• City Council Meeting – Oct. 4th, 2021 • City Council adopted an ordinance that creates a stipend policy for boards and commission members. The program is effective November 1 st would provide a $50 per meeting opt-in stipend for boards and commissions members. The proposed stipend would not have a cap and would be based on a demonstrated need for participation. Proposed criteria for demonstrated need would be an income level at, or below, 100% of the Area Median Income (AMI). As reference, the AMI for a 4-person household is approximately $108,600. Upon enrollment, participants must attest that they meet certain criteria and submit a W-9 so that they can become a payee in the City’s financial system. At this time, payments are anticipated to be released on a bi-annual basis. In addition, for payments exceeding $600/year, the City has a legal obligation to issue a 1099 IRS form for…
