3:21 ↗ presentation on the 2018 budget and so I

3:24 ↗ think this is the largest audience I

3:27 ↗ have ever had it's across citizens

3:33 ↗ community members employees and city

3:36 ↗ council tonight I'm pleased to present

3:39 ↗ my proposed 2018 budget each year I'm

3:43 ↗ fortunate to stand before you and

3:45 ↗ present my financial plan for the coming

3:49 ↗ year this is my opportunity to highlight

3:53 ↗ how we'll provide quality services that

3:56 ↗ support safe and vibrant communities

4:01 ↗ before I share some highlights of this

4:04 ↗ year's proposed budget I'd like to

4:07 ↗ extend my thanks to our hard-working

4:09 ↗ staff who face the challenging task of

4:13 ↗ meeting current needs and preparing for

4:16 ↗ future ones

4:18 ↗ our team is motivated to keep the most

4:21 ↗ diverse business in Issaquah our city

4:24 ↗ government running smoothly they are

4:28 ↗ invaluable in assisting me with this

4:31 ↗ proposed budget while we don't have a

4:34 ↗ crystal ball for 2018 the proposal

4:37 ↗ before you tonight is physically sound

4:40 ↗ responsible and balanced this year I

4:45 ↗ gave our team a list of parameters to

4:46 ↗ the guide to guide this development of

4:49 ↗ our budget in addition to responding to

4:52 ↗ new regulations contractual requirements

4:56 ↗ and the city's fiscal policies my budget

5:00 ↗ is aligned with these parameters first

5:05 ↗ this is financial sustainability

5:09 ↗ including not relying on general fund

5:12 ↗ balance maintaining community safety

5:17 ↗ focusing on quality over quantity

5:21 ↗ implementing post moratorium action

5:24 ↗ plans

5:26 ↗ enhancing our investment in staff

5:28 ↗ development continuing our investment in

5:32 ↗ technology including the munis system

5:34 ↗ and lean principles for process

5:37 ↗ improvements evaluating new funding

5:41 ↗ sources or expanding existing revenue

5:45 ↗ maintaining existing assets and levels

5:48 ↗ of service and limiting new staff

5:52 ↗ positions or modified modifications to

5:55 ↗ current staffing positions to those that

5:58 ↗ address these budget parameters you'll

6:03 ↗ hear me feature several of those

6:06 ↗ parameters tonight as I share my budget

6:09 ↗ highlights as well as how the newly

6:11 ↗ adopted five-year capital improvement

6:14 ↗ plan is integrated into our financial

6:17 ↗ roadmap for next year one of my main cut

6:21 ↗ budget goals is to ensure the

6:23 ↗ maintenance of our assets and current

6:25 ↗ levels of service that is no easy task

6:29 ↗ in a community with a growing population

6:32 ↗ expanding business sector and

6:35 ↗ ever-changing complicated demands nor

6:40 ↗ does it mean that we simply continue

6:44 ↗ with the status quo status quo does not

6:48 ↗ keep us on pace and does not reflect our

6:51 ↗ commitment to continuous improvement as

6:55 ↗ we've added nearly 4,000 new residents

6:58 ↗ and as employers in this robust economy

7:02 ↗ have added new jobs and as this Accor

7:05 ↗ continues to beckon those who seek

7:07 ↗ outdoor and indoor adventures our

7:11 ↗ service demands increase with 92% of

7:16 ↗ Issaquah resident residents recently

7:19 ↗ stating that the city is an excellent or

7:21 ↗ good place to live we have a high bar to

7:26 ↗ uphold we embrace that challenge some of

7:31 ↗ those increased demands can be met

7:33 ↗ through implementing new technologies

7:36 ↗ that enhance

7:38 ↗ our efficiencies and customer service

7:41 ↗ this budget includes several exciting

7:44 ↗ outward-facing programs and applications

7:48 ↗ that will significantly improve our

7:50 ↗ customers options for self-service and

7:54 ↗ online access to information including

7:58 ↗ recreation registration online utility

8:01 ↗ billing and a tool for budget

8:04 ↗ development and reporting my proposed

8:08 ↗ budget also includes the addition of a

8:11 ↗ position called a senior ERP or

8:15 ↗ enterprise resource planning Solutions

8:18 ↗ Architect that will boost the

8:20 ↗ connectivity and performance of our

8:23 ↗ software solutions and enable more lean

8:27 ↗ practice practices citywide another

8:32 ↗ example is from our Police Department

8:34 ↗ where I propose adding a third dispatch

8:37 ↗ console to help our emergency

8:40 ↗ communications staff handle an increased

8:45 ↗ call volume on a more technical note my

8:49 ↗ budget reflects new information

8:51 ↗ technology cost allocation changes in

8:53 ↗ department budgets and a consolidation

8:56 ↗ of tech related funding ni TS internal

8:59 ↗ service fund budget this is one of the

9:03 ↗ first steps we are taking to achieve

9:05 ↗ better internal cost allocation to meet

9:11 ↗ our growing demands we're adding or

9:13 ↗ expanding several services in 2018 we

9:17 ↗ propose expanding the operating hours of

9:20 ↗ the Issaquah community center and julius

9:22 ↗ bone pool to Sundays and we've included

9:26 ↗ funds to provide lunch service five days

9:29 ↗ a week as well as more transportation

9:33 ↗ services at the Issaquah senior center

9:36 ↗ and as we head into 2018 we will be

9:41 ↗ working side by side with King County

9:44 ↗ Metro and the community to develop a

9:49 ↗ pilot program

9:50 ↗ that enhances transit options to and

9:54 ↗ from Tallis and squawk Mountain we also

9:58 ↗ plan to add hours to our neighborhood

10:01 ↗ engagement program which recently

10:04 ↗ completed a successful first year

10:06 ↗ implementing a range of new

10:10 ↗ communication tools and connection

10:14 ↗ opportunities as our community grows and

10:19 ↗ its demographics change we will be

10:23 ↗ focusing on developing our equity and

10:26 ↗ culture competency skills which may lead

10:30 ↗ to more service improvements in the

10:34 ↗ future I've also included funds for an

10:38 ↗ old town parking study to respond to

10:41 ↗ City Council's request to provide

10:43 ↗ recommendations on this issue in

10:47 ↗ addition I'm excited to start master

10:51 ↗ planning based on recommendations that

10:53 ↗ we will receive from the park strategic

10:56 ↗ plan which will be completed this year

11:00 ↗ as I've mentioned the top priority for

11:03 ↗ my 2018 budget is community safety to

11:07 ↗ that end I have proposed adding three

11:11 ↗ full-time police officers a police

11:14 ↗ communications supervisor additional

11:17 ↗ hours to make our emergency preparedness

11:19 ↗ quarter coordinator a full-time position

11:23 ↗ and as previously stated a third

11:27 ↗ dispatch console Issaquah remains a very

11:32 ↗ safe community this is clear from our

11:36 ↗ reported crime statistics and from the

11:39 ↗ perception of our residents our

11:42 ↗ community continues to enjoy a lower

11:45 ↗ crime rate than other state averages

11:49 ↗ just this year ninety percent of our

11:52 ↗ residents gave overall safety in

11:54 ↗ Issaquah good or excellent ratings and

11:57 ↗ 98 percent

11:59 ↗ gave positive scores to safety in our

12:03 ↗ neighborhoods however the volume of

12:07 ↗ calls our police department receives has

12:10 ↗ grown with our population and our

12:13 ↗ residents seek increased visibility of

12:17 ↗ our Police Department's for crime

12:19 ↗ prevention and traffic enforcement

12:23 ↗ purposes meanwhile the rise in police

12:28 ↗ activity requires the support of

12:30 ↗ additional resources within our 9-1-1

12:34 ↗ dispatch center that increased

12:37 ↗ visibility and response to community

12:43 ↗ demands can only be achieved through

12:46 ↗ building the capacity of the department

12:51 ↗ other departments are also working to

12:54 ↗ keeping the cause safe place for example

12:57 ↗ our Public Works engineering team will

13:00 ↗ be hard at work next year designing a

13:02 ↗ long list of a da that's Americans with

13:06 ↗ Disability Act improvements the

13:09 ↗ sidewalks as part of our payment

13:10 ↗ management program our office of

13:14 ↗ sustainability will begin advancing

13:16 ↗ strategies from the healthy community

13:19 ↗ needs assessment that was completed this

13:21 ↗ year and our public works operations

13:24 ↗ department will increase its sidewalk

13:26 ↗ inspection program our citywide team

13:30 ↗ will oversee the design and construction

13:33 ↗ of many projects that have safety

13:36 ↗ components such as continued work on

13:39 ↗ Newport Way Gilman Boulevard north

13:42 ↗ Sammamish Road telemetry upgrades

13:46 ↗ replacement of emergency radios and

13:49 ↗ Providence point intersection our water

13:55 ↗ system has and others one area that is

14:00 ↗ easily recognized as a top priority for

14:04 ↗ the city is transportation

14:08 ↗ as this across its new transportation

14:11 ↗ advisory board I've included funding in

14:14 ↗ the 2018 budget for the boards first

14:17 ↗ assignment the development of a mobility

14:20 ↗ master plan over the course of the next

14:25 ↗ year our team will continue working with

14:28 ↗ our strategic partners to advocate for

14:31 ↗ improvements that could help Issaquah we

14:36 ↗ plan to further develop partnerships and

14:39 ↗ lobby for improvements to state route 18

14:41 ↗ and state route 900 which would help

14:46 ↗ keep pass through traffic to state

14:52 ↗ highways and from passing through

14:57 ↗ Issaquah at the state level we will work

15:01 ↗ with the Washington State Department of

15:03 ↗ Transportation and the Federal Highway

15:05 ↗ Administration on the i-90 interchange

15:08 ↗ justification report and shoulder lane

15:11 ↗ use projects and we will continue to

15:15 ↗ play an active role in convening and

15:18 ↗ participating in regional solutions

15:21 ↗ seeking efforts such as the regional

15:23 ↗ transportation system initiatives as

15:26 ↗ well as Sound Transit and King County

15:30 ↗ Metro transit projects inside our

15:35 ↗ borders we will also advance several

15:37 ↗ local improvements including the 62nd

15:41 ↗ Street extension and intersection

15:43 ↗ improvements of SR 900 12th Avenue and

15:46 ↗ 17th Avenue which were part of the

15:50 ↗ Costco development agreement traffic

15:53 ↗ mitigation plan

15:59 ↗ the city continues to be an excellent

16:02 ↗ financial health with our new financial

16:06 ↗ management policy in place the target

16:10 ↗ range for our general fund reserves

16:12 ↗ increased from 8 to 15 percent to 15 to

16:17 ↗ 20 percent we will begin 2018 with an

16:21 ↗ estimated fund balance of over 16

16:24 ↗ million dollars in the general fund

16:26 ↗ which represents 36 percent of our total

16:31 ↗ expenditures and we will achieve a

16:34 ↗ balance between current anticipated

16:37 ↗ revenues and expenditures our team has

16:42 ↗ an impressive track record for managing

16:44 ↗ public funds

16:46 ↗ Itzik wise one of the few cities in

16:50 ↗ Washington State to achieve the triple a

16:54 ↗ bond rating from Standard & Poor's my

17:02 ↗ proposal proposed budget for the general

17:06 ↗ fund includes the 2.2 percent decrease

17:11 ↗ of expenditures primarily due to last

17:14 ↗ year's one-time transfers from the

17:16 ↗ general fund to support capital projects

17:20 ↗ proposed revenues are anticipated to

17:23 ↗ increase 9% no general fund balance has

17:27 ↗ been used and one of my budget

17:30 ↗ parameters being physical sustainability

17:33 ↗ will update our developer mitigation

17:39 ↗ fees charged for fire parks police

17:44 ↗ transportation and general government in

17:48 ↗ addition we will conduct a review of

17:50 ↗ solid waste services and rates and

17:52 ↗ perform a building and solar evaluations

17:57 ↗ so that we can look for opportunities to

18:00 ↗ reduce energy cost and continue our

18:04 ↗ investment in environmental

18:07 ↗ sustainability

18:11 ↗ turning our focus to internal operations

18:14 ↗ the second phase of our classification

18:17 ↗ and compensation study will begin to

18:19 ↗ illustrate how our compensation system

18:23 ↗ should be structured to ensure both

18:25 ↗ proper storage stewardship of public

18:28 ↗ funds but also effective strategies for

18:31 ↗ attracting and retaining our most

18:33 ↗ critical asset high quality employees we

18:38 ↗ will also invest in space planning to

18:40 ↗ address concerns about cramped

18:43 ↗ facilities in v inefficient use of space

18:46 ↗ and operating from multiple aging

18:52 ↗ facilities major changes in revenues

18:56 ↗ include increased collections from our

18:59 ↗ business and occupancy tax building

19:02 ↗ permits and plan check fees and property

19:05 ↗ taxes while the city's limited 1%

19:09 ↗ property tax increase will only generate

19:12 ↗ eighty six thousand three hundred

19:14 ↗ dollars next year we anticipate that new

19:18 ↗ construction will add value to the base

19:20 ↗ and generate two hundred and twenty

19:23 ↗ three thousand dollars in new revenue

19:27 ↗ next year we will launch a purchasing

19:30 ↗ card program for staff that will

19:33 ↗ generate rebates which is a new source

19:36 ↗ of revenue as well as improve our

19:40 ↗ procurement processes as we look to the

19:45 ↗ future we must develop strategies for

19:48 ↗ responding to revenue losses such as the

19:52 ↗ state legislators intent to reduce the

19:55 ↗ amount of streamlined sales tax

19:57 ↗ misuk WA and other cities received

20:02 ↗ revenue diversification will continue to

20:05 ↗ be an important solution to that end we

