Transit Oriented Development Opportunity Center Housing Cooperation Agreement Make Recommendation

TOD-OC Project The TOD-OC is a planned mixed-use development with the goals of increasing housing opportunities and affordable housing, increasing transit usage and creating a vibrant, pedestrian-friendly environment with connection to public amenities. It also has the benefit of aligning with the Central Issaquah Plan vision. The City issued an RFP to redevelop the land near Tibbetts Valley Park in 2016 and selected KCHA and Spectrum as development partners the following year. Spectrum, the for-profit development partner, would later drop out of the partnership. The Issaquah City Council entered into an interlocal agreement with KCHA in 2022. The agreement outlined a commitment to: • At least 155 units of affordable housing for those earning 40-60% area median income • Ownership granted to the City for 10,000 square foot commercial condominium, the Opportunity Center, to be constructed…
