0:20 environmental board meeting for january
0:23 2022. i'm nancy davidson and i am the
0:27 chair of the committee and i am or the
0:29 board excuse me and i'm going to uh give
0:31 a little bit of introduction before we
0:33 get into our agenda
0:34 uh due to the virtual format of today's
0:37 meeting i'd like to start by providing
0:39 some guidance guidelines
0:41 we have participants intending by
0:43 computer and others who may be attending
0:45 by phone for all meeting attendees
0:47 please speak clearly and pause

4:01 the public comments and i'd like to
4:02 provide a few comments before we begin
4:04 to take those
4:06 public comments are an important part of
4:07 the public process
4:09 we take them seriously and factor them
4:11 into the decisions we make
4:13 for members of the public joining us
4:14 welcome
4:16 if there's anyone in the meeting now who

5:52 and um i hopefully you've all had the
5:54 opportunity to review the comment that
5:56 we received in writing and i suspect
5:58 that stacy will provide a response for

6:20 and that is a discussion of the 2022
6:23 work plan and board schedule and with
6:25 that i'm going to turn it over to stacy

6:33 thank you nancy i'm just going to give
6:35 myself here make sure i have everything
6:48 all right well thank you all um very
6:50 excited to be meeting with you all
6:52 tonight uh please do bear with me as i
6:54 work through any technical challenges
6:56 but really appreciate the opportunity uh
6:59 to be speaking with you all tonight and
7:01 presenting a draft work plan as well as
7:04 the board schedule
7:06 so before we launch into the proposed
7:09 work plan and the questions that i'd
7:10 like to discuss with the board tonight i
7:13 did want to take just a few minutes to
7:15 talk through
7:16 some thoughts and
7:18 considerations that i've been hearing my
7:20 first couple of weeks on the job
7:23 tonight i'll be seeking your input on
7:24 priority actions for icap implementation
7:27 that we can advance in 2022
7:30 as you know there are a lot of actions
7:32 in the icap many of those are slated for
7:35 early action and were intended to be
7:37 implemented within the first two years
7:40 with limited staff and resources
7:43 i wanted to put forward some priorities
7:45 on what might be feasible this year but
7:48 that also could have some real
7:49 beneficial impacts
7:51 so i've been meeting with members of
7:52 council and staff and there to really
7:55 understand what their priorities are
7:57 tonight's the opportunity to really hear
7:58 about your priorities
8:00 what i have been hearing is they want to
8:02 see implementation
8:04 they want to see some big wins this year
8:07 and they also want tracking and
8:09 transparency
8:11 so base what i have been hearing
8:14 as well as the opportunities that i saw
8:16 within the icap i'm
8:18 proposing this
8:20 draft work plan for you
8:23 the next meeting in february our plan is
8:26 to be talking about the longer term work
8:28 plan what we um how we see
8:30 implementation happening over the next
8:32 couple of years as well as where
8:34 community and board engagement fits in
8:37 but tonight we really are focusing on
8:39 just this next year
8:41 and really wanting to understand if
8:43 what's being proposed aligns with your
8:45 priorities
8:46 um so first i'll be touching on the
8:49 proposed 2022 work plan for icap
8:51 implementation and then after that we'll
8:54 be looking at the board schedule
8:56 and how that aligns with the
8:58 implementation plan as well as your
8:59 other priorities
9:05 great
9:06 so first just to touch base on the icap
9:09 implementation work plan for the year so
9:12 i'm going to walk through a quick
9:13 summary of what was
9:15 provided to you in the board memo that
9:18 was an attachment a
9:20 um and this slide presents just a
9:22 general overview of the categories of
9:25 work as i see them for the next year
9:27 so the first category is around
9:29 municipal operations so these are items
9:32 such as working on green building
9:34 requirements
9:35 enhancing opportunities for renewable
9:37 energy and preparing for transition to
9:40 an ev fleet
9:42 the next category of work is around a
9:44 vulnerability assessment
9:47 this was identified as an early action
9:49 in the icap
9:51 and this year there's a great
9:52 opportunity to work through the
9:54 vulnerability assessment as we will also
9:56 be updating our emergency comprehensive
9:59 plan
10:00 with a lot of the recent
10:02 events the heat dome the flooding
10:05 other related events i feel like there's
10:07 a great
10:09 opportunity to really look at where is
10:11 our city most vulnerable to different
10:14 extreme weather events and which
10:15 populations are most at risk and then
10:18 identify some specific actions the
10:20 community can take
10:22 the next category of work is probably
10:24 the largest this is around energy
10:27 efficiency incentives
10:30 this would be both for new construction
10:32 as well as existing buildings there are
10:35 a lot of incentive opportunities
10:37 available that we would want to promote
10:41 within our community
10:43 and then there's also some things that
10:45 we can do within the city
10:47 to really promote greener building
10:51 the fourth category is
10:53 some community campaigns that are
10:55 underway you may have
10:58 heard about these a bit last fall
11:00 the first one is a community climate
11:03 challenge this will be a partnership
11:05 with the other east side cities
11:08 and it will really be focused on
11:10 individuals and households and what
11:13 actions they can take from those that
11:15 are very simple to much more complex for
11:18 reducing their carbon footprints
11:21 we are also
11:22 planning to move forward with a heat
11:24 pump campaign that is also in
11:26 collaboration with a number of other
11:28 east side cities
11:30 and this will operate somewhat similar
11:33 to the polarized campaign
11:36 where there'd be an incentive to
11:39 move forward with electric heat pump
11:41 benefits from a group purchase and
11:43 promotion of incentives
11:46 there's a few hiccups happening with
11:47 this campaign right now that we're
11:49 trying to work through
11:51 but i hope to bring you more on that at
11:53 our next meeting
11:55 i'm also exploring opportunities for
11:57 outreach and education
11:59 on waste management through our existing
12:02 contract with recology
12:04 but further discussions are happening
12:06 with our public works
12:08 department on what we can do this year
12:12 and then the last category of work
12:15 is around tracking and reporting on the
12:17 implementation plan
12:19 i think we heard a lot about
12:21 wanting transparency around the plan and
12:24 what is happening
12:25 so over the next couple of months my