20:09 ↗ will continue to seek grants and

20:21 ↗ we will continue to seek grants and

20:24 ↗ evaluate other revenue possibilities in

20:28 ↗ 2018 we anticipate receiving 1.9 million

20:32 ↗ dollars from intergovernmental and

20:34 ↗ granting agencies to help us pay for

20:37 ↗ programs services and capital projects

20:41 ↗ on the expenditure side of the budget

20:45 ↗ our most significant increases are for

20:48 ↗ our cost of business expenses such as

20:52 ↗ salaries and benefits the proposed

20:56 ↗ budget includes an additional 5.25

20:59 ↗ full-time equivalent employees in the

21:03 ↗ general fund with overall salary and

21:06 ↗ benefits increasing 4.2 percent other

21:13 ↗ significant expenditure increases

21:15 ↗ includes our payment to each side fire

21:19 ↗ and rescue of some two hundred and

21:23 ↗ seventy five thousand dollars and new

21:34 ↗ recreation registration software and

21:38 ↗ city facilities space planning the

21:42 ↗ proposed budget also reflects a

21:44 ↗ significant expenditure of our real

21:46 ↗ estate excise tax or Reid funds for the

21:50 ↗ purpose of supporting a robust capital

21:53 ↗ improvement plan next year we plan to

21:57 ↗ update the city sign code and train

22:00 ↗ staff on the new regulations this need

22:04 ↗ results from a US Supreme Court decision

22:08 ↗ that

22:13 ↗ but that all municipalities should must

22:22 ↗ must implement I've also included an

22:26 ↗ allocation for staff and City Council to

22:28 ↗ begin a citywide

22:29 ↗ strategic planning effort which will

22:32 ↗ provide greater clarity on how to

22:34 ↗ prioritize future initiatives projects

22:38 ↗ programs and budgets as I proposed my

22:43 ↗ final budget as mayor I am confident

22:46 ↗ that this squaws team including our

22:48 ↗ dedicated elected leaders and talented

22:52 ↗ staff can second successfully address

22:55 ↗ any challenges that lie ahead by

22:59 ↗ focusing on transportation and

23:00 ↗ technology investments enhance customer

23:03 ↗ service Public Safety and long-range

23:07 ↗ planning my proposed budget positions

23:10 ↗ Issaquah for a bright and successful

23:13 ↗ future

24:18 ↗ would you please introduce yourself yes

24:21 ↗ sir Thank You mr. mayor and members of

24:23 ↗ the council my name is Leo floor and I

24:25 ↗ work at the King County Department of

24:28 ↗ Community and Human Services and I'm

24:30 ↗ here tonight at your invitation thank

24:32 ↗ you to provide a informational

24:35 ↗ presentation about the veterans seniors

24:37 ↗ and human services levy which will be on

24:39 ↗ the ballot in November of this year as I

24:42 ↗ just alluded to the scope of the

24:45 ↗ presentation is informational it being a

24:48 ↗ currently considered ballot measure

24:50 ↗ public employees are limited to

24:52 ↗ providing facts and not acting to favor

24:55 ↗ or disfavor about measure so we do have

25:00 ↗ a current veterans and Human Services

25:02 ↗ levy in King County

25:03 ↗ it was first approved in 2005 and then

25:07 ↗ again in 2011 the basic contours of the

25:11 ↗ levy as it currently exists it's a

25:12 ↗ property tax six-year levy would lift

25:14 ↗ approved at six year duration each time

25:17 ↗ at a rate of five cents per thousand

25:19 ↗ dollars of assessed valuation the

25:21 ↗ current levy generates proceeds that are

25:23 ↗ then divided into two groups one for

25:26 ↗ veterans and their families and then

25:28 ↗ another for what the ordinance refers to

25:30 ↗ as vulnerable populations a collection

25:32 ↗ of persons throughout the community who

25:34 ↗ benefit from the additional Human

25:35 ↗ Services support so examples of that

25:37 ↗ include mothers who are participating in

25:40 ↗ the

25:41 ↗ the WIC program they have integrated

25:43 ↗ mental health screening for those

25:44 ↗ mothers there are also playing learned

25:46 ↗ groups that provide parenting assistance

25:50 ↗ for low-income families who participate

25:52 ↗ in those programs

25:53 ↗ the current levies goals to prevent and

25:56 ↗ to reduce homelessness to reduce the

25:59 ↗ unnecessary expensive use of jails or

26:02 ↗ emergency rooms and then to increase

26:04 ↗ self-sufficiency amongst the populations

26:06 ↗ that it serves for folks who are

26:11 ↗ interested in learning more about what

26:13 ↗ the levy has done for the last 12 years

26:15 ↗ that it's been in effect we do have

26:17 ↗ reporting we are required by ordinance

26:19 ↗ to report twice per year both on the

26:22 ↗ fiscal management and then performance

26:24 ↗ management of the levy according to its

26:27 ↗ goals and I'll get to what its goals

26:29 ↗ look like on the next slide but all that

26:31 ↗ is publicly available so that somebody

26:32 ↗ could see every six months how the levy

26:35 ↗ is spending relative to its allocated

26:37 ↗ proceeds and then again how each

26:39 ↗ individual program performs relative to

26:42 ↗ its performance measures the levy does

26:44 ↗ in its current form have a set of more

26:48 ↗ than 80 performance measures so each

26:50 ↗ program that is funded by the levy in

26:53 ↗ the contracting process the requirements

26:56 ↗ of that particular program are set out

26:57 ↗ and those are publicly available at the

26:59 ↗ website that's on the list there

27:01 ↗ prospective Lea so that somebody can see

27:03 ↗ what standards a particular program is

27:05 ↗ to meet this year if it's to comply with

27:07 ↗ the terms of the contract and then to

27:09 ↗ receive its full funding amount as

27:14 ↗ proposed so this now transitions from a

27:17 ↗ brief description of the current

27:18 ↗ veterans and human services levy to the

27:19 ↗ proposed veterans seniors in human

27:22 ↗ services levy it's been proposed for the

27:25 ↗ November ballot as a 6-year levy lit

27:27 ↗ lift with a rate of 10 cents per

27:30 ↗ thousand dollars of assessed valuation

27:32 ↗ and then as the name implies rather than

27:35 ↗ the current two population structure

27:37 ↗ which has half of proceeds allocated

27:39 ↗ towards veterans and their families and

27:41 ↗ the other half towards vulnerable

27:42 ↗ populations this current structure adds

27:44 ↗ a third focus population so veterans and

27:47 ↗ their families seniors and their

27:49 ↗ caregivers and then vulnerable

27:51 ↗ populations

27:54 ↗ to get into the specifics and these are

27:56 ↗ all really just this is a sort of one

27:58 ↗ slide embodiment of the confines of the

28:00 ↗ ordinance itself so proceeds are

28:03 ↗ collected at ten cents per thousand

28:04 ↗ dollars of assessed value which and the

28:05 ↗ projected proceeds for one year would be

28:07 ↗ fifty two point three million dollars

28:09 ↗ those proceeds are then divided into

28:12 ↗ three parts after reserving small amount

28:15 ↗ one percent for what the ordinance calls

28:17 ↗ capacity building and then reserving an

28:19 ↗ additional three hundred thousand

28:20 ↗ dollars per year that would be used by

28:22 ↗ the County Council to mitigate Pro

28:24 ↗ rationing if pro rationing or

28:25 ↗ suppression were to occur to any junior

28:27 ↗ taxing district and then the remainder

28:29 ↗ divided into three so that's the

28:31 ↗ seventeen that you see there so

28:33 ↗ essentially seventeen million dollars of

28:35 ↗ proceeds that would be allocated for

28:36 ↗ veterans and their families seventeen

28:39 ↗ million dollars for seniors and their

28:40 ↗ caregivers where there's an additional

28:42 ↗ condition that I'll explain momentarily

28:44 ↗ and then the the last third seventeen

28:46 ↗ billion dollars for vulnerable

28:47 ↗ populations where the ordinance lists in

28:51 ↗ detail quite a few potential vulnerable

28:54 ↗ populations examples that are listed

28:57 ↗ within the ordinance are persons with

28:58 ↗ disabilities and their caregivers

29:00 ↗ survivors of domestic violence or sexual

29:02 ↗ assault the the yellow house that you

29:06 ↗ see in the center is the first of two

29:08 ↗ conditions so one of what that basically

29:11 ↗ says is that in the first year of the

29:12 ↗ levee at least fifty percent of the

29:14 ↗ proceeds from each of the Third's must

29:16 ↗ be spent to promote housing stability

29:18 ↗ for the recipient population so 50

29:20 ↗ percent of the seventeen million dollars

29:21 ↗ to promote housing stability for

29:23 ↗ veterans and their families for example

29:25 ↗ there's a slide that will follow shortly

29:27 ↗ that describes what housing stability

29:30 ↗ within the context of the ordinance

29:31 ↗ refers to the second condition and this

29:34 ↗ is specific to the seniors third is that

29:37 ↗ half of the seniors third must be spent

29:39 ↗ to promote Regional Health and Human

29:41 ↗ Services for seniors who are veterans or

29:44 ↗ their families are their caregivers so

29:47 ↗ in other words half of the proceeds from

29:48 ↗ that third for seniors to be spent on

29:50 ↗ seniors who are veterans and their

29:51 ↗ families and that that restriction

29:54 ↗ remains in effect every year until one

29:56 ↗ of two things happens and this is the

29:58 ↗ the two boats at the very bottom

29:59 ↗ left-hand corner of the slide one that

30:02 ↗ 75% of

30:04 ↗ a number of seniors who were homeless

30:05 ↗ veterans at the time the ordinance was

30:07 ↗ enacted in July 21st of this year until

30:10 ↗ 75% of those persons are housed or until

30:16 ↗ King County has expended twenty four

30:17 ↗ million dollars in an attempt to house

30:19 ↗ senior veterans once either of those two

30:22 ↗ conditions are met then the full senior

30:25 ↗ allocation would then be unrestricted so

30:27 ↗ far for any senior regard irregardless

30:29 ↗ of their of their veteran status any

30:34 ↗ questions on the the structure that I

30:35 ↗ could answer before proceeding does it

30:40 ↗ look like it so proceed thank you sir

30:43 ↗ another question just what does the

30:46 ↗ ordinance provide for I mentioned the

30:48 ↗ phrase Regional Health and Human

30:50 ↗ Services so what types of things does

30:52 ↗ the ordinance allow proceeds to be spent

31:22 ↗ engagement events last year surfaced as

31:25 ↗ we went through so 44 community meetings

31:27 ↗ over a thousand participants and the

31:30 ↗ answers really sort of aggregated into

31:32 ↗ these five categories with the exception

31:34 ↗ of a few outliers results based

31:37 ↗ accountability so this is the the

31:39 ↗ planning methodology that King County is

31:40 ↗ really using for a number of the

31:42 ↗ initiatives that are going forth right

31:45 ↗ now so the mental illness and drug

31:46 ↗ dependency sales tax the best starts for

31:48 ↗ kids property are levy property tax and

31:51 ↗ now the veterans seniors and human

31:53 ↗ services levy as proposed would all use

31:54 ↗ this results based accountability

31:56 ↗ methodology there's a notation to the

31:58 ↗ the book that sort of lays that out for

32:00 ↗ folks who are interested but the idea

32:02 ↗ being to start with results to ensure

32:05 ↗ that there's a mechanism to measure

32:06 ↗ whether or not outcomes are being

32:08 ↗ achieved and to not rely on output or

32:10 ↗ throughput of the system as the measure

32:11 ↗ of whether or not the levy itself is

32:13 ↗ successful

32:17 ↗ briefly as to what is housing stability

32:20 ↗ if you'll recall there was that yellow

32:21 ↗ house in the middle of the Venn diagram

32:23 ↗ a few slides ago so housing stability

32:26 ↗ refers potentially to the actual

32:28 ↗ construction of housing through capital

32:30 ↗ could also refer to the operation of

32:33 ↗ previously constructed housing so the

32:34 ↗ veterans and Human Services levy to date

32:36 ↗ has contributed to the construction of

32:38 ↗ over 2,000 units of affordable housing

32:40 ↗ so many of those continue to require

32:44 ↗ operating funds to continue providing

32:46 ↗ some permanent supportive housing to

32:47 ↗ families and then it could also mean a

32:50 ↗ number of services that could either

32:51 ↗ prevent homelessness or assist somebody

32:54 ↗ in stabilizing once they're housed so

32:56 ↗ examples of that are shallow rent

32:59 ↗ subsidies or home modifications for

33:01 ↗ seniors to allow seniors to remain in

33:03 ↗ place

33:04 ↗ it could be service-connected our system

33:07 ↗ connected housing which is a concept

33:09 ↗ that is embedded within the ordinance

33:11 ↗ and that refers to for example we have a

33:14 ↗ number of veterans who are incarcerated

33:15 ↗ in King County right now for whom King

33:18 ↗ County invests in reentry training so

33:21 ↗ services to assist them in the

33:23 ↗ transition from incarceration to the

33:24 ↗ community right now depending on when

33:27 ↗ you take a look at it somewhere between

33:28 ↗ 52 and 62% of them actually released

33:31 ↗ from jail into homelessness and so an

33:34 ↗ example of system connected housing

33:35 ↗ would be housing that's intended to

33:37 ↗ provide a place for transitioning

33:39 ↗ veterans from incarceration into a

33:41 ↗ housed situation to promote their

33:43 ↗ stability another question just to

33:50 ↗ provide the information on is how much

33:51 ↗ is ten cents per thousand dollars our

33:53 ↗ assessed valuation some of the feedback

33:55 ↗ that we've previously heard is that just

