1:25 it is the swearing-in ceremony for the
1:27 oaths of office tonight judge stewart
1:30 has joined us
1:31 to swear in myself and the four council
1:33 members who were elected in the 2021
1:35 general elections
1:37 council member chris wray was elected
1:40 council position number one
1:42 council member barb d michelle was
1:43 elected to council position number three

1:47 is newly elected to council position
1:49 number five and tola martz was elected
1:51 to council position number seven the
1:54 clerk will facilitate the physical sign
1:56 of the oasis of office following
1:58 tonight's meeting and for those of you
2:00 being sworn in tonight you will have an
2:02 opportunity following the oath to make
2:04 comments and introduce any special
2:06 guests that you have with you here this
2:08 evening

3:29 i have to say i feel that this is a
3:32 really great new thing that we have
3:35 added it allows us to
3:37 invite our friends and family whether
3:39 they're in issaquah or afar to join us
3:42 for
3:43 the event
3:44 so um being the first one up um i just
3:47 want to say very very very heartfelt
3:49 thank you to the community that has
3:51 selected me to serve this uh
3:54 wonderful town as the mayor for another
3:56 four years
3:58 um i spend a lot of my time talking on
4:00 camera about policy or activities things
4:03 that are happening but tonight i get to
4:05 talk to the people
4:06 many that you may not know who are the
4:08 ones that have really enabled me to be
4:10 here
4:11 i can't see all of who is on camera but
4:14 i i will go through a list of the
4:16 friends that invited friends and family
4:18 starting with friends first i started my
4:20 very first campaign in the house of jeff
4:23 and james daring not only were they on
4:25 my campaign team they stood by me every
4:28 inch of the way
4:29 um and even went that extra mile knowing
4:31 that because we were not currently in a
4:33 home that i needed a wardrobe and was
4:35 kind enough to be
4:37 closed so that i could do photo shoots
4:39 so that i could put material out
4:42 i'm as close as i could be to them as i
4:44 am to family i love you guys thank you
4:46 for everything that you have done for me
4:49 tonight i also invited
4:51 former retired city council member stacy
4:53 goodman and by retired i mean three days
4:56 retired i had
4:58 amazing
5:00 of working with her for eight years and
5:03 through that time
5:04 i learned
5:06 the difference between the kind of work
5:08 i was doing on a boarding commission
5:10 and the kind of policy work that is put
5:12 upon the shoulders of the city council
5:14 it's hard it's really
5:17 you are in the hot seat a lot of the
5:18 time these decisions are not
5:20 straightforward they require a lot of
5:24 a lot of discussion and um i learned an
5:27 innumerable number of things that i
5:29 hadn't imagined i did i needed to know
5:31 to do the job i have throughout the last
5:34 six months as much as i could written
5:36 letters written cards
5:38 and held special celebrations for she
5:40 has been my mentor and my friend
5:43 and uh i i hope that i have her for both
5:46 bill she's been amazing thank you so
5:48 much stacy
5:49 if it got some
5:51 family from seattle that's kind of i'm
5:53 not sure if i can see them on screen or
5:55 not but i'll do a quick check
5:58 uh i have
6:00 kayla and her partner angie who are in
6:02 seattle and i'm sure they're two little
6:05 pups
6:06 uh coop and miley are with them the
6:08 newly adopted dogs my son
6:11 carl and his wife courtney and my brand
6:13 new be my grandnew grandbaby kai for
6:16 grand baby on my side of the family
6:19 grandma kai's other grandma molly uh is
6:22 here and uh
6:24 uncle connor as well
6:26 and then because we're doing it by
6:28 virtual i am ever at this time to be
6:31 able to do this in front of
6:33 family um
6:35 my dad's wife jane from florida is
6:37 joining us my brother jim and lisa are
6:39 joining us from whistler and my sister
6:41 anna pete are joining us from ontario
6:44 uh and last but not least he's seen me
6:47 all the time on camera and watches all
6:49 of my meetings but the reason i really
6:50 get to do what i get to do is because of
6:52 my amazing husband carl pauly who's
6:54 allowed me to volunteer
6:56 in service to the issaquah community for
6:59 29 years
7:01 night meetings weekend
7:03 whatever it is um you don't get to do
7:06 this i'm a wonderful person standing
7:09 behind you encouraging you and giving
7:11 you the freedom to go out and do these
7:13 jobs these jobs are so hard so i'm very
7:16 glad that you all joined tonight and see
7:17 me in with the second swearing-in of me
7:20 being mayor of this wonderful city of
7:22 the squad and thank you for a few

