Historically, the City has applied for and received LSWFA grant funds for implementation of curbside recycling, multifamily education, sustainable building, commercial recycling, compost education and other similar types of waste reduction and recycling activities. During the 2017-2019 period, grant funds were utilized to provide tools to commercial businesses to increase recycling and to support education for commercial businesses. This work was carried out by the City's contracted service provider, Recology.

The purpose of the existing Chapter 12.05 regulations is to create an active pedestrian realm by encouraging creative and functional integration between buildings and the public sidewalk area, through the use of the sidewalk portion of the right- of-way for activities that create vitality and interest. Examples include cafe tables and chairs, weather protection, signs, balconies, architectural modulation, etc. Some uses can only occur in the lower area (sidewalk zone 0-8 ft) and some uses can only occur in the aerial zone (above 8 ft).

1:20 support the topic or the issue or the
1:22 comment that you just heard thank you

1:25 the first item on the agenda this
1:27 evening is special business ID 0 459
1:30 Parks master plans
1:32 Tibbits Valley Park Veterans Memorial
1:35 Park and it's the quad Creek corridor
1:37 this is an informational update this
1:39 evening council will not be taking
1:41 action and I'd like to invite Perks
1:43 director Jeff watt link to make the
1:44 presentation mayor thank you good
1:47 evening Council yes as stated I'm here
1:50 tonight to update you on a budgeted work
1:52 plan item I'm gonna get you to move a
1:54 little closer to make a budgeted work
1:56 plan item it's not better that we are
1:59 kicking off this is a effort to initiate
2:05 some master plan work around Tibbets
2:07 Valley Park Veterans Memorial Park in
2:10 the Creek corridor as a reminder
2:13 these all three of these projects park
2:17 spaces were identified as priorities
2:20 within the
2:20 a park strategic plan that was adopted
2:22 last year through the public engagement
2:28 that we had throughout that park
2:30 planning effort there were five core
2:31 themes that resonated and began to come
2:35 out of the some of the common language
2:36 and common messages that we heard from
2:39 the public though all three of these
2:41 themes would certainly apply to this
2:43 work that we are kicking off this
2:46 planning effort there's two that I would
2:48 want to highlight really quickly first
2:50 was this theme of police making this
2:53 idea of collaborating with the community
2:55 to reimagine and reinvest and it's
2:58 across public spaces and Parks this was
3:01 really a message we heard from the
3:02 residents about a desire to improve our
3:06 current parks not necessarily look to
3:09 build new or find the answer in new park
3:12 spaces but really improve what we have
3:14 the second theme I want to touch on that
3:16 really resonates is that of connectivity
3:18 we heard this over and over again how do
3:20 we find ways to continue and improve to
3:24 unite our park system and that's both
3:27 the park system within the city of
3:28 Issaquah but as well how our system can
3:31 better unite outside to the public lands
3:35 that surround us real quickly I just
3:39 want to touch on the importance and some
3:42 relevance of each of these three
3:43 projects this is a map that you'll see I
3:46 did in the park strategic plan the first
3:49 one with the red dot is Tibbets Valley
3:51 Park this is certainly a very historic
3:53 park that has been well-loved through
3:56 the decades but it is is really soon in
3:59 in need of playing a broader role and
4:03 that role is going to become really very
4:04 real and relevant as central Issaquah
4:07 plan begins to take shape as this Park
4:11 will serve as the edge to central
4:14 Issaquah its neighborhood is going to
4:16 change how do we begin planning ahead
4:19 for additional diversity of uses that
4:22 that Park is going to need to serve how
4:25 do we better maximize the field space
4:28 and field functionality for year-round
4:30 multi-sport use those are some of the
4:32 the key questions we'll be asking
4:34 that effort the second Park area that I
4:40 mentioned before is Veterans Memorial
4:41 Park though we though we label this
4:44 Veterans Memorial Park this effort
4:45 really is looking at three adjoining
4:47 park spaces in Old Town Veterans
4:50 Memorial Park Depot Park and pedestrian
4:54 park take a quiz of those here to know
4:57 who who knows what pedestrian park is
4:59 that's the the park right there on the
5:01 corner of sunset and Front Street right
5:05 behind Jack's
5:05 grill that is a public space as well
5:08 this effort will look at creating a
5:10 unified plan and unifying those three
5:13 park spaces how do they better support
5:15 one another how do we support resident
5:18 needs in Old Town how do we support the
5:21 commercial needs of Front Street and the
5:24 activity goals that we have for downtown
5:27 Issaquah it's interesting to note that
5:29 node that space that will begin planning
5:32 on also serves as a key activity area of
5:37 what we're calling the creek corridor
5:40 this is really in a lot of ways was one
5:45 of the anchor elements of the park
5:46 strategic plan it really looks at the
5:53 plan to connect the public spaces that
5:55 the city is assembled over the last
5:57 three or four decades how do we build
6:01 upon a vision that I think this
6:02 community has had for a really long time
6:05 to plan for and actually create a
6:07 north-south corridor from the southern
6:09 border of Issaquah all the way through
6:12 Lake Sammamish State Park to to Lake
6:14 Sammamish itself in this effort in this
6:17 planning effort we see the opportunity
6:19 for each Park each property along the
6:22 way to begin to play a stronger role as
6:25 it becomes connected with the other
6:26 spaces this will this work will seek a
6:30 way to achieve those connections in
6:33 really cost-effective manners this is
6:35 not a acquisition plan to buy every
6:37 piece of property between there's
6:39 opportunities to utilize the Rainier
6:40 Trail to utilize confluence park to
6:43 utilize spaces and corridors we have to
6:45 utilize rights-of-way
6:47 to make this vision a reality it really
6:50 is an amazing opportunity for this
6:52 community for that strong pedestrian
6:55 connection through the valley it's also
6:58 I would note a great opportunity to
7:00 connect Tiger mountain with squawk
7:02 Mountain to the south
7:04 when we look at the properties we have
7:06 down here we've got two of our amazing
7:09 outs that are so close to one another
7:10 there's a great opportunity to to
7:13 connect those as well all three of these
7:17 I would want to note again are a
7:20 planning effort this is not a design
7:22 effort that we're looking to embark and
7:25 and initiate this year as a planning
7:28 effort the goal is for this to give us
7:30 as a community a big picture a big
7:34 picture plan of what we want to do with
7:36 these spaces and then that would allow
7:38 us the most efficient future investments
7:42 that we can make into these spaces when
7:44 we understand the big picture when we
7:46 understand what we're going for
7:47 those little investments can make wise
7:50 and smart steps in the direction we want
7:54 to go what led us to the work that we're
7:59 doing right now we saw the opportunity
8:03 to explore all three of these in this in
8:08 a similar approach or initiate them in
8:11 that we felt it would be very effective
8:13 in positioning us to solicit a lot of
8:16 strong interest for consultants we
8:18 wouldn't will not be doing this effort
8:19 alone as staff we put together a request
8:23 for qualifications that sought interest
8:26 in helping us in all three of these
8:28 efforts it was a very very strong field
8:32 very competitive in the end we chose a
8:35 team put together by mithoon architects
8:39 their experience is extremely relevant
8:41 to what we're trying to do with both
8:43 these park spaces as well as this
8:45 corridor in fact most recently they just
8:47 completed some work with Metro Metro
8:50 Parks Takoma Metro Parks Tacoma manages
8:53 rust and why if you've been on the rust
8:55 and lay waterfront
8:56 recently with development near Point
9:00 Defiance Park Metroparks and the City of
9:02 Tacoma are seeking ways to unify from
9:04 Point Defiance Park all the way along
9:06 Ruston way into downtown Tacoma mithoon
9:08 assisted them with that corridor plan
9:10 and we think that experience will really
9:12 come in handy as we do some similar work
9:16 they're also bringing a team of experts
9:18 of sub consultants that would be helping
9:21 us in this effort herrera environmental
9:23 will be assisting in ecology and in
9:27 civil work da hogan they specialize in
9:30 athletic fields will be assisting in and
9:33 those components of this work tool
9:35 design and we'll be looking at trail
9:37 design and transportation elements and
9:40 site works is a fourth sub consultant
9:43 that we're actually really interested in
9:45 as well and that they are going to be
9:46 looking through the lens of operations
9:48 and maintenance so as we're doing this
9:49 work we're not just looking at pictures
9:53 and plans for what we want it to look
9:55 like but how could we effectively
9:58 maintain these spaces that we'll be
10:00 planning for a few just examples of the
10:06 approach we're going to take these are
10:08 some slides that we put together we
10:11 actually pulled together some strategic
10:13 partners agencies that have been
10:15 partners with us on these public spaces
10:16 for four years and had a bit of a
10:20 preview
10:21 two weeks ago obviously the keys first
10:25 step and a key step along this entire
10:28 endeavor is going to be listening we
10:30 need to continue to demonstrate and
10:32 model throughout this effort both
10:35 listening to residents both listening to
10:37 our partners and businesses that these
10:40 public spaces are intended to support as
10:44 I mentioned we had that preview meeting
10:46 two weeks ago some very very positive
10:49 feedback about what this effort will do
10:53 and and how we can begin to again set a
10:56 plan for long term investments that that
11:00 we may want to make as a community we
11:04 plan on really
11:07 from through the rest of the summer
11:09 forgive me some really creative
11:11 community engagement efforts we're going
11:13 to be utilizing some of our community
11:14 events the concerts on the green farmers
11:17 market to engage with residents and
11:20 visitors we're also going to similar to
11:22 the city's strategic plan have sort of
11:25 meetings in a box where we're gonna go
11:27 out to any interested groups or
11:29 neighborhoods that that want to give us
11:31 feedback throughout the summer on on
11:33 this work
11:34 all of that will inform the development
11:37 of concepts and further work as we head
11:40 into the fall and into 2020 real quickly
11:45 some principles and goals that we
11:47 discussed with that partner group as
11:48 well as the park board last last Monday
11:52 night four key principles that will
11:55 serve as anchors for this work obviously
11:58 quality of light life these three public
12:00 spaces along with all of our parks and
12:03 trails are essential to the identity and
12:05 the livability of this community how
12:08 this effort creates a plan that best
12:12 positions these three parks both now and
12:14 into the future and the needed role that
12:17 they're going to play in our community's
12:18 livability will be a real anchor to this
12:21 work healthy salmon healthy people this
12:25 really just recognizes that we live in a
12:28 shared environment there's not a natural
12:31 environment and a citizen environment
12:33 we're all living in similar environments
12:36 so knowing that Issaquah Creek and
12:38 Tibbets Creek play a role in these
12:40 properties that will be a real key lens
12:45 for us as we move through this work
12:47 place making like the theme I mentioned
12:49 before this is really how do we make
12:52 public spaces that draw people in that
12:55 are there positive vibrant places where
12:58 community happens lastly multiple
13:02 benefits we don't want to look at this
13:04 work through a singular lens through a
13:06 single singular interest group this is
13:09 really about public spaces that need to
13:12 achieve both active and passive needs
13:16 both trail needs as well as park needs
13:20 developed opportunities within these
13:23 sites as well as needs for preservation
13:26 and restoration really speaking to the
13:32 diverse experiences and diverse Park
13:35 needs that our community has lastly I
13:40 just wanted to share with you this is
13:42 certainly a work in progress but as
13:44 we've been working doing some initial
13:46 work with mithoon on the schedule just a
13:49 few things I want to point out again
13:53 this is still being refined as we begin
13:57 and set for launch that to launch this
14:00 effort
14:00 what we really see in this effort with
14:03 these three spaces is the efficiency we
14:06 can have in a shared launch and really
14:08 talking and engage in the community
14:10 about these three spaces understanding
14:12 these three spaces though independent
14:14 really have a relationship to one
14:16 another in the end though these are
14:18 really are going to be three separate
14:20 products this is not one master plan
14:23 with three sites these are three
14:24 independent products that as we go into
14:28 community engagement we realized and
14:30 we've built in flexibility into this
14:32 schedule to know that as this work
14:35 continues likely into 2020 we very well
14:39 could be looking at three separate
14:41 products that have a staggered
14:44 completion so very excited to launch
14:48 into this I'm excited to engage the
14:50 community in these three important
14:52 spaces and and really see how they use
14:56 these spaces and and want to see these
14:58 spaces used in the future we'll plan on
15:01 coming back to you at a council workshop
15:03 as we wrap up engagement this summer and
15:05 begin to to formalize those next steps
15:07 for the fall so with that thank you