33:57 ↗ talking about the median is not

33:58 ↗ necessarily helpful in accounting where

34:00 ↗ the prices are really I should say the

34:02 ↗ values are as diverse as they are so

34:04 ↗ what I've depicted here is the assessed

34:07 ↗ values just as a factual matter King

34:11 ↗ County levies its property taxes on

34:14 ↗ assessed values and not sales prices and

34:15 ↗ in some markets those can vary from each

34:18 ↗ other significantly so the six hundred

34:21 ↗ and twenty six thousand dollar median

34:24 ↗ 2017 residential value in Issaquah ten

34:27 ↗ cents per

34:28 ↗ thousand dollars is a sixty-two dollars

34:30 ↗ and sixty cent a total levy cost and

34:34 ↗ that is total so there is a current led

34:37 ↗ to cost very everybody who's within King

34:40 ↗ County and that's assess that

34:41 ↗ approximately four cents per thousand

34:43 ↗ dollars right now so the difference

34:44 ↗ between that four cents rate and the

34:46 ↗ rate that's depicted here would be the

34:48 ↗ additional six cent rate I can get into

34:50 ↗ I'm saying four cents that a five cents

34:52 ↗ of the council members are you mister

34:53 ↗ mayor would like me to otherwise I can

34:54 ↗ continue moving all right

34:59 ↗ process wise so the executive just last

35:04 ↗ Friday actually transmitted his

35:06 ↗ initiative are his a plan for the first

35:09 ↗ year of levy expenditures so that's an

35:11 ↗ available document now that was

35:13 ↗ transmitted it's called the veterans

35:14 ↗ seniors and Human Services levy proposed

35:16 ↗ transition plan and contingent upon the

35:19 ↗ outcome of the election and then

35:20 ↗ contingent upon County Council and

35:22 ↗ regional policy committee consideration

35:24 ↗ of the plan and then if they chose to

35:26 ↗ adopt it it would control the first year

35:29 ↗ expenditures and that's where the plan

35:31 ↗ that really describes what the first

35:33 ↗ year fifty percent for housing stability

35:35 ↗ funds would do going backwards there has

35:38 ↗ also been the plan that if adopted would

35:43 ↗ recertify the current citizen oversight

35:46 ↗ board so there are two citizen oversight

35:47 ↗ boards that sit and review led the

35:50 ↗ expenditures on a bi-monthly basis on

35:52 ↗ review its annual performance and so a

35:54 ↗ separate ordinance has been transmitted

35:56 ↗ to continue those boards and to add one

35:58 ↗ for seniors and then the next big phase

36:01 ↗ which is the now the bottom right hand

36:03 ↗ purple bar is the implementation plans

36:07 ↗ that would be the plan again contingent

36:10 ↗ upon the outcome of the election in

36:11 ↗ november that would if adopted by the

36:14 ↗ county council the regional policy

36:15 ↗ committee controlled the final five

36:17 ↗ years of the levy period

37:31 ↗ pre-annexation zoning question because

37:35 ↗ the pre-annexation zoning itself is

37:39 ↗ quasi judicial and the hearing on the

37:41 ↗ pre-annexation zoning has closed the

37:44 ↗ council may not take new information on

37:47 ↗ that issue and members of the public may

37:50 ↗ not comment on that particular issue in

37:54 ↗ items from the audience members of the

37:57 ↗ public can comment on the decision as to

38:02 ↗ whether or not to annex the property

38:05 ↗ annexation itself is a legislative and

38:08 ↗ you may hear from the public relating to

38:11 ↗ annexation members of the public may

38:14 ↗ also comment on the Comprehensive Plan

38:17 ↗ designations that are proposed for the

38:19 ↗ property again those are legislative and

38:22 ↗ you can hear comment on them what you

38:25 ↗ cannot hear comment on is the pre

38:29 ↗ annexation zoning the actual setting of

40:28 ↗ your last meeting I wanted to thank the

40:30 ↗ council and the city staff for the

40:32 ↗ collaborative work that you did with the

40:34 ↗ school district on the compact school

40:37 ↗ building codes your approval of these

40:39 ↗ new codes will allow us to move forward

40:41 ↗ with some potential projects within the

40:43 ↗ city and we thank you very much for

40:46 ↗ those efforts I also wanted to share

40:49 ↗ some information related to timelines

40:51 ↗ for the opening of a new elementary

40:53 ↗ school by September of 2020 we've talked

40:56 ↗ a lot about that publicly about our need

40:58 ↗ to build a Elementary School by 2020 I

41:02 ↗ previously shared that we've been

41:06 ↗ growing by some four to five hundred

41:07 ↗ students each year our official count

41:10 ↗ day is October 1 or the first day of the

41:13 ↗ month working day of the month which was

41:15 ↗ today and we are in fact up nearly 500

41:17 ↗ students from this time last year so

41:21 ↗ what does it take for us to get a school

41:24 ↗ built by 2020 I'm gonna give you some

41:27 ↗ approximate dates but I want you to know

41:30 ↗ that these approximations are based on

41:32 ↗ our experience building a number of

41:33 ↗ schools over the years and I'm going to

41:36 ↗ work kind of from the end backwards so

41:40 ↗ first of all it's about 15 to 16 months

41:44 ↗ from ground breaking to occupancy or the

41:47 ↗ actual construction time of an

41:49 ↗ elementary school the design again is

41:53 ↗ approximately 12 months of design and

41:55 ↗ permitting from the time of purchase of

41:57 ↗ a piece of property the our due

42:01 ↗ diligence what we would do once we can

42:04 ↗ go forward and really dig into a piece

42:07 ↗ of property can typically takes around

42:10 ↗ three to four months that's our due

42:12 ↗ diligence feasibility on a potential

42:15 ↗ piece of property and about a 1 to 3

42:18 ↗ month for a purchase and sale

42:20 ↗ negotiations and then a time for

42:24 ↗ in if it's a city purchased piece of

42:27 ↗ property like then that would require

42:29 ↗ City Council action and of course it

42:31 ↗ requires school board action to actually

42:34 ↗ do that so we believe we only have a

42:37 ↗ month or two of wiggle room in this

42:40 ↗ schedule to complete a project in

42:42 ↗ elementary school by 2020 in order to

42:45 ↗ provide the desperately needed

42:47 ↗ additional classroom space for our

42:49 ↗ community so I thought it would just be

42:51 ↗ good because a lot of times you say well

42:53 ↗ thirty five months because that's what

42:55 ↗ it would be from today seems like a long

42:57 ↗ time but we have been you know and again

43:00 ↗ these are approximations but we feel

43:02 ↗ like we're getting pretty close to that

43:05 ↗ window too we need to start moving on

43:07 ↗ some of these things so that's all I

43:09 ↗ wanted to share tonight again thank you

43:13 ↗ and your willingness to tackle some very

43:16 ↗ difficult issues thank you thank you

44:19 ↗ people guards the two policemen you're

44:21 ↗ gonna hire you're a great location to

44:23 ↗ put one of them because the kids I from

44:26 ↗ what I hear somebody somebody died

44:34 ↗ great more for the kids so I think

44:37 ↗ that's an excellent idea

45:55 ↗ representing several members of a local

45:57 ↗ running club from Paragon training

45:59 ↗ center on Gillman Boulevard got a few of

46:02 ↗ us here as you know a recent fatality

46:07 ↗ collision has occurred on September 22nd

46:11 ↗ at the intersection of East Lake

46:13 ↗ Sammamish and southeast 56th Street my

46:17 ↗ comments are intended to express our

46:19 ↗ condolences to the family of the

46:21 ↗ deceased and also to call on the city to

46:25 ↗ make the intersection safer the

46:29 ↗ collision resulted in the death of a

46:31 ↗ bicyclist a sports and outdoor

46:34 ↗ enthusiast it could have been any one of

46:38 ↗ us here today myself or my

46:43 ↗ daughter-in-law and her newborn child

46:46 ↗ for several years this intersection has

46:49 ↗ been recognized as a dangerous one and

46:53 ↗ in need of additional resources to make

46:55 ↗ it safer initial reports including

46:59 ↗ eyewitness reports indicate the cyclist

47:02 ↗ was riding his bicycle normally through

47:05 ↗ the crosswalk with a solid walk signal

47:08 ↗ and also in accordance with Allstate and

47:13 ↗ pedestrians with Allstate pedestrian and

47:16 ↗ bicyclist laws there was also an

47:19 ↗ additional information given that

47:22 ↗ another bicyclist was going along the

47:24 ↗ crosswalk in the opposite direction

47:27 ↗ the bicyclist was killed as he was

47:33 ↗ riding in the same direction as traffic

47:35 ↗ turning to the right our running group

47:38 ↗ knows to be vigilant as the at this

47:41 ↗ intersection

47:42 ↗ because drivers do not look for

47:45 ↗ pedestrians that due to the engineering

47:48 ↗ of the intersection drivers see a green

47:51 ↗ light and just go

47:53 ↗ I have almost been hit by a car myself

47:57 ↗ many times too many to count I have seen

48:03 ↗ other running group members almost

48:04 ↗ struck by vehicles at a low speed at

48:09 ↗ times we have had to scream and make

48:12 ↗ exaggerated hand movements just to get a

48:14 ↗ driver's attention to prevent a

48:16 ↗ collision it is a repetitive problem

48:20 ↗ stemming from the design and method of

48:22 ↗ how that intersection is controlled

48:26 ↗ police enforcement could help but it's

48:30 ↗ not reasonable to expect the police to

48:32 ↗ ticket their way out of this situation

48:34 ↗ we need long-term solutions that to

48:38 ↗ increase the safety of this intersection

48:40 ↗ via Road engineering the city did

48:44 ↗ authorize a pedestrian safety crossing

48:47 ↗ crossing study in 2015 and we appreciate

48:50 ↗ that

48:51 ↗ at that time the study indicated the

48:54 ↗ intersection suffered from the exact

48:56 ↗ problems outlined above and all of this

49:02 ↗ while still meeting federal regulatory

49:03 ↗ guidelines for safety it did recommend

49:08 ↗ flashing beacons to be installed at the

49:10 ↗ intersection and if this did not address

49:13 ↗ the issue the study recommended

49:15 ↗ installing pedestrian activated buttons

49:18 ↗ that turns on an electronic no right

49:23 ↗ turn signal at the intersection the

49:26 ↗ beacons have been installed and were

49:28 ↗ operational during this fatality

49:30 ↗ collision unfortunately those yellow

49:35 ↗ flashing beacons and lights had no

49:37 ↗ effect on a life lost due to inattentive

49:40 ↗ driving and poor intersection design the

49:45 ↗ flashing beacons have clearly not worked

49:47 ↗ and drivers only focus on that green

49:52 ↗ light therefore we are

49:54 ↗ urging the council to immediately take

49:58 ↗ steps to implement additional options to

50:02 ↗ install pedestrian activated no turn

50:05 ↗ signal this would either turn the signal

50:08 ↗ red or cause the green light to turn to

50:11 ↗ blinking yellow with additional

50:13 ↗ electronic signed activated preventing a

50:17 ↗ red turn the cost to install this option

50:21 ↗ is far outweighed by the increased

50:24 ↗ probability of preventing yet another

50:27 ↗ death the city is in a position to

50:30 ↗ ensure the safety of our running group

50:32 ↗ and other outdoor enthusiasts

50:34 ↗ enthusiasts that visit the city of

50:37 ↗ Issaquah we encourage you to make the

50:40 ↗ right decision

50:43 ↗ it looks like my times up we encourage

50:45 ↗ you to make the safe division the safe

50:47 ↗ to decision so that everyone can live

50:50 ↗ and work and play here

50:51 ↗ with within safety thank you for your

51:33 ↗ five years and have used this trial

51:35 ↗ extensively and I just wanted to add my

51:38 ↗ personal comments to this this wonderful

51:40 ↗ presentation that Laurie just did

51:43 ↗ I won't take very long what I'm going to

51:47 ↗ do is edge each member of the Council on

51:50 ↗ you now to take 20 minutes of your time

51:52 ↗ this coming weekend you know Saturday or

51:55 ↗ Sunday morning somewhere between nine

51:57 ↗ and 11 o'clock and spend stare look

52:02 ↗ South and do three runs through of the

52:04 ↗ lights be on the north side and go

52:08 ↗ through three runs of the lights twenty

52:11 ↗ minutes of your time maximum I can

52:12 ↗ assure you in six run throughs of those

52:15 ↗ lights you will have at least one what

52:18 ↗ the foe moment this was not unfortunate

52:22 ↗ this was not sad the death of this

52:25 ↗ cyclist was an inevitable lottery the

52:29 ↗ trail is going to be used even more when

52:31 ↗ we open up the other side with with the

52:34 ↗ restoration and work that's been done

52:35 ↗ which we are very very grateful for as

52:38 ↗ we use that trial a lot it's a wonderful

52:41 ↗ wonderful addition to this community and

52:43 ↗ should be used but in the use of it this

52:46 ↗ problem will become even more difficult

52:48 ↗ if you are humanitarian if you're

52:51 ↗ concerned about your citizenship if you

52:53 ↗ are purely risk management on the

52:55 ↗ insurance side these comments are public

52:58 ↗ now please regardless have you come to

53:01 ↗ this please take twenty minutes of your

57:27 ↗ I've been a property owner and a

57:29 ↗ resident for the last 10 years I reside

57:32 ↗ at 1790 26th Avenue Northeast I have two

57:38 ↗ children one is a first grader and the

57:40 ↗ other one is rate for 8th grader a few

57:43 ↗ years ago when we came to Aqua Highlands

57:46 ↗ the community was very attractive to us

57:50 ↗ and it's attractive to two families with

57:53 ↗ young children my children went to the