11:08 years
11:09 a very challenging two years
11:12 but we
11:13 still accomplished some very great
11:15 things and i'm pretty much looking
11:17 forward to continuing our good work
11:19 i do have some people here i would very
11:21 much like to acknowledge uh tomorrow my
11:24 son
11:24 john d michelle um john you can wave a
11:27 little bit
11:29 it's the fourth time that john has been
11:31 at one of my swearing in sir and he's
11:33 he's been there
11:34 every time when i was uh sworn in as a
11:37 school board member and earlier when i
11:39 was born in as a city council member and
11:42 tonight is lunch on couldn't do it
11:44 without you and i believe
11:47 over jon's shoulder is my grandson
11:50 and robbie it's so great to have you
11:52 and then i know that my daughter-in-law
11:54 diane nagasaka is here and her camera
11:56 working but i believe my granddaughter
11:58 aiko is also her
12:00 so it's wonderful to have um family here
12:05 my sister joanne ryan is here and this
12:07 is the wonder of a remote um
12:14 she is
12:15 in spokane right now and i'm really
12:18 thrilled that she was able to be here
12:21 because i've shared so much of the
12:23 council with her
12:25 and this i think is the first time she's
12:27 been able to actually see
12:29 this in action so thank you joanne for
12:31 being here
12:32 and then i see my nephew mark and his
12:37 wife nicola wright
12:39 and mark
12:40 are actually constituents they live in
12:43 the south uh lakes mammas area and
12:46 uh it's really really great to have them
12:48 here and with us tonight so i'm glad
12:52 that nobody had to go through rain snow
12:54 sleet
12:56 dark of night to be here to watch the
12:58 swearing in so thanks to everybody who
13:01 has been with me and supported me over
13:03 the years and i'm just looking forward
13:05 to another four years of working with

14:38 pleasure and an honor to be uh to do a
14:41 different swearing-in with the uh that
14:45 will help serve the city of
14:47 i'm i'm replacing a great council member
14:50 stacy goodman and
14:51 um i
14:53 remember the days when i was first on
14:56 council in the early 2000s and stacy was
14:58 a member of the press she was a remember
15:00 the issaquah press and was attending our
15:03 meetings at our commission
15:04 at our sub uh at our
15:07 other meetings and always ask those hard
15:09 questions those good questions that were
15:11 necessary to make sure that the public
15:12 knew what was going on in our city
15:16 stacey i'll try to live up to the
15:18 standard that you set
15:21 i don't have any guests tonight uh
15:23 hopefully my two young children that are
15:26 eleven or hard at work on their homework
15:29 um but i would like to just say that
15:31 it's a great honor to
15:33 be elected to position number five
15:36 and uh
15:37 i hope to be able to uh put in the hard
15:40 work to make sure that
15:42 we as a are
15:44 making sound decisions that will help
15:46 shape the future of issaquah i look
15:48 forward to working with all my fellow

