1:56 to the Republic for which it stands one
1:59 nation under God indivisible with
2:02 liberty and justice for all
2:12 moving now to audience comments citizens
2:19 comments are an important part of the
2:21 public process we take them seriously
2:23 and factor them into our into the
2:25 decisions that we make anyone from the
2:27 public who wishes to comment will have
2:29 the opportunity to do so who can
2:32 recognize when recognized please
2:35 approach the electron and speak into the
2:37 microphone state your name address and
2:39 relationship to the city please limit
2:41 your comments to five minutes and if you
2:44 have written comments please submit
2:46 those to the city clerk with that I
2:52 would ask if anyone has signed up to
2:55 speak yes Cynthia less bird

3:11 way and is a qualm my question to the
3:14 board is why do we have these public
3:16 comments I'm sure that it's because we
3:19 are mandated by the state or we wouldn't
3:21 be holding them or maybe it's to give
3:23 the public a false sense that the public
3:25 officials are listening to them whatever
3:28 the reason it appears to me that the
3:30 council members of this board do not
3:31 listen to the public comment and I would
3:35 venture to feel to say that the public
3:37 feels the same way why else are the same
3:40 people come to different meetings and
3:42 say the same thing obviously they feel
3:45 that there is no acknowledgement of
3:47 their words being heard I've been living
3:49 in issaquah for about a year and a half
3:51 and have attended quite a number of
3:53 council committee members meetings the
3:55 conclusion is that the residents of is
3:57 applause concerns are either not being
3:59 heard or not important enough to be
4:01 acknowledged after public comment I've
4:04 also concluded that the council gives
4:06 the appearance that their mind has
4:08 already been made up before the public
4:10 gets the voice on gets to voice their
4:13 opinion something that's very irritating
4:16 to me and I am sure to others in your
4:18 audience is the timekeeper now I realize
4:21 that you do not want to speaker who
4:22 talks all night but it seems that just
4:26 when a lawyer or a traffic expert is
4:28 getting into the substance of their
4:30 presentation the time paper chimes in
4:33 with 45 seconds to me this is saying
4:37 shut up and sit down it is rude and
4:39 distracting the Train of the thought of
4:41 the presenter many people who come in
4:44 front of this council need to explain in
4:46 layman's terms very detailed information
4:49 so that the board members and the
4:52 audience understand giving these experts
4:54 in extra minute would be kind
4:56 consideration at a past council meeting
4:59 the council claimed that they had a goal
5:01 to involve the public more mayor Butler
5:04 felt that the council had met that goal
5:06 but a council members stated that there
5:08 had not been any criteria to make a
5:10 basis against I agree that if a council
5:13 is going to create goals they need to
5:15 keep metrics and I believe a metric for
5:17 the goal to involve the public
5:20 be how many times a person comes in
5:23 front of the council with the same
5:24 information if they have to repeat
5:27 themselves then you have not met that
5:29 goal I would like to propose to changes
5:32 to your public comment process number
5:35 one instead of the timekeeper yelling
5:37 out the rest of the time the council
5:39 will it would invest in three light
5:41 bulbs or three large colored cards green
5:45 for go ahead and talk yellow for you
5:47 have one minute left and read it's time
5:50 to sit down after the five minutes the
5:53 timekeeper can interrupt the speaker by
5:55 thanking them kindly for their comment
5:57 number two after the mayor has closed
6:00 the public comment have him read a list
6:02 of the public concerns maybe a lion or
6:05 two description then put the concerns
6:08 out for council discussion the council
6:10 may not agree with the residents
6:12 concerns but the resident will go home
6:14 knowing that he or she had been listened
6:17 to oh thank you
6:27 I neglected to to say that other than
6:36 normal comments like we just heard
6:41 audience comments will be restricted to
6:44 the development agreement and not the
6:48 other item since the public hearing has
6:50 been closed so on any other subject that
6:54 you desire to speak on that is all right
6:58 unless it is directed to the development
7:07 agreement itself and for the previous
7:12 speaker thank you very very much for
7:15 those suggestions many places where I've
7:18 been they use the the red yellow and
7:22 green light as an indicator and we will
7:27 be considering your to suggestions
7:29 typically I don't respond to public
7:32 comments but in in this case there seem
7:35 to be quite a bit of emotion behind that
7:37 so thank you for bringing that to our
7:39 attention with that has anyone else
7:43 signed up to speak
7:49 I mr. Kapler thank you David coupler to
7:53 55 south east andrews street now I was a
7:56 little confused at what you just look we
7:58 can speak to the development agree you
7:59 can speak a little bit about it that's
8:01 what I thought that's what I was hoping
8:02 I was hearing thank you and thank you
8:05 for the council for the extra time put
8:07 in on this it's well worth it and I
8:09 think the agreement has been
8:12 significantly improved now admittedly
8:14 i've been a broken record and been
8:16 saying the same thing for a number of
8:18 meetings so i can understand some of you
8:21 know citizen concerns would be that he's
8:24 been saying the same thing for a long
8:25 time but we have got some great
8:27 resolutions on several of those topics
8:29 so thank you one of the topics is trails
8:35 now one is consent not develop we should
8:39 not need any of the hundred fifty
8:41 thousand dollars except for a couple of
8:42 signs and the trail corridor around on
8:47 city property around the vet hospital to
8:49 get from under the stinky bridge to the
8:52 state park trail that would be a very
8:55 simple matter would be great because we
8:57 get to stop the homeless in encampments
9:00 in there with all the garbage and the
9:02 fire issues that are concerned to the
9:04 state park as well as to the city and
