0:17 Commission tonight we have two things on
0:21 our agenda the first being a discussion
0:24 of the proposed docket of the 2020
0:28 comprehensive plan just as a discussion
0:31 and we will have a vote on the rules and
0:37 regulations governing our board and then
0:41 if anybody's here we'll open it up to
0:43 public - then we're going to have a
0:46 public hearing public hearing in the
0:49 middle of that and then at the end we're
0:51 going to open it up for other issues
0:53 that if there's anybody here that they
0:55 would like to discuss as usual we have
1:00 two minutes that we have to approve and
1:04 I know we can do it all at once but I
1:08 would prefer doing it individually so I
1:11 need a motion to accept the minutes of
1:14 January 9th elect to make a motion to
1:19 approve the minutes on January 9th
1:21 well second any discussion all those in
1:26 favor say aye aye host I need a motion
1:30 to approve the minutes of January 11th I
1:33 make a motion to approve the minutes for
1:36 January 11th a second well second all
1:39 those in favor say aye okay so if we get
1:44 into the rules and regs there is a
1:51 little change in who is able to
1:54 participate since we are going to have a
1:58 vote to approve the regs this evening
2:02 right and actually the public hearing is
2:03 first oh I know we're not doing yeah I
2:06 just want to explain that there are
2:08 seven regular members of the board and
2:10 since they're one two three four five
2:12 six here the alternate that is on our
2:15 board Robin is
2:17 now considered a member of a regular
2:20 member and he will have the right to
2:21 vote tonight with that I will open it up
2:25 for discussion on the proposed docket
2:28 for 2020 excellent and can you all see
2:31 on your screen do you all have the
2:33 screen okay yep I'm still getting used
2:35 to that okay here we are again at the
2:43 beginning of the year before I do that I
2:46 want to introduce to you our famous
2:48 person in the audience here is andrea
2:51 schneider she is our deputy City
2:53 Administrator do I have that right and
2:55 she comes to us
2:57 she used to be our economic development
2:58 manager at Issaquah she took a
3:01 sabbatical to learn more wisdom and
3:04 she's back now and she's been amazing
3:06 and now she wants to spend more time
3:09 with boards and commissions and and so
3:12 she's here tonight I don't know if she's
3:14 ever been to a Planning Policy
3:15 Commission meeting so I've already told
3:17 her how amazing you all are so I've come
3:20 so this is Andrea and welcome and thank
3:22 you for being here on such a rainy
3:24 floody night we appreciate it
3:26 because it's been quite a doozy of a day
3:29 so with that I will start again today we
3:35 start the comprehensive plan amendment
3:37 process as we do on the beginning of
3:40 every year and the purpose of tonight is
3:43 for you all to have a chance to look at
3:45 the list which the appropriate name is
3:48 called the docket but it's a list of
3:50 amendments that we believe we will work
3:52 on throughout the year and the state
3:55 requires that we establish the list
3:57 early in the year and that no other
3:59 items be added at the last minute so
4:03 that all of the amendments can be done
4:06 consistently and connectedly so that the
4:09 comprehensive plan continues to be
4:11 comprehensive and not changed piecemeal
4:17 you all received an email about an
4:20 updated docket
4:21 I believe that went out yesterday and
4:23 the reason for the update is we found
4:26 out from Public Works Department that
4:28 the stormwater plan that will not be
4:30 done until early next year
4:32 so we removed that we don't have to
4:34 change the utilities and public service
4:36 element this year because it won't be
4:38 done yet and also when we sent out the
4:41 packet we had talked to several property
4:43 owners that said they would get their
4:45 applications in for proposed rezoning
4:47 and redesignate by Friday which the code
4:51 says they have to have them in by
4:52 January 31st and they didn't get them in
4:55 so we wanted you all to have the real
4:57 docket that includes the real property
5:01 owners that did get their applications
5:03 in so that you weren't considering
5:06 parcels that they didn't get their
5:08 application and so we can't consider
5:09 them so that's why you've got a new
5:11 docket emailed and the if you need a
5:13 paper copy with the new docket and the
5:15 new map in it
