop occupancy a
42:45 way to measure the the density of
42:49 traffic on a corridor
42:51 ah okay thank you all right that's uh I
42:54 think that's all the questions I have

43:00 um I just want to clarify next steps
43:03 um in kind of long-term next steps too
43:06 so we're determining these most
43:09 important objectives with that
43:12 staff in the administration will then
43:14 come back with a list of
43:16 projects and strategies to implement the
43:18 its plan based on those object
43:21 prioritized objectives
43:23 then we'll actually implement the plan
43:24 and we'll have different data collection
43:26 or strategies happening and then with
43:30 that data that's coming back that might
43:32 inform even more capital projects or new
43:35 strategies in the future right so it's
43:36 kind of like
43:37 constantly being used as a loop to
43:41 inform new policy and stuff right
43:45 and and the idea of we uh
43:50 we are very thankful that the council
43:52 had a
43:54 chosen to
43:56 re have again the traffic signal
43:59 operations engineer position
44:02 um the but the idea is that we can
44:04 continue the its program it doesn't
44:08 as as we start identifying projects uh
44:12 within each
44:14 cycle of the 6cip we continue to
44:18 identify its projects that we can invest
44:21 on or or
44:24 improvements that we can work on
44:31 okay

45:30 we had a really hard time
45:32 um I think understanding the Nuance
45:34 between some of these uh objectives
45:39 um and then uh Israel touched on it um
45:42 it was brought up uh but the we were
45:44 concerned about the I think just some of
45:47 the demographics and like the snapshot
45:48 of the survey that was put out um it
45:51 seemed like a pretty small sample size
45:53 and then um yeah I just didn't seem
45:56 reflective I think like councilmember
45:58 Michelle said of some of the historical
46:00 patterns and other surveys regarding
46:02 similar topics

46:12 the uh Tab and and uh it's volunteer
46:16 uh people like you that keep us going
46:19 and I appreciate you coming out tonight

46:50 I don't know um so
46:52 I have some general comments it does
46:54 seem like the highest priority
46:55 objectives are those most concerning
46:57 Life Safety uh information collection
47:00 asset management and um
47:04 multimodal Mobility options which does
47:07 seem right to me
47:08 the caveat to that is you know I have
47:12 the same concern that that tab hat I'm
47:14 we're policy makers here with absolutely
47:17 no technical background in this space so
47:19 I'm feeling kind of limited and
47:21 compelled to want to follow the lead of
47:24 subject matter experts like yourself
47:27 um but I do think determining alignment
47:29 with objectives and that future upcoming
47:32 list of projects and strategies does
47:34 seem like a worthwhile policy decision
47:36 for Council to be involved in and I
47:38 think that's appropriate I also think
47:39 the mission statement
47:42 um proposal is very much in our
47:43 wheelhouse but I think that's very much
47:45 in line with our strategic Mobility
47:46 goals our strategic plan even calls out
47:49 in particular uh driving efficiencies in
47:52 the mobility system which is called out
47:54 in the its plan or in some of these in
47:56 the agenda packet for tonight
47:58 um so I guess my overall comments are
48:01 sure the objectives seem like they're in
48:05 alignment with our core strategies but I
48:07 also wouldn't know if they weren't
48:09 necessarily based on my background I'm
48:12 curious what other council member how
48:14 other council members are showing up in
48:15 the space too but that's all I'm
48:17 thinking thanks thank you councilmember
48:20 D Michelle
48:21 yeah I agree completely uh and thank you
48:24 Erica for your comments because I was
48:26 struggling with the same uh issues I
48:29 think there's a lot of nuance here
48:31 there's some places where there might
48:33 even be over overlap between
48:36 um some of the objectives and the way
48:38 that they're written you think well that
48:40 could maybe go there and but that's not
48:42 our job tonight to to edit so
48:47 uh yeah I was kind of struggling with
48:50 they they all look like great objectives
48:52 so how would we order them especially as
48:57 council member Hall said without the
48:59 technical data you know given to us and
49:03 even then maybe we wouldn't understand
49:04 it so uh because that's really a kind of
49:10 expertise that we don't have as council
49:12 members so
49:16 I think that we've got some I think the
49:18 goals I are absolutely right on uh I
49:22 think those goals are absolutely right
49:24 um so uh but I don't know exactly where
49:27 to go when it comes to prioritizing the
49:29 objectives as a council member okay

49:37 um I really appreciate the fact that a