9:06 there would be good good for the creek
9:08 actually to have a more involvement in
9:11 that area watching the creek then then
9:13 it is now one i know we want to pass
9:18 this tonight in its 187 pages or
9:21 something it seems like it would be a
9:23 reasonable thing to do is I get an
9:27 agreement between costco in the city to
9:30 kind of get this in a more workable
9:33 package the the people are gonna have to
9:37 deal with this potentially in your 29 or
9:39 your 30 deserve better then then the
9:44 package as it's been put together and
9:46 this kind of goes back to my
9:48 long-standing concern about everything
9:51 significant happen on development
9:53 agreements and how hard it is for staff
9:54 and the rest and citizens and the
9:56 council to have different code different
10:00 language and everything for
10:02 every four different developments so I
10:04 think getting together and cleaning up
10:08 this thing in a new document would be
10:11 great for the long term thank you is
10:17 there anyone else this evening desiring
10:19 to speak as Marsh
10:32 my name is Connie March I have a store
10:34 at 1175 Northwest Gilman boulevard suite
10:37 b 11 and it's Halloween I also live in
10:41 town so as usual the costco development
10:48 agreement was difficult as all the
10:50 development agreements are difficult and
10:53 we've had a lot of conversations in my
10:55 house about the concept of balance of
10:57 power and you have a small town and you
11:02 have very large corporation so one of
11:06 the things that happens and we Corrine
11:08 I've both seen happen in town so that
11:10 we've lived she at very large
11:12 corporations and they have tremendous
11:15 influence on towns and so that can be
11:18 great and if something happens it can be
11:22 awful and so when we read these
11:25 agreements and we think about it it's
11:27 like it's our community how do we ensure
11:30 that this very large corporation with
11:33 tremendous amounts of power can have
11:35 beneficial influence to our community
11:38 because we live our small lives talking
11:41 to each other and saying hi to our
11:44 neighbors and and having these minimal
11:46 interactions which actually end up being
11:49 some of the most powerful things you can
11:51 do in life how do you change a person's
11:53 day and I know I feel that that is just
11:58 as valuable as being an enormous
12:01 corporation now finances override
12:05 politics towns need money so when this
12:10 city decides it wants to make costco
12:13 such a large part of it it seems oh so
12:18 important to ensure that you don't lose
12:20 the community while you're negotiating
12:22 that agreement and it's very difficult
12:25 and I am very proud of the staff and
12:29 council members who've worked hard to
12:32 ensure that the community can get as
12:34 much as they can out of this agreement I
12:37 feel like Costco is getting like this
12:41 amazing bonus agreement
12:43 and the community is getting as much as
12:46 the city could do wanting costco very
12:51 hard negotiation so i want to say that
12:53 as painful as i am too many most of the
12:57 time i appreciate all the efforts they
13:00 go in to these complex negotiations and
13:04 the endless writing and trying to get
13:06 seven of you on a page I don't like the
13:13 feeling that we're going to do this to
13:15 anyone who comes to the table with large
13:17 amounts of money and that concerns me so
13:21 the next step is to try to figure out
13:25 how we're going to make the central
13:26 issaquah plan actually be which all said
13:30 you wanted it to be only a year ago or
13:33 adjust it to be something else that's
13:36 equally good but don't forget that you
13:39 committed to benefits for our community
13:41 in that plan because we said we would
13:45 agree to adopt this tremendous increase
13:48 in density that is being allowed and so
13:51 as usual I'm torn Costco's an awesome
13:55 company that can bring many things to
13:58 issaquah and my fear that issaquah can
14:01 lose its soul to this same awesomeness
14:03 so next step in my mind is to yet again
14:08 gather together and figure out how we're
14:10 going to combine the threads of all of
14:12 these things together to make an even
14:15 better community which is probably even
14:18 more complicated than this costco
14:19 development agreement so thank you is
14:25 there anyone else in the audience

14:37 evening seeing no one and audience
14:41 comments are closed and we will move to
14:43 agenda items there is one one item on
14:48 our agenda agenda bill 6780 costco
14:52 corporate headquarters development
14:54 agreement and sunset of a portion of the
14:56 Pickering place
14:57 Master site plan will begin with a staff
15:01 presentation and I see mr. Nevin
15:04 approaching the microphone
15:28 good evening mr. mayor City Council
15:31 Keith Niven with economic development
15:33 this evening we have our third meeting
15:36 to talk about the costco development
15:41 agreement in the major amendment to the
15:42 Pickering place master site plan just to
15:48 go through a slide that you guys have
15:49 seen a few times I'm going to try and
15:51 not duplicate all of the slides so
15:53 costco international headquarters 47
15:56 acres approx 700,000 square feet
15:58 developed under the Pickering place
16:00 master site plan what you have in front
16:04 of you this evening is an agenda bill
16:06 with two new documents the development
16:08 agreement itself has not changed but
16:11 there are two documents that were
16:13 included as attachments to the agenda
16:15 bill the first one the one on the left
16:17 is an updated memo of adjustments and
16:20 you can see the red lines that were part
16:23 of the previous discussion and the
16:26 update for october nine included some
16:29 additional green line edits that were
16:31 part of my presentation last last
16:35 council meeting the document on the
16:38 right which says exhibit b which is
16:40 actually exhibit H to the agenda bill
16:43 sorry about that what that has is three
16:47 columns it's a table it's multiple pages
16:50 and that represents the questions that
16:52 you guys asked following the last
16:54 council meeting the first column is your
16:56 question the second column is a
16:58 discussion of that question and the
