Staff report:
The City entered into a contract with RH2 initially in 1995 to provide engineering staff services as part of the City's Major Development Review Team (MDRT). In December 2016, the Administration issued a Request for Proposals to consider alternative consulting firms for providing this service to the City. As part of that process, the Administration decided to continue utilizing RH2 for staff services and has continued to do so with an average base contract amount of approximately $400,000, representing approximately 2,400 hours of service per year since 2017.

Staff report:
The Issaquah Village RV Park at 650 1st Ave. NE was purchased by the City of Issaquah in 1994 to provide for a future expansion of its Public Works facilities and has been operated by Midwest Members Only LLC since that time. The previous management agreement between the City and Midwest Members Only LLC was approved by the City Council on February 1, 2021 and extended through June 30, 2021. The previous agreement was only 5 months long in order to allow time to negotiate with Lumen for a portion of the site that would be exchanged for the future site of a transit-oriented development with affordable housing. In May 2021, Lumen announced they would no longer need a relocation site, but are still interested in providing their current location on Newport Way to support of the TOD project.

This change allows the program to respond to evolving needs of the community and capabilities of the local arts sector, given the challenges of delivering public programming in a pandemic.

Staff report:
In March 2020, the City Council quickly transitioned to virtual Council meetings due to the COVID-19 pandemic and, eventually, the Governor's Proclamation 20-28, requiring meetings that fall under the Open Public Meetings Act, such as City Council meetings, be conducted remotely. The state legislature eventually extended the proclamation. It is now in place until rescinded or until termination of the state of emergency. Throughout this time, the City Council has conducted its meetings entirely remotely. Under the proclamation, in person meetings were prohibited under certain phases of the Governor's Safe Start Plan. In other phases, in addition to a virtual meeting, a concurrent in person meeting could be held if all meeting attendees had the ability to hear each other at the same time and numerous health and safety requirements were met.

3:35 i did prepare something in writing to
3:37 try and make this go quickly i know it's
3:39 a nice summer evening and no one wants
3:40 to be
3:41 sitting in front of their computers
3:42 doing this on a nice day like today so
3:45 i'll try and be brief so my issue
3:47 relates to the permit review process
3:49 and the cost and some of the absurd
3:51 requirements that are being made to do
3:53 to replace a boat lift on lake sammamish
3:57 uh i own a small home on lake simulation
3:59 the south cove area
4:00 there's a dock and a boat lift i've
4:02 owned it for about
4:04 uh nine years now it's a really small
4:06 house we use it more of a summer cottage
4:09 so it's not a big five million dollar
4:11 mansion
4:12 but last year during a wind storm uh we
4:15 have a canopy over the boat lift and it
4:18 got caught in the wind and it ended up
4:20 causing the
4:21 boat lift itself to be damaged the
4:23 canopy
4:24 now sits halfway in the water so it's
4:27 been an eyesore since then
4:29 back in march i went ahead and started
4:32 the process
4:33 trying to figure out whether i wanted to
4:34 replace it or whether i wanted to try
4:36 and fix it
4:37 because it's so old it's a water driven
4:40 boat lift as well and we've had issues
4:42 where the water was left on and
4:44 uh had some substantial bills to the
4:46 water department as a result we decided
4:48 to go ahead and replace it
4:50 and that's where things have gotten kind
4:52 of funny the
4:53 and i don't know if anybody's ever gone
4:54 through the permit process city
4:56 or any city before but it's not a very
4:58 fun process especially for someone who's
5:00 kind of a lay person like i am
5:03 um so far uh you know one of the main
5:05 things we had to do is get what they
5:06 call an
5:07 exemption to the shoreline substantial
5:08 development permit that's 525
5:11 i understand why they do that in order
5:14 to proceed with the washington
5:16 department of fish and wildlife or the
5:17 corps of engineers i need that permit
5:19 though
5:20 and so i submitted at the end of april
5:22 uh for that permit
5:24 i heard nothing i went online at the
5:26 about mid
5:29 june and found out that it had been
5:30 approved by several of the people that
5:32 had to do it but one particular planner
5:34 wasn't available to do it i found out
5:36 she'd been on vacation for a couple
5:38 weeks
5:39 uh after some prodding and finally
5:40 apparently when she got back from
5:42 vacation she
5:43 went ahead and did her work on the
5:45 permit
5:46 the problem is that there was 13
5:48 conditions assigned to it
5:51 a couple of those included getting a
5:52 building permit which is not a big deal
5:54 except that
5:55 all the building risks regard require a
5:57 topography
6:00 by a surveyor uh in checking i'm looking
6:03 at another 2500 to 3000 for that and
6:05 we're eight to ten weeks out to do that
6:07 i'm replacing a lift that is already
6:10 there
6:12 um i submitted a bunch of questions and
6:15 follow-up because they also wanted to
6:16 flood hazard permit
6:18 and i got over the next three weeks got
6:20 no responses
6:22 um finally and i will give a shout out
6:25 to your director minnie
6:27 uh dollywall because she has been great
6:30 she's talked to me a couple times today
6:32 but i copied her finally on some of the
6:35 on some of the correspondence and she's
6:37 been great trying to do some of the work
6:38 that i think her staff should have done
6:40 for me
6:41 uh she's promised to get back to you
6:42 tomorrow after she's done some more
6:44 homework on the issue
6:45 but i just wanted to kind of let let the
6:48 council and the mayor know that
6:49 this process you know for replacing a
6:51 boat lift has just gotten so cumbersome
6:53 and so expensive
6:55 that i understand now why my neighbors
6:56 were laughing at me
6:58 when i started the process because they
7:00 said that no one gets permits for it
7:02 even though it's required and i just i
7:04 think i don't know i know that the city
7:06 has limited control with some of the
7:08 other agencies that are involved in this
7:10 but i think you should know that this is
7:11 just terrible and it's just
7:13 and i and i and and i think most
7:15 homeowners don't follow the process
7:17 anymore so i'll stop with that i'll let
7:20 you go on to the
7:21 more important things in life but uh you
7:24 know i do
7:24 again thank you for your director for
7:26 getting involved and i'm hoping that
7:27 we'll have some resolution
7:29 in the next couple days thank you

9:00 having virtual meetings i've been
9:02 summarizing
9:03 emails that we received that
9:04 specifically reference items on
9:07 our agendas and on tonight's agenda we
9:10 did receive one email that specifically
9:12 referenced
9:13 ab-8181 which is the second quarter
9:16 reports
9:16 city work plan capital projects and
9:18 performance measurements
9:21 and this is an item on consent in this
9:24 email the community member that wrote to
9:26 expressed that they disagreed with the
9:28 foregoing of a formal presentation of
9:30 the material
9:31 and they also provided comments on
9:32 multiple topics that were related to the
9:34 work plan and that concludes emailed
9:37 comments
9:37 specifically on tonight's agenda items

9:42 the next item we'll be going to is
9:44 committee and regional reports and we'll
9:46 start tonight with councilmember hall
9:50 thank you this is councilmember hall uh
9:52 two quick reports tonight
9:54 um first for cascade water alliance
9:57 mayor paulie and i attended a cascade
9:59 board workshop
10:00 on wednesday june 30th we were actually
10:03 presented with a lot of the information
10:05 that you all asked for
10:07 including some of the updated water
10:09 demand projections
10:11 you know feedback that we that we asked
10:13 from you last month and
10:15 cascade staff has agreed to come present
10:18 at a future study session to be
10:20 determined so
10:21 stay tuned on that and the next board
10:24 meeting is next wednesday july 28th
10:26 at 3 30. um the next meeting of the
10:30 growth management planning council's
10:32 affordable housing committee is this
10:34 wednesday july 21st at noon
10:37 we're going to be getting a number of
10:38 briefings that day including an update
10:40 on the county-wide planning policies
10:42 that were just adopted by the growth
10:43 management planning council
10:45 an update on how partners are using
10:48 their new
10:49 affordable housing sales tax dollars and
10:51 an update on what we're calling
10:53 the community partners roundtable which
10:56 is essentially a forum
10:57 for the community to better engage in
11:00 the regional work that we're doing as a
11:01 committee
11:02 and with that that concludes my report

