0:21 February 10th I'm acting initially as
0:24 the facilitator to help us with our
0:25 first item on the agenda which is to
0:28 elect a temporary chair for this
0:29 evenings meeting since our chair and our
0:32 Vice Chair had conflicts this evening so
0:35 we'll open the nominations for a chair
0:37 from commissioners here this evening I
0:40 would like to nominate Commissioner Mike
0:42 Brennan as chairman Pro Tem for
0:44 tonight's proceedings second any other
0:47 nominations I nominate as well you can
0:53 see where this is going
0:54 all those in favor of electing my friend
0:59 as the chair for the evening say aye
1:02 aye opposed thank you moving on then we
1:08 will first order of business is to take
1:10 care of our meeting minutes from the
1:12 January 15th meeting has everybody had
1:15 an opportunity to review the minutes any
1:18 comments or Corrections on the meeting
1:21 minutes
1:22 no no seeing none and we will adopt
1:26 those minutes by consensus so the main
1:31 item on the agenda this evening is the
1:33 continuing public hearing for the site
1:35 development permit for middle school
1:37 number six at talus this is a
1:40 continuation of hearing that started in
1:44 on January 15th tonight we will hear
1:48 from staff and information from the
1:50 response memo an opportunity for the
1:53 district to provide any additional input
1:55 on the response and then we will have an
1:58 opportunity for the public to comment if
2:00 any members of the public are here this
2:01 evening that would like to comment there
2:03 is a sign-up sheets on the podium so
2:07 please sign up in advance and then when
2:09 you do approach the podium please state
2:12 your name and address if you wish for
2:14 the record so with that turn it over to
2:17 miss Loman
2:24 I'm a manager I'm going to start with
2:26 our quasi-judicial examination as this
2:35 needs is a quasi-judicial permit we need
2:38 to have proceedings which both are fair
2:41 and appear fair that means we use both
2:44 procedural due process and substantive
2:46 due process procedural due process means
2:49 we follow a certain process and we focus
2:52 on decision makers relationship with the
2:55 applicant substantive due process means
2:58 we base our decisions on adopted
3:01 regulations if you would read through
3:04 the questions on your monitors and then
3:06 I'll ask you for your responses in a
3:08 moment
3:23 how many answer no to all the questions
3:26 I do okay great and then part of a
3:33 quasi-judicial matter is that all
3:35 decisions are based on a record that's
3:38 made in the public any contacts related
3:41 to this permit that take place outside
3:43 of this public setting we need to
3:47 discuss those that's interesting
3:54 have you had any discussions outside of
3:58 the public hearing no thank you
4:02 does the applicant wish to challenge any
4:05 of the commissioners participation okay
4:09 great thank you
4:26 good evening i'm katie cody planning
4:29 consultant with the city of Issaquah i
4:30 will be joined shortly by member from
4:33 the applicants team and we have a
4:35 presentation to go through in response
4:37 to the questions and comments brought up
4:38 at the first development mission mean
4:41 just to refresh everyone's memory we've
4:44 undergone a public process this is a
4:47 level 3 quasi-judicial permit we last
4:51 met in January at the January 15th
4:53 public hearing the first portion
4:55 tonight's February 10th the second
4:57 portion oh I also wanted to mention that
5:01 SEPA has been issued on this permit and
5:03 that the mitigated determination on
5:06 significance was included in your packet
5:08 and the school district is the CEPA lead
5:10 for this so they'll addressed SEPA as
5:13 part of this presentation so just to
5:17 remind everyone of the vicinity of the
5:20 project this is a undeveloped site at
5:22 the talus community it's located on
5:25 talus Drive off of SR 900 the proposal
5:30 includes a middle school and associated
5:34 athletic facilities a two-level parking
5:37 garage a bus loop a passenger drop-off
5:41 loop loop and an emergency access as
5:45 well as a trail on the southern part of
5:48 the site that will be open for community
5:51 use
5:54 and turn it over to the school district
5:56 to address Seba thank you my name is
6:00 Rebecca Bay back with Integris
6:01 architecture I'm gonna walk through a
6:03 couple of items in tandem here so the
6:07 CEPA decision was issued there were some
6:10 proposed mitigation conditions that
6:12 align with conditions of the site
6:13 development permit and they include