16:59 third column is how it impacted the
17:01 draft development agreement and so what
17:05 you guys kind of came back to me with
17:07 following the last meeting is basically
17:10 there were 13 different kind of areas of
17:14 questions and clarifications that you
17:16 saw it and they're represented here in
17:19 this table a lot of conversation about
17:22 lease space and if the development
17:24 agreement should extend to leased
17:25 property some clarifications in exhibit
17:30 e which is defined terms and whether or
17:32 not those are in addition to the central
17:37 issaquah plan design and development
17:39 standards or do they replace things and
17:41 so we
17:41 clarified that there was a question
17:43 about precedence and whether or not the
17:45 interpretations and modifications that
17:47 would be that were proposed with this
17:50 development agreement could be used on
17:52 other central issaquah plan properties
17:55 we needed to add number for a section on
18:00 since sustainability was added number 12
18:04 we thought that one of the things that
18:06 would need to come back to the city
18:08 council would be if there were some
18:10 material changes to the sustainability
18:12 section since that was such an important
18:14 piece for the City Council number five
18:17 there was a question on one of the
18:18 interpretations and it really was not an
18:20 interpretation so we restructured a
18:22 section to be clear that that basically
18:25 buildings under 150 thousand square feet
18:28 would not go to the development
18:30 commission and that was not an
18:31 interpretation under this development
18:32 agreement that was actually what's in
18:34 the central issaquah plan there were
18:36 some questions about the tenth Avenue
18:38 sidewalk or pedestrian way trigger what
18:41 would actually get that to happen and
18:44 you know where we landed was because
18:48 there's some safety issues about putting
18:50 a sidewalk next to the gas station and
18:52 how that slip ramp works on tenth Avenue
18:54 we added some clear language about when
18:57 we would initiate a conversation with
18:59 costco about that issue and actually
19:02 look at some designs there was some
19:05 question about air rights and that's
19:06 relating to the sky bridge that goes
19:08 over lake drive there were some
19:12 questions about concurrency questions
19:14 about the density bonus floor area ratio
19:19 trail and as we heard from the public
19:22 earlier the trail has been brought up
19:24 basically at every council committee
19:27 development commission and city council
19:29 meeting sustainability was a big
19:31 conversation point at the last council
19:33 hearing and there was some conversation
19:36 about a revision to the land plan
19:39 looking a little bit closer at the
19:41 Development Commission recommendation
19:42 for views so so that's that's what you
19:45 guys brought up there's a couple small
19:50 changes that I wanted to go through with
19:53 you guys this evening one
19:54 was the sustainability exhibit which is
19:57 exhibit k and it was actually in the
19:59 back of that document on the on the
20:03 right-hand side which is exhibit sorry
20:06 for all the confusion on the exhibit
20:07 labels which was exhibit H it's a
20:11 sustainability basically exhibit to the
20:13 development agreement and what happened
20:16 late Friday was there were some edits
20:19 that were proposed by costco that we
20:21 tried to get in the agenda bill packet
20:23 and they didn't quite make it and really
20:25 there's there's three areas of substance
20:28 this is why you know I didn't feel
20:30 comfortable that this was just
20:31 grammatical changes or typographical
20:33 changes one was applicability where the
20:37 the language in the redline version of
20:39 the new exhibit k made it clear that
20:44 this would be applicable to new office
20:47 buildings the innovations would be
20:50 applicable to new office building so the
20:53 leadership and the technical innovation
20:55 would be new office buildings but then
21:00 it basically made a commitment that if
21:03 they did do a new retail space that it
21:06 would be lead equivalency you know and
21:10 that's that was new language that was
21:13 proposed and then the third piece was
21:16 that there was some additional language
21:18 added to the transportation management
21:21 plan and commute trip reduction program
21:23 that made a commitment for costco to
21:26 continue to work on those to improve
21:28 those over the lifespan of the
21:30 development agreement so those were
21:33 really the changes in the redline
21:35 version of the sustainability exhibit
21:40 and my hope is that you guys would
21:42 approve that redline version as part of
21:47 the development agreement this evening
21:48 the other changes there's one I listed
21:53 air rights and there was some
21:55 conversation this morning between the
21:59 city attorney and the attorney for
22:01 costco and the issue here is as you as
22:04 you remember from the land plan
22:07 that shows the new buildings and
22:09 Development Commission allowed for one
22:12 sky bridge to cross Lake Drive and the
22:16 issue with this is that because Lake
22:19 Drive will be a public right away the
22:22 tool that we have to allow for a private
22:25 structure to cross or to be within the
22:28 right away is a special use permit and
22:32 the issue with that is that's a
22:34 renewable permit for the city and you
22:37 know if you can think about the risk for
22:41 any developer to build a permanent
22:44 structure across right away and have to
22:50 count on the city renewing that permit
22:52 every year it poses an issue and so what
22:56 we started to work through today I think
22:58 was an alternative way to get that to
23:01 happen so I don't think there's any real
23:03 changes of substance it's just the tool
23:06 by which we permit it was kind of what
23:10 was a piece of conversation today and I
23:13 wanted to make you aware of that and
23:15 then I'm going to go ahead and jump into
23:19 this one now since I'm on other changes
23:21 so councilmember poly has asked hoops
23:28 not that one
23:35 let me let me reorganize here and focus
23:44 there we go sorry about that I'm
