1:38 observe uh well that's good because we
1:41 may have some long discussion today um
1:44 we need all the time we get and so we'll
1:47 move right into regular business and the
1:48 first item is the athletic field
1:51 discussion Jeff's gonna start that I
1:54 will thank you so much Chris uh Asanti
1:57 thank you for uh for driving the power
2:00 Point presentation as that's coming up
2:02 um really excited to have this
2:05 conversation you know obviously we'
2:08 talked athletic fields um on a number of
2:11 occasions uh certainly as we are
2:14 venturing into our Park Plan update um
2:18 we we sort of laid out our work plan uh
2:21 for the park board we wanted to have
2:23 this
2:24 conversation um no the the goal tonight
2:26 is really to um obviously Focus on um
2:31 athletic fields um really start looking
2:34 at posing some questions having some
2:36 discussion around our strategic approach
2:39 um to really best serve isqua's needs um
2:44 the discussion tonight is really
2:45 intended to help inform um how we want
2:48 to prioritize how we want to approach
2:51 athletic fields as we're heading
2:54 into an
2:56 update draft documents so next slide
3:03 something thank you
3:06 um as it switching um in 2018 um as we
3:10 adopted that that Park plan you might
3:13 recall that was really the the first
3:14 Park plan for the city that really tried
3:16 to take a systemwide approach inste a
3:19 systemwide narrative um uh that plan
3:24 really even as you look at it from an
3:25 athletic field perspective helped us set
3:27 a foundation for what we needed do and
3:30 how we need to approach uh one of the
3:32 key um components of that 2018 plan was
3:36 let's take care what we got um how do we
3:39 uh look at maintenance standards how do
3:41 we look at our overall approach to park
3:44 operations but also some of those more
3:46 intricate maintenance needs like
3:49 athletic fields Rick still our Park Ops
3:52 U manager I know is here tonight online
3:55 Rick thanks for joining us um take a
3:58 real credit to the park operations team
4:00 I think we've seen a lot of improvement
4:02 and a lot of Headway in um just our
4:05 maintenance of our existing Athletic
4:07 Field infrastructure some of the
4:08 Investments we've made into Central Park
4:11 um the tur Fields
4:14 Etc and then also set into motion this
4:17 realization that we need really need to
4:19 look at Partnerships and we really need
4:21 to look at our strengthening our
4:23 relationship with the is School District
4:25 strengthening our relationship with the
4:26 state park um I think as as the pandemic
4:30 came through this uh the world um and
4:33 hit us uh those conversations with those
4:35 two agencies never stopped but I think
4:37 some of the opportunities for capital
4:40 projects sort of had to be put on the
4:42 the sideline but really um as as we go
4:45 through tonight's discussion I I I think
4:47 some recent conversations we've had with
4:49 both those agencies really set the stage
4:51 for um spring boarding uh from the 24
4:55 plan and some some pretty key work uh so
4:59 tonight um I want to start with a
5:01 conversation just about who we are and
5:03 and understanding um we're a pretty land
5:06 constrained city um talk about sort of
5:10 our current field uh realities and and
5:13 situations quickly go sort of Facility
5:16 by facility within our city system talk
5:19 a bit about the school district and give
5:20 an update on very recent conversations
5:24 that Robert and I have been having with
5:25 the the state park planning staff uh and
5:29 then really go into a conversation about
5:31 how do we want to
5:33 prioritize um capacity building projects
5:36 uh that will feed right into the the
5:38 park
5:39 plan next
5:42 slide so
5:45 um question this is really meant as a
5:48 sort of a foreshadowing of some mapping
5:50 that we think is going to be really
5:51 really foundational and really important
5:53 for the park Plan update um who who
5:56 could tell me what the purple represents
6:01 not not an AA but uh anyone what what do
6:05 you think that purple
6:10 reflects
6:13 rraphy are right we we we we love our
6:17 isqu Alps isqu Alps are so much of what
6:20 our identity is U but we have to be
6:22 careful when we lay out a map of the
6:24 city and think awesome cool look at this
6:26 map as if it's a a flat canvas it is not
6:30 a flat canvas our our canvas is uh that
6:34 defines us and it's something that we
6:36 celebrate as a community um um if you
6:39 sort of go around from suppose it's nine
6:42 o'clock you have Cougar Mountain to the
6:44 east of us a squawk mountain and that's
6:47 sort of the finger of squawk Mountain
6:48 really infringes a lot into into the
6:51 valley um we he at tibits um tibits Park
6:56 and tibits Manor are a pretty narrow
6:58 Corridor that makes up um tibits Creek
7:00 as it heads to the lake heading uh East
7:04 you then have a West Tiger Mountain it's
7:07 obviously connected to Greater Tiger
7:09 Mountain um and then Grand Ridge where s
7:12 Highlands is and then at 12 o'clock the
7:16 samamish plateau which again is another
7:18 Hill so you know you really start to get
7:21 a sense of how challenged we are how um
7:25 important it is when we start talking
7:27 about things like athletic fields and
7:29 active amenities within our Park system
7:31 we're really going to be forced to be
7:33 super super creative um and super
7:36 thoughtful um in making sure we're
7:40 addressing the the capacity needs in
7:42 this community the arrows are really
7:43 meant to reflect and understand the
7:46 valley isn't uh static either
7:50 um I'm not a hydrologist but it doesn't
7:53 take much to realize hey when there's a
7:55 lot of water on those Hills guess where
7:57 that water eventually needs to get to
7:59 need to get to L some Amish uh so
8:01 there's a lot going on in this Valley as
8:07 well next
8:08 slide so with with that in mind uh it
8:12 really sets the stage for some of the
8:13 questions tonight as we want to talk
8:16 about um really the need for maximizing
8:20 use of our of our
8:25 spaces that two sided so um wanted to
8:31 just again talk through current
8:33 conditions of our um four parks that
8:37 have athletic fields uh within them um
8:41 highlight a little bit foreshadow a
8:43 little bit some of the opportunities we
8:44 see for some increased uh creating for U
8:49 an increased year round capacity uh
8:51 within within these these Parks
8:55 um we'll sort of go through the photos
8:58 but we'll start with tiits Valley Park
9:00 uh then Central Park obviously are two
9:02 parks that have our most prominent
9:04 athletic facilities in them uh and then
9:07 highlight both squawk Valley Park and
9:09 Veterans Memorial Field um has has
9:12 certainly opportunities um and athletic
9:15 fields to to be thinking
9:18 about next slide so Tippets Valley Park
9:21 um hats off you'll see the one slide of
9:24 our our Park maintenance team again um
9:27 we have made tremendous Headway in
9:29 increasing our resources and that's
9:30 really allowed us to get smarter uh with
9:33 how we're taken care of and and
9:35 maintaining and getting these fields um
9:38 into a more playable condition earlier
9:40 in uh in the season um we know as we've
9:46 uh talked about uh tibits Valley Park we
9:48 know as the survey results came back
9:50 this fall
9:52 um as we know as our own work that
9:55 happened before the pandemic with some
9:57 of our our early planning work this is a
10:00 park aching for a a a new
10:04 vision it's it's relatively tired um
10:08 it's from an athletic field standpoint
10:10 five uh baseball fields uh that were
10:13 sort of built at different times the the
10:15 map uh the overview map can kind of show
10:18 you uh they're they're sort of oddly
10:22 shaped um if you will uh but certainly
10:25 um maximize the the space that was
10:28 available
10:30 um those five baseball fields when you
10:33 look at uh both just seasonal um use um
10:37 and scheduling it's very rare that all
10:40 five are scheduled at the same time are
10:41 used at the same time uh so that's
10:44 something we we need to be thinking
10:45 about as as we're moving forward and how
10:49 we how we maximize space some of the
10:51 maintenance focus and improvements that
10:53 have been made at the field we um a
10:55 couple years ago took the Mounds out and
10:57 now have portable Mounds um that has
10:59 really increased flexibility that these
11:01 fields are are both available for more
11:05 available for softball and baseball um
11:08 both at the Youth Level and and the
11:10 adult level that's that's created more
11:14 equity and more scheduling flexibility
11:16 um in that um you may have noticed
11:19 through the winter we have tarped the
11:20 infields the last couple of winters that
11:23 has has saved us a lot of time and and
11:26 maintenance time um getting these Fields
11:29 up and and ready for for use um clearly
11:33 some of the needs that we've seen in the
11:34 survey some of the opportunities we have
11:36 this is not necessarily a yearr round um
11:40 Athletic Facility um it's really single
11:42 use primarily baseball softball there's
11:45 some soccer that's played in the
11:46 outfields but How might we consider um
11:51 perhaps utilizing Synthetic Turf um and
11:54 creating opportunities for more more
11:57 year round multiuse so some real real
12:00 capacity opportunities here at tibit
12:01 Valley Park next
12:05 slide Central Park
12:08 um three pads sort of comprise our
12:12 athletic uh facilities up at at Central
12:15 Park uh the pads um sort of pay homage
12:18 to how this park was created uh I think
12:21 we've talked about this but um much of
12:24 that Park much of the soil on that Park
12:26 is um export from when is Highlands was
12:30 created four pads were were sort of
12:32 built um or created there for for
12:34 Central Park um pad one um is our most
12:39 recent um Synthetic Turf field
12:42 Improvement um pad three is the farthest
12:46 to the South sort of the lower Synthetic
12:50 Turf field you may recall um we um
12:54 convert we had to replace that Synthetic
12:56 Turf and it aged out at about um 12
12:59 years um old um you may recall the
13:03 conversation we had about how do we
13:05 pilot um a more organic infill for the
13:09 Synthetic Turf uh we went to a cork and
13:15 sand mix um on field three um great news
13:20 is that it's been met with um a lot of
13:24 um positive comments from field users
13:26 they can't necessarily tell the
13:28 difference um um uh you you recall as we
13:31 did that um as we think of Synthetic
13:35 Turf in the future
13:37 um we really think it's a priority uh to
13:40 meet our environmental goals to consider
13:42 an all organic um infill as we uh start
13:46 looking at Synthetic Turf at other
13:48 places throughout uh throughout the
13:49 community so uh Central Park and those
13:52 Synthetic Turf Fields have been a really
13:54 great model uh for multi-use um um
14:00 facilities um currently scheduled at
14:02 Central Park is baseball
14:05 softball boys lacrosse girls lacrosse
14:08 youth football Cricket um is is used at
14:12 field three uh because of the sort of
14:14 the space between the two soccer fields
14:18 um so really year round use um um in
14:23 many many ways pad two is the aerial
14:26 photo you'll see in the lower right
14:28 corner of this slide uh this is the two
14:31 baseball fields two grass baseball
14:33 fields pad two is sort of the upper my
14:37 directions
14:38 Southeast corner of the park um very
14:43 very poor soil conditions much like we
14:45 had on on pad one before we did the
14:47 Synthetic Turf um improvements um I
14:51 wasn't here when these fields were were
14:53 situated but you sort of see how they
14:55 were put the outfields are very short uh
14:59 there's not a lot of flexibility in
15:01 scheduling and use of these uh Fields um
15:05 we think there's some real opportunities
15:07 um already in the six-year CIP the
15:10 city's Capital Improvement plan is a
15:13 redo of of pad two um both in terms of
15:17 how do we look at the configuration of
15:19 those fields to create more age group
15:22 and more diversity um and also how might
15:26 we consider um you know a conf