6:16 categories around erosion and sediment
6:18 control air quality stormwater plants
6:21 and animals noise lighting and
6:23 transportation the regarding noise is
6:30 quest school district proposes a
6:32 revision to condition condition number
6:34 Part C to align with the CEPA conditions
6:38 four and five under noise this was not
6:40 included in the briefing response memo
6:43 and what includes is prohibiting the
6:47 installation of permanent speakers and
6:50 allowing portable speakers in bullhorns
6:52 for school operations for example fire
6:55 drills and track meets and it would be
6:58 school sponsored events only any third
7:02 party or community users would be
7:04 prohibited from using portable speakers
7:06 or bullhorns and it would be signed
7:08 appropriately to note this prohibition
7:10 so I wanted to point out that this
7:15 revision to this is a revision to as
7:20 site development permit condition and
7:22 this was not included in the briefing
7:24 response memo so this is the first time
7:25 you'll be hearing about it so if you do
7:28 agree with this revised condition we
7:31 would need to make that part of the any
7:33 eventual motion for approval just to
7:36 highlight that procedural step
7:43 the next item was responding to a
7:46 question about the signal design and the
7:49 movements through the intersection the
7:52 signal Design Concepts allows for full
7:55 access
7:57 so the arrow doesn't quite work there
8:01 goes so the signal design allows for
8:05 right and left out of our site and for
8:09 left turn on to the site and right turn
8:12 on to our site the specific dimensions
8:15 will be reviewed later with the site
8:17 work permit but I just wanted to
8:19 highlight what the signal will allow for
8:22 the traffic flow on the site and then
8:28 there was also a question about what can
8:31 be done to prevent excessive speeding
8:33 along talus Drive we talked a bit about
8:36 this on the 15th the new conditions of
8:39 approval that have been proposed is
8:40 reduced school speed zone signage and
8:43 radar speed signs and speed study to
8:46 evaluate those impacts so this is new
8:53 proposed condition numbers 42 and 43 so
8:58 I'm going to go back to 42 essentially
9:01 we are asking for I won't repeat what
9:05 Rebecca said but our traffic engineer is
9:07 here tonight if we wanted to discuss
9:09 these conditions in further detail but
9:12 the basics are that speed flashing
9:16 beacons and radar will be required and
9:18 then we'll monitor the situation for two
9:20 years and after two years ask the school
9:24 district to compare the speeds to the
9:28 the current baseline speed to see if
9:30 additional measures are needed
9:35 another question that was asked was
9:37 about the entry to the bus loop work and
9:41 how the sidewalk and whether the
9:43 sidewalk would be at a constant grade
9:45 yes it will be and specific details will
9:48 be reviewed with our site work permit so
9:51 there's no change to the proposed
9:52 approved conditions and the bus loop can
9:54 meet the proposed condition number 12
10:04 and then there was a question about
10:07 whether falcon weight could be widened
10:09 with 11 foot lanes a limited portion of
10:13 the travel lanes between talus drive and
10:14 the bus loop entrance will be widened
10:16 through an administrative adjustment of
10:18 standards issued on the 31st of January
10:21 and you can highlight the conclusion
10:24 there and then their other question was
10:31 what are the impacts of this project on
10:33 the intersection what is the expected
10:34 delay or change in level of service the
10:37 traffic impact analysis found that the
10:39 project would add some peak hour delay
10:41 but would not change the overall level
10:44 of service the intersection operation
10:47 will be monitored by approval approval
10:49 condition number one and again our
10:52 traffic engineer is here if we want to
10:54 get into more detail on that
11:00 the next item was about how can drivers
11:02 be prevented from dropping students off
11:04 in an inappropriate places along talis
11:07 drive or on Falcon Way the site work
11:10 permit will be reviewed for potential to
11:12 address this issue we will be providing
11:15 no stopping or sanding signage that can
11:17 be installed if monitoring shows it's
11:19 needed a long talis drive or Falcon Way
11:22 and then there's a revised condition
11:24 that notes that
11:27 additionally the STP was based on the
11:28 model performance of the school for the
11:30 number of aspects including traffic l OS
11:33 traffic operations of the access control