5:16 they're right by Joan if you want a
5:18 paper copy of the new map and the new
5:21 but those were emailed out to you
5:22 yesterday so sorry about that but the
5:26 packet had to go out before the deadline
5:27 for applications so we knew it might be
5:30 a little different it's tonight what
5:33 we're going to accomplish is you're
5:36 going to review the list we're going to
5:38 take public comment from the many people
5:42 in the audience you're gonna be able to
5:44 discuss and ask each other questions and
5:46 ask staff questions and then hopefully
5:48 if you're comfortable with all the
5:50 information you have received you'll be
5:52 able to make a recommendation to City
5:53 Council about what items you believe
5:55 should be on the docket for this year
5:59 this is the process that we go through
6:01 each year you all review the docket and
6:04 make a recommendation to the council in
6:06 January and February in March
6:09 council establishes the docket April
6:12 through August staff prepares all the
6:15 items and amendments for you to review
6:17 so that when you have the public hearing
6:20 in September you've seen each of them at
6:23 least once is what we try to do and then
6:26 November and December council takes
6:28 action on the
6:31 sometimes things happen as you know from
6:33 last June we have many public hearings
6:35 but we're hoping that maybe we it won't
6:38 be so exciting as it was last year the
6:41 proposal for this year there aren't that
6:43 many you probably noticed the
6:45 transportation element is hopefully
6:48 going to be replaced with a new mobility
6:49 master plan and the updated
6:51 Transportation Improvement Program the
6:54 land-use element will have its updated
6:56 tables that will show the new housing
6:59 units the new jobs and the new
7:01 development capacity information that we
7:04 figured out this year the capital
7:06 facilities element will have an update
7:08 for the park impact fees that we
7:10 continue to work on and there are three
7:13 land use designation reasons to consider
7:16 amazingly none of them are asking for
7:19 community facilities this year they are
7:22 all asking to be zones that are for
7:26 private use for private ownership just a
7:29 little different we haven't had that in
7:30 a while yes it's not actually correct
7:34 for if we look at item number three in
7:37 the table okay item three with table
7:40 which says community facilities
7:42 resignation reasons parcel three for two
7:46 of its item parcel number one south
7:51 south side of east sunset way any sixth
7:55 Avenue south east are you looking at the
7:58 new one rod no I'm looking at the one
8:02 that I got nailed okay Thank You Joan
8:06 there was a new docket sent out
8:08 yesterday that has new parcels on it and
8:12 these are the parcels that we received
8:13 applications for still on here and we
8:25 are always so prepared we you send out
8:28 the agenda on Friday said of course we
8:30 read it right away I know they should
8:32 change it and we're not the parents I
8:34 know that you do you guys did all your
8:35 homework and come Monday you're done I
8:37 totally understand that so it's not on
8:41 docket there you go do you have a
8:43 question okay why would it not be on a
8:46 new docket I just mentioned they did not
8:48 get their application in by the code
8:51 deadline of January 31st so they because
8:54 they did not meet the deadline they did
8:56 not make the docket our previous packet
8:59 had applicants who had said this to the
9:01 city were planning on this so they had
9:03 prepared documentation for us but this
9:06 is now the updated situation for who
9:07 made the deadline okay enjoy perfect but
9:12 this particular parcel is city-owned
9:16 it's owned by its own by State Parks
9:20 they purchased the property it's a South
9:24 Side east sunset correct right and part
9:27 of the parcel is inside the city and the
9:29 other part of the parcel is just outside
9:30 of the city oh okay I follow up is this
9:36 the parcel pertaining to an email sent
9:39 by Connie Marsh no hers is on the RV
9:43 park that is not this which is item
9:46 number two personal number two okay
9:49 sorry okay so it's not it's been a busy
9:51 week yes let it go then okay so this is
9:57 the new and improved map of the three
10:00 parcels that are on the list to be
10:03 thought about for redesignate inand
10:07 reasons and again all three of them are
10:09 asking for a designation and a zone that