49:41 great deal of thought has been put into
49:42 this and it's going to be an iterative
49:45 process as Council Deputy council
49:48 president Hall pointed out we're going
49:50 to see what works and try something and
49:53 build on what works and then learn from
49:56 that and then go on to the next solution
49:57 after that so from my point of view I
50:00 don't think we're going to get all six
50:01 of them done the first swipe through but
50:04 we're going to get some of them done
50:05 along the way learn what works and learn
50:07 why it works in a particular area in our
50:09 city and then do another one after that
50:12 and another one after that and hopefully
50:14 start improving the the overall flow of
50:17 traffic in our city the safety of
50:19 pedestrians and the ability for safe
50:21 biking and walking through the city as
50:23 we go forward and also increase our
50:26 responses to emergency situations so we
50:28 can clear those roads out when there is
50:30 an accident so we don't end up with a
50:32 three hour backup you know going through
50:34 our city were able to quickly see it
50:38 address it take care of it along the way
50:41 so I really appreciate the thought
50:43 that's been been put into this I think
50:45 from my point of view
50:48 goal number five is probably farther
50:52 down on the list I would even maybe make
50:54 it six in the sense that I think from
50:57 the information that I have we are ahead
51:00 of our other partners around Washington
51:03 wants to keep their lights because the
51:06 way they prioritize them they try to
51:09 make sure there's no backup on 90 as it
51:12 goes so they try to increase the stream
51:14 of traffic going through and that
51:16 decreases the seriousness of accidents
51:18 on 90s so I don't I don't think that
51:21 we're going to have much success
51:22 negotiating with them or kind of working
51:24 an agreement out I I may be wrong and I
51:27 would like to be pleasantly surprised
51:29 but from my point of view again the the
51:31 our system that we develop kind of needs
51:34 to be
51:35 serving our citizens in the best way
51:37 possible and I don't think that
51:39 Sammamish is ready to come down the hill
51:41 and connect with us and washed out is
51:43 kind of set in their ways in terms of
51:45 what they would like to do is my
51:46 impression but I do see that our our um
51:50 Andrea Snyder Deputy City Minister would
51:53 like to probably make a comment on that
51:59 uh I actually was hoping to make a
52:02 comment to address the the previous
52:03 comments that Deputy council president
52:05 made and council member G Michelle made
52:07 if that's all right
52:08 please do okay great thank you with this
52:12 project uh there are so many goals the
52:17 city has with our transportation system
52:19 and anytime we start talking about
52:22 Transportation it becomes incredibly
52:24 complex very quickly with lots of things
52:26 that we want to do and really I think
52:29 the point of tonight is to be able to
52:32 kind of narrow down
52:34 this system one system can't solve
52:37 everything it can't uh it can't solve
52:40 everything at once right to your point
52:43 councilmember Joe of you know let's take
52:45 things kind of incrementally and make
52:46 improvements and so uh the goal of
52:49 tonight is really to figure out do we
52:52 have these priorities correct uh are
52:54 these the things given all of our
52:57 aspirations all the things that we want
52:59 a transportation system and technology
53:01 that helps govern our transportation
53:03 system all these things that we want to
53:06 accomplish are are these the right ones
53:08 if we had
53:11 an its plan that addressed all of these
53:13 objectives would you think that that is
53:15 successful or are we missing something
53:18 and so in this list of of goals and this
53:21 list of objectives that you see before
53:22 you this evening are there glaring holes
53:25 that you're like well wait a second if
53:26 we don't address this one thing we're
53:28 really going to be missing the mark and
53:30 so that's really the question for you
53:32 this evening is wondering as we
53:35 establish the the scope of of our system
53:39 and come up with recommendations for
53:41 Technologies for us to adopt are these
53:45 the right objectives for us to be
53:46 hitting initially or are we missing
53:48 something really important so that I
53:50 think is the overarching goal for today
53:52 and I hope that's that's helpful as you
53:54 narrow down because as you stated it's
53:56 going to get real technical real quick
53:57 and so we want to make sure that we're
53:59 evaluating the technologies that we're
54:01 looking at these gaps in in our
54:04 intersections in our transportation grid
54:07 uh according to the right priorities and
54:10 objectives
54:12 thank you very much so I'll just finish