23:47 technologically challenged sometimes so
23:49 so I'm going to scooch it back down a
23:52 little bit sorry for that so this
23:54 diagram which shows the land plan and as
23:59 you can see I can't do that as you can
24:02 see those those dashed lines in in
24:05 between the buildings we're really
24:07 intended to be connections so these are
24:13 basically walkways in between the
24:18 buildings which would connect this is
24:19 the creek trail on the east this is Lake
24:22 Drive in the middle and then this is the
24:25 pond trail on the west side and because
24:30 of the way this was graphically
24:31 represented their leaves some ambiguity
24:35 on whether or not those east-west
24:37 connections actually connected to the
24:40 north-south non-motorized facilities and
24:44 so because there was that ambiguity and
24:48 we talked this through with costco and
24:51 they're okay with this edit we're
24:53 suggesting an edit tool and plan
24:55 condition number one and what it would
24:58 say is and i can read a little bit of it
25:00 to you is it's a concept so it says
25:04 however the three east-west connections
25:06 at building ends will provide pedestrian
25:09 connections to the north-south public
25:11 facilities and that's the sidewalks and
25:13 bike lanes and the PPO a which is
25:15 pickering place owners association
25:17 facilities and that's the trail pond and
25:19 Creek Trail so it's really just adding a
25:21 clarification that that that those non
25:25 vehicular access ways are actually
25:28 connected so the east west and the
25:30 north-south they all connect each other
25:31 so if you're walking through the campus
25:33 that there's a way for you to get kind
25:36 of around without running into a fence
25:39 or a hedge or some other kind of
25:42 impairment
25:52 okay um so that's it that's that's all
25:57 I've got for tonight I'm how do i
26:03 remember martes Thank You mr. mayor
26:05 where I'm sorry in which exhibit was
26:08 that language clarified the language you
26:13 just discussed I'm a little murky so I'm
26:17 going to look to my partner in crime
26:19 here just in case I described this
26:20 incorrectly so the development
26:24 commission's recommendations so that's
26:26 Development Commission recommendation
26:27 number one condition number one from the
26:30 development Commission's recommendation
26:34 since it's not any of the edited
26:38 language it was not part of any of the
26:41 exhibits this evening so it goes back to
26:44 the it's part of the land plan so it's
26:48 part of the actual development agreement
26:50 without edits so so the original
26:54 development agreement appendix D Exhibit
26:59 D is the land plan the land plan has a
27:02 staff report associated with it the
27:04 staff report has those conditions
27:05 included with so so it is part of the
27:11 exhibit a from the october sixth council
27:17 meeting agenda bill packet but it is not
27:20 in Exhibit A in the packet that we have
27:23 in front of us that so I'm going to look
27:25 to the city clerk because I don't know
27:26 the answer that so was there an exhibit
27:28 a development agreement I assume there
27:30 was since there was 187 pages in the
27:32 packet tonight yes it was the same
27:34 document that was provided at the
27:36 october six mo k so it exhibit a okay so
27:39 sorry for that round about John's but
27:42 we've been doing what I was confused
27:44 about is my understanding is that the
27:46 sustainability language would
27:48 potentially if the council chose BIA be
27:52 an amendment to the bill that's in front
27:53 of us but what you just described does
27:55 not require any sort of amendment on the
27:57 part of counsel I would ask that the
28:00 council so this is a change to the
28:06 so exhibit a to change to exhibit a to
28:08 incorporate a modified condition one
28:12 from the development commission so it
28:14 witting it would it would need the
28:16 council to include that if the council
28:19 so chose to include that this evening as
28:22 another amend as an additional amendment
28:25 beyond the sustainability amendment did
28:28 that make sense yes so what you the city
28:33 will be requesting to amendments to the
28:35 bill that is in front of us yes sir do
28:38 you have a hard copy of that second
28:40 proposed amendment I do would you like
28:43 it yes I would I can take it i guess you
28:47 of course you have a hard copy because
28:48 you showed it up on the screen thank you
28:56 very much
29:00 so now is time for council discussion
29:06 councilmember Milligan at this time I
29:10 just like to ask a process question
29:12 responding to dim Kepler's comment
29:14 earlier keith could you help me
29:16 understand what the in this follows up
29:19 on tolas comments too and what condition
29:22 is the document now and how does it get
29:26 to its final condition before when it
29:28 gets recorded so what we do is we keep
29:34 track of all of these revisions that you
29:39 guys are boating on so that's why it was
29:42 important to try and get it down to one
29:43 document but we ended up with a couple
29:45 so what staff will do after council
29:48 takes action on this assuming you
29:50 approve it if you don't approve I'm not
29:52 gonna do anything but if you do approve
29:53 it what we will do is feed all those in
29:57 and then we will review that with costco
30:00 because both parties will need to agree
30:02 that that these edits all get put in and
30:05 then once that happens then the
30:07 development agreement gets signed so at
30:09 the end of the day the sign development
30:12 agreement the Gwen gets recorded on the
30:14 property has all of these edits
30:16 incorporated into it did I answer your
30:21 question thank you and I was just
30:24 looking and I just not getting there
30:26 fast enough about which party on the
30:29 city whose science who reviews it and
30:32 signs it at that stage here so you guys
30:35 direct the mayor to sign the development
30:37 agreement on behalf of the city other
30:42 discussion or questions
30:55 sir mayor our would be the right time to
31:00 entertain a motion it certainly would
31:01 all right well then I would like to move
31:04 to approve resolution number 2014 dash
31:09 1818 approving the master site plan
31:11 amendment for the Pickering place master