57:56 ↗ schools in the neighborhood and I was I

57:59 ↗ wasn't happy to see how crowded it was

58:03 ↗ at the schools there are 10 portables at

58:06 ↗ grindage elementary and the community

58:10 ↗ cannot accommodate the students the

58:13 ↗ elementary age students we are seeing

58:15 ↗ this problem continue into the middle

58:19 ↗ schools also and the population has been

58:22 ↗ growing it hasn't reduced so as you

58:25 ↗ consider decisions for for new schools

58:29 ↗ in West Highlands area keep in mind the

58:32 ↗ population is growing for the new

58:35 ↗ students and you're commuting them out

58:38 ↗ of West Highlands currently they're

58:41 ↗ coming to Clark Elementary which

58:43 ↗ recently opened up and it was remodeled

58:46 ↗ and it has also ten portables so the

58:49 ↗ need for a new school or new schools is

58:52 ↗ well established and as a resident that

58:56 ↗ has two children in the school's I will

58:59 ↗ say I was not happy to see how crowded

59:02 ↗ the schools have been that they are

59:05 ↗ doing a very nice job of educating the

59:07 ↗ kids

59:08 ↗ despite that but our children deserve

59:11 ↗ better also for parents to commute kids

59:14 ↗ out you're you're adding trips which are

59:18 ↗ not that great for the environment the

59:20 ↗ the value of having a school in the

59:23 ↗ neighborhood where you can walk to the

59:24 ↗ school cannot be overemphasized

59:26 ↗ so I'm here in support of schools in our

1:00:52 ↗ overdose deaths in British Columbia if

1:01:00 ↗ we had a safe injection site that is a

1:01:05 ↗ place where drugs can be tested that is

1:01:09 ↗ a place where it's possible to build

1:01:13 ↗ relationships with people who are using

1:01:16 ↗ illicit drugs and possibly to find out

1:01:21 ↗ where the supplies of these fentanyl

1:01:26 ↗ laced drugs are coming from

1:01:29 ↗ I hope that someday we will have such a

1:01:34 ↗ site maybe more than one and that we

1:01:38 ↗ will be able to stop what is likely to

1:01:42 ↗ be a very deadly epidemic I'd also like

1:01:47 ↗ to speak to you about something that

1:01:49 ↗ came up with the community needs

1:01:52 ↗ assessment and that was there is annex

1:01:56 ↗ we we want equity in this community but

1:02:01 ↗ there is an extreme disparity that needs

1:02:04 ↗ to be investigated and that is why is it

1:02:08 ↗ that people who identify as black or

1:02:13 ↗ african-american experience eight times

1:02:17 ↗ the unemployment rate of other groups it

1:02:25 ↗ may be that this is a very small number

1:02:27 ↗ and something is skewing the statistics

1:02:29 ↗ but I think we really need to know

1:02:32 ↗ what's going on there and in this

1:02:38 ↗ vibrant community we want to save things

1:02:47 ↗ landmark local landmark Commission

1:03:11 ↗ county on the basis that they see

1:03:19 ↗ themselves as a religious institution

1:03:21 ↗ Plateau campus LLC has not acted as a

1:03:29 ↗ religious institution it has acted much

1:03:32 ↗ more as a group

1:03:37 ↗ seeking to make a real estate investment

1:03:42 ↗ into profit by that I hope the city will

1:03:46 ↗ seriously fight to keep our landmark

1:03:50 ↗ status for Providence Heights campus

1:05:58 ↗ one of the puzzles the mayor talked

1:06:07 ↗ suggestions was a citizen's Academy that

1:06:09 ↗ could be a great thing but I think there

1:06:10 ↗ needs to be something much more robust

1:06:12 ↗ to engage the community and

1:06:14 ↗ how to engage with the PPC or with the

1:06:17 ↗ Development Commission or with city

1:06:18 ↗ staff and how to talk about the things

1:06:20 ↗ that they need or that they want in the

1:06:23 ↗ language that makes that happen a second

1:06:27 ↗ thought on that was as part of any

1:06:30 ↗ development goes forward there are fees

1:06:33 ↗ that get assessed for development

1:06:34 ↗ impacts in schools and parks and then

1:06:39 ↗ those fees get paid in the city and the

1:06:40 ↗ city has something like 10 years to

1:06:42 ↗ decide how to use those to decide how

1:06:44 ↗ the impacts will be implemented it seems

1:06:49 ↗ like this would be more of a direct

1:06:50 ↗ correlation between the here's our

1:06:53 ↗ proposal and can this proposal can the

1:06:56 ↗ schools accommodate this the number of

1:06:58 ↗ students are going to go with that

1:07:00 ↗ proposed development will there be a

1:07:03 ↗ part for those local residents used

1:07:04 ↗ locally and not that should be there

1:07:07 ↗ should be a linked correlation between

1:07:08 ↗ those happening and the development

1:07:11 ↗ being approved not just having 10 years

1:07:12 ↗ as a long term to decide how to do that

1:07:18 ↗ so I'd like to see more of a connection

1:07:52 ↗ been made since our last council meeting

1:07:54 ↗ as you recall when the Council passed

1:07:57 ↗ the to adopt the mo use and execute

1:08:00 ↗ those which we did in September we had

1:08:04 ↗ not yet engaged gotten CenturyLink to to

1:08:07 ↗ sign their part of the agreement and

1:08:09 ↗ they've done that they did that shortly

1:08:10 ↗ after they made minor modifications to

1:08:12 ↗ what the council approved we got that

1:08:14 ↗ done in time so that we could make our

1:08:16 ↗ application to King County for the ten

1:08:20 ↗ million dollar set aside for the

1:08:22 ↗ Issaquah corridor so that was the key

1:08:25 ↗ thing that we were working towards other

1:08:28 ↗ other things that accomplished is that

1:08:30 ↗ since that time the city has completed

1:08:33 ↗ their minor remediation of the King

1:08:37 ↗ County site which with the replacement

1:08:38 ↗ site for the Century Link to locate to

1:08:42 ↗ they've then submitted the report to the

1:08:45 ↗ Department of Ecology for a no further

1:08:49 ↗ action letter all of which are required

1:08:50 ↗ for us to be able to move forward

1:08:52 ↗ there's still much work to be done

1:08:53 ↗ before the December 15th deadline when

1:08:57 ↗ King County will make their ward of the

1:08:59 ↗ transitorium a transit oriented

1:09:01 ↗ development funding for the project and

1:09:05 ↗ some of those will continue to need

1:09:08 ↗ engagement with the council and the

1:09:10 ↗ staff and we also look forward to

1:09:12 ↗ engaging the community in the first

1:09:13 ↗ quarter as I said the last time to talk

1:09:15 ↗ about what the transit oriented

1:09:17 ↗ development project is about and to

1:09:19 ↗ share our ideas and the vision of what

1:09:22 ↗ this of what the potential development

1:09:24 ↗ would be for that site so there's a lot

1:09:27 ↗ of work to be done and will continue to

1:09:28 ↗ be back in front of the council and

1:09:30 ↗ engaging the community the key for us as

1:09:32 ↗ we said before is to be able to be

1:09:34 ↗ successful with that award from the

1:09:36 ↗ transfer from the King County funding

1:09:39 ↗ that's going to be enabled the

1:09:40 ↗ affordable housing at the CenturyLink

1:09:42 ↗ site which we're looking forward to

1:10:58 ↗ have a crosswalk and a green light

1:11:04 ↗ pedestrians in the crosswalk and the

1:11:06 ↗ near misses and the accidents that we've

1:11:11 ↗ is unconscionable and we need if we have

1:11:14 ↗ to just put a police officer at each one

1:11:17 ↗ of those intersections for a number of

1:11:18 ↗ days and start ticketing cars that do

1:11:22 ↗ not yield to pedestrians they've got to

1:11:24 ↗ start receiving tickets we've got to be

1:11:26 ↗ let it known throughout the community

1:11:27 ↗ and through all our pass throughs that

1:11:30 ↗ we really mean business and we need to

1:11:32 ↗ enforce our pedestrians in the crosswalk

1:11:36 ↗ to deaths and a lot of other accidents

1:11:46 ↗ lack of follow-through on really

1:14:54 ↗ existing parcel boundaries make no sense

1:15:01 ↗ not suggesting any about their zoning if

1:15:05 ↗ you look at the comp plan guidance you

1:15:07 ↗ would get and you look at the whole

1:15:09 ↗ island property you know things fit in

1:15:12 ↗ to the comp plan a reasonable way single

1:15:15 ↗ parcels could have a single zoning and

1:15:18 ↗ that kind of thing this the council I'd

1:15:22 ↗ really needs to know the ground up there

1:15:25 ↗ the top in the bottom there's a lot of

1:15:28 ↗ complications there with pencil res at

1:15:30 ↗ reservoir site Road to that you know

1:15:34 ↗ where where we're going to have that

1:15:36 ↗ open space and those things there's a

1:15:44 ↗ with the proper zoning and redoes the

1:18:04 ↗ interesting because if you read that

1:18:06 ↗ particular decision it talks about the

1:18:08 ↗ truthfulness and the completeness of

1:18:10 ↗ what are known as critical area reports

1:18:14 ↗ sometimes I think when the city makes

1:18:16 ↗ decisions on potential acquisition of

1:18:19 ↗ property or selling property critical

1:18:21 ↗ area reports must be included in the

1:18:24 ↗ packet that the council looks at buyers

1:18:27 ↗ and sellers should be aware that in this

1:18:30 ↗ particular lawsuit a critical area

1:18:32 ↗ report wasn't very truthful the second

1:18:36 ↗ thing I'd like to talk about is the

1:18:38 ↗ comprehensive plan and included in the

1:18:42 ↗ comprehensive plan I think should be a

1:18:44 ↗ principle that when citizens wish to

1:18:47 ↗ speak about city transactions regarding

1:18:50 ↗ policies public land public money

1:18:55 ↗ citizens should be able to do so

1:18:58 ↗ citizens should not have to read through

1:19:01 ↗ opinions from a city attorney about

1:19:04 ↗ Robert's Rules of Order and

1:19:06 ↗ parliamentary procedure about what is

1:19:09 ↗ supposed to happen at a council meeting

1:19:12 ↗ I think residents should be able to

1:19:14 ↗ understand transactions that involve

1:19:16 ↗ their land and their money and not need

1:19:20 ↗ a degree in soil biology the atmosphere

1:19:26 ↗ traffic or have a degree in urban

1:19:29 ↗ planning to understand what is being

1:19:32 ↗ proposed for their community our

1:19:35 ↗ comprehensive plan should make it very

1:19:38 ↗ clear how communities facilities

1:19:41 ↗ including schools are being included in

1:19:44 ↗ our future where they should be sited

1:19:47 ↗ and why and that the council work fully

1:19:51 ↗ and collaboratively and on a continual

1:19:54 ↗ basis

1:19:54 ↗ with the school board so that they never

1:19:57 ↗ have to play catch-up again with the

1:20:00 ↗ city that was continuing to grow as much

1:20:03 ↗ as this aqua finally well not quite

1:20:07 ↗ finally when when the city is looking at

1:20:11 ↗ its comprehensive plan and considering

1:20:14 ↗ projects that are beneficial for example

1:20:17 ↗ transit or oriented projects should be

1:20:56 ↗ identify and delineate this clearly to

1:20:59 ↗ us especially for a city that's already

1:21:03 ↗ met its 2030 population goal and finally

1:21:08 ↗ resolutions that come before this

1:21:10 ↗ council that fail any of these tests

1:21:14 ↗ should be rejected and not gone over and

1:21:18 ↗ over and over again until a predefined

1:21:21 ↗ objective that nobody knows about has

1:21:26 ↗ been met the process is not what

1:21:33 ↗ victim of the process and the process

1:23:00 ↗ back in 2005 and worked with a guy by

1:23:03 ↗ the name of Bob Patterson and he is now

1:23:07 ↗ our Attorney General for the state now

1:23:09 ↗ I'm not saying that as a name-dropper

1:23:10 ↗ I'm saying that simply because it was

1:23:12 ↗ true we believe then we believe now that

1:23:16 ↗ this Veterans and Human Services levee

1:23:18 ↗ is wonderful and I can stand here and

1:23:21 ↗ talk to you as a veteran about all the

1:23:24 ↗ things that it's done I'll start by

1:23:26 ↗ talking about what the levee has done so

1:23:29 ↗ far we've got years of real impact and

1:23:32 ↗ data that tells us we're using the money

1:23:34 ↗ in a smart way for folks who want the

1:23:38 ↗ details you can go to Yes on Prop 1.com

1:23:42 ↗ but I'll hit a few things or you can

1:23:45 ↗ pick up a report that comes out every

1:23:47 ↗ year just like this report and I can

1:23:50 ↗ tell you that there's bricks and mortar

1:23:53 ↗ that have taken veterans off of the

1:23:55 ↗ street and if I can get anybody to hell

1:23:59 ↗ take a veteran off the street on there

1:24:02 ↗ men 35,000 people are served every year

1:24:07 ↗ by the levee and that number will

1:24:09 ↗ increase if it's renewed in November

1:24:13 ↗ since 2006 the levee has helped fund

1:24:16 ↗ more than 2,000 units of affordable

1:24:19 ↗ housing throughout King County with some

1:24:22 ↗ great examples like the William J Wood

1:24:25 ↗ Veterans Home in Federal Way bill wood

1:24:28 ↗ was a good friend of mine that served on

1:24:30 ↗ the King County Veterans Advisory Board

1:24:32 ↗ he passed away four years ago and what

1:24:35 ↗ he helped get start that I hope will

1:24:39 ↗ continue for another six years and I'm

1:24:43 ↗ really not talking to the council now

1:24:45 ↗ now I'm talking to the voters you've got

1:24:48 ↗ to do it you've got to stand behind us

1:24:50 ↗ I'm telling you it's taken veterans off

1:24:52 ↗ of the street so if we pass this thing

1:24:56 ↗ what can we expect for the next six

1:24:57 ↗ years for starters we'll be able to

1:25:01 ↗ expand on great veteran's employment

1:25:03 ↗ programs that take advantage of all

1:25:06 ↗ great skills that vets learn while

1:25:09 ↗ they're in the service with a little