12:28 plan is to work with the board to
12:30 advance the metrics associated with each
12:32 of the actions in the plan
12:34 and then to develop a dashboard
12:37 where folks can come and see what we're
12:40 working on what where we're making
12:42 progress and maybe where even the
12:43 barriers are
12:45 that we need to work through to get an
12:47 action implemented
12:49 we'll also be working to update our
12:52 website
12:54 in the near term just to get out some
12:55 more information around the icap and
12:57 community engagement
13:00 there's a number of other items that we
13:02 might
13:03 include in the work this year but those
13:06 conversations haven't advanced very far
13:10 but are definitely on my mind things
13:11 like working more closely with the
13:13 school district
13:15 looking at more opportunities for carbon
13:17 sequestration sustainable purchasing
13:20 improve food waste policies
13:23 so those are very much
13:26 in in the thought for the next year but
13:28 just not sure how much we'll be able to
13:30 advance them
13:33 so that is kind of a high-level snapshot
13:36 of what i envisioned for this year so i
13:39 most interested in hearing what
13:41 the board thinks about this plan for
13:44 early implementation of the icap
13:48 and that's the first question and just
13:50 seeing if it really aligns with your
13:52 understanding of what was meant to be
13:54 included for early implementation
13:57 and then the second question being if
13:59 there are other actions from the icap
14:02 that you want to prior to prioritize for
14:04 2022
14:07 so i will pause there and hand it back
14:09 over
14:10 to nancy
14:12 for discussion with the board
14:15 thank you stacy so she's asked us a
14:17 couple of questions and i'm looking for
14:19 people to comment and i'll start off
14:21 with my first one i'll kind of throw
14:24 something to you stacy um what kind of
14:26 opportunities you know it seems to me we
14:28 should track where we're finding the
14:29 best partnerships so you're talking
14:31 about waste management i mean if we can
14:33 identify partners that are helping us to
14:36 be successful such as we heard comments
14:38 from rally properties uh the school
14:41 district maybe pse
14:43 rei's in town as well i think tracking
14:46 our partnerships and people that are
14:48 buying into this and helping this icap
14:50 be successful
14:52 even if it's kind of in a small way i
14:54 think it really will help us
14:56 you know show bring more people to the
14:58 table you know like the chamber or
15:00 somebody like that so that's one thing
15:02 that i would like to do is to track
15:04 the community and the
15:06 agencies around us that are helping us
15:08 if it's costco whatever you know but i
15:10 think we need to
15:12 show the wins and announce and i think a
15:15 group that i see very successful at that
15:18 is the chamber of commerce and how they
15:20 do salmon days i don't know if you've
15:21 seen that but they really bring a lot of
15:23 partners to the table and i think for us
15:25 to be successful with this we need to
15:27 bring more partners clearly clearly the
15:29 city does not have the resources
15:32 nor the ability to be to
15:34 to do this without those partners that's
15:37 my feedback feedback
15:40 and i'm going to turn it over to stacy
15:42 jamie sorry jamie
15:44 go ahead and see it jamie speaking um i
15:47 had a couple questions uh one of the
15:50 things that was called out in the
15:51 implementation plan
15:53 is the wedge analysis tool from k4c
15:57 is that i didn't see that clearly called
15:59 out in the materials and how that would
16:03 or when we expected that to be available
16:05 and how that would be used this year at
16:07 all
16:09 can you share a little bit about your
16:11 expectations or understandings around
16:13 that tool and its availability and use
16:15 this year
16:17 yeah thanks jimmy i think
16:20 are you referring to the county-wide
16:22 greenhouse gas inventory
16:24 the capability you'll be leading
16:26 no i thought
16:28 in the implementation plan there's let
16:30 me read
16:32 there was mention of
16:34 that a tool is going to be made
16:36 available that would help us quantify
16:39 the um impact of these actions and i
16:43 maybe i'm reading more into that than
16:45 what is it what it actually is but
16:48 okay
16:49 yeah i don't know um i'll have to dig
16:52 back through
16:53 that um i can look at my notes from
16:55 megan too i'm not sure what that's
16:56 referring to i do know that there's
16:59 going to be a county-led process this
17:02 year that we'll be able to build off of
17:04 for our own greenhouse gas inventory but
17:06 it sounds like maybe that's not quite
17:08 what you're speaking to so
17:10 let me look back at that see if i can
17:12 find out more information and bring it
17:14 to a future meeting
17:16 okay thank you yeah it's
17:18 yeah yeah you'll find it in the
17:20 uh efficient part um the other question
17:23 i had
17:24 was around
17:26 based on how we've done our
17:28 um greenhouse gas
17:30 basically uh what's the right term um
17:33 inventory
17:35 our consumption is not really included
17:37 like the the upstream impact or impacts
17:40 of of the goods that
17:42 people consume in the city of israel are
17:44 not included i was curious if you had
17:46 any early thoughts on how that would be
17:48 communicated and how that might be
17:50 incorporated into communications with
17:52 citizens
17:57 um no i haven't thought about that was
18:00 that yeah i'd be interested to hear more
18:02 about whether or not that came into
18:05 conversations in the development of the
18:07 icap or
18:08 if we weren't quite there yet
18:11 i need to further explore that
18:15 thanks i think in terms of quick
18:17 feedback um
18:19 i think the areas that i i really like
18:22 is that we are focusing on really
18:23 getting a foundation of trying to track
18:25 and be able to communicate and provide
18:28 transparency
18:29 that's a really important first step so
18:32 appreciate the the efforts to to do
18:35 those things that
18:37 i think if there's other ways to kind of
18:38 quantify the impact more precisely or
18:41 get a better sense that would be
18:42 something that even if that wedge tool
18:44 isn't isn't uh the right thing or if i'm
18:47 misinterpreting what it is um that
18:50 that's an area that i'd love so that we
18:51 can
18:52 better understand what we should be
18:54 prioritizing the future based on what
18:55 can have the greatest impact because
18:57 it's still an area that i'm a little bit
18:59 uh unclear on
19:02 in in the current format thank you
19:06 great thank you it sounds like brianna
19:07 might have some more information so i'll
19:09 follow up with her and we'll
19:12 bring that back to the board at the next
19:13 meeting