15:28 configuration that allows for some other
15:31 sports use we think there's some
15:32 opportunity for the tennis courts the
15:35 pickle ball courts to perhaps go down to
15:37 pad three but there's some there's a
15:40 real investment opportunity and an
15:41 already identified Capital project uh to
15:45 to do something there at at Central Park
15:48 pad two pad four um I just mentioned as
15:52 it was in the the slide before that is
15:54 the currently undeveloped pad um it's
15:57 got the most pristine view of Valley um
16:00 you might recall in the adopted master
16:02 plan uh that really is currently planned
16:05 as more of community use General
16:07 Community use Community Lawn
16:10 Amphitheater picnicking uh really that
16:13 that place uh for unstructured um just
16:18 Community Park use um recognizing just
16:22 the the stunning and pristine view that
16:25 that part of the park has next slide
16:29 I think once I go through these park
16:31 slides I'll pause for for any questions
16:33 we might have before we jump into a
16:35 school district squat Valley Park um
16:38 squat Valley Park is is South part of
16:41 town actually makes the southern border
16:45 makes up the southern border of the city
16:47 of isqua out on Isa Hobart Road um the
16:52 park um in terms of athletic fields
16:54 consists of two relatively small pads uh
16:58 the most southern
16:59 um pad is um the smaller one probably
17:05 makes um the previous slide had yeah
17:09 it's less than an acre it's a point it's
17:11 about 08 of an acre um the northern pad
17:18 that
17:18 has the two fields that are comprised
17:21 two mod siiz Fields is 1.3 Acres so
17:24 bigger space if you think a full-size
17:26 soccer field uh requires about
17:30 just a general space standpoint
17:34 um nice Fields very lightly scheduled I
17:38 think more as we've heard Community
17:40 feedback more to do with um proximity of
17:43 where this park is and the southern
17:46 commute that happens um also I think
17:51 some soil conditions and um Turf
17:54 conditions that aren't
17:56 necessarily um create opportunity for
18:01 diversity of use and concentration of
18:03 use um so certainly some some
18:06 opportunities to consider here uh maybe
18:09 looking at a different field surfacing
18:12 uh that might create some opportunity
18:15 for um more intense practice and and
18:19 maybe youth focused um game
18:22 activities last slide terms of Memorial
18:27 Field tons of history with this field so
18:30 right now comprised of a of a big
18:33 infield a really large size cut INF
18:36 field that doesn't
18:38 necessarily um mesh with the size of the
18:41 Outfield um has always been pretty
18:43 constrained from a baseball softball use
18:46 um in terms of age groups um because of
18:49 the the small size of of the
18:53 Outfield um I know this year through
18:56 some again increased maintenance and
18:58 working with the local youth leagues
19:00 there's some of the younger age groups
19:02 are going to be using this uh space more
19:04 so than they have in Prior years which
19:07 fantastic um a lot of history with this
19:10 field uh this field so named as Veterans
19:13 Memorial uh recognizes the really serves
19:17 as a memorial for not only our veterans
19:20 but those um Miners and others that were
19:24 um recognized within the community fun
19:29 fact the Fieldhouse that you see um that
19:33 comprises the sort of Western um know
19:36 that's not Western that would be Eastern
19:38 side of the the field um that's the old
19:40 bleachers to what was the High School
19:43 stadium um at the time U I think even
19:46 dating farther back uh this is where the
19:49 community Rodeo so um tons of of history
19:53 with this field and something that we
19:55 want to sort of be thinking of um as we
20:00 um recognize what this field um is going
20:03 to be in the future it's always going to
20:04 be a field but but how might we consider
20:07 programming it um how might we consider
20:11 programming it not only for athletics
20:12 but also realizing there's a real
20:15 Community purpose um a community
20:18 opportunity for just this compilation of
20:21 parks um its relationship to Front
20:23 Street its relationship to the depot and
20:25 some of the other um Investments that uh
20:28 one Investments that we're going to be
20:30 in the mixst of and we'll be getting an
20:31 update on those those tonight
20:35 so I'm going to stop there one just to
20:38 get a drink of water but see if there's
20:39 any just general questions as we talk
20:43 through our R4 parks and athletic uh
20:47 facilities with they have comments as
20:52 well
20:54 sure um that Memorial Field um a little
20:59 bit before my time and then probably SC
21:04 F Not only was it a football field for
21:07 for high school because I played inws on
21:09 that field uh but it was a
21:12 rodeo field actually the coal company uh
21:19 German uh ownership on World War I
21:23 happened and
21:26 uh took it over and then Rodeo was there
21:30 and
21:31 Rodeo occurred a
21:33 death the volunteer fireman the city of
21:37 isqua actually paid off that debt and
21:40 then gave that repeat that word gave
21:44 that Feld to the city of so that was a
21:49 gift that the city of is and some of us
21:54 we've seen it be used for lots of things
21:57 to include
21:59 a carnival used to happen every Labor
22:02 Day and that was a huge thing the
22:08 sa sorry Jeff but I I just can't sit
22:12 here and look at that not think back
22:15 about all those things that field
22:18 represents to me in my
22:22 life huge thing and in
22:26 2005 some of us from the
22:29 BFW um wanted to make sure that that
22:34 which was called Memorial Field was then
22:37 called Veterans Memorial Field because
22:41 it was actually given an honored by
22:45 those volunteer farming to all those
22:48 veterans who lost their lives and we
22:51 enhanced that in 2005 a lot of vets came
22:55 home and died here so we don't want to
23:05 get please don't apologize to me thank
23:08 you so much for that that's again a a a
23:12 explanation mark on what we're trying to
23:14 say as as staff that this this field
23:16 holds a very very special purpose in
23:19 this in this community thanks for that
23:25 da any
23:27 questions
23:30 save your mind for later so sounds good
23:33 stor them up really good all right so as
23:38 we um next slide it speaks to some of
23:42 what I I teed up before we talk about
23:44 the school districts is recognizing and
23:47 again I think understanding um the very
23:51 land constraint nature of isqua um the
23:54 canvas that we have to paint on um as we
23:58 um did the athletic field assessment as
24:00 we look at how our fields are scheduled
24:03 as we look at growth and addressing
24:06 needs uh we really think there's a an
24:09 important
24:11 um differentiation we need to make and
24:14 understand that um there's some real
24:16 value in considering Synthetic Turf uh
24:19 for our athletic fields um we've seen at
24:22 Central Park where that's really allowed
24:25 um a concentration of use um there's
24:27 efficiency found in that there's land
24:29 efficiency found in that um you know
24:34 there's certainly upfront cost that is
24:36 different than a grass-based field but
24:39 um a lot of studies would show that the
24:42 the amount of the investment for one
24:45 acre of Synthetic Turf would would you'd
24:48 be able to concentrate a use on that one
24:52 acre of Synthetic Turf that is would
24:55 would need to be um two three acres of
24:59 grass Turf right so so there's a though
25:03 there's a concentrated cost with this
25:05 there's a efficiency in in in land um
25:09 that's that you're able to see um cost
25:13 of maintenance is there is a cost of
25:15 Maintenance of Synthetic Turf but is
25:16 lower um annually uh than um a irrigated
25:22 sand-based Athletic Field the type of
25:25 athletic field that uh I think would be
25:27 desired um and interest um as we look at
25:31 water and and important climate
25:34 priorities of the city uh we also
25:36 realize and recognize we're not having
25:39 to to irrigate Synthetic Turf um and
25:42 then as we said earlier as we really
25:44 look at the standard for what that
25:46 infill is uh the industry is catching up
25:49 the industry thankfully is going away
25:51 from some of those initial very heavy
25:54 petroleum based rubber crumb rubber um
25:57 infill and we as a city are really well
26:00 positioned to continue to move away from
26:03 that as as well so
26:06 um as we go into more conversation and
26:09 discussion and hear your feedback we as
26:10 staff will be very interested to hear
26:12 your your thoughts and perspectives on
26:14 this pros and cons this balance between
26:18 um investing in Synthetic Turf versus
26:20 natural
26:21 grass next
26:24 slide wanted to talk a little bit about
26:27 the school district um I'll touch on the
26:29 middle schools and high schools but want
26:30 to first talk about the the elementary
26:32 schools because as as we're um the last
26:36 couple of of months have been having
26:40 some heightened conversations with the
26:42 school district um uh the idea of where
26:45 could we really see um added capacity
26:49 meaning really an infusion of new use um
26:53 on School District property uh the
26:55 elementary schools uh the three
26:57 particularly in the city of isqua are of
26:59 interest to us as a as a city a model
27:03 I'm familiar with in and having done
27:05 them in samamish um um years ago is the
27:09 idea of community Sports Fields um and
27:12 we've roached this topic with the
27:14 district and looking at opportunities
27:16 for the the sports Fields um at Ive at
27:21 Grand Ridge ele and Clark Elementary and
27:23 there's some real interest in openness
27:25 from the district this model uh what it
27:27 looks like is
27:30 um really saying hey School District if
27:34 if you provide the land we as a city
27:37 would provide the capital to make the
27:39 investment and the Improvement um to
27:42 convert that from in some cases e are
27:44 just dirt um Cinder Fields um case to BU
27:49 the E it's just a really pretty tired
27:51 grass field but what if that was became
27:54 a Synthetic Turf facility uh that the
27:56 city um invested in the city would then
27:59 be interested in being the scheduler so
28:02 that uh that could be scheduled and
28:05 making sure uh there's High Community
28:07 use uh the school district ends up
28:10 getting the school itself ends up
28:11 getting a an improved in the case of the
28:14 ele School a wonderful recess facility
28:17 um Community use would then begin in the
28:20 afternoon once school is out um and
28:23 would also be available for full
28:25 community use on on weekends as well so
28:29 some real opportunity there um I think
28:32 as we we really want to hear your
28:34 feedback and thoughts on on that and the
28:36 opportunities of those elementary
28:37 schools is there a priority that you
28:40 would be interested in um we the city
28:43 are going to be having a joint meeting a
28:45 city council Schoolboard meeting at the
28:47 end of April uh the the topic of
28:50 facilities is going to be on that agenda
28:52 I'll be presenting and talking both
28:54 athletic fields and the pool at that
28:57 meeting so great opportunity to um just
29:01 get some feedback from you in
29:02 preparation for an elment Park plan for
29:04 that that conversation with the district
29:07 um I'm touching on the elementary
29:09 schools we also think and have been
29:11 talking to the district about how do we
29:13 um support how do we position um
29:17 ourselves as a city to to advocate for
29:20 more um and increased or improved
29:25 Community access to the middle school
29:27 and high school fac facilities as well
29:28 there's some fantastic public
29:30 Investments at those schools we
29:31 certainly understand some of the
29:33 sensitivities the district has about
29:35 access but really feel like there's some
29:38 capacity opportunities by making those
29:42 uh fields and spaces much more
29:45 accessible for the the community as
29:47 well next
29:51 slide then I think we'll be opening up
29:53 for discussion so the other um public
29:56 land owner that has atic Fields um aside