31:14 site plan second and moved and seconded
31:21 and I am assuming that it Oh questions
31:30 or discussion on the on the resolution I
31:39 have a following question for mr. Niven
31:42 am I correct that the two proposed
31:44 amendments that the city would like us
31:45 to entertain is actually for the second
31:47 motion should we should we pass the
31:51 first motion yes you are Thank You
31:57 counsel is there anyone desiring to
32:01 speak at this time or are you ready to
32:03 act all those in favor of guess no just
32:15 the message that I got a site plan okay
32:17 we'll get to the development agreement
32:19 I'm assuming just a little bit later all
32:23 those in favor of approving resolution

32:26 approving the master site plan amendment
32:29 for the Pickering place master site plan
32:31 signify by saying aye aye those opposed

34:11 unanimously and mr. mayor I have one
34:13 more amendment pursuant to the
34:15 conversation that we've just been having
34:17 and forgive me I was attempting to my
34:20 I'm having internet problems so the the
34:22 revised language that was discussed and
34:25 was shown on the screen and was entered
34:29 or was presented by staff is to modify
34:32 wit section its development commission
34:35 recommendation number one on the land
34:37 plan which is Exhibit A to the
34:40 development Exhibit D to the development
34:41 agreement all right see if I can do this
34:46 I move that we amend the development
34:50 condition Development Commission
34:53 recommendation number one which is an
34:56 exhibit d of the land plan to include
34:59 the language as specified earlier
35:01 however the three east-west connections
35:03 building ends will provide pedestrian
35:05 connections to the north-south public
35:07 facilities sidewalks and bike lanes and
35:09 pickering place or PPO a facilities pond

36:11 You mayor and Thank You tola I wanted to
36:14 take an opportunity to reflect on this
36:18 experience we've been so embroiled in
36:23 let's use a juicy juicy verb it's been
36:27 an honor to work on this and I've truly
36:30 felt I know everybody else has to to
36:33 work on it on behalf of the city of
36:34 issaquah but of course it's on behalf of
36:36 a greater body is for the state of
36:38 Washington it's it's such a big project
36:40 that it's it I have often had to pinch
36:43 myself and think is this really what
36:44 we're working on so in that way I've
36:47 really enjoyed it but it's been a lot of
36:50 hard work and I want to thank the staff
36:52 especially in the administration your
36:55 leadership mayor and all of everybody
36:57 here extra time you said we had these
37:00 three meetings for the City Council but
37:03 indeed that's just a small piece of the
37:05 efforts that everybody is put in and I
37:08 felt that my concerns were well attended
37:10 to and I want to say that very clearly
37:13 every time I had a question it was
37:15 responded to with sincere
37:17 and thoroughly I also wanted to make a
37:21 point that I had two big things going
37:25 into this that I wanted to do and I
37:27 think that both things were accomplished
37:29 i'm very happy to say one was to limit
37:31 the development agreement so that our
37:33 central issaquah plan and the code of
37:35 city of issaquah could could carry the
37:38 day and only put things in the
37:39 development agreement that needed to be
37:41 there and i think the staff showed a lot
37:43 of restraint in that and another thing
37:45 was to assure that the development
37:47 agreement would stand alone another
37:49 thing about pinching yourself when
37:50 you're working with somebody like Costco
37:52 who's such a great partner and a great
37:54 employer for our neighbors and in a
37:56 great place to shop is that this
37:58 development agreement goes with the land
38:00 and it has to be good with that agreed
38:03 arrangement whoever may be implementing
38:07 it 20 years from now so I felt that the
38:09 staff worked very hard to fulfill that
38:12 and and after accomplishing those big
38:16 things there are three main things that
38:17 I enjoyed that we accomplished one was
38:20 providing our best employer an
38:22 opportunity to grow in Central issaquah
38:25 it's great it establishes a team to
38:29 improve and expand our transportation
38:32 capacity in the north issaquah and
38:34 finally finally tonight it creates the
38:39 ped connections that we need in North is
38:42 aquatic connection to the park the there
38:47 are other issues that we didn't get to
38:48 address such as in the transportation
38:52 plan to address the needs of a party in
38:55 the room especially I'm Randy bass but
38:57 I'm confident this isn't something we're
38:59 dealing with today but I'm confident in
39:01 our city that we will attend to that
39:04 with honor and and fairly deal with
39:07 those other issues that are just around
39:09 the edge of this development agreement
39:10 so I'm confident in that tube and I
39:13 wanted to just close with expressing my
39:16 support for the development agreement to
39:18 paint costco where is up there the
39:20 smiley face is sitting there to work
39:23 with us it was great to work with you
39:25 and thank the staff Lucy Keith everybody
39:28 who spent those countless hours tell
39:30 your family or
39:31 almost on your way home and I look
39:33 forward to working with costco and
39:34 implementing this and bringing this to
39:36 our city Thank You councilmember poly
39:40 nicely said Oh kinda hard to follow um I
39:45 just wanted to quickly apologize for
39:49 missing last week's meeting but was glad
39:52 to get back early last week in a game
39:56 pick up on the conversations that have
39:57 been going on for months and months with
39:59 staff and other people on the council
40:01 about what's going on with the agreement
40:03 what do we want to see what I ended up
40:05 with last week was there were several
40:08 things that were still on on the on the
40:10 table that we're concerning to me and
40:12 I'm happy to say that that they're
40:15 resolved and I like the way it worked
40:17 out I was very concerned about the
40:19 agreement following the land and worried
40:22 that if we were to exceed the amount of
40:26 land that costco currently owns and
40:29 wants to have under the development