11:36 on site queuing and stacking on site
11:39 parking quantities as indicated by an on
11:42 and off street parking as well as
11:44 stopping and standing on surrounding
11:45 streets on an off-site special event
11:49 parking procedures and off-site queuing
11:51 on talus Drive the next question was
11:56 would the drivers be able to make a
11:58 u-turn at the internal road to avoid
12:00 having to drive the whole loop and the
12:04 u-turns will be prohibited
12:05 there'll be no u-turn signage that can
12:08 be provided and then the school district
12:11 will have flaggers present during
12:12 pick-up and drop-off that they'll be
12:14 monitoring driver behavior those times
12:21 there was a question about what is the
12:23 plan for people to cross between the
12:24 parking garage and and the building what
12:26 traffic calming measures are proposed on
12:29 the entry road so as this graphic
12:31 indicates there is a change in color and
12:34 texture and there will be a raised cross
12:37 work from the garage to the main entry a
12:39 crossing guard during pick-up and
12:42 drop-off will also be on site in this
12:45 area another quick question was will the
12:50 10-foot sidewalk from talus way onto the
12:53 site be divided to show bicycle and
12:55 pedestrian areas this is the blue
12:58 sidewalk here typical of multi-use
13:01 sidewalks sharing will be first managed
13:03 through family communication signage and
13:06 on-site staff enforcement pavement
13:09 marking could be added in the future if
13:11 warranted the anticipation is that
13:14 they'll be supervision
13:15 at this point on the site what is the
13:22 typical morning bus queue of Telus Drive
13:25 left turn lane to Falcon Way with such a
13:28 short left turn lane while buses stick
13:30 into the through Lane is it possible
13:32 drivers may not let the buses turn onto
13:35 Falcon the typical queue is one or two
13:38 buses which will not interfere fear with
13:41 120 foot left turn lane they'll be do
13:44 not block pavement markings and signage
13:46 will be installed at the talus falcon
13:48 intersection and its quest old school
13:51 district can manage timing of bus
13:52 arrivals if impacts are observed after
13:55 the school opens
13:57 is there a possibility that buses could
14:00 slide downhill if they have to stop on a
14:02 hill during icy or snowy weather the
14:04 buses come equipped with chains for
14:06 inclement weather and the school School
14:08 District has established a weather
14:09 monitoring procedure and the buses will
14:13 be stored off-site thus the conclusion
14:15 is no change to the improved approval
14:18 conditions how does the site plan
14:25 encourage use of school buses rather
14:27 than private cars what connect with
14:29 school district do to encourage bus
14:30 ridership separation of bus loop from
14:33 vehicular traffic so we got them in
14:36 different levels pedestrian bridge leads
14:38 directly from the coverage shelter to
14:39 the school building and the service to
14:42 talas beyond the standard one-mile
14:44 radius so typically students that were
14:48 within one-mile radius would need to
14:49 walk but in for this school on this site
14:52 we will be providing bus service to
14:55 talas and there will be incentives for
14:57 students who ride the bus there was a
15:01 question about what should we provide
15:02 can we provide more information about
15:03 the proportion of bus ridership
15:05 anticipated for students coming from
15:07 Tallis the district shall maintain bus
15:10 service to the Tallis neighborhood to
15:11 serve the approximately 10% of students
15:13 coming from that community that's our
15:15 best understanding of the population
15:17 thus there's no change to the proposed
15:20 approval conditions
15:25 emergency and weather concerns what is
15:28 the building evacuation plan so the
15:31 yellow highlight across the elevation of
15:34 the building indicates where the third
15:36 floor is which is directly accessible
15:39 off of the entry Drive area so even
15:45 though it's a five storey building
15:46 you're going to stories there's my mouse
15:50 there's two stories above that yellow
15:53 line and then two stories below so we
15:55 basically set the building into the
15:57 grade to allow for ease of evacuation
16:01 the sequal school district is also
16:04 developing evacuation routes with East
16:06 Side Fire and Rescue question on how
16:10 would we be transporting students to SR
16:12 900 work during inclement weather how
16:15 and where will students be transported