30:00 from the city and our facilities the
30:02 school district and their athletic
30:03 fields is the state park there are um
30:08 historically the soccer fields there at
30:10 State Park currently the state park has
30:13 a agreement um with is soccer club is
30:17 soccer club is the sole user and the
30:20 maintainer of the the grass fields um at
30:24 the State Park um State Park through the
30:28 pmic went through some pretty
30:29 significant Staffing changes you might
30:31 recall before the pandemic the the state
30:33 park was working on a master plan um
30:37 update for Lake samam State Park um in
30:41 the last boy probably four or five
30:43 months Robin we've had a number of
30:45 conversations with the new park planning
30:47 staff with the state park I think have
30:49 made some really significant Headway in
30:52 relationship building um um
30:55 understanding really the the importance
30:58 the state park plays in um in
31:01 relationship to isqua's park system um
31:05 specifically and what I'll bring up
31:06 tonight about athletic fields is that um
31:10 and maybe really to that Master Plan
31:12 update uh the state park um has um
31:17 really taken a step back and and wanted
31:19 to sort of revisit and ask themselves
31:22 internally is a Master Plan update
31:25 really necessary um what does that
31:28 Master Plan update accomplish what are
31:30 the what's really the core role of the
31:33 state park um state parks um manages a
31:38 whole lot more than Lake s State Park
31:40 and they have a mission and a vision and
31:43 values that um really need to be
31:46 consistent with the entire State Park
31:48 system
31:49 Statewide um as they've taken a look at
31:53 what the goals were of that Master Plan
31:55 update they're taking a step back um
31:58 and in the last couple of months um have
32:01 come to a position where they're going
32:02 to recommend and they are recommending
32:04 to the state park commission that um
32:06 they stop that Master Plan update and
32:09 they instead take a look at and sort of
32:13 really reinforce the the adopted master
32:15 plan of 2007 uh they feel like that
32:19 adopted master plan in 2007 is
32:23 consistent with the land consistent with
32:25 the park consistent with their ethos of
32:28 of really wanting this park to be a um
32:32 Urban example of um an environmental um
32:36 um State Park um back to that map that I
32:40 was showing about sort of our canvas as
32:43 a as a town and knowing how much um
32:47 Hillside we have and how much hydrology
32:50 goes to the valley you guess where that
32:51 hydrology goes before it gets to the
32:53 lake it all goes through Lake s State
32:56 Park and so we understand and really
32:58 recognize and uh support that um
33:03 position of of the state park but what
33:05 it means for athletic fields um is um an
33:11 understanding any significant
33:13 Improvement of those uh Fields is not
33:16 going to come without some pretty
33:18 significant um mitigation and a very
33:21 very significant cost um and so um just
33:26 important context think for us as we're
33:29 really looking holistically at our
33:30 Athletic Field approach here in the city
33:33 thisa I I
33:36 um Jeff's opinion a little bit as as
33:38 I've been here seven plus years now I
33:42 think as that Master Plan update was
33:43 getting kicked off I think there was an
33:46 unrealistic expectation or thought that
33:48 somehow lak s manam state park is going
33:51 to be the the answer for athletic fields
33:54 for for Isa and and perhaps put a a
33:59 pretty high
34:00 expectation on that that as we sort of
34:05 read the the position and the policies
34:08 and governance of state parks um um that
34:12 isn't necessarily the case that's not to
34:14 mean those fields are going away that's
34:16 not to mean they're they're going to
34:17 play a really important role
34:19 in how we prioritize and how we address
34:23 athletic fields here in this town but um
34:28 I think it also should just make us
34:30 aware that we we can't put we can't hang
34:32 our hat on that um in many ways I think
34:36 some of the what we can do with City
34:39 facilities what we can do with the
34:40 school district really is probably lower
34:43 hanging fruit than a pretty long long
34:47 effort um that would need to take place
34:50 with state parks so um important
34:52 contexts there those conversations are
34:54 going to continue uh they're very
34:56 engaged in our Park Plan update
34:58 we're going to invite Park planning
34:59 State Park staff are going to come as we
35:02 get a little farther into the park plan
35:03 so more to discuss I think more
35:05 opportunity for you all to to engage
35:07 with State Park staff um again they
35:10 remain interested in athletic fields I
35:12 think they just don't want to have the
35:14 sense of expectation that somehow um
35:17 that's the answer uh so so much more to
35:20 much more to come
35:24 there next slide so let's open it up for
35:28 some feedback some questions um these
35:31 don't necessarily need to be the only
35:32 questions but we' love to hear some of
35:34 your thoughts and feedback around table
35:36 but would love to start hearing um is
35:39 this should we be considering rather
35:42 than prioritizing single use uh facility
35:46 should we really be looking at multi-use
35:49 opportunities as we look at investments
35:51 in sports Fields um feedback that you
35:54 all have in terms of synthetic term for
35:56 natural grass
35:58 there other criteria we should be
36:00 considering as we start prioritizing the
36:03 so with that chair Chris if you want to
36:08 facilitate some
36:09 discussion do we have their hand raised
36:14 anywhere not
36:17 all um I think we absolutely need this
36:21 is one of our most preing
36:24 needs and I support and
36:29 recognize the need to protect preserve
36:35 respect um our environmental resources
36:41 and to maintain a you know sustainable
36:44 perspective but I think we also need to
36:46 recognize that Sports Fields provide
36:50 use um and community building for
36:55 thousands of users um I think I would
36:59 guess you know orders of magnitude more
37:02 than say Trail
37:03 users I think both are very valuable but
37:06 I think this is it's time that we need
37:07 to really make another push uh for more
37:11 Sports Fields um and as you said you
37:15 know we had I was one of many who
37:18 thought that state parks might buy an
37:21 opportunity with some flat land that's
37:23 already being used for for soccer fields
37:26 that it might be a great opportunity for
37:28 some multi use Fields um sounds like
37:32 that's going to be really hard to
37:34 push uh and then I think all the things
37:36 that you mentioned partnering are going
37:38 to be
37:39 important
37:40 um but I also and I think you know we've
37:43 got a great start U pretty solid start
37:47 up at Central Park I think it's time to
37:51 put tibit to park you know on the front
37:54 front
37:55 burner and and move that up
37:58 um you know I love like squat Valley
38:00 Park the traffic issues there just
38:04 render that very difficult to use for um
38:09 regularly scheduled events um you know
38:12 with the school district yes if we can
38:14 get it happen um there again you're
38:16 still looking at
38:18 single
38:20 Fields distributed among the um the
38:24 community and that's great for practices
38:26 and single events but we do really need
38:28 a home for larger tournaments uh for
38:31 multiple different
38:34 sports I lean towards multisport
38:39 facilities but maybe with some element
38:46 of tilting you know some some fields are
38:50 primarily going to be for baseball
38:51 softball and some fields are going to be
38:53 primarily for soccer lacrosse football
38:56 um make sure that the the higher levels
39:00 of play have
39:04 uh fully provisioned facilities for you
39:09 know higher level events perhaps even
39:12 multi-use the design can influence what
39:14 is the priority or what is the
39:17 primary use versus
39:19 secondary what you're saying yeah and
39:21 then I guess you know with Veterans
39:23 Memorial Field you know talked about
39:25 that and it's it's been great to have
39:29 reminders educational opportunities to
39:32 learn about it because I don't I'm one
39:34 of many that doesn't know um I think we
39:36 should look for an opportunity there but
39:38 you know that field
39:39 currently is a big use on sdays so let's
39:44 you know keep that in mind and maybe
39:48 that would be a
39:49 singl single Sports use facility with
39:56 more
39:58 my thoughts do we have Brad and Katie I
40:01 think Brad your handles up first and
40:03 then come back
40:06 to well thanks for that and I good
40:09 overview overview from you Jeff and uh
40:12 and I kind of ditto all of what Chris
40:14 had to say I guess the only thing that I
40:16 might want to add is
40:18 um in reference to the state park I
40:21 guess you know the big emphasis there I
40:23 would say and I know it's probably a
40:25 longer term but you know those softball
40:27 fields would probably be the the best
40:30 opportunity there for something
40:31 especially now that they've given up on
40:34 uh doing something with a new master
40:36 plan which is an area that they that's
40:38 an area that they were planning on a a
40:40 variety of other things and now probably
40:42 aren't and so that that might be easy
40:45 picking you know I think that
40:48 um you know you kind of pointed out I
40:50 mean the problem is we just don't have a
40:52 lot of flat space on the main part of
40:55 the valley and um Welly I sure hate to
40:58 what what space we do have open space I
41:01 sure would hate to uh convert natural
41:04 open space to uh to sports Fields um you
41:10 know because we do actually have some
41:11 open space and even Parks you know that
41:13 could maybe be developed like that I
41:15 would just hate to do that uh really
41:18 like the partnership stuff that you're
41:20 doing that's a real that's a real
41:22 priority in my mind um I think another
41:25 priority should be um you know really
41:28 escalating and moving forward although
41:30 you already got such a full plate here
41:32 this year and probably next but um we
41:34 really need to get the master planning
41:36 done on tibits Valley Park and Veterans
41:39 Memorial Park which have sports fields
41:41 and within the concept of that those
41:45 Master plans um you know will'll get a
41:47 lot more clarity in terms of what kind
41:49 of usage that we want to put there you
41:52 know I'm a big advocate for multiuse I
41:54 think we do need to add some more
41:55 Synthetic Turf but I think if you don't
41:58 have Master plans in motion it's going
42:00 to be hard to know where to prioritize
42:04 those you know lastly I guess I'd say
42:06 that um in terms of what land there is
42:10 out there in the valley
42:12 floor uh you know spaced properly you
42:16 know we have you know some rather
42:19 extensive parking lots along that Gilman
42:21 area and I suppose who knows what the
42:25 planners are thinking about all of that
42:26 but if we were going to convert anything
42:28 you know to sports activities I would
42:31 think parking lots would be a good place
42:33 to start you know because they're just a
42:35 bit of an eyesore and and it would be
42:39 expensive I suppose in terms of
42:40 acquiring that land but um you know
42:44 thinking ahead you know in terms of the
42:46 central uh Central District you know 10
42:50 20 years from now you know bringing in
42:53 Light Rail and all of that um I mean I
42:56 just think some additional uh sports
42:59 activities um in along that Gilman
43:02 section um you know would be
43:05 appropriate um and
43:07 I you know I think that's that section
43:11 um over there that seems to be
43:14 disintegrating kind of over by by lows I
43:18 think it's possible that Costco's
43:20 already got plans for all of that but
43:22 again that another large area of land
43:25 over there that's parking lot Lots flat
43:28 land you know if there's any portion of
43:31 that in conjunction with Costco that
43:33 could be developed I think that would be
43:36 a good location for it um so those are
43:40 just a few ideas that I would like to
43:42 put out there