40:30 greement and costco wants to lease we
40:32 could unintentionally it build out find
40:34 ourselves with an entirely commercial
40:36 area on the north side of the city and
40:37 that was not ever the intent or vision
40:40 of the plan and that language has been
40:42 tightened up in this version and I
40:43 thought that that's that's a great
40:45 outcome the other issue was I was
40:49 concerned that we wanted to make sure
40:53 that now that we've committed to this
40:54 vision of density that we get the
40:56 density that we're asking for on the
40:57 floor and another thing that was added
40:59 in this version of the agreement is that
41:00 all the new structures will meet the
41:03 minimum far that is required in this
41:05 area so again I was very pleased that
41:07 that language was changed my last two
41:10 things are probably the most important
41:12 to me and and nine and did a good job of
41:15 thanking everybody but I just want to
41:17 come back to the public that has showed
41:19 up at our committee meetings and our
41:21 council meetings and hammered it into
41:23 our heads including my neighbor who's
41:25 not here tonight that we need to make
41:28 this trail system work we really do are
41:31 your neighbors yes you're actually we
41:33 need to make this trail system work we
41:35 need to connect this area it needs to be
41:37 walkable it needs to be multimodal and
41:39 I'm happy with the changes that were
41:42 proposed in the ax men
41:43 tonight so Keith thank you very much
41:44 you're actually was working on that
41:45 today at about four-thirty I think so
41:48 that's great and the last one is the
41:52 development commission expressed some
41:54 concerns about views and I took the
41:56 heart some of the comments i got from
41:59 lucy this week when we met for two and a
42:01 half hours one morning about view
42:04 preservation and view corridors and
42:07 consideration of some of the development
42:09 commission comments and I then drove
42:13 through that area game with some of
42:15 Lucy's thoughts in mind and there's it's
42:20 amazing to me how beautiful that
42:23 campuses costco has done a wonderful job
42:26 with beautiful architecture and
42:27 wonderfully place buildings nice
42:29 amenities all around and the backdrop to
42:32 that is the beautiful hills we are so
42:34 lucky to have costco in our town and
42:36 costco is lucky to have such a beautiful
42:39 campus surrounded by green health I'm
42:41 hoping that condition to as recommended
42:44 by staff which is a justement to what
42:46 Development Commission said honors that
42:48 that peekaboo views are important I've
42:51 vistas are important I've been here for
42:54 20 years and I still kind of guessed
42:56 sometimes when I'm driving around town
42:58 so you have a chance with the design of
43:01 building number four to really play off
43:04 of that and I really encourage you to do
43:06 it so very excited about where we've
43:09 ended up Thank You councilmember martes
43:13 Thank You mr. mayor Mary Lou stole my
43:16 thunder I really wanted to get that
43:19 community pieces well obviously staff
43:21 and costco have had worked hard to
43:23 address the concerns that have come up
43:26 in this council but also a lengthy
43:29 process and landon shore if you're not
43:31 familiar with this whole process the
43:33 reason that i made this motion is that
43:34 this bill came through landon shore and
43:37 you know but the public sometimes sees a
43:39 council that oftentimes doesn't have a
43:42 lot of debate if we don't have debate in
43:46 this chamber it's hopefully because the
43:49 tough issues have been hammered out in
43:50 in committee and I I always want to take
43:52 a chance to or take the opportunity to
43:55 encourage
43:55 to come to those committee meetings and
43:58 and I don't want to say that I would let
44:00 someone talk indefinitely but in landing
44:02 shore it's a different kind of
44:04 environment and so we don't we don't
44:07 have any sort of a buzzer or timer and
44:09 usually people people do a good job of
44:12 not yeah they do a good job of that so
44:16 the community had a large engagement in
44:19 this and let me pick a particular issue
44:21 that that really was heavily addressed
44:24 and land in Shore one of the there were
44:26 a couple issues that were really
44:27 important to me one of them was
44:29 precedents and making sure that this is
44:31 not automatically the new the new de
44:33 facto standard for future developments
44:35 development agreements in the community
44:37 and because of that concern some of the
44:40 language was was changed in a way that I
44:41 believe will make it more clear and will
44:43 provide future councils with an
44:46 understanding of what we agreed to here
44:48 today if we should choose to to pass
44:52 this development agreement the second
44:54 though was sustainability and anybody
44:56 who has heard me get worked up about
44:59 sustainability I won't i won't do that
45:01 right now but suffice to say the
45:03 language that we have in front of us
45:04 today is very different than the
45:05 language that we had when last we were
45:07 at Landon shore and it's because the
45:09 process brought forward how critical
45:12 this was for the city costco has has
45:14 always had has had a long-standing
45:16 commitment to sustainability and
45:18 everybody understood that but we also
45:20 understood that it is such a key part of
45:22 our city that we needed to reflect that
45:24 strongly in this bill and is the
45:26 language as strong as some people would
45:28 like probably not but it is i assure you
45:30 very different and you can go back and
45:32 look at old council packets if you if
45:34 you don't believe me so i am very
45:36 excited about this i am very excited
45:38 about our re committing our enthusiasm
45:43 for costco and costco ria it reinforces
45:47 as immunity everybody knows that my two
45:50 big things our workforce housing and
45:51 living wage jobs workforce housing is
45:53 already coming to the valley living wage
45:55 jobs we will have more of those as a
45:58 result of this agreement so i'm very
45:59 excited this evening Thank You
46:02 councilmember share Thank You mayor just
46:05 go down the line I guess uh so I I