1:25:13 ↗ boost then they can get jobs in our

1:25:16 ↗ economy and start paying the taxes that

1:25:19 ↗ we need in the tax base we also know

1:25:23 ↗ there's a homeless vets problem in the

1:25:25 ↗ area and it'll be a whole lot worse if

1:25:28 ↗ we put them out on the street please

1:25:30 ↗ don't do that

1:25:31 ↗ lastly well I could go on and on for a

1:25:35 ↗ long time about this so the last thing I

1:25:38 ↗ want to say is vote Yes on Prop 1 as a

1:25:41 ↗ veteran I'm telling you it works it has

1:25:45 ↗ worked for the last 12 years let's make

1:26:26 ↗ the King County accountable community of

1:26:28 ↗ Health and it's all about innovation to

1:26:31 ↗ work to improve health health outcomes

1:26:35 ↗ for Medicaid beneficiaries the second

1:26:39 ↗ presentation and we spent a lot of time

1:26:41 ↗ on this is a popular topic tonight which

1:26:43 ↗ was the veterans and human services

1:26:46 ↗ levee the veterans seniors and human

1:26:49 ↗ services levee and I just wanted to

1:26:53 ↗ point out a couple different things and

1:26:55 ↗ and I'm following David so that's that's

1:26:58 ↗ great

1:26:58 ↗ that the last levee did since 2012 has

1:27:04 ↗ helped over 35,000 people one important

1:27:09 ↗ piece about the veterans and human

1:27:12 ↗ services levee from before is that now

1:27:14 ↗ it adds seniors a really critical I feel

1:27:19 ↗ an important point and this is something

1:27:22 ↗ that the Eastside Human Services forum

1:27:24 ↗ has not decided if they're going to take

1:27:27 ↗ an official vote and and asked for

1:27:32 ↗ support but they may be so I may be

1:27:34 ↗ coming back to council during the good

1:27:36 ↗ of the order and asking for feedback in

1:27:40 ↗ regard to this and I just you know

1:27:44 ↗ wanted to say just personally after 18

1:27:47 ↗ years of helping out in the human

1:27:50 ↗ services area that it really it really

1:27:53 ↗ does take a village so I've got like a

1:27:57 ↗ two page which is a really handy piece

1:28:05 ↗ information about this so if anybody

1:28:07 ↗ wants to see that I can pass that out so

1:28:15 ↗ starting a new initiative and it's all

1:28:18 ↗ all about that there has been a decline

1:28:25 ↗ to be foster parents and they're really

1:28:27 ↗ they have a brand new initiative to

1:28:30 ↗ encourage people to think about being a

1:28:33 ↗ foster parent I also attended the

1:28:36 ↗ Eastside Economic Development Council of

1:28:39 ↗ Seattle and King County on Wednesday

1:28:41 ↗ September 20th and there are some

1:28:43 ↗ interesting things in terms of

1:28:45 ↗ partnership development around several

1:28:48 ↗ groups including the economic

1:28:50 ↗ development council and I there's going

1:28:54 ↗ to be more to come and more to talk

1:28:56 ↗ about in regard to this I think they're

1:28:58 ↗ right in the middle of sort of trying to

1:29:01 ↗ figure out if it would be a good idea

1:29:02 ↗ for some of these groups to come

1:29:04 ↗ together to better help economic

1:29:08 ↗ development in King County and there

1:29:11 ↗ were a lot of questions surrounding

1:29:13 ↗ smaller cities outside of Seattle and

1:29:15 ↗ how that would impact that group so more

1:29:19 ↗ to come in regard to that and that

1:29:22 ↗ concludes my report thank you Bill Thank

1:29:29 ↗ attended the I rank chaired the council

1:29:32 ↗ Infrastructure Committee and we had

1:29:35 ↗ three items on that agenda that are now

1:29:39 ↗ just mention briefly they'll be written

1:29:41 ↗ later but we talked about a renewal

1:29:43 ↗ agreement franchise agreement with clear

1:29:45 ↗ Wireless I was a b-70 for 69 Sammamish

1:29:49 ↗ plat Toole interlocal agreement may be

1:29:52 ↗ 74 68 in 1874 63 was the watch state

1:29:56 ↗ department transportation right away

1:29:57 ↗ easement so there on the consent

1:29:59 ↗ calendar tonight there were two other

1:30:02 ↗ presentations we had one was mentioned

1:30:04 ↗ earlier about the solid waste collection

1:30:06 ↗ contract that's coming up so we had our

1:30:08 ↗ first presentation on that on how to

1:30:10 ↗ look at that in the future this is we

1:30:12 ↗ have some lot of time to deal with that

1:30:13 ↗ so options with that and

1:30:15 ↗ we collect waste for citizens and the

1:30:20 ↗ other one probably the most attention

1:30:21 ↗ was Issaquah Hobart Road study you know

1:30:24 ↗ I remember we partnered with Issaquah

1:30:26 ↗ with King County to do a study on that

1:30:29 ↗ road at this point they had gotten to

1:30:32 ↗ gathering data and so they just took

1:30:35 ↗ that point to share the data with us

1:30:37 ↗ okay and so it's the traffic flow is

1:30:40 ↗ where it is where it is it's in those

1:30:41 ↗ pinch points of congestion so that's

1:30:45 ↗ what we shared at that point and now

1:30:46 ↗ these next couple months they will be

1:30:48 ↗ looking to take that data and start

1:30:51 ↗ looking at analyzing it and what what

1:30:54 ↗ may come of that and we don't know but

1:30:56 ↗ they had some ideas some objectives on

1:30:58 ↗ things to look at and they'll be coming

1:30:59 ↗ back to us with suggestions in

1:31:02 ↗ approximately 2 months or so and that

1:31:06 ↗ was was on that agenda on September 27th

1:31:09 ↗ I was at the regional transit committee

1:31:11 ↗ and there we approved three items to

1:31:14 ↗ move forward to council all related to

1:31:16 ↗ the simplifying the Metro fare so it's

1:31:22 ↗ been talked about a little bit around

1:31:23 ↗ here but simplifying it to 275 $2 Center

1:31:26 ↗ 5 cents per trip no matter where you go

1:31:28 ↗ so you don't have peak trips and

1:31:29 ↗ off-peak trips and zone trips and

1:31:32 ↗ everything else that gets people

1:31:33 ↗ confused also included with that when

1:31:36 ↗ they did that was two other items which

1:31:39 ↗ was to add four hundred thousand dollars

1:31:41 ↗ to the Human Services funding of transit

1:31:44 ↗ took passes so they'd add more funding

1:31:49 ↗ to get more transit passes to Human

1:31:51 ↗ Services things so that would help

1:31:53 ↗ alleviate some of that increased cost of

1:31:57 ↗ some folks would have an increased light

1:31:58 ↗ increased cost and the other one was to

1:32:00 ↗ offset the cost of the orca card also a

1:32:03 ↗ slight reduction in net cost so those

1:32:05 ↗ three things went from our committee to

1:32:08 ↗ council from there they had another one

1:32:09 ↗ to go to as well but they'll be they've

1:32:11 ↗ been moving forward quite a bit and

1:32:12 ↗ they're working their way down and that

1:32:16 ↗ concludes my report

1:32:31 ↗ Issaquah this meeting will be a review

1:32:32 ↗ of the draft of the regional centers

1:32:34 ↗ framework update and then possibly

1:32:37 ↗ action to direct the staff to release

1:32:40 ↗ the update for public comment and then

1:32:44 ↗ the next steps in this process would be

1:32:46 ↗ for the review board to review all

1:32:48 ↗ public comments at our regularly

1:32:50 ↗ scheduled November meeting and we have

1:32:52 ↗ an extra meeting at the end of November

1:32:54 ↗ to discuss any further public comments

1:32:57 ↗ and to possibly take action then last

1:33:02 ↗ Thursday on September 28th we held the

1:33:06 ↗ meaning of the lodging tax advisory

1:33:07 ↗ committee and/or LTAC and just a

1:33:12 ↗ reminder earlier this year LTAC put out

1:33:15 ↗ an RFQ for proposals for proposals to

1:33:18 ↗ provide event recruitment to Issaquah

1:33:21 ↗ events such as conferences or sporting

1:33:23 ↗ events like the professional volleyball

1:33:25 ↗ tournament that's now run for three

1:33:27 ↗ years at State Lake Sammamish State Park

1:33:30 ↗ events like that which do drive activity

1:33:33 ↗ and business for our local hotels we did

1:33:37 ↗ not select any of the submittals for

1:33:39 ↗ that wood that we received so we've gone

1:33:43 ↗ almost two years now trying to get event

1:33:46 ↗ recruitment in place and haven't been

1:33:49 ↗ successful this last meeting we have a

1:33:53 ↗ new staff liaison Tim dinner and we have

1:33:56 ↗ kind of discussed a slightly different

1:34:01 ↗ tactic about perhaps putting what the

1:34:05 ↗ Roger Brooke study had recommended as a

1:34:07 ↗ kind of like a visit Issaquah

1:34:09 ↗ organization creating such a structure

1:34:11 ↗ first and then get into the staff that

1:34:14 ↗ and get into the event recruitment we're

1:34:16 ↗ gonna continue to discuss that and have

1:34:18 ↗ another meeting before the end of

1:34:19 ↗ October with for the purpose of

1:34:25 ↗ vision and a 2018 budget proposal for

1:36:01 ↗ had a quick overview of Lake Sammamish

1:36:03 ↗ study on water quality graphed and data

1:36:05 ↗ on the water temperatures on bacteria on

1:36:08 ↗ LJ toxins and their measurements that

1:42:56 ↗ thinking about this agenda bill and then

1:42:59 ↗ I'm gonna turn it over to you to do

1:43:01 ↗ whatever it is you want to do with it so

1:43:03 ↗ as just to remind you what we're talking

1:43:08 ↗ about is this area that's in black and

1:43:11 ↗ what it is is it's basically been an

1:43:13 ↗ island of unincorporated King County

1:43:16 ↗ within the city of Issaquah Issaquah as

1:43:19 ↗ you can see from our zoning map has

1:43:23 ↗ boundaries all the way around this

1:43:24 ↗ property and the reason why this has not

1:43:27 ↗ been part of our city up until this

1:43:28 ↗ point is has the property has been owned

1:43:31 ↗ by King County and by wash dot and the

1:43:34 ↗ city took ownership of the King County

1:43:37 ↗ parcel and wash dot is in agreement with

1:43:41 ↗ annexation so you initiated the

1:43:47 ↗ annexation proceeding with resolution 20

1:43:50 ↗ 1706 and that was passed in June 6th of

1:43:54 ↗ this year and then we basically said we

1:43:59 ↗ started to notice I'm intent filed with

1:44:00 ↗ the boundary review board to be

1:44:02 ↗ consistent with our cw35 a14 295 that

1:44:07 ↗ calls for the holding of two public

1:44:10 ↗ hearings which we held July 17th and

1:44:16 ↗ September 5th and then in talking

1:44:19 ↗ through where we were then you've heard

1:44:25 ↗ some public testimony tonight about

1:44:27 ↗ process and I'm going to take just a

1:44:29 ↗ second to say that this has been a

1:44:31 ↗ complicated process is complicated

1:44:34 ↗ because annexations don't happen all the

1:44:37 ↗ time because it got even more

1:44:40 ↗ complicated because we owned one of the

1:44:42 ↗ parcels and it got even more complicated

1:44:45 ↗ because we had two parties wanting to

1:44:47 ↗ potentially buy part of the property

1:44:49 ↗ that we own so we had a very complicated

1:44:52 ↗ conversation on September 5th the

1:44:57 ↗ landed with the city council not having

1:45:01 ↗ a past motion and so what we've done

1:45:04 ↗ since then has been try to nail down

1:45:06 ↗ some of the pieces about this proposal

1:45:11 ↗ in this agenda bill to make it easier

1:45:13 ↗ for the City Council to have a clearer

1:45:14 ↗ conversation about this and so one of

1:45:18 ↗ the things that has happened is the City

1:45:21 ↗ Council as you heard earlier adopted the

1:45:24 ↗ compact school standards and that is

1:45:28 ↗ important because as you know the school

1:45:31 ↗ district has asked to or has expressed

1:45:34 ↗ an interest in potentially purchasing a

1:45:36 ↗ piece of our property we have also

1:45:39 ↗ worked with the potential partner on our

1:45:45 ↗ partner on the Century Link Tod project

1:45:48 ↗ and so we also know the exact dimensions

1:45:50 ↗ of the parcel that we would like to be

1:45:54 ↗ zoned intensive commercial so the

1:45:58 ↗ administration's recommendation is again

1:46:02 ↗ this parcels and I apologize for the

1:46:06 ↗ numbering I noticed it after I did this

1:46:08 ↗ 1 2 3 & 5 so 1 2 3 & 5 this is the

1:46:12 ↗ property we own for 6 & 7 are owned by

1:46:17 ↗ Washington State Department of

1:46:19 ↗ Transportation what has been identified

1:46:22 ↗ so far is parcel 1 is the parcel that

1:46:27 ↗ we've talked about as part of our

1:46:29 ↗ transit oriented development project

1:46:31 ↗ parcel 3 is the potential elementary

1:46:35 ↗ school site if the council so desires

1:46:37 ↗ parcel floor has been discussed by our

1:46:40 ↗ engineering department as the potential

1:46:43 ↗ location for a new 297 zone reservoir

1:46:47 ↗ and then 2 5 6 & 7 I think at this point

1:46:52 ↗ we see as being permanent open space so

1:46:55 ↗ with that I'm going to stop talking and

1:46:58 ↗ see what questions you might all have

1:47:10 ↗ September fifth there was a meeting of

1:47:11 ↗ the PPC could you and they did look at

1:47:14 ↗ some of the questions related to this

1:47:17 ↗ item could you summarize for us what

1:47:19 ↗ happened in that meeting sure so as we

1:47:22 ↗ talked about and I've identified so as

1:47:27 ↗ we talked about the our CW's related to

1:47:30 ↗ annexation what it talks about is that

1:47:33 ↗ the city should the ideal is for the

1:47:37 ↗ city to have a land-use vision

1:47:40 ↗ established for an annexation before it

1:47:42 ↗ moves into annexation we did not have

1:47:45 ↗ that for the King County Island we we

1:47:49 ↗ identified it in the comprehensive plan

1:47:51 ↗ as being a potential annexation area and

1:47:55 ↗ something that we expected to come into

1:47:57 ↗ the city but we did not include any

1:48:01 ↗ [Music]

