Meeting concluded — minutes pending. The agenda below is what the City posted; minutes haven't been published yet. Issaquah approves Council minutes at the next meeting and ships them embedded in that next meeting's packet, so they typically land here 1–3 weeks after the meeting. Transcript and recording will appear once the City posts the YouTube video and our pipeline catches it.

1:18 5:00 pm and we have
1:22 invited
1:24 the is food bank as Stephanie the
1:29 executive you
1:31 actor either either she or or one of the
1:35 people that does the presentation but um
1:38 we are working together with the good
1:41 bank to talk about and the topic is
1:44 being worked on so please give us uh you
1:48 know your your feedback um but the RO of
1:53 the uh the role of the food bank in the
1:59 community bu
2:06 all
2:08 that changes are
2:13 exp into
2:18 yeah yes so would Fe On The
2:22 Fly will bring and have available next
2:25 month next month the time of early
2:28 February to H pass out you know and yeah
2:32 The Punchy thing would be the role and
2:34 contribution of food bank in community
2:37 building what is that role function
2:39 contribution food banks and our very own
2:42 here with our folks to talk about it
2:45 they do we can do to support them in
2:48 conversation about what is the function
2:50 and role of f Bank in in a community
2:54 in topical World
2:57 conversation so that's the kind of thing
2:59 as you know many have attended there a
3:01 lot of fun really interesting these
3:03 Community Building socials you know
3:05 every quarter week we doing that last
3:08 one we had members of the city council
3:11 with us they wanted to you know share
3:15 what they're
3:19 doing um so we'll get more to you next
3:22 month but anyway save the date Saturday
3:24 February
3:26 22nd also a teen little thing of MLK uh
3:29 weekend coming up okay the um bah will
3:34 be hosting and inviting East Side
3:37 Community to a better world talk and
3:41 concert with f Better World talk and
3:43 concert on Saturday uh we Saturday
3:47 January 18th at the East side of high
3:49 Center which is on this side of Bel Road
3:53 kind of way out here and it's a very
3:57 beautiful Community kind of open space
4:01 and ready think back Tok last year and
4:04 we had people from the B city council B
4:07 mayor and so forth towards a good
4:10 conversation about MLK but in this case
4:13 better world and live music and very
4:18 youth oriented a lot of fun Full House
4:21 so uh I think you might be getting
4:23 invitation what you might be finding in
4:25 your email to tell you more about that
4:28 early thank
4:30 you right thank you both and then D were
4:34 there any other public comments there
4:36 were no other public comments ahead of
4:39 this meeting okay I know there that
4:43 email is that for later that I'm GNA
4:46 send out a followup after today got it
4:48 okay great okay so that is everything
4:52 for public comments and then next is
4:54 approval of minutes so maybe I'll give
4:57 you all a minute or so to in the minutes
5:00 and see if there's any uh
5:03 changes and so when you're ready if
5:05 someone can make a motion
5:19 motion okay do I have a
5:21 second second right okay um any uh
5:27 changes or modific
5:36 to I think I noticed one little
5:39 typo that Dale I can just give you
5:43 before the meeting wraps up when we wrap
5:45 up sounds great
5:48 perfect any other edits modifications or
5:58 changes way no scanning yeah okay I
6:02 think with that we can consider our
6:04 minutes
6:06 approved
6:10 great okay next up the chair report okay
6:14 that's our opening question um the
6:18 opening question I have for you all is
6:21 as we think about we're heading into the
6:23 coldest part of the Year where is the
6:25 coldest place you've been and how cold
6:28 was it
6:34 who wants to go
6:39 first Alo it wasn't honestly in the 20s
6:44 of that cold but I thought I was going
6:46 to die I was so cold it was Washington
6:50 DC it was December 26th through January
6:54 31st uh dece um sorry January 1st she
6:57 had gone to visit a friend and it was so
6:59 cold we were literally running from the
7:01 car to the front inside our house
7:03 because the husband would park the car
7:05 in the street and then he realized we
7:07 were very not strong and so when we
7:10 visited the many sites in Washington DC
7:13 he would have to drop us as close to the
7:16 the national museums or the Muse many
7:19 museums because we like oh my goodness
7:21 it's so cold I feel like running I was
7:23 holding myself but it wasn't that cold
7:26 I'm just
7:28 not strong
7:32 I'm thinking actually that it was
7:34 probably only 30 31 it wasn't even
7:37 snowing but I'm convinced that's what it
7:40 was I'm convinced it was a windchill
7:43 factor because I was super cold and then
7:46 a year or two later my sister went to
7:47 New York for the ball drop and she said
7:50 she was outside for a few minutes
7:52 refused to stay out there anymore and
7:54 went back to hotel room for by
7:57 herself thanks no not gonna do the too
8:00 good oh my
8:04 goodness um I'm trying to think
8:07 I I was living in Southern California at
8:09 the time and this gal who had kind of
8:11 the Alaska territory she got married and
8:14 moved to Denver so they gave the
8:15 territory to me had never been to Alaska
8:17 and I was oh my god I've never gone up
8:20 there and it was part of the coldest
8:21 part of the year um I think it was
8:24 around 10 degrees so pretty cold and and
8:27 with the wind chill that really makes it
8:28 worse but dry ding is just you don't
8:30 want to be driving in situation so what
8:33 I recall is um I was with my boss at the
8:35 time in the driver's seat and he was in
8:38 the passenger seat and I got into an
8:41 accident wasn't major I didn't give
8:44 enough Breaking time and I slid into his
8:46 car stopped in front of us it was just
8:48 so embarrassing because my boss was
8:49 sitting next to me
8:51 like I think that might have been the
8:53 first time we were physically together
8:56 too of course they need to get out in
8:59 the hole
9:00 to get out the call so um that's that's
9:03 what I call
9:08 my um I'll go um I think it was the
9:12 first time I went um skiing on a Mammoth
9:15 Mountain in uh California and I just
9:18 remember being at like the bottom part
9:20 of the mountain and going up and just
9:22 watching the temperature drop and I
9:24 remember when we got to uh the top it
9:26 was around 16
9:27 degrees I I couldn't believe it I just
9:30 watched the temperature just rock it was
9:33 astonishing but we were kind of all
9:36 dressed like the Michelin Man so it was
9:39 cold but we didn't feel it so just got
9:42 to have the right equipment right I
9:45 probably I'm trying to think I've been
9:47 in some cold places I do I do think um
9:50 one winter we went to Fairbanks in the
9:54 middle of the winter to try to see uh
9:56 the northern lights and it was probably
10:00 -10 like reading is10 but the wind was
10:04 definitely blowing so I have no idea
10:05 what it felt like but it was it was cold
10:07 it was one of those things where you
10:08 kind of you're like you know your
10:10 eyeballs aren't going to freeze because
10:11 it's not quite that cold but you walk
10:14 outside and you're kind of like okay
10:16 like let's make sure that these are
10:19 going to make it um that's probably
10:21 that's probably the coldest that's very
10:24 it's really cold it's really
10:26 cold I think for me I recently went to
10:30 um Whistler um and like up on the skace
10:33 slopes and we didn't have like eye
10:35 protective we so the snow was like
10:37 falling and like you couldn't see
10:38 anything so it was terrible um also New
10:41 York in March like the streets are so
10:44 windy and so cold like it was terrible
10:47 you expect it to not be that cold in
10:49 March no it was an orchestra trip and
10:51 like most of the time my Orchestra
10:53 teacher like he went inside and then we
10:55 had to wait outside the door for him to
10:56 confirm everything and it was windy and
10:58 I was like oh can't be stuck outside
11:11 yeah I don't know I could I could go for
11:15 the classic joke of of of being in San
11:19 Francisco in the summer summer
11:30 back back back undergraduate going from
11:33 Seattle to Boston in December June
11:36 January January stopping getting off the
11:38 great bus in the middle of the night in
11:41 Montana oh oh my God that's when your
11:43 eyeball freeze freeze drive and
11:49 everything get back into the bus wow I
11:52 mean had a lot cold that was
11:55 yeah so mine's similar but Wisconsin yep
11:59 was conom for a couple years and it's
12:01 just talking like people with like cross
12:03 country ski to school and all this stuff
12:06 and so I think it probably got
12:08 down I would say conservatively say like
12:11 zero degrees so I had the big puffy code
12:13 and all that
12:15 stuff yeah it's not been I've not been