54:15 my comment I think that I would
54:18 prioritize five a little bit less than
54:20 even where it is now I again I don't
54:23 think our partners are ready to
54:24 necessarily have that relationship it's
54:27 not us it's them kind of thing right now
54:30 but uh the other thing I would comment
54:33 on is that uh I think that number three
54:37 provide accurate traveler information
54:40 is the burden is kind of taken up by the
54:44 internet for us in a lot of ways in the
54:47 sense that if I'm driving and I am going
54:50 down Newport and I'm stuck oftentimes I
54:53 can look on issaquah's Twitter
54:57 feed or I can look on their website for
55:00 an update or there's a watchdot update
55:02 in terms of there's a a crash on an
55:04 intersection that's backing everything
55:06 up and having repercussions all the way
55:08 to Newport
55:09 so it would be nice if we're able to
55:13 give real-time Transportation
55:15 information out there but from my point
55:17 of view a lot of that is put out through
55:20 the social media
55:22 Avenues and and pipeline that's there
55:25 already so
55:27 I think it's a little bit less of a
55:29 priority I would prioritize one and two
55:31 first and then get those done well and
55:36 figure out how it's been working how we
55:38 can improve it from there but that's uh
55:40 my initial thought on things Deputy
55:42 president Deputy council president Paul
55:43 do you have a comment
55:46 maybe so I'll just say it um
55:51 the only other thing and I don't know if
55:53 it's appropriate in this conversation or
55:55 not that I don't see bubbling up that
55:56 has bubbled up in all of our
55:58 conversations about
55:59 Mobility around town whether it was
56:02 during the development of the mobility
56:04 master plan or even before that is
56:06 the goal of residents ability to move
56:10 around town
56:11 of ease of movement around town not
56:14 necessarily just improving improving
56:16 movement or improving Mobility but
56:18 improving the ease of Mobility rundown
56:20 and focusing on I think the last time
56:22 its came up to us we talked a lot about
56:24 trying to prioritize movement in town as
56:28 opposed to movement through town I don't
56:30 know how or where that might show up in
56:32 this but that might need to be a
56:33 priority that we are mindful of too in
56:36 this
56:39 foreign
56:44 so going back to
56:47 uh goal number three
56:50 um and again here's where uh I would
56:53 probably need a lot more technical
56:54 information to really understand what
56:56 the possibilities might be I will just
56:59 say that when I'm driving up the
57:00 Issaquah Hobart Road and the sign that's
57:03 out there you know construction coming
57:05 or whatever is really helpful so I'm
57:09 thinking yes Twitter we could get
57:11 information in general from Twitter and
57:14 GPS and all kinds of things but it is
57:16 helpful as a as a road user or a driver
57:22 to know specifically that something's
57:24 going on in Issaquah and so that's kind
57:27 of what I was thinking when I was
57:29 reading this third goal and uh and it
57:32 was the top it was the top thing for the
57:35 survey that people said would help them
57:37 and so I'm thinking that's really
57:39 intriguing it would be kind of
57:41 interesting to do maybe some more
57:44 in-depth interviewing to find out what
57:46 that really meant was this you know why
57:47 why did that one rise to the top all of
57:50 a sudden
57:51 but
57:53 so I think it depends on how
57:57 that technology might be
58:01 distributed around the community
58:03 and how we might help people the other
58:07 thing I do know when I was with King
58:10 County is that when construction
58:12 projects are going on and are not
58:15 communicated with other agencies it
58:18 could be quite disastrous and so again
58:22 maybe there was some thinking there that
58:25 maybe the city needs to do a better job
58:29 communicating construction to both
58:31 drivers and agencies I think I need a
58:35 little bit more in-depth information to
58:38 really be able to understand that one
58:39 but I think there's a nugget there of
58:42 something that maybe we could be doing
58:43 better
58:45 yeah I think my thought on that was the
58:47 we already have the the big signs as you
58:51 come into town from the south and as
58:53 you're coming down the plateau
58:55 um that tell you that something's going
58:57 on and so
58:59 my comment was I don't think we need to
59:01 put a lot of effort into really
59:03 improving those I think we we have those
59:05 and in terms of
59:07 um watchdot on 90 they're putting those
59:10 signs out there because they're required
59:12 but that's not a city burden so it
59:14 wouldn't necessarily be part of part of
59:16 this plan I think we do a pretty good
59:17 job with construction in town
