2022 Development Commission Schedule (tentative) (updated 4/7/2022)
0:01 so good evening i'd like to call
0:04 to order the
0:05 special
0:07 meeting of the issaquah development
0:08 commission
0:10 um it is um
0:12 april 12th
0:14 tonight we have one agenda item on the
0:15 top on the agenda and it is
0:18 uh review and approval of the meeting
0:20 minutes from our march 16 2022 meeting
0:24 um so
0:26 first of all i guess for commission
0:28 members
0:29 um if you i guess first of all uh roll
0:31 call lucy i'll need to do roll call so
0:34 go ahead and do that
0:36 all right uh chair brennan
0:38 here
0:39 commissioner sanford here
0:42 commissioner sowa here
0:45 commissioner dylan
0:46 here
0:47 commissioner shore
0:49 here
0:51 commissioner price is excused
0:54 commissioner ikeda
0:56 here
0:57 commissioner morgan
0:58 here
1:01 great thank you
1:02 so uh going to our uh agenda topic which
1:07 is uh review and approval of the march
1:11 2022
1:14 meeting minutes
1:16 are there any corrections to the march
1:18 16th meeting minutes
1:20 that were provided in tonight's agenda
1:22 packet
1:23 yes
1:25 uh commissioner sanford
1:28 since these minutes are
1:30 maybe going on to a little wider
1:32 audience i did notice a few spelling
1:34 issues
1:36 uh so on page 8 of 21 pdf page 8 of 21.
1:41 i don't know if you want to show that
1:44 sure let me just pull that up
2:00 i'm just trying to get it on the right
2:01 screen
2:14 do you um
2:15 see the minutes yes
2:17 yes okay and you said on page eight
2:20 yeah so it was the pdf page eight that i
2:25 had i'm not sure if that's gonna be your
2:28 same page there
2:30 do you see what uh
2:32 are there these same page numbers in the
2:35 lower left hand corner of the sheet
2:36 you're looking at yeah yeah those are
2:38 the actual minute page numbers so let me
2:41 you know our pdf includes the intro
2:44 portion as well so
2:45 let me see what page that was for you
2:48 lucy i think that's page 4 of 15.
2:52 okay
2:56 all right
2:57 and where on that page okay so it's in
3:00 the first bulleted item beginning in a
3:02 letter i think it's toward the top of
3:05 this page
3:06 yep yeah in a letter right
3:09 so on the fourth line of that the case
3:12 cited
3:13 s-i-t-e-d
3:17 should be the case
3:18 cited c-i-t-e-d
3:21 yep
3:22 and i'm just going to do a couple of
3:24 little screen grabs so i can make these
3:26 corrections later
3:37 okay next okay going to be another on
3:39 the same page and the second last line
3:43 of that same bulleted item uh no down at
3:45 the bottom of the actual page
3:47 yeah second last line there
3:50 uh let's see uh
3:52 it says
3:53 lower that code permits should be lower
3:56 than code permits yeah
4:14 sure okay
4:15 okay your next page which i guess is
4:17 going to be your five of 15. sure um in
4:21 the second line of that page it says
4:24 through environmental design cpted
4:27 principles
4:29 p a l s should be principles p
4:34 l e f yeah principles
4:44 it's a school project maybe the minutes
4:46 taker got confused
4:49 spell checker wouldn't find these uh
4:56 okay
4:57 okay so i think
4:59 two more pages over it's my page 11 of
5:02 21 i guess it's going to be your
5:05 7 of 21.
5:07 yeah i think so
5:10 let's see okay in the first paragraph
5:14 the last sentence yes that's correct
5:16 so in the very first paragraph it says
5:19 q-u-e lengths are parking
5:22 oh yeah so there we want q-q-u-e-u-e
5:27 yeah
5:29 lengths
5:30 and parking i think is probably what
5:32 it's going for cue length and parking
5:34 are measured
5:42 got it
5:44 okay only one more
5:46 uh let's see two more pages over so
5:48 that's probably your nine of fifteen
5:54 let's see
5:54 first paragraph in line four
5:58 it says
6:00 property improvements plan where in
6:03 application documents there are there a
6:06 plan it should be
6:09 where an application documents is there
6:12 a plan i think
6:16 and that's all i could find
6:22 thank you are there any other uh
6:24 corrections
6:32 hearing none uh unless there are any
6:35 objections to the corrections that
6:37 commissioner sanford
6:40 recommended uh suggested um
6:44 if there are any
6:45 other concerns
6:47 [Music]
6:49 with the menu minutes
6:51 and hearing none
6:53 the minutes are then approved by
6:56 commission consensus
6:58 so thank you for that
7:00 i want to provide an opportunity for the
7:03 public who may be attending the meeting
7:05 online with us this evening
7:07 uh to comment to the commission uh lucy
7:09 are there any members of the public
7:11 um that would like to speak to the
7:13 commission
7:15 again if you are a member and you are
7:17 online if you'll press star three on
7:20 your phone
7:21 um or
7:22 if you're on a computer use the virtual
7:24 raise your hand option so you can be
7:26 identified
7:28 so there are no attendees um although on
7:30 the agenda it did say 5 45 so maybe
7:33 we'll give it a moment
7:35 um uh
7:36 to fill the gap
7:38 i would like to point out that this is
7:41 richard soa's last meeting on the
7:44 development commission
7:46 as he did not
7:48 reapply
7:50 and i just wanted to give him a
7:52 heartfelt thanks for all he has done
7:55 over the years for the development
7:57 commission
7:59 and in particular being our champion
8:02 during uh the
8:04 many many meetings uh the 19 meetings
8:08 that he chaired
8:10 i'm glad i got a little smile out of him
8:12 for that because that was a lot of work
8:15 uh that you did uh getting everyone
8:18 through that and i just want to thank
8:20 you so much richard for your for your
8:22 service
8:25 i i have to
8:27 at my
8:28 thanks and and um
8:31 utmost respect for judge richard yeah
8:34 when we started those hearings in the
