Staff report:
The purpose of this project is to install new bicycle and pedestrian facilities on NW Holly Street, which will provide non-motorized network connectivity from Issaquah Valley Elementary School and the Issaquah School District offices to the west and match the recent sidewalk and roadway improvements along Rainier Blvd N to the east. This project will improve access to and provide much needed frontage improvements for Confluence Park, and tie in with the current design of park improvements. This project will also connect with a future shared-use path planned for Newport Way NW from W Sunset Way to Maple St NW. These improvements will serve the heavily populated residential area with single-family and multiple family dwellings adjacent to NW Holly Street and surrounding neighborhoods, and provide a new walkable route for Issaquah Valley Elementary School and Confluence Park.

The Confluence Park Phase II construction project provides for: • a publicly-selected, prefabricated timber arch pedestrian bridge (12 feet wide x 135 feet long) with integrated artwork over the main stem of Issaquah Creek • a publicly-selected playground upgrade • a parking lot at Margaret's Meadow • two creek overlook areas (including one at the confluence of the east fork and main stem of Issaquah Creek) • pedestrian paths (2,500 lineal feet) • lighting • landscape (ornamental and mitigation plantings) and irrigation • directional and other signage • benches and other site furniture