16:17 to and from school during snow and icy
16:19 conditions ISD has several schools
16:23 located on hills and has established a
16:25 monitoring policy for inclement weather
16:26 thus there's no change to the proposed
16:29 approval conditions there were some
16:35 questions at the last meeting about
16:36 whether or not a second exit from the
16:40 talus community was possible or
16:42 considered and regardless of this
16:46 project the city did look at the
16:48 potential to to make a second exit
16:52 through the bergsma property but that
16:54 was decided to be designated as open
16:57 space which meant that the only existing
17:01 second access is a limited use access
17:03 james bush road called james bush road
17:06 which is not open for normal use but can
17:10 be used used in an emergency and for the
17:14 school project in particular is d looked
17:17 at the potential of adding a second
17:19 access point directly onto sr 900 but
17:23 the topography of the area and the
17:25 location of the site precluded that it's
17:28 not actually adjacent to
17:31 and it was impossible to get the
17:33 easements needed to make that connection
17:38 right so here's the James Bush Road I
17:40 mentioned the emergency exit possibility
17:44 another possible scenario if there were
17:47 an emergency where a large amount of
17:52 people our students needed to be
17:53 evacuated the city could have the police
17:56 department change talis drive to one way
17:59 out to facilitate quicker moving of
18:02 people provide additional information on
18:12 the strategies ISD will use to manage
18:14 events where parking is insufficient to
18:16 meet demand
18:17 how will negative impacts to neighboring
18:19 streets be avoided so the drivers will
18:22 be required to request a parking pass
18:24 for events with potential for parking
18:26 over spill they'll be up to one hundred
18:28 and sixty two onsite passes that may be
18:31 issued all others will be issued offsite
18:34 passes with designated shuttle service
18:36 to the school site additional strategies
18:39 are under consideration so there's no
18:41 change the proposed approval conditions
18:47 which other schools have used shuttle
18:49 service and how has it worked for them
18:51 can parking be allowed on the field most
18:54 ISD schools have used an occasional
18:56 shuttle service with success and parking
18:59 on the field was considered but it was
19:01 deemed infeasible can special events
19:05 like eighth-grade commencement be
19:06 shifted to after-school or evening hours
19:09 potentially each year the school
19:11 community decides what time to hold the
19:13 eighth grade commencement conclusion no
19:17 change to proposed approval conditions
19:21 special event parking strategies how and
19:24 when can the parking along the bus and
19:26 passenger loops be used for event
19:28 parking during evenings and weekends
19:31 outside of school operating hours
19:33 they'll be able to use that area so just
19:35 to remind everyone these the yellow box
19:38 are the temporary spaces that we're
19:40 talking about
19:42 conclusion no changed proposed approval
19:45 conditions as referenced in condition
19:48 number 7
19:55 in response to a commissioners comment
19:57 we've revised condition 20 to add a
20:01 reporting requirement and to require
20:05 that the parking management plan the
20:07 approved with the building permit not
20:09 later on at the certificate of occupancy
20:11 time how will students be prevented from
20:20 throwing things off of the pedestrian
20:23 bridge when students cross the bridge
20:25 during wet or icy condition conditions
20:27 how far how well their safety be ensured
20:29 will it be covered if it isn't covered
20:32 with the slope cause problems provide
20:35 more information about the bridge so the
20:38 bridge that we're talking about just to
20:39 make sure everybody's looking in the
20:40 same place will be reviewed 488
20:43 compliance during construction permit
20:45 review the bridge will be treated like
20:47 other sidewalks on the school site
20:49 including de-icing walking surfaces and
20:52 a camera will monitor activities on the
20:56 bridge there is a covered bus shelter at
20:59 this end of the bridge that the school
21:01 will have the ability to secure access
21:04 onto the bridge
21:09 is it considered a skybridge Persei DDS
21:13 standards so the central standards do
21:19 have a definition for skybridge and they
21:21 also have a definition for a pedestrian
21:23 bridge and when we read both of those it
21:26 was pretty clear that this is a
21:27 pedestrian bridge not a sky bridge in an