15:52 administration uh to make this a great

17:32 feel like up on the dais and this this
17:35 feeling just grows and as i enter my
17:37 fourth term i feel it very very strongly
17:40 um i feel the presence either literal or
17:43 metaphoric of the leaders that i've
17:45 gotten to work with over the last 12
17:47 years um folks like mayor fizzinger and
17:51 former council president kerry
17:53 and fred butler and paul winterstein and
17:56 yesterday who is on the call and and all
17:59 the folks that
18:01 worked so hard
18:03 um over these over these last dozen
18:05 years
18:06 they are all
18:08 either some of them are no longer
18:10 um but
18:12 you know i feel uh the weight of
18:15 uh their expectations and all that they
18:17 taught me that i hope to pay forward um
18:22 in this new council 2020 and 2021 were
18:26 ordinarily hard
18:28 and you know having been on the council
18:31 for 12 years they were much harder than
18:33 anything that came before it and 2022
18:36 yet be very difficult as well
18:39 but i'm really really looking forward uh
18:42 to working with mystic's council members
18:44 with mayor pauley
18:46 judy maynard city administrator bob
18:48 kuetz and with the entire city staff
18:52 we have an extraordinary group of
18:54 elected officials and
18:58 city employees and public servants in
19:01 this city and it's just such uh
19:03 such a blessing and such a pleasure to
19:05 work with all of you and i'm so looking
19:07 forward to the next four years thank you
19:14 well thank you very much judgester you
19:17 know it's been an interesting time
19:19 switching over to
19:21 remote and then hybrid meetings but i
19:23 have to say i love it that
19:26 pens could come tonight i think this is
19:29 one of the
19:30 um the nicest most heartwarming uh
19:33 turning in ceremonies i've ever seen i
19:35 do want to acknowledge that i have one
19:37 relative who is uh
19:39 on the call but unable to be promoted as
19:42 a panelist i have to thank my older
19:45 sister kathy and her bob who are calling
19:47 in from snowy snowy
19:50 ontario
19:51 the artist in the family who the
19:53 beautiful picture behind me i put it
19:55 here so she would see it
19:58 but uh she is unable to be promoted as a
20:00 panelist the woes of technology but
20:02 kathy love you and i'm so glad that you
20:04 came as well so congratulations everyone
20:07 we start a new year 2022 this was a
20:11 really great way to do it for all those
20:13 that joined us tonight this is a regular
20:15 council meeting
20:16 we will take a one or two minute pause
20:18 in our business uh for those that want
20:21 to get on with their lives and leave the
20:23 meeting so feel feel free to
20:26 anytime but thank you all for showing
20:29 your support of the amazing council
20:31 members and and mayor that you all
20:34 showed up for tonight it's really really
20:35 impressive and very very grateful
20:38 okay
20:39 moving on into our regular business for
20:41 tonight and there is not a lot
20:44 we will goodbye we will be starting with
20:48 8300 the election council president and
20:51 deputy council president for 2022
20:54 the council will be electing those this
20:56 evening the issaquah municipal code
20:58 provides that a council president and a
21:00 deputy council president be elected at
21:02 the first meeting in january for a
21:04 one-year term a summary of their
21:06 responsibilities was provided in the
21:08 agenda bill
21:10 the following process will be used to
21:11 elect the officers first i will call for
21:14 nominations
21:15 then when all the nominations have been
21:17 made i will close the nominations
21:20 council members will then be provided an
21:22 opportunity to discuss nominees i will
21:25 then ask council members to cast votes
21:27 on the nominees in order that they were
21:29 nominated by roll call vote council
21:31 members may vote for themselves and may
21:33 vote for one
21:35 only one nominee
21:37 the council member receiving the
21:39 majority of the votes is declared
21:41 council president the process will then
21:43 be repeated for the deputy council
21:45 president
21:49 uh we will begin with the nominations
21:52 for council president
21:53 i do have my
21:55 chat open so
21:57 please indicate in the chat and i will
21:59 call on you as i see it
22:10 apparently i'm not showing up there but
22:12 i am not i am nominating someone
22:15 thanks barb uh and thanks for speaking

23:06 i'm very pleased to nominate lindsay um

23:13 i think that um i first of all let me
23:16 say a few words about our outgoing
23:19 president who i think has been a superb
23:21 leader for the council and
23:22 and i want to thank her for all that
23:24 she's given it's a very very big uh duty
23:28 um and i feel that council bourbon walsh
23:30 will easily step into those leadership
23:33 shoes
23:34 and
23:35 has demonstrated leadership on
23:37 subcommittees and uh through other
23:40 means on the council and i
23:42 am very happy to nominate her to become
23:45 our next council president
23:55 it's hard without two screens thank you
23:56 very much councilmember t michelle is
23:59 there anyone else wishing to make
24:00 comments at this time
24:06 that's a member walsh

24:10 figure i should probably say something
24:12 at this point and uh thank you
24:14 councilmember d michelle for
24:16 those words um i too want to thank uh
24:20 council
24:21 president hunt for
24:23 just the great leadership and the whole
24:26 leadership team our staff as well i
24:29 don't see this as too much of a
24:32 departure from
24:33 what we have been experiencing the last
24:36 few years
24:37 because i don't think we need that i
24:39 think we as a
24:41 team of council members work
24:44 very very well together
24:46 and continuing that um
24:49 i think i'm looking forward to
24:53 just more interaction between council
24:56 leadership and council members you know
24:59 asking you guys the questions what's
25:01 working what's not working what changes
25:03 can we make and just
25:05 you know taking the lessons that we've
25:07 learned from uh city administrator bob
25:10 quits with his weekly check-in calls
25:13 just shows the connectivity and the
25:15 importance of that i want to do more of
25:17 that with our council and i'm sure i'll
25:20 talk to you guys
25:21 each more about it but also just a
25:24 strategic regional representation um so
25:28 that we can better support ourselves