59:21 um don't ask my kids about Second Avenue
59:24 at all but but it was out there that
59:27 there was construction there was going
59:28 to be Paving there there were going to
59:30 be delays and we we published that and
59:33 put that out there as much as we could
59:35 so for City projects we do a pretty good
59:37 job in town putting up the construction
59:39 signs and so my thought is that we don't
59:42 necessarily need to prioritize it as
59:45 high as one and two but that was kind of
59:48 the basis of my comment there other
59:50 thoughts or discussion oh go ahead
59:53 Andrew Snyder uh thank you this is
59:56 Andrea just something for your
59:57 consideration and thank you so much for
59:59 your feedback or got regarding how uh
1:00:02 we're currently doing with planned
1:00:04 construction and planned activities in
1:00:06 the roadway we know from our user data
1:00:09 that one of our most popular features we
1:00:11 offer on our website are the traffic
1:00:14 cams and webcams in a snow event or a
1:00:16 flood event and that's because drivers
1:00:18 are craving information about what's
1:00:20 going on right now on the Steep Hill can
1:00:23 I get through and so as we look at goal
1:00:27 number three and the objectives under it
1:00:29 real-time information sure about about
1:00:31 construction but if there's incidents if
1:00:33 there's accidents if there is a tree
1:00:35 limb that's down on the road or a tree
1:00:37 that's on the road that happened in an
1:00:39 emergency that we're trying to address
1:00:40 getting that signage up in advance is
1:00:43 something that's very difficult to do as
1:00:45 we're responding in emergencies and so
1:00:48 but that's something that perhaps we
1:00:50 could have a system help us address and
1:00:53 make it easier to give drivers Advance
1:00:56 warning so if they're trying to get home
1:00:58 after a long day of work and we know
1:01:00 that Newport is closed or that Maple is
1:01:05 closed we can we can perhaps provide
1:01:07 signage in advance alerting them to that
1:01:09 fact for these incidents that just arise
1:01:12 that aren't planned and so just wanted
1:01:14 to make sure that that was something
1:01:16 that you were considering as well as you
1:01:19 debate this thank you
1:01:22 thank you other comments or thoughts
1:01:29 go ahead counselor maybe a hologram on
1:01:32 the Issaquah Hobart Road
1:01:34 beamed beamed out to the escrow home
1:01:37 where I wrote
1:01:38 we have to think really far out on
1:01:40 technology okay

1:01:51 does seem like we've gotten through this
1:01:53 kind of quickly is uh Isabelle right um
1:01:56 You Know You're a subject matter expert
1:01:58 in this space are we
1:02:00 would you have expected us to provide
1:02:02 any other feedback that we haven't
1:02:04 tonight is there anything that has been
1:02:05 surprising to you that you know that we
1:02:07 didn't discuss tonight
1:02:13 not really uh the
1:02:15 the one thing that I would uh
1:02:18 get from the comedy on specifically is
1:02:23 uh or more importantly is what if we are
1:02:25 missing something that we should be
1:02:27 prioritizing and that it's that is
1:02:30 something that we have heard so far from
1:02:33 your comments
1:02:36 um and on things to consider as we move
1:02:38 along with the its plan
1:02:42 so if I were to summarize it sounds like
1:02:45 the committee is supportive of the
1:02:47 project the committee is supportive of
1:02:50 the goals are there there's some
1:02:54 consideration that we'd like the
1:02:56 administration to take in terms of how
1:02:59 they're ranked or how they might fall
1:03:00 into place that comments have been given
1:03:03 in some concern about walkability and
1:03:07 mobility within the city for our
1:03:09 citizens as they try to get around
1:03:11 during the high traffic times in our
1:03:15 city along the way
1:03:17 does that seem to summarize our thoughts
1:03:20 and and
1:03:21 items threaded anything that we've kind
1:03:24 of missed
1:03:27 as the administration got in everything
1:03:29 that that they need
1:03:31 yes I believe we have thank you so much
1:03:33 and I would add to the list that you
1:03:34 summarized we heard
1:03:36 um you know this coordination with other
1:03:38 jurisdictions that maybe that's
1:03:41 important but maybe let's not spend too
1:03:42 much time on that at risk of some of the
1:03:44 other goals and objectives I wanted to
1:03:46 make sure you know that we heard that
1:03:47 one as well
1:03:49 um and then uh really looking at this
1:03:53 um information and how much information
1:03:54 what what kind of information we provide
1:03:57 to Travelers what that looks like maybe
1:03:59 diving a little bit deeper into that as
1:04:01 we move forward looking at examining
1:04:03 different technologies that we could
1:04:04 possibly use