15:19 for the presentation tonight Jeff just a
15:21 quick question and then a comment the so
15:26 on your timeline overview you've got
15:30 public outreach and then you talked
15:32 about meetings in the box I see the
15:34 vents that you have here like farmers
15:36 market concerts on the green and then if
15:38 neighborhoods are interested than there
15:40 would be separate that aren't on here
15:42 separate pop-up meetings
15:45 exactly exactly yeah we're building in a
15:47 ton of flexibility where we a staff
15:49 could go out and meet with groups that
15:51 are interested to engage with us yep and
15:53 then could you explain a little bit
15:55 about the champions options and the
15:56 equity outreach yeah like I said this is
16:01 still a work in progress what we
16:03 identified as as champions were I think
16:06 what we're really phrasing is our
16:07 partners we've identified 30-some
16:10 partners who either utilize these spaces
16:12 or our neighbors to these spaces for
16:16 example downtown Issaquah association
16:18 DIA Chamber of Commerce rallies all of
16:23 our sports field groups that utilize
16:25 these spaces is why helps trails club so
16:28 that group we really see as an
16:30 opportunity at key points to engage with
16:33 along the way great well I love seeing
16:35 all the public outreach that we've got
16:37 with the surveys and all of the meetings
16:40 that we'll have and opportunities to
16:41 engage with the public I think putting
16:44 these three components together to look
16:47 at this as a master plan makes really
16:48 great sense and very excited to see what
16:51 sort of information we get and also that
16:54 connectivity between squak and Tiger I
16:58 think is awesome
16:59 so very excited to see what comes out of
17:01 this that's present Mertz yeah hi Jeff
17:07 can you talk about hillside for a minute
17:08 because we have had hillside we've had a
17:12 sort of small light touch improvement
17:15 for hillside and we keep sort of pushing
17:18 it back budget after budget after budget
17:21 and as a longtime resident of upper
17:23 squawk Mountain who has access to some
17:26 great trails but not a lot of park
17:29 spaces where you don't have to hike down
17:30 at the thousand feet you talk about
17:33 hillside in its role in this absolutely
17:36 it will not have a role in this work it
17:38 does have a role in our work plan for
17:40 2019 we've identified hillside Park and
17:43 some planning work for both the cemetery
17:45 as well as the park it's
17:47 and so as we've updated you with our
17:52 project updates we are right now
17:54 focusing some work on the cemetery we
17:57 had a chance to meet with services and
17:59 Safety Committee I'm looking at
18:02 councilmember it was a couple months ago
18:05 really frame up some work we want to do
18:08 with the cemetery and really looking at
18:10 some long-range planning to make sure
18:12 that is positioned to financially be in
18:16 a good place in its current footprint so
18:19 as we sort of bring that work to a close
18:22 we'll be looking at the rest of hillside
18:25 Park the park that hasn't been forgotten
18:27 and I think in the six years CIP you see
18:30 it identified as well in 2020 and 2021
18:36 so thanks I'm glad to hear that I've
18:39 seen it on individual year forward
18:42 projections in the past and and I know
18:44 that you're not looking to make major
18:45 changes to hillside but I'm glad to hear
18:49 it it's not been forgotten yeah knowing
18:51 you bet you bet in fact to that point
18:53 I'm just real quickly I think it's a
18:55 reason why it was not folded into this
18:57 work these three parks really have a
18:58 citywide reach and role whereas I think
19:03 as we look at hillside that really is a
19:05 neighborhood park and as a role as a
19:07 neighborhood park councilmember hunt in
19:13 addition to these master planning it it
19:16 there's other master planning master
19:18 plans going on in the CIP I believe and
19:23 so I wondered if you could speak to
19:26 those so I think they're they're going
19:30 to be completed later but they're in the
19:32 CIP currently that we're contemplating
19:34 so there's also the Front Street Park
19:36 and there's Pickering barn master plan
19:40 and so these other master planning
19:43 efforts as well and I wondered if they
19:44 how they might or might not fit into
19:47 this great question you know I feel like
19:52 we're taking a pretty ambitious bite
19:53 with these three anchor parks those
19:55 other there were some other parks
19:56 identified in a strategic plan for
19:58 near-term priorities for
20:00 again this this idea of let's let's
20:02 reinvest in the parks that we have I
20:05 think the two you mentioned you're right
20:07 there's a latter year planning effort
20:10 for Pickering Barn Park which is really
20:15 not only Pickering barn but the park
20:17 space that goes all the way up to 56th
20:20 the Front Street properties just for
20:23 everyone who's listening at home and
20:24 here are some properties we've assembled
20:27 along Front Street sort of the southern
20:29 edge as you come into into town what's
20:32 interesting is both of those properties
20:34 I think will as we start looking at the
20:38 creek corridor and engaging with the
20:39 community on the Creek corridor and
20:40 those connections both linear and and
20:43 active nodes I think those two spaces
20:45 will likely be referenced but any
20:51 specific site-specific planning effort
20:53 would come in right now is is identified
20:57 for later years in the CIP that's member
21:04 how did you have additional question I
21:05 do yeah so one of the reasons why I
21:08 brought up the front street is also
21:10 because it talks about how a master
21:12 planning will be important to undertakes
21:14 and since the part of the Creek corridor
21:15 so it seems like that's another that's
21:18 another overlap there and generally it
21:22 seems that there's a lot of planning
21:24 there's a lot of planning for these
21:27 three and then in the coming years
21:29 there's a lot of planning as well and my
21:32 concern is that it seems that
21:37 potentially brunch together schedule in
21:40 terms of getting public input and making
21:43 sure that people that use these spaces
21:46 have an opportunity to be heard and I I
21:51 just hope that on this tight time
21:54 schedule with so many really big
21:56 important projects all being considered
21:57 together I think I think there's the
21:59 need to be very very thorough in the
22:04 outreach I have a question also about
22:07 that reach so public surveys
22:10 they all occur before they all occur
22:13 sort of in the beginning of this
22:15 timeline and I wondered if there could
22:18 be an opportunity for surveys later on
22:22 in the times schedule because some
22:24 people that's the way that they would
22:25 prefer to or the only way that they can
22:27 comment and it looks like it's all right
22:31 at the beginning not towards the end
22:33 yeah great point like I said this is
22:35 this is been in process and revised we
22:39 certainly will be having public surveys
22:42 and utilizing both our online tool for
22:46 example as we develop options we think
22:48 that's a great way an opportunity to get
22:51 those options out for public feedback so
22:54 there will be surveys later on as well
22:57 okay yeah I think especially because
23:00 sometimes once you see the option that's
23:04 being presented that's what will
23:05 generate more feedback so I would like
23:07 to make sure that we have opportunities
23:10 not only sort of brainstorming but also
23:12 later on for people to comment on ideas
23:14 that are coming forward and then also I
23:18 wondered how how does the other
23:22 conversations that we're having on
23:24 council about municipal spaces fit into
23:27 this planning process miscible buildings
23:32 City Hall buildings yes or in generally
23:36 other city buildings Oh in terms of the
23:41 city property assessment yes he's
23:44 planning yeah great question not
23:48 directly but I think knowing that that
23:51 that work is going on at the same time
23:54 as this if there is opportunity for
23:56 those two efforts to inform one another
23:59 absolutely but I would just make sure
24:05 that if if that is part of the
24:08 conversation that that also be included
24:10 in that outreach so that people have the
24:12 full story about what's being considered
24:14 yes yep thank you additional questions
24:19 or comments thank you Jeff thank you
24:23 before we go into the next part of our
24:26 meeting which is audience comments I'm
24:28 gonna take a little poll and see if you
24:31 could raise your hand if you're here to
24:33 talk about a capital project like the
24:36 43rd Street Providence point light South
24:38 coves southeast 43rd can you put your
24:40 hand up gonna be the majority of our
24:45 attendees so what I want to do is give
24:48 you two opportunities at the work
24:50 session there were some people that
24:52 waited late into the night
24:53 to provide comments on a capital project
24:55 because during a work session council
24:57 here's a staff report and takes comments
24:59 that frustrated a lot of people and they
25:01 asked if they could give their comments
25:03 earlier in the meeting so you do have
25:04 two opportunities tonight during
25:06 audience comments which is very general
25:08 you can discuss any project you want or
25:11 any item you want the I will read the
25:14 rules on time limits and and how to
25:17 speak and all the rest of it however
25:19 leader in the evening there will be a
25:22 very very brief staff presentation and a
25:25 second opportunity so if you want to
25:28 stay for the staff presentation please
25:31 hang around here the staff presentation
25:33 and do your comments on your project at
25:35 that time if you feel like you need to
25:38 leave earlier and don't want to stay for
25:40 another long meeting like you might have
25:41 the other night please make your
25:43 comments during audience comments and
25:45 then after you've made your comments
25:47 feel free to leave I would just ask that
25:49 you not have conversations on your way
25:51 out because the meeting is still going
25:53 to be going on so with that we're gonna
25:56 move into audience comments this is the
25:58 time when folks can generally talk to