31:42 attended an eastside fire and rescue
31:43 board meeting on thursday december 9th
31:45 at 4 pm
31:47 um a couple things of interest i wanted
31:49 to report back
31:51 first chief clark announced that
31:53 eastside fire rescue or efer
31:55 had extended conditional offers of
31:57 employment to 25 applicants so we'll
31:59 have some new firefighters joining the
32:00 efer family which is good news
32:03 a heads up to the council that a new
32:06 wildfire prevention program proposal is
32:08 making its way to an upcoming e for
32:10 board meeting we're all really looking
32:12 forward to this presentation and council
32:14 member ray and i will be sure to share
32:16 those details with you at a future
32:17 council meeting
32:19 and then finally there were lots of
32:21 thanks and gratitude shared by many for
32:23 council member goodman's many years of
32:25 service to both the city of issaquah and
32:27 the eastside fire and rescue
32:29 organization
32:31 and then just a few announcements the
32:32 next eastside fine rescue board meeting
32:34 is scheduled for next thursday january
32:37 13th at 4 pm
32:38 and the next cascade water alliance
32:40 board meeting is scheduled for wednesday
32:42 january 26th at 3 30 pm and that
32:45 concludes my report

32:53 i attended the east side transportation
32:55 partnership
32:56 uh chair jay arnold and co-chair janice
32:59 zhan requested signatures on a letter
33:01 supporting completion of the i-405
33:04 sr 167 project
33:07 after review by shelly hilder to ensure
33:10 compatibility with our legislative
33:12 agenda mayor paulie signed the letter
33:14 however it is still in process i checked
33:18 with shelley
33:19 today and is still in process
33:22 and
33:23 so the council will see a copy of that
33:26 as soon as it is ready to be transmitted
33:29 uh by the group um
33:31 we also received a presentation on metro
33:33 policy updates and psrc project
33:36 evaluation process
33:39 then on december 10th and 17th i
33:41 attended the east side human services
33:43 forum december meeting and annual
33:45 meeting respectively the forum
33:47 legislative agenda was adopted by the
33:50 board
33:51 the annual meeting featured an excellent
33:53 discussion by four eastside social
33:55 service agencies regarding the
33:57 challenges they faced during the past
33:58 two years
34:00 recruiting and retaining staff was by
34:02 far the greatest challenge reported by
34:03 the speakers
34:05 also i was elected secretary treasurer
34:07 of eastside human services forum so
34:10 you'll be hearing more about that later

34:19 thank you i have a very short report um
34:22 in december the escort chamber of
34:24 commerce meeting was cancelled for the
34:26 holidays the next meeting is scheduled
34:29 for friday the 21st
34:31 and at the end of last year i was also
34:33 appointed to the king county affordable
34:35 housing committee
34:37 that meeting schedule hasn't been set
34:39 yet though they're scheduling something
34:42 for january february um to do somewhat
34:46 of a retreat style to
34:48 pull together some of the ideas of the
34:50 new members but i will report back on
34:52 that once that gets scheduled and set
34:54 that concludes my report

