4:58 um order of business is the approval of
5:01 minutes
5:02 um i assume everyone has not had an
5:05 opportunity to review them at this point
5:07 i'd like to see if anybody has any
5:08 comments to make on the minutes from the
5:10 meeting
5:11 for january 27th any comments
5:16 seeing none i'm assumed that they are
5:18 approved i can just say they're approved
5:20 at this point correct
5:22 yes i want the city clerk's office to
5:24 say yes
5:26 great okay i have a few reminders before
5:30 we get into the business
5:31 at hand and this is something that came
5:33 up and i'm gonna do it early because
5:36 uh we got surprised last time by a
5:39 couple of things first of all
5:40 please no emojis i don't know if they're
5:42 turned off but i hope they are
5:44 um not supposed to use those uh
5:47 last time a few of us lost the internet
5:50 um during the course of the meeting
5:52 including the chair and the vice chair
5:54 in the event that happens which could
5:56 happen at some point
5:57 um someone like the city
6:01 officials that are on city staff that
6:03 around here will try to take it over if
6:04 they two are lost
6:06 you guys need to figure out someone to
6:07 take over the meeting
6:09 um we will call in and try and find a
6:12 way to get back in
6:14 if you lose the quorum which is what
6:16 five members
6:17 active members then the meeting is
6:19 automatically cancelled and someone
6:21 needs to cancel and adjourn the meeting
6:24 um you know we were surprised in our
6:25 first meeting that we lost it we were
6:27 fortunate that was only a minute or two
6:29 for jamie and i to get back on
6:31 but um please keep that in mind i just
6:34 wanted to go over that so we all
6:36 understood that we all have to step
6:38 up when uh things like that happen uh
6:41 the last thing i want to talk about
6:42 is quickly we kind of had a meeting with
6:44 megan last week and
6:46 we're hoping if there's something that
6:48 needs a motion that's kind of odd
6:50 such as in the ev ordinance there was a
6:52 lot of action we didn't take any actions
6:54 but there were a lot of discussion that
6:55 could have led to motions
6:57 if you know about emotion that you plan
6:59 to make please try and get it to megan
7:01 the day before the meeting on tuesday so
7:03 we can read it
7:04 and they actually get it down if we if
7:07 it comes up in the course of
7:09 the comments or discussion if something
7:12 changes and you want to make a motion
7:13 that
7:14 you're not prepared for the night before
7:16 that's perfectly fine
7:18 but we may ask you to repeat it a couple
7:20 of times just so we get it down and can
7:22 take it down so those
7:24 are just a couple of comments that we're
7:25 learning along the way
7:27 so those are just some reminders

8:15 the adoption of
8:17 rules and regulations for the board and
8:19 tisha this one's yours so we'll turn it