26:44 the council to see how many here agree
26:47 with the speaker's position as they said
26:51 earlier there's also a public hearing
26:53 this evening and you can wait and
26:54 provide your comment at that time for a
26:56 b7 759 the 2020 to 2025 capital
27:00 improvement plan which includes the
27:02 transportation improvement plan and that
27:05 would be after a brief staff
27:07 presentation so tisha has anyone signed

27:27 yes I'm John Sasha and I'm the president
27:31 of the Bellamy our condominium
27:33 association which is roughly 40 feet
27:37 south of the roundabout on 43rd Street
27:40 on East Lake Sammamish and we understand
27:45 that this project is being considered we
27:48 have also understand that it's a very
27:50 very expensive project and we've had an
27:53 opportunity to review the specific plan
27:56 that was submitted for approval and well
28:01 we're in support of eliminating the slip
28:04 lane we don't think it does justice to
28:07 the real issues that impact our
28:11 community in Belem era now let me just
28:14 explain we do have a number of people
28:15 from belem here and perhaps you could
28:17 raise your hands here so half dozen or
28:20 so folks raising their hands yeah thank
28:23 you so so we think there's more issues
28:28 that really need to be considered for
28:30 justification and as I reviewed the
28:33 justification it really didn't address
28:35 much having to do with our little
28:37 community bellum era consists of 16 unit
28:44 owners it was built in 2005 well before
28:48 the roundabout was put in there was very
28:51 very little if any outreach to people at
28:56 Bella Mira we were really surprised when
28:58 the roundabout went in the way it went
29:00 in where we had an exit lane that
29:04 literally was 40 feet away from our
29:06 driveway what's important about that is
29:09 that violates every standard that the
29:11 hwachun is Department of Transportation
29:13 but what he caught Washington DLT has
29:16 ever had in other words you would have
29:19 to have a speed limit of around 10 miles
29:21 an hour to come out of that slip lane
29:23 well I can assure you people catapult
29:25 out of that slip lane at 50 to 60 miles
29:27 an hour you have a speed limit of 40
29:31 miles on East Lake Sammamish Parkway but
29:36 it's it's incredible so we are we
29:39 hopeful that the slip lane will be
29:41 closed it provides absolutely no value
29:44 any longer there's a merge sign on it
29:47 people who drive it really don't care
29:49 that it takes longer to go through that
29:52 than others but the reality is it goes
29:54 beyond the slip line with all the
29:57 traffic that's occurring we simply have
30:00 to be able to slow up the traffic coming
30:01 out of the roundabout even when the slip
30:03 lane is closed and hopefully that can
30:05 happen before the construction phase
30:07 some concrete barriers would cost
30:09 nothing and the second thing that we
30:12 really need to do is to have not only
30:15 traffic controls which means something
30:17 like a 15 to 20 mile an hour speed zone
30:19 if you look at all the traffic standards
30:21 established by a WSDL key Washington
30:25 State Department of Transportation you
30:26 can't have a 40 mile an hour speed limit
30:29 coming out of your slip lane forget
30:30 about the out of the traffic circle and
30:33 with traffic being so much more heavier
30:36 than it is in the past getting out of
30:38 our driveway or getting into a drive was
30:40 a challenge
30:41 one final point is I'm surprised that we
30:44 haven't had an accident where a car
30:47 coming into our driveway and a pickup
30:50 truck basically covers the whole area
30:52 from the can not clear the highway
30:55 before it goes into the the King County
30:58 bike and pedestrian path and I'm
31:01 absolutely surprised that we haven't had
31:03 cars rear ended driven into the King
31:06 County pedestrian path that is being
31:08 used very intensively oftentimes by
31:12 mothers and fathers with strollers and
31:15 bicycles and tricycles and everything
31:17 else it's a huge huge exposure so far
31:21 we've been fortunate but we we notice
31:23 about twice a week or twice a month
31:26 there's a major accident coming out of
31:28 that intersection cause perhaps by the
31:32 slip land where people are looking over
31:33 their left shoulders and then driving
31:35 into a car potentially coming into our
31:38 driveway or slowing down for cars coming
31:40 into our driveway
31:41 so we'd ask that you consider that issue
31:44 we're surprised that it really wasn't
31:46 put into the justification it was barely
31:49 mentioned
31:50 but as far as we're concerned that
31:52 really is the issue and again our
31:56 project was built in 2005 that's the
32:00 plane should never been put in in the
32:01 first place and there should have been
32:03 traffic controls and speed controls in
32:06 force from day one but it's only gonna
32:09 get worse thank you John for council

32:48 possibly of a wider sidewalk facility

32:57 mirror wood neighborhoods and from there
33:00 down to the state park were at that
33:04 point there there is some decent
33:06 sidewalk from there on in Issaquah sorry
33:09 if I missed your name but could you do

33:25 ten years ago our neighborhoods were
33:28 annexed more than 10 years ago they were
33:30 annex India's aqua and but we have not
33:34 really felt in some ways part of
33:36 Issaquah because we're there's no safe
33:40 and reliable way to walk ride a bike
33:45 push a stroller from our neighborhoods
33:49 to the State Park and then into Issaquah
33:53 proper the only walkway is really just
34:00 a little area blacktop on the other side
34:03 of the white fog line that runs down the
34:05 edge of the road in some places that
34:09 area is only maybe 18 inches wide or
34:13 before it drops off into the brambles
34:17 and so there's maybe not so much
34:21 pedestrian traffic there but I think
34:23 there's a pretty broad need for a safer
34:28 way for residents of our neighborhood to
34:31 get from our neighborhood down to where
34:34 the sidewalk turns into a proper
34:36 sidewalk at the State Park I understand
34:40 that they there's an opportunity at this
34:44 time for and I'm not sure I would fully
34:47 understand but there's some funding
34:49 perhaps or some opportunity to gain some
34:53 extra space in cooperation either with
34:56 federal government on i-90 or state of
34:59 Washington you know you'll have to kind
35:00 of fill me in on that and there's a
35:03 window of opportunity here that may be
35:06 closing pretty soon so we'd like to
35:11 hopefully have this project funded and
35:15 maybe I could ask those who are here
35:18 tonight in support of this widening of
35:22 the sidewalk please raise your hand we

35:51 shall I say that I want I know right I
35:56 have I'm tired of wondering what's
36:02 happening I would like to have one topic
36:05 at a time talking about that topic I
36:09 don't want to 0.02 percent tax increase
36:14 for roads so that we can use the funding
36:18 that we already have for say a new
36:21 consolidated City Hall which isn't put
36:28 across as something to take off if this
36:32 community didn't vote in that tax
36:34 increase instead the city put up parks
36:38 and said if we don't get the tax
36:40 increase voted in for example we could
36:42 take away parks things and three very
36:49 complicated parks master plans braided
36:53 together going simultaneously with an
36:56 exceedingly small park staff and a
36:59 difficult community outreach if you look
37:03 at the potentials for Memorial Field
37:06 Depot Park pedestrian Park in the
37:08 Rainier Trail combined and what you
37:11 could do with that that is a master plan
37:14 for a year and a half if you do it well
37:18 and you really engage the community not
37:22 to be totally down I am thrilled to have
37:27 the capital plan in public discussed by
37:30 the entire council all at once because
37:34 for years we didn't even get to see the
37:36 capital improvement plan and you see
37:38 what happens when the community can see
37:40 what's going on is they come out and
37:43 they speak and they tell you about their
37:45 hopes and dreams which to me is what our
37:47 government is for right we're supposed
37:50 to be creating the
37:51 town that the community wants we are not
37:54 supposed to be doing the Sycamore sewer
37:58 again and again and again right so my
38:03 hope in my dream is that we can learn to
38:06 ask for what we actually want to do and
38:10 see what the community says if they
38:13 support it or not if they don't yet drop
38:16 it and move on to what the community
38:17 does support and will desire so that we
38:21 can all understand and not have to
38:23 wonder what we can say where we can say
38:25 it and how we can say it in order to be
38:27 heard now I don't know if it's possible
38:29 but I figured I would try because then
38:32 we would all be pushing in the same
38:34 direction to get the great town that we
38:36 all desire thank you thank you ends in

39:07 meetings for the last few months I've
39:08 been emailing you guys I was very happy
39:10 that you guys supported the d-o-t plan
39:12 for the sound wall I think that's great
39:14 it's gonna grab us a whole lot more
39:16 property I've been scouring your website
39:19 those city's website and trying to find
39:21 more information about the plan there
39:23 obviously is one there's 8 million
39:25 dollars
39:26 devoted to it over the next five years
39:28 we've got the transportation LLC now to
39:33 take a little bit of liability off for
39:34 you guys but I'm a little surprised that
39:37 we haven't heard as a resident at the
39:40 pitch boy pinch point for input thoughts
39:43 anything like that I'm very supportive
39:45 of the South code folks here who want a
39:47 sidewalk I'd like a sidewalk also but I
39:50 do want to make sure that the sidewalk
39:52 stays within the parameters of what
39:53 we've got there and there's great a
39:55 great amount of space to make things
39:57 work but I'm a little nervous when no
40:00 one reaches out to us or sends us and
40:02 notice that there's a meeting about
40:05 it's happening right in front of our
40:06 house so I'm a little on the defensive
40:08 and I'm having a lot of faith in you
40:10 guys that you are the City Council
40:12 members of all of us and not just some
40:14 of us and especially looking out for
40:17 what the residents of Issaquah need
40:18 rather than bikers or commuters from
40:22 Sammamish who cut through our
40:24 neighborhood or want a bike from Redmond
40:27 around Lake Washington those are high
40:29 priorities for me but the little kids
40:31 riding their bikes and the residents
40:33 walking through there that's very
40:34 important and I hope that you guys will
40:35 remain our council members and not look
40:38 look at trying to design some master
40:41 engineering plan to win an award so I
40:43 hope that I hear more from you in the
40:45 future I'm happy to work with you I see
40:47 other neighbors of mine here that are
40:49 happy to work with you as well but I'm
40:52 I'm really hoping that you don't try to
40:54 take away my home to build a sidewalk
40:57 because that's kind of how we're feeling
40:59 right now since we haven't heard
41:00 anything so thank you for your time