35:02 conservation district advisory committee
35:04 met on december 14th
35:07 and um we did not have any items that we
35:10 took action on but we did receive a
35:12 financial update about the king
35:13 conservation district's budget reserves
35:15 and financial statements and um gave
35:19 feedback on their annual report which is
35:21 one of the deliverables of this group
35:24 or this agency and i also
35:28 wanted to let you all know and anybody
35:30 viewing know
35:32 that the king conservation district will
35:34 have an election
35:35 in the past the king conservation
35:37 district has had very low turnout for
35:39 their elections because they have them
35:41 at a time when there's not other
35:43 elections going on and they're also all
35:45 online so this is
35:47 something that they are trying to raise
35:48 awareness of and try to have
35:51 more
35:52 people
35:52 know that there's an election happening
35:55 ballots will be available to eligible
35:56 voters online from january 18th to
36:00 february 8th
36:02 and
36:02 you can also do
36:05 paper ballots as well but they mostly do
36:07 online and then i also just wanted to
36:09 let anybody know that
36:11 that would be interested in voting in
36:13 this that the king conservation district
36:14 is a special purpose district committed
36:16 to helping people engage in stewardship
36:18 and conservation of natural resources
36:20 serving over 2 million people in 34
36:22 cities in and unincorporated king county
36:26 and it is funded primarily by a per
36:29 parcel assessment fee so this is
36:31 something that is an important agency in
36:34 our county and they do hold elections so
36:38 you can look up more information at
36:39 their website
36:40 and the next meeting of the king
36:42 conservation district will be february
36:44 8th that concludes my report

37:01 policy board will be meeting this
37:03 thursday january 6th from 10 until 11 30
37:06 a.m it is expected to be a hybrid
37:09 meeting um
37:11 it may be partially on site it may be
37:14 partially remote they're actually still
37:16 sort of figuring that out
37:18 with everything that's going on with
37:19 omicron
37:21 the agenda includes the 2023-20
37:24 pardon me 2022 legislative overview
37:28 an industrial land analysis update
37:30 uh draft supplemental biannual budget
37:33 and work program for fiscal years 22 23
37:37 and then a review of the year's gmtb
37:40 calendar the sound cities association
37:42 public issues committee is going to be
37:44 meeting on wednesday january 12th from 7
37:47 to 9 we
37:48 continue to be online the highlights
37:52 will include a pick 101 orientation for
37:54 new pic members and then
37:56 a review of the 2022 fca legislative
38:00 agenda
38:01 it will include potential action on that
38:03 legislative agenda it's drafted to
38:05 reflect legislative legislative
38:07 priorities found common
38:09 in common into the agendas across the
38:11 fca membership
38:14 draft fca legislative priorities were
38:16 reviewed december 8th
38:18 pick members provided feedback which was
38:20 incorporated into revised draft
38:22 legislative
38:23 agenda
38:25 i will be
38:26 sending that out and if there's any
38:29 feedback
38:31 from my fellow council members
38:33 i don't expect this to be a contentious
38:35 item
38:36 i it has not been in the past it's all
38:38 been stuff that we've said was important
38:40 to us and that is reflected in our
38:42 legislative agenda um and i know uh the
38:46 mayor sits on the sca board and she's
38:48 involved in that process as well so um
38:51 but if there should be anything in there
38:52 that um anybody has any questions or
38:54 concerns about uh please do let me know