43:58 I would just like to um second what um
44:02 Chris was um saying about it's it's time
44:05 that we um need to focus on getting
44:09 tibits Park up to date um because you
44:13 know it's um it's kind of been on the
44:15 agenda for a long time and um you know
44:18 anybody's been there you see that um you
44:21 the the the the playground equipments
44:23 are old and you know they need to be
44:26 replaced
44:27 and um so I I feel like that's um is
44:32 important um to get that fixed and um
44:36 and also um I hate to Circle back to
44:39 this but um are we still talking about
44:43 getting a dog park um there at Tibbits
44:46 um because you know I every weekend when
44:49 I drive by there I see um people with
44:53 you know offleash dogs um
45:57 Athletic Complex but a community park um
45:59 and so yes I I think from a staff
46:02 standpoint we've always thought um and
46:05 and recognize that um an offleash
46:08 facility expanded play area you know
46:10 other community park amenities are going
46:11 to be really really important uh there
46:14 at tibit Valley Park that that Park um I
46:17 think you guys have heard heard me say
46:19 this before with the centralis plan and
46:21 the density that is planned just to the
46:23 north of tibits Valley Park the park
46:25 really is needs to play a very different
46:27 and important role uh in the future so
46:31 absolutely Katie uh you know by us
46:35 building a dog park by the community
46:37 center um and you may recall this and I
46:40 think it's pretty important as as that
46:41 gets under construction uh we do not see
46:44 ourselves being a one dog park town uh
46:48 really uh again given our land
46:50 constraints um we need to really look at
46:55 how to disperse things like parks and
46:58 into multiple Parks throughout
47:00 throughout town so thanks for that
47:03 reminder
47:06 Katie thanks so yeah I reiterate you
47:08 know there's a lot of agreement here
47:11 around tibit so I won't um you know sort
47:13 of beat that set but it's definitely my
47:15 priority as well um Turf I think we we
47:18 talked a couple meetings ago about
47:19 making sure that we can use facilities
47:23 um all year round versus just seasonally
47:26 so I think that's really important um I
47:28 love that we've done the more organic um
47:32 T you think if anybody stood on a rubber
47:35 Turf and 180 degree heat like you know
47:38 it's not place to be it's 100 and then
47:40 Turf ends up all over your
47:45 house so I think that's really great
47:48 that we've been on the Forefront of
47:49 doing that just really appreciate that
47:51 from the city um I think the big thing
47:53 to think about is we think about
47:55 Community parks and athletic Fields it's
47:57 just to be you know really cogent I
47:59 think in a meeting last meeting or one
48:01 before we talked about over 90 like over
48:05 90% of our Park use was not active Parks
48:08 not fields and so yes as we were
48:11 building sort of the master plans we do
48:13 need to keep like sort of nonactive use
48:17 you know we have to think about that but
48:18 I do want to make sure we do still need
48:19 to prioritize Fields um I agree with
48:23 faai use to some extent as long as we
48:27 really understand the
48:28 prosing right and you know I like what
48:30 Chris was talking about is how do we
48:31 know what the primary use is versus the
48:35 secondary I've seen some Fields where
48:36 there's so many lines it's almost not
48:39 playable for anything anymore um so we
48:41 just need to be really careful about
48:43 that and then the other thing I would
48:44 think is how important what part of the
48:47 economic development do we think um
48:49 hosting tournaments or other events is
48:52 because when you do too much multi-use
48:54 they don't want to use those skills so
48:56 if we do think that hosting tournaments
48:58 and having that use and getting that
49:00 funding both into the park system but
49:02 also to the hotels and the businesses
49:05 important to us we need to think about
49:07 the ratio of multi-use to single use
49:11 field those are some things I just we
49:13 want to I just want to make sure we keep
49:15 in mind in in
49:17 the those are really really important
49:19 tradeoffs and again I seeking action
49:22 tonight but that's very real you're
49:24 right and I think we have that of a
49:27 conversation as we keep moving ahead and
49:29 start doing these athletic fields
49:33 is what's practical and what's realistic
49:36 again we we are we
49:39 a and I'm not trying to answer this I'm
49:41 just posing the question as as sort of
49:43 the the the overseer of parks
49:48 um we're not a town with with a a vast
49:52 array of accessible developable land
49:55 that can build tournament
49:57 complexes how do we build athletic
50:01 facilities that meet the community's
50:03 needs and and maybe find innovative ways
50:06 that they could
50:08 still host tournaments but they're
50:10 probably
50:11 not we're not competing with
50:14 Celia Moses Lake Kent right I mean some
50:18 of those um communities that have a very
50:21 different land canvas than we have um so
50:25 it's really good I'm glad you brought
50:26 that up Marine because that's something
50:29 we really want to have discussion with
50:31 as as we're doing these again as we're
50:33 moving ahead with with some of these
50:35 athletic facilities is how are we doing
50:37 it in a way that understands tournament
50:40 support but maybe that
50:43 tournament how do we talk to the sports
50:45 groups and and realize boy it's probably
50:47 not going to be
50:49 a perfect Clover Leaf five clex Baseball
50:54 Facility but how do we um how do we
50:57 accommodate your your tournament goals
51:00 town just yeah I I I I
51:05 I I want us to make sure we're
51:08 pragmatically moving forward and
51:10 understanding we're isqua and our Our
51:13 Land situation is different than a lot
51:15 of other a lot of other
51:23 towns tourament are used to not
51:27 it's ideal if they have everything in
51:28 one spot but they're used to having to
51:30 split it up and travel and I know that
51:32 today I'm playing baseball here tomorrow
51:34 I'm there they can move around I think
51:37 that we can work that out and really
51:39 develop Isa as a city happen if we work
51:42 on FS but I want to bring up different
51:45 uh s Valley Farm yes the underuse is fan
51:50 and it is the flat land that you like um
51:54 dog parks out there any activity
51:58 where 90 cars don't have to Goot once
52:01 they don't have football we don't have
52:03 Soccer Dog par it's you go when you get
52:06 a chance um we're looking for more
52:09 tennis courts pickle ball courts that's
52:11 again not a
52:13 high couple of ladies go at once and so
52:17 I would change think of looking at
52:19 changing the use of that land and and so
52:23 do it with something that doesn't need
52:25 tons of people at the same time because
52:28 you cannot get it's just crazy but I
52:31 could get there
52:33 tennis dog pars dogs do not need flat
52:36 land build them in your I don't want
52:46 them but look look at your trails and
52:50 where there's a decent parking lot and
52:52 go uh right down here that's where I am
52:57 right down here where they just have U
53:00 that new parking area and new Trail
53:02 going in but behind the home it's
53:06 on on Newport Newport caning count
53:11 Trail like there's nice parking there
53:15 and up the hill aways I don't know what
53:17 we own or what we could do but you could
53:18 have a lovely fenc in area that was a
53:21 dog park that's on they run up and down
53:24 you around the trees and have a great
53:25 time they can do look at your dogs in
53:28 the hilly areas where you can't the
53:30 Flatlands
53:31 support the new one we have
53:34 now is on FL
53:37 LF but it would also be great
53:39 for something small
53:43 like thank you for that Brenda you're
53:45 you're absolutely right as we look at
53:47 you know athletic fields aren't the only
53:49 amenity that the communities want the
53:51 only sort of developed Community Park
53:53 neighborhood
53:55 park um yeah really really smart and and
53:59 a question we we as staff are beginning
54:00 to pose is you know okay if it's not
54:03 athletic fields at squa what what else
54:06 what other amenities could go there as
54:08 we're really looking at spreading out
54:12 those those Community needs within again
54:14 thinking of the whole system not a a
54:17 park by Park really nice children's play
54:21 area there's one down there very
54:25 yeah
54:29 love it love
54:32 it are thoughts questions I have one
54:37 slide I have one thing to add though
54:39 yeah please I think it's important
54:44 update public perception of Synthetic
54:48 Turf lighted Synthetic Turf athletic
54:50 Feld um in the 80s 90s and even early
54:54 2000s um Synthetic Turf field it's a
54:59 carpet it was filled with crumb rubber
55:02 from old tires and the lights were like
55:05 flood lights um you know there's a lot
55:07 of light
55:10 build mention that industry has risen to
55:16 public demand
55:18 publication for a better product
55:21 our sustainable and sensitive product um
55:27 the current athletic fields especially
55:29 we've done it up at Central Park they're
55:32 now using an organic
55:35 infill just a lot cleaner and Greener Uh
55:39 current lights using the LED
55:43 systems the cut off is
55:46 amazing it's like 20 feet and you're in
55:49 the dark from the edge of the field and
55:53 um in fact the cut off on the new lights
55:56 systems is so extreme that they now have
56:00 to have at least one light pointing up
56:03 so that flyballs don't disappear into
56:06 the darkness appear out of the darkness
56:08 you know um so but that's important to
56:11 recognize that these uh facilities are
56:14 no longer
56:16 um equivalent to like Paving over an
56:19 area and the the amount of use that they
56:23 provide really offsets a much larger
56:27 disruptive footprint so you can really
56:29 concentrate use uh you know you can get
56:32 people people will rent these fields
56:35 till you know we turn the lights off
56:37 which you know be 9 10 11p night
56:40 depending upon the location um and then
56:43 it's as I recall and you can correct me
56:46 on this build a grass field um it's
56:51 immediately heading into Revenue
56:54 negative paratory Poss the the income
56:57 the revenue generated for rental is Inc
57:01 compared to the cost of maintaining it
57:03 uh with tur Fields you can charge rental
57:06 fees that help offset and I don't know
57:09 where it comes into in terms of is it
57:11 net neutral or is it still negative but
57:14 it's a much better economic picture yeah
57:17 much better cost recovery um to remind
57:20 you I think in
57:21 2018 we created a synthetic Teri
57:25 replacement program so 50% of the
57:28 revenue we collect from the Synthetic
57:30 Turf rentals go
57:33 to if we get squired away and help pay
57:36 for the turf replacement the other 50%
57:39 go into the general fund to help pay for
57:40 the operational cost but chis you're
57:42 absolutely right the the the cost
57:45 recovery for synthetic turf fields and
57:48 even looking at knowing you got to
57:50 replace the carpet every 12 years um
57:53 it's a much lower subsidy than a
57:57 typical traditional irrigated
57:59 grass buing field
58:02 um I think you know sorry Chris I'll let
58:06 you finish no I'm oh no really really
58:09 good I know I appreciate you and you're
58:10 right the perception has changed um in
58:13 terms of lighting if you ever just are
58:15 up in Isa Highlands in the evening go
58:18 check out the field lights it's an
58:20 interesting comparison stand where you
58:22 can see pad three and Pad one pad one is
58:26 the more modern you know we did those in
58:29 2018 so those are LED lights you see the
58:32 cut off it's it's much more directional
58:36 the lights down on pad 3 are um
58:39 thankfully they have they're directional
58:40 they have lids but it's the older
58:42 technology and it's it's noticeable in
58:45 terms of how far how far technology has
58:48 come um it's a really really important
58:51 to note um as we talk Synthetic Turf and
58:53 grass I I want to mention something that
58:55 was a couple times um really good
59:00 feedback as we're looking at the whole
59:02 system there's still a really really
59:05 important place for irrigated grass lawn
59:10 park space right and so as we look at
59:13 planning and thinking of our
59:14 neighborhood parks our community parks
59:17 and athletic fields realize those aren't
59:20 all the same thing right so I I I what
59:23 I'm hearing and I think what we've been
59:26 thinking and understanding is
59:29 um you know the lawn at Confluence Park
59:33 for example the Playfield that we're
59:35 going to be creating um at Hillside park
59:39 right those those really that's
59:41 important that those remain grass um
59:44 we're not talking about Synthetic Turf
59:47 everything right it's where we really
59:50 see and prioritize this need for
59:52 concentrated Sports use for being able
59:53 to schedule at a pretty high fre queny
59:57 that really is pretty pretty wise to
1:00:00 consider um a Synthetic Turf investment
1:00:03 there so there's a there's it's not one
1:00:06 of the other it's not a false Choice
1:00:08 both both are needed in the park
1:00:11 system please first one on that is yes
1:00:14 the scheduling but two like if you go up
1:00:16 to Central Park what I really like about
1:00:19 that is they people just playing right
1:00:22 and I think that's you don't get onit
1:00:24 right like what you don't get there is
1:00:25 just like
1:00:27 play to the Wi and so I think that's
1:00:29 another really important thing Beyond
1:00:31 scheduling whatever especially for our
1:00:33 community is like the amount of people
1:00:34 who are just doing pickup games or kids
1:00:37 are meeting there right and I think
1:00:39 that's also an equity thing as we think
1:00:41 about s of the Highland the valley um
1:00:44 everybody should have that opportunity
1:00:46 anytime of the year do that so I think
1:00:48 that's really important that's about
1:00:51 prior um and then the other thing we
1:00:53 didn't really bring up but I thought was
1:00:54 a great idea that you mentioned was how
1:00:56 do we help the elementary schools get
1:00:58 better facilities and sort of have a
1:01:00 winwin so I don't know buy someone to
1:01:03 Clark for a couple of years and a month
1:01:05 it's like that's just a sandit it's like
1:01:06 the easiest thing you've ever
1:01:08 seen um we can fix stuff like that um
1:01:12 that has the benefit of the kids playing
1:01:14 at school and then being able to use I
1:01:16 think that's a
1:01:18 great thanks for that Mar you're
1:01:20 absolutely right I think the opportunity
1:01:23 we have where we're thinking of athletic
1:01:26 Fields
1:01:27 is designing them in a way um thinking
1:01:31 of placemaking so that when they're not
1:01:33 scheduled there it doesn't feel like you
1:01:36 locked out when they're not scheduled
1:01:38 they're available to go throw a ball
1:01:41 with your with your kids to play a
1:01:43 pickup game that's that's really really
1:01:46 important as we think about it with all
1:01:47 of our Park
1:01:51 design all right well next slide thank
1:01:54 you this is really all some very helpful
1:01:56 feedback
1:01:58 helps keep us pointed in the right
1:02:00 direction um I'm going to just Echo back
1:02:04 what I I think I was beginning to hear
1:02:07 um again we're not seeking Direction
1:02:09 tonight this is really just helping us
1:02:11 to inform um next steps as we start
1:02:14 drafting the park plan because we really
1:02:16 want to see within the park plan not
1:02:18 just an approach to athletic fields but
1:02:20 maybe how what which of these do we
1:02:22 really want to prioritize as um as those
1:02:26 is we want to focus on most um heard
1:02:29 clearly tibits Valley Park and Veterans
1:02:32 Memorial Field continuing in that
1:02:34 planning effort getting a a master plan
1:02:37 getting a vision uh for uh completing
1:02:41 that that work and getting that work
1:02:43 done high high priorities um didn't hear
1:02:47 a lot about Central Park Pad 2 would be
1:02:49 would be interested if there's thoughts
1:02:52 on that that's the baseball only one
1:02:56 it's a mar yeah exactly
1:02:59 it's it's very it's very um constrained
1:03:04 in how it's being able to use and so you
1:03:06 know so a really smart strategic capital
1:03:09 investment there would in essence it