1:48:02 ↗ land-use direction on our land use map

1:48:05 ↗ and so what staff did is after

1:48:08 ↗ consulting with the city attorney we

1:48:11 ↗ went ahead and changed the agenda item

1:48:14 ↗ at the Planning Policy Commission to

1:48:16 ↗ have a conversation with them about what

1:48:20 ↗ would be the appropriate land-use for

1:48:23 ↗ the island to make a recommendation to

1:48:26 ↗ the City Council and so that was

1:48:29 ↗ included in the update of the agenda

1:48:31 ↗ bill so and I can talk about that if you

1:48:34 ↗ would like for me to talk about their

1:48:35 ↗ recommendation so because all of the

1:48:40 ↗ property is publicly owned currently we

1:48:43 ↗ own a parcel and and washed-out owns the

1:48:46 ↗ other parcels their take on it was that

1:48:50 ↗ they should make a recommendation for

1:48:52 ↗ community facilities for all of the

1:48:55 ↗ properties so we've we've when we talk

1:48:58 ↗ about zoning we actually talk about the

1:49:00 ↗ next layer down from that so within

1:49:02 ↗ community facilities there could be

1:49:04 ↗ community facilities facilities or

1:49:06 ↗ community facilities open space and

1:49:08 ↗ we've kind of debated back and forth the

1:49:11 ↗ appropriate designation for different

1:49:13 ↗ parcels within that community facilities

1:49:16 ↗ designation the only

1:49:18 ↗ nuance is the planning policy Commission

1:49:21 ↗ did not recommend commercial for what's

1:49:26 ↗ parcel one on this map and that was the

1:49:32 ↗ only place they differed from the

1:49:33 ↗ administration's recommendation the

1:49:36 ↗ reason why they did not identify or want

1:49:41 ↗ to support the commercial on parcel one

1:49:43 ↗ is because they felt like they did not

1:49:46 ↗ know enough about the transit oriented

1:49:48 ↗ development project to provide a a

1:49:54 ↗ different recommendation for that but

1:49:57 ↗ they recognized as part of their motion

1:49:59 ↗ that if the council had more information

1:50:02 ↗ or sod that differently that they

1:50:04 ↗ expected you guys to make that decision

1:56:42 ↗ bleed into this parcel a little bit as

1:56:50 ↗ standpoint as you come around this

1:56:52 ↗ corner of i-90 having more trees left in

1:56:55 ↗ this location seems an advantage from an

1:56:58 ↗ aesthetic perspective so we've been

2:00:45 ↗ city's process with regard to annexing

2:00:47 ↗ land into the city and selling that land

2:00:49 ↗ to others I advised most the resident

2:00:52 ↗ who had invited me before the meeting

2:00:54 ↗ and the attendees at the meeting that I

2:00:56 ↗ could talk about many things but there

2:00:58 ↗ were two items I could not talk about

2:01:00 ↗ those items were anything to do with

2:01:02 ↗ this agenda bill that was in front of us

2:01:04 ↗ this evening and that was discussed in

2:01:06 ↗ our first meeting in September with

2:01:08 ↗ regards to pre-annexation zoning for

2:01:10 ↗ King County and any parcel that the it's

2:01:12 ↗ across school district might be

2:01:13 ↗ interested in buying related to this

2:01:15 ↗ annexation they were fine with that when

2:01:18 ↗ someone at the meeting looked like they

2:01:20 ↗ wanted to comment on either of those I

2:01:21 ↗ asked them to stop and reminded them

2:01:23 ↗ that all seven council members or six

2:01:25 ↗ that are here this evening citizen this

2:01:27 ↗ issue and we need to decide on the same

2:01:30 ↗ body of information this was not an

2:01:33 ↗ issue for them at the meeting the topics

2:01:35 ↗ at this meeting were similar to

2:01:36 ↗ questions I get asked at most forms

2:01:38 ↗ while doorbell and also at neighborhood

2:01:40 ↗ gatherings I also subscribed to the

2:01:43 ↗ Issaquah daily blog an online blog which

2:01:45 ↗ recently posted a flyer on Friday issued

2:01:48 ↗ by the ASIC West cool district I saw

2:01:50 ↗ this on the blog and as far as I know

2:01:52 ↗ it's not part of the

2:01:53 ↗ submitted record for the public hearing

2:01:55 ↗ it was issued after the closing of the

2:01:57 ↗ public hearing and I'm not aware that it

2:01:58 ↗ contained any new information we as

2:02:01 ↗ council have also received numerous

2:02:03 ↗ emails from residents since our meeting

2:02:05 ↗ in September on these two topics

2:02:07 ↗ currently covered under the agenda bill

2:02:09 ↗ and the quasi judicial process I have

2:02:11 ↗ filed all these on my computer but have

2:02:13 ↗ not read these emails since the hearing

2:02:16 ↗ was closed I've reviewed my attendance

2:02:19 ↗ at community meetings and those

2:02:20 ↗ discussions I have had with residents

2:02:22 ↗ since our first meeting in September

2:02:24 ↗ with our city attorney I just wanted to

2:02:27 ↗ make sure that all these contacts were

2:02:29 ↗ appropriate during a quasi judicial

2:02:30 ↗ process I was advised today that they

2:02:33 ↗ were thank you

2:04:46 ↗ something different if they wanted to do

2:04:59 ↗ motion and make the same motion at a

2:05:37 ↗ all it means is that the motion has

2:05:40 ↗ failed and so the appropriate three

2:05:44 ↗ motions or options that I laid out for

2:05:47 ↗ you were one you could renew the motion

2:05:50 ↗ someone could make the same motion that

2:13:40 ↗ district is still going to proceed with

2:13:42 ↗ their own process and they've been able

2:13:43 ↗ to hear the majority of the board is

2:13:45 ↗ here this evening a variety of seriously

2:13:48 ↗ serious concerns related to lack of

2:13:51 ↗ school capacity erosion and slight

2:13:55 ↗ hazard concerns with the person we're

2:13:56 ↗ looking at access to hospital emergency

2:13:58 ↗ routes negative impacts on adjacent

2:14:01 ↗ neighborhoods and these all need to be

2:14:04 ↗ evaluated during their due diligence

2:14:06 ↗ process so if they are to come to the

2:14:08 ↗ city and make an offer on the property

2:14:09 ↗ there's a lot of concerns out there that

2:14:12 ↗ need to be addressed and just want the

2:14:14 ↗ public to know they will not be coming

2:14:15 ↗ back to Council to be addressed they

2:14:17 ↗ will be addressed at school board

2:14:18 ↗ meetings and worked through the school

2:14:20 ↗ board's community process I have asked

2:14:23 ↗ the council president whether or not it

2:14:26 ↗ makes sense since we we were the body

2:14:29 ↗ that received an enormous number of

2:14:31 ↗ comments both before and after the

2:14:32 ↗ public hearing closed whether or not

2:14:34 ↗ that information should be passed on to

2:14:37 ↗ the school district since we had

2:14:38 ↗ residents who are confused with the

2:14:40 ↗ process did not understand whether it

2:14:42 ↗ was our public hearing or the School

2:14:44 ↗ Board's public hearing to talk to and

2:14:45 ↗ they took the time and effort and energy

2:14:47 ↗ to write us to talk to us to stay late

2:14:51 ↗ into the evening and I want to make sure

2:14:53 ↗ that their voice is heard as this

2:14:54 ↗ process continues with the school board

2:14:57 ↗ so I'm I'm excited that staff and the

2:15:02 ↗ administration was able to present a

2:15:04 ↗ much clearer picture this evening and

2:15:05 ↗ I'm supportive of the proposal that

2:15:07 ↗ you've shown Thank You Stacy thank you

2:15:13 ↗ so

2:15:18 ↗ several things I want to talk about the

2:15:21 ↗ first one is the process actually the

2:15:24 ↗ first one is that Keith you buried the

2:15:26 ↗ lede about the the administration will

2:15:28 ↗ move forward with short plan on the city

2:15:30 ↗ parcel to create the four parcels as

2:15:31 ↗ shown in the map and the City Council

2:15:33 ↗ gets to decide that this is that was not

2:15:36 ↗ that process that procedure has not been

2:15:39 ↗ talked about but this has been I'll call

2:15:43 ↗ it a very tortured process and there's

2:15:45 ↗ several reasons for that number number

2:15:47 ↗ one is the the choice that was made that

2:15:52 ↗ this was going to be quasi judicial

2:15:54 ↗ that's a very difficult process it is

2:15:58 ↗ not the same as legislative where that's

2:16:01 ↗ 99.9% of our decisions are made

2:16:03 ↗ legislatively that and we can talk to

2:16:05 ↗ each other as long as we don't have a

2:16:06 ↗ quorum we can talk to the public as many

2:16:09 ↗ times as we want to and you know we're

2:16:12 ↗ just kind of free to discuss we don't

2:16:14 ↗ have the benefit of that we are hearing

2:16:16 ↗ each other's comments for the very first

2:16:18 ↗ time on set on September 5th and then

2:16:21 ↗ another round of comments from each

2:16:23 ↗ other tonight so that is a if you've

2:16:28 ↗ ever tried to make decisions almost

2:16:30 ↗ totally in the dark

2:16:32 ↗ yeah I know it looks awkward for you to

2:16:37 ↗ sit and watch us be so awkward because

2:16:40 ↗ it is very awkward and it's and I just

2:16:43 ↗ do not there was another way I think

2:16:45 ↗ there was another way but methought this

2:16:51 ↗ that's not the decision that was made we

2:16:55 ↗ also could have started this process

2:16:57 ↗ many many many months ago and not have

2:17:00 ↗ the school concept day lighted in July

2:17:03 ↗ both the district and city staff have

2:17:06 ↗ known about more details than the

2:17:08 ↗ council has known for a very long time

2:17:10 ↗ and so as we sit here it has felt to me

2:17:13 ↗ like we're trying to you know fix a put

2:17:16 ↗ a square peg in a round hole because it

2:17:19 ↗ hasn't been framed very well it hasn't

2:17:21 ↗ been explained very well and there are

2:17:24 ↗ going to be two very very important

2:17:26 ↗ council touches that

2:17:28 ↗ we haven't hadn't talked about and those

2:17:31 ↗ are I thought about this every single

2:17:34 ↗ day since September 5th so if anybody

2:17:36 ↗ thinks that this the that we don't take

2:17:39 ↗ our decisions seriously then you would

2:17:45 ↗ be wrong because these are very

2:17:47 ↗ important decisions I'm sure to all of

2:17:49 ↗ us including me I also think that the

2:17:54 ↗ messaging has been the wrong messaging

2:17:57 ↗ the message has been a please zone to

2:18:00 ↗ allow for a school that's not the right

2:18:03 ↗ message the message really is what the

2:18:06 ↗ district would like to do because of the

2:18:08 ↗ process where the district is in the

2:18:10 ↗ process

2:18:11 ↗ I watched the PPC meeting the 90 minutes

2:18:14 ↗ and I have a quote from Lisa

2:18:17 ↗ Callen that says exactly where the

2:18:20 ↗ district is in this process the district

2:18:23 ↗ has done and I'm and I listened to it a

2:18:25 ↗ few times and I was in communications

2:18:27 ↗ journalism for a long time so this is an