12:18 in cold like that
12:20 since yeah no thank
12:23 youly all right well thanks for playing
12:26 along you
12:27 all question is on team okay and over to
12:33 Dale for staff report my staff report um
12:37 which as you all know is a sort of
12:38 update on what's what what has the city
12:40 been up to related to equity board
12:43 recommendations from the previous
12:44 meeting um our previous meeting we
12:46 mostly talked about the equity board
12:48 report and the equity board uh work plan
12:50 and so there weren't a lot of other
12:53 items that we um engaged in and so my
12:56 report is quite short as in was done
12:59 with that was that I uh took your
13:01 feedback Incorporated it into what we'll
13:03 be looking at this evening um I did also
13:05 want to share in my report tonight one
13:07 of the um and I'll share more about this
13:09 in the in the follow-up email that I'm
13:11 going to send after this email after
13:13 this meeting um but one of the big
13:15 initiatives that the city is
13:16 prioritizing this year is around social
13:18 cohesion and connection um I think it's
13:21 something that should be on uh the maybe
13:25 not the plate but I do think this group
13:27 in particular this board should advise
13:29 on the city's approach there so I just
13:31 wanted to put it out there as a sort of
13:33 it's not in the work plan right now but
13:36 uh one of the work plan items around the
13:37 implementation of the Strategic plan and
13:39 this is one of the items that Rose the
13:42 top five priorities for the city this
13:44 year so that will come back at some
13:45 point um it is an update that's not
13:47 incorporated into any other part of our
13:49 conversation tonight so I just wanted to
13:51 share that with you all so you could be
13:53 thinking about um social cohesion and
13:55 the city's role in intervening in the
13:58 epidemic of loneliness
13:59 um so that's that's something to be
14:02 thinking about and very related to our
14:05 public comment tonight as well and that
14:08 is my report for um between our December
14:12 meeting and this evening it's the Human
14:14 Resources Group taking on that project
14:17 as a it's actually going to be a full
14:21 city um project so it's going be led
14:23 from the mayor's office um but will
14:26 involve our Human Services team our
14:29 Recreation teams um it's something
14:32 something that we're thinking about
14:32 across all of our all of our teams
14:35 across the city so um it's in its I
14:39 wouldn't even call it nent stages right
14:40 now um I'm currently the lead on the
14:42 project and I'm just starting to have
14:43 conversations with folks about it so um
14:47 we'll have you'll have information as I
14:49 have information it's such a broad topic
14:51 every every committee has a voice in
14:53 this right exactly I was thinking Human
14:55 Services too first off and the work that
14:58 they do in that group so yeah but it
15:00 also involves things like what is what
15:02 is the social infrastructure and the
15:03 built infrastructure that supports
15:05 social social interaction look like and
15:08 so in that case it also involves our
15:10 facilities our Parks it it kind of
15:14 touches all aspects potentially of our
15:16 work so um yeah just a
15:20 preview oh that's huge I'm also thinking
15:23 not you know so you've got the system
15:25 and the infrastr infrastructure as well
15:26 as like individual
15:29 people connecting with each other how to
15:33 facilitate that and emphasize that so
15:36 there will be more more information
15:38 coming about exactly what that
15:40 initiative will look like and and the
15:42 different opportunities to get more
15:43 involved in that so know that that's
15:45 coming
15:46 up okay thanks Dale and um this is the
15:50 Dale show tonight it is so the board
15:53 report approval any um set
15:57 up yes I do okay so one of our we have
16:00 three items this evening this first item
16:02 tonight is the approval of our board
16:05 report um this is the I will put it up
16:08 on the screen in just a moment but it's
16:10 sort of the report out to the city
16:12 council about um what the equity board
16:15 worked on and accomplished here in the b
16:17 in the past year I'm going to go ahead
16:19 and share my screen here in a moment um
16:22 your feedback from the
16:25 previous uh meeting was taken into
16:28 account and
16:29 add it into the most recent uh version
16:32 that you'll see tonight the goal of our
16:34 time together tonight is to vote to
16:37 approve um this report and then also as
16:42 a followup um actually I'll just put it
16:44 on the front end before I will zoom in
16:45 don't worry I know that's far away um is
16:49 also to to discuss an opportunity to
16:52 eventally um to present the board report
16:55 to city council so that is an option um
16:59 that every board and commission has when
17:01 they put together their annual report is
17:03 actually to present to city council um
17:05 and so if the this board is interested
17:08 in doing so uh we'll talk about that
17:10 briefly as well at the end of the review
17:13 um and so this was included in your
17:15 packet for tonight my big question is
17:17 are there any Sub sub substantive
17:20 changes um for this report um at this
17:25 stage
17:29 as a reminder I'll sort of scroll
17:30 through slowly um we outlined the main
17:33 topics that the board uh engaged in in
17:36 2024 so our Equity framework um
17:39 implementation so we we had a number of
17:42 departments come and present on their
17:44 implementation of the uh the initial the
17:48 1.0 version of the equity framework uh
17:50 Community cultural events collaboration
17:53 with City departments so in cases where
17:56 they weren't necessarily reporting on
17:57 their implementation of the
17:59 uh framework but they were coming to
18:01 present to us on something they were
18:02 working on or an approach that they had
18:04 taken um and then the Deb
18:07 glossery um so that first part just sort
18:10 of outlines the general topics that
18:12 we're engaged in and then the next
18:14 section outlines accomplishments so the
18:17 advancement of that framework um
18:19 actually seeing staff departments
18:22 implement it and provide feedback um and
18:25 having it change the decision-making
18:27 processes of some of our departments um
18:30 enhanced Community engagement so we did
18:32 more engagement this past year um and
18:35 then also integration of the cultural
18:37 and religious calendar so having that
18:39 transition from its pilot year to being
18:41 fully adopted by Council um for the next
18:44 four years and so a big accomplishment
18:47 of last year was just getting that over
18:49 that from the pilot to actually being
18:51 used um adoption of the Deb glossery for
18:55 City use and then some policy
18:57 recommendations so specifically
18:59 um around pride month in juneth
19:01 acknowledgement the elevation of equity
19:03 within the updated strategic plan and
19:05 the promotion of the equity impact
19:07 assessment which it was added to the
19:08 budget um the 2025 26 budget um then as
19:13 we looked at this last sort of section
19:14 we talked about sort of what what what
19:16 is to come that the board is going to
19:18 focus on in the upcoming year and so
19:20 these should be these will be uh you'll
19:22 see them again when we talk about our
19:24 our work plan in a moment but the equity
19:26 impact assessment revision and evolution
19:29 of our Equity framework um Dei training
19:32 for City boards and commissions um and
19:35 then really tracking closely the
19:37 implementation of the deib glossery uh
19:40 the biggest changes to this report that
19:43 occurred from our December meeting to
19:45 our um current meeting tonight we're
19:48 really around this the content of this
19:50 last bit so we really the feedback that
19:52 I heard most loud and clear was really
19:54 emphasizing some of the board maturing
19:57 that's occurred so specific
19:59 implementing some new processes and
20:02 practices to build more connection and
20:05 cohesion within our board to provide
20:07 more opportunities for getting to know
20:09 each other um and also uh supporting new
20:14 members as they on board to the board um
20:17 I feel like I've said the word board
20:19 dozens of times in the last couple of
20:21 minutes um but that is where we left off
20:25 so um again the purpose tonight is to if
20:29 there are any very minor tweaks to go
20:31 ahead and make them but hopefully to
20:33 vote to approve this to be transmitted
20:35 to the city
20:38 council so I have two minor edits that I
20:41 can give you at the end of the meeting
20:43 as well but there are more like typo
20:45 fake types of things love people
20:47 catching
20:50 typos were there any other lar were
20:53 there any non- typo or larger um content
20:56 questions or concerns just a couple
20:59 comments first of all thank you I know