19:23 so i wanted to support
19:26 nancy on
19:28 the
19:29 partners building the partners and see
19:31 where we can help each other out
19:34 not just within the city but
19:36 also um potentially other cities that
19:39 maybe have a program
19:41 that we could that they've already built
19:43 that we could
19:46 piggyback on or you know get good good
19:48 ideas from
19:50 and
19:53 and then legislate legislatively there's
19:55 a lot going on right now a lot of
19:57 important things with uh legislatively
19:59 and with washington commerce and so
20:02 if we could be commenting as a city on a
20:06 lot of those things that are going to
20:09 make everything else easier for us i
20:11 think
20:13 including um the clean energy
20:16 implementation plan that's going on
20:18 right now and the comments to the utc
20:21 end
20:22 i think on march
20:24 3rd or 4th
20:26 and then also
20:29 partnering with the um
20:33 schools uh sustainability um any schools
20:37 or their sustainability teams
20:40 to see what we can do and especially um
20:44 to see if we can get kids to ride the
20:46 bus and um
20:50 carpool

21:01 uh yes thank you tom anderson speaking
21:03 uh well jamie's comments um involving
21:06 some of the king county stuff there just
21:09 reminded me of that king county um
21:13 what do they call it
21:15 climate action toolkit or something like
21:17 that
21:18 and so i you know i didn't do my
21:20 homework here come ready but it just
21:21 reminded me when i did look at it there
21:23 was a nice table of of all the the
21:26 cities
21:28 in king county and uh things that they
21:31 have have done or are planning and doing
21:34 in the near term um
21:36 and so how are we aligned with um
21:40 with the king county plan and are we
21:43 glaringly behind on any of those check
21:46 marks or anything uh
21:49 it's like
21:50 i don't recall that that is the case but
21:52 i'm just wondering whether we're in sync
21:55 with the the overall county plan and in
21:58 sync with our
22:00 sister cities in the county
22:03 various aspects of the near-term
22:05 implementation
22:09 something i'm wondering about um
22:13 she had another comment on
22:16 campaign related to uh waste reduction i
22:20 mean
22:21 that's left a bit vague there are we um
22:26 are we working with clean scapes on
22:28 something more specific that they can do
22:30 to kind of uh up the ante on this it
22:33 seems like this is something that in
22:35 terms of partnering
22:37 they should they should be the driver of
22:40 this sort of thing but we need to hold
22:42 their feet to the fire on
22:45 something that this is important to us
22:46 and as we think ahead to
22:49 our next contract uh well you know
22:53 help us deliver on these sorts of goals
22:57 to make us feel good about upping
23:00 re-upping our contract with painscapes
23:04 so that's an area that i i think
23:07 waste management is something that we
23:09 should be able to make measurable
23:12 improvements on without a huge
23:14 investment in that part it's largely
23:17 driven by
23:19 human behavior and human behavior can be
23:23 altered through
23:24 teaching and that's a fairly low cost
23:27 thing compared to
23:30 retrofitting buildings for example
23:34 thank you that's all i had

