1:16 presentation by staff a couple of things
1:21 before we start the whole room is a
1:24 microphone and so we'll try to project
1:27 because we don't microphone stuff like
1:32 that carries really well but our voice
1:33 is made so if you're having trouble
1:36 hearing us place your hand right just
1:39 raise your hands and we'll try to to
1:41 remember that I haven't said anything
1:42 important yet and another thing is our
1:47 fire folks and our building official was
1:50 very we're very strict with us that
1:52 there's a building weight load of only
1:55 49 people in this room and there's they
1:58 marked it on the wall and so I can't I
2:02 only have exactly enough chairs to pass
2:04 the fire code in the building code so if
2:07 you're not in a church
2:13 I apologize but I was told several times
2:18 today by several different officials
2:20 that no matter how popular our event was
2:23 tonight I couldn't have any more
2:26 in this room there's room in the
2:28 vestibule just outside and there's more
2:30 room in the Baxter room downstairs that
2:32 we're live streaming this event down
2:35 there and we'll come down and get you if
2:37 you're on the sign-in sheet the sign-in
2:40 sheet should be going around if you'd
2:43 like to speak to us tonight also if
2:45 you'd like to remain involved in this
2:48 make sure you write your email clearly

2:52 you know another interesting thing
2:55 because we're not usually in this room
2:57 is the restrooms are on this floor down
3:00 the hall and down into the door and then
3:03 there's two so feel free get up whenever
3:06 you have to but it's not as obvious as
3:09 in the council chambers so with that did
3:12 I miss any go to the order that I should
3:14 say no okay then welcome all tonight
3:18 we're continuing the public hearing from
3:21 a few weeks ago on 2019 proposed
3:25 comprehensive plan amendments and the
3:28 reasons that go with the first thing I
3:34 wanted to do is do a little bit of
3:36 education because the Commission because
3:39 all of you were so interested in this of
3:41 course we are too is we wanted to do the
3:44 redoes Ignatian and rezone piece first
3:46 so that we can hear all the testimony
3:49 the Commission can talk about all the
3:51 issues raised and then you wouldn't have
3:54 to wade through all they're really
3:55 exciting other pieces of the
3:57 comprehensive plan amendments
3:59 fascinating as they are and so I wanted
4:02 to do a lot of the questions we heard or
4:04 about the environmental review and the
4:06 difference between the part that we're
4:09 doing now which is the high level policy
4:11 level piece of the process and the part
4:15 that comes second that the Development
4:17 Commission and the staff will be doing
4:19 so just a quick run-through of what
4:22 we're doing with this legislative tie
4:24 level action is the public entity to be
4:29 a community facility zone you have to be
4:31 a public entity and you have to be using
4:33 the land for public purpose and they
4:36 approach the city and they say either we
4:38 purchased it you know somehow it's
4:40 coming to their possession and we would
4:43 like the designation and the zoning to
4:45 change and then what we do is we put it
4:48 on the docket in the beginning of the
4:49 year the Planning Policy Commission sees
4:51 the docket they recommend the docket to
4:54 the council and the council approves the
4:56 list of amendments including the list of
4:59 parcels that we'll be looking at this
5:01 year it doesn't mean we see a site plan
5:04 it doesn't mean that we always know
5:06 exactly what's going to go on the land
5:08 it's that high level what could happen
5:11 does it make sense for the community
5:13 it's a very high level so when we do
5:15 environmental review on it we look at it
5:18 in a very high level we look at
5:20 alternatives what could happen we look
5:22 at adverse impacts that might happen and
5:25 we lay all those out in what we call a
5:28 SEPA determination and that leads us to
5:32 the next step which is the actual
5:35 applicant whether it's can County
5:37 whether it's the school district they
5:39 come in and they say this is what we'd
5:42 like to do on that piece of land
5:44 we say those are very specific we need
5:48 to now that we've talked to them a
5:50 little bit about the specifics we're
5:52 going to have a community meeting when
5:54 we call a community conference and we
5:56 invited everybody that's near that land
5:59 and we all come in and we talk about
6:01 whatever site plan that we've been
6:03 working on with that public entity and
6:05 that hasn't happened yet we've gotten
6:07 some information from the school
6:09 district but we haven't yet sorted
6:11 through all of it enough to be able to
6:13 share it with the community and a
6:15 community conference the community
6:17 conference happens before the official
6:21 application comes in because we want
6:23 your feedback before so that the school
6:26 district has a chance to tweak it if
6:29 they like based on the information that
6:31 we get from the community conference
6:33 that's the point of the community
6:34 conference is to hear things before
6:36 they're totally into their planning
6:38 process then then the big environmental
6:42 review gets done that's all the things
6:44 that you all are talking about because
6:46 they're super important thing pieces