8:39 great so um we
8:42 uh you all looked um at your rules and
8:46 regulations
8:47 at the last no not at the last meeting
8:49 um at your first meeting in january
8:52 and um there are no uh we had some there
8:55 were some great questions and um i think
8:57 largely it was
8:58 you know informational for you to be
8:59 aware of some of um
9:01 your duties and some of the uh
9:03 procedures around your
9:05 participation as a board member so
9:07 tonight the the same version of the
9:09 rules and regulations were provided in
9:11 the agenda and after
9:12 i'm gonna just have a i have a few
9:14 things i'd like to touch on
9:16 um real quick and then it would be
9:19 wonderful to have
9:20 a motion to adopt the rules and i can
9:22 put the wording of that
9:24 motion in the chat for someone to make
9:26 um and then someone else will need to
9:28 second that motion
9:30 and um i see um because i'm talking
9:33 talking on this subject and i see that
9:35 anne has a couple of
9:36 questions and do you want to um well i
9:39 guess if if the chair is
9:40 is willing i'd be happy to answer anne's
9:44 questions if she wanted to verbalize
9:45 those
9:46 please move forward with that answer the
9:48 questions that'd be great
9:51 okay and could you please unmute and um
9:54 ask your questions
9:56 sure i just want to clarify what would
9:58 be considered emotion do we need to
10:00 stay state i move
10:04 i felt like we were having a lot of
10:05 conversation last time but i didn't
10:06 really hear anybody say i
10:08 moved this although we were making
10:10 statements
10:11 um so i'm curious as to
10:16 what exactly a emotion would be
10:20 yeah um that is a really good question
10:22 and so
10:23 um as the board has more items coming
10:26 before it for recommendation i think
10:28 it's gonna feel
10:29 there's gonna be more of a flow that
10:32 that you'll
10:33 become aware of so at your last meeting
10:36 i believe you were providing
10:37 that first level of input on the ev
10:39 charging ordinance
10:40 right but you weren't making your formal
10:43 recommendation you were providing some
10:45 initial input
10:46 and then um my understanding is megan
10:48 will be bringing that item back to you
10:50 and you'll be making a motion to
10:54 approve the recommend a formal
10:57 recommendation i imagine she'll probably
10:59 have something prepared and writing
11:01 included in your agenda packet and
11:03 emotion will be needed
11:04 at the meeting that you had previously
11:05 where you were providing informal input
11:08 to help guide that recommendation
11:10 emotion isn't necessary that was just
11:12 discussion and feedback
11:14 um so it's more when it comes time to
11:18 make a formal
11:19 official recommendation that an emotion
11:22 is needed and then sometimes
11:24 to kind of make adjustments to that
11:26 formal recommendation
11:28 can require emotions as well
11:31 yeah that's what i thought i just wanted
11:33 to make sure because um
11:35 i didn't remember there being any at the
11:37 last meeting
11:39 so thank you i appreciate that tisha can
11:41 i add something on the agenda
11:43 when it says an a in the parentheses
11:45 that's an action item
11:46 so there to do that there needs to be a
11:48 motion and a second for it
11:51 um there's others that have these which
11:53 are discussion items or comment items
11:55 and that's all the eevee ordinance was
11:58 but like tonight on the um adoption of
12:01 the board's rules and regulations that's
12:04 adoption and therefore we'll take a
12:05 motion
12:06 and a second and vote on it
12:11 yeah that's a great clarification um
12:14 so my name again i am tisha geezer i'm
12:17 the deputy city clerk and also here
12:18 tonight is the city clerk um tina eggers
12:21 and tina
12:22 may jump in at any point over these next
12:24 few slides and is also available for
12:26 for questions as well so we're happy to
12:29 see you again
12:30 um so again there were some great
12:33 questions at the january meeting about
12:34 the rules and regulations and then again
12:37 a few questions have
12:38 come into the clerk's office and via
12:40 megan since that time and so
12:42 we wanted to take an opportunity um to
12:45 respond to some of those questions which
12:47 have largely been about
12:48 adding items to the agenda bringing
12:51 something to the board
12:52 uh to consider and so we wanted to talk
12:55 a little bit about the board's work plan
12:57 and let me advance my slide here
13:00 um and just kind of step back and just
13:03 give you
13:03 the um the big vision
13:07 of uh or i guess sort of process for how
13:11 items come to the board um so this
13:14 graphic here is intended
13:15 to sort of just show you the
13:17 relationship of the board scope in
13:18 relation to
13:20 some other aspects of the city you'll
13:23 notice at the top
13:24 is a big green circle that says
13:26 community input and
13:27 community input is sort of inserted sort
13:30 of all through the layers
13:32 of this graphic but this kind of shows
13:35 you
13:36 how what helps inform the city's annual
13:39 uh budget and work plan which in turn
13:42 informs
13:43 um your work plan as a board related to
13:47 environmental issues i know there's also
13:50 there are also a few things in the board
13:52 scope that are going to be kind of
13:53 automatic that are considered every year
13:56 but much of your
13:57 work plan is going to be based on the
13:59 city's work plan in any given year and i
14:01 know from being part of that first
14:03 meeting
14:04 you have a big one this year
14:07 and i anticipate um for a number of
14:09 years
14:14 so more specifically we wanted to share
14:17 a little bit
14:17 about the city's annual budget process
14:19 and this is a real
14:21 high level overview here um but i think
14:24 this
14:24 is helpful and will help you think about
14:27 again just that
14:28 that flow of of work to the board and
14:32 also to the city
14:33 um so every summer the mayor works with
14:37 city staff to start developing her
14:40 annual budget and looks to the strategic
14:44 plan which i should mention that um the
14:46 city
14:47 the city's strategic plan is is fairly
14:49 new it was um
14:51 adopted in uh may of 2019 and it was
14:55 about a year-long
14:56 effort that involved a lot of community
14:58 input hopefully some of you had the
15:00 opportunity to participate
15:01 and so the city is really excited to
15:03 have that sort of guiding document and
15:06 that is being used to help build the
15:09 annual budget
15:10 the mayor's budget gets shared presented
15:14 um to the city council in the fall and
15:16 they um
15:17 you know they review it and usually make
15:19 some adjustments
15:21 and then adopt it in november and based
15:23 on that approved budget the city
15:26 then confirm up its uh work plan for the
15:29 year and and that also in turn
15:31 helps determine what you as one of the
15:34 advisory boards will be working on
15:36 in the year to come uh and then you know
15:40 it's this nice