21:30 in pedestrian bridge that is defined as
21:33 an open-air structure that potentially
21:35 could incorporate weather protection at
21:37 least one level above the street
21:39 pedestrian bridges function as an aerial
21:41 crosswalk so although weather protection
21:45 could be incorporated it's not required
21:48 of a pedestrian bridge and the standards
21:53 for a sky bridge don't apply here
21:59 loading service area please provide more
22:02 information on the service loading dock
22:04 area what will ensure safety and an
22:06 attractive pedestrian realm what kind of
22:09 doors will be used is the walk narrowed
22:12 along the loading area I'm getting my
22:16 arrow here ok a rollup door rolling gate
22:18 or similar will be added to enclose the
22:20 service area along the sidewalk the
22:23 sidewalk will be differentiated from the
22:25 service yard from the service yard
22:29 paving all along this edge here so
22:30 that's what that striping indicates and
22:32 the sidewalk is 6 feet wide it does not
22:35 narrow in this area so it's the same
22:37 width here as it continues around to the
22:39 entry Plaza screening is added to the
22:42 north wall to provide visibility and
22:45 you'll see that when we look at the
22:48 building design
22:51 loading service area please specify the
22:54 timing of deliveries during peak pick-up
22:56 and drop-off times deliveries are to be
22:58 scheduled so as not to occur
23:00 approximately 15 minutes before the
23:02 morning drop-off or 30 minutes after the
23:05 morning drop-off and 30 minutes before
23:07 the afternoon pickup in 15 minutes after
23:10 the afternoon pickup it's the staff you
23:14 want to sure so we're still reviewing
23:17 the specifics of the loading area
23:20 we've we're happy to see the change in
23:23 moving the door further out so that it's
23:25 closer to the sidewalk to cover and
23:28 shield more of that area so at the
23:32 conceptual level we felt like it was
23:34 appropriate to move forward and we'll
23:35 continue working with the construction
23:37 permits I'm getting the details hammered
23:39 in sure so just again to reiterate the
23:47 difference in roles between the
23:49 architectural review committee at Dallas
23:51 and the city and the development
23:52 Commission in reviewing the building
23:55 design the AR see it's their purview to
23:58 review anything having to do with
24:00 aesthetics materials choices colors
24:02 building styles and sight features such
24:05 as fences and railings as well as
24:08 landscaping and specifically one of the
24:13 commissioners asked about whose purview
24:17 roof modulation and walls would or
24:20 building walls and roof lines would be
24:21 and the AR si has the authority to
24:26 request changes or approve roof lines
24:29 and shapes of walls the city would look
24:32 at structural considerations for the
24:35 walls and wall height as well as wall
24:37 screening and whereas the the AR see can
24:43 select a specific design approach the
24:46 city still has the overall approval for
24:48 the building the structural design and
24:50 the and the building permit the building
24:53 code elements
25:01 so how much weather protection will be
25:03 provided at the entries to the school
25:05 will bicycle parking be covered so
25:08 they'll be a large canopy protecting the
25:10 entrance to the school building and
25:11 they'll be covered waiting area near the
25:13 entrance bicycle parking will be located
25:16 in the two-story parking garage and it
25:18 will be fully covered so there's no
25:21 change to the proposed approval
25:22 conditions
25:26 so we were asked a few questions about
25:28 building design given the prominent
25:31 position at the entrance to the Tallis
25:33 community how will the school enhance
25:36 the Gateway so as we remember the
25:38 fountain is kind of hard to see but it's
25:41 off to the left here and so we've got
25:43 four images that show in the wintertime
25:45 so the trees are not foliated just
25:49 showing how the evergreens evolve over
25:51 time so here's before the planting
25:55 installation and our middle schools off
25:58 to the right here and then we have our
26:00 anticipated expression of that planting
26:03 at one year and then what is that
26:06 planting going to look like at five
26:08 years and then at ten
26:14 and then thinking about the experience
26:18 along talis drive again in the
26:20 wintertime just showing what that's
26:24 before the planting installation begins
26:27 you can see the planting F at one year
26:31 and then five years in and then