2:18:29 ↗ exact quote Lisa the district has done

2:18:31 ↗ extensive land searches for suitable

2:18:34 ↗ land that would be on the initial

2:18:36 ↗ checkbox list of what would be suitable

2:18:39 ↗ for the district to try to do a deeper

2:18:42 ↗ dive so what the district wants us to do

2:18:47 ↗ and what the city staff has asked us to

2:18:49 ↗ do is to Zone this in a way that allows

2:18:52 ↗ the district to continue to do the

2:18:54 ↗ deeper dive I think that's very very

2:18:56 ↗ important and that is different from

2:18:58 ↗ please Zone at CF F so this district can

2:19:01 ↗ build a school that's very different the

2:19:04 ↗ process going forward would be what

2:19:06 ↗ Keith mentioned and that is that

2:19:08 ↗ accounts of the city could and probably

2:19:11 ↗ will if this is passed start a short

2:19:13 ↗ plat process which is a subdivision code

2:19:16 ↗ 18 point 13 and because it's the city's

2:19:19 ↗ city owns the property the council gets

2:19:22 ↗ to decide happens to that property I

2:19:27 ↗ don't know when that would come forward

2:19:30 ↗ I don't know who would be sitting up

2:19:31 ↗ here and then the next step would be if

2:19:37 ↗ we get to that point where there is a

2:19:40 ↗ requested by the land then the council

2:19:42 ↗ has another touch and the council gets

2:19:44 ↗ to decide whether or not it wants to

2:19:46 ↗ sell the land to the school district at

2:19:50 ↗ whatever price has been negotiated so we

2:19:53 ↗ have two significant touches I am

2:19:58 ↗ because of that I I made the motion

2:20:03 ↗ because I support it and I'm comfortable

2:20:11 ↗ with that because of the touches that

2:20:13 ↗ have to come back I'm I also support the

2:20:17 ↗ tents of commercial because the city has

2:20:21 ↗ made some obligations already and there

2:20:25 ↗ are future decisions to be made about

2:20:27 ↗ that the city I think also has a survey

2:20:30 ↗ the Keith told PPC we also have definite

2:20:32 ↗ boundaries for that but different reason

2:20:35 ↗ we have obligations that we need to live

2:20:37 ↗ up to in terms of further exploring and

2:20:41 ↗ there is a potential huge grant that is

2:20:45 ↗ that needs to be applied for and unless

2:20:48 ↗ we show our good faith in in meeting our

2:20:53 ↗ obligations under the to mo use that

2:20:55 ↗ we've already signed then I think that

2:20:57 ↗ that project is dead in the water and I

2:20:59 ↗ don't want to see that happen

2:21:00 ↗ we've not taken a vote on any of that

2:21:02 ↗ but it needs to continue to move forward

2:21:35 ↗ day after the meeting I did ask

2:21:43 ↗ don't have an answer back yet

2:21:45 ↗ asked I do have concerns about the site

2:21:51 ↗ I have some of the concerns resonated

2:22:12 ↗ a deep in the middle of visco Highlands

2:22:14 ↗ and traffic is a concern and I think

2:22:17 ↗ traffic would be concerned at this site

2:22:19 ↗ as well that's not we're judging here

2:22:21 ↗ tonight I just but because there are two

2:22:24 ↗ more council decision making points

2:22:27 ↗ there you're going to get a lot of

2:22:28 ↗ questions I would imagine so like I said

2:22:42 ↗ I wanted to thank you for being so clear

2:22:46 ↗ process because that made me feel

2:23:22 ↗ process has been so incredibly difficult

2:23:28 ↗ seemed rushed and it's just not the way

2:23:32 ↗ that I would envision that we would we

2:23:34 ↗ would want I wouldn't want to go through

2:23:36 ↗ this again

2:23:41 ↗ planning I about the fact that that I

2:23:45 ↗ really do think that council and the

2:23:49 ↗ school board should be meeting more

2:23:51 ↗ than they are that would be important to

2:23:59 ↗ school board is is able to go forward

2:24:02 ↗ and do all of the deep dives and the due

2:24:05 ↗ diligence that they'll need to do

2:24:08 ↗ concerns that have come to us in in

2:24:12 ↗ terms of traffic and stability and

2:24:15 ↗ emergency access and all of that so I'm

2:24:19 ↗ I'm supporting this but this was just

2:24:22 ↗ really difficult to to get through very

2:24:26 ↗ complicated matter so and and the

2:24:28 ↗ quasi-judicial piece of it just just

2:24:31 ↗ made it harder to not be able to really

2:24:34 ↗ talk about that

2:24:36 ↗ on the on the flip side I also wanted to

2:24:39 ↗ mention that I feel comfortable with the

2:24:42 ↗ icy zoning that is for something that

2:24:48 ↗ will allow the trans transit oriented

2:24:51 ↗ development project to go through once I

2:24:53 ↗ heard that the PCC was they were talking

2:24:57 ↗ about that because they they hadn't had

2:25:00 ↗ a touch with that they hadn't had a

2:25:01 ↗ presentation we've had several and just

2:25:05 ↗ through my time on economic vitality I

2:25:08 ↗ would say that that's something that I

2:25:09 ↗ feel comfortable with so I'll be

2:25:12 ↗ supporting this motion thank you are you

2:25:19 ↗ ready to act Oh a couple comments thank

2:25:23 ↗ you just a reminder to for the record

2:25:29 ↗ and it's it's absolutely wonderful the

2:25:43 ↗ on the 17th and again on the 5th and all

2:25:49 ↗ think I want to commend people for

2:25:52 ↗ speaking out because all of us have

2:25:55 ↗ heard quite a few voices many for some

2:25:59 ↗ against all offering I think valuable

2:26:03 ↗ and in expand helping all parties

2:26:06 ↗ involved better understand the concerns

2:26:08 ↗ of the citizens so I think this process

2:26:11 ↗ since July has been has really changed

2:26:15 ↗ quite a bit and I'm really pleased what

2:26:18 ↗ I'm hearing tonight because this is the

2:26:22 ↗ this is kind of a stage that back on

2:26:27 ↗ September 5th I'd hoped to achieve back

2:26:31 ↗ then so I'm glad that the focus is now

2:26:35 ↗ back on doing what's right for our

2:26:39 ↗ community for our schools for our

2:26:41 ↗ families both now and into the future

2:26:44 ↗ and I will I probably will stand out as

2:26:48 ↗ a little bit different than the rest as

2:26:49 ↗ well at least those have spoken I I have

2:26:55 ↗ it this has been theirs many items but I

2:26:58 ↗ haven't really found this that confusing

2:27:00 ↗ I've understood what we are doing as I

2:27:04 ↗ I've known that annexation we've done

2:27:07 ↗ annexation before I know about the the

2:27:11 ↗ zoning restrictions we've we've covered

2:27:15 ↗ that stuff before it's I think it's been

2:27:17 ↗ through conversation the first proposal

2:27:20 ↗ actually isn't this there was community

2:27:24 ↗ facilities facilities back in July that

2:27:26 ↗ was presented to us where there is a

2:27:28 ↗ open space now we took the zoning off we

2:27:32 ↗ put it back on I think the council has

2:27:35 ↗ made this process pretty confusing but

2:27:37 ↗ their zoning there is there's the

2:27:39 ↗ question of annexation there is zoning

2:27:41 ↗ there's a potential subplot there's the

2:27:43 ↗ use of those it's related to the Tod

2:27:47 ↗ and we've also known that going forward

2:27:50 ↗ that this is there are other steps there

2:27:55 ↗ is potential sale there is due diligence

2:27:57 ↗ of the school district so I think those

2:27:59 ↗ have been out in front of us I'm glad

2:28:01 ↗ that we've had the more time I'm glad to

2:28:05 ↗ hear my colleagues coming around and

2:28:08 ↗ thinking that you know that's we can

2:28:10 ↗ make this work it's not a final this is

2:28:13 ↗ just a decision we're considering

2:28:16 ↗ kate's that our intent to move in a

2:28:20 ↗ certain direction but the final

2:28:23 ↗ conclusion has not been cast yet and so

2:29:09 ↗ doing here tonight by any means we're

2:29:11 ↗ just allowing the one step in a process

2:29:15 ↗ heard from many members of the community

2:29:17 ↗ there are a lot of concerns still with

2:33:03 ↗ did and we're glad we can I think we are

2:33:07 ↗ all glad that we can help make it easier

2:33:18 ↗ 20 30 year planning horizon but the

2:33:34 ↗ when a population is already here the

2:33:37 ↗ district is then it seems to me that

2:33:47 ↗ it very very difficult I also know that

2:33:52 ↗ you have as I understand it all of that

2:34:03 ↗ have a 11 an uncomfortable question and

2:48:46 ↗ a process that we go through we issue

2:48:47 ↗ the city issues in RFP those partners

2:48:50 ↗ end up submitting those request for

2:48:52 ↗ proposals for funding with a detailed

2:48:55 ↗ description of the project and then

2:48:58 ↗ there's a variety of staff that work

2:49:02 ↗ with you know very closely and directly

2:49:04 ↗ with those various agencies that receive

2:49:06 ↗ the funding and they do the evaluation

2:49:09 ↗ of the recommendations and they provide

2:49:11 ↗ that final recommendation to the mayor's

2:49:14 ↗ office which Fred and I then review with

2:49:17 ↗ that team for the final recommendations

2:49:20 ↗ so as part of that criterion that the

2:49:23 ↗ staff uses in scoring the applications

2:49:26 ↗ it meets these they look at these

2:49:29 ↗ various items so first of all furthers

2:49:31 ↗ the city's mission to support a

2:49:32 ↗ sustainable safe and vibrant community

2:49:35 ↗ the project strengthens the city

2:49:37 ↗ partnership to support the community

2:49:39 ↗ project provides organizational learning

2:49:41 ↗ development and mission completion the

2:49:43 ↗ project demonstrates compelling reason

2:49:45 ↗ to engage in city in capacity building

2:49:47 ↗ work

2:49:48 ↗ there's relevant technical managerial

2:49:50 ↗ and staff ability and capacity

2:49:52 ↗ demonstrated there's a strategy for

2:49:54 ↗ achieving and measuring impact provided

2:49:56 ↗ the applicant demonstrate outcomes and

2:50:00 ↗ strong performance and the costs are

2:50:01 ↗ detailed with good estimates and so

2:50:08 ↗ based on that criterion and that

2:50:10 ↗ evaluation the those projects were

2:50:14 ↗ evaluative with funding and so here's

2:50:18 ↗ the list the recommendation reflects and

2:50:22 ↗ I'll go through the mayor's

2:50:26 ↗ safety committee recommendations so that

2:50:28 ↗ you're aware so Artiste for maintaining

2:50:31 ↗ sustainability for the artis education

2:50:33 ↗ program there was a $15,000 request the

2:50:37 ↗ mayor's recommendation was $10,000 and

2:50:39 ↗ services committee also concurred with

2:50:42 ↗ that at $10,000 at work for staff

2:50:45 ↗ training and professional development

2:50:46 ↗ there was 20 sorry $18,200 requested

2:50:51 ↗ mayor recommended 15,000 and the

2:50:53 ↗ committee also recommended 15,000 Cougar

2:50:56 ↗ Mountain Zoo for computer hardware and

2:50:58 ↗ software upgrades there was a 17,500 $3