6:48 that you're bringing up it's the traffic
6:50 mitigation it's the noise the lights the
6:53 siting of the buildings the mature
6:55 vegetation it's all those things that's
6:58 when that big environmental review
7:00 happens because there's actually a site
7:03 plan with buildings and landscaping that
7:05 we can look we can see adverse effects
7:09 and we can think about mitigation
7:11 mitigation as possible
7:13 so that happens in that level and then
7:16 once the city and the looks at the site
7:21 plan then we come to the Development
7:23 Commission which is a group a lot like
7:25 this group they're volunteers but they
7:27 actually get to make the decision on the
7:30 site plan that's brought in so they
7:33 usually take several meetings they
7:35 discuss discuss and they look at things
7:37 and they ask a lot of questions and you
7:39 all are invited to all those meetings
7:41 I'm sure you probably have been to some
7:42 development
7:43 it's in your days and then that's how
7:45 that piece of it the actual site plan
7:49 moves through the process so I wanted to
7:53 sort of give you the difference between
7:55 step one which is the high level that we
7:58 do here at planning policy Commission
8:00 and then the actual quasi-judicial one
8:03 that the Development Commission does and
8:06 the other different piece of it is our
8:08 level you can talk to council members
8:11 with this level because it's open it's
8:14 policy level it's high level so feel
8:17 free I know some of you have already you
8:19 can talk to the council and they can
8:21 actually listen and not be and not have
8:24 it be against the rules but when it gets
8:27 down to the Development Commission piece
8:30 that's actually quasi-judicial you're
8:32 not over the council is not allowed to
8:34 talk to folks because it may harm the
8:40 decision making process so that's
8:41 another difference between the two
8:43 processes so just a tiny education on
8:46 there my next one is what we looked at
8:51 in the CEPA environmental review for a
8:53 non project we had to identify the
8:56 impacts to see if it would impact other
8:59 land use zones nearby and since there it
9:03 was only the three parcels that were
9:05 purchased by the school you know the
9:07 school can't go any farther than the
9:09 three that they own we had to talk about
9:12 all the comments that we received and we
9:14 summarized those by saying noise traffic
9:18 lighting loss of trees and the
9:20 procedural issues surrounding Seba and
9:23 so we've noticed those so that those
9:26 have to be addressed in the next seat
9:28 but that's actually on the site plan on
9:30 the big seat but we had to talk about
9:32 alternatives in the threshold
9:34 determination and all that all the
9:37 alternatives have to do with development
9:39 sadly we don't have a big pot of money
9:41 to make it open space but wouldn't that
9:44 be nice but that can't be one of the
9:46 alternatives we looking through this
9:48 SEPA review and so we look at what other
9:51 zones can have schools and would that
9:54 really change how it affects you you
9:58 know if it had an elementary school in
9:59 housing you would still get traffic and
10:02 noise and you know we don't know what
10:04 level it would be compared to this but
10:06 those issues would still be there in the
10:08 alternatives the TV isn't working

13:52 when we advertise when we were getting
13:54 their public hearings together they
13:56 thought the debate was going to be in
13:58 council chambers tonight and so we had
14:00 already legally advertised when then the
14:03 debate changed nice so I apologize in
14:06 advance I tried to get the council
14:09 chambers but the debate was bigger than
14:11 me so I'm not sure how far back to go
14:17 for the viewers downstairs it would be
14:22 nice if you would just do the three
14:24 levels so that I'm sure that the people
14:27 downstairs understand what we are
14:29 actually doing here there's only two
14:38 levels that we call the legislative
14:51 action this is where everything is
14:54 general we look at all the uses that
14:56 could happen when it's community
14:58 facilities and again it's a public
15:00 entity that's using it for a public use
15:02 so it could be the city it could be a
15:04 fire department it could be King County
15:06 with the courthouse it could be the
15:08 School District those are considered
15:10 public entities that are using land for
15:12 public purpose they come to us they ask
15:15 if we would consider redesignate and
15:18 rezoning we put it on the docket the PPC
15:20 looks at the docket the council looks at
15:23 the docket and everyone agrees on which
15:25 properties we're going to look at and in
15:27 that year the next piece is we notify
15:32 you all that we're looking at those
15:33 parcels and then you come and you give
15:36 us your ideas and then we make our SEPA
15:41 determination based on a very high level
15:44 of pieces that we look at and then we
15:48 have our public hearing and then
15:50 whatever happens there's no site plan
15:53 involved there's no clearing and grading
15:56 there's no actual event that happens
15:58 based on the decision that gets made
16:01 from this group and Council on this
16:03 topic the next thing that happens should
16:06 the zoning and designation go through is
16:08 the applicant actually gives the city an
16:12 application for it's not working