15:41 cycle because um as you're reviewing and
15:43 recommending items they're in turn
15:45 going back to the city council um for
15:48 for them to consider and formally act
15:51 um and one of the important pieces of
15:54 this slide is also to help show you
15:56 um that as you as a board
15:59 may gather consensus around some things
16:01 you want to see the city doing in the
16:03 future
16:04 in the environmental realm that it's
16:07 important to think about
16:08 um sharing information and which
16:11 will be uh presented to the mayor's
16:14 office
16:14 through megan or potentially directly um
16:18 to the city administration and then that
16:19 is that information can be used to help
16:22 in the next year's
16:23 planning um and in the next slide i'll
16:26 show you some specific
16:27 mechanisms you have as a board to really
16:31 share your your voice and vision um for
16:34 the city's
16:35 environmental initiatives
16:40 so um it's important and i i'm sure i
16:44 mean i know this is already occurring
16:46 um so this is just to reiterate that as
16:48 you um come across
16:49 i know i know there's a lot of knowledge
16:52 in this group
16:53 and passion and as you come across
16:57 issues that you think the city should be
16:59 looking at or want
17:00 want us to consider it's important to
17:03 connect with megan so that
17:04 she can help um help you understand what
17:08 might be
17:09 going on in the city already um maybe
17:11 reasons for
17:14 why that item isn't before you at that
17:16 time
17:17 she may be able to share a plan that's
17:19 already in place or
17:21 maybe um maybe what you're interested in
17:23 is something that's slated
17:24 um for you know a future year or is
17:26 contingent on
17:28 work being done in another part of the
17:30 city
17:32 and then you are encouraged to as a
17:35 board
17:36 find consensus around things that you
17:38 would like to see the city do in the
17:40 future
17:42 and have that documented in some way so
17:45 one of those ways
17:46 is going to be through your
17:46 recommendation reports
17:49 i saw in looking at your scope in our
17:52 municipal code
17:53 that you're actually tasked with helping
17:55 the city plan
17:57 for climate resiliency so that's likely
17:59 an item that will come to you where
18:01 you'll get
18:02 you'll get to help set the plan and
18:04 priorities
18:05 for that item at other times you might
18:08 have something come to you
18:09 and the ev charging ordinance would be a
18:11 good example where you're being asked to
18:13 weigh in
18:14 on a specific set of requirements the
18:17 city is considering
18:18 but maybe you as a board have
18:21 something you would like the city to
18:23 strongly consider in the future
18:26 the recommendation report that you'll be
18:28 considering at one of your future
18:29 meetings would be an
18:30 opportunity for you to to formalize that
18:34 um as a group so that would be a case
18:36 where
18:37 someone on the board could propose a
18:39 motion that might have a statement
18:41 like you know the board urges the city
18:44 to explore
18:45 such and such um and even you know even
18:48 a time frame this is you just
18:49 sharing um your hope for the future
18:54 uh another opportunity you have as a
18:56 board to help
18:57 um relay potential future work plan
19:00 items
19:01 um is your annual report which will be
19:04 shared with the
19:05 mayor and city council annually and so
19:07 that's again another place you could
19:09 formalize some thoughts
19:10 and then lastly um you know working with
19:14 megan
19:15 it may be that she can help facilitate a
19:17 meeting with the city administration if
19:18 there's something that you
19:20 really want to learn more about or um
19:23 want some discussion on it and that
19:25 would be an appropriate time to have the
19:26 chair
19:27 um or vice chair you know represent the
19:29 board in that way
19:31 so um and i'm i don't i'm hoping that um
19:35 nancy let me know if you see any other
19:37 questions i'm just going to plow forward
19:39 to my
19:40 last slide here
19:43 so that what i was just talking about is
19:45 really again just trying to give you a
19:47 sense for how the work will come to the
19:48 board and some mechanisms you have if
19:50 you have
19:51 a vision or desire that isn't
19:55 currently before you to address this
19:57 last point here i wanted to make
19:59 is just a bit of a technicality
20:03 as you are communicating with the city
20:06 or other groups now that you are on this
20:09 board
20:10 we just want to make sure that you
20:11 understand um
20:13 how best to do that so certainly if the
20:16 board has made
20:18 a decision a formal recommendation say
20:20 let's again say on the ev charging
20:22 ordinance and you want to represent the
20:24 board as a member and share
20:26 the recommendation that's very
20:28 appropriate
20:30 if you are if the board has discussed
20:33 something but hasn't settled on it
20:35 um or maybe you have uh a minority
20:38 opinion
20:40 on the board it will be important to uh
20:43 preface comments or you know sort of
20:46 written emails or anything you're
20:48 sharing um as
20:49 an individual interest so a question
20:53 came in about this and we
20:54 thought it was a great question it's
20:56 something our city we talked
20:58 with the city council about and they
21:00 have some specific
21:02 procedures in their rules so again
21:05 just wanted to share that with that i'm
21:08 going to take this slide down
21:09 and just ask if there's any questions or
21:11 tina if you had anything you wanted to
21:13 add
21:14 yes uh clerk ager speaking thank you
21:16 tisha
21:17 great information um the only thing that
21:19 i would add is that
21:21 um with your work plan um
21:25 i believe megan presented your draft
21:27 board work plan
21:28 at the first meeting in january and it
21:31 talked through your meeting dates
21:33 and some of those items that would be in
21:35 front of you
21:36 through march so for your future agendas
21:41 we would look for what we would call a
21:46 planning calendar to be inserted on your
21:48 agenda
21:49 and we see that the appropriate place
21:51 for that would be
21:52 under other business and announcements
21:55 because
21:55 right there you have a place that talks
21:58 about your upcoming meeting
22:00 and so it's a good document and it's a
22:02 good reminder to know
22:04 what's coming next what is your present
22:07 work plan
22:09 and and that document does build your
22:11 agenda
22:12 so i just wanted to point that out while
22:14 you don't have one in your packet today
22:16 we will work with staff on being
22:19 consistent with that in the future okay
22:26 and
22:26 uh with that i am going to put a
22:30 motion in the chat that someone is
22:31 welcome to make if there's any questions
22:33 about anything
22:34 tina or i just spoke about or the
22:36 document itself please feel free
22:39 that's the end of our presentation
22:42 okay does um anybody have any questions