11:10 thank you mayor paulie on july
11:14 9th i attended the east side
11:15 transportation partnership meeting
11:18 uh sound transit presented its
11:19 realignment plan for
11:21 comment and those commenting including
11:23 myself
11:24 urged sound transit not to delay the 405
11:27 north project which includes a
11:29 significant bus
11:30 rapid transit implementation we were
11:33 pointing out that a delay would
11:35 adversely impact transit recovery for
11:37 the entire east side
11:39 during the meeting we were joined by
11:40 king county council president and sound
11:42 transit board member claudia balducci
11:45 who supported our position and said she
11:47 is working hard to find ways to get the
11:49 project back on track
11:51 there will be important opportunities
11:53 for council members from east side
11:54 cities to comment on the sound transit
11:56 realignment
11:57 during the month of august and we will
11:59 keep you informed of those dates and
12:01 times
12:02 on friday july the 15th sound transit
12:05 received a revenue forecast with a 1.4
12:08 billion
12:09 decrease in the affordability gap with
12:11 the caution that there are still many
12:13 unknowns
12:14 and the current gap means that many
12:15 projects are still
12:17 unaffordable however the conversation at
12:19 the sound transit board indicated
12:21 support for moving the tier 2 projects
12:24 which includes the 405 north project one
12:27 year forward on the proposed schedule
12:29 so this was this is a
12:32 item that we will be watching really
12:34 closely also on july 7th and the 13th i
12:38 attended meetings of the eastside human
12:39 service forum
12:40 legislative committee and executive
12:42 search committee respectfully
12:44 respectively so thank you that ends my

12:57 on july 7th
12:58 i attended the puget sound regional
13:01 council's economic development district
13:03 board
13:04 um there we continue the conversation
13:07 about regional workforce recovery
13:09 planning
13:10 um and talking about the outreach that's
13:14 going to happen
13:14 in that conversation especially with
13:21 people who are not involved in the
13:23 process as much
13:24 um and then we also received a
13:27 an update on the economic development
13:30 guide
13:30 which they are promoting which similar
13:34 the um k for c
13:37 tool kit which is meant to as something
13:40 that's
13:41 developed regionally to help
13:44 localities do their own planning this is
13:48 uh for the economic development element
13:51 of the
13:55 comprehensive plan and so it's kind of a
13:57 guide for
13:58 helping cities and localities create
14:01 their plan along with some metrics so
14:02 i'm really excited about
14:04 that coming out and i've already talked
14:06 to jen davis hayes about it
14:07 um but we'll see what it is we just got
14:10 a presentation that is coming so
14:13 that concludes my report thanks thank

14:18 next up councilmember goodman thank you
14:20 madam mayor
14:21 um i apologize for my froggy throat um
14:26 last thursday i think that's july 15th
14:28 the east side fire rescue
14:30 board of directors held a special
14:32 meeting during that meeting the board
14:34 approved a contract to provide
14:36 fire and emergency services to
14:38 approximately 30 square miles
14:39 within the city of woodenville and areas
14:42 and incorporated unincorporated king
14:43 county
14:44 uh this is really big and exciting news
14:47 and it's a great
14:47 opportunity for eastern fire and rescue
14:50 and uh i'll provide some
14:51 details now the first thing is that this
14:54 is a contract for
14:55 services between eastside fire and
14:57 woodenville fire
14:58 there would be um there are no voting
15:00 rights or official participation
15:02 of woodenville fire at the east side
15:04 fire board level
15:05 this is a 10-year contract for service
15:07 with automatic 10-year renewals
15:10 terms that match the current partner
15:12 shop ship
15:13 in our local agreement eastside fire and
15:15 rescue essentially will operate
15:17 woodenville fire
15:18 using wooden build fires existing
15:20 personnel equipment and facilities
15:23 on october 1st eastside fire will begin
15:25 operating the three woodenville fire
15:27 stations
15:28 at woodenville's stated service level
15:31 and woodenville
15:32 and at woodenville's expense woodenville
15:34 will
15:35 experience cost savings and east side
15:37 fire will collect a 10 percent
15:39 administrative charge that will be
15:41 treated as
15:42 non-partner revenue non-partner revenue
15:45 will go toward reducing east side fire
15:47 expenses
15:48 before the remaining expenses are passed
15:50 on to the partner agencies
15:52 for year one the site fire will collect
15:56 1.179
15:57 million dollars in non-partner revenue
16:00 in addition
16:00 wooden build fire will be paying for all
16:02 personnel operations
16:04 equipment replacement and capital
16:06 facility charges
16:08 the addition of more than 1.1 million
16:10 dollars in non-partner revenue
16:12 will go a long way to covering personnel
16:14 related cost increases
16:16 that would otherwise need to be covered
16:18 by our existing partners
16:20 especially in light of the current spike
16:22 in inflation that we have been
16:23 experiencing
16:25 windville fire has expressed an interest
16:27 to chief clark in evaluating the
16:28 possibility
16:29 of becoming a partner with each side
16:32 fire in the future
16:33 but to do so there would be several
16:34 steps first woodenfield fire would need
16:36 to first
16:38 officially express its interest to the
16:40 eastside fire board
16:42 and then the board would need to direct
16:43 the chief to conduct a business analysis
16:45 and then at the end of that analysis at
16:48 the conclusion of it if the board makes
16:50 recommendation to just pursue adding
16:52 wooden bill fire
16:54 as a partner to east side fire then each
16:56 of the current partner elected bodies
16:58 would have to consider the request and
16:59 vote to approve the request for
17:01 partnership
17:02 and then if all five parties approve
17:05 then it would come back to the east side
17:06 fire
17:07 board for final approval this process
17:10 would take at least a year
17:11 from the time time woodenville fire
17:13 decides that it would like to be
17:15 considered um to be considered
17:19 for the process as a program and again
17:21 this is only a contract
17:23 and that there's been no um express
17:26 interest
17:27 or intention expressed just interest at
17:29 this time as just uh
17:30 it's just a contract for service however
17:33 um it is a new contract with woodenville
17:36 and it's a tremendous compliment whether
17:38 or not windville fire
17:39 actually ultimately joins eastside fire
17:42 as a partner
17:43 and it speaks volumes for the unique
17:45 government governance model that
17:46 eastside fire has created
17:48 and um i personally think that
17:50 congratulations congratulations are in
17:52 order for the
17:53 entire eastside fire administration
17:55 administrative
17:56 team that helped um put this contract
17:59 together
18:00 so that's my big exciting news for the
18:02 night um
18:03 eastside farm board will not meet in
18:06 august we have the month off
18:07 and we will meet i believe it will be
18:10 the first thursday
18:11 fourth or second thursday in september
18:13 and that's my report thanks so much