39:01 next up is the mayor's report there will
39:04 be no executive session scheduled for
39:06 this evening
39:07 i wanted to talk a little bit about
39:09 recent weather related events so a big
39:12 big thank you to our staff and partner
39:14 agencies for their efforts over the past
39:16 week in response to various weather
39:19 related events
39:21 emergency management communications
39:23 public works police parks and community
39:26 services east side fire and rescue
39:28 and king county emergency management
39:30 thank you for your work and your
39:32 outstanding service to our community
39:34 there were also some cold weather human
39:37 services provided during the last couple
39:40 of weeks
39:41 in response to the severe weather we
39:43 experienced over the last couple of
39:44 weeks our human services divisions parks
39:47 and recreations
39:48 and parks operations divisions in
39:50 collaboration with the city emergency
39:52 services
39:53 worked on supporting the most vulnerable
39:55 members of our community with securing
39:57 temporary housing and basic needs and
40:00 resources
40:02 20 community members experiencing
40:04 homelessness were housed for 12 days at
40:06 motel 6. two more days were extended
40:09 today to allow for temperatures to
40:11 increase and for a smooth transition
40:13 other community members were transported
40:15 to nearby emergency shelters as capacity
40:18 allowed
40:19 warm meals were provided by the
40:21 community meals program on weekends and
40:23 the islam meals program on weekdays
40:26 and the issaquah food and clothing bank
40:28 and community volunteers also provided
40:30 food to help supplement the need
40:32 whenever possible
40:33 we would like to thank the dedicated
40:35 community providers who tirelessly
40:37 provided meals and food despite the cold
40:40 temperatures and heavy snow
40:42 in particular marilyn auditor
40:44 and kieran shaw from the weekend
40:47 community meals program
40:48 griffin cole
40:50 adria brielle
40:51 david trax and gary schoenlein from the
40:55 issaquah meals program catholic
40:56 community services and dwayne and
40:59 angelique cadwall wallader for
41:02 from the seventh-day adventist church in
41:04 issaquah and renton and staff from the
41:07 issaquah food and clothing bank
41:09 a day warming center was also open
41:11 between december 26th and december 31st
41:14 at the issaquah senior center
41:16 my appreciation to the dedicated staff
41:18 who worked very hard to make all this
41:20 happen
41:22 a note on our 2020 annual audit the
41:25 washington state auditor's office
41:27 recently presented the results of the
41:29 city's 2020 financial statement
41:31 single and accountability audits during
41:33 an exit conference which included myself
41:36 city administrator wally bob quits and
41:38 city council president victoria hunt
41:41 overall the audits were extremely
41:42 positive and reflect the great work of
41:44 our finance team to responsibly steward
41:47 public funds
41:48 while the city received one audit fining
41:51 related to its financial statement it is
41:53 important to note that the state
41:55 auditor's office found no
41:57 evidence of malfeasance or loss of funds
42:00 rather the finding was related to a
42:01 single complex land tracks transaction
42:05 with gateway now named anthology
42:07 developer in 2020. the auditor's office
42:10 found the city incorrectly recorded the
42:12 2020 land purchase by netting it against
42:14 revenues rather than reporting it as a
42:17 capital expenditure in the fund
42:18 financial statements the city has
42:21 modified its 2020 financial statements
42:23 to reflect the audit finding and this
42:25 reporting variation did not impact the
42:27 city's overall fund balance
42:29 the full audit reports are on our
42:31 website at issaquah.gov
42:34 financial reports
42:36 i'm going to talk a few minutes about
42:38 retail theft as well this is the topic
42:40 that has come up a couple of times at
42:42 council and i want to provide an update
42:45 we are working with multiple retailers
42:47 in the city to address increased retail
42:50 crime
42:51 in these conversations the police
42:52 department has offered information on
42:54 what is necessary to press charges and
42:57 has offered other solutions to address
42:59 the issues
43:00 this month we will be bringing together
43:02 retail asset protection staff with the
43:05 police to discuss tips and to share
43:07 trends
43:08 at the next council meeting the
43:10 administration will present changes to
43:12 our code to require shopping cart
43:14 retrieval plans from the stores as well
43:17 as stronger language in our business
43:19 license section to take action if
43:21 business actions are causing a nuisance
43:24 my message to retailers is that we want
43:26 to be a partner in this effort and i
43:28 expect this partnership to be two-way
43:31 we encourage all retailers to call 9-1-1
43:34 to report shoplifting and for every
43:36 resident and visitor shopping in our
43:38 city please do not attempt to take
43:41 action yourself
43:42 but instead contact 9-1-1 if you witness
43:44 a crime
43:45 together i believe we can solve this
43:47 problem
43:49 there was a recent landmark designation
43:52 in issaquah of the koote's garage
43:53 building the coot's garage is located at
43:56 35 west sunset way and it has been
43:59 designated a historical landmark by the
44:01 issaquah landmarks commission
44:03 the building held an important
44:05 commercial and service role in israel's
44:07 early automobile
44:08 era
44:09 it has a strong association with early
44:11 networks of regional transportation and
44:14 the rise in automobile use
44:16 infrastructure and community development
44:18 in issaquah
44:20 i'm going to give a little update on the
44:22 capital finance community task force the
44:24 capital tasks community finance
44:27 the capital finance community task force
44:29 last met on december 7th to discuss
44:31 infrastructure priorities across issac's
44:34 needs in transportation parks and trails
44:37 and facilities
44:38 the task force will continue to develop
44:40 its recommendations for council on the
44:42 priorities at the next meeting tomorrow
44:45 january 4th at 6 pm
44:47 and there are
44:48 a couple of upcoming community events
44:51 vaccine booster clinic appointment times
44:53 are available the city of issaquah and
44:55 costco are partnering to offer a covet
44:57 19 vaccine booster dose clinic at the
45:00 issaquah community center on january 6th
45:03 and 7th from 9 a.m to 3 p.m
45:05 spots are limited and for more
45:07 information and to register please visit
45:09 the city website
45:11 due to the increase in
45:14 cases from new variants
45:16 city hall in-person services have been
45:18 temporarily suspended
45:20 in-person services are anticipated to
45:22 reopen on january 18th with a tuesday
45:25 thursday schedule of 9 a.m to 1 p.m
45:28 city administrator bob kowitz will now
45:30 provide an update regarding pandemic
45:32 impacts on city services administrator
45:34 bob quits