1:03:20 squat Valley Park probably isn't the the
1:03:23 lwh hanging fruit and the first one that
1:03:25 we should be doing Athletic Field
1:03:27 improvements we should look at squat
1:03:29 Valley Park and what we want it to be um
1:03:31 but maybe it's it's
1:03:34 other what's that yeah but either courts
1:03:37 or something that doesn't require the
1:03:41 everybody get there at 6m more cars on
1:03:44 the road yeah exactly I see the the
1:03:47 Shake of the heads
1:03:49 um School District I hear yes I me you
1:03:52 know consider continue um exploring and
1:03:55 pursuing that
1:03:58 um State Park don't know if there's any
1:04:00 feedback or thoughts again that feels
1:04:02 like to us from the staff standpoint we
1:04:04 are going to continue to monitor uh um
1:04:08 not only conversations with State Park
1:04:09 but with the squ soccer club um and sort
1:04:13 of where that the current agreement is
1:04:16 and and where there's future opportunity
1:04:19 um Brad thank you I heard sort of some
1:04:22 of your thoughts on is there interest or
1:04:24 desire in
1:04:26 looking for um new space and in
1:04:29 exploring acquisition for athletic
1:04:32 fields didn't know if there was again
1:04:34 any other thoughts tonight on that or
1:04:36 just something we want to continue to
1:04:38 explore um I'll tell you this just from
1:04:41 my professional standpoint again isqua
1:04:44 is unique and I want to be very
1:04:46 realistic with isqua the flat accessible
1:04:50 developable land unlike other towns or
1:04:52 cities that I've worked in where hey you
1:04:54 just go out one more range
1:04:56 and so you're you're buying when you're
1:04:58 looking at Athletic Field space and
1:04:59 you're competing with the market the
1:05:02 real estate market you're looking for
1:05:05 where you can buy the least expensive
1:05:08 land isqua is different the flat
1:05:11 accessible land Brad what Brad refers to
1:05:13 is the parking lots very wise assessment
1:05:18 that's stuff that's zoned
1:05:20 commercial um it's doable I mean the
1:05:22 city could consider purchasing but it's
1:05:24 going to be in a really really really
1:05:27 really expensive um expensive costs so
1:05:30 that's just one of our challenges and
1:05:34 and realities as a as a city is to buy
1:05:37 anything new here in town is going to
1:05:41 be real expensive so maybe strategically
1:05:44 we're looking at something south of town
1:05:46 something outside of town but again
1:05:49 Transportation starts to become a a
1:05:51 factor there so I POS the question that
1:05:54 I want to I guess just realistically say
1:05:57 that it it acquisition for new athletic
1:06:00 complexes to build an Athletic Facility
1:06:02 of any size were property talking five
1:06:04 to 15 Acres so it's it's a it's a
1:06:07 sizable chunk of land too to to think of
1:06:10 i' like
1:06:13 to as much capacity out of what we have
1:06:17 yeah I do see um I think Sun you have
1:06:19 your hand up I believe it's
1:06:23 you do you have a question oh yeah yeah
1:06:26 I did can you hear me okay you can okay
1:06:30 so um so the renovations that you're
1:06:33 talking about for like the parks and
1:06:35 like the elementary schools are those
1:06:36 just specific to like though I might be
1:06:39 mistaken but are those specific to those
1:06:41 schools like specifically or are you
1:06:44 just giving that as like you know like
1:06:45 examples of like schools that you know
1:06:48 that need to be
1:06:50 renovated I I think for this slide I'm
1:06:54 specifically noting the three elementary
1:06:56 schools that are within the boundaries
1:06:58 of the city of isqua as opportunities
1:07:02 to create um Community Sports Fields
1:07:06 where it's an improvement to the school
1:07:08 but then um it becomes space that the
1:07:11 general public can use evenings and
1:07:14 weekends okay so like um I know that
1:07:17 like a middle school that I attend like
1:07:19 Ping Middle School that hasn't a field
1:07:21 so a field like that or the Sunny Hills
1:07:23 field that you know like School
1:07:25 practices can use is that is that what
1:07:28 it is yeah yeah that's the idea Sunny
1:07:31 Hills and Pine Lake are in the city of
1:07:33 samamish so yeah from a city standpoint
1:07:36 that wouldn't necessarily be the place
1:07:39 we would want to be making a a city
1:07:41 investment but yeah that's the idea okay
1:07:44 no I'm just I was just clearing that
1:07:46 love it great question