18:19 next up we have council president hunt
18:24 thank you madam mayor this is council
18:26 president hunt i have a few reports
18:27 this evening the kokanee ila interlocal
18:31 agreement
18:32 management committee met on june 28th
18:34 kokanee is a non-migrating type of
18:37 salmon and they're very important in our
18:38 region and the lake sammamish population
18:40 of kokanee
18:41 is near extinction so conserving
18:44 conserving this population is very
18:46 important
18:46 and this group works together to do that
18:49 i want to thank larry franks for serving
18:51 as my alternate at this
18:53 committee and he served in my place at
18:54 the meeting the committee
18:56 took several actions at the meeting they
18:58 approved the 2019-2020 ila biennial
19:02 report which documented their
19:03 deliverables over those two years
19:06 and they also approved the 2020 ila work
19:08 plan budget and cost share
19:11 the next meeting of this committee has
19:12 not yet been sent
19:14 then the yura 8 salmon recovery council
19:16 met on july 15th
19:19 this is a technical name for our
19:21 watershed
19:22 and the salmon recovery council had two
19:25 action items we approved the 2020
19:27 wyra 8 budget and work plan and we also
19:30 approved salmon recovery
19:32 funding board grant round funding
19:34 recommendations
19:36 and i'm happy to report that of those
19:38 funding recommendations the lower
19:40 issaquah creek
19:41 fame and riparian restoration project
19:43 which was
19:44 put forward by the city of issaquah was
19:46 recommended for
19:47 almost the complete amount that was
19:49 requested it was 450 000
19:52 requested for this restoration and of
19:54 that 435
19:57 235 was what was recommended um so i
20:00 wanted to thank the city of issaquah
20:02 team for putting together that
20:03 successful application for that project
20:07 uh the next meeting of the wire eight
20:08 salmon recovery council will be
20:10 september
20:10 16th and then lastly the title 18
20:14 ad hoc committee met on july 8th this is
20:17 an ad hoc committee meeting of council
20:19 members that meets to discuss
20:20 title 18 which is our land use code and
20:24 we discussed and reviewed the
20:25 draft sign code which council will be
20:28 reviewing
20:29 at our next study session on july 27th
20:32 the next ad hoc council the next title
20:35 18 ad hoc meeting is scheduled for
20:37 thursday
20:38 um july 22nd and that concludes my
20:40 report

20:53 items
20:54 which will make my report a little bit

21:18 every day our parks and community
21:19 services team works to maintain our

21:23 issaquah
21:24 and with great appreciation for the work
21:26 they do in serving our community i have

21:44 the second quarter reports are included
21:46 on the consented end of this evening
21:49 this is the admin these reports provide
21:52 updates to council and to the community
21:54 on the work we are doing in 2021
21:57 as well as providing updates on some
21:58 performance metrics
22:00 associated with our city strategic plan
22:02 these reports which the city council
22:04 will formally receive through the
22:06 consent agenda
22:07 include the city-wide work plan the
22:10 capital projects list
22:12 the second report on the performance
22:13 measurement plan and while there will
22:15 not be a formal presentation on these
22:17 reports
22:18 i did want to provide a few highlights
22:21 for the citywide work plan
22:23 which is organized according to our
22:24 strategic plan here are the significant
22:27 updates since the last report in april
22:29 in general there was a sustained
22:31 progress or improvement for all of the
22:33 actions on the work plan
22:35 the improvement was primarily due to
22:36 four actions under the growth and
22:38 development and environmental
22:40 stewardship goal areas
22:41 that are associated with the title 18
22:43 update these four actions shifted from
22:46 the major challenges classification to
22:49 on track
22:50 as that work now progresses other
22:52 highlights from the environmental
22:53 stewardship goal include
22:55 the parks and community services
22:57 department continues to develop the
22:58 greenest support partnership
23:00 this collaborative effort between the
23:02 city of issaquah fortera
23:04 and community groups trains volunteers
23:06 to help steward our forested parks and
23:08 open spaces
23:10 the 20-year implementation guide for the
23:12 program has been published and is
23:13 available on the city website
23:16 also work on the climate action plan
23:18 began earlier in the second quarter and
23:19 will create a roadmap for reducing
23:21 city-wide greenhouse gas emissions
23:23 and preparing for the impacts of climate
23:25 change
23:27 in the mobility goal area work has
23:28 resumed on two actions that were
23:30 previously on hold
23:32 the administration is working on the
23:33 squat callus community connections
23:35 partnership
23:36 and the regional employers transit group
23:39 which the council received an
23:40 update on at the june 29th city council
23:43 study session
23:45 in the social and economic vitality goal
23:47 area
23:48 the healthy community strategy that was
23:49 on hold has been restructured as a human
23:52 services strategic plan
23:54 this planning effort which will include
23:56 the healthy community
23:58 housing and homelessness policy
23:59 conversations began with a needs
24:02 assessment to inform future work
24:04 and finally the snoqualmie tribe vaccine
24:06 partnership at lake smamish state park
24:09 concluded in june
24:10 was very successful for the capital
24:13 projects update
24:14 in april 41 of 47 projects were
24:17 considered on
24:18 track since april nine of those projects
24:20 previously considered on track have been
24:22 reclassified
24:24 three projects are now complete these
24:26 include the southeast 43rd waste signal
24:28 improvements
24:29 and two water utility projects the
24:32 forest rim reservoirs and cougar ridge
24:34 isolation valve
24:35 one project the newport way landslide
24:38 repair has been
24:38 postponed construction from q3 2021
24:42 until 2022. five other projects are now
24:45 classified as minor challenges because
24:47 the project timelines have been delayed
24:49 by one quarter
24:50 these projects include the newport way
24:52 improvements from maple to sunset
24:54 the northwest sammamish road
24:56 non-motorized improvements
24:58 the southeast 43rd way and east lakes
25:00 mamash parkway roundabout project
25:02 and the newport pedestrian bridge and
25:04 old town traffic calming
25:06 from the performance measurement report
25:08 the second quarter update contained
25:12 in exhibit c presents the changes to
25:14 seven performance measures based on data
25:16 from the 2021 community survey
25:19 the report provides a summary of these
25:21 high level outcome measures
25:22 along with graphics and a brief
25:24 discussion of trends
25:26 and performance against internal goals
25:28 and regional benchmarks
25:31 that is the summary of highlights for
25:33 the
25:34 quarterly reports that were included on
25:36 the consent calendar i also wanted to
25:38 talk about the 2021 arts
25:40 grant another item on tonight's consent
25:42 agenda is ab-8210
25:44 the arts grants recommendations and i'd
25:47 like to highlight the following
25:49 the round two arts funding will provide
25:51 forty four thousand one hundred and
25:52 fifty dollars for nine projects that
25:54 will reach broadly
25:55 across the community through visual
25:57 performing
25:58 and literary art experiences issaquah's
26:01 art
26:02 organizations are demonstrating
26:04 creativity and flexibility in how to
26:06 deliver arts opportunities for the
26:07 community during the pandemic
26:09 with an increased usage of technology
26:11 and virtual programming
26:13 trends that are likely to continue for a
26:15 while
26:16 they are conducting multiple rounds of
26:18 flexible arts funding
26:20 requires less application lead time and
26:22 is helping remove barriers
26:24 for smaller less formalized community
26:26 groups
26:27 more than 30 percent of the 2021 arts
26:29 grants
26:30 applicants were new to the city's earth
26:32 funding process
26:33 that's the last item i'll be reporting
26:35 out on tonight in the mayor's report
26:38 and we will move on to the consent
26:39 calendar
26:41 the consent calendar was distributed to
26:43 council in advance
26:44 and if authorized the items on the
26:46 consent calendar will be considered
26:47 together and approved by one motion

27:24 grant funds are being disbursed under
27:26 this month's accounts payable
27:28 i have asked for advice from the city
27:30 attorney as to whether this warrants a
27:32 conflict of interest and have been
27:34 informed that i am not
27:35 legally required to be excused from
27:37 voting as the city is carrying out a
27:40 decision that was previously made by the
27:42 council
27:43 however for the sake of transparency i
27:46 would like to declare this employment
27:47 and have my statement

29:44 directed the administration to prepare a
29:46 resolution in support of the proposition
29:49 and to schedule a public hearing for
29:50 tonight's council meeting
29:52 at tonight's public hearing both
29:54 proponents and opponents of the
29:55 proposition will be provided an equal
29:57 opportunity to make comments
29:59 there is not going to be a staff
30:01 presentation on this item this evening
30:04 and before i open the hearing are there