45:37 yes thank you madam mayor members of the
45:39 council good evening and happy new year
45:41 um before i start i want to echo mayor
45:44 paulie's comments regarding the work our
45:46 city staff has done during the holidays
45:48 um we i think at all hope that the the
45:51 two weeks uh between the christmas and
45:53 new year's
45:54 time frame were going to be an
45:56 opportunity for people to rest and
45:57 recharge unfortunately that wasn't the
45:59 case for many many of our city staff
46:02 our our public works crews as the mayor
46:04 mentioned
46:05 working 12-hour shifts our human
46:07 services staff working very diligently
46:09 to take care of those in need so i
46:11 really want to add my thanks to mayor
46:13 paulies to you know the dozens of our
46:16 staff members who instead of spending
46:17 the holidays with their families
46:19 uh were out there helping our community
46:22 in the midst of yet another uh spike in
46:24 kobe cases here in issaquah and around
46:27 the country um that's really the point
46:30 of my comments this evening are where we
46:32 stand with the omicron variant and what
46:35 we can expect to see as far as community
46:38 services and potential impacts to
46:40 community services um the variant is
46:42 here in esqua we are seeing uh employees
46:46 come down with the cobia 19 virus in
46:49 numbers we have not seen in the nearly
46:51 two years
46:52 that we have been working through
46:55 these challenges
46:57 we have employees currently off in our
46:59 police public works and parks recreation
47:02 and community services department
47:04 fortunately everyone is doing well
47:06 but the impact
47:07 to the city's work and the city staff is
47:10 the people are not uh here uh able to
47:13 help the work that we do
47:15 our police department i think has been
47:17 challenged
47:18 previously uh the work that acting chief
47:21 paul schwann is doing is absolutely
47:22 extraordinary she's working very
47:24 diligently to bring on board people we
47:27 had two lateral police officers start
47:29 today we are hiring dispatchers we're
47:32 doing everything we need to do
47:35 to bring staffing up at the police
47:36 department the challenge now is coveted
47:39 and the impacts it is having not only in
47:41 our patrol but on our jail our records
47:44 and our dispatch operations uh keith
47:46 swann believes that the staff that we
47:48 have
47:49 working overtime will be able to keep
47:51 our minimum staffing but i want to give
47:54 you the city council and the community a
47:56 warning that you know this is a day by
47:58 day thing
47:59 we are working very hard to manage
48:02 as people are off or what's now five
48:05 days if they are uh if they've come down
48:08 with the cobia 19 virus uh so it's going
48:10 to be a continue to be a work in
48:11 progress and uh we are committed uh to
48:14 keeping the community safe but it's a
48:16 very tall order uh given what's going on
48:18 with covid well the same is true with
48:20 our public works field operations uh
48:23 certainly they've come off of uh two
48:25 weeks of very heavy uh weather related
48:28 issues uh hopefully they're resting
48:29 we're repairing equipment but we're also
48:32 trying to be vigilant with covid
48:35 encouraging folks to come to work at
48:36 different times not have folks
48:38 congregate and prove the math that
48:40 people are wearing so hopefully again
48:43 with the next batch of snow that we we
48:46 may see as soon as this week we'll be
48:49 able to have people out there plowing
48:51 the streets and taking care of the
48:52 community our parks recreation and
48:54 community services staff uh continue uh
48:57 to you know monitor uh things with so
49:00 far we've been able to keep facilities
49:01 open again i would warn you the council
49:04 and the community that that's going to
49:05 likely be a very day-to-day thing over
49:07 the next
49:08 couple of weeks and so we encourage
49:10 people to follow us on twitter follow us
49:12 on facebook
49:14 sign up for our e-news alerts and we'll
49:16 continue to keep people updated uh
49:18 within our parks recruitment services
49:20 department is our human services team
49:22 and they are exhausted
49:23 they have worked nearly every day
49:26 through
49:27 the holidays taking care of people
49:30 people are still in need of care the
49:32 challenge is
49:34 the available shelters emergency
49:36 shelters are full they're experiencing
49:38 cobid
49:40 and so we are having difficulty finding
49:42 places
49:43 for people to stay who are homeless so
49:45 as you as community members may see
49:48 homeless individuals on the street they
49:50 may see the occasional tent
49:52 know that we see them too know that we
49:54 are reaching out and working with
49:56 individuals who have needs but the real
49:58 challenge right now is emergency shelter
50:02 and taking a bit being able to take
50:04 advantage of the limited spots there and
50:06 that's going to continue certainly
50:08 for the foreseeable future our community
50:10 planning and development department are
50:11 inspectors so we're trying to keep them
50:13 safe as they work in the community and
50:16 thank director minnie dollywall and her
50:18 team for that and then finally eastside
50:21 fire and rescue another important part
50:23 of the public service team here in this
50:25 spa they too
50:26 are seeing
50:27 certainly significant numbers of their
50:30 members come down with kobit and so they
50:32 are having to work very diligently to
50:33 make sure that they have staffing
50:35 but rest assured from fire chief clark
50:38 that we don't anticipate any uh
50:41 significant issues but there's a lot of
50:43 work going on behind the scenes to make
50:45 sure that we continue to keep issaquah
50:47 residents safe with all of the municipal
50:50 services
50:51 the madame members of the council i'm
50:52 sorry with a very joyous evening this
50:54 evening
50:55 to come with
50:57 some less joyous news but i think it's
50:59 important for you
51:00 members of the council and the community
51:02 to know
51:03 that you have a very dedicated team of
51:05 city staff members
51:06 folks who work at ether certainly are
51:08 partners at king county uh at the
51:11 library
51:12 everyone is working hard to make sure
51:14 that the municipal services can be
51:16 provided but the reality is
51:19 it's a day-to-day thing that we're
51:20 seeing numbers of copic cases not only
51:23 in king county but throughout the
51:24 throughout the world at record numbers
51:27 and so we just ask for your patience we
51:29 ask for our community members patients
51:31 know that we're doing everything in our
51:33 power
51:34 to provide quality municipal services
51:36 but the reality is if people are
51:37 homesick we want them to stay home get
51:40 better before they come back to work
51:42 madam mayor thank you for taking letting
51:43 me take some time uh this evening to
51:46 again deliver perhaps not such pleasant
51:48 news
51:49 but certainly be happy to answer any
51:50 questions that members of the council
51:52 may have