23:40 uh laura has a comment laura go ahead

23:45 hi uh this is laura um
23:48 first of all thanks for organizing all
23:50 this it's exciting to see
23:52 the action plan actually coming to life
23:54 so now we enter the messy part of how to
23:56 make ideas reality i think
23:59 laura can't get your screen on by any
24:01 chance
24:02 um i'm on my phone i don't think i can
24:05 handle it all right thanks that's the
24:07 case i think you can dial back in in a
24:08 bit but uh right now i don't think i can
24:10 do it
24:12 i so i like the
24:15 the priorities i'm a little
24:17 confused about how we're prioritizing
24:19 which ones and why and i think it would
24:22 be helpful um to define that more it
24:24 sounds like you're doing it but almost
24:26 maybe to have a score of like the impact
24:28 versus the
24:29 feasibility of it working um i think
24:32 nancy's idea about doing the community
24:34 or who our community partners are is a
24:36 really good point for targeting that so
24:40 expressing why we're choosing these
24:42 um is helpful for the teaching or for
24:44 the tracking and reporting i'm just a
24:45 little
24:46 otherwise i feel like it's sort of like
24:48 a buckshot
24:49 approach which i think could be
24:50 difficult so my first
24:53 thought is just why are we doing which
24:55 and what do we expect to get out of it
24:57 um it's almost like i would
24:59 make the tracking and reporting more of
25:01 a priority over municipal operations
25:06 because it seems like once we have some
25:08 sort of
25:09 metric framework to help us identify
25:11 what we're doing um also i know that the
25:13 city is already doing a lot without it
25:15 second comment is um
25:17 we talked about this before and this is
25:19 not what we were appointed for but i do
25:20 think
25:22 at some point soon it would be helpful
25:23 to assign the board to different
25:26 initiatives to say that we are
25:27 representing and actually helping with
25:28 the implementation i think long term
25:31 the the city would be better served with
25:33 having advocates who are actually
25:34 helping translate the climate action
25:36 plan to the community um so maybe you
25:39 know not as much board meetings but also
25:41 we go out and do things
25:43 so as start you know hitting the road
25:45 with that i think
25:46 that is an interesting consideration to
25:48 help us be those partners for these
25:50 initiatives
25:51 that's it
25:55 thanks laura um i think statesman wanted
25:57 to weigh in and respond to some of the
25:59 comments from tom so go ahead stacy
26:03 great yeah just briefly um thanks tom
26:05 for your comments uh the king county
26:08 toolkit and how we align with other
26:10 cities that's a great question and
26:12 something we can kind of look at more
26:14 closely
26:15 we are trying to
26:17 as much as possible partner with cities
26:20 on projects or campaigns or
26:23 share resources so that if someone's
26:25 developed code that we think will be
26:27 beneficial and sharing those resources
26:31 as well as ideas such as the
26:34 early adopters
26:36 incentive that partnership that bellevue
26:38 just
26:40 developed
26:42 to help folks with the the clean
26:44 buildings i'm going to be talking with
26:45 them tomorrow to see if that might be
26:47 something we can replicate for example
26:49 so we are trying to share resources as
26:51 much as possible
26:52 how we kind of measure up to those other

27:31 move forward with
27:33 some work there based on what we already
27:35 have
27:36 within those contracts so thank you for
27:38 those comments just wanted to follow up
27:40 on them
27:43 okay before i turn it over to jamie i
27:45 know he has another question but i would
27:47 also like to stress just one other
27:49 comment to focus on municipal operations
27:52 when we had the storm and surface water
27:54 management plan in front of us they
27:57 really hadn't thought about how the
27:58 climate action plan would tie into it in
28:00 terms of vehicles or equipment they
28:02 might purchase
28:04 tools and systems you know
28:07 staffing that type of thing and there's
28:09 going to be other plans i know parks is
28:11 working on their strategic plan
28:15 you know those are set out for six or
28:16 eight years if we want an opportunity to
28:18 influence them to do something to help
28:20 with climate action to change the way
28:23 they do business it's time to do it this
28:25 year and not put that off and my concern
28:29 is that these will get to the city
28:30 council and get adopted without even
28:32 that
28:33 climate overview so my suggestion is as
28:37 and i think you have a really
28:39 interesting group of people that have
28:41 touched a lot of different pieces of
28:44 these puzzles that could give input to
28:46 these departments very successfully if
28:49 we could put them on the agenda so that
28:51 they think about what they can do to
28:53 help us with this climate action plan
28:55 and
28:56 benefit it
28:57 um i think
28:59 that's just my suggestion i know this
29:01 the
29:02 wastewater master plan is going as well
29:04 and i assume the water one and they are
29:06 all big energy users so that would be my
29:08 comment and feedback too we need to get
29:10 them in front of either this board or
29:12 have the council provide that overview
29:14 of hey you guys need to do things
29:16 differently than you're doing now
29:18 just a bit of feedback
29:21 uh with that i'll turn it over to jamie