22:58 all right i have one question then i'll
23:00 start this thing um the annual report i
23:02 assume that's prepared by staff
23:04 just because the chair is really not
23:06 very excited to prepare it
23:10 i uh this is tisha again i think that um
23:15 you'll you'll work through that process
23:16 i know in um some with our some of our
23:19 other boards
23:20 often uh the staff is looking for
23:22 guidance from you
23:23 on the content of the report but would
23:25 play a role in assembling the
23:27 information
23:27 and you know putting it in that report
23:29 format
23:31 great and yeah clerk baker speaking um
23:34 ultimately the board gets to approve the
23:36 final version of that
23:37 so it will be an action item in front of
23:39 the board
23:43 okay uh jamie has a question
23:47 jamie this is jamie speaking um i was
23:50 curious about like i remember when megan
23:53 laid out kind of our work plan it had
23:55 every month's meeting
23:56 like this is the thing that we're going
23:58 to be working on
23:59 or having to act on uh
24:02 i was curious how special meetings
24:06 get identified within that like what is
24:08 the process for
24:10 a topic coming down the pike and
24:14 there being a feeling that we might need
24:16 to have like a study session prior to
24:17 having any action
24:19 kind of similar with the eb ordinance so
24:21 i was curious how that process works
24:26 um this is tisha i think i think
24:29 one thing and tina might have some
24:33 information here too i think what could
24:36 be helpful
24:36 and one of the purposes of having that
24:39 planning document tina is talking about
24:41 is if you have concerns about the board
24:45 reaching a decision in the time frame
24:48 that's pla
24:49 been planned by staff it
24:52 would be a good idea to to share that
24:55 perspective and see if other board
24:58 members
24:58 and really in advance if possible so
25:01 there
25:02 are often um these timelines can be
25:06 complex
25:07 often work that you're weighing in on
25:09 has a path
25:10 through other advisory boards in the
25:12 city council um
25:14 so that could also be a reason for a
25:16 special meeting
25:18 right um if if there's a time and
25:20 consideration
25:22 and the board wants some more time on an
25:23 issue that might
25:25 necessitate a special meeting um or just
25:28 you know at this time you do have a lot
25:30 of work you've been tending towards two
25:31 meetings a month to
25:32 help accommodate that um tina do you
25:36 have anything to add
25:38 uh thank you clerk speaking
25:41 that's accurate um it really is the
25:44 what's the deadline driven um timing for
25:47 the
25:48 for the item and that itself will drive
25:50 the need for special meetings
25:52 um or if there's just more discussion
25:55 and you find that
25:57 you need to continue the discussion um
26:00 and then megan will work with you on uh
26:04 how that fits in and and all the
26:06 noticing that is required with that
26:08 so we'll we'll make sure that you're
26:10 successful