41:08 done as of yet the only action the
41:11 council did take was they agreed to
41:12 secure three million dollars for a wash
41:15 dog project so that we would be able to
41:17 get right-of-way there has been no

41:29 David bangs I live at 43 141 93rd in
41:32 South Cove and I became president of
41:35 South Cove in 1999 and in 2002 I founded
41:40 the South Lake Sammamish Association we
41:44 started working with King County to make
41:45 sure that they knew our neighborhood
41:46 existed and we found out they didn't we
41:49 started working with Issaquah to talk
41:51 about annexation and we got
41:52 representation on the Lake Sammamish
41:54 State Park Planning Committee the
41:58 highest priority of the neighborhood at
42:00 that time was being able to get to the
42:02 State Park when we went to the
42:04 annexation process and we had public
42:06 hearings the number one issue was being
42:08 able to get to the state park and of
42:11 course
42:12 has it happened but it was the time
42:13 before annexation identified as the high
42:15 priority of the city and I just wanted
42:17 to remind the council that this has been
42:18 going on for a long time so thank you

42:49 I actually feel compelled to respond
42:53 react to something that Connie Marsh
42:54 said because I agree with her
42:56 wholeheartedly and it's amazing to see
42:58 this many people who are tonight
42:59 participating in their civic duty to
43:03 their elected officials the beauty of it
43:07 is that everybody has a position and it
43:08 creates a challenge for the council to
43:10 how to tackle all of these competing
43:13 interests and needs the reason I'm here
43:16 is that over the course of the last
43:19 couple of months I've become a little
43:20 more focused on just how our tax dollars
43:23 are being utilized and so when the state
43:27 recently approved a billion dollars of
43:29 new taxes a lot of that was to solve
43:32 this education problem with McCleary and
43:36 less than a week after the legislative
43:38 session ended a memorandum went out that
43:41 a commission was being formed to
43:43 determine how to fund on a new school
43:46 levy well then I saw the alert from the
43:50 City Council about the SIP and the tip
43:52 and a need for a potential 0.2 percent
43:55 sales tax increase and a potential
43:57 increase in the taxes and the REIT 1 and
43:59 the reetou so in the aggregate the taxes
44:02 are just contending continuing to pile
44:04 up so I've taken it upon myself to just
44:06 read everything and look at the various
44:07 line items and what I've noticed is
44:10 because everybody wants to get all these
44:12 things done we've got a lot of competing
44:14 priorities we purchased the Bergen
44:17 Milland and we saved an amazing piece of
44:19 property and it's going to stay green
44:20 forever thank you to the city and the
44:22 for doing that but now that's a priority
44:24 to spend money to get that all done and
44:26 then Parks is a priority to get that
44:28 done and now apparently the fire
44:29 department has a priority to get their
44:31 new building done and then there's
44:33 discussion around a new City Hall
44:35 potentially so I I recognize you have
44:39 challenges and you know there's only so
44:42 many revenues to support the costs and
44:45 there gonna be some difficult decisions
44:46 to be made
44:47 I thought the parks presentation tonight
44:50 is great and it's encouraging and
44:51 exciting there are a lot of other items
44:53 as was mentioned by one of the council
44:55 members around other parks and you'll
44:58 see as well Bergsma and so I just hope
45:00 that as we look at these we can find
45:02 conservative ways to support the
45:04 community as well as support our tax
45:06 dollars in our our wallets thank you

46:16 just a little concerned about how you
46:18 might carry out what you're going to
46:20 wear friends of Issaquah we want to be
46:23 participating in the process with you
46:26 you know we kind of were lolled out of
46:28 our sleep when the City Engineer used
46:30 the phrase condemning properties along
46:33 the pinch point so
46:35 we're here saying we don't want our
46:38 property condemned along the pinch point
46:40 so you know we just wanted to make
46:42 mention that you kind of put a face with
46:45 the property that we're ready for
46:48 conversations about what's gonna happen
46:50 with our properties and our children's
46:52 inheritances so thank you thank you for

47:17 nine two zero two southeast 45th Place
47:20 in south Cove as well you've heard a lot
47:23 of great comments I think about South
47:24 Cove and there's a really great
47:25 community there I just moved there about
47:27 you know almost two years ago now I've
47:29 got three young kids and obviously the
47:31 travel way too there's something that's
47:32 really important to me as a physician in
47:34 the area I'm also concerned about the
47:36 bikers and the ability for them to
47:37 safely pass in that area and the runner
47:40 is to safely pass in the area I Drive by
47:42 multiple times and have seen multiple
47:44 people on their phones obviously against
47:46 the law but on their phones almost
47:48 hitting bikers almost hitting
47:49 pedestrians who are trying to get in
47:51 that area safely between that area while
47:53 I know those people most likely don't
47:56 live in the area there are also people
47:58 who've got families and other people and
47:59 I think it's really important to
48:00 remember that and that that is a major
48:02 thorough thorough way for people kind of
48:04 bike riding and running in that area
48:06 from an overall sampling thank you Kevin

48:19 Barrett I also am a resident of South
48:21 Cove thank you for the opportunity to
48:24 speak I've I live at one nine two two
48:27 six southeast 45th Place and I've been a
48:30 resident there since 2001 and we've
48:33 raised three children in the
48:34 neighborhood and I guess I'd like to
48:35 just echo the previous comments I've
48:38 noticed being being in the neighborhood
48:40 for 18 years just how much more
48:42 dangerous it is and frankly scary is a
48:44 driver too
48:46 into the state park and towards the
48:48 center of Issaquah and it is scary and I
48:52 would just like to say that I hope that
48:53 an engineering solution can be found
48:55 which does not adversely impact our
48:57 friends and neighbors along West Lake
49:00 Sammamish but I believe it's possible
49:01 and I hope that's the case and I'd like
49:04 to just say for safety's sake I hope
49:06 that the council would consider this
49:09 project and then finally having raised
49:10 three children
49:11 we've always been afraid to allow them
49:13 to to enjoy that part of Issaquah and to
49:17 make their way towards the State Park
49:18 it's just too scary to allow our
49:20 children to bike ride along there and
49:23 even with us as going along with them we
49:27 just it's never been a route that we've
49:29 been able to take as a family so thank
49:32 you for for the council's consideration
49:34 thank you thank you thank you tag and

49:43 speak Cory come on out my name is Cory
49:52 Christensen and I'd like to speak in
49:54 support both the Providence point
49:56 intersection and south cove the problem
49:59 this point you know they were promised
50:02 their fix before they ran X King County
50:05 left them high and dry and ten years of
50:08 studying and thinking they were about to
50:12 get their intersection but they didn't
50:14 and there's been a number of broken
50:16 promises it's time they get their
50:18 intersection I feel almost the same way
50:21 about South Cove just a little bit less
50:23 than Providence Point and I apologize
50:26 for that there during during the last
50:29 year's budget discussions the City
50:31 Council was told they had fourteen
50:34 million dollars to spend on
50:35 transportation and that's just about
50:38 enough money to do both Providence Point
50:40 and South Cove and I think they should
50:43 do both right now no messing around
50:45 instead what they want to do is instead
50:50 what you would like us to do is to vote
50:53 on another tax frankly I would not vote
50:56 for any tax until both of those
50:59 Jex are done because it's a matter of
51:01 trust both of these communities have
51:02 been promised these improvements and
51:04 it's time to do them now get those off
51:06 the table and then talk about other
51:09 projects transportation projects not
51:11 parks not other things that you can do
51:14 for our community and give us the full
51:16 information transparency is important
51:18 give us the information but get these
51:20 two things done and let's move forward

51:56 Thank You Madame mayor I attended the
51:59 Huayra eight salmon recovery council
52:01 management committee meeting on June
52:03 19th this is a subcommittee which
52:06 includes myself and several other
52:08 members of the salmon recovery council
52:10 and we make recommendations to the
52:12 salmon recovery council on topics
52:15 including the work plan on the budget
52:17 regarding the budget and work plan we
52:20 make sure it stays quiet folks so that
52:22 people can hear the council members
52:23 report thank you thank you one of the
52:26 items that we discussed was how to cover
52:30 the cost of Snohomish County being
52:37 removed from the interlocal agreement
52:41 and so the management committee made the
52:44 recommendation to use a portion of the
52:48 Puget Sound acquisition and restoration
52:50 project funding to cover that and we
52:53 also are sending a letter to Snohomish
52:56 County hoping that they will reconsider
53:00 and hoping that that they will rejoin
53:02 and we'll we'll come back to the salmon
53:06 recovery council and they I think I've
53:10 reported on this previously but they
53:12 they are not paying members and for the
53:16 time being due to budget constraints and
53:18 then we also we also approved the work
53:22 plan and we also approved the goal of
53:24 reserving 10% of the base revenues to be
53:27 to be available in the carry forward in
53:31 case of rainy day basically so that the
53:37 next meeting of the stammering coveri
53:38 council will be Thursday July 18th and
53:42 then I also attended the cascade water
53:44 Alliance board meeting on June 26 with
53:46 Mayor Polly and it was a very short
53:48 meeting there were no actions taken and
53:51 the next regular meeting of the cascade
53:53 water Alliance board will be July 24th
53:56 at the cascade office in Bellevue that
53:58 concludes my report

54:46 Infrastructure Committee did not meet in
54:50 June our next scheduled meeting is on

54:57 Sound Regional Council's growth
54:58 management policy board last met on June
55:01 13th I was out of town on personal
55:03 business and it was not able to attend