21:01 it's this last time a great job of
21:03 documenting our um discussions and what
21:06 we talked about in a really cohesive
21:08 manner that I I mean if I was a city
21:09 counc member mayor Paul outow they've
21:12 done tremendous amount of work um thanks
21:14 to you documenting it and secondly if
21:16 you had if you and pretty hadn't decided
21:18 who's going to present this to them I
21:20 mean I would like to least listen
21:21 because my biggest question to the city
21:23 council and the mayor is is this what
21:25 you expected of the board is there
21:27 anything here because you guys made the
21:29 decision to create us was there
21:32 something that you were envisioning that
21:33 we did not capture the past few years um
21:36 and is there more that we need to focus
21:38 on perhaps expand whether it be
21:40 associating to a specific cultural event
21:43 I would just love their feedback give a
21:45 chance to really um look over this and
21:47 say yeah nice job Equity Ward but
21:49 perhaps you can do this too or expand on
21:52 this that could abolutely part of the
21:54 presentation can end with that question
21:56 okay yeah
21:59 when are is this going to be presented
22:01 that's we have a date we do not have a
22:03 date quite yet um I would imagine it
22:05 will go on one of the meetings in
22:08 February or potentially the first
22:09 meeting in
22:10 March have to look at how full the
22:12 current agenda is I am happy to attend
22:15 yeah even to just listen and not
22:18 presentend present as well I think part
22:21 of the conversation we have is like
22:23 should we and who should present that's
22:26 not a big deal
22:29 but um any any edits to the content yes
22:32 let's let's first let's first vote to
22:35 approve or not approve and then from
22:37 there we can uh we can open the
22:39 discussion about
22:41 presentation to
22:44 approve is this the making a motion yes
22:46 would you like to make a motion
22:49 motion motion okay and we haven't really
22:53 heard of any substantive things just a
22:55 couple of minor minutes so
22:58 I guess with that we can consider it
23:00 approved or do we need to do a let's do
23:02 a vote we'll do a vote um so everyone
23:04 here is voting tonight you are all
23:05 regular members um and we'll just say um
23:09 all those in favor say
23:12 I I all those opposed say
23:17 May and are there any
23:20 exensions okay it passes
23:23 unanimously great the next um the next
23:27 part of the first item is it seems like
23:30 there is energy to present because
23:32 there's energy to get maybe a little bit
23:33 of feedback from the Council on what
23:36 things look like moving forward um who
23:39 is O open to presenting open to being
23:42 present
23:44 um have
23:47 that and it and to say it will it will
23:50 mostly be a probably a very short um
23:54 couple slides that represent this um
23:57 that represent this content you could
23:59 choose I've seen some groups just split
24:01 up their report and each read a
24:03 different section um we probably have a
24:05 little bit of Le way and how you'd like
24:07 the information presented to them
24:10 um I'm happy to attend and Present part
24:15 if we break up slides I can't commit to
24:18 anything till I know dat because I have
24:20 events that I do totally fair I'm happy
24:25 attend I'm also happy to attend and
24:27 support
24:31 same okay so I think maybe once we
24:34 figure out a date we can kind of slot in
24:37 you know and it sounds like there's
24:38 multiple people willing and able to
24:41 present so we could think about like
24:43 dividing get out yep yeah I think it's
24:47 uh I think we're ready to like continue
24:50 to increase the the visibility of equity
24:52 in the city so I'm glad everyone is
24:56 willing to support that
24:59 great The Next Step will be from me um
25:02 and what I'll do is following tonight
25:04 I'll find out what um what potential
25:07 evenings we have to have this on the
25:10 council agenda um and I will email back
25:13 out to the group our potential dates and
25:16 sus out availability um usually count I
25:19 mean Council meetings are on Monday
25:20 evenings um both the council meeting the
25:23 regular meetings and the committee of
25:24 the whole which is a gathering of um all
25:27 the members of the city council usually
25:30 plus or minus the mayor she often calls
25:32 in for them but she doesn't preside over
25:33 those meetings so if I had to reckon
25:35 we'd probably go to a regular meeting um
25:38 given that we'd want the mayor to be
25:40 there as well yeah so that's the Monday
25:42 evening they're all Mondays yeah I am
25:46 probably not available okay good to
25:51 know I can help organize the
25:56 presentation okay I will follow up with
25:58 the group um when I have dates possible
26:02 dates thank you thank Youk you thank you
26:06 work on oh my go work of
26:10 course I will say one of the best thing
26:12 not one of the best I think the uh the
26:16 the structure we put in place also about
26:18 reporting out the following was very
26:21 helpful for this becoming um this report
26:26 coming together because I had notes
26:28 literally on everything that we did and
26:30 then everything the city did as a result
26:31 of that um so kudos to the board for
26:35 implementing that structure because it
26:36 really makes sharing out a lot
26:40 easier okay then I think we're ready to
26:43 top work plan final review and
26:46 approval we are indeed so also in your
26:49 packet for tonight was um was the
26:53 updated version of the work plan
26:56 following our conversation in December
26:59 um if you remember some of the additions
27:01 through the feedback um so we already
27:03 had Equity impact assessment training
27:06 for boards and commissions uh framework
27:09 and glossery we actually we added the
27:11 Deb glossery of terms specifically
27:13 moving to have a update in uh June
27:17 rather than just at the end of the year
27:19 and then we also added community and
27:21 cultural events which was um referenced
27:23 throughout but hadn't been like
27:25 specifically stated as one of our
27:27 general work plan it items so that was
27:29 added up here to the top we had a robust
27:33 discussion around some of the future and
27:35 potential items but also um the addition
27:39 of and actually I'm wondering if it
27:41 should be under our administrative
27:43 section um but the these four items down
27:45 here on the bottom we talked a lot about
27:48 the their potential role in the new year
27:51 so one was around new member orientation
27:54 so what do the materials we did it we
27:56 did at do something a little bit
27:57 different this year here um in that we
28:00 partnered people up to sort of have an
28:02 onboarding buddy uh we also held um some
28:05 social space which we'll do again um
28:08 this spring for new members um but
28:11 adding maybe some more robust materials
28:14 I think we we discovered that the
28:16 framework we're going to talk about
28:17 tonight Leslie had not seen um and that
28:20 was an oversight on my part um so making
28:23 sure that we've got a clear idea of what
28:25 we want um folks as they enter um the
28:27 board in May and June um what we want to
28:29 make sure they're equipped with uh we
28:32 also talked about uh strategic plan
28:35 implementation I spoke a little bit in
28:37 my report tonight about some items
28:39 excuse me that I think will come to the
28:40 board this year as a result of that um
28:43 but sort of at some point this year
28:46 getting clear on on how the equity board
28:49 will support in the implementation of
28:50 the Strategic plan and specifically the
28:53 city's 2025 priorities which are almost
28:55 ready to be published and I will share
28:57 with this group at February meeting we
29:00 also had a a really great conversation
29:03 that I I don't think has moved too far
29:05 forward um but about potential
29:07 collaboration or support of the youth
29:09 Advisory Board in some goals and aims
29:11 they might have um I've reached out to
29:14 the staff member that staffs that group
29:17 um and so we're looking at potentially
29:18 doing a joint meeting with youth
29:20 Advisory board at some point here um
29:22 probably in the second quarter um and
29:24 then ongoing Disaster Recovery that was
29:26 something that came up as something the
29:28 board was interested in knowing more
29:29 about um we will have a presentation in
29:32 February or I don't know if you want to
29:34 call it presentation Jared um and David
29:37 are going to come in February to share
29:40 more about the city's disaster recovery
29:43 and then the ongoing work that's being
29:44 done also the lessons learned and the
29:47 way that they're thinking about
29:48 preparing the city for the future um as
29:50 well when it comes to emergency response
29:52 so they'll have both data um on the
29:55 recovery and the the impacts but they'll