31:47 uh i live at 24706 southeast 30th street
31:50 smamish 98075 and i'm the executive
31:54 director of the garage at team cafe
31:57 and um i wanted to
32:01 speak to you all tonight to encourage
32:03 you to
32:04 to approve and endorse the renewal of
32:07 the best starts for kids levy
32:10 um and i would imagine that you've
32:13 gotten a lot of
32:15 of the statistics and um and that kind
32:18 of information from
32:20 best starts for kids um and so i wanted
32:22 to talk to you
32:23 in a in a more personal way um
32:27 you know our kids are the
32:30 most vulnerable in my mind um in our
32:33 community
32:34 and they often find themselves in
32:36 situations that they have no control
32:38 over
32:38 whatsoever and a lot
32:42 of our um a lot of our community
32:45 is able to provide resources um
32:48 when they are experiencing challenges uh
32:51 but
32:51 but some can't and i feel it's a
32:54 community's responsibility
32:56 um when our when a parent or a guardian
33:00 is unable to provide those resources for
33:02 whatever reason
33:04 and during covet we have lots of reasons
33:06 right now
33:08 um and so i feel it again it's our
33:11 community's responsibility to provide
33:13 those resources
33:14 and best arts for kids has done an
33:16 incredible job
33:18 of really building up our youth and
33:20 creating opportunities for them to
33:22 thrive
33:24 the national forum of early education
33:26 says that for every dollar you invest in
33:28 our youth
33:29 you yield up to nine dollars of return
33:32 so i want you to think about it this
33:34 this renewal of the levy
33:36 it's 872 million dollars
33:39 so we're talking upwards of seven
33:42 billion dollars that will be returned
33:46 in in our investment it's so worth it
33:49 and and our community knows that kids
33:52 are worth it
33:53 you all support them all the time in so
33:56 many ways
33:57 and this is just another way that we can
33:59 do that for them
34:01 so um you know the garage has
34:04 increased our mental health counseling
34:06 and our tutoring
34:08 by hundreds of percentage points
34:12 as we have moved into coped and it's
34:15 just going to get worse
34:17 the need as all of our kids go back to
34:20 school in the fall
34:21 and navigating this new normal is really
34:24 difficult
34:25 and i think best starts for kids just
34:27 continues to provide opportunities
34:29 for organizations like the garage that
34:31 are working to ensure that our
34:33 our youth are thriving which is really
34:36 important to our community and keeps it
34:38 the amazing place that we all want it to
34:40 be so i
34:41 i strongly strongly encourage you to
34:43 endorse this

35:44 for the renewal of best arts for kids

35:50 thank you for the opportunity to speak
35:51 with you today and to seek your support
35:54 from the renewal of best arts for kids
35:56 i think kaylee spoke so eloquently about
35:59 the impact of the garage and the work
36:01 that they've been doing to promote
36:02 mental health and issaquah
36:04 and around issaquah and i really can't
36:07 i can't add any more to that and to say
36:10 that part of the reason i'm volunteering
36:11 in the role that i am
36:13 is that i'm the executive director of an
36:15 organization that promotes
36:16 maternal health and i can tell you just
36:19 how much of an impact best starts for
36:21 kids has had on us
36:22 and our ability to provide services to
36:25 pregnant and parenting families
36:26 throughout the east side and
36:28 including in king county communities
36:31 like issaquah
36:32 one of the things that i know that best
36:34 arts has done just in the last year in
36:36 2020
36:38 was that best arts for kids was able to
36:40 reach a thousand children and
36:41 youth living in the 98027 and 98029 zip
36:45 codes
36:47 so far nearly half a million children
36:49 and youth have benefited from esk
36:51 programs
36:52 over 24 000 health care providers and
36:55 other essential workers were supported
36:57 by bsk programs
36:59 and as kaylee mentioned i am certain
37:01 that the ability of our children and
37:02 youth
37:03 in our communities to whether the covin
37:06 19 pandemic is greater
37:08 because of the services and support that
37:09 best starts for kids
37:11 has been able to provide that's why it's
37:14 essential that best starts for kids is
37:16 renewed
37:17 on our ballots and that is why we're
37:19 seeking your support
37:21 one of the greatest things that best
37:23 arts for kids has done is to expand
37:24 mental health supports and school-based
37:26 health programs
37:27 which are going to be essential before
37:30 they were essential before the pandemic
37:32 they were essential during and they will
37:33 be essential after for years to come
37:36 as we recover from the trauma that our
37:38 children and
37:39 our communities have experienced renewal
37:42 continues outreach and partnerships for
37:44 these types of health care centers for
37:46 pregnant parenting families
37:48 and programs for use and one of the
37:50 things that i'm most excited about
37:52 is that the renewal will help to provide
37:55 3000 low-income families with access to
37:57 child care
37:58 and that is going to be critical for
38:00 economic recovery family stability
38:02 and gender equity especially for the
38:05 moms who had to leave the workforce
38:07 during the pandemic levee dollars have
38:10 already helped over 10 000 families to
38:12 avoid homelessness
38:14 and renewal will continue rental
38:16 assistance and prevention strategies
38:18 that eastside partners like hopelink
38:20 youth decide services friends of youth
38:22 and others are using to prevent
38:24 homelessness throughout the county as a
38:27 leader of a community based organization
38:29 i know firsthand that we
38:30 as community organizations rely on
38:33 strong government partnerships
38:34 to tackle multifaceted challenges like
38:37 homelessness
38:38 it has to be a county-wide effort that
38:40 will continue with strong examples
38:42 in communities like issaquah bellevue
38:45 and throughout the county
38:48 so now is the time to continue this
38:49 groundbreaking levy success
38:51 and to continue to transform the
38:54 transformative work that it started
38:56 and to bring services to even more
38:58 families in asia and around the county
39:00 we would be honored if the issaquah city
39:02 council joined executive
39:04 constantine along with every county
39:06 council member mayors and organizations
39:08 serving children and families across the
39:10 county
39:10 to support the renewal of best arts for
39:13 kids
39:14 as the seattle times wrote in their
39:16 endorsement
39:18 best arts for kids has made a difference
39:20 in the lives of hundreds of thousands of
39:22 children young adults and families

46:30 under regular business is ab-8161
46:33 council rules of procedure ad-hoc
46:35 committee and the action before council
46:37 this evening will be to adopt the
46:39 ordinance prove the resolution
46:41 and this topic was last before council
46:43 at the april 5th
46:44 council meeting and i'd like to invite
46:46 city clerk tasha gizer to
46:48 present this item
46:55 thank you mayor give me just a moment to
46:57 share my screen