10:13 would allow them to use their land for
10:15 private use and I'll go over them one at
10:19 a time and take all your questions
10:21 parcel one is on the corner of Newports
10:25 way and sr 900 and it's less than an
10:27 acre driving by it today well it's
10:31 probably hard to see today with all the
10:33 water there might be there but it's a
10:35 landscaping business now for contractors
10:37 it's been matched since I believe 1978
10:45 it's now it's the blow density
10:48 residential the zone is single-family
10:50 suburban and it's surrounded all on the
10:52 south side of
10:54 Newport way it's all single-family
10:56 suburban they would like a zone mixed
11:00 juice or professional office so that it
11:03 would be more in keeping with that they
11:06 have a landscape business there
11:09 any questions on this particular person
11:13 well but nothing's changing they're
11:16 still able to operate their business on
11:17 the existing right they're legally
11:20 non-conforming they were they got a PUA
11:24 we called it back then in 1977 they had
11:29 a like a oil gas business there and then
11:34 the year later they asked if they could
11:36 add one more use the landscaping news so
11:39 they've been had they've had the
11:41 approval to having a landscape use there
11:43 since 1978 it's a little different we
11:48 don't do plant P UAS anymore
11:52 because it tends to make your zoning map
11:55 a little odd because it's like wow it's
11:56 a single-family zone and it has a
11:58 landscape business so we don't do those
12:01 anymore but that one because it still
12:03 has been operating all these years since
12:06 it was allowed it's a legally
12:07 non-conforming use so if heaven forbid
12:10 anything should happen to it they'd
12:12 still be able to rebuild because they
12:14 are legally non-conforming this rezoning
12:18 was approved what else would be able to
12:20 be built on that well if that's what we
12:25 do when we actually review the whole
12:28 thing but certainly we've jumped to that
12:30 that if they were rezone to something
12:33 else that's one of the things we would
12:36 show you in the analysis that we do
12:38 right I see
12:41 what's the pros and cons of rezoning it
12:44 because if I can for me this is just
12:46 remember this is just the list we
12:49 haven't done the analysis yet to tell
12:51 you what the pros and cons are today
12:53 we're just letting you know that they've
12:55 asked to be on the list okay it makes
12:58 sense they're just so we're just
13:00 assessing this for proposed for those
13:03 later
13:04 right this is just to see if we should
13:06 continue forward or if counsel should
13:09 direct us to continue forward with the
13:10 analysis of this request
13:16 I know it's hard not to just jump to the
13:17 next step but this is just the list any
13:21 other questions on this oh yes say don't
13:23 continue to with the analysis give me an
13:26 example of a situation similar to this
13:27 with some other sites some other time
13:29 where the council many said no we don't
13:33 want you to proceed even with an
13:36 analysis of this right there was once a
13:40 parcel just outside the city limits that
13:45 asked for
13:47 they had like an easement on the border
13:51 and they asked for that easement to be
13:53 changed so that their subdivision
13:56 outside the city could have access to
13:58 the city and the council did not want to
14:01 entertain moving forward with that that
14:04 would be something you know but every
14:06 case is different so you you know we
14:08 actually have to ponder it to make sure
14:10 that you want to spend staff resources
14:13 and committee resources on pondering
14:17 those things but each of them are
14:20 different any other questions on this
14:24 one okay
14:27 this is a really interesting one this is
14:31 called this is parcel - this is on the
14:36 city-owned RV park which is also happens
14:38 to be the same parcel as the city's
14:41 Public Works operations site the actual
14:45 proposal for this parcel what wouldn't
14:50 would not take the entire parcel we'd if
14:53 it was approved down the road we would
14:55 actually do a lot line adjustment to
14:57 make part of it still be the shop site
15:01 the public workshop site and the other
15:03 part be it have a change zone and the
15:06 reason that this is being requested to
15:09 be commercial is so that we're still
15:13 trying to work out that transit oriented
15:15 development that's next door to the mr.