46:08 wasn't exact
46:09 sure what I was going to say coming in
46:11 tonight but the general impression that
46:14 I got from the amendments between where
46:16 we were before and where we are to our
46:18 tonight is very positive and that that
46:22 trend in the right direction for me is a
46:25 very good thing so I put together a few
46:28 thoughts on this particular occasion
46:31 given the the scope of this agreement
46:34 and the fact that it's it's really a
46:35 very very big deal for issaquah and for
46:38 costco first it ensures that a major
46:41 employer remains an integral part of our
46:43 community it ensures that for years to
46:46 come when people around the country and
46:48 around the world speak of costco it will
46:50 be in connection with the words quote in
46:53 issaquah washington-based corporation
46:55 now I want to turn specifically to the
46:58 two issues I raised last week
47:00 transportation and sustainability I'm
47:03 satisfied and I now understand to the
47:06 extent a non engineer can the
47:10 methodology in the traffic analysis and
47:13 I greatly appreciate the help of Sheldon
47:15 Lynn our public works engineering
47:17 director and torsten Lee now our
47:19 consultant who walked me through a lot
47:22 of that during a conference call and
47:24 what's clear to me apart from the
47:27 methodology is that we're going to face
47:29 more congestion some of that congestion
47:31 is going to be offset by improvements to
47:34 lake sammamish parkway and the Pickering
47:36 development but perhaps a continued rise
47:39 in delays and headaches and frustration
47:41 will finally push us towards the front
47:43 street interchange improvements and the
47:45 over crossing that we desperately need
47:48 one lesson I've taken away from this
47:50 discussion is that the type of mega road
47:52 projects like the North s Sukhois
47:54 roadway network cannot be done without
47:56 significant private participation either
47:59 voluntarily like costco's contribution
48:02 or involuntarily like the Li d we had
48:04 originally planned to build the extra
48:06 capacity I firmly believe the city needs
48:09 to refocus how our transportation is
48:11 managed and take a page from the former
48:13 NASA playbook of smaller faster and
48:15 cheaper to that mantra I would add the
48:18 word innovative now this is something
48:20 the city can do
48:23 this leads to my other topic which is a
48:25 paramount concern for environmental
48:26 stewardship i'm glad that costco has
48:30 heated our call for new appendix to this
48:32 agreement that we see tonight a tangible
48:34 demonstrable energy efficient and
48:37 forward-thinking development plan fits
48:40 within the character of our city my
48:43 enthusiasm is somewhat tempered however
48:45 because i personally believe the
48:47 provisions of exhibit k could go further
48:49 i remember it was last year that the
48:51 president singled out costco as a leader
48:54 on the two other legs of the
48:56 sustainability stool which are economic
48:58 and social sustainability he said quote
49:00 will need our businesses the best in the
49:03 world to set an example by providing
49:05 decent wages and salaries to their own
49:07 employees and i'll highlight the ones
49:09 that do just that companies like costco
49:12 which pay good wages and offer good
49:14 benefits end quote yes costco is
49:17 agreeing to a technology and a
49:20 leadership innovation as they're called
49:21 in the agreement but when it comes to
49:23 the third leg of the stool environmental
49:26 sustainability wouldn't it be great if
49:28 costco said you know we only agreed to
49:30 one of each of these things in writing
49:32 but we're going to step ahead we're
49:34 going to go above and beyond and we're
49:36 going to perhaps do two or more options
49:38 on this list i would point out that
49:40 nothing in this Agreement prevents
49:43 costco from doing better or more than
49:45 what we have discussed costco can show
49:49 not just our city but other top
49:51 businesses how to create a campus that
49:53 is not just another 20th century office
49:55 park this is something that you costco
49:58 can do now some may ask where is the
50:01 housing in all of this where is the 21st
50:04 century vision the central area plan
50:06 well i would say on one hand you could
50:10 look at it is perhaps these things are
50:11 left for future development i think that
50:14 viewpoint is ultimately self-defeating
50:15 because it just passes responsibility
50:18 for fulfilling the central area plan and
50:20 reaching our urban growth targets to
50:22 others who in turn might pass that
50:24 responsibility down the line and pretty
50:26 soon we have nothing like the dreams we
50:28 work so hard to conceive but on the
50:30 other hand there is a vision in this
50:33 development agreement and the vision is
50:35 for a vibrant or
50:36 urban corporate campus that will enhance
50:39 the value of our community and what
50:42 citizens can look at and say this is
50:44 something for us as it's a cual
50:46 residents and for the region and for our
50:48 state to be proud of so let's look at it
50:52 as glass half full going into this with
50:54 open arms and open eyes in some as I as
50:57 I view this proposal overall today is a
51:00 great day for issaquah and today is a
51:02 great day for costco this agreement has
51:05 my vote but my sincere hope is that the
51:08 days to come for both of us as we serve
51:10 our respective citizens and customers
51:13 are not just great but legendary this is
51:16 something that we together as partners
51:19 can do thank you I also remember barber
51:25 Thank You mayor as we work our way down
51:29 the Dyess here I was the one that spoke
51:31 last week in regards to the fact that I
51:33 was ready to move forward with the
51:35 decision on this last month or excuse me
51:37 last week I think there's been some some
51:40 wonderful changes to this particular
51:41 piece in and to me a couple of them the
51:44 first one is is the the bike and ped
51:47 trail connections that we see that was
51:49 wonderful to see that it was defined
51:51 more clearly than it had been and it's
51:53 not sort of just sell ambiguity out
51:56 there but there is some definition to it
51:58 and along with that definition comes a