31:19 and community award

31:36 is liapa brachilite
31:37 and i'm an intern at the office of
31:39 sustainability in issaquah
31:41 today i will give you an overview of two
31:43 awards that the city
31:45 recognizes for environmental achievement
31:47 and stewardship
31:48 the ruth and dan keys award for a
31:50 sustainable environment
31:52 and the community environmental award
31:54 afterwards i will explain how interested
31:57 environmental board members can get
31:58 involved in the award decision process
32:02 so the first award is called the ruth
32:04 and dan keys award for sustainable
32:06 environment
32:06 was created to honor the legacy of a
32:08 lifelong environmental advocate in the
32:10 isoqua region
32:12 the award aims to recognize those
32:14 community members who have demonstrated
32:16 leadership
32:16 and undertaken significant efforts which
32:18 have resulted in clear benefits to the
32:20 environment
32:21 and long-term sustainability of the
32:23 isoqua community
32:26 the other award is called the community
32:28 environmental award
32:29 which is awarded to individuals groups
32:32 and organizations whose achievements are
32:34 noteworthy in their impact to the
32:36 environment
32:36 and benefit to the community this award
32:39 recognizes achievements that may be
32:41 smaller in scale or vision
32:43 shorter in duration or more localized in
32:45 impact than the ruth and dan
32:47 keys award criteria and eligibility for
32:51 both awards is included in the
32:52 information packet
32:54 and on the nomination form itself
32:58 in the past award recipients were
33:00 recognized at a council meeting
33:03 now that we have an environmental board
33:04 we plan to recognize the winners during
33:06 one of our regular board meetings
33:09 recipients will be honored with a
33:10 special award commemorating their
33:12 achievement during our
33:13 april 14th board meeting recipients of
33:16 the ruth keys award will receive
33:18 a treat planted in their honor and a 500
33:20 cash award
33:22 thanks to a generous endowment from the
33:23 ruth and then he's the state
33:26 recognition for the recipients that she
33:28 meant will also be made in the mayor's
33:30 report
33:30 at a city council meeting and through
33:32 city publications
33:35 environmental board members can get
33:37 involved in the award decision process
33:39 by serving on the mayor's nomination
33:41 committee
33:42 which will review award applications and
33:44 provide input to the mayor
33:46 no more than four members are permitted
33:48 in order to avoid quorum
33:50 interested board members must notify
33:52 megan curtis murphy by february 19th
33:55 if interested in participating on the
33:57 nomination committee
33:59 just so we're clear with the timeline
34:01 the nomination applications go out
34:03 tomorrow
34:03 for both awards they will be published
34:06 in the insider
34:07 social media and other venues and shared
34:09 broadly with members of the community
34:11 and of course the environmental board
34:14 then on march 8th all award nominations
34:16 are due
34:17 afterwards the nomination committee will
34:19 take a look at all the applications
34:21 discuss them with each other and with
34:23 the mayor lastly on april
34:25 april 14th the award recipients will be
34:27 announced in the environmental board
34:29 meeting