1:08:16 are project
1:08:18 updates that you yes Rob we tag team on
1:08:24 one Robin okay wow we've had a really
1:08:27 busy month uh feels like we're kind of
1:08:30 in the final lap our final destination
1:08:33 with CPD about to pass off the Baton for
1:08:37 all the permitting CPD is community
1:08:39 Planning and Development permitting side
1:08:42 of the house exactly so we're getting
1:08:45 really excited we're know we know we're
1:08:47 going to have a busy summer but we're
1:08:48 looking forward to it and again we're in
1:08:51 our final stretch so we're about to to
1:08:55 get our permit and we're hoping we're
1:08:57 thinking um earlier this month we host
1:09:00 hosted our consultant for the park
1:09:02 system update plan um I'm just going to
1:09:05 kind of run through a quick full point
1:09:08 list of what we've been doing and then
1:09:10 I'll hit the slides if that's okay oh
1:09:12 yeah sure yeah no it's okay you tell me
1:09:16 um D have been reviewing a lot of the
1:09:18 plan says for all the projects um kind
1:09:20 of digging into the details with
1:09:21 Consultants now and with CPD they've
1:09:24 been really helpful
1:09:27 um see and and we're we're backtracking
1:09:30 and looking at our bid documents we
1:09:32 actually went to some uh mrsc training
1:09:36 this past week um and looking at the
1:09:39 legislative updates for bid documents
1:09:42 making sure we're all dialed in so once
1:09:43 those permits come through we can submit
1:09:46 and get a Contractor on board as quickly
1:09:48 as possible so I add something real team
1:09:52 I think a credit to to Robin and Julie
1:09:54 and really having a Park planning team
1:09:56 put together we are in the midst of not
1:09:58 only getting these projects we're going
1:10:00 to give an update on that we're going to
1:10:02 be taking out to bid we're creating much
1:10:04 more of a a standard template for um our
1:10:07 bid packet which is going to really be
1:10:08 helpful um as we're moving forward with
1:10:11 uh more more part capital projects so
1:10:14 right right so we can be more efficient
1:10:16 about that it's been really fun really
1:10:18 challenging really interesting and we're
1:10:20 we're learning quite a bit about
1:10:23 that um next slide so starting off
1:10:27 earlier in March design Workshop uh came
1:10:30 to the city uh we walked around with
1:10:32 them looked out a lot of sites look out
1:10:34 a lot of parks a lot of trails so they
1:10:37 could get a better feel in the city what
1:10:39 we're really about um we invited we had
1:10:43 a a half day shet where we invited a lot
1:10:47 of the Departments um the parkboard ad
1:10:51 hoc a couple people came from that
1:10:54 committee to help us out um it was
1:10:57 really fun basically what we did we
1:10:58 shredded we kind of did a squad analysis
1:11:01 and if you know anything about those is
1:11:03 kind of looking at our opportunities our
1:11:06 constraints we talked about the themes
1:11:08 that we brought up last last month uh
1:11:11 our vision uh the green necklace version
1:11:15 2.0 came up um starting to really look
1:11:19 at and focus on our
1:11:21 connectivity um so if you can see on the
1:11:23 timeline February through March we're
1:11:26 again looking at the system plan themes
1:11:28 and doing our internal Workshop next up
1:11:31 in April we're going to have another
1:11:33 community meeting and mapping exercise
1:11:37 so I think that'll be probably second
1:11:39 week in April we have that scheduled for
1:11:43 6th or the
1:11:44 8th April 18th 10 of April 18th so
1:11:49 that'll be coming up so we'll be getting
1:11:51 an announcement soon but it'll be sort
1:11:53 of an online mapping tool that the
1:11:54 community
1:11:55 can provide some more direct feedback
1:11:58 specifically in areas they feel um might
1:12:03 warant some
1:12:04 more extra eyes so is that is going to
1:12:08 be really a a virtual meeting uh just
1:12:12 necessitated by the mapping I know Chris
1:12:15 and maybe we talk about this in the
1:12:16 director's report on the heels of that
1:12:19 we think there's an opportunity to host
1:12:20 iners community meeting as we get closer
1:12:23 to really starting to pray prze specific
1:12:26 projects uh that's going to look and
1:12:28 feel like aort of a summit of sorts of
1:12:30 the community and user groups um be
1:12:34 sometime in in early May um but um
1:12:38 really both that sort of online virtual
1:12:40 meeting and then followed up by this
1:12:42 in-person
1:12:43 Summit a great time to really dive into
1:12:46 some Community feedback on the document
1:12:50 as the documents really starting to to
1:12:53 shape so we're looking at a direct draft
1:12:55 coming through to the park board
1:12:57 probably May late May um and then going
1:13:00 through the rest of the boards and
1:13:02 committees for
1:13:03 review uh hopefully wrapping that up
1:13:05 with Council in Late
1:13:08 July so next
1:13:12 slide oh Hillside my favorite project
1:13:15 right now we're actually looking at
1:13:17 these drawing this morning and this
1:13:19 afternoon um so we're kind of we're
1:13:22 really in the final stretch uh we hope
1:13:24 to have those plans submitted by the end
1:13:27 of the week back into CPD along with the
1:13:29 mitigation plan and in theory we should
1:13:33 have permits hopefully by end of the
1:13:36 month or early next month so again we're
1:13:39 we're prepped we're ready with our bid
1:13:40 documents and ready to get some
1:13:42 contractors on board for a Hillside and
1:13:45 as you say plans resubmitted the the
1:13:47 permitting process is we get a round of
1:13:49 comments we respond to those comments we
1:13:52 get another round of comments and
1:13:53 respond to them so this is are hopefully
1:13:56 sort of the last round of our response
1:13:59 that we're going to resubmit and be
1:14:02 looking at permits um May Robin not only
1:14:06 we've not only had you all might
1:14:07 remember this um the city permits we're
1:14:10 getting but we also had a permit with
1:14:12 ecology that we've already received
1:14:15 which is good news yeah all we have all
1:14:17 our environmental permits in place and
1:14:19 now we just need our landscape permit on
1:14:23 the city the mation remaining last
1:14:25 remaining permit and then we'll be out
1:14:27 to bid
1:14:29 devopment next slide moving on to ped
1:14:33 Park and Veterans Memorial Park in the E
1:14:36 house update again working with the
1:14:39 Consultants this week working with CPD
1:14:41 really digging into the fine details on
1:14:43 the plans now uh We've Got Run round of
1:14:46 comments we're responding to those and
1:14:48 we're going to be flipping those around
1:14:49 within the next few weeks so again that
1:14:52 one's moving much faster than expected
1:14:55 which is great we're really excited
1:14:57 about that one uh looking at bidding an
1:15:00 award hopefully in May uh toward the end
1:15:02 of May and then an estimated
1:15:04 construction phase starting June and
1:15:08 then going and wrapping it up in April
1:15:10 if not sooner that one will move very
1:15:13 fast little longer construction period
1:15:16 with that one given some of the
1:15:18 complexity um again just adding a couple
1:15:22 of comments to what Robin say comparing
1:15:24 Hillside and p park this is interesting
1:15:26 and I think something important for us
1:15:28 to note Hillside Park permitting process
1:15:31 represents the last public project by
1:15:34 the old Title 18 if you remember the
1:15:36 development code was was changed and so
1:15:39 we're going through the older process
1:15:41 with Hillside Park this project
1:15:44 represents the new approach um um for
1:15:48 public permitting process which is more
1:15:50 of a one step than a two-step and so
1:15:53 Robin you're absolutely right it does it
1:15:55 does feel like some of the collaboration
1:15:58 with planning um and the engineering
1:16:02 folks have been um very beneficial which
1:16:06 is which is great to see right much
1:16:08 smoother really helpful has been it's
1:16:11 been a fun process really with ped Park
1:16:13 and we we actually in the next slides if
1:16:15 you can see uh a little bit more current
1:16:17 renderings that one is house back to I
1:16:23 think yeah
1:16:25 uh digging in again to the water feature
1:16:27 details and I think what's important on
1:16:29 this one is we're realizing that the way
1:16:31 they have it designed the water feature
1:16:33 is actually going to be a really nice
1:16:35 artistic element as well when the water
1:16:38 isn't
1:16:39 running um there's a local manufacturer
1:16:42 they're looking at to be able to do this
1:16:45 but with the steps coming down we'll get
1:16:47 a little more digal interest a lot more
1:16:50 audible interest there as well um but
1:16:54 we're really looking for seeing that in
1:16:55 winter it's going to be a really nice
1:16:57 piece in and of itself when water isn't
1:17:00 running um pavilion's looking really
1:17:03 good uh the memorial at the in front of
1:17:06 the senior center is looking nice we're
1:17:08 we're going through plant material right
1:17:10 now picking out some bulbs which is
1:17:13 really spectacular how they have all the
1:17:15 plant material laid out and how it's
1:17:17 going to transition to this
1:17:20 Seasons uh lots of Pops of
1:17:23 color really interesting ideas they have
1:17:25 going on and we're also working with an
1:17:28 artist right now we got a couple
1:17:30 Renditions of what she's thinking of
1:17:32 it's pretty pretty fabulous really
1:17:35 interesting and really ties back into
1:17:37 the uh indigenous aspect of thisa too
1:17:40 which is nice to
1:17:41 see and these two Clauses are really
1:17:44 going to represent um I think some
1:17:47 really cool storytelling in isoss
1:17:50 history um Dave with you here I want to
1:17:53 give kudos to our veterans group and the
1:17:55 feedback we you know we got pretty early
1:17:57 in this design process but really
1:17:59 excited how the um that space around the
1:18:03 the um
1:18:06 sorry around the memorial in front of
1:18:08 the senior center is really starting to
1:18:10 it's it's going to feel like its own
1:18:12 little Al Cove and and sitting area and
1:18:15 really be a nice sort of ACC
1:18:17 accentuation of of that piece can I have
1:18:20 a quick comment
1:18:23 sure um May 4th of this
1:18:28 year we have a thing through BW that
1:18:32 we're going to actually update and clean
1:18:35 up that stone of the the two stones on
1:18:39 the memorial and the the one smaller
1:18:42 Stone
1:18:43 dedicated uh that is vetro's memorial
1:18:46 here that paint's fading in there so