52:00 time line attached to it so that
52:01 timeline i believe the fact that there
52:04 is a recommendation in there that
52:06 they're within 12 months there will be a
52:08 meeting to discuss the alternates and
52:10 how this is going to be working forward
52:13 the other piece that i thought was a
52:15 nice addition a very important addition
52:17 to this final document was conversation
52:20 in regards to the sustainability
52:21 additions and they're all represented
52:23 within this document and we've heard
52:25 some of them so i don't need to step
52:27 further into detail on those costco's
52:30 have have been for as long as they've
52:33 been with us a fabulous community
52:36 partner they've supported so many
52:38 different activities and elements within
52:39 our community and I all know they will
52:41 continue to do that that's just the way
52:44 they do business and it's fabulous to
52:46 have a corporate a very large world Norn
52:49 corporate entity coming to our
52:51 community that we know will continue
52:53 with those corporate responsibilities
52:56 and their involvement in our community
52:58 so I am now really ready to move forward
53:02 with this Thank You councilmember
53:06 Goodman thank you so I don't know how I
53:10 cannot repeat some of the wonderful
53:12 things that my fellow council members
53:15 have said um I just have to say wow this
53:19 really is a big deal and I am thrilled
53:22 to support this it really is quite a
53:24 statement that not only costco is making
53:27 but also that this council is making we
53:30 look at this as a 30-year development
53:32 agreement but really what we have in my
53:34 view is essentially a permanent
53:36 relationship and that's very exciting
53:37 because as we've already heard costco is
53:41 a provides good jobs at good wages a
53:44 very very well respected employer also
53:47 very well respected for their
53:48 involvement and commitment to our
53:50 community like my fellow council members
53:54 have mentioned all of my questions and
53:56 concerns have been addressed and
53:58 answered satisfactorily my top three
54:02 were these are my only ones but my top
54:06 three were a stormwater I was not happy
54:09 with the initial storm water provision
54:10 in the agreement pedestrian access on
54:13 temp was another big one for me and then
54:16 the trails issues that we've heard a lot
54:18 about and those have all been adjust
54:20 very nicely in the DA and I really
54:21 appreciate all the hard work on those I
54:23 want to follow many of the comments and
54:26 thank everybody who was involved it's
54:29 been quite an interesting process I want
54:31 to thank the staff I know you've just
54:33 really really worked hard particularly
54:35 the last couple of three weeks it seems
54:37 to me like round the clock and costco
54:40 for all your attention to all of the
54:43 questions that everybody had i thought
54:45 you're very thoughtful and all of your
54:47 responses in the way that you tried to
54:50 deal with our issues thoughtfully but in
54:52 a way that also of course made sense for
54:55 you and my fellow council members who
54:58 worked very hard and also i want to also
55:01 like council member Polly mention the
55:03 public those
55:04 a few folks who came to all the meetings
55:06 and really helped us understand what the
55:12 community really thought was important
55:14 in this agreement and that was very I
55:16 think very important to help to helping
55:18 the whole process the process was not
55:20 ideal and I think the reason that it
55:23 wasn't ideal was because of the timeline
55:25 and which didn't I think allow initially
55:28 everybody to do their best work not
55:30 staff not counsel not costco which
55:33 really is what in my opinion
55:35 necessitated the extra week which Wow
55:38 gave us a lot that extra time what a
55:41 difference that made so I appreciate
55:43 that at the end of the day I'm really
55:46 really proud of this agreement and I'm
55:49 really even more proud that costco has
55:51 chosen to be in issaquah for the long
55:55 long term so thank you costco council
55:59 president winter signs thank you I
56:01 assure you all the talented speech
56:03 makers have already spoken because
56:07 there's really nothing of substance that
56:08 I can add regarding this agreement that
56:10 hasn't already been said about there's
56:11 nothing I can add about the effort that
56:13 staff and the community and costco and
56:16 others have put into it I can't add I
56:19 echo and I read then I repeat all of
56:22 that I do want to add one thing is I'm
56:25 extremely proud of this council it is
56:29 tough to be looking at a deadline with a
56:32 document of 180 pages and really believe
56:36 that you are fulfilling your prime duty
56:39 as an elected representative the people
56:41 of issaquah and are doing the right
56:43 thing you know for the citizens and we
56:46 came here last week and it wasn't easy
56:48 but we wrangled another week out of this
56:52 and everybody the people sitting here
56:57 with me responded fabulously they were
57:01 very pointed response questions issues
57:04 of of substance that needed they were
57:08 identified issues of clarity where
57:10 identified and I hope that that gave
57:12 Keith in your staff and I'll something
57:16 very concrete to work with
57:18 I do appreciate those efforts especially
57:20 which started probably the last
57:22 Wednesday and with costco themselves and
57:24 responding to that as an elected
57:26 representative of people I think through
57:29 your efforts you can I believe that the
57:33 voices of the citizens of issaquah have
57:36 participated in the shaping of this
57:38 agreement and and so that response the
57:42 quality of that response and the
57:43 timeliness of that response and every is
57:46 really something I'm very proud of so
57:49 again I echo there's a lot of good work
57:51 that's been been put into this I had top
57:53 concerns people have already mentioned
57:55 them and I do look forward to you know
57:58 just the the cleanup of the final
57:59 document and the timing of that's all
58:01 very very important so I do and we'll be
58:06 supporting this agenda bill this evening
58:11 everyone has had an opportunity to speak