55:07 report because I think the progress and
55:08 the work of that board is very important
55:10 as you know we're working on vision 2050
55:12 about what to do with the next 1.8
55:14 million people that move into the Puget
55:16 Sound region between now and the year
55:18 2050 the GMP B is very close to
55:24 making a final recommendation on the
55:26 multi-county planning policies that are
55:28 going to be part of the vision update
55:30 and so some of those will be voted on at
55:33 our upcoming meeting and others require
55:35 additional conversation we've also made
55:38 quite a bit of progress on the draft
55:40 policies and actions related to the
55:41 regional updated regional growth
55:43 strategy and the next mead meeting we're
55:49 going to continue that work on reviewing
55:51 all the the various policy and actions
55:53 for vision 2050 that meeting will be on
55:57 July 11th a week from this Thursday I do
56:01 plan to attend my last meeting is about
56:05 my last report is about the council ad
56:07 hoc committee on council rules of
56:10 procedure so along with council members
56:12 Hunt and Ray we met for the third and
56:15 final time back on June 18th we did get
56:19 all the way through the material and I
56:20 really want to thank for their input
56:24 participation support and quality of the
56:26 work from our clerks teenagers and and
56:27 Tisha geyser and later from deputy City
56:30 Administrator Andrea Snyder we
56:31 appreciate the help that was fantastic
56:33 and I thank you for your contributions
56:34 we did we did make many changes to the
56:38 procedures many of their small some of
56:40 them were significant we did come to
56:43 consensus on a majority of the issues
56:45 however we did identify two or three
56:47 issues that we feel will need full
56:49 additional conversation conversation
56:52 with the full council and it will be
56:54 coming back to a future work session I'm
56:57 not exactly sure which one that's going
56:58 to be but it will be sometime in the
57:00 next 60 days that concludes my report
57:02 thanks and that is a project that has
57:04 been talked about for four years
57:06 so fantastic that's really good every

57:10 mayor the Eastside Human Services forum
57:13 met Thursday June 20th there was both a
57:16 board meeting and then their June event
57:19 was the affordable housing learning
57:21 event I unfortunately was not able to
57:24 attend there is some information on the
57:28 website online the regional affordable
57:30 housing task force final report and
57:32 recommendations which were a lot of
57:35 people may be familiar with but
57:37 is online now and then looking forward
57:39 to having more information that I can
57:41 share about the outcome of they they had
57:45 a panel that included staff from King
57:48 County the King County Housing Authority
57:50 arch and local developers and so hoping
57:53 to share more information about that
57:55 event later that's great thank you

58:02 public issues committee will be meeting
58:04 next Wednesday July 10th at 7 p.m. in
58:07 Renton City Hall the 6 p.m. pre pick
58:11 meeting is going to be more on vision
58:12 2050 PSR see growth board has worked
58:16 worked through 2019 to update vision
58:19 2050 ESRC will be releasing a draft plan
58:21 for public comment in July at the July
58:23 pre-picked meeting SCA members will hear
58:25 about what's included in the draft plan
58:28 and the roles of cities in implementing
58:29 vision 2050 we then have a potential
58:32 future action item on the agenda for the
58:35 7:00 p.m. meeting about vision 2050
58:37 whether SCA will be taking any position
58:41 on that initial draft again SCA pick
58:45 potential action items typically involve
58:48 multiple council me are multiple pic
58:50 meetings so if in fact SCA looks to take
58:55 some sort of position I will be coming
58:56 back to Council to inform Council and
58:59 seek feedback on that potential position
59:01 there will be discussion on HB 1406
59:05 state sales tax credit for affordable
59:07 housing which is very interesting for
59:09 our city and then an update on the usual
59:12 suspects of things the update for pick
59:14 meetings then the king county growth

59:20 council is meeting Wednesday July 24th
59:23 at 4 p.m. in PSR C chambers the agenda
59:26 is TBD but I'm gonna guess vision 2050

59:36 items first there will be no executive
59:38 session this evening
59:39 second I wanted to provide a little bit
59:42 of an update on the city administrator
59:44 recruitment we had I mentioned some of
59:48 this before but I'll go into little
59:49 details since we
59:50 a larger audience tonight we have hired
59:52 Kara's consulting to spearhead the
59:53 recruitment process our job posting
59:55 closed on June 12 we had a total of 80
59:58 applicants 34 live in state 45 live
1:00:01 out-of-state one lives outside of the
1:00:03 United States 51 of the applicants have
1:00:06 local government senior leadership
1:00:08 experience I've conducted several
1:00:10 first-round interviews online via Skype
1:00:12 last week and they're continuing this
1:00:15 week and our in-person interviews for
1:00:17 the finalists will take place on July
1:00:18 10th I also want to provide an update on
1:00:22 the East Coast school district and the
1:00:24 Providence Heights campus so it's Crosse
1:00:26 school district is working towards
1:00:28 purchasing the campus and construction
1:00:30 of two new schools the district has
1:00:32 access to the property currently and are
1:00:34 working to execute a purchase and sale
1:00:36 agreement with the property owners and
1:00:38 if you're not familiar with the map that
1:00:40 lot that is highlighted is the lot next
1:00:42 to Providence Point the King County
1:00:45 Landmarks Commission acting as the city
1:00:47 of Issaquah landmarking board will be
1:00:49 considering a request by the current
1:00:51 property owner and the S quest School
1:00:52 District to remove the landmark status
1:00:54 the city of Issaquah will not be
1:00:56 opposing this request and that concludes
1:00:59 the mayor's report proceeding to the
1:01:03 consent calendar the consent calendar
1:01:05 was distributed to council in advance if
1:01:07 authorized the items on the consent
1:01:08 calendar will be considered together and
1:01:10 approved by one motion have the payables
1:01:13 and payroll been reviewed yes thank you
1:01:16 does any council member desire to remove
1:01:18 any item from the consent calendar and

1:01:51 the transportation Improvement Program
1:01:52 or the tip we'll be conducting and
1:01:55 continuing a public hearing this evening
1:01:58 this item will be referred to a council
1:02:00 committee work session
1:02:02 next this item has been before council
1:02:04 at the June 10th and June 24th work
1:02:07 sessions and tonight there will be a
1:02:09 brief staff presentation followed by
1:02:11 public hearing so I'd like to invite
1:02:13 budget analyst Susie Munsell to make a
1:02:15 presentation come on up Susie
1:02:37 good evening thank you for that
1:02:41 introduction we will be I will be giving
1:02:44 a very brief overview to lead into the
1:02:46 public hearing to give an update on what
1:02:49 we presented so far along with some of
1:02:51 the key considerations that have been
1:02:53 discussed so far so the brief agenda
1:02:57 will give it as I said a quick overview
1:02:59 of what a capital improvement plan is
1:03:02 and the procedures to how it is
1:03:05 developed will give a very brief
1:03:07 overview of the transportation benefit
1:03:10 district we will go over the key policy
1:03:14 considerations that have been discussed
1:03:17 by council in previous work sessions go
1:03:20 over the next steps of where we're going
1:03:22 from here and finally we will then lead
1:03:24 into the public hearing so first and
1:03:28 foremost the capital improvement plan is
1:03:30 a planning document not a budget so it
1:03:33 is a planning document based on a series
1:03:35 of assumptions
1:03:36 it's an optimal roadmap if all of the
1:03:38 assumptions come to fruition recognizing
1:03:40 that many underlying assumptions are
1:03:42 subject to change such as the cost of
1:03:44 projects the timing of projects and the
1:03:47 budget situations in each given year if
1:03:49 or when these changes occur there will
1:03:51 be several opportunities to revisit
1:03:53 these assumptions
1:03:54 such as the annual operating budget
1:03:55 process subsequent capital improvement
1:03:57 plans and future policy discussions that
1:04:00 will necessarily follow the CIP is a
1:04:05 six-year planning period that is
1:04:07 conducted every two years this proposed
1:04:11 CIP came together with the help of 22
1:04:14 capital managers across five departments
1:04:16 so Public Works engineering Public Works
1:04:19 operations Parks and Recreation police
1:04:22 and information technology two
1:04:24 additional departments were involved in
1:04:26 the process finance and the executive
1:04:28 office so the projects submitted are
1:04:31 ones that were identified as a need a
1:04:33 desire or a priority by these
1:04:34 departments through asset and
1:04:36 infrastructure evaluations as well as
1:04:38 Public Engagement so while the CIP is a
1:04:40 planning document it's not a budget but
1:04:43 greater focus was given to 2020 and 2021
1:04:46 in balancing revenues and expenditures
1:04:49 these revenue sources are still subject
1:04:51 to change however as we go through the
1:04:52 annual operating budget process as a
1:04:56 reminder the Transportation Improvement
1:04:58 plan serves as a subsection of the
1:05:02 overall capital improvement plan and by
1:05:04 adopting the capital improvement plan
1:05:06 the council would also be adopting the
1:05:09 transportation improvement plan a very
1:05:13 brief overview of the discussed
1:05:16 transportation benefit district as
1:05:18 approved in early 2018 as it it would
1:05:23 allow the city to levy a dedicated
1:05:25 revenue source for transportation
1:05:26 projects such as the proposed 0.2% sales
1:05:30 tax increase and should council pursue
1:05:32 the proposed sales tax increase it would
1:05:34 need to be approved to be electoral
1:05:35 ballot by a simple majority the and I
1:05:40 will now go into the brief policy
1:05:43 considerations that have been discussed
1:05:44 previously in work sessions the first
1:05:48 being this transportation benefit
1:05:50 district scenario the policy question
1:05:52 posed to Council at the June 24th
1:05:55 council work session was if council wish
1:05:58 to reflect the TBD sales tax revenues in
1:06:00 the CIP and if so would it be option 1
1:06:03 or option two option to being
1:06:05 accelerating work on southeast 43rd also
1:06:09 known as Providence point using an
1:06:10 existing debt service capacity in at the
1:06:13 June 24th work session council indicated
1:06:15 a preference to include the sales tax
1:06:17 revenue assumptions and to have the CIP
1:06:19 reflect option 2 accelerating work on
1:06:22 southeast 43rd intersection improvements
1:06:24 which would ship the majority of this
1:06:26 projects funding from the proposed sales
1:06:27 tax supported debt to general fund
1:06:29 existing debt service capacity policy
1:06:33 consideration number two was a City
1:06:36 facility strategy the question posed at
1:06:38 the June 24th council work session was
1:06:41 does council wish to assume a stay in
1:06:43 play strategy for city facilities or
1:06:45 discounsel wish to consider a
1:06:46 consolidated City Hall strategy at the
1:06:49 June 24th work session council indicated
1:06:51 a preference to continue discussing
1:06:53 their continued discussion regarding a
1:06:55 consolidated City Hall and to include
1:06:57 funds as proposed in the CIP for
1:06:59 necessary maintenance of existing
1:07:00 facilities plus funding in the
1:07:03 years for preliminary work on a
1:07:04 consolidated City Hall
1:07:06 Council also requested additional
1:07:08 information regarding which maintenance
1:07:10 projects would still be needed if a
1:07:12 consolidated City Hall was pursued and
1:07:14 further information around these
1:07:15 projects will be presented at the July
1:07:17 8th council work session next week
1:07:22 consideration number three was the new
1:07:25 fire station the policy question posed
1:07:27 at the June 24th work session was does
1:07:30 council want to further understand and
1:07:33 determine how to relocate fire station
1:07:34 71 to support aside fire and rescues new
1:07:37 service delivery model and level of
1:07:39 service commitments at the June 24th
1:07:41 work session Council indicated a
1:07:43 preference to continue discussions about
1:07:44 a new fire station 71 and to reflect
1:07:47 related costs in the CIP and as a
1:07:50 reminder Eastside Fire and Rescue will
1:07:52 present a plan on this work to Council
1:07:54 this fall but a final policy decision
1:07:56 isn't required to adopt the proposed CIP
1:08:00 policy consideration number four as
1:08:04 posed in the June 24th council work
1:08:06 session was does Council want to
1:08:08 preserve a portion of existing debt
1:08:10 service capacity in the event of an
1:08:12 economic downturn and at this work
1:08:14 session council indicated a preference
1:08:16 to reserve a portion of existing debt
1:08:18 service capacity and this can be done
1:08:20 through the opportunities I mentioned
1:08:22 earlier such as the annual budget
1:08:24 process subsequent CIPS and future
1:08:26 policy discussions and the final policy
1:08:31 consideration is the project list itself
1:08:32 as proposed at the June 24th council
1:08:36 work session does council support the
1:08:38 project lists put forth in the CIP with
1:08:41 particular emphasis on the 2020 project
1:08:44 list as they will help inform this
1:08:46 operating budget process for 2020 and at
1:08:49 this work session Council expressed
1:08:51 support for the projects included in the
1:08:53 CIP proposed CIP with the one major
1:08:56 exception being the council's desire to
1:08:58 shift the funding source and timing for
1:09:00 southeast 43rd intersection improvements
1:09:02 as mentioned in the first policy
1:09:04 consideration and through this process
1:09:07 we've received a lot of feedback on
1:09:09 projects proposed in the CIP both from
1:09:11 Council and through public comment and
1:09:13 tonight's public hearing is another
1:09:15 opportunity to provide us with
1:09:16 additional feedback we'll have another
1:09:18 opportunity for discussion at next
1:09:21 week's work session around any other
1:09:23 potential changes to projects proposed
1:09:25 in this CIP as far as next steps we are
1:09:30 today conducting the public hearing next
1:09:33 week we have additional time on the work
1:09:35 session docket to discuss some of these
1:09:39 policy considerations as well as for
1:09:41 their in point input and questions on
1:09:43 specific projects and as the schedule
1:09:46 sits right now Council is set to adopt
1:09:49 the CIP on July 15th and with that I am
1:09:54 excited to turn it back for the public
1:09:56 hearing Suzie thank you and thank you
1:09:58 for providing an update with council
1:10:00 direction from the last time they
1:10:02 discuss this before we go to the public
1:10:05 hearing does counsel have any questions