54:12 january 11th there is a city council
54:15 study session and the potential agenda
54:17 items include the human services
54:19 strategic plan update
54:21 recreation scholarship program and the
54:24 city council retreat planning
54:26 tuesday january 18th we have a regular
54:29 meeting and i'll make a note that is a
54:31 tuesday monday is a holiday the
54:33 potential agenda items include state
54:36 route route 18 widening issaquah hobart
54:39 road to raging river
54:41 an abandoned shopping cart regulation
54:44 update which is something that i had
54:45 mentioned in my mayor's report
54:48 and i will go back to council member
54:49 marks
54:51 thank you madam mayor i just want to
54:52 point out that the sound cities
54:54 association is having its regional board
54:56 and committee appointee orientation this
54:59 wednesday it's kind of at a
55:02 atypical time it's going to be 3 30 to
55:05 you all should have received an
55:07 inventory invitation to register for it
55:10 if you've registered you should get a
55:12 link link from leah
55:14 that allows you to participate
55:17 this fca does consider this mandatory as
55:20 part of representing sca
55:22 on boards and commissions so
55:24 although
55:25 most of you like me this is not your
55:27 first rodeo representing sca regionally
55:30 it is an opportunity uh to gather and uh
55:33 understand and honestly um doing this
55:36 for 11 years um this will be the 12th
55:39 year um
55:41 representing regionally i always learn
55:43 something at one at these meetings and
55:45 uh so it's always a good use of time so

57:46 eligible for that so if someone would
57:48 want to consider um that as a position
57:51 as well um be sure and let uh council

57:55 sure that's a great suggestion we can
57:57 add it to the spreadsheet as position
57:59 one and two if that would help

58:04 other ones that ought to be on the on