34:39 had a conversation
34:40 jamie myself and megan lipa earlier this
34:44 week
34:44 and what we'd like to propose is getting
34:47 a subcommittee of the environmental
34:49 board so we do not have a quorum for
34:50 this um so we're not actually taking a
34:53 vote
34:53 to work with the mayor and her office
34:56 and probably megan on this so it's kind
34:58 of a surprise for whoever is nominated
35:00 and ultimately selected
35:02 it's ultimately the mayor's decision but
35:04 i'm sure the environmental board's input
35:06 will be carefully or
35:07 the environmental board members
35:09 participating in the subcommittee's
35:12 input will be highly considered when
35:15 she's making her decisions
35:16 but the goal would be is if you're
35:18 interested it will be a subcommittee
35:20 up to about four members from what i
35:22 understand
35:25 are there any questions at this point
35:27 that we'd like to ask of the
35:29 administration
35:30 uh jamie

38:01 this is jamie uh and this might be for
38:04 city staff uh a question around
38:07 how subcommittees would typically
38:10 convene

38:15 something she'll lay out but just was
38:16 curious generally how
38:18 subcommittees would come together at
38:20 least on on other commissions or boards
38:32 yeah i can so i i believe what um
38:36 lyeppa was sharing is the mayor's
38:38 interested in
38:39 getting a few members of the
38:41 environmental board to serve on sort of
38:43 an informal nominating committee that
38:46 the mayor's
38:47 convening so it won't it's not
38:49 technically
38:50 a committee or subcommittee of
38:53 the board it's a few board members
38:56 volunteering to help her review those
38:58 nominations it may be in the future
39:00 that the environmental board decides to
39:03 appoint
39:04 a subcommittee for a purpose and as
39:07 nancy was explaining
39:09 the difference there is that then that
39:11 board would be
39:12 reporting back to the full board and the
39:15 full board would
39:16 be making a recommendation so this is a
39:18 little different and a little bit more
39:19 discreet it allows
39:20 um those award nominees
39:24 that their nomination to be
39:27 kept you know kept a secret until the
39:30 award can be
39:31 announced