29:57 also be able to talk talk about here's
29:59 what we learned like resilience hubs we
30:01 stood them up here's what we learned
30:02 through that process and here's what
30:03 we're already changing um and you you
30:06 may get some insights into that even
30:07 before they're here in February because
30:09 I think you have a meeting at the end of
30:11 January um the 21st in fact just learned
30:15 that today I got invited to it I'm gonna
30:17 be on vacation but wish I could be there
30:20 um so those four items were added as
30:22 well one thing we talked about in great
30:24 detail but it didn't necessarily I think
30:27 really end
30:28 in the work plan was this sort of
30:30 discussion that that maybe in some ways
30:33 ends up in this community and cultural
30:34 events place but we talked a lot about
30:36 you know being in spaces and places um
30:41 to really better understand the
30:43 different experiences of um community
30:46 members uh that didn't necessarily I
30:49 feel like really concretize into a work
30:52 plan item uh but I do think also might
30:55 might manifest in a few of our work plan
30:58 items that are already in here so
31:00 whether it's attending and being at or
31:01 being in supportive events um or some of
31:04 this the training that I think we'll
31:07 we'll work on developing for our boards
31:09 and commissions um I think there's some
31:11 potential there to have um do some
31:13 listening and gather some some
31:16 information through that experience so
31:19 those were the big changes that were
31:20 made um following the feedback from um
31:24 the past meeting in December and so
31:27 tonight are our work is to um approve
31:31 this work plan um
31:33 for the year knowing that uh it changes
31:38 and adapts so it's we're not approving
31:39 something that will never change again
31:40 we're approving something that says this
31:42 is generally what we want to be working
31:44 on this year uh knowing that we're open
31:46 to other items ending up here over the
31:49 course of the
31:52 Year question or I guess move making
31:55 movements and then discussion I can take
31:57 question First St so I I do have a
32:01 question so for the the new items the
32:03 blue section I know we don't have any
32:05 dates like penciled in um should we
32:10 before we approve it or are we
32:12 comfortable with moving ahead without
32:14 having some plan of mind like for the
32:17 new member orientation I think we would
32:19 probably want to start that in March so
32:21 that's ready to go for May you know for
32:23 example I do think I do think it will it
32:26 will have to happen in March and uh
32:29 April and we do have below some
32:32 discussion of board recruitment um and I
32:34 think we could probably slot that in
32:35 there as well so if we wanted to say in
32:38 March and April really want to think
32:40 about your member orientation that would
32:42 be totally thank I think we have Canal
32:46 on board now oh nice hi
32:51 Canal I know he had
32:56 a 30 great to have
32:59 you sorry sorry I'm late worry you do
33:03 not need to
33:06 apologize we are just in the middle
33:08 Kunal of discussing the work plan and
33:11 one of the things pry has proposed is um
33:14 with these items down here at the bottom
33:16 the future potential work items
33:18 potentially just making a statement
33:20 about when abouts we think we might want
33:22 to work on them so getting a little more
33:24 committed on the
33:25 timeline okay sounds good
33:31 yeah and the Strategic plan
33:32 implementation I don't exactly it sounds
33:35 like there's a few different tabs on
33:37 that um so it's hard to say yeah and
33:41 I'll have that that is the I I will have
33:43 more
33:44 clarity at the end of this
33:47 month and probably throughout the first
33:50 quarter and so um you'll get more
33:55 information I I think yeah I I can't
33:57 even say I came out of a meeting today
33:59 and I was like okay time to think about
34:01 a strategy um so we're we're still
34:03 really in the early stages of that so
34:05 that might end up being middle of the
34:08 year more like I'm actually okay leaving
34:11 the timing a bit more flexible because
34:14 I'm struggling figuring out how we
34:16 getting this ongoing disaster because
34:18 we're still Gathering data so totally we
34:20 can say Yeah March April but we're
34:23 making guesstimates
34:25 and also we don't know what
34:28 there's a lot of information to gather
34:30 in the next couple months so I'm happy
34:32 to also revisit and not really put out
34:34 dates till another time and then revisit
34:36 this in March April Y and even the youth
34:39 advisory you really don't have control
34:41 over that because we need you need to
34:43 really work with that group so I don't
34:45 want to rush and put things when they're
34:48 not
34:48 really indicative of what we truly
34:52 think yeah I think we can we can
34:54 absolutely modify and adjust as we go
34:56 and as we check in like we know we're
34:58 going to have Jared and David here in
34:59 February so we can mark that one as like
35:02 that'll be part of our ongoing
35:03 engagement with information about that
35:05 but I mean this this will be updated at
35:08 least a couple of times over the course
35:09 of the year um definitely in May at the
35:14 very latest
35:15 so I do think committing to or new
35:18 member orientation stuff before the new
35:20 members show up does feel like a good
35:21 thing too that was the only one that I
35:23 could actually think of real dates for
35:26 but I understand like the flexibility
35:28 for the other ones yeah how do other
35:30 folks
35:31 feel I think leaving them um open gives
35:34 us a lot more flexibility at this point
35:36 so yeah neor of
35:40 that raise ning as well okay okay any qu
35:45 other questions before we make a motion
35:48 to approve and
35:55 vote so make a motion to
35:59 approve
36:01 second okay any edits comments
36:06 discussion
36:09 needed V so those in favor of approving
36:13 the plan say I
36:16 I those who are against say
36:20 nay I didn't say
36:22 I any
36:25 exensions oh can are you V saw him
36:29 probally say I he didn't say
36:33 anything sorry I I didn't realize I was
36:35 on mute okay thanks gal okay so I think
36:39 we've passed unanimously indeed
36:43 okay and there's nothing more to talk
36:45 about on that topic so we go to our
36:47 third topic of the evening which is a
36:50 discussion of the equity framework um I
36:54 brought a physical copy I didn't bring a
36:56 physical I didn't print out everything
36:57 for tonight but I did print out this
37:06 um um so for a little bit of History um
37:11 I think it's worth it to have history
37:12 also because we got a few folks who are
37:14 this is a new new brand new new um but
37:18 also um has has evolved I think a little
37:21 bit over time and actually predates my
37:24 time supporting the equity board um the
37:27 city of two two years ago now maybe two
37:30 and a half years ago um was working with
37:33 a a consultant on our our Equity work um
37:38 what did Equity look like at the city of
37:40 isqua um and really a lot of that work
37:44 looked like creating uh first and
37:46 foremost a tool that staff could use to
37:49 help ensure that Equity was being
37:51 considered specifically in decisions
37:53 that would that in all decisions but
37:56 very much in decisions that we knew uh
38:00 would impact or would have something to
38:02 do with the community itself um and so
38:05 this product which came through the
38:07 equity board for feedback um was
38:10 designed first and foremost by that um
38:12 consultant partner that we had at the
38:14 time um and the recommendation for staff
38:18 was to start using it um and in fact we
38:20 went through a process of having all of
38:23 our staff departments commit to um one
38:28 project program decision- making point
38:30 that they saw coming up on a project or
38:32 program um and use this tool to help
38:36 them uh make a more Equitable decision
38:39 and then come to the equity board to
38:41 share a bit about their process using
38:44 the tool um you'll notice I'm calling it
38:47 a tool and not a framework I have a have
38:50 an opinion I don't mind that it's on the
38:52 record that this is not a full framework
38:54 this is a set of questions um that helps
38:57 at one point in a in a Project's life
39:01 cycle um and I would even say like one
39:02 decision point in one part of one
39:04 Project's life cycle um
39:08 to hopefully have a take a more
39:10 Equitable approach um it is not
39:13 necessarily a full framework for
39:16 decision-making and understanding the
39:18 impact of the decisions that are made um
39:21 and so over the course of the last year
39:23 and a half and I included in the
39:25 materials for tonight um some some
39:27 presentation moments to go back and
39:30 potentially take a look at um to refresh
39:32 memories or to have initial memories for