15:19 qua transit site on maple and SR 900 and
15:22 we're trying to find a home for
15:24 Centrelink
15:25 because if Centrelink can move somewhere
15:28 then we have that spot that personal
15:30 next to the Transit Center that we could
15:32 do a transit oriented development with
15:34 affordable housing and all sorts of
15:36 great pieces but we're still trying to
15:38 find a usable spot that CenturyLink
15:41 would would like to move to and so this
15:45 is the proposal is that part of this
15:47 parcel where that right now there's an
15:50 RV park that the city owns that we could
15:53 use that for for CenturyLink and then
15:56 they would move it's sort of the
15:58 dominoes they would move and then we
15:59 could do transit oriented development
16:01 and this is the one that Connie wrote
16:04 about in her email is that is the RV
16:07 site are there questions on this one
16:15 I got a question for number three if
16:18 we're not there you wanna make sure you
16:22 had coffee before you came in town
16:25 parcel three are we ready for parcel
16:27 three and if you think of other
16:28 questions you know you can always ask
16:30 this is a I'm black nugget road very
16:34 this little small parcel it currently
16:36 it's a single family home its existing
16:39 zone is single family estates and the
16:42 owner would like either mix juice or
16:44 retail and this is one this has has some
16:48 extra information for you is that at
16:50 this point the administration doesn't
16:52 support the change we support them
16:55 moving forward and asking but as your
16:59 professional staff we're not in favor of
17:02 it because it would be it's single
17:04 family and if it changed to a non
17:06 residential use zone all that the
17:11 properties adjacent to it are still
17:13 single family so it would you know be
17:15 sort of like a spot zone it would be
17:17 inconsistent with its neighbors and so
17:20 we tell you that just as that was the
17:21 first thing that we noticed when they
17:23 asked for it was while on the block
17:26 you've got single family single family
17:27 and then there would be this mixed juice
17:29 or something and so we think it should
17:32 go forward to council and we think we
17:34 should ponder it but just from the face
17:37 of it it doesn't seem like a great idea
17:40 because it would be a spot zone so we
17:42 would want to find out more about about
17:45 it before we you know said yea or nay
17:47 but just at first glance it doesn't seem
17:50 to fit with it the adjacent neighborhood
17:53 right now I asked you a question about
17:55 that city personal one is it the same
17:57 owner that owns the adjacent property no
18:02 on that you happen to from looking at
18:06 the old packet versus a new pack
18:09 No number three there's a reason there's
18:13 a new packet run but the numbers
18:15 themselves only the first two digits are
18:17 different in the parcel number so I'm
18:20 worrying if that's a typo that's really
18:23 it's rain it's kind of unique that we
18:26 start off with two nine two four zero
18:29 six nine zero seven five four parcel and
18:32 in the old packet which is in a totally
18:34 different end of the city is three three
18:37 two four zero six nine zero seven five I
18:40 will put that under advisement to my map
18:42 expertise to make sure we have the exact
18:45 right parcel number okay thank you for
18:47 flagging that because I have no idea
18:49 they'll my map genius says that it is
18:53 correct in the new packet oh okay they
18:57 just saw that it's like what's the
18:58 chances of that actually happening I
18:59 don't know me there are some numbers
19:03 there any other questions on proposal
19:06 parcel three okay our recommendation as
19:15 your staff is that all of these should
19:18 move forward as presented it'll come
19:21 back through here one more time right
19:24 when they after this great question bill
19:31 the timing of this once you all tell us
19:35 what you recommend to council it would
19:37 go to council and they would establish
19:38 the docket and they may be happy with it
19:41 as it's presented tonight they may have
19:43 changes don't know but then all the ones
19:47 that are on the docket would start
19:49 coming to you with actually with the
19:51 analysis with the language with the
19:53 zones with all the information that we
19:56 can find to help you then make actual
19:59 recommendations on the amendments and
20:01 that would continue on until the public
20:03 hearing you know sometime in September
20:05 does that make sense it does thank you
20:09 other questions
20:16 okay so that's the timeline and there's
20:20 questions so you could open up the
20:24 public hearing you know I don't see that
20:26 anyone setting up are there any other
20:29 question Mary none okay and there were
20:33 just the two letters did though I don't
20:36 have my email from Steve here did Steve
20:38 have questions on the the actual docket
20:41 or were his only on the rules I think
20:44 also they were on what will be meeting
20:46 on next Wednesday
20:48 specifically on old town yeah I think
20:50 that's what are the so I think that
20:52 comments should be addressed by these
20:54 are all general things there he got into
20:56 specifics okay sure which are good I'm
21:00 glad he as I didn't want to miss it if
21:04 it was on the on the docket okay those