1:11:06 seeing the presentation from the fire
1:11:07 station or started the discussion

1:11:38 numbers have changed as a result of that

1:11:47 proposed numbers that are in here okay
1:11:51 and then can the administration just
1:11:52 speak as to before we get to public
1:11:56 input and then discussion from Council
1:11:57 what the notional path is for this bill
1:12:01 going forward sure so there won't be
1:12:04 discussion from council tonight tonight
1:12:06 will just be a public hearing and I will
1:12:08 explain that again before the public
1:12:09 speaks so there isn't an expectation
1:12:11 that you are having a follow-on
1:12:13 conversation I will probably hand it

1:13:43 some of those topics might be that we
1:13:45 heard from counsel you would like to
1:13:46 discuss one of them also being as you
1:13:49 noted we have not yet updated the
1:13:51 numbers from the direction we received
1:13:54 from counsel so we anticipate more of
1:13:57 that to come on in the following week on
1:14:00 July 8th and then also as Susie noted in
1:14:05 her timeline we do hope for the CIP
1:14:08 adoption on July 15th thank you any

1:15:22 address is three nine four one two
1:15:25 twenty-six place southeast I am a
1:15:27 resident of Providence Point resident of
1:15:31 Issaquah and a registered voter as the
1:15:36 Issaquah City Council is considering the
1:15:39 funding for the Providence point traffic
1:15:41 light I wanted to express my strong
1:15:43 support for funding for this project the
1:15:47 implications are enormous if you have
1:15:50 ever sat it
1:15:52 the left turn lane waiting to go into
1:15:54 the front gate of Providence point and
1:15:56 been confronted with speeding drivers
1:15:59 coming around the blind corner just up
1:16:01 the hill you would have no doubt that
1:16:03 funds must be found immediately to
1:16:06 support this project sooner rather than
1:16:09 later as a retired nonprofit executive
1:16:14 with many years of CEO experience I can
1:16:18 tell you the council will either pay a
1:16:21 reasonable amount now or a huge
1:16:24 settlement when someone's grandmother is
1:16:27 killed by a speeding driver coming down
1:16:30 that hill it will happen if this light
1:16:34 is not constructed as there have already
1:16:36 been serious accidents at this
1:16:40 intersection you must pay attention to
1:16:43 the this neglected neighborhood of over
1:16:46 a thousand senior citizens most of whom
1:16:50 are registered voters
1:16:53 we have several key reasons why we
1:16:56 believe this is important the light is
1:17:00 critical for the safety of everyone
1:17:02 traveling on 43rd way as someone earlier
1:17:06 mentioned this traffic light was
1:17:08 promised when Providence Point residents
1:17:12 voted to join the city of Issaquah
1:17:17 traffic volume and the speeds on 43rd
1:17:20 way which were discussed at the last
1:17:22 public hearing make it unsafe to enter
1:17:25 and exit the community without this
1:17:27 light and the exploding development
1:17:30 along 43rd way and 228 South East
1:17:33 continues to add traffic to this busy
1:17:36 street and when the educational
1:17:40 facilities are complete at the church
1:17:42 site including a high school the density
1:17:47 will increase significantly I urge you
1:17:51 to make this stoplight a funding
1:17:54 priority thank you and I hope you make
1:17:57 the right decision

1:18:26 your best to get the light there so I
1:18:29 don't want to spend a lot of time on
1:18:31 that but recently this thing concerning
1:18:34 the the Transportation benefit district
1:18:39 has been concerned now we're looking at
1:18:42 perhaps going to the voters to ask them
1:18:46 to fund this as a precinct committee
1:18:51 officer I'm well aware I've gone through
1:18:53 many pairs of shoes putting out signs
1:18:56 making robo calls I know I do it I hate
1:19:00 receiving them but I got to make them
1:19:02 it's a tough job for campaigning and in
1:19:06 the current light of things with our
1:19:09 current legislature just having put
1:19:11 through umpteen million dollars of tax
1:19:14 increases it's no time to ask people for
1:19:16 another two-tenths of a percent of taxes
1:19:19 I have a fear that not only would our
1:19:22 streets be littered with more signs and
1:19:24 campaigners would be exhausted and
1:19:26 people are tired of answering the phone
1:19:28 that would end up in a disappointing
1:19:31 result and then we'd be back where we
1:19:33 are we're talking about not only
1:19:35 Providence point but the whole thing at
1:19:37 South Cove which I Drive through that
1:19:40 that's my bypass road when the freeway
1:19:42 is backed up you guys hate to hear that
1:19:45 I'm sure but that's what we use and it's
1:19:48 a narrow road it's dangerous so these
1:19:51 things have got to be done and I would
1:19:53 hope if we've got the funds in the city
1:19:56 coffers right now for these old projects
1:19:58 that they would be funded right now and
1:20:01 not worry about going to the voters

1:20:25 Point community for approximately
1:20:27 two-and-a-half years I live in forest
1:20:29 village I was here last month where I
1:20:33 talked about the traffic count data that
1:20:36 the city was nice enough to provide to
1:20:39 me and mr. wolf I compared at that time
1:20:42 the southeast forty third way with
1:20:45 Issaquah Fall City Road just to
1:20:49 summarize they both carry over 21,000
1:20:52 vehicles per day that's Monday to Friday
1:20:55 in both directions and that's a very
1:20:58 large number of cars and trucks per day
1:21:01 in fact southeast 43rd Street carries
1:21:04 approximately 90% of the number of cars
1:21:07 and trucks as it's a quad Fall City
1:21:10 having spoken to many Providence point
1:21:13 residents
1:21:13 certain that they don't feel safe either
1:21:16 walking or driving across southeast 43rd
1:21:20 way consequently many people feel
1:21:23 isolated from their friends family and

1:21:54 akua's score of 57 with AARP is with a
1:21:58 listing of the average speed in the city

1:22:07 we all know that the legal speed on
1:22:10 Southeast 43rd Way is 40 miles per hour
1:22:14 however the average speed is closer to
1:22:16 50 miles per hour what do you think the
1:22:20 livability rating is for the southeast
1:22:22 43rd way Carter please keep in mind that
1:22:27 the odds that a pedestrian who gets hit
1:22:30 by a vehicle will die increase
1:22:32 drastically when a car is going over 20
1:22:36 miles per hour
1:22:37 in conclusion in the nearly 2 a mile
1:22:41 stretch between East Lake Sammamish
1:22:42 Parkway traffic circle and the middle
1:22:45 school near East Pine Lake Road there is
1:22:48 not one traffic calming device on
1:22:51 southeast 43rd way not one I'm sure that
1:22:57 the late mr. Rogers would not be singing
1:23:00 it's a beautiful day in the neighborhood
1:23:02 as he walked across southeast 43rd way
1:23:07 please put the 43rd way light in the
1:23:11 2020 budget and let's get the job done

1:24:40 Council members and staff who worked
1:24:43 until 11:30 at night On June 24 during
1:24:47 that scheduled work session many thanks

1:24:52 welfare that same night we saw through
1:24:56 channel 21 they broadcast or a
1:25:00 subsequent viewing of a YouTube
1:25:03 recording that any of you can still
1:25:05 catch up on I can give you the reference
1:25:07 and Thank You mayor for that YouTube
1:25:11 reference or five council members who
1:25:15 attended that meeting opted for what
1:25:19 they opted for something you've seen
1:25:22 before

1:25:29 the May 13 discussion where Beth
1:25:35 Goldberg presented the information that
1:25:40 she and the engineering had had put
1:25:42 together on the screen at the end of
1:25:46 that May 13 session city council

1:25:57 that's already six out of seven votes we
1:26:01 have hope and I think what we need to do
1:26:06 is keep working and encouraging our City

1:26:30 none of us are happy to have the sales
1:26:33 tax increase even point two percent but
1:26:38 if we approve that we will have six
1:26:42 other projects although the City Council