39:35 the first time um over how the questions
39:38 have been used and the feedback from
39:42 those departments on what was helpful um
39:45 what was maybe less helpful or felt more
39:47 redundant and what was maybe incomplete
39:49 about this tool I think the hope for
39:51 this year is that we that you as a board
39:56 are able to give feedback on what what
39:59 more needs to exist around this tool um
40:02 for it to become truly a framework um
40:05 and not simply a set of questions does
40:07 that look like changes to the questions
40:10 um does that look like I shared a few
40:12 examples also in the materials for
40:14 tonight um from other um from other
40:17 jurisdictions that have done some
40:19 thinking around this um what does this
40:21 really look like U and what does the
40:23 evolution of this tool look like that
40:25 given what you've already heard from
40:27 from and seen from City staff you'd like
40:30 to see the next level um and so this is
40:34 just this is a beginning discussion this
40:35 is as you can see in the agenda for
40:37 tonight has a d next to it there's no
40:39 action necessarily needed this is sort
40:41 of a brainstorming opportunity for this
40:43 group to start thinking about like okay
40:45 we've now the city's been using this now
40:48 for about 18 months you know we've seen
40:52 some of the evidence of the impact of
40:54 using it um what feels like the next
40:57 level of the work that you as the equity
40:59 board would like to see um from City
41:01 staff um that might lead to a this this
41:05 tool evolving um I guess it's a long and
41:07 short so this is kind of open discussion
41:09 time um there's no um There's No Agenda
41:13 necessarily where we land tonight um but
41:16 it's about 6:52 and we have 30 or 40
41:19 minutes uh to cheat
41:27 I think one of my wonders
41:30 is it becomes a burden to use it when
41:33 you have to go through so many different
41:35 questions like does this really apply
41:37 what am I doing on this is useless and
41:39 sometimes it can frustrate people are
41:41 already busy working and thinking and
41:44 believing and knowing that they're doing
41:46 important work and I'm wondering if we
41:49 can um group some of these questions
41:53 based on different types of work people
41:56 are doing y like Community engagement
41:59 versus decision making on a policy and
42:02 plan or
42:04 Communications with stuff or introducing
42:08 starting a new project or budget
42:12 planning you know so and it's not
42:15 that certain questions are only going to
42:17 be in certain categories there could be
42:20 some there will be you know they might
42:22 fit in multiple categories but how do we
42:26 make it so it doesn't feel redundant or
42:27 useless and we can call out or highlight
42:31 like the top three or four questions at
42:33 least that we really want people to
42:35 focus on in that situation and then they
42:40 can prioritize those and maybe consider
42:43 the other ones
42:44 that just to make it a little bit and
42:47 I'm not saying easier is better but
42:49 easier sometimes will result and people
42:51 using it more frequently and
42:53 internalizing it and then saying oh what
42:55 else could we do to improve what we
42:57 doing over
42:59 time
43:03 y yeah I was thinking the same thing
43:06 more now like 11 12 and 13 almost could
43:11 wrong and to
43:13 be maybe hone in on something that
43:15 they've experienced and tie it into
43:18 those questions because it's a it's a
43:20 lot of thinking they going through is
43:21 try to think about answers to these
43:23 questions there might be
43:26 one but they can elaborate on one
43:29 scenario that they could use as an
43:31 example um that they can that like 11 12
43:36 13 can be binded on just recall a
43:38 specific scenario that you encountered
43:40 that would benefit you asking this
43:43 question um whether it be on your
43:46 day-to-day work or a specific quarterly
43:49 meeting that you attended you know they
43:52 just they're very very broad um when you
43:55 ask about them
43:57 particular decision although I mean that
43:59 one I mean it's asking you 11 is asking
44:01 you a particular decision that's good
44:03 right so think about that moment when
44:05 you made that particular decision and
44:06 what was the equity thought process add
44:09 an equity lens to that I see 12 13 along
44:11 the sides so to summarize what I just
44:14 said combining them into
44:17 one would be good to minimize this
44:20 because 13 questions a lot for somebody
44:23 go on when you get them Ray you know
44:25 what I just noticed is that you bringing
44:28 that up like it actually is really
44:30 interesting I wonder the first point at
44:32 which someone is asked to Define what
44:34 decision they're making in this series
44:36 of questions and I think it is not until
44:38 you get down to there um because because
44:41 I think the idea is like you're making a
44:43 decision about something it's the
44:45 particular decision you should be like
44:46 inputting that you should be like our
44:48 water shut off policy or who who is
44:51 prioritized or who is I don't even know
44:54 how I would un phrase that but like that
44:56 almost needs to to happen at the top for
44:59 someone is like what is the decision
45:02 that I'm considering right
45:04 now and then some sort of start of
45:06 questions I hadn't actually thought
45:08 about that before I wonder if we have
45:10 something more to guide them to like for
45:12 13 what are the unintended consequences
45:16 so like what are the
45:17 consequences to identify them first
45:20 before we figure out what the unintended
45:23 and the other one was uh sometimes when
45:26 I work with people I find that they
45:29 don't even know what are the groups that
45:31 are going to be who there's no
45:34 perception is who's going to whose view
45:37 is not being considered I think before
45:40 we do the knots we've got to say who is
45:44 being considered or maybe even to help
45:47 them help has have a framework like who
45:50 is in our community so identify who all
45:54 this is
45:55 being done
45:58 what your consideration is who are you
46:00 trying to help what does this group look
46:02 like to you and then once you have that
46:05 documented then you can say
46:08 oh I'll be making sure that every single
46:10 person in this group is being is
46:14 represented who is missing in this group
46:17 right and then as you're doing the work
46:19 to really say will they how will they
46:22 benefit who is not really or if we
46:24 looking to get voices did you get voices
46:27 from these groups because sometimes
46:30 people do work but they only hear from
46:32 one group all using one person's
46:35 perception so maybe to be a better
46:39 framework we have guidelines and an
46:41 outline on how you start with putting in
46:44 data like these are the groups that
46:47 we're trying to support this is what the
46:50 decision is intended to do this
46:53 is so that when they go through this
46:57 then they can say who is unintended who
47:00 is negative impact who's not being ConEd
47:03 whose voices were not heard as I ran the
47:06 report or collected data from the
47:08 community this is a data we had you know
47:11 70 80% of the fact people reported were
47:14 white and 20% were Asians we didn't get
47:19 everybody else's
47:21 y yeah I agree I think the questions
47:24 like they really help um encourage like
47:27 thinking um like inclusively um
47:29 especially with marginalized communities
47:31 but like Lona and Ray said just like one
47:34 thing I noticed when I was looking at
47:35 this before um was like the last part of
47:38 question three like have I considered
47:40 how to mitigate harmful results in
47:41 question 13 like are kind of similar so
47:44 I could somewhat um combine those and if
47:48 we were to add more questions um
47:50 something El was thinking about was like
47:52 what steps one can take to address the
47:54 needs of marginalized populations
47:56 identified when you're making like
47:58 decisions or like planning a project and
48:00 also like what mediums are in place to
48:03 gather feedback if we face like these
48:05 unintended consequences but um like both
48:08 of them said I think grouping it based
48:09 on planning or projects or just like
48:13 what message each question is like
48:14 trying to convey would be um more
48:17 effective and also really helpful for
48:18 the staff will you repeat both those
48:21 questions that you recommended I
48:25 can last on
48:40 you just rushed through that that gold
48:43 right there
49:01 so I think for me Andale I you kind of
49:05 suggested this earlier on the set of
49:09 questions are to me centered on like a
49:12 planning process or a program design
49:15 process so it's like an early stage
49:20 of like
49:23 understanding context right so like
49:27 population most impacted who are those