29:28 would just first of all echo what nancy
29:30 said and i think title 18 as well just
29:33 ensuring that
29:34 these things that are on the front on
29:37 the front burner right now how do we
29:38 make sure that
29:40 those things don't end up passing us by
29:42 before
29:43 um everything that uh
29:46 we need for this icap to be successful
29:48 is included there so
29:50 um the question that i had and tom's
29:53 question actually brought
29:54 this to mind was i was curious what sort
29:58 of knowledge sharing
30:01 i don't know if there's a community or
30:03 across cities there are within
30:06 king county or more broadly for people
30:08 in your role or people implementing
30:10 climate action funds is that is there a
30:12 existing forum for
30:14 knowledge sharing
30:16 yeah i think multiple ones uh i'm
30:19 finding over the last few weeks there's
30:22 cape horsey um obviously and then
30:25 there's this east side city
30:27 collaborative i don't know how much
30:29 megan had shared about that but that's
30:31 kirkland mercer island bellevue
30:34 issaquah and redmond
30:38 and then
30:39 there is also the puget sound
30:42 i think they've changed their name a bit
30:44 but the puget sound climate
30:45 collaborative that's more focused on
30:46 preparedness
30:49 and so they're going to be talking about
30:51 things such as
30:53 the comp plan comprehensive plan updates
30:56 and how to incorporate more resiliency
30:58 preparedness into those and other big
31:00 topics they are
31:02 tracking the legislative agenda closely
31:05 and then the other group i'm also tied
31:08 into is the
31:10 urban sustainability director network
31:11 that's
31:13 nationwide but it's a great place to go
31:15 in put in questions see what all those
31:17 people have done people are sharing
31:18 documents
31:21 i just shared actually the
31:23 documents for this board someone else is
31:25 considering setting up an environmental
31:27 or sustainability board so that is a
31:29 great go-to resource to see what's
31:31 happening around
31:33 the country and to look first
31:35 for policies
31:37 codes or ideas
31:39 if it doesn't exist within our
31:42 region
31:43 so does that give you a bit of a sense
31:45 jamie i i welcome other if folks know of
31:48 other groups uh uh welcome ideas on them
31:51 if i can tap in
31:53 thanks yeah that answered my question i
31:55 mean i just think that
31:56 um especially at this stage of where
31:58 we're at the more we can learn from
32:00 people that have already done it know
32:02 the things to avoid best practices
32:05 and continue to share
32:07 after we learn about what works for us
32:10 that just seems like a huge opportunity
32:12 getting back to that how do we really
32:14 make sure that we have a firm foundation
32:16 that
32:17 the more we can engage i mean that's
32:19 kind of into that the partnership piece
32:21 but um specifically people doing exactly
32:24 what we're trying to do
32:25 um or have having done what we're we're
32:27 trying to do
32:29 seems like there's a lot of value there

33:32 um so now i wanted to turn the
33:34 discussion to the proposed schedule
33:36 board schedule for 2022
33:39 and really want to see how
33:41 that the proposed schedule aligns with
33:43 both what we just talked about those
33:45 priorities for implementation as well as
33:47 the other priorities that the board has
33:49 for this year
33:51 so before
33:52 moving into the summary of what was
33:54 included in the packet i did just want
33:56 to share a couple of thoughts
33:58 from the conversations i've been having
34:00 over the last few weeks
34:02 the first one was that
34:05 our administration and electeds were
34:07 very impressed with the board report and
34:09 the amount of work that this board
34:11 covered in its first year
34:14 they also really looked to the comments
34:16 that folks provided in the survey on
34:18 process improvement
34:20 and really
34:21 that's something i'm going to really
34:23 take to heart and consider with each of
34:26 the meetings as well as have tried to
34:28 consider in our work planning
34:30 they also just wanted me to reiterate
34:32 that the role of this advisory board
34:35 you all carry really substantial weight
34:37 with council with your feedback
34:39 and we're
34:41 and they are also really looking to help
34:43 you advise on icap implementation
34:47 one thing i did want to just know based
34:49 on the feedback from the survey
34:52 and at the december meeting and
34:54 something i've tried to consider when
34:56 developing the work plan for the year is
34:59 cutting back on presentation time and
35:01 really trying to open up more time for
35:03 discussion
35:05 one of the ways we're talking about
35:06 doing this is
35:09 not
35:10 reviewing the materials that we provide
35:12 in advance in in-depth
35:14 but really assuming folks have had time
35:16 to look at the meeting packet
35:19 and then just providing a brief summary
35:20 with a presentation and
35:22 moving on quickly to discussion
35:25 i know that folks are very busy and not
35:28 everyone may have time to look at
35:30 materials ahead of the meeting so that's
35:32 completely understandable and just let
35:34 us know
35:35 if that's the case
35:37 but do know that's really my hope going
35:39 forward is kind of very brief
35:41 presentations and then turning it over
35:43 to comments and questions
35:48 um so with that quick introduction i'll
35:51 just move on to the summary of the board
35:54 schedule this is in a lot more detail
35:56 and attachment two of the packet
35:59 i really see this as a living document
36:02 in some ways too where we can make
36:03 adjustments based on things that
36:06 are more timely or become a priority
36:10 so as i mentioned i tried to take into
36:12 account the feedback on the survey
36:14 priorities for the year need to engage
36:17 in other processes that are happening
36:19 within the city
36:21 um also really tried to
36:23 minimize how many topics are at each
36:25 meeting
36:26 so that we can have that focused
36:28 discussion
36:30 so a brief summary here is the first
36:33 quarter
36:34 focusing on the icap planning like we're
36:36 doing today and likely at our february
36:38 meeting if input on different planning
36:41 processes that are happening
36:43 within the city and
36:45 title 18 as well
36:48 second quarter would be working through
36:51 the icap metrics starting to talk about
36:53 incentives potential policies for energy
36:56 efficiency in buildings
36:59 possibly getting into some natural
37:01 environment parks transportation related
37:03 items you'll see a couple of the summer
37:05 meetings
37:06 included a lot of potential topics and
37:08 we'll see what's timely there
37:11 third quarter revising
37:13 and updates on title 18
37:16 i think there'll also be some
37:17 opportunities for solid waste waste
37:20 management discussions here
37:23 and then in the fourth quarter
37:26 updates on greenhouse gas inventories
37:28 preparation for our own inventory
37:32 possibly getting into sustainable
37:34 purchasing if we've been able to advance
37:36 that
37:38 looking at a climate climate
37:39 vulnerability of study if we've been
37:42 able to advance that and then starting
37:44 to work through our priorities for the
37:46 next year
37:48 one thing i did want to just note
37:50 is that at each meeting my plan is to
37:53 provide in the staff report just a brief
37:56 update on where we are on icap
37:58 implementation if that's not one of the
38:01 topics being discussed
38:03 that particular evening
38:06 so now i wanted to turn it back over to
38:08 you with
38:10 these two questions um the first is that
38:12 do you see this schedule aligning with
38:15 some of the priorities we just discussed
38:17 for icap implementation
38:20 and the second question is are there
38:22 other priorities topics that you don't
38:24 see in that more
38:26 detailed schedule in the packet that you
38:29 want to make sure we save some room for
38:31 and include in 2022.