21:06 are counties though are you gonna add
21:10 anything or should I open up the public
21:12 room I think you could probably open it
21:14 up safely

21:22 public hearing and asking ask if anybody
21:25 would like to make a public comment

22:26 any questions concerns changes I have no
22:29 quarrels with what the city's put
22:31 forward for the docket for the earth

23:16 before I leave I wanted to share with
23:21 you the land use code docket for this
23:25 year you don't have to vote on it
23:28 it's just informational I'm always
23:30 thinking that you all know what we're
23:33 working on but since you're not up to
23:35 your ears in this which is a good thing
23:38 trust me I wanted you all to see what
23:40 things that you've already worked on
23:42 that are coming through the pipe to
23:45 Council and the things that you have not
23:47 seen yet title 18 the land use code
23:50 update I think you saw just a brief
23:53 precursor last year on the sign code
23:56 part of it but but you haven't seen
24:00 anything else yet but you will certainly
24:03 this year when it's the drafts are
24:05 written and we start reviewing things
24:06 you'll see the whole land use code
24:09 update old town code amendments you saw
24:12 in September and you did a couple of
24:14 works sessions and you made your
24:16 recommendation to Council on September
24:18 those should be going to Council in
24:21 February I believe the code amendments
24:25 February 25th I think I put those in the
24:27 report section of your agenda the old
24:31 town architectural guidelines and design
24:34 standards you all have a meeting next
24:37 week with development commission it's
24:39 super exciting those are coming through
24:41 that's like the second part of Old Town
24:43 that you'll be working on and and then
24:46 number four is a traffic
24:47 I know that those also go after the
24:49 December February 12th meeting they also
24:51 go to City Council on February 25th it's
24:55 an Old Town night for a work session
24:57 though just for work session not further
24:59 yeah yeah you guys still have a lot of
25:01 work to do on those before we're ready
25:03 to have them approve anything but but
25:06 we're going to give them an update as
25:07 well and thanks to you all that we're at
25:10 the really great weather workshop and
25:13 tour in January that was a fabulous day
25:15 and that number four is something that
25:18 you already worked on that was back in
25:21 February of last year a year ago already
25:23 and that was the single-family suburban
25:25 zone where we looked at removing the
25:27 ability to build duplexes and cluster
25:29 housing that's still sort of bumping
25:32 along it's now being merged with the
25:35 missing middle housing research we're
25:38 doing on other types of housing that
25:40 might fill in some of the gaps that the
25:42 city doesn't have now and so the reason
25:45 that nothing has happened officially
25:47 with the work that you did is because
25:48 it's sort of morphing into more research
25:50 I mean if there's any questions on those
25:53 four those are the big four that we're
25:54 working on this year yes I don't know
25:58 whose hand went up first
26:03 I wasn't here at that time and I'm very
26:06 interested in number four could you
26:08 possibly send me some information on
26:10 what was done I could I think it would I
26:16 could yes I think it would be like had
26:20 too many thoughts coming through it's
26:22 changed a lot since you all saw it in
26:25 February in February last February it
26:28 was a real narrow question should do
26:31 should new duplexes be allowed to be
26:33 built in single-family suburban zones
26:36 through the cluster provision and it
26:39 went from a really small narrow focus
26:41 that you all saw and recommended on to
26:44 what other uses are in our single-family
26:47 neighborhoods that maybe shouldn't be
26:48 there is it only cluster provision is it
26:51 only duplexes is it you know so we sort
26:54 of broaden the research we've sort of
26:55 paused it and did some more research and
26:58 then the housing
26:59 strategy piece for this year one of them
27:01 is looking at the missing middle types
27:05 of houses like cottage housing courtyard
27:08 apartment type littler around you know
27:11 things that we don't have an is tu crois
27:13 but might be a really good fit to try to
27:15 get a little more density that that
27:17 would fit in a neighborhood but wouldn't
27:19 change the character so the
27:21 single-family suburban we kept that
27:23 research but we're adding to it so that
27:26 it's a bigger conversation instead of
27:29 just being so narrowly focus on just
27:31 duplexes and cluster in only one zone I
27:34 can still send you what you all did in
27:36 February but I don't want you to think
27:39 that it's still that narrow I was like
27:41 it was morphed into something that's
27:42 what you would send me would not be
27:45 informative right and it will definitely
27:47 have to come back to you all again
27:49 because it's changed so much since when
27:51 you first saw it but I wanted to remind
27:53 you that you did some great work back
27:55 then that caused a lot of people to
27:57 think a lot of different things so thank
27:59 you for that you opened up the can of
28:01 worms as it was but it was a good can to