47:41 okay so uh my name is tisha geezer city
47:44 clerk i'm going to
47:46 share a brief summary of the
47:48 recommendation of the council rules of
47:50 procedure ad hoc committee
47:52 and expect that committee members may
47:54 choose to
47:55 elaborate on the presentation and
47:57 respond
47:58 to questions
48:04 so the ad hoc committee was established
48:06 by the city council
48:08 at the april 5th council meeting this
48:10 was in response to some
48:13 items related to the city council rules
48:15 of procedure that were discussed
48:17 at the january 30th council retreat and
48:19 the march 29 study session
48:21 which led to the council delegating a
48:24 recommendation on
48:26 four items to the council rules ad hoc
48:30 committee
48:30 the committee was established of council
48:33 members
48:34 d michelle goodman and walsh there was
48:37 not a chair
48:38 designated among the three as i
48:40 mentioned four
48:41 items were referred to the committee
48:43 initially with a fifth item
48:45 the council business the city council
48:48 new business request process
48:51 being referred to the ad hoc committee
48:53 at the may 3rd council meeting
48:57 all five items were determined to be
49:00 reported back with a recommendation from
49:03 the committee at the july 6 meeting
49:05 because that meeting was cancelled the
49:07 recommendation is being provided tonight
49:12 here is a list of the five items that
49:15 the committee provided
49:16 a recommendation on there's a note here
49:19 that
49:20 as you'll hear in just a few moments
49:22 there are also some
49:24 suggestions made regarding hybrid
49:26 meetings and some
49:28 miscellaneous cleanup items throughout
49:30 the council rules
49:31 at the recommendation of the clerk's
49:33 office
49:35 and now i'll provide a real brief
49:38 summary of the
49:39 recommendation made on each of these
49:41 items
49:43 so one of the items referred was
49:46 a potential for a council member agenda
49:49 bill liaison role
49:51 let me just stop here to say that on all
49:53 of these items
49:54 uh the ad hoc committee um
49:58 reviewed the input that they had heard
50:00 from their
50:01 colleagues on these topics and in some
50:03 cases looked to city staff to provide
50:05 some
50:06 additional information about city
50:08 processes
50:09 or best practices so with that
50:12 regarding the agenda bill liaison role
50:15 the committee
50:15 at this time recommends that that not be
50:18 added to the council rules uh
50:20 again at this time
50:25 the second item referred to the
50:26 committee was regarding
50:28 um creating more clarity around touch
50:31 points for council study sessions
50:33 and uh specifically also
50:36 providing a requiring a process for
50:39 summarizing
50:40 council feedback and consensus provided
50:42 at council study sessions
50:44 in response the committee recommended uh
50:48 the addition of a sentence to the study
50:50 sessions section that
50:51 states that the presiding officer of a
50:54 study session
50:55 or a staff that they designate will
50:58 provide
50:59 a summary of the council consensus or
51:01 feedback
51:02 received at a study session and the
51:05 committee also
51:07 provided some suggestions to the
51:09 administration
51:10 some guidelines regarding the study
51:13 session process
51:14 so there aren't any specific changes
51:17 proposed to the rules other than the
51:18 minor change i mentioned
51:20 but there was some feedback and and
51:22 direction provided
51:24 um essentially to to stick with the
51:26 process
51:27 of moving policy items through
51:30 a council study session so starting them
51:33 as an id
51:34 at a study session rather than as an
51:37 agenda bill
51:38 and there was a request that if the
51:40 administration needs to depart from that
51:42 process
51:42 which is often due to a time sensitive
51:45 issue
51:46 that that needs to be clarified in the
51:48 written materials there was also a
51:50 request
51:51 to increase communication
51:54 on these processes i of the sense being
51:57 that at times
51:59 this information about exceptions might
52:01 be communicated to some council members
52:04 such as the council leadership but may
52:06 not be shared with
52:08 all council members in advance those
52:11 specific guidelines are included
52:12 in the committee's recommendation which
52:14 is attached to the agenda bill
52:18 the third item was regarding guidance on
52:21 boards and commissions and the city
52:23 council's interaction
52:25 with the advisory boards and commissions
52:28 the committee discussed this and felt
52:30 that there wasn't necessarily a need for
52:32 any new
52:33 process here but a better better
52:35 communication and documentation
52:37 of the existing processes related to the
52:40 city interacting with the boards and
52:42 commissions and so you'll see a new
52:44 section 7 in the council rules that talk
52:46 a little bit about
52:47 the city council's role in the
52:49 confirmation of appointments
52:51 um methods of communicating or sort of
52:54 monitoring the work plans of the boards
52:55 and commissions
52:56 and communicating with the respective
52:58 staff liaisons on items of interest
53:01 and then also clarifying the ability of
53:03 the council
53:04 as a group at study sessions to
53:06 potentially relay
53:08 questions for boards and commissions to
53:10 consider
53:11 again the specific language is provided
53:14 in the
53:14 draft rules that are attached to the new
53:17 section 7.
53:20 the fourth item was to address the ands
53:22 and orrs throughout the council rule
53:25 there were five that the committee
53:27 removed and
53:28 just provided some alternative language
53:31 two instances were left as is and these
53:34 are the instances that refer to the
53:35 council president
53:36 and or mayor approving agenda items
53:40 and they are essentially quotes
53:43 of uh a provision in the issaquah
53:46 municipal code
53:47 modifying them would require an
53:49 ordinance and
53:51 the committee uh felt that it was a
53:54 a bit more of an uh considerable change
53:58 than the other instances and so um
54:00 propose
54:01 leaving those two cases as is
54:06 the fifth item that the committee
54:07 provided a recommendation on
54:09 is the council new business request
54:11 process and because it's been a couple
54:12 of months since the
54:14 council received an uh summary on that
54:17 process i just wanted to
54:18 quickly provide a few slides from that
54:20 may 3rd presentation
54:21 which summarizes process which is
54:24 essentially
54:25 that a form is submitted by a council
54:28 member
54:31 there is some written material provided
54:32 to be included in the agenda packet
54:35 in that form and a verbal presentation
54:38 is provided
54:39 under a new new business
54:42 section of the council agenda which
54:45 would fall before good of the order
54:47 at that time after the verbal
54:49 presentation the council would
54:51 would vote whether to approve proceeding
54:54 to the next step
54:55 with that additional work plan item that
54:58 next step being step two the returning
55:00 proposal
55:01 this would get the item on the next
55:03 council agenda
55:05 and would allow staff the opportunity to
55:08 provide a bit of a response
55:09 to what the city is doing other
55:12 considerations for this item
55:14 after that second touch point by the
55:16 council there would be another
55:18 opportunity to vote to approve moving
55:20 the item forward
55:21 if there was a majority of the council
55:23 supporting that
55:24 then the item would become an additional
55:26 work plan item and be scheduled
55:28 appropriately
55:33 uh this slide shows a form a
55:36 potential form used for the council new
55:39 business request
55:40 process at this time we have a form
55:42 drafted on the city website that would
55:44 specifically for city council members to
55:46 use the form would need to be submitted
55:48 seven days in advance of the next
55:50 council meeting so
55:51 to be included on that agenda
55:56 so the ad hoc committee
55:59 reviewed this process and did make some
56:01 changes
56:02 one of those changes and this was an
56:04 addition since your packet was produced
56:06 was adding a policy question to the
56:08 guidelines
56:09 um to just prompt that to be one of the
56:12 topics that's addressed by the
56:13 requesting council members is what is
56:15 the policy question
56:17 other changes were to identify some
56:19 other options the council has to add a
56:21 new business item
56:23 and these are these have always been
56:24 options amending the
56:26 council agenda or providing direction
56:28 under
56:29 a existing work plan item that's related
56:32 to a next step or
56:33 an element of that item so those are now
56:36 called out
56:37 in the policy and the policy was also
56:41 the committee also recommended policy be
56:43 clear that this is a preferred process
56:46 but it doesn't
56:47 preempt any other ability of the council
56:51 add a an item to a meeting agenda or
56:56 otherwise
56:59 and then um on to the two additional
57:01 items these weren't directly referred to
57:03 the committee but given the timeliness
57:05 of um uh just the kovid 19 pandemic and
57:08 the
57:09 you know the shift to by some agencies
57:11 to in-person meetings
57:12 um uh we suggested the committee um
57:15 consider hybrid meetings and they
57:17 asked that the discussion be brought
57:19 forward to the full council due to the
57:20 impacts not only to the council but to
57:22 the public and so
57:23 that is the next item on the council
57:26 agenda this evening
57:29 and lastly are some minor cleanup
57:30 provisions and these are brought forward
57:32 by the clerk's office um
57:34 they are are very minor in nature and
57:36 just are some cleanup provisions
57:38 to document current practice and
57:43 really truly clean up provision so with
57:45 that
57:46 the recommendation tonight by the ad hoc
57:48 committee is to approve the proposed
57:50 revised rules
57:52 and also adopt an ordinance which would
57:55 makes the corresponding changes that are
57:57 needed to um
57:59 the order of business the city council's
58:02 regular meeting order of business is
58:03 established in the municipal code so
58:05 this change would
58:06 add the new business section make some
58:07 other minor cleanup provisions
58:11 and that concludes my presentation
58:14 mayor and it may be that the other
58:16 committee members would like to add
58:18 something additional
58:20 that is great thank you city clerk i
58:22 also want to thank you and chief of
58:23 staff
58:24 tina eggers for actually getting this
58:26 original document put together a few
58:28 years ago we were really working in the
58:30 woods for a really long time
58:32 so thank you for that thank you for the

58:36 so ad hoc committee members would you
58:38 like to add some comments
58:39 uh before we go to uh questions and
58:42 answers