39:17 18 and then we're in a meeting like with
39:20 trying to go in the weeds on title 18 it
39:22 would be great if we could get out in
39:24 front of that knowing that that's coming
39:26 um and getting
39:30 minnie did a really great not the first
39:31 time around but the second time around
39:33 she did a great summary of title 18 and
39:35 i don't know if it would be minnie but
39:37 someone coming and helping us just get
39:40 like a holistic understanding of
39:42 of that of that body of code and and
39:46 how that might relate to
39:48 our discussion items
39:50 um before we're just like in
39:53 rapid fire questioning would be really
39:56 awesome so that that's my
39:59 feedback

40:09 first part of it is
40:10 jamie you just kind of nailed exactly
40:12 what i was thinking i i was a little
40:14 concerned seeing that the only title 18
40:16 on the tentative or
40:18 proposed schedule for this year is a
40:20 joint
40:21 uh meeting i think yeah i just kind of
40:23 reiterate what jamie's saying a little
40:25 bit more
40:26 context or specific areas of it i know
40:28 there's a lot of interest around
40:29 critical areas a lot of interest around
40:31 tree retention and different codes
40:33 around canopy in the city
40:35 um so yeah just expressing a little bit
40:37 of hesitance around that being the only
40:39 touch point for that i'd say even a
40:41 lesser extent but kind of a similar
40:43 feeling on the um storm and surface
40:45 water planning too it looks like maybe
40:47 right now that is just the month before
40:49 title 18 in march so i think those are
40:52 both such big elements and kind of to
40:54 the previous part of the discussion with
40:55 with jamie and nancy you know how we can
40:58 ensure that those are really integrated
40:59 with icap 2 and some of the goals there
41:03 um would call both those out
41:05 those are big things i'd say something
41:07 that i you know i'm very excited about
41:10 um oh gosh i'm losing it right now but
41:12 on some of the natural areas parks
41:14 trails connectivity wildlife corridors i
41:17 think that's fantastic um one thing i'd
41:20 love to learn more about or see where
41:22 the city's at is around land
41:24 acquisitions and you know where some of
41:26 the goals might be there
41:28 as it relates to all those things
41:29 recreation
41:31 habitat you know flood management uh all
41:34 those things that i think is a great
41:36 history of and you know would like to
41:38 see continue so that's just kind of one
41:39 more a little bit more uh specific topic
41:42 i'd be curious to dive into if there's
41:44 time
41:48 thank you dan um i would like to echo
41:50 some of dan's comments i think title 18
41:53 is going to kind of come to a head with
41:54 the city council this year and i think
41:57 it really is going to tie into icap
41:59 pretty heavily
42:01 and going to get a lot of feedback so
42:03 we need to make sure that that becomes a
42:05 priority for this award as it moves
42:07 forward so that
42:09 we have provided our input
42:12 in a timely manner to the city council
42:15 occasionally we didn't have that
42:16 opportunity
42:18 um and we have a different perspective
42:20 than the planning policy commission i
42:22 know at times they have brought us as a
42:24 joint meeting
42:25 and we look at things i think a little
42:27 differently than they do we have a
42:28 different purpose and goal and i think
42:31 that's important
42:32 my second comment is
42:35 throughout last year i'm still
42:37 interested in seeing the strategic plan
42:40 for the parks department i think it has
42:42 a huge piece to this and so far
42:45 we have not been able to get that to
42:47 this board
42:48 and um
42:50 it troubles me that we can't haven't
42:52 brought it to the board i think we need
42:54 to have an understanding since they are
42:56 dealing with canopy issues
42:58 they are tied to the
43:00 stormwater master plan
43:03 i just think
43:04 you know understanding of what they're
43:05 doing there so that we see how it ties
43:08 into title 18 and the icap and these
43:10 other things it feels like a piece
43:12 that's really missing out of the overall
43:15 agenda for what the environmental
43:17 board's trying to do
43:18 i know there's a park sport i understand
43:20 that completely but we have a different
43:22 mission than them and i think it would
43:25 be very helpful to get them on our
43:27 agenda as soon as we can so at least we
43:30 have
43:31 um an understanding of what they're
43:33 trying to accomplish and where they're
43:34 going so we don't get surprised when
43:37 their product comes out and we say well
43:38 why didn't you think about this and what
43:40 happened with that
43:41 um it's really hard to come late to the
43:43 game on some of those things and i feel
43:45 like we're getting to that point with
43:47 the park strategic plan those are my two
43:49 pieces of feedback