49:29 groups you know using like population
49:32 level data um I think there's an
49:34 opportunity here to hone it in and so
49:37 once you know like the impacted groups
49:40 talk to people from those impacted
49:41 groups get information from them I would
49:44 go further and even start talking about
49:46 like go to Solutions with those groups
49:49 you know like so to me this is kind of
49:52 has elements of a planning process and
49:55 like a self-reflection of personal
49:57 biases right what biases am I bringing
49:59 to the table that could impact how I'm
50:02 thinking about these issues but to me
50:04 this is mostly situated in like planning
50:07 and designing something probably
50:10 new um I think when I looked at the
50:14 other uh examples you shared those are
50:17 much more so there's like planning and
50:19 then there's the doing of it in
50:21 collecting you know performance data
50:24 probably opportunities for disaggregated
50:26 data it's of these things we have built
50:27 into like operationalizing equity in the
50:30 Strategic plan which is great and then
50:32 evaluating like what you know like the
50:35 the consequences and the UN unintended
50:37 consequences so that's like so I think
50:41 there's an opportunity to complete the
50:42 like plan do check Y and adjust cycle um
50:47 with the the way the other questions the
50:49 other examples have framed it and this
50:52 is uh probably too much for like that
50:54 initial planning and Design so I I do
50:57 think we could uh do this a little bit
51:00 more efficiently yeah than what we
51:05 have
51:07 um trying to think so yeah so I I think
51:11 that's the big thing and I think there's
51:13 like components of this already put
51:14 together with like that Community
51:16 engagement toolkit that's already been
51:19 drafted um I think and then when I was
51:23 looking at some of those examples when
51:25 we've had the the presentations the
51:26 different groups it also sounded like
51:29 the lack of data meaningful data was a
51:32 big barrier and so I think we need to
51:35 leverage the equity impact
51:38 um assessment process and maybe like
51:41 even start with what what are data
51:43 points that our departments you know and
51:47 programs need in order to do have
51:50 meaningful change in their work and
51:53 maybe start thinking about that being
51:54 part of that data agenda
51:57 for the equity impact
52:00 assessment so those are some of my
52:02 initial thoughts here oh and I guess the
52:04 other thing is I know there's a similar
52:07 Well a different targeted universalism
52:10 as a framework and so when you know like
52:13 this some of these say like set the
52:14 outcome or like what is the decision
52:16 being made what is that Universal goal
52:18 we want for everyone and then you use
52:21 data to understand how far away
52:23 different groups are from that Universal
52:25 goal and then you identify like unique
52:28 strategies for each group or sometimes
52:30 several groups might have a same the
52:32 same strategy to reach you know the
52:34 universal goal and some of that thinking
52:37 might be a way to break this down so
52:39 everyone has the same goal we're trying
52:41 to keep in mind but it's a recognition
52:42 that the step the ladder the tools they
52:46 need are different um and I think that
52:49 could be a nice way to communicate about
52:54 yeah I like that because that's truly
52:56 about Equity right and the whole thing
52:59 about the ramp versus the stairs you
53:01 built the ramp everyone can access it
53:03 versus cleaning the stairs and not
53:06 everyone might ex
53:14 access right can I throw out an example
53:17 so having listened to some of these
53:18 meetings that happened with the other
53:20 committees and I'll just take the Human
53:22 Services Group that we met with so they
53:26 would be looking
53:27 to a formalized version of this and how
53:30 they can incorporate it into their
53:32 meetings so there's an equity lens to it
53:35 this is still focused on City staff
53:37 staff okay not not and specifically but
53:40 but I do think part of part of what the
53:44 training for other boards and
53:45 commissions could look like would be a a
53:49 whatever paired down version of this
53:51 that we're thinking about for staff I
53:52 think our boards and commissions are
53:54 always making community you know
53:57 decision-making questions and especially
53:59 if there's like this self-reflection
54:01 piece um I mean I think it would be a
54:03 tool Ray that would be Universal for
54:05 everyone and you mentioned data a few
54:07 times so like this like the parks and
54:09 rec group were the ones use them as an
54:11 example they come into our meetings and
54:13 they say oh we we recommend a and C well
54:16 was that decision made because of some
54:18 data sets that you came across because
54:20 there X number of of ethnicities that
54:23 that are more prevalent to using your
54:25 your services so we'd stop them and say
54:28 um if that wasn't in there maybe that's
54:30 a good data point that you can leverage
54:33 and that'll be more convincing as far as
54:35 a narrative because they said that we we
54:37 touched on this ethnic group more than
54:39 any others or we know that this ethnic
54:40 group utilized our services more than
54:43 others that would pause them and say oh
54:45 yeah we didn't think about that so let's
54:47 be more sensitive to that that um
54:49 group's needs right
54:52 okay and I think you you just touched on
54:55 um I I think the the conversation uh
54:57 that happened a few minutes ago which is
54:59 who the audience is for this because
55:01 that was the first thing and so since
55:02 that it's it's focused on um the city
55:05 then it makes sense because when I'm
55:07 looking at this I'm thinking if uh there
55:09 is discussion about engaging in a
55:12 contract making it um for services
55:14 making competitive and using this
55:17 framework in terms of uh the selection
55:19 of biders um things along that line so
55:23 um thank you for answering the question
55:24 you all as far as who the audience is it
55:27 makes sense I think if this is used
55:30 eventually and I hope that it is for um
55:32 other uh boards and commissions that it
55:35 could be paired down so when they're
55:37 having particular discussions or uh kind
55:40 of a decision points that they're kind
55:43 of using a very truncated version of
55:45 this to kind of guide their decisions
55:47 when so they have kind of a frame of
55:49 equity in their their minds when they're
55:51 even in a small way in terms of what
55:54 they're doing as a border commission so
55:57 yeah thank you for that Clarity oh of
55:59 course and I think you're right this is
56:01 not an equity framework so maybe we
56:03 retitled this document as we're working
56:06 on truly a framework and you know Equity
56:09 guidelines of uh
56:11 Equity considerations because really
56:14 it's it is what we're hoping staff City
56:18 staff consider as
56:20 their thinking of a project making a
56:23 decision working on Communications
56:25 working on different things and so it is
56:29 not there's not enough in there for it
56:32 to be a framework and so but this it's a
56:35 great starting point
56:38 yeah so I'm I'm working on something
56:41 related for a different organization
56:44 and we're also thinking of it in a
56:47 couple different ways one is like should
56:51 a set of questions or should there be
56:53 like a a template that
56:57 adapts for what the it is so if it's
57:00 like a policy decision a set of
57:03 questions might be slightly different
57:05 versus a new program versus like I don't
57:09 know like a Contracting process or
57:12 something right and so maybe like it's
57:14 more adaptable it's yeah so something
57:16 that is a little bit more adaptable and
57:18 then so that's like by function but then
57:21 I think there could be an opportunity to
57:24 refine questions based on the policy
57:26 area like something that's more
57:29 environments or land use related it it's
57:32 probably more about geography than it is
57:34 about like human populations you know or
57:38 there's there's some some you know like
57:39 it's more spatial versus people so I
57:43 mean that could start getting really
57:45 complicated but I think there could be
57:47 this like it it might almost need to be
57:50 kind something that gets developed by
57:52 committee so there's like a a standard
57:54 one and then people who are like subject
57:57 matter experts in different policy areas
57:58 or different like project managers
58:00 versus urban planners or something they
58:03 like figure out what is the right kind
58:05 of set of questions for that body of
58:08 work or Community engagers you know this
58:11 could also be the initial one and then
58:14 we ask them but what all did you
58:16 consider and as they answer those
58:18 questions we take those those things