59:00 good process a lot of discussion
59:02 and thanks to tina and tisha and to
59:05 wally bobkowicz as well for supporting
59:08 uh through uh the process of discussing
59:12 these items one by one in really logical
59:14 order
59:15 and so i really appreciate all of the
59:17 support we got
59:19 thank you that was great any other
59:22 comments from ad hoc i am going to also
59:24 open it up to questions
59:26 for the non-ad hoc members as well

59:35 the um motion so council member hall has
59:38 a question

59:42 just a quick clarifying question so this
59:44 new section 7 on
59:46 boards and commissions is this just
59:48 existing
59:49 practice but just we wanted to document
59:52 so that way it's written down
59:55 is that right and if not correct me but
59:58 that's why i thought i heard

1:00:08 uh mayor i'll give a short answer and
1:00:10 then i see councilmember walsh has a
1:00:11 comment so she may want to add to my
1:00:13 response but
1:00:14 it it is essentially um some of the
1:00:18 practices
1:00:19 um the sort of bulleted points about how
1:00:21 a council member can
1:00:22 um monitor the work of aborted
1:00:25 commission
1:00:26 by reaching out directly to the staff
1:00:28 liaison um
1:00:29 or providing the uh direct
1:00:33 uh sort of ask of the boarding
1:00:34 commission at a study session those have
1:00:36 been things that have been communicated
1:00:38 and done
1:00:39 but just haven't been in a written
1:00:41 policy
1:00:43 and council member welsh thanks

1:00:47 um i i just wanted to say it kind of
1:00:50 also came out of a conversation of what
1:00:52 should be the process
1:00:54 of putting um an
1:00:57 idea through the board and commission
1:01:00 and council and kind of when should
1:01:04 council put its ideas out there and so
1:01:06 we wanted to be cautious about the idea
1:01:10 well the we want the council to be able
1:01:14 ask questions of board so that the
1:01:17 council
1:01:17 gets its questions asked and doesn't
1:01:20 have to punt it back to a board because
1:01:22 that's not
1:01:23 the ideal situation not respectful and
1:01:25 not great for time
1:01:26 we also didn't want to presuppose
1:01:30 you know what we were going to think
1:01:31 about it and so part of it was
1:01:34 just a a caution of if you're going to
1:01:37 ask questions
1:01:38 the goal isn't to
1:01:41 lead the conversation the goal is to
1:01:46 make sure that there are questions that
1:01:48 are considered um so that the council
1:01:50 can have answers
1:01:52 and so that was just part of the the
1:01:54 conversation about that particular point
1:01:57 thank you councilmember walsh it also um
1:01:59 helps avoid
1:02:01 having to redo a public hearing when the
1:02:02 public's primary
1:02:04 opportunity might be at a border
1:02:06 commission you're making sure that
1:02:07 questions that you know
1:02:09 are going to come to mind are getting
1:02:10 dealt with which is great
1:02:12 um i do not see any other comments i'll
1:02:15 give it a few more seconds i do see

1:03:51 difficult conversations but i think we
1:03:54 talked things out very well
1:03:58 and listen to each other and um
1:04:01 and we just had great um
1:04:06 leader guidance i would say in from the
1:04:08 clerk's office and from
1:04:10 um city administrator so i'm
1:04:13 i do enthusiastically support this and i
1:04:17 um support all of the specific
1:04:21 changes that are being made thank you
1:04:23 very much
1:04:24 the only reason i make you use the chat
1:04:26 is because my script covers
1:04:28 all of your faces i can't see you
1:04:31 council president hunt thank you this is
1:04:34 council president hunt i wanted to
1:04:36 thank the members of the ad hoc
1:04:38 committee that worked on this
1:04:40 i think a lot of thought went into the
1:04:43 work that you did
1:04:44 and that really shows i'm looking
1:04:46 forward to seeing especially how the new
1:04:49 the clarifications about how to have a
1:04:51 new business
1:04:52 item how that works out i think it makes
1:04:56 clarifications that will be really
1:04:57 useful to us going forward
1:05:00 we could previously have there were ways
1:05:03 that council could advance
1:05:04 a new business item previously but it
1:05:06 wasn't as clear

1:06:39 of business which is ab-8204
1:06:41 city council hybrid meetings plan and uh
1:06:45 we're looking for
1:06:46 some direction for the administration
1:06:48 and this is the first time that this
1:06:49 item is coming before council
1:06:51 i'd like to invite our city clerk back
1:06:53 to present this item
1:06:58 tasha
1:07:02 yes this is a tisha geezer city clerk
1:07:06 again
1:07:06 um tonight i'm going to talk a little
1:07:08 bit about um the city
1:07:10 city's proposed hybrid beatings plan and
1:07:14 impacts to our city council meetings
1:07:19 so uh we have been doing these remote
1:07:21 meetings for a while
1:07:23 as you recall the proven 19
1:07:26 state of emergency was declared at the
1:07:28 very end of february 2020
1:07:30 and the following month the governor
1:07:32 issued proclamation 20-28 which
1:07:35 prohibited any in-person meeting
1:07:38 of an entity that falls under the open
1:07:40 public meetings act which includes the
1:07:42 city council and our boards and
1:07:44 commissions
1:07:45 initially if you recall the city council
1:07:48 was restricted
1:07:49 on what sort of issues it could consider
1:07:51 at its uh remote meetings and and then
1:07:54 it expanded to be
1:07:55 become our norm uh
1:07:58 this past legislative session the
1:08:00 legislature
1:08:01 uh formally ratified this proclamation
1:08:05 20-28 which means it's currently in
1:08:07 effect
1:08:08 until rescinded by the legislature or
1:08:11 until the state of emergency
1:08:13 is ended the proclamation has been
1:08:16 modified
1:08:16 numerous times throughout kovid and
1:08:19 eventually the proclamation did allow
1:08:22 in-person an in-person component at
1:08:25 two meetings depending on the
1:08:28 phase of the governor's uh safe start
1:08:32 uh plan however there were numerous
1:08:35 restrictions
1:08:36 around uh the safety requirements around
1:08:39 that in-person component
1:08:41 throughout kovid and today there is a
1:08:45 required
1:08:45 remote meeting component to all meetings
1:08:49 entities that fall under the opma
1:08:52 but as of june 30th a number of those
1:08:56 in-person meeting component restrictions
1:08:58 have been
1:08:59 uh reduced and so currently in this
1:09:02 slide is intended to sort of show
1:09:04 this point in time summary currently
1:09:07 there is not
1:09:08 a social distancing requirement for an
1:09:11 in-person component of a meeting
1:09:13 nor is there an occupancy requirement
1:09:18 given this um the city is interested in
1:09:20 pursuing
1:09:21 uh transitioning to hybrid virtual
1:09:24 in-person meetings
1:09:25 a couple of the other boxes shown on
1:09:28 this slide
1:09:28 um show the sort of mask status as of
1:09:31 today
1:09:32 for these meetings the
1:09:35 city staff including city council
1:09:37 members
1:09:38 must meet the labor and industry math
1:09:41 standards which mean
1:09:42 that any of us who have shown proof of
1:09:45 vaccination can be unmasked
1:09:47 at these meetings for the public
1:09:50 um i should say so for staff and council
1:09:54 members who don't share that status they
1:09:55 would be wearing a mask
1:09:57 and for members of the public who are
1:10:00 unvaccinated they would also be required
1:10:03 to wear a mask
1:10:04 however the city is not required to view
1:10:07 proof of their vaccination status it
1:10:09 would essentially be an honor system
1:10:12 under our proposed hybrid meeting plan
1:10:14 and we would have some signage at the
1:10:15 entrance to the meeting rooms that we
1:10:17 would be using for these meetings
1:10:20 providing this information and free math
1:10:24 we also are not required but are
1:10:26 encouraged to provide a sort of a sign
1:10:28 up sheet
1:10:29 that the members of the public would
1:10:31 fill out in the event that contract
1:10:33 tracing was needed
1:10:35 and then again as i mentioned earlier
1:10:37 there would not be any capacity
1:10:39 or social distancing requirements
1:10:44 so our current um proposal is to
1:10:47 transition to this hybrid
1:10:49 virtual in-person meeting um beginning
1:10:51 with the
1:10:52 count city council study session on july
1:10:54 30th and
1:10:55 at all uh city council meetings from
1:10:57 then on
1:10:58 and you'll be hearing more about our
1:11:00 proposed plans for the city's boards and
1:11:02 commissions
1:11:04 at the july 27th council study session
1:11:07 but i will mention that we are working
1:11:10 retrofit two facilities currently for
1:11:13 either city council or board and
1:11:15 commission use and that is the city
1:11:17 council chambers
1:11:18 and tibbetts creek manor
1:11:21 so what does this meeting type look like
1:11:25 uh the city council chambers do look a
1:11:27 little differently um the municipal
1:11:29 court has
1:11:30 uh been uh operating throughout covid
1:11:32 and have
1:11:33 uh initiated a number of virtual
1:11:36 protocols and so there is some different
1:11:38 equipment in the room but by and large
1:11:40 the room looks very similar to how it
1:11:41 did pre-covered and the city council
1:11:43 members and attending a
1:11:45 regular council meeting would as usual
1:11:48 be seated up at the diocese with staff
1:11:50 and members of the public down on the
1:11:51 floor and to the side
1:11:54 uh for this virtual meeting uh the
1:11:57 room being used would essentially be one
1:11:59 member
1:12:00 of the webex event so we would schedule
1:12:04 a webex event just like we do now and
1:12:06 the council chambers would be one of the
1:12:08 attendees
1:12:09 the in-room video would be controlled by
1:12:12 ictv staff just as it was pre-covered
1:12:15 which means sometimes there'd be a wide
1:12:16 shot of the room and all council members
1:12:19 or there would be a close-up on the
1:12:20 council member speaking or the staff or
1:12:22 member of the public speaking
1:12:24 the ictv staff would also be handling
1:12:27 the in-room audio
1:12:28 so this means that city council members
1:12:30 would not need to even bring a laptop
1:12:32 necessarily and certainly would not need
1:12:34 to join the webex event
1:12:38 the city clerk's office and ictv staff
1:12:41 would be managing the virtual aspect of
1:12:43 the meeting
1:12:44 for those who are attending virtually
1:12:46 such as members of the public
1:12:48 city staff and potentially uh council
1:12:50 members
1:12:51 they would show up as an entity in a
1:12:53 virtual meeting just like they do today
1:12:55 and they would be viewable in the
1:12:57 council chambers or the
1:12:59 tibbetts creek manor either from the
1:13:00 screen that's behind the council members
1:13:02 of the diocese or from the small