1:26:49 apparently was going to question what is
1:26:52 on the six project list but nevertheless
1:26:56 if the transportation benefit district
1:27:03 is approved and the sales tax is
1:27:06 approved one other benefit will come to
1:27:09 us Beth Goldberg our financial expert
1:27:14 has told us that be an additional nine
1:27:17 hundred thousand dollars a year that
1:27:21 will be available to our engineering
1:27:24 department to better maintain our roads
1:27:28 and southeast 43rd could certainly use
1:27:33 an improvement we'd love to have it
1:27:36 match to twenty eight that city of
1:27:39 Sammamish just redid beautifully so I'm
1:27:46 reluctant to back an increase in sales
1:27:48 tax the state of Washington when I came
1:27:51 here from Missouri the first thing I
1:27:53 learned we have the most regressive tax
1:27:56 system of any state in the whole country
1:27:59 we can't cure that but we can do the
1:28:03 best we can to help ourselves
1:28:06 so that's the extent of my message now

1:29:27 working on year 42 in the same house and
1:29:31 I just wanted to say that I'm a veteran
1:29:33 of 40 years ago and of working with the
1:29:36 City Council on the Pickering farm
1:29:39 Regional Park District if you remember
1:29:41 that you may remember the name Ajay
1:29:45 Culver yeah we were shoulder to shoulder
1:29:47 and that went down to defeat I want to
1:29:52 offer tonight some reality realistic
1:29:55 comments I'm a 36 year retired member of
1:29:59 the Seattle Fire Department
1:30:01 I spent 10 years on the board in South
1:30:04 Cove like yourselves I like to consider
1:30:07 myself a doer but I want to bring the
1:30:10 reality of what I saw over those 36
1:30:12 years many accidents
1:30:15 needless to say but a lot of my career
1:30:17 in downtown Seattle
1:30:19 when I made chief I had to go in on
1:30:21 rescues things you you wouldn't believe
1:30:24 but in terms of one life one child hit
1:30:30 on that road you'll always remember it
1:30:33 and we lost a beautiful young lady who
1:30:36 grew up in my neighborhood and won't
1:30:39 remember you know I don't have
1:30:40 permission to mention her name but she
1:30:42 died at age 26 riding a bicycle hit by a
1:30:45 semi down in California and it was on a
1:30:48 road very similar to what we have out
1:30:50 here and I could just say that one life
1:30:54 lost has impacted hundreds of people and
1:30:59 every day you know she grew up with my
1:31:01 kids and chase and his brother shall
1:31:04 live with me now and we I've gotten back
1:31:09 into bicycling I'm 70 and I've tried to
1:31:13 go down to the Sammamish trail and I
1:31:16 just tell you you know I used to do some
1:31:19 pretty risky things I still ride
1:31:20 motorcycles but that is really scary and
1:31:24 I'll just say that one other little
1:31:26 thing back in 1981 I was on the front
1:31:29 page of the journal American holding my
1:31:33 then two-year-old daughter for an East
1:31:36 Lake Sammamish Trail and look how long
1:31:40 that took to get that project done
1:31:43 obviously the homeowners fought it
1:31:45 religiously but I just want to say
1:31:48 backing what everyone's said tonight and
1:31:50 I know I'm speaking for Chase to that we
1:31:53 please move this forward and the last
1:31:56 thing is it gives us a chance in our
1:31:58 community to really integrate with
1:32:00 Issaquah they call it the bridge to
1:32:02 nowhere that sits down there by the
1:32:04 am/pm I didn't hear about any public
1:32:08 cellphone that I know the city spent
1:32:09 five hundred thousand it was a joint
1:32:12 policy or joint project with the state
1:32:14 and what the forest to do is have a safe
1:32:18 access to the State Park but also down
1:32:21 to that bridge and that'll be that's the
1:32:23 main way into the center of Issaquah and
1:32:26 it'll be a perfect integration to have
1:32:28 that you know bicycle pedestrian bridge
1:32:32 leave with us and I want to thank you
1:32:34 very much and on behalf you got a couple

1:33:20 have come up with with it we figured the
1:33:24 only good conclusion which is that a
1:33:28 traffic light which would keep traffic
1:33:31 from moving so quickly up the hill and
1:33:34 down the hill however in the last 11
1:33:40 years instead of funding that we have
1:33:44 seen the city of Issaquah fund bridges
1:33:49 parks bicycle trails some some sort of a
1:33:54 just recently a roundabout by target and
1:33:57 and also in Highland you did some work
1:34:00 to help the children get to school and
1:34:03 you've operated under sort of a beggar
1:34:06 your neighbor infrastructure plan that
1:34:09 is to say those people who whine the
1:34:11 loudest get the most okay oh and I have
1:34:17 to go back and get that but I have here
1:34:20 for you you know the people in
1:34:23 Providence Point are really like living
1:34:27 in Issaquah their residents and you know
1:34:31 there are times when we think that the
1:34:35 city of Issaquah ends about five or ten
1:34:39 feet beyond McDonald's because you don't
1:34:42 do anything we don't see policemen and
1:34:44 we want you to know what wonderful
1:34:48 people we are who live in Providence
1:34:50 point we really are and I have brought
1:34:53 which I will give to your City Clerk
1:34:55 I have talked with some of our residents
1:34:58 about the contributions they make
1:35:00 besides paying taxes and sales tax to
1:35:03 the city of Issaquah did you know some
1:35:06 of the things the people in Providence
1:35:08 Point do for Issaquah their docent at
1:35:11 the Museum many of them work for
1:35:16 the baby coroner 89 year old friend of
1:35:21 mine had to leave early from playing
1:35:24 bridge because she had to go cook for
1:35:27 the homeless you know I cannot tell you
1:35:31 how many I have just in a couple brief
1:35:33 conversations I have a list of 40
1:35:36 different volunteer participants that
1:35:42 the people in Providence Point do for
1:35:43 the city of Issaquah now I'm thinking
1:35:47 that perhaps you know I am here speaking
1:35:49 a hundred percent for the city of
1:35:54 Issaquah funding the traffic light from
1:35:59 cash flow you know I thought when this
1:36:06 this transportation benefit district
1:36:08 came out I didn't know enough about it
1:36:10 so I went to the state of Washington
1:36:12 website and I spend an hour reading
1:36:15 about it and it was very interesting and
1:36:17 I learned a lot one of the things I
1:36:20 learned is that some of the cities who
1:36:22 have tried that or a similar plan the
1:36:29 voters didn't approve it which maybe
1:36:31 think well that's the reason I don't
1:36:33 think we should fund the traffic light
1:36:35 the voters may not approve it and then
1:36:37 there's another thing you propose to put
1:36:41 that plan in an election year and I will
1:36:46 tell you taking anything to the voters
1:36:50 in an election year means you're
1:36:52 competing with a presidential election
1:36:54 and all the air goes out of the room you
1:36:57 know they're just it's just a hard thing
1:37:00 to do I have absolutely no confidence in
1:37:03 it even though I would vote for it I it
1:37:07 doesn't make that much difference to me
1:37:09 I'm like Paul there I figured out how
1:37:13 much I spent and how much extra would
1:37:14 cost me and it won't break me maybe a
1:37:17 cup of coffee or two so I am asking you
1:37:23 with the with all these good people over
1:37:26 here to take some
1:37:29 consideration of the participation and
1:37:31 support that the people in Providence
1:37:33 Point have given to Issaquah all these
1:37:38 years and you know I think I think it
1:37:41 would be good to have a little bit of
1:37:43 regular cash flow coming in so you don't
1:37:46 need to beggar your neighbors every time

1:38:15 Northwest Sammamish Road and for those
1:38:18 of you who drive the Northwest Sammamish
1:38:21 Road you'll know our house as the Smurfs
1:38:23 blue house that occurred about two years
1:38:26 ago it's amazing how paint samples look
1:38:29 different she could you know I hearkened
1:38:38 to your request that we not just repeat
1:38:41 messages that had been stated by others
1:38:43 so I debated just passing but I I guess
1:38:47 I'm somewhat unique among my neighbors
1:38:50 in that a year ago I was biking from our
1:38:54 house to the state park a half mile for
1:38:57 my usual morning right and I was hit by
1:39:00 a hit-and-run driver spent six days in
1:39:02 intensive care and several months in
1:39:06 recovery and it was at the narrowest
1:39:09 point of the pinch points were where I
1:39:12 was hit so I'm not sure which way this
1:39:16 will cut in your minds but I really want
1:39:19 to keep my property the way it is and I
1:39:22 joined with my neighbor's in that
1:39:24 request but on the other hand some some
1:39:27 money needs to be spent on this point at
1:39:30 least in the case of this 16 3 year old
1:39:34 guy who was came close to dying in that

1:40:22 came he swerved not the car my son and
1:40:27 hit a mailbox he did not have the severe
1:40:30 injury as you did but it was scary
1:40:34 enough that we never went down that way
1:40:37 again and I echo what Dave Bing said too
1:40:42 is that when we chose to become part of
1:40:46 a not only did we have to vote for
1:40:50 to join us claw we also voted for the
1:40:55 debt and one of those promises as David
1:41:00 mentioned was that you were going to
1:41:02 connect us to the city and that's all
1:41:06 we're asking is that that promise is
1:41:08 fulfilled and not so much through a tax
1:41:12 increase because there was no tax
1:41:15 increase discussed at that time to fix
1:41:18 the issue

1:41:29 out fix my sidewalk for me fix the road

1:45:02 concerned when I realized how we had to
1:45:05 come down to 28th to turn left into
1:45:09 Forrest village there's this tiny little
1:45:11 left turn lane that's darn scary to turn
1:45:14 into to get into our entrance because
1:45:17 people do speed on to 28th going down
1:45:20 that hill and so many times I have been
1:45:22 tailgated going at the correct speed
1:45:25 limit with my flash run let them know
1:45:28 I'm turning left and they at the last
1:45:31 minute will swerve around me as I try to
1:45:34 take that tiny little left turn into our
1:45:37 neighborhood and it's downright scary I
1:45:41 I guess I was just surprised that
1:45:44 something would be left like that as I
1:45:47 say I'm new here for I guess many many
1:45:50 years it's not a whole lot better coming
1:45:53 back up the hill because then again we
1:45:56 have another tiny little right turn lane