1:18:49 we're taking care of that on May 4th so
1:18:52 that'll be an upgrade you guys won't
1:18:55 even see plus we plan to uh bring back a
1:19:00 Polish to both Stones so that they look
1:19:04 better we recognize that and want to do
1:19:08 something that is on the calendar for
1:19:11 thank you
1:19:12 for great that'll be
1:19:15 beautiful in
1:19:18 time and then the really fun part we had
1:19:22 oh let me back up to e house we're
1:19:25 looking at the Pavilion tightening up
1:19:26 the Pavilion details looking at the
1:19:28 paving and just making sure everything's
1:19:31 in line there for the resubmittal as
1:19:33 well so all three will go all three
1:19:35 projects will go out to bid at once and
1:19:39 writing timing works all three will go
1:19:41 in the same package for the same
1:19:43 contractor which is much
1:19:46 more so this so the E house Pavilion is
1:19:50 also in permitting right now
1:19:52 you so we had really fun side I think
1:19:55 was it was it last week so last week
1:19:57 yeah time fly um we brought in some
1:20:01 furniture samples with our consultant
1:20:04 and put those in the senior center for
1:20:06 the seniors to try out and just see what
1:20:08 felt comfortable what they liked what
1:20:10 they were able to move around what was
1:20:13 too heavy and I think that's really
1:20:15 important for the users to actually like
1:20:18 what we're going to be putting out there
1:20:20 uh the more they like it the more will
1:20:22 used so we were looking at both ped ped
1:20:26 Park and the senior center Furniture so
1:20:28 I think we've narrowed it down to two
1:20:31 two chairs uh we're still working on the
1:20:33 tables and then just in the that bottom
1:20:36 right we're looking at the colors for
1:20:37 the chair something that'll
1:20:40 pop that which actually does tie back
1:20:42 into the planting Palette too so very
1:20:46 thoughtful and very detailed that a fun
1:20:49 test drive exercise yeah we all got to
1:20:53 try them out too so we ever there were
1:20:55 definitely some favorites there were
1:20:57 some people that stayed in chairs for
1:20:58 much longer than the Des
1:21:00 period we have some winners it was it
1:21:04 was good yeah all right next reineer Dog
1:21:08 trail dog park update so right now with
1:21:11 permitting we're in um EDR technical
1:21:17 review um looking at the wetlands
1:21:19 looking at the ditch and waiting for
1:21:21 that determination which in theory is
1:21:23 supposed to come back next
1:21:25 so in the meantime we're working with
1:21:27 the Consultants on finalizing the
1:21:29 grading and drainage plans they recently
1:21:31 did pot hauling so we know where the
1:21:33 storm drain are we know those
1:21:35 elevations um and just kind of waiting
1:21:38 now to hear back yeah so I before we
1:21:41 move that thank you Robin and Julie have
1:21:43 been very busy Sal's been helping out
1:21:45 with us as well but yeah the this
1:21:47 technical document review you might
1:21:49 recall I mentioned that last fall that
1:21:50 we were going to um go through that
1:21:53 before submitting permit so again this
1:21:56 will be submitted once we get through
1:21:58 that technical document review that'll
1:22:00 inform our submitt the submitt will be
1:22:03 going under the new um the new public
1:22:07 project um permit process that ped Park
1:22:10 and and Senior Center are going through
1:22:12 as well
1:22:14 so yeah so we're hoping you know to get
1:22:17 the construction documents in and done
1:22:20 with per permitting April through uh
1:22:22 August and then we're estimating a
1:22:25 really short construction phase it's not
1:22:27 a very complicated project but we figure
1:22:29 six to eight weeks on that that one just
1:22:32 need a bid that one will go out to bid
1:22:34 also yeah yeah we'll go out to bid but
1:22:37 yeah we're looking at a fall fall
1:22:39 construction with a short an eight we
1:22:42 six to8 week construction completion
1:22:48 window pass the all right yeah that's
1:22:52 right this one um thank you for that
1:22:55 uh Robin and again Robin and Julie have
1:22:57 been working very diligently at at
1:22:59 getting these all ready to go just to
1:23:02 sum up um as we are prepared to take
1:23:05 these out to bid uh we're looking at
1:23:09 completion so what what this would mean
1:23:11 would be completion of Hillside Park and
1:23:13 the dog park this fall um and then
1:23:16 completion of pedestrian Park Senior
1:23:19 Center plazas um early spring next year
1:23:24 um so
1:23:26 um an exciting season uh for some some
1:23:30 pretty important U long awaited capital
1:23:33 projects quick update on the pool uh you
1:23:36 might recall I think it was our November
1:23:38 meeting we came and gave an update on
1:23:40 the the pool feasibility study uh
1:23:42 there's been a lot of conversation
1:23:44 that's been happening with the school
1:23:45 district um and the city
1:23:48 um city council uh since that time so uh
1:23:52 just a quick update on this if you were
1:23:54 call um the the feasibility study looked
1:23:58 at what potentials we have for expansion
1:24:01 on the bone pool site um it
1:24:04 identified um a real opportunity on the
1:24:07 sort of the west side of the current
1:24:08 pool um sort of where you're seeing
1:24:10 there where it says addition uh that
1:24:13 would double the water capacity at the B
1:24:15 pool so that addition would be an eight
1:24:18 Lane 25 yard uh
1:24:21 pool um as we dated uh the city council
1:24:26 committee uh they were um excited enough
1:24:29 about the opportunity they wanted to us
1:24:32 to give a report to the full city
1:24:33 council which we did um in
1:24:36 January um you may be aware as as we um
1:24:40 talked about this conceptually um what
1:24:43 we have envisioned all along would be a
1:24:46 capital project that would be um um a
1:24:50 funding strategy that would include not
1:24:52 only City contributing but how might the
1:24:55 school district contribute to this
1:24:57 project given the important role that
1:24:59 the bone pool plays not just for the
1:25:01 high schools in the city of isqua but
1:25:04 all the isqua school district school
1:25:06 high schools so Liberty
1:25:08 Skyline um isqua and if there's a future
1:25:12 fourth High School are all here so
1:25:15 really important to consider a school
1:25:16 district investment if we were to do
1:25:18 this as well as a King County investment
1:25:21 knowing King County built this pool um
1:25:24 sort of ran away from being in the
1:25:27 aquatics business in the early 2000s but
1:25:29 we think um um certainly important that
1:25:33 they they might play a role um there's a
1:25:35 grant opportunity with the with King
1:25:37 County that is going to be shaping up in
1:25:40 2025 uh that we want to consider
1:25:42 positioning ourselves for I think the
1:25:45 bigger update here um you want to go to
1:25:47 the next slide I it's just an visual um
1:25:51 of what that would look like sort of
1:25:53 from Front Street
1:25:55 um the school district has been has
1:25:57 formed a a bond committee as they're
1:25:59 looking at a future Bond um uh renewal
1:26:03 of going to the voters in the fall um as
1:26:06 we've talked with um school district
1:26:09 superintendent and School District staff
1:26:11 um uh they have expressed enough
1:26:14 interest to want to take this and at
1:26:15 least add this to the mix with the bond
1:26:18 committee um that work is happening
1:26:20 right now uh there there may be some
1:26:23 interest um
1:26:25 for this project or at least a a school
1:26:28 district contribution to be folded
1:26:31 into that menu of of bond Investments
1:26:35 that will be happening this fall much
1:26:38 more to come as the bond committee uh
1:26:40 completes its work uh as I mentioned
1:26:42 earlier as well um end of April there'll
1:26:45 be a joint um city council Schoolboard
1:26:48 meeting this too will be a topic there
1:26:50 for city council and School Board to be
1:26:53 discussing
1:26:55 um I think as staff what's lining up is
1:26:57 I'll be giving a little bit more of a
1:26:59 detailed um idea of what a funding
1:27:02 strategy might look like um the funding
1:27:04 strategy and sort of looking more
1:27:07 specifically at what school district
1:27:09 might contribute what uh we might be
1:27:11 able to receive from King County and
1:27:13 what that might me in terms of a city
1:27:15 investment so um nothing definitive but
1:27:18 certainly um some really really
1:27:20 important conversations are being had uh
1:27:23 with um all those agencies the county
1:27:27 the school district and the city so I
1:27:29 wanted to keep you updated on that
1:27:30 certainly more to more to come is that
1:27:34 shape yeah please just all yeah I guess
1:27:37 questions on any and all of
1:27:38 these are we when we're looking at the
1:27:41 expansion is the expansion all lap swim
1:27:43 or did we are we doing like more
1:27:45 Community like Zero Entry like any of
1:27:48 that type
1:27:49 of like is it just strictly like swim
1:27:52 team lap swim pool or or we doing do a
1:27:55 little more Family Market great great
1:27:58 question I think as we at least looked
1:28:00 at the programming for this um it's
1:28:03 predominantly um it's not a dive pool so
1:28:06 this would be a you know three to five
1:28:08 foot but just a a rectangular pool so
1:28:12 not yeah exactly so if that is the case
1:28:14 I guess from my perspective it's as you
1:28:17 know inport advisory like this is really
1:28:20 the main use of this is for the high
1:28:22 schools um programming and then s
1:28:25 lessons and so I think you know we just
1:28:28 need like my perspective is that the
1:28:29 School Board needs to come with Monday
1:28:31 for to be supportive this personally um
1:28:35 I don't think this should be a city
1:28:37 Only pretty strong I really appreciate
1:28:40 that and I would say as staff we we very
1:28:42 much Echo
1:28:45 that BR then
1:28:48 Katie thanks I just can't believe how
1:28:51 much work Robin and Julie have been
1:28:54 doing to get all this in place here for
1:28:56 this year in all my years at working in
1:28:58 the parkboard I don't know that I've
1:28:59 ever seen this much activity for
1:29:01 projects uh to be going on here towards
1:29:04 the end of the year but congratulations
1:29:06 on all this work that you're doing my
1:29:09 question is I you know my recollection I
1:29:11 had thought that the arpa
1:29:14 funds required construction to be
1:29:17 completed by the end of 24 did did they
1:29:20 extend it to April 25 or did I just not
1:29:24 remember that properly yeah
1:29:27 um you remember yeah the the project the
1:29:31 funding needs to be encumbered by