1:13:11 there as well so what this means is it
1:13:14 would be a return to some of our
1:13:16 in-meeting protocols
1:13:18 so we wouldn't be using chat to indicate
1:13:20 a desire to speak but rather a return to
1:13:23 lifting of the microphones similarly we
1:13:26 could return
1:13:27 to voice votes it may be that if there's
1:13:30 some remote participation particularly
1:13:32 by council members that we would have
1:13:33 some modified
1:13:35 protocols for the
1:13:38 webex events portion i think i just
1:13:40 hopefully i described that
1:13:42 fairly well the idea would be to sort of
1:13:45 focus on the council chambers as much as
1:13:47 possible assuming that most of the
1:13:49 council attendees are in person
1:13:52 and as i mentioned city staff would be
1:13:54 managing
1:13:56 the virtual meeting components
1:14:01 i want to talk about a little bit about
1:14:03 the proposed plans meeting attendance
1:14:05 um the council if you recall you amended
1:14:09 your rules of procedure back in
1:14:10 september of 2020
1:14:12 and so now they state that uh council
1:14:14 members may attend meetings remotely
1:14:17 while the city has is in a state of
1:14:19 emergency so it's tied to the city's
1:14:21 emergency declaration um of course as i
1:14:24 mentioned earlier currently
1:14:26 everyone is able to attend meetings
1:14:28 remotely
1:14:29 while a proclamation 20-28 is in place
1:14:33 uh as a reminder the council rules say
1:14:36 if you're attending remotely you'll
1:14:37 provide advance notice
1:14:38 ideally five days and then there's some
1:14:41 specifics around how you'll participate
1:14:43 in the meeting
1:14:45 we are proposing both now and moving
1:14:47 forward that city staffing consultants
1:14:49 or other outside presenters could attend
1:14:52 remotely or in person to present to the
1:14:55 council
1:14:56 and certainly the public could have the
1:14:57 option to attend in person
1:14:59 or uh virtually and
1:15:03 their virtual participation would very
1:15:05 closely resemble how it is today
1:15:10 uh in addition to us looking for your um
1:15:14 endorsement of our proposed hybrid
1:15:16 meetings plan uh we also
1:15:18 just wanted to sort of share the
1:15:20 perspective that we feel that the public
1:15:22 participation
1:15:23 remotely is beneficial to the community
1:15:26 we feel that
1:15:27 there has been strong consistent if not
1:15:29 strong participation by the public
1:15:31 in this virtual meeting format we've
1:15:33 also made investments in technology
1:15:36 equipment staff training and feel that
1:15:40 it would be fairly easy to continue this
1:15:42 remote meeting aspect
1:15:44 not just now but even into the future
1:15:50 so again our our basic ask tonight is
1:15:53 endorsement of this plan to move to the
1:15:55 hybrid meeting format on july 30th but
1:15:58 there are some additional options here
1:16:00 um you could let us know that you would
1:16:02 prefer to stay remote
1:16:04 um while you can for the foreseeable
1:16:07 future
1:16:08 uh while the state of emergency is in
1:16:09 place uh you could also direct us
1:16:12 to um pursue sort of increasing the
1:16:15 city council's ability to participate
1:16:17 remotely beyond
1:16:18 the state of emergency similarly
1:16:21 with the public we could sort of you
1:16:25 could provide direction
1:16:26 for us to formalize that remote
1:16:28 participation by the public
1:16:30 in the city council rules of procedure
1:16:33 or we can uh you can choose to let us
1:16:36 know that you would
1:16:37 like to have those conversations um but
1:16:40 maybe
1:16:40 once we sort of have an end of sight at
1:16:42 this point in time we have not been able
1:16:44 to get any indication
1:16:45 of when of the when the state of
1:16:47 emergency will be terminated
1:16:52 and here again is our proposed
1:16:54 recommendation tonight
1:16:55 and with that i'm happy to answer any
1:16:58 questions

1:17:18 the direction a lot of other
1:17:19 jurisdictions are going but my question
1:17:21 is just
1:17:22 with um a lot of you know you've got
1:17:25 it laid out here and i just want to
1:17:27 confirm that we would have the staff
1:17:29 capacity whether i see tv
1:17:31 or city staff to manage a hybrid
1:17:35 work plan
1:17:38 thank you council member hall um yes you
1:17:42 know at
1:17:42 this as i mentioned this has become our
1:17:45 our norm and we've made
1:17:46 numerous investments um to make this
1:17:48 happen so certainly
1:17:50 in the near term and as i mentioned it
1:17:52 looks like city administrator bob quits
1:17:53 might have a comment here we
1:17:55 we do feel like we could manage this for
1:17:57 the city council
1:17:58 on an ongoing basis see the
1:18:00 administrator did you want to add
1:18:03 uh yes uh madam mayor members of the
1:18:05 council good evening uh
1:18:07 thanks to the the city clerk uh and our
1:18:10 rit staff they're doing a tremendous job
1:18:12 i guess i just want to add the caveat
1:18:14 that you know this is a lot of work um
1:18:17 and this is certainly
1:18:18 a dimension that we didn't have 15
1:18:21 months ago
1:18:23 through our talents and staff they have
1:18:25 made it
1:18:26 as easy as possible i am concerned that
1:18:29 once we're back in the room there's
1:18:30 going to be a lot of things to juggle
1:18:32 and so i guess i would just put the
1:18:34 caveat there that we want
1:18:35 the experience to be as similar to the
1:18:39 previous experience
1:18:40 before march 2020 as possible but
1:18:43 there's a lot more components and so
1:18:44 we'll do our best i think we
1:18:46 we're leveraging technology uh to the
1:18:48 greatest extent possible but they're
1:18:50 still as human beings that are needed
1:18:52 to make all this run and so we'll keep
1:18:54 the council posted
1:18:55 uh i think the timing of this will give
1:18:57 us uh a nice dry run
1:18:59 um uh at a regular meeting on like a
1:19:02 second that'll give us a few weeks to
1:19:05 work on any issues that arise so as we
1:19:07 go into the september
1:19:08 lots of meetings budget uh some land use
1:19:11 things coming up toward the end of the
1:19:13 uh we're going to need to be as nimble
1:19:14 as possible so
1:19:16 i just added that caveat but the work
1:19:18 that uh
1:19:19 the city clerk has done the work that
1:19:21 rit staff our
1:19:22 our tv staff have done has been
1:19:24 outstanding