44:20 know that we're building up those
44:22 measurements um
44:23 but it seems like
44:25 the order could be a little
44:27 again a little switched perhaps
44:31 i feel like i can say this in a concise

44:34 but maybe zeroing in on that sooner like
44:36 i know that the i'm think that the
44:38 wastewater and the stormwater is just
44:39 because the plans are in progress but
44:41 again i would love to see us giving you
44:43 more input on like the community goals
44:44 and the metrics
44:46 and some greenhouse gas emissions sooner
44:48 if possible
44:49 um and my other question was just how
44:51 like what support does the city need
44:53 from us i'm assuming that's built in but
44:56 i want to make sure that we're giving
44:57 you what you need to
44:59 implement these as quickly as possible
45:00 so if there are specific questions that
45:02 you're
45:03 um wanting some insights in that you're
45:05 tapping us as soon as possible for those

46:37 wildlife corridors through the city
46:40 and making sure that there are we're not
46:43 putting barriers up
46:45 i was kind of concerned when they were
46:47 putting all the barriers along uh i-90
46:51 that that will be uh a
46:54 problem of forcing uh
46:57 wildlife to cross and or or
47:00 making it restricted in some areas
47:04 uh and the other issue
47:06 is having to do with the
47:09 solid waste
47:11 uh one of the things that i do is pick
47:13 up the litter that that's along our
47:16 street
47:17 and uh it's really hard when
47:20 cans and bottles are just packed with
47:23 with the dirt
47:25 so just
47:27 some awareness uh
47:30 of um
47:32 you know
47:33 not
47:35 of uh not throwing litter in the first
47:37 place i think we're
47:40 i'd like them to bring back the the uh
47:43 the
47:44 indian that that
47:47 you know was disturbed by all the litter
47:50 along
47:51 roadsides and trails
47:55 so um anyway

49:23 strengths are and who she can turn to

52:49 my my uh specific role is our
52:51 restoration projects manager so
52:53 restoration ecology and obviously a lot
52:55 of that ties to
52:57 uh salmon recovery which i believe you
52:59 have a background into which is really
53:00 exciting um you know flood plain design
53:04 you know obviously botany ecology
53:06 forestry so uh but the the community
53:08 engagement parts of it are something i'm
53:09 very passionate about too so working
53:11 with people on the ground getting them
53:13 engaged and educated on some of these
53:15 issues too so

57:19 now a different group to um
57:23 at first it was to
57:27 move away from coal and now i'm working
57:30 with the clean energy implementation
57:32 plan and
57:33 and um ceta and um
57:37 so i i guess i know a bit about that and
57:40 working with the utc
57:43 um in the here in issaquah i um
57:48 volunteer as um for the squabs charles
57:50 club and um i'm vice president i guess
57:53 and
57:55 we would definitely like to help um
57:58 any way we can
58:01 with communicating to the public you
58:03 know how how we can help with
58:07 the icap plan especially where it
58:09 overlaps with
58:11 forest health
58:12 and resilience and carbon sequestration
58:15 trails wildlife corridors
58:18 and things like that
58:19 which i'm very passionate about all
58:21 those things
58:23 and acquisition like dan said so um

58:49 and over the summer i got to volunteer
58:50 with king county or i got to intern with
58:52 king county parks
58:54 which is a really cool experience and i
58:56 think from that it's my passion for
58:58 community engagement

59:02 environmental issues has grown so i can
59:05 definitely help with that but also
59:06 things like finding partners um if
59:09 you're looking for like local partners
59:10 to like help with different plans i
59:12 think i can do that because at my school
59:14 i've helped my like deca club find
59:16 corporate partners and sponsors and such
59:20 but yeah i think those kind of issues

59:49 are an important thing to me uh
59:51 both recreational and regional and so
59:54 okay it's the quasi-trailhead city and
59:57 and uh promoting and advancing that
59:59 cause is
1:00:01 important to me but also just coupling
1:00:04 in with the icap
1:00:05 is the connection to the mobility master
1:00:08 plan getting people from point a to
1:00:10 point b in in town for various purposes
1:00:14 uh non-recreational purposes
1:00:16 is something we need to really really
1:00:18 spend some focus on and there isn't a
1:00:21 whole lot of in terms of the agenda for
1:00:23 2022 that is a little disappointment to
1:00:26 me that we're not having more tie in
1:00:29 transportation related things we do have
1:00:32 electric vehicle
1:00:34 part of the initiative there which is
1:00:35 good and
1:00:37 uh title 18 we'll have some connections
1:00:40 to that too i don't know where things
1:00:42 stand on the mobility master plan but
1:00:45 well anyway getting back to the
1:00:47 focus here uh so that's an area of
1:00:49 interest to me uh
1:00:51 transportation
1:00:53 multimodal transportation on feet and
1:00:58 bicycle including electric bikes i
1:01:01 believe is an important element of
1:01:04 uh should be an important element of the
1:01:06 plan for the city of the squad moving
1:01:08 forward to get people through town
1:01:11 without the use of a car

