Staff report:
Currently, the City utilizes a civil infraction process for addressing civil violations of the Issaquah Municipal Code (IMC). These procedures are generally outlined in Chapter 1.06 and 1.36 IMC, with some scattered references contained in Title 18, as well. These procedures, however, often result in mere payment of a fine without achieving compliance with the code. In addition, many of the IMC’s code enforcement provisions are outdated or obsolete (some dating back to 1984) and contain numerous conflicts that render many of these provisions difficult, if not impossible, to enforce. Jurisdictional issues and penalties in particular have been flagged by the City’s municipal court and the Hearing Examiner as being problematic. This has left the code enforcement staff without the tools necessary to resolve violations in the City.

The addition of an ATM benefits Farmers’ Market customers, and in turn vendors – many of which require cash payment. Over the course of the Farmers’ Market season, 2,000 – 4,000 people each Saturday are engaged in supporting local vendors through purchases of produce, food and artisan made goods.

The City is the owner of real property in the Issaquah Highlands commonly referred to as Parcel D. Development of affordable housing units was previously planned for Parcel D. However, the City and Polygon Northwest believed that the Polygon Northwest’s “Westridge” development in the Issaquah Highlands was a superior location for affordable housing to the City’s Parcel D. Accordingly, the City Council passed Resolution No. 2017-10 on June 19, 2017, approving a Development Agreement with Polygon Northwest for the Provision of Affordable Housing (the “Development Agreement”). Taylor Morrison is successor in interest to Polygon Northwest under the Development Agreement.