40:55 item i'm moving on to the fifth item in
40:58 our agenda which are reports
41:00 and the first report i'm going to need
41:02 some help with
41:03 is the equity convening that occurred i
41:06 think there were two sessions on it
41:08 um we had jamie danny and siri uh
41:11 participate in it
41:12 participate in it and i'm not sure who's
41:15 going to be reporting on this one
41:17 so um i will turn that to jamie to kind
41:20 at least tell me who that might be
41:22 because i know he was part of it thank
41:23 you
41:27 and i will uh turn your turning over to
41:30 uh danny and surya because i think they
41:33 were going to
41:34 potentially tag team but i'm not
41:36 actually sure myself
41:39 so whichever one of you uh wants to
41:41 start go ahead
41:43 this is danny i can start it off um so
41:46 we went to both of them um i can talk
41:49 more about the first one because i have
41:50 a couple notes on that um but basically
41:53 it was um super great we kind of heard
41:56 from
41:56 a lot of um i think it was the human
41:59 resources commission
42:00 kind of on the work that they're doing
42:02 around equity
42:03 um and they have kind of laid out
42:07 a plan for a new board and then also we
42:10 heard from
42:10 several groups um one appointed uh
42:14 one was from um isaac high school
42:17 actually
42:18 and i think they're the issaquah equity
42:20 council
42:21 um and they kind of talked about some of
42:23 the awesome work that they've done which
42:24 is really cool to kind of hear from
42:26 um some of my fellow peers about you
42:29 know how they're really trying to make
42:31 our high school a better place it was
42:32 pretty it's pretty nice um
42:34 and also it was just great to
42:37 and also um a lot of it was kind of like
42:40 discussions on
42:41 what does equity really mean in issaquah
42:44 like what can we all
42:45 try to do and um i know actually in the
42:49 application for this board one of the
42:50 questions was kind of talking about
42:52 how we will including equity and kind of
42:55 like our decision making
42:56 our thinking and uh you know we also
42:58 talked about it a lot in our last
43:00 meeting so it was really interesting to
43:02 see
43:03 uh where the larger community is at as
43:05 far as equity and it was um
43:07 yeah and serbia can add to that but
43:09 that's kind of just
43:12 and so the second week meetings
43:16 and more of the specifics of what they
43:18 found throughout the community and what
43:19 they heard throughout the community
43:20 um i'll just summarize quickly um their
43:22 key points
43:23 uh their first key point was that not
43:25 everyone feels safe
43:26 um they emphasize that the group around
43:29 us may feel safe but we have to pay
43:31 attention to the reality that a lot of
43:32 people in a squad don't feel safe
43:35 um the second point was that racism
43:36 exists it's alive and well
43:38 and that was like stated explicitly um
43:41 the third point was
43:43 what really hurt people across the city
43:44 were the microaggressions the things
43:46 that are prevalent on a daily basis
43:48 which creates those unsafe spaces and
43:51 disrupts people's days
43:53 the fourth key point was that the school
43:55 system needs innovation
43:57 um many people feel that they need to be
43:59 supported by the school system and that
44:00 one
44:01 is more targeted at the youth who are
44:03 going through the system
44:06 number five is community awareness
44:09 on the issues that um the issue of race
44:11 has varied um people of color and not
44:13 non-people of color have experienced
44:15 different issues so that's a matter of
44:17 not invalidating their voices
44:19 in those issues um and then also
44:22 in that point there is a discussion
44:24 around the small window of opportunity
44:26 they had
44:26 following the death of george floyd
44:28 where there was this huge momentum going
44:30 on to
44:31 combat issues of race and specifically
44:34 um racial inequities um but
44:37 there was a comment about needing con
44:40 needing to continue the momentum even
44:42 past
44:43 um what occurred last year um so that's
44:45 something that the
44:46 new board will discuss um the risk of
44:49 apathy and status quo was brought up
44:52 um and then also the issue of
44:54 homelessness and
44:55 the large population of homelessness and
44:57 so one of the challenges that they left
45:00 for all the
45:01 all the boards across the city were to
45:03 make sure that
45:04 we hear the community um to take into
45:07 account
45:08 their voices um take into account maybe
45:11 getting some focus groups and some of
45:12 the decisions we make especially if
45:14 there's
45:15 a lot of long-term implications with
45:17 those decisions
45:18 but also having a long term and also um
45:22 making sure we all have a long-term
45:24 commitment and a long-term mindset for
45:26 whatever
45:27 we discuss in this board and whatever
45:29 action we take because while dates are
45:30 important
45:32 um the long-term impact matters more so
45:35 yeah
45:37 that's a lot i hope i hope that made
45:40 sense
45:41 that was a great presentation and thank
45:43 you very much for
45:45 participating in that those convenings
45:48 and bringing the feedback back to this
45:50 board
45:51 um i'm going to put you two on the spot
45:53 baby jamie as well does anybody have any

46:28 last evening on the ev ordinance
46:31 megan was planning on doing that but

46:36 planning on doing it and just as a side
46:38 note i too uh listened in on the
46:40 conversation last night so
46:42 thank you great yeah
46:45 so last night as nancy just said
46:49 during the council study session megan
46:51 presented on the electrical
46:53 electric vehicle charging ordinance she
46:55 shared feedback
46:56 that we've gotten from the planning
46:58 policy commission and the environmental
47:00 board
47:01 and the council members appreciated
47:02 hearing all the perspectives
47:04 and agreed with most a lot of the
47:06 feedback that they heard
47:08 and also the city attorney included a
47:10 memo on his legal opinion regarding
47:12 single-family requirements
47:14 which will be included next time this
47:16 comes to the board
47:18 in terms of next steps the council
47:19 requested the ordinance to go back to
47:21 the environmental board
47:22 for a formal recommendation in march
47:26 and a planning policy commission public
47:28 hearing also in march
47:29 and then return back to council for
47:31 final action on april 5th
47:34 and this item will return to the board
47:36 at the march 10th meeting where we will
47:38 fill out the recommendation report

49:12 interest in participating in one or both

51:51 don't know what that means but
51:53 there's a report so those are the
51:55 reports or other business and
51:57 announcements i'm aware of does anyone