28:18 city hired a consultant on architectural
28:21 guidelines and standards for central yes

28:27 trying to do for Old Town what was
28:30 already established or what we've got
28:31 done along the same lines is what we did
28:35 for this central district is that great
28:38 this is this is to give developers based
28:41 on what they want to do in recognition
28:45 of this code what they can do or the
28:47 zoning but this is going to be a
28:50 development out of what we did when we
28:53 walked around in the rain right you say
28:56 here if you want to do something in Old
28:59 Town here are your range of options with
29:02 regard to materials and colors right
29:04 that's what this is right and I'd say it
29:06 I'd add to that because it was a super
29:08 good summary is part of the moratorium
29:11 for central is that
29:13 projects were getting built that council
29:16 in the community if they didn't look
29:18 like they thought they would look they
29:19 were compliant but they correct correct
29:22 very delicate ferret thank you and so
29:25 and but those are commercial and
29:27 multi-family architectural but it's the
29:31 same thing in Old Town except it's
29:35 single family and we've never done that
29:37 before it was single-family but it's
29:38 it's not that there's pieces that have
29:41 it's a similar reason though is when we
29:44 did the sub area plan the old town sub
29:46 area plan a lot of the community was
29:48 worried that the charm and character and
29:50 what was diminishing and they wanted
29:53 something to stop that for new
29:56 development and so that's where these
29:58 came in so it's the same sort of tool
30:00 for you all like on Development
30:02 Commission to use or whoever it is
30:04 that's reviewing it to use to keep the
30:06 charm and character in bulk and height
30:08 that it's a four different zoning
30:10 categories and I also liked as we we
30:14 some of you most of you may know some of
30:16 you know it may not know that we already
30:18 have existing standards a design
30:21 standards for this cultural and business
30:24 district and the multifamily properties
30:26 east of sunset way so what we're doing
30:28 there it's not new it's a refreshing and
30:31 updating and bringing it more up to
30:34 speed with the way people work today so
30:38 that's what that part is and then the
30:39 other part is completely new with the
30:41 residential but super exciting and I
30:44 think you're all going to be there next
30:46 week so and when you get actually it
30:50 went out today you'll I when I asked you
30:53 for the RSVP I'd ask you for 6:30
30:55 because that's when we usually start but
30:57 as you know DC usually starts at 7:00 it
31:00 goes on to the midnight oh boy you guys
31:04 are tough but the cool thing about that
31:07 night is they're also scheduling in the
31:09 Eagle room workshop on traffic calming
31:13 in Old Town so it's like Old Town night
31:16 here that night and so from I think it
31:18 starts at 5:30 to
31:21 is in the Eagle room you can learn all
31:24 about what they're doing with traffic
31:25 calming in all town and things that
31:27 they're trying and how things are
31:28 working but you can go to that and still
31:31 come here at 7:00 to be with the
31:35 Development Commission on the old town
31:36 standards and and design guidelines so
31:39 it's like figure out that your whole
31:41 night you know bring a snack your whole
31:44 night can be old town all things great
31:46 and old town
31:47 so that's on tap for next Wednesday
31:50 it's gonna be exciting I'm telling you
31:51 are there other questions about code or
31:55 other things Before we jump into the
31:57 rules
32:00 what role does Planning Commission folks
32:03 who attend play what was yeah it's a
32:07 joint meeting is because we're just
32:10 starting is to let you all know what the
32:13 project is you and the Development
32:15 Commission because you all sort of help
32:17 make the rules and Development
32:19 Commission implements the rules when
32:21 they actually see a project come in and
32:23 a site plan and so we love to get you
32:26 guys together so that if you all have
32:29 this great idea we want to do X the
32:31 Development Commission members will say
32:33 oh but could you write it this way so
32:35 that it's easier for us to implement it
32:38 so we love to get the the two heads the
32:41 two groups together to help each other
32:43 make really good tools for development
32:45 so that it looks like the community
32:47 wants it to look so it'll be an update
32:49 on what happened on the workshop and
32:51 tour and the stakeholders meetings that
32:53 have gone before and then we'll talk
32:55 about the proposal how we think things
32:58 will move forward well the animal lobby
33:00 is sitting you know in a nice big view
33:02 so everybody's sitting together nobody
33:04 will be you know fighting for seats up
33:06 on the dais any other questions okay um
33:12 this is the end of my part at you
33:15 received the rules a draft in both
33:19 packets
33:24 the new up after the meeting where the
33:27 city clerk went over all of the rules
33:31 that were there and anything proposed
33:33 and you all have input and the minutes
33:37 are in here the changes that you
33:41 requested and I'd like to know if when
33:44 you read the when a copy if if that all
33:50 of the things that you wanted on the