2:51:02 ↗ request with $5,000 from the mayor's

2:51:05 ↗ office recommended recommended and the

2:51:08 ↗ Services Committee following that

2:51:09 ↗ presentation from the zoo recommended

2:51:12 ↗ that the city increased that

2:51:15 ↗ contribution to $10,000 was a $5,000

2:51:18 ↗ adjustment Eastside baby corner had

2:51:21 ↗ requested 17,000 750 recommendation from

2:51:25 ↗ Mayor was 15,000 and 15,000 from the as

2:51:28 ↗ well from the Services Committee friends

2:51:31 ↗ at Lake Sammamish State Park there was a

2:51:34 ↗ request for $30,000 the previous funding

2:51:38 ↗ had been at 25,000 the mayor had

2:51:40 ↗ recommended 20 and then the Services

2:51:42 ↗ Committee

2:51:44 ↗ recommend in matching the original

2:51:46 ↗ request so that would been 30 $30,000 so

2:51:50 ↗ that's a $5,000 increase from this

2:51:52 ↗ year's funding level but it's $10,000

2:51:55 ↗ variance in our the city's funding wreck

2:52:00 ↗ the variant the the balance there

2:52:34 ↗ request was for 20 the recommendation

2:52:43 ↗ in the village theater which has kind of

2:52:45 ↗ been a for a newest club production

2:52:48 ↗ warehouse they when they originally

2:52:51 ↗ applied last year they kind of laid out

2:52:52 ↗ a goal for the city of about $100,000

2:52:58 ↗ can't give you a hundred what we do do

2:53:01 ↗ can apply for these funds on an annual

2:53:03 ↗ basis and so you know we would suggest

2:53:09 ↗ you can talk about it further that you

2:53:11 ↗ talked about is kind of a four year

2:53:12 ↗ arrangement that's $25,000 a year for

2:53:15 ↗ four years to meet that arrangement

2:53:21 ↗ recommendation again it was at $25,000

2:53:25 ↗ so this funds a little bit yes there's a

2:53:29 ↗ other one it says services a safety

2:53:45 ↗ couple questions last year regarding the

2:53:47 ↗ fund and what it's set up for now this

2:53:49 ↗ is a different fund and some of the

2:53:52 ↗ other funding the city provides to our

2:53:55 ↗ partners so the Human Services

2:53:57 ↗ Commission for example we offer Human

2:53:59 ↗ Services grants there's a full-blown

2:54:01 ↗ process and usually those programs are

2:54:04 ↗ with nonce with Human Services providers

2:54:07 ↗ that are providing a direct service to

2:54:09 ↗ whatever the clientele that they serve

2:54:11 ↗ at so we've got that pot of money

2:54:14 ↗ there's also the LTAC so even though

2:54:18 ↗ there weren't any grants awarded in the

2:54:19 ↗ past if it meets certain criteria and

2:54:21 ↗ there are some grants it could be

2:54:22 ↗ awarded through the LTAC committee that

2:54:24 ↗ meets those recommended awards the Arts

2:54:27 ↗ Commission is another option and a

2:54:29 ↗ couple of these agencies have gotten

2:54:31 ↗ funding through the Arts Commission for

2:54:34 ↗ different types of programs so there are

2:54:37 ↗ opportunities for some of these agencies

2:54:39 ↗ depending upon the program and what

2:54:41 ↗ they're proposing to get funding for

2:54:45 ↗ that other those other potential

2:54:47 ↗ programs so with that and I don't know

2:56:46 ↗ can't imagine any group that's been more

2:56:48 ↗ successful than the Friends of Lake

2:56:49 ↗ Sonoma State Park and they had asked for

2:56:51 ↗ an increase for additional hours for

2:56:55 ↗ their executive director because they

2:56:56 ↗ need those additional hours in order to

2:56:59 ↗ to grow and their needs there's a lot of

2:57:04 ↗ work that that executive director needs

2:57:08 ↗ to do to prepare for grants projects in

2:57:12 ↗ order to go out for donations and they

2:57:16 ↗ don't have enough time right now to do

2:57:18 ↗ that she doesn't have enough time right

2:57:19 ↗ out do that so those are the reasons

2:57:22 ↗ that those were and those amounts were

2:57:26 ↗ recommended to be increased and the

2:57:28 ↗ committee supported those three you know

2:57:31 ↗ and I guess the only other comment I

2:57:34 ↗ want to make maybe it's clear to the

2:57:37 ↗ council but not clear to the public is

2:57:40 ↗ that these are recommendations that go

2:57:41 ↗ into the budget and then we further

2:59:23 ↗ say we'd work with him over this next

2:59:25 ↗ year to see how we could maybe get them

2:59:37 ↗ replacement of the balconies wasn't yeah

3:01:11 ↗ for example or some capacity of the

3:01:14 ↗ organization so that was relatively new

3:01:16 ↗ I hope we don't make it just that but

3:01:19 ↗ one of the things I do see in the list

3:01:21 ↗ then is that it will by by changing the

3:01:23 ↗ process making an application and

3:01:25 ↗ remember one of the goals was from your

3:01:27 ↗ your tier staff team that recommended

3:01:29 ↗ this last year was that we might catch

3:01:33 ↗ some organizations that we hadn't before

3:01:36 ↗ and there's a number of them here so it

3:01:39 ↗ went through the vetting process and

3:01:40 ↗ through the council committee process so

3:01:43 ↗ I'm actually glad to see that because I

3:01:45 ↗ know that was we didn't know going in

3:01:46 ↗ whether or not we would continue to fund

3:01:49 ↗ the same or there'd be some change and

3:01:51 ↗ there's clearly the word is getting out

3:01:53 ↗ there and there's some change so I'm

3:01:55 ↗ really glad to see that I think that's

3:01:58 ↗ an indication to me that the process is

3:02:00 ↗ working through our intent was to get a

3:02:03 ↗ wider look at the needs of capital and

3:02:06 ↗ capacity building needs of more

3:02:08 ↗ nonprofits for so we can make a fair

3:02:12 ↗ meant of their application so it's

3:02:14 ↗ reflected in this list no yes I'm glad

3:02:22 ↗ to hear it seemed like a more more

3:02:25 ↗ organized process this year which is

3:02:27 ↗ nice because that's some of the concerns

3:02:29 ↗ from last year

3:02:30 ↗ and a couple questions through that did

3:02:37 ↗ you look back and did the Human Services

3:02:40 ↗ Commission look at these at all or you

3:02:42 ↗ just did services and safety and you I

3:02:45 ↗ mean your your city group and then the

3:02:48 ↗ service and Safety Committee correct

3:02:50 ↗ yeah so the Human Services Commission

3:02:52 ↗ doesn't look at these these are

3:02:54 ↗ different pot they look at the Human

3:02:56 ↗ Services Commission grants and that as

3:02:58 ↗ you may know we've worked for a long

3:03:00 ↗ time to get that up to like $10 per

3:03:02 ↗ capita funding which is kind of where

3:03:03 ↗ they're at now right and so then I guess

3:03:06 ↗ the the one of the advantages of this

3:03:09 ↗ type of funding in addition to our Human

3:03:12 ↗ Services Commission funding is to fill

3:03:15 ↗ those gaps really look at that in

3:03:18 ↗ comparison that what who and what

3:03:19 ↗ they're funding and sometimes there's

3:03:21 ↗ gaps that don't fit well under that

3:03:23 ↗ program that would fit better under this

3:03:24 ↗ program and the capacity kind of work

3:03:26 ↗ because the stuff there were that's a

3:03:28 ↗ lot more towards the service side maybe

3:03:30 ↗ and so that we'd want to look at how

3:03:32 ↗ these compare back to each other and

3:03:34 ↗ look at some of those gaps in in what's

3:03:36 ↗ being provided

3:03:37 ↗ because sometimes we'd see that so we

3:03:39 ↗ want don't want to have the same you

3:03:42 ↗ know organizations getting through there

3:03:44 ↗ and then comes through here and so we

3:03:45 ↗ want to look to get that broadened and

3:03:48 ↗ and hit those areas that that doesn't

3:03:50 ↗ hit so they these complement each other

3:03:52 ↗ and I'd better work so I hope that we're

3:03:58 ↗ looking back at that with the Human

3:03:59 ↗ Service Commission when they is they do

3:04:01 ↗ their process I think this year also all

3:04:03 ↗ right coming up to to just somebody to

3:04:05 ↗ go back and look at the two together and

3:04:07 ↗ how they line up and if there are other

3:04:08 ↗ missing places or not or how well we did

3:04:11 ↗ fill in some of those gaps

3:04:14 ↗ Mariah so I just wanted to echo both

3:04:18 ↗ council member Winter Stein and

3:04:21 ↗ comments about about this first of all

3:04:28 ↗ I'm I was really happy to see that there

3:04:31 ↗ were additional groups that were being

3:04:34 ↗ funded so I think some of the smaller

3:04:36 ↗ groups are starting to understand that

3:04:38 ↗ there that in terms of capacity building

3:04:41 ↗ that they would have an opportunity to

3:04:44 ↗ take a look at this I would want the

3:04:46 ↗ Human Services Commission and I I would

3:04:49 ↗ like a broader look across there I just

3:04:53 ↗ for example when I see that life

3:04:55 ↗ enrichment options was trying to do some

3:05:00 ↗ capacity building for example and was

3:05:03 ↗ not funded under this and was also not

3:05:05 ↗ funded under the Human Services grant if

3:05:10 ↗ I'm remembering that correctly from last

3:05:12 ↗ that we looked at that that my concern

3:05:16 ↗ is always both from the Human Services

3:05:19 ↗ Commission side and these Community Fund

3:05:22 ↗ recommendations that if there's a small

3:05:28 ↗ group that's doing great work but they

3:05:31 ↗ just don't have the money to have a

3:05:34 ↗ professional grant writing that their

3:05:36 ↗ grant writer that there may be losing

3:05:39 ↗ out on opportunities and I just want to

3:05:42 ↗ make sure and I know I know we're very

3:05:44 ↗ keyed into that but I just want to bring

3:05:47 ↗ that up as something additional to think

3:05:49 ↗ about and I would like to see a broad

3:05:52 ↗ view and comparisons when we're we're

3:05:55 ↗ talking about this it is really

3:05:56 ↗ important to have this in terms of

3:05:58 ↗ capacity building but just to take all

3:06:02 ↗ of that into consideration I think is

3:06:04 ↗ important

3:06:11 ↗ not quite sure we have the right

3:06:13 ↗ criteria laid out I'm a it wasn't in the

3:06:27 ↗ the request could have gone different

3:06:29 ↗ ways and I also think that there is so

3:06:31 ↗ much overlap with human services that I

3:06:34 ↗ think it's possible that we don't have

3:06:36 ↗ the right criteria for whatever this

3:06:38 ↗ Community Fund and I don't know what

3:06:41 ↗ that looks like right now but I think

3:06:43 ↗ that's part of the part of the issue

3:06:47 ↗ which I'll call some confusion about

3:06:49 ↗ what these different funds are for and

3:06:51 ↗ why we seem to have similar questions

3:06:53 ↗ year over year saying no further

3:07:01 ↗ questions all those in favor of

3:07:03 ↗ approving the 2018 community fund

3:07:07 ↗ council services Safety Committee for

3:07:48 ↗ some money on one day it's beautiful