1:01:57 doing interviews for a new
1:01:58 transportation planner this week so i'm
1:02:00 hoping after that person's on board i
1:02:02 have some conversations with them maybe
1:02:04 there'll be some more transportation
1:02:05 items to build into our agenda
1:02:09 so great just a few updates as i noted
1:02:12 earlier in the presentation my hope is
1:02:14 during this time each meeting i'll be
1:02:16 providing you
1:02:17 update on different icap implementation
1:02:20 activities
1:02:22 so some of the other updates i have
1:02:24 tonight is that the timeline for
1:02:26 elections for positions that end in 2022
1:02:30 i believe we have four positions that
1:02:32 will be up this year and just a reminder
1:02:34 that current members
1:02:36 can apply again
1:02:38 we don't yet have the details on the
1:02:40 timeline for that process but i was
1:02:42 informed that that will be coming out in
1:02:44 january so please keep an eye out for
1:02:46 that if your position is up
1:02:49 this year and we can touch more on that
1:02:51 in february
1:02:53 there were two groups that reached out
1:02:55 to me and asked that i passed
1:02:57 information along to the board that are
1:02:59 they are looking for volunteers one is
1:03:02 the tilt alliance they are recruiting
1:03:04 for 2022 soil and water stewardship
1:03:07 program
1:03:08 and the other is fish is looking for new
1:03:11 board members and volunteers if you're
1:03:13 interested in either of those feel free
1:03:15 to reach out to me and i'll put you in
1:03:17 touch with those contacts
1:03:20 update on in-person meetings latest
1:03:22 information i heard is that it will
1:03:25 probably be a couple of months or longer
1:03:28 due to the omicron variant i know this
1:03:32 setting is not ideal for all of us
1:03:34 but expect that we will be here for at
1:03:36 least a few more months if you have
1:03:38 ideas on how to improve the process
1:03:40 improve engagement of the board do reach
1:03:43 out to me
1:03:45 to share those ideas and and will work
1:03:47 towards trying to make this
1:03:50 forum as
1:03:51 as kind to us as possible
1:03:54 i did want to just remind folks that
1:03:56 there is the people for climate action
1:03:58 meeting tomorrow evening where they've
1:04:00 invited king county to speak
1:04:03 so far i've only heard from jamie
1:04:06 and then my myself i am also planning to
1:04:08 attend if others are interested please
1:04:11 do let me know tomorrow we do need to
1:04:13 make sure we don't have a quorum at that
1:04:15 presentation
1:04:16 and jamie or myself can share or if
1:04:19 anyone else does attend jamie

1:04:29 recognize too that the mayor was
1:04:32 awarded a honorable mention for small
1:04:35 cities through a climate protection

1:04:39 from the u.s conference of mayors and
1:04:41 that was for the passage of the eb
1:04:43 ordinance which i know this board had
1:04:45 quite a hand in
1:04:46 she was part of a national webinar to
1:04:48 talk about the ordinance we also got to
1:04:51 hear from other small cities around the
1:04:52 country which was very inspiring to hear
1:04:55 what they are all doing
1:04:57 and then the last item is i did want to
1:04:59 just flag a couple of our upcoming
1:05:01 meetings
1:05:02 february 24th
1:05:05 folks noted earlier that will be a joint
1:05:08 ppc meeting with um
1:05:11 sorry joint meeting with ppc to talk
1:05:13 about title 18 it will be a public
1:05:15 hearing
1:05:16 the information for review is planned to
1:05:18 be distributed one month in advance of
1:05:20 the meeting i did talk to staff this
1:05:23 week about techniques we can use to make
1:05:26 sure that the environmental board really
1:05:28 has a
1:05:30 voice at that meeting as i know that's
1:05:31 been a concern with past joint meetings
1:05:34 so we'll be working on some strategies
1:05:37 for that next joint meeting in february
1:05:40 the other one i did want to just flag is
1:05:42 the march meeting it looks like that now
1:05:44 will be a joint meeting with ppc as well
1:05:47 although with the environmental board as
1:05:50 that's to provide input into the storm
1:05:52 water
1:05:53 surface water waste water plans
1:05:57 there is potential that meeting might go
1:05:59 a little bit long i'll be working with
1:06:01 public work staff to see
1:06:03 how much time they need
1:06:04 but just since it will be a joint
1:06:07 meeting we're anticipating going a
1:06:08 little bit long so i will not uh i will
1:06:11 try and keep that from happening at
1:06:13 future meetings but did when i just
1:06:14 played that for the march meaning
1:06:15 there's potential for it to go a little