33:53 language that was in it that you want to
33:55 change has been incorporated into the
33:57 new set any thoughts or changes that
34:04 that you want to offer I think
34:08 everything well did you say tat tina
34:12 coming i think that this new language is
34:15 helps us and is much clearer as to how
34:19 we want to operate we were operating on
34:21 a model that was obviously incorrect
34:22 with our bylaws because we had read it
34:24 differently and so i think this helped
34:26 clears up some confusion so i I like it
34:31 I also think that we kind of missed a
34:33 step last time and it kind of occurred
34:36 to me that the Robins voice wasn't heard
34:40 and that was one of the reasons that
34:42 this kind of all came about and I wanted
34:44 to apologize to Robin because we were
34:47 operating on a model that was incorrect
34:48 and when we had our vote I think that
34:51 you participated in a way that we all
34:54 did and that we're happy to have you a
34:56 part of it and I'm sorry that your voice
34:58 wasn't counted in a way that I should
35:00 have but it will be in the future
35:04 I think that's of all the things I read
35:07 and I appreciated some of the language
35:09 changes but I didn't think they were
35:11 major but I think the biggest thing that
35:14 is different was the fact that from the
35:18 first day I got on planning policy which
35:20 was 100 years ago it was always you had
35:25 to have a quorum and if you had four
35:28 people regular members in the quorum the
35:31 alternates didn't need the vote
35:33 and so I think that was that's the
35:35 biggest change that now all seven people
35:38 you can fill in for anybody of the seven
35:42 people and you have seven votes no
35:44 matter what so I think that's to me that
35:46 was the biggest change in there
35:50 anything else Benny I'm not certain that
35:55 this is directly related to the rules
35:58 but if we could go to page 2 of 25 in
36:03 the agenda I I just would like a little
36:08 explanation a little clarity on a
36:13 segment of number 2 that is in bold it's
36:17 I'm not real I'm not certain that I'm
36:20 completely understand council action was
36:23 not consistent with PPC recommendation
36:33 thank you for asking this is the new
36:35 section on the agenda that reports what
36:37 council does with all the information
36:39 and I want to be clear I think that's a
36:42 really good idea right I think it is - I
36:45 agree and what I wanted to be sure you
36:48 understood was when council goes with
36:52 your recommendation when they agree with
36:53 you and take the same action that you
36:55 recommended I want you to know that and
36:57 I want you to also know if they don't so
37:00 that if if you want to follow up with
37:03 any of the council or if you want to
37:05 follow up with us or watch that then you
37:07 know watch the tape watch the YouTube of
37:09 the meeting that then you know sort of
37:11 what you're going to see is that there
37:13 and in this case of the the three
37:16 parcels for Providence next to
37:17 Providence point you PBC had recommended
37:20 that one of them be changed rezone to
37:24 community facilities open space but that
37:26 the other two remain the same zoning so
37:29 that there couldn't be a high school but
37:31 the council didn't go that way they
37:33 recommended that all three of them be
37:35 reasoned and redesignate it so it could
37:37 be community facilities facilities so
37:40 there would be able to be a proposal for
37:42 a high school I just the reason that was
37:45 bold as to catch your attention that
37:47 they didn't go with your recommendation
37:49 but they did on the other ones I think
37:51 it's I think it's particularly useful
37:53 for us and I don't I can't speak for
37:56 everybody else but I'd like to know what
37:57 happens when we spend the time that we
37:59 do and send a recommendation to the
38:02 mayor and the county
38:03 and they don't they don't follow it I
38:05 think it's helpful to understand so we
38:08 don't continue to make the same you know
38:11 the same we understand why something
38:15 that we recommended was not accepted by
38:17 our customer right right but be aware
38:21 though if you do watch the the video
38:24 they talk about your recommendation I
38:26 did which I was I thought that was
38:29 really great that they they pulled it
38:31 apart and thought about it and pondered
38:32 it and I was very proud that you guys
38:34 went on your own and said this is how it
38:36 ought to be so I was proud of you all I
38:40 want to follow up on that I am I am
38:43 amazed at the the power that the council
38:50 basically gives us in the way of looking
38:54 at the recommendations and and how they
38:58 present the different issues of what the
39:04 PBC say you know we want to make sure
39:06 that they you know we know what we want
39:09 to know what their they're thinking what
39:11 their comments are on it so I really
39:13 appreciate that I think it's a testament
39:16 to the questions that you ask and the
39:18 concern you have for the different
39:20 issues you tear it apart which is what
39:23 you're supposed to do so I think you do
39:26 a good job and of course staff does and
39:31 our scribe does so I didn't hear anybody
39:49 that wanted any changes made to it
39:52 everything is fine the way it has
39:54 written