8:36 first time they looked to him for a
8:39 ruling like a judge
8:42 i was thinking i'm just going to shift
8:44 over
8:45 the way as i can
8:48 i you did an amazing job through all
8:50 those meetings richard and throughout
8:52 all the meetings we've ever had thank
8:53 you very much
8:55 totally echo that and uh so glad i was
8:58 not in your shoes for those meetings
9:00 yeah
9:02 thank you richard i appreciate it
9:04 yeah i think um
9:07 you missed your calling yeah a black
9:09 robe would have been a gavel well you
9:11 had the gavel so just all you needed was
9:13 the black room
9:14 um but i have uh really appreciated
9:17 serving with you richard um
9:19 very steady hand during a very
9:21 challenging
9:22 set of
9:23 of meetings
9:25 as we were dealing with that particular
9:27 situation and decision
9:29 but it's been a real pleasure serving
9:32 with you and getting to know you a
9:33 little bit as well along the way and and
9:36 whatever you choose to do next best of
9:37 luck um and who knows maybe someday
9:40 you'll just get bored and want to come
9:41 back in and join us again but anyway
9:44 appreciate really appreciate serving
9:45 with you
9:46 well it's been it's been an honor to be
9:48 sure and and
9:50 i am always overwhelmed by the the
9:53 intensity and focus that you all put on
9:56 the effort and uh it's just been really
9:58 terrific i just uh been called to some
10:00 other stuff and and uh just wanted to
10:03 let you know how much i appreciated
10:05 working with all of you
10:07 thanks
10:10 thank you for that
10:11 any anybody showing up online uh no one
10:13 has shown up so i'll i'll waste another
10:15 few minutes with um that was not a waste
10:18 richard by the way that was in terms of
10:20 words on my part
10:22 um i will consume a few more minutes
10:25 with um i also sent out an updated uh
10:29 calendar
10:32 to the commissioners about some of your
10:34 upcoming meetings
10:36 we do
10:38 have some permits that will come to you
10:40 at some point when they're ready they're
10:42 not quite there yet
10:44 what is on your calendar is um
10:49 uh the meeting the joint meetings with
10:52 the ppc on various buckets of title 18
10:56 and um i just wanted to point out to you
10:59 that they are um
11:03 the time the dates have have altered
11:06 have shifted from what was on previous
11:09 calendars
11:10 uh so i just in case you have put things
11:13 on your calendar based on
11:16 this calendar i just wanted to make sure
11:18 it got updated to um reflect the uh
11:21 current timing
11:24 i don't know if i received that one
11:28 i don't remember seeing it either okay
11:30 yeah if you look at the agenda
11:32 uh for tonight here let me let me do
11:35 this let me share my screen again just
11:38 so you can see it right now
11:40 um and then i can
11:45 if you look at the
11:46 meeting packet
11:49 that
11:50 i don't quite know how things come to
11:52 you
11:54 since i don't necessarily get them the
11:55 same way but i know that on the um
11:58 development commission page
12:03 it's also page 21 of 21. yes
12:06 thank you so much
12:11 um so
12:13 yeah i found it
12:15 great
12:16 um so i think all of these meetings um
12:20 [Music]
12:22 you know it's the um
12:25 may june and july meetings and i think
12:28 they've each shifted a couple of weeks
12:30 so just wanted to bring that to your
12:32 attention to um
12:35 ensure that
12:37 that was not as any more of a surprise
12:40 than it is
12:45 so keep keep an eye on the counter
12:47 because it's a moving target is that is
12:49 that the message
12:50 well um just some things
12:53 for instance uh the natural environment
12:56 ended up being broken kind of into two
12:58 pieces
12:59 and as a result it pushed some things
13:01 out uh we also um are just
13:05 trying uh ppc has asked for an
13:07 additional meeting on the natural
13:09 environment and so that pushed some
13:11 things out so
13:12 uh there is a bit of even though we're
13:15 we're committed to our calendar uh there
13:18 is some fluidity in response to how
13:21 quickly ppc can move through it
13:26 okay
13:29 is that project the title 18 project
13:31 still on
13:32 generally on track for
13:34 it wasn't the target to try to get
13:36 through that this year and to cancel
13:39 so the um
13:41 so right now we're doing bucket each
13:43 bucket at a time
13:45 and then um
13:47 we should be through most of the buckets
13:50 by june or july
13:53 and we were going to hold then hold a
13:56 consolidated hearing
13:58 on the whole thing
14:00 in august and september
14:02 now both of those hearings are going to
14:04 be in september uh these are hearings
14:07 with ppc
14:08 um so we're looking that consolidated
14:11 draft would be um
14:13 and consolidated hearing the two hearing
14:16 dates are in september and that is for a
14:19 recommendation to counsel
14:22 and then you know
14:25 there isn't a schedule laid out
14:27 for going
14:29 through title 18 with council
14:32 you know the goal had been to try and do
14:34 it by the end of the year but with
14:36 budget you know we won't be surprised if
14:39 some of that gets pushed into the first
14:41 quarter
14:42 but we don't know that
14:43 if council's ready we're ready
14:49 well we have reached 5 45 so do we have
14:53 any has anybody joined the call they
14:55 have not
14:57 right then
14:58 seeing none thanks for all of the
15:00 updates um thank you again
15:03 richard sowa for your service it has
15:05 been a pleasure serving with you um and
15:08 with that we will adjourn this special
15:11 meeting at 5 45
15:13 thank you very much everybody everyone
15:16 see you in a while thanks
15:18 bye
15:31 you