1:46:57 going to review the CIP in more detail
1:46:59 is there going to be a public comment
1:47:01 period I'll go over that again when the
1:47:04 council revisits us again in the
1:47:06 workshop they will take into account all
1:47:08 the testimony that they heard this
1:47:09 evening they will get a presentation
1:47:11 from staff about the CIP they will get
1:47:14 to ask questions and then at council
1:47:16 president Mart's discretion he chairs
1:47:19 that meeting he can ask for public
1:47:20 comment at that time as well they should
1:47:23 continue with their discussion that
1:47:24 evening to provide some fairly strong
1:47:26 recommendations on what they like the
1:47:28 final document to look like that will
1:47:29 come back before them on July 15th so it
1:47:33 won't be on the agenda or agendized to
1:47:35 have public comment after workshop
1:47:37 meeting it'll be a point of discretion

1:48:32 deliberately wanted to move to Issaquah
1:48:35 after spending many decades representing
1:48:38 and serving our country abroad as a
1:48:39 diplomat and in garden spots such as
1:48:42 Baghdad Gaza the Persian Gulf Hong Kong
1:48:45 and the reason I mentioned this is while
1:48:48 I echo the comments everybody else has
1:48:51 made I worked on behalf of our country
1:48:55 in places where democracy was a dream
1:48:58 and local government was seen as a way
1:49:01 for rich and powerful people simply to
1:49:04 make themselves richer and more powerful
1:49:06 at the expense of the citizens and when
1:49:10 we send people to the United States
1:49:12 either on short-term exchange programs
1:49:14 or longer-term academic programs one of
1:49:17 the things that all they always talked
1:49:19 about when they came back was that local
1:49:21 government actually took seriously the
1:49:25 concerns and views of the people who
1:49:27 lived in their jurisdiction and actually
1:49:30 wanted to serve the people whose
1:49:33 community they were leading and also
1:49:36 believed in keeping promises rather than
1:49:38 making promises which they would then
1:49:40 abandon and ignore and go back to
1:49:43 filling their coffers and in that sense
1:49:47 as we come close to celebrating our
1:49:49 national birthday again on the 4th of
1:49:51 July I hope that you will continue
1:49:54 giving competence to people in our
1:49:57 country and our local government by
1:49:59 listening to the voices of all these
1:50:01 people who have been here and many
1:50:02 others repeatedly and in keeping the
1:50:05 promises that have been made years ago
1:50:07 and sustained to Providence Point and
1:50:09 provide for the safety of all those who
1:50:12 travel that road by funding the traffic

1:50:37 on the transportation improvement plan
1:50:40 tr02 - which is the section of road from
1:50:44 a Newport way from State Road 902 South
1:50:48 East 54th Street
1:50:49 the current roadway improvements are now
1:50:53 underway at two sites one is the
1:50:56 anthology formerly called gateway where
1:51:00 there's a roundabout now installed and
1:51:02 soon there'll be road widening at the
1:51:05 Riva townhomes which is opposite
1:51:07 Northwest Oak Crest Drive this
1:51:10 intersection of Riva Lane and Northwest
1:51:13 Oak Crest Drive will be the first
1:51:15 four-way intersection within city limits
1:51:18 of Newport way that does not have any
1:51:21 traffic control
1:51:22 there'll be no four-way stop signs and
1:51:24 there will be no traffic lights the plan
1:51:27 is to widen the road and put in the
1:51:30 center lane to be a left turn lane so
1:51:32 left turn out Lane interesting to read
1:51:35 last week from the Seattle Times front
1:51:37 page that in the City of Seattle they
1:51:39 install the road similar to that where
1:51:41 they put in a left turn lanes and they
1:51:44 found out that the cars actually passed
1:51:45 quicker now on the right because they
1:51:47 have that through Lane as a throughput
1:51:48 lane instead of a slowing down lane my
1:51:51 suggestion is to put in a roundabout
1:51:53 similar to what you did it
1:51:56 Target and Trader Joe's it fits in our
1:52:00 intersection as I mentioned it

2:00:34 ascribe municipal code 12 point oh eight
2:00:36 when they decide what construction
2:00:38 maintenance and repair this is the first
2:00:40 time this item is coming before council
2:00:42 and I'd like to ask Public Works
2:00:44 Operations Director Brett Heath to make
2:00:46 a presentation and thank you for being
2:00:48 patient and staying with us this evening
2:00:50 absolutely it's a pleasant outside and
2:00:53 there's a good wife I think all right
2:00:56 well I'm here tonight to give you a very
2:00:57 brief introduction to agenda bill 775 3
2:01:01 which is a amendment to ordinance 1208
2:01:04 regarding sidewalk construction
2:01:06 maintenance and repair the current
2:01:08 sidewalk ordinance was adopted in 1964
2:01:11 since then there's been Court decisions
2:01:14 that have changed the landscape a little
2:01:16 bit notably the Washington State Supreme
2:01:19 Court has effectively reassigned
2:01:23 liability from a budding property owner
2:01:24 to the city for liability for injuries
2:01:29 additionally a changes to other changes
2:01:31 to the ordinance include clarifications
2:01:33 regarding what constitutes maintenance
2:01:36 maintenance and repair responsibilities
2:01:38 and some code enforcement timelines and
2:01:41 references the largest change to the
2:01:45 ordinance is in the text of the body the
2:01:49 removal of a citation of our CWA 3568
2:01:52 and just a citation to same and beyond
2:01:57 that that's the routine agenda bill and
2:01:59 recommend the administration recommends
2:02:02 adopting the ordinance without referral
2:02:03 to committee so if there's any questions
2:02:05 I'd be happy to answer them
2:02:06 Brett is the main point here that
2:02:08 because the liability is transferring
2:02:11 that's sort of a big enough change you
2:02:14 wanted to bring that up to count
2:02:16 because most of the other rest of it
2:02:17 seems rather routine if we're falling in
2:02:19 line with a RCW change it is rather
2:02:21 routine yes yes so there's a there's
2:02:24 large changes to the body of the text
2:02:26 and just wanted to clarify that and
2:02:28 answer any questions that there might be
2:02:29 thank you
2:02:31 cancel every winter stein there's one
2:02:33 one clarifying question and then one
2:02:35 question actually about the code and
2:02:38 this really it pertains to existing
2:02:45 sidewalks and I'm not saying there's a
2:02:48 grandfather clause or anything but if
2:02:49 you if you have a street you live in a
2:02:51 street your property abuts that right
2:02:54 away and there is no sidewalk there now
2:02:56 this doesn't these this ordinance the
2:03:03 this part of the code does not pertain
2:03:05 to that situation it pertains to that
2:03:08 situation in that RCW 3568
2:03:12 does provide a mechanism force for
2:03:17 assessing the abutting property for
2:03:20 construction of new sidewalks should the
2:03:23 city choose to do so typically the city
2:03:26 has chosen to bear that that cost okay
2:03:29 then thank you for that and then that
2:03:31 leads actually to my real question
2:03:33 because chapter 1208 Oh 80 is titled
2:03:38 assessment of cost to a budding property
2:03:40 owners and I think you I think you've
2:03:41 just it's kind of out of context that
2:03:44 language but I think it pertains to
2:03:46 maybe the situation that you just spoke
2:03:48 to the languages the city may choose to
2:03:51 assess all over a portion of the cost of
2:03:53 to construct or repair a sidewalk to the
2:03:55 abutting property owner or owners as
2:03:59 allowed and using the process described
2:04:01 under RCW 3568 3568 really doesn't say
2:04:04 much way so could you could you
2:04:08 enlighten me a little bit more but what
2:04:11 that process is and how would I know you
2:04:12 said it may be historically but that's a
2:04:14 case-by-case decision I don't know that
2:04:16 we have a policy from a funding
2:04:18 perspective for the construction of new
2:04:19 sidewalks that says the city will bear
2:04:21 that cost what does this what what this
2:04:24 practically mean
2:04:26 to to someone who doesn't have a
2:04:27 sidewalk who maybe getting one to their
2:04:30 potential exposure to cost so should the
2:04:35 city and there's some limitations on the
2:04:37 length of the sidewalk and some other
2:04:38 conditions under 35 68 which also
2:04:40 references thirty five sixty nine and
2:04:42 thirty five seventy the essence of it is
2:04:46 goes through a public process a
2:04:48 resolution of the City Council and
2:04:50 assessment role really similar in some
2:04:52 aspects to an L ID it's not a formal L
2:04:55 ID process but it's a formal formal
2:04:57 process that's spelled out in the RCW
2:05:00 should the city choose to you know elect
2:05:04 to follow that process rather than
2:05:07 funding it through the capital
2:05:09 improvement plan or some other fund it
2:05:12 could be an L a it could also be an L ID
2:05:13 it's just an option so 3568 provides an
2:05:17 option and we didn't want to preempt
2:05:18 that option but we also wanted to
2:05:20 clarify the fact that there are other
2:05:22 ways usually this part of the ordinance
2:05:25 is typically used with regards to
2:05:27 sidewalk maintenance and that's where we
2:05:31 most of the emphasis and most of the use
2:05:34 that we have with it is with sidewalk
2:05:35 maintenance and we wanted to clarify
2:05:36 that that there's several ways of
2:05:38 approaching it and 3568 is one of those
2:05:42 and there's also it depends on how the
2:05:46 sidewalk if a sidewalk was damaged
2:05:49 spelling out was it privately damaged or
2:05:51 was it you know wear and tear damage and
2:05:53 who's gonna be responsible in those
2:05:54 cases okay thank you brett member hunt

2:06:03 other changes throughout the code such
2:06:07 as regarding the permit required for
2:06:09 sidewalk uses and a number of other
2:06:11 changes and so were those were those
2:06:14 sort of just updating to be compliant
2:06:18 with the state law or was that also some
2:06:20 additional changes that were
2:06:23 clarifications etc some of these are
2:06:25 clarifications do you have a citation
2:06:27 that you're looking at well I was just

2:08:37 a desire to inform you about some of the
2:08:39 aspects that's why it's under regular
2:08:41 business tonight but as you'll recall
2:08:42 the path for low-level agenda bills is
2:08:46 to go directly to a regular council
2:08:48 meeting for action on Ken
2:08:50 cent or a presentation and action under
2:08:53 regular business I appreciate that and
2:08:57 as I prepared and reviewed this this
2:08:59 evening this in my assessment kind of
2:09:03 fit that approach just fine any other
2:09:08 questions before we go to the vote being

2:10:24 National Citizen survey results and the
2:10:27 Eastside Fire and Rescue resolution on
2:10:29 alternative fuel requirements that one
2:10:31 is tentative I think it is being
2:10:33 prepared by you said Fire and Rescue
2:10:34 another city that's a little bit of a
2:10:38 look ahead
2:10:39 there is no executive session this