58:21 that they were considering and help them
58:24 you know document it for future thoughts
58:27 and add it to different groups so then
58:29 you're building it as because it has to
58:32 be adaptable and it has to be it it it's
58:36 not a technical solution we don't want
58:37 to create a checkbox system because
58:39 that's not going to work this is about
58:42 guided questions because it's more of a
58:44 way of thinking
58:49 yes I do Wonder also moving kind of more
58:53 into implementation if there's a way to
58:55 track it
58:56 like I know you
58:57 like I can't imagine how much time it
59:00 took you to dig into like you know that
59:01 little table of like when when different
59:03 people talked about it at what time in
59:05 the meeting in the YouTube video it was
59:07 right but if we had like a a process
59:10 right to capture you know the folks who
59:13 did use this tool in like a template
59:15 like a form that drops in information
59:17 and so person doing it the next time
59:19 around hopefully will learn from what
59:22 someone did pre previously that was
59:24 related and so then we can kind of
59:26 Leverage The Learning but that's more on
59:29 the implementation
59:39 side I'm having all sorts of thoughts
59:41 your thoughts are generating a lot of
59:42 thoughts over here not none that have
59:45 been I can fully articulate quite
59:52 yet it does feel like there's there's
59:54 almost some sort of like even before you
59:56 get to the program policy decision like
59:59 program or project policy decision
1:00:02 internal process are some of the like
1:00:04 buckets of work that I almost picture in
1:00:07 the sort of what you were saying it it
1:00:10 it's kind of like even there are a set
1:00:12 of questions even before that a set of
1:00:13 like sort of self-awareness questions
1:00:15 before you even get to that point yes
1:00:18 that was Readiness yeah but I think pre
1:00:22 and then there'll be some questions post
1:00:26 reflect on this what yes like what
1:00:29 happened and there has to be honestly I
1:00:32 think one of the main things we noticed
1:00:34 was the data portion
1:00:36 yeah like who did you consider who did
1:00:38 you not consider who who did you gather
1:00:40 data from I think that was one of the
1:00:43 ongoing questions we came up with so it
1:00:45 feels like that's a question that we
1:00:48 to add into this yes the data that is
1:00:52 one of the big no surprise to anyone
1:00:54 this table has been one of the big
1:00:55 things that I've felt like needed to be
1:00:57 added to whatever the evolution of this
1:00:59 looks like is like the data
1:01:01 consideration the and then whatever the
1:01:03 framework looks like but that there's
1:01:05 also then data Gathering happening
1:01:07 during the project implementation and
1:01:10 then analyze in order to understand the
1:01:12 impacts of whatever decisions were are
1:01:14 made and maybe that's a question you put
1:01:17 in for all parts as you're starting of
1:01:19 the project what kind of data would you
1:01:21 consider looking at as you're doing it
1:01:24 what kind of data are you and then V
1:01:27 what so that people are really
1:01:30 considering that at all parts and being
1:01:35 deliberate yeah because they gather data
1:01:37 but they're not deliberate making sure
1:01:39 they're getting the voice of
1:01:41 groups hi
1:01:43 shaie hi this is just very loud today
1:01:47 we've been able to hear you all very
1:01:49 loudly oh okay you're good it's not on
1:01:53 your end it's on our end
1:01:56 everyone I'm sorry about joining in late
1:01:59 no worries we're just discussing the
1:02:02 equity framework and sort of our
1:02:04 thoughts on the evolution of the
1:02:06 framework given um given what we've seen
1:02:10 and heard from City staff over the last
1:02:13 18 months um of their use of the tool
1:02:16 and I would say to sum up where we are
1:02:18 one of the thing a few things that have
1:02:20 come up repeatedly is a need to sort of
1:02:22 both pair down some of these
1:02:24 consideration questions
1:02:26 but also build out a broader um sort of
1:02:30 an actual cycle um I'll I'll borrow it
1:02:33 with the use of like actually a plan due
1:02:36 check adjust something like that so that
1:02:39 we're not just right now it's just
1:02:40 really a set of questions that really is
1:02:43 in the planning
1:02:44 pre-planning stage so it's not really a
1:02:46 a a framework
1:02:48 necessarily um as much as just a set of
1:02:51 considerations so we've talked about
1:02:53 sort of maybe we retitle this document
1:02:55 call it considerations pair it down a
1:02:58 bit and then think about what needs to
1:03:01 around um around the considerations to
1:03:04 make it a more usable tool um but also
1:03:07 one that leads to impact being
1:03:12 assessed like that was a off a cuff
1:03:15 attempt at summarizing the last 20
1:03:17 minutes so feel free to add um folks to
1:03:27 yeah other thoughts I mean this is just
1:03:29 conversation number one what I'll what
1:03:31 I'll do with this initial conversation
1:03:32 is probably come back with like some
1:03:36 prototypes
1:03:38 um not in February because we have a
1:03:41 very full meeting in February but in
1:03:52 March and it's okay if we're at a
1:03:55 pausing point point for this evening I
1:03:56 know you know we can fill up the whole
1:03:59 time or we can we can say our brains are
1:04:02 have really been stretched this evening
1:04:03 and you know no pressure I'm happy
1:04:06 between now and March to just talk again
1:04:10 and look again because I think sometimes
1:04:12 on the spot it's hard to process but as
1:04:15 you're creating it and you have some
1:04:17 thoughts and you just want to meet up
1:04:18 with Yeah couple people up I'd be happy
1:04:21 to do yeah and I will probably send some
1:04:23 stuff out between now and then um um
1:04:26 because I'll take some time to work on
1:04:27 this a little bit um and it will be a
1:04:30 topic for our our internal Equity team
1:04:31 as well um so I was trying to scan the
1:04:35 presentations but one one thing that I
1:04:37 think would be helpful because I mean
1:04:40 the the folks presenting were trying to
1:04:41 give us their best like analysis you
1:04:44 know going through the questions but it
1:04:46 would be helpful to have like a focus
1:04:51 group or something of the folks who use
1:04:53 the tool and ask them pointed questions
1:04:55 about the yeah yeah so we can hear what
1:04:59 worked for them what didn't work um
1:05:02 where they found it the most useful
1:05:04 where they found it limiting um yeah I
1:05:08 mean I I do think like the big part is
1:05:10 like what kind of data can we make more
1:05:11 ring available for folks is that
1:05:14 something the internal Equity Group
1:05:16 could do and then you could just kind of
1:05:17 noted for us that yeah I think I think
1:05:20 we could put together like a little
1:05:22 focus group or like a survey and a focus
1:05:24 group internally and get some that
1:05:26 feedback and then I think this like what
1:05:28 kind of data question that's like a
1:05:30 that's a big that's like a big question
1:05:32 um I know one thing that we did do this
1:05:34 past year that I'm really proud of um
1:05:36 that came through our whatw workk cities
1:05:38 process is that we now have a
1:05:39 demographic data standard for all of our
1:05:42 city surveys that goes out so any survey
1:05:45 from a city from the city um includes I
1:05:48 think it's six questions six demographic
1:05:51 questions and it's standardized across
1:05:53 it's the same ones that
1:05:56 parti yeah so we're getting that
1:05:57 information now um in the places that we
1:06:01 are surveying people um we're not
1:06:03 necessarily getting that information in
1:06:05 the places where we're not directly
1:06:06 surveying the community so we're like
1:06:09 some of our administrative data doesn't
1:06:10 necessarily that's sort of opt in people
1:06:12 can share their demographic information
1:06:15 if they would like to um we're not
1:06:18 necessarily seeing like a lot of that
1:06:20 being shared
1:06:22 so something that that's like a that's
1:06:25 that's going to an ongoing problem we're
1:06:26 not going to be able to solve that
1:06:27 problem um or force people to share that
1:06:29 data with us so to think about it it
1:06:31 will always be a
1:06:33 limitation or the administrative types
1:06:37 of data or
1:06:40 like do are there customer surveys that
1:06:43 go out after some transactions where
1:06:46 maybe there could be other data captured
1:06:49 on customers there are there there are
1:06:52 in some places but it's not
1:06:56 it's not a universal policy that
1:06:58 every program is sort of gathering that
1:07:01 customer data so like I know it I know
1:07:03 we do in the permit Center um that's
1:07:06 like one that I can think of um and that
1:07:09 arose because city council set a
1:07:10 priority to for getting feedback on