1:21:30 mentions it's it's a lot of work to make
1:21:33 um happen so i appreciate that and um
1:21:36 i i do think it's beneficial for people
1:21:39 have to work in you know at their job
1:21:42 site in close proximity to the time of
1:21:43 the meeting for example they can't
1:21:45 physically get here they would still be
1:21:46 able to comment and
1:21:47 there are many sorts of circumstances
1:21:49 like that so i think
1:21:51 i think this would benefit those folks
1:21:53 while still allowing
1:21:54 people that can come to comment in
1:21:55 person to come in person
1:21:58 um so i think those would be my comments
1:22:01 on the in-person
1:22:02 public participation point i also think
1:22:06 there may be times where council members
1:22:10 due to unforeseen circumstances and sort
1:22:13 of rare but reasonable
1:22:16 exceptions to the rule might be
1:22:18 considered to
1:22:20 attend virtually so i'd be interested to
1:22:23 hear what my fellow council members
1:22:24 think about that
1:22:25 i understand that in person um is is
1:22:28 much easier to facilitate
1:22:29 a good conversation in person and i i
1:22:31 understand that
1:22:32 um i also think there might be
1:22:33 exceptions to that that we could
1:22:35 consider
1:22:36 and i'm looking forward to hearing what
1:22:38 uh all of my fellow council members

1:24:10 work i also think this is a great
1:24:13 opportunity
1:24:14 to support our staff um in not having to
1:24:18 late not only after their working hours
1:24:22 into the night for meetings for the most
1:24:25 um i guess the the area that i'm looking
1:24:29 to have a discussion on is
1:24:33 um council members and kind of that
1:24:36 virtual attendance because i think we've
1:24:40 in certain cities around the region that
1:24:45 you know they've run into some problems
1:24:47 with this
1:24:48 um whether it was you know people moving
1:24:51 out of the area or going on extended
1:24:53 vacations and things like that
1:24:56 um and so i'm wondering what
1:25:00 we're looking at as a way to
1:25:05 kind of free handle some of those
1:25:08 situations whether it would be a limited
1:25:11 number of
1:25:13 virtual meetings or only by
1:25:17 you know late notice or something like
1:25:20 i think in general we've certainly
1:25:24 handled virtual quite well
1:25:27 um from staff and council member um
1:25:30 experience but i wonder how that would
1:25:32 work if it's just
1:25:34 one council member um off to the side
1:25:37 and so i wonder
1:25:39 what um what other council members
1:25:43 think because i'm not i think it's
1:25:46 it could be a good opportunity but i see
1:25:48 some potential pitfalls that i want to
1:25:50 make sure we're
1:25:52 considering thank you councilmember

1:26:11 uh general comments um i've
1:26:14 personally been experiencing hybrid
1:26:16 meetings for about four weeks now with
1:26:18 the kiwanis
1:26:20 club of this aqua has been doing it and
1:26:23 uh city administrator bob schwitz is
1:26:26 absolutely right it takes a lot more
1:26:28 time setting up the technology and
1:26:30 making sure
1:26:31 the technology is working well and
1:26:33 everybody can hear each other
1:26:35 but that said the meetings have gone
1:26:38 surprisingly well
1:26:39 we have between 25 and 35
1:26:43 people who attend those meetings and
1:26:44 we've been able to hold conversations
1:26:46 and discussions and
1:26:49 small group get-togethers and we've done
1:26:52 many things
1:26:53 through the hybrid method and they've
1:26:55 worked well
1:26:56 and we've had ability for all of us to
1:26:59 talk to each other so
1:27:01 i think this is going to go better than
1:27:03 we think it might
1:27:05 and i also think it's a learning
1:27:06 experience just like when we first got
1:27:08 on virtual meetings we're going to be
1:27:11 learning for
1:27:12 the first few meetings um that we're
1:27:14 doing hybrids
1:27:15 so um i do think that if there's
1:27:19 anything good that came out of the kovit
1:27:22 19 experience for us it was the fact
1:27:25 that more and more people have been able
1:27:27 participate in government and i'm
1:27:30 i understand my understanding is that
1:27:33 the state legislature
1:27:34 has definitely pledged that they will be
1:27:36 doing hybrid meetings well into the
1:27:38 future so that
1:27:40 people across the state can participate
1:27:43 in the deliberations in olympia and i
1:27:45 think
1:27:46 uh there are many many options for
1:27:49 allowing more people to participate in
1:27:51 our meetings so i
1:27:52 i really support this um in terms of
1:27:55 um councilmember
1:27:59 uh council members uh coming in remotely
1:28:02 in the future
1:28:03 uh i think uh councilman walsh raises a
1:28:05 lot of good questions
1:28:07 i think there are certain i think we
1:28:08 should just carefully define
1:28:10 the circumstances under which
1:28:13 we can have that option but i think
1:28:15 there are some
1:28:17 cases where it would be very appropriate
1:28:20 and again
1:28:21 allow for more participation uh even
1:28:24 among council members
1:28:26 in meetings that they might not be able
1:28:28 to attend otherwise
1:28:30 um so i think that if we could proceed
1:28:32 forward with defining
1:28:34 what uh what those uh circumstances are
1:28:37 that we think are appropriate
1:28:39 for remote attendance i think it would
1:28:41 be a good thing for us to explore
1:28:44 um so i would support uh doing that in
1:28:47 the future as well
1:28:48 so i support the motion and and i
1:28:51 i think we're we're venturing into brand
1:28:55 new territory here we go again

1:29:36 the remote option then they can't
1:29:37 participate
1:29:38 in terms of council members
1:29:43 my thought is that it's not set in stone
1:29:47 my i kind of feel like council members
1:29:50 should attend in person
1:29:52 um when they're in town
1:29:55 and i think if we're on vacation
1:29:58 generally we're on vacation um i'm not
1:30:02 at this point super supportive of
1:30:05 providing
1:30:06 a whole lot of flexibility to council
1:30:07 members that so said
1:30:09 um you know there's a lot in the news
1:30:11 about um
1:30:12 states that are having a mask up again
1:30:14 and then delta variant and so
1:30:16 we don't know that this is going to be
1:30:17 where we're going to be in another eight
1:30:18 weeks or three months or whatever it is
1:30:21 it's just very hard to predict so um
1:30:24 as we move forward towards
1:30:27 the idea of hopefully getting back to
1:30:30 normal
1:30:31 um those would be my thoughts once we're
1:30:34 to normal um um
1:30:38 you already know that i can't attend
1:30:40 that retreat on the 30th
1:30:42 um because i had something else on my
1:30:43 calendar um
1:30:45 so i would appreciate being able to
1:30:47 monitor that remotely
1:30:49 um but we're not quite to september yet
1:30:51 so hopefully
1:30:52 um you'll allow me to do that but i
1:30:54 think when we're all done and out of the
1:30:56 emergency