1:29:55 was their main thing then corre correct

1:30:00 communities there there were some pretty
1:30:02 complex capital projects that this
1:30:04 funding might be going towards so
1:30:06 realizing you know completion might not
1:30:08 be able to be done in by calendar year

1:30:21 this is um in response to Marlene's um
1:30:25 previous um comment I respectfully
1:30:28 disagree with um the statement that the
1:30:31 school should um be responsible for
1:30:34 building or for remodeling or an
1:30:37 addition of the pool and not and not the
1:30:40 city um because if you know I I have a
1:30:43 swimmer and he works for the city of
1:30:45 isqua as a lifeguard and as a um pool
1:30:49 instructor I will tell you that there is
1:30:51 more action going on at that bomes poo
1:30:55 with parents children and not just um um
1:31:00 there there's morning exercise um older
1:31:02 elderly people coming in using that
1:31:06 facility um all day long and so it is
1:31:10 you know um it it it's a place for um
1:31:15 these families and the community um you
1:31:19 know come and and and do their exercise
1:31:22 and and and I feel like you know it is
1:31:24 very important um for our community to
1:31:27 have access to the pool it's it's also
1:31:29 about Equity um too so um so I I I feel
1:31:34 like it's it's part of what Parks and
1:31:36 Recreations and and um and for the city
1:31:40 to um you know be be supportive of of
1:31:43 that so thank

1:31:50 importance of of a shared investment

1:32:28 some planning and and prep for uh for

1:33:07 of these Advisory board we're planning a
1:33:09 hackathon that's supposed to happen on
1:33:11 June 1st um it's from ages 13 to
1:33:16 17 and I believe the event is around
1:33:19 maybe fiveish hours long um you know
1:33:22 it's just supposed to be like you know
1:33:24 kids come in um they're given like a
1:33:27 really really broad topic about you know
1:33:29 a problem happening in isqua and they
1:33:31 have that full duration of the time to
1:33:33 basically code
1:33:35 something uh you know that solves the
1:33:37 problem for it and I can add on to that
1:33:40 with a little description from our flyer
1:33:43 um so it's called YY hacks um it's the
1:33:45 ultimate coding competition for teens um
1:33:48 and whether you're a beginner or coding
1:33:50 Pro this event has something for
1:33:52 everyone um so they'll have the the
1:33:54 chance to Showcase their coding skills
1:33:56 and then gain Insight from workshops
1:33:58 from industry experts in different comsi
1:34:00 fields it's a fantastic opportunity for
1:34:03 like everyone to like level up their
1:34:04 coding game gain valuable advice and
1:34:06 then also compete with other people per
1:34:10 age and then the other thing that
1:34:13 happened I believe our state of mind um
1:34:16 conference that did happen um so the
1:34:19 funny thing is that during the event
1:34:21 Gibson e was actually closed um nobody
1:34:24 could get into Gibson so I think they
1:34:27 moved the event to the isqua you not
1:34:31 isqua you fire Center the isqua
1:34:33 community center and I think they just
1:34:35 held the event year but I personally
1:34:37 didn't get the chance to go but from
1:34:40 what I've heard the event went event
1:34:42 went well some
1:34:43 people showed up to Gibson and they were
1:34:46 trying to Usher them towards the
1:34:47 community center but I think we still
1:34:49 had a pretty good attendance minus that
1:34:52 they step back
1:34:54 yeah that's that's it AR you want to add
1:34:56 on anything no I don't think so okay

1:35:39 help us and um send that survey link out
1:35:43 to um any of your friend groups or or
1:35:46 neighborhood groups uh we've already
1:35:48 gotten 100 plus responses but I I let
1:35:51 Dan know that I I'd give another plug
1:35:53 tonight so um survey is out and a I
1:35:57 believe we've sent that we have sent it
1:35:59 to all of you should have gotten in your
1:36:01 agenda packet um and I'm happy to send
1:36:03 another blurb if you need something to
1:36:05 send out to your neighborhood groups and
1:36:06 that survey is slated to stay open
1:36:08 through April 14th um so there's some
1:36:12 time to fill it all
1:36:14 in and that really really you know I I
1:36:17 love that we're doing our Park Plan
1:36:18 update and urban Forest first urban
1:36:20 Forest management plan at the same time
1:36:22 really a chance to have those
1:36:24 um those two documents um speak to speak
1:36:27 to one another uh you may be noticing um
1:36:31 um our parks and Trail signs long
1:36:33 awaited parks and Trail signs are are
1:36:35 being installed uh the first couple were
1:36:38 installed uh one was installed up at
1:36:40 Central Park today so in the coming next
1:36:43 couple weeks you're going to see some of
1:36:45 the new U Trail sign ballards showing up
1:36:48 along the reineer trail a new trail head
1:36:51 sign out at Sunset Trail head uh Central
1:36:54 Park the community center are getting
1:36:56 some some signs Pickering Barn is
1:36:58 getting some new signs so just as you're
1:37:00 out and about please take a look and and
1:37:02 let us know your thoughts and comments

1:37:30 silhouettes of cougar squawk

1:37:40 see that exact same picture but there's
1:37:42 just a nice nice silhouette of all three
1:37:44 of them um so yeah would love your

1:37:55 we've been going through our transition
1:37:58 U last year with Jen's um Jen's leaving
1:38:03 uh Rick has taken over and and taken on
1:38:05 that um sign project and the
1:38:07 implementation and installation of those

1:38:13 item is just a a really quick update on
1:38:16 samamish Cove Park um I'm going to have
1:38:19 more of an update I'll be able to
1:38:20 provide probably next month at our at
1:38:22 our park board meeting meeting as you
1:38:24 recall samamish Co Park is uh the parcel
1:38:27 we own right next to Lake samamish State
1:38:29 Park um it has a couple of private um
1:38:34 projects or and well a public project
1:38:37 that are being planned um Robin and I
1:38:40 along with all of the other stuff we're
1:38:41 doing continue to play our role as land
1:38:44 manager uh Washington um dot uh
1:38:48 Department of Transportation is doing uh
1:38:50 their fist passage project so they need
1:38:52 to redo all the C that are going under
1:38:54 I90 as part of that project they're
1:38:56 proposing to realign um a creek through
1:39:00 samamish Co Park uh so um I've been
1:39:04 working directly with wash do on
1:39:06 negotiating that um propose Creek
1:39:10 location and what that means uh for and
1:39:12 how that could benefit the entirety of
1:39:14 samamish Co Park also making sure that
1:39:17 project um understands and is working
1:39:20 with the other um proposed project uh
1:39:24 Isa Crossing project through a
1:39:27 development agreement rowy is um has
1:39:30 been um um allowed authorized um to put
1:39:36 a storm water pipe through the the park
1:39:38 so we've been working continuing to work
1:39:40 with hila or with the rallies um we have
1:39:44 engaged with um since there were state
1:39:46 Grant funds that were um used when that
1:39:49 was bought by the county uh been working
1:39:52 with um

1:40:53 um basically I'm just pulling from all
1:40:55 the different calendars and assembling
1:40:57 this and I'll email it I've emailed this
1:40:59 one and I'll continue to do
1:41:01 so uh the great news is there's some
1:41:05 kind of event almost every day of the
1:41:07 month uh at least a few a week uh Su
1:41:10 days especially like April 20th which is
1:41:14 Earth day you'll stretch thin if you
1:41:16 want to attend a
1:41:17 lot uh if you see out take a look at
1:41:21 this and you see oh Chris you haven't
1:41:22 even checked out this other calendar
1:41:24 just let me know and I'll add it to my
1:41:27 list uh so there that's a good portion
1:41:31 of the chair's report done in about a
1:41:34 minute and then the other thing I just
1:41:36 wanted to add is when we had our survey
1:41:40 go out last
1:41:44 um I for one and I think maybe some
1:41:47 others sent the link to as many people
1:41:50 as we could think of and know hard
1:41:53 like Martha who was here in the public
1:41:56 her neighborhood and friends that I have
1:41:59 in different neighborhoods and different
1:42:00 athletic groups and so forth um it's by
1:42:04 no means a requirement or even an
1:42:06 expectation but if you are willing um as
1:42:10 board members if we can send these
1:42:12 survey links out and I think Asanti if
1:42:15 you send us one email with that link
1:42:19 that's perfectly you know palatable to
1:42:22 to forward on um that's going to really
1:42:26 help us solicit feedback and I think
1:42:30 it's an opportunity to reach out to
1:42:33 groups that may not always be uh
1:42:37 represented and I think um the other
1:42:40 thing we need to do with those links is
1:42:42 put them out on our neighborhood
1:42:44 Facebook pages next door if you use that
1:42:48 and so forth so that that's just a
1:42:50 request it's not an expectation by any
1:42:52 means um but I think it's a great
1:42:54 opportunity for us
1:42:56 to uh expand our dissemination of
1:43:00 information and uh increase our recovery
1:43:05 feedback that's everything for today for
1:43:08 me uh do we have any other business or
1:43:16 announcements I just have one that's
1:43:18 sort of related to the end of the
1:43:20 meeting um but next month's meeting the
1:43:23 the date is a Monday but it is April
1:43:26 29th so it's actually the fth Monday of

1:43:32 month and we're actually moving to that
1:43:34 last Monday um for a holiday on our
1:43:38 regular meeting date um so you should
1:43:41 all have that in your calendars but just
1:43:43 in case it's Monday April 29th for our
1:43:50 meeting okay anything else
