um so that's our first recommendation

I can tell you in my 30 years as uh as

in local government I've worked with two

they're rare and I suspect that if it

was something that was coming we would

have we would have had more uh females

or Outreach or public comments along the

or contract cities and so the scope of

work and that kind of thing and pulled

all that together and to come up with a

number that made sense

relative to the amount of workload

that's involved

okay um I guess the reason I'm asking is

the last time we did this we sort of had

a philosophical idea which is we want it

to be about a third from the bottom

right we want it to be below the mean

um for comp cities and I'm just

wondering if we had a a philosophy like

that in coming up with this number

because I've always felt looking back at

the last one it was very easy for me to

explain to the public if somebody came

to me and said you know why do we pay

administration provided us some guidance

in that effect when we looked at the

comparable cities in the 12 cities and

where we where we landed on we were at

the very bottom like very close to the

bottom was on the very bottom when

before our uh well now before August 1st

I would say

um and the administration felt like we

should aim for up above the middle maybe

maybe top five to

um and that was before we implemented a

gets uh called but um we one thing that

um every member looked at the numbers

mathematical formula with all the

numbers and came up to a number and it

was surprising that everybody came to

the table very close within a couple

hundred dollars from each other and then

sort of discussions we arrived to what

you find there today which puts us about

the middle of the pack and actually we

decided to lower

to um not reach as far so that we could