1:07:12 permit Center
1:07:14 experience um but some of that sort of
1:07:17 like and one of the things I've always
1:07:19 been really fascinated with is sort of
1:07:20 you know we don't we don't do a lot of
1:07:22 like the you finish doing the thing that
1:07:25 think actually private businesses are
1:07:27 really good at is like you do the thing
1:07:28 and then they're like send you service
1:07:31 yeah they're like can you give me
1:07:32 feedback I get them from climate pled
1:07:33 Arena all the time
1:07:35 um we don't have a practice of doing
1:07:37 that yet that's something to think about
1:07:40 yeah I mean because I think you know we
1:07:42 we heard the parts department talk about
1:07:44 that type of data as being a real
1:07:47 limitation for what they know and don't
1:07:49 know yeah um like yeah maybe that's just
1:07:53 something Implement a customer
1:07:56 experience customer satisfaction survey
1:07:59 standard that captures demographic
1:08:02 characteristics as
1:08:07 well also considering collecting data
1:08:10 things like movies in the park and
1:08:14 different neighborhood activities
1:08:16 because that kind of data sometimes is
1:08:19 hard because it's
1:08:20 usually all negative if they upset about
1:08:23 something but we want to know
1:08:26 who all have not been able to use it
1:08:28 what are they hoping to use from it get
1:08:30 general information from just the
1:08:32 everyday yeah people and how do we do it
1:08:35 at more yeah community events yeah I
1:08:39 know that's something that like our um
1:08:42 our Farmers Market team does do um they
1:08:45 do a they do a lot they have a active
1:08:47 survey throughout like usually the last
1:08:48 like four or five markets of the year
1:08:50 and gather that but it is not something
1:08:52 that we do at like concerts on the green
1:08:53 or movies or anything like that so yeah
1:08:56 and those kinds of events are great
1:08:57 opportunities to collect yeah
1:09:03 servants I mean thinking about our
1:09:05 social cohesion work it's they going to
1:09:07 be hopefully ample opportunities there
1:09:09 as well
1:09:11 so definitely
1:09:22 noted any other thoughts on this at this
1:09:28 juncture Speak now or email me later
1:09:32 speak now
1:09:33 on I can email you a couple of examples
1:09:36 of like how things have function like
1:09:40 you know taking this but then breaking
1:09:42 it out for project management or
1:09:44 Community engagement or
1:09:46 Poli that would be
1:09:52 dope okay I see the rest of my time back
1:09:55 to the chair okay let's see what's on
1:10:00 agenda um all right I think we are on to
1:10:03 our closing
1:10:06 thought and this was a pretty darn
1:10:09 efficient meeting we're at like 720 and
1:10:11 I think we started out around 610 or so
1:10:17 um what
1:10:19 are what is an aspiration you have for
1:10:23 2025 moving away from our checkout
1:10:37 word this sticking sticky
1:10:43 question I can I can start um because I
1:10:46 just my partner and I just did this the
1:10:48 other day sat down and thought about our
1:10:50 aspirations um one of my one of my key
1:10:52 aspirations for 2025 is just to be
1:10:54 present
1:10:56 in what we are in while we are in it um
1:10:59 maybe that's a bit cliched but I think
1:11:01 it's really easy
1:11:03 to think about everything that's going
1:11:06 on and get lost in a bit of Despair or a
1:11:10 little overwhelm and so I really want to
1:11:13 just I aspire to be more present where I
1:11:17 am and where I can have
1:11:22 impact I can go next
1:11:26 can did you want to go
1:11:28 next yeah I can go um so for 2025 I
1:11:32 would probably say I want to be able to
1:11:34 be more positive I guess in just every
1:11:37 single thing in my life um from like
1:11:40 sofware games soccer practices to school
1:11:43 um I feel like one thing I learned a lot
1:11:46 from 2024 was that when I'm hard on
1:11:48 myself it does not go the way I want it
1:11:51 to so I think if I try changing that
1:11:54 then maybe
1:11:55 that will result in things being better
1:11:58 so that's what I want to try and see how
1:12:01 works that's a great reflection for a
1:12:04 teenager
1:12:10 really thanks for
1:12:14 sharing mine's more tangible I think I
1:12:18 spend 20 end of 2024 in Mexico on a
1:12:22 vacation and as I was in the water one
1:12:25 was literally plastic floating up to and
1:12:29 you watch that on the news and they talk
1:12:30 about the ocean project and all of that
1:12:33 but the plastic was literally itty bitty
1:12:35 pieces that had been broken down so it's
1:12:37 not like people in in Mexico the
1:12:40 neighborhood had been throwing trash no
1:12:42 this is literally the trash in the ocean
1:12:45 yeah and it was horrifying because you
1:12:48 know it's there you know it's a problem
1:12:50 and I'm on the environmental committee
1:12:52 and Kanas and we talk about reduce reuse
1:12:56 and we know talk about many things
1:12:58 but I want to commit myself to reducing
1:13:02 my consumption of resources in general
1:13:06 not just Plastics but just reduce
1:13:08 consumption
1:13:10 because it is bad right
1:13:21 gu I guess we're toally by I want to
1:13:24 start doing like are getting into more
1:13:26 Hobbies because last year you know I was
1:13:29 doing like school stuff and like things
1:13:31 for applications and all that and while
1:13:33 it was fun you know I was busy so I want
1:13:35 to start like just moving into like fun
1:13:37 simple things like crocheting even
1:13:39 though I suck at it but you know it's
1:13:42 fun you know once in a while I think
1:13:44 besides school I want to do something
1:13:45 like I'm really passionate about um I
1:13:48 think it'll be like positive and a good
1:13:55 um I had to give us some thought because
1:13:57 I'm like I think this is the the first
1:13:59 year I didn't do a uh a New Year's
1:14:01 resolution so I'm like oh goodness the
1:14:04 pressure um I would say I want to do
1:14:07 more meaningful work for this year and
1:14:10 what I mean by that is this that um I
1:14:13 noticed my last six months of 2024 I was
1:14:16 it was a checklist mentality I was just
1:14:18 getting stuff done I wasn't thinking a
1:14:20 lot about it or signing meeting to it or
1:14:23 anything it was just the race to a blank
1:14:26 list which is virtually impossible but I
1:14:29 think for this year I want to make sure
1:14:31 that everything that I do has some
1:14:33 meaning either for me or the people that
1:14:35 I'm delivering work for if it's for my
1:14:37 family I want to make sure that there's
1:14:38 some meaning there and I take a minute
1:14:40 with it um as opposed to being checklist
1:14:43 Lesly so yeah yeah I think that's
1:14:49 it Ray
1:14:53 shie yeah uh uh so um my 10-year-old son
1:14:58 he was playing video games one day and
1:15:01 his friend his ID was me mine and
1:15:05 myself uh which uh I found rather
1:15:08 interesting and that inspired me for
1:15:12 this year um I'm usually the person who
1:15:15 takes on projects very easily and who
1:15:19 does a lot outside of me so this year I
1:15:24 decided the Focus will be me mine and
1:15:27 myself more um just just align things
1:15:32 get more fed um and um not take anything
1:15:39 extra that I don't need to maybe say
1:15:43 learn to say no to begin with um just
1:15:47 align more things as I had to towards
1:15:49 being 50 this year so yeah
1:15:53 congratulations
1:15:55 to take care of yourself to take care of
1:15:56 others yes yes yes
1:16:01 absolutely yeah
1:16:03 um we live in such a beautiful Community
1:16:06 here and there's so much going around us
1:16:09 that isn't necessarily
1:16:11 positive so when when things don't go my
1:16:14 way I always think about Ray you are not
1:16:17 there and I'm very specific about you
1:16:19 there like for example what's been going
1:16:21 on this week in Southern California you
1:16:22 are not there so there's people who are
1:16:26 were in so much more dire need of love
1:16:29 and attention that you think you might
1:16:31 need so I try to bring that in taking my
1:16:33 dog for a walk just really absorb around
1:16:37 me being
1:16:38 grateful I'm G to try to do more that
1:16:41 because it really helps level set me
1:16:43 with whatever situation I'm
1:16:47 in feel like mine was a blond of several
1:16:49 things that were said but it it's a
1:16:51 little bit about the me myself and I and
1:16:53 the hobbies and so just like making I'm
1:16:56 making sure I'm making time for hobbies
1:17:00 and uh for myself this year so yeah
1:17:05 that's
1:17:08 Michael all right well any um I know
1:17:13 it's we can't do any other business but
1:17:15 any parting thoughts before we
1:17:21 adjourn okay well with that um let's see
1:17:26 the next meeting of the equity board is
1:17:28 scheduled for February 5th and with that
1:17:32 I adjourn this meeting at 7:28 pm thank
1:17:36 you all for your contributions
1:17:40 tonight you excent