39:59 I looked today at procedures for all of
40:05 the Commission's when it comes to the
40:07 public public hearing and I was really
40:11 surprised that there's no uniformity
40:15 it's sometimes it's at the end of the
40:16 meeting sometimes it's after the
40:18 applicant makes a yeah I know
40:23 glad you brought that up this is this
40:24 part of it but is there a particular
40:28 reason and I know I brought this up
40:31 before but it seems to me that again it
40:36 would be helpful for members of the
40:39 public that attend a meeting and that
40:41 have done their homework to have an
40:43 opportunity to present to speak to
40:46 Commission's plural but particularly for
40:48 this one before we before we go into
40:51 discussion of it so we have the benefit
40:53 of public input and I don't know if that
40:57 you know participation section 6 on 21
41:01 of 25 talks about the public
41:04 participation and excuse me but there's
41:07 no there's no direction about maybe
41:14 what's the most desirable point in our
41:16 meetings for the there to be the
41:19 opportunity for members of the public to
41:21 speak right so is that just apparently
41:24 up to the individual Commission's to
41:26 decide when they want to do that is one
41:29 section 9 at the bottom of page 22 is
41:33 the second and I think the clerk's
41:36 office is trying to get all the
41:38 Commission's to be consistent and so
41:41 like for tonight as a matter of course
41:45 we had a public hearing so there would
41:47 have been a chance on that topic but
41:49 then we have audience comments at the
41:51 end so if someone wanted to talk to you
41:53 about a previous decision or old town or
41:56 something that's not actually on the
41:57 public hearing piece that's when they
42:00 would get to ask or tell you whatever it
42:03 is that they want to tell you so on
42:05 public hearing nights there's two
42:06 chances for folks to tell you but on
42:09 other nights where we don't have a
42:10 public hearing they have audience
42:12 comments that they can that help at the
42:14 end at the end right and are you
42:17 thinking that they should talk to a
42:18 sooner no I'm not I just think that if
42:23 people come to speak to Anna
42:26 item that it seems to me to be best for
42:30 our presentation if they have an
42:34 opportunity to express their concerns or
42:37 the research or whatever before we
42:39 actually start discussions ourselves so
42:42 this on this looks good to me okay it's
42:47 there so but I just noticed that all the
42:50 Commission's there's no uniformity there
42:52 some of nine lace and some of the other
42:54 I think that's one of the reasons that
42:56 the clerk's are coming around to try to
42:59 get more consistency with all of us
43:01 because I think it we didn't notice as
43:03 much until some members started being on
43:05 other boards and commissions and
43:07 realizing that many of them do things
43:08 differently okay thank you
43:11 well then just following up on that so
43:12 next Wednesday the combined meeting but
43:15 there's no it's not essentially in the
43:18 same car sense that we're having now
43:19 it's not a commission meeting you know
43:23 of course of events where public would
43:27 be able to comment is that right they
43:29 would be public hearing but at the end
43:31 I'm sure after we do our presentation I
43:34 think that agenda says that it's maybe
43:36 at 9:00 because we start at 7:00 so I
43:38 think at 9:00 there's audience comments
43:42 for next one stations don't you have a
43:44 different process and the development
43:47 Commission is not an issue that might
43:49 come up next Wednesday then so nobody's
43:52 gusting wind the heck they're going to
43:53 talk right no cuz we've sent the agenda
43:55 out already and it looks very similar to
43:57 a PPC agenda yes it was emailed today
44:05 this afternoon so I have a question when
44:09 I read that it says approval minutes and
44:13 that goes right into a public hearing
44:15 I'm assuming that the presentation comes
44:20 before the public hearing public hearing
44:24 would be everything that's involved in
44:25 the public hearing like tonight it was
44:29 in an answer that's a part of it because
44:31 when I read that I thought well gee no
44:33 you have to have the presentation and
44:34 write so that we can understand both
44:38 sides of right and that's all part of
44:40 that okay that one section now that
44:42 you've said it that way and it since you
44:45 all are the first group that we did the
44:47 reports section on it if there's more
44:50 that you would want like I put the link
44:54 a live link to the ordinances in case
44:58 you wanted to dig deeper I don't know if
45:00 you would want more than that I have the

50:31 and they talked about what they needed
50:32 and we talked about the code and we
50:34 talked about our poles and things so in
50:36 that sense we still talked about the
50:39 issue that you needed to talk about for
50:41 the code amendment but we weren't
50:42 talking about the technology part of it
50:45 and things that was going in what you
50:46 could do it better than all those things
50:48 so I think it depends on the topic oh
50:51 you're a part of the topic does that
50:52 help to the Commission that they wanted
50:56 that we want to do that right I just I'm
50:59 not sure what the mechanism