26:36 approximately what it look like at ten
26:38 years the cars never change
26:43 next item we wanted to follow up on was
26:46 what is the what could the blank wall
26:49 treatment what would that look like the
26:51 blank wall that we're talking about on
26:53 the North East elevation was identified
26:55 with this grey area right here within
26:58 this red box we looked at a proposal
27:03 adding some windows and some of the the
27:06 would like paneling along in between
27:09 those windows extending the gray siding
27:11 and then we're also looking at an
27:15 evolution of that idea of having that
27:17 gray siding but actually bringing the
27:19 light gray siding around which is our
27:22 current proposal for that blank wall
27:24 treatment
27:26 just to show you our evolution of
27:28 thinking the other blank wall treatment
27:33 that we were looking at opportunities
27:36 for was actually just below that covered
27:40 or sorry not the covered walkway we've
27:42 got our covered bus shelter here in our
27:44 pedestrian bridge and then the wall that
27:47 was screening the area where the
27:49 dumpsters and the service trucks might
27:50 be parked and so what we're proposing is
27:54 to add some metal mesh screening and
27:56 reducing the height of that wall to
27:59 break down the expression of that blank
28:02 wall
28:04 and the last blank while I wanted to
28:08 touch on was the concrete wall just
28:11 below the doors coming out of the
28:13 gymnasium a to the field area its
28:16 identified within this red square and
28:17 we're proposing an opportunity for some
28:21 wall treatment there once the school is
28:23 named I can see it being the school name
28:25 not just Issaquah question about
28:32 environmental components and sustainable
28:35 attributes of the building what
28:37 sustainability measures will ISD
28:39 undertake to reduce the energy use in
28:42 our carbon footprint for this project we
28:45 are required to be compliant with the
28:47 Washington sustainable schools protocol
28:49 will be providing quality day lighting
28:52 at using LED lighting in the building
28:56 will have operable windows we have a
28:58 very efficient mechanical system we're
29:00 doing low-flow plumbing fixtures to
29:03 reduce our water usage we're taking care
29:06 to specify recycled materials and using
29:08 native landscaping is there an
29:12 opportunity to install solar panels
29:14 solar panels will not be installed on
29:16 this project
29:17 I lost my slide here solar panels will
29:22 not be installed but ISD participates in
29:24 PSC's green direct program to purchase a
29:26 hundred percent renewable electricity
29:28 from solar and wind farms conclusion is
29:32 no change to proposed approval
29:34 conditions
29:37 next question was about logistics and
29:39 whether any portable class where
29:41 classrooms were proposed no while a
29:45 possible location for building expansion
29:47 has been identified further review would
29:49 be required if ISD decided to pursue
29:52 expansion other question was what are
29:56 the arrival and dismissal times typical
29:58 ISD schedule for all Middle School's in
30:01 2019 2020 school year are listed below
30:05 with our typical bus arrival time on
30:08 Monday Tuesday Thursday and Friday being
30:10 slightly different than on Wednesday
30:12 where we have a late start the start
30:14 times at 8:10 and 10:20 respectively and
30:18 dismissal at 2:35 and 3:30 buses are
30:22 typically on the road shortly after
30:24 around 242 and 337 how and when can the
30:32 public use the track and field area so
30:34 the field will be fenced and gated the
30:37 neighborhood residents can request a

30:41 daylight non-school hours when there are
30:44 not other activities scheduled the track
30:47 and field can also be rented out in
30:49 which case renters have precedence over
30:51 other users conclusion is no change to
30:55 the proposed approval conditions

31:02 long-term landscape maintenance plan is
31:04 d employees full-time maintenance staff
31:06 there's a two-year plant establishment
31:08 service that'll come with the new
31:10 building and they'll work with the
31:12 community to meet their expectations

31:17 tree be landscaped which I realize the
31:19 term maybe not everybody knew but it's
31:21 this area right here yes with review by
31:24 the city and the AR C plantings will
31:26 work within sight distance limitations
31:29 and there is no change to the proposed
31:32 approval conditions
31:37 what is the roof treatment of the garage
31:40 what is the vertical side treatment well
31:42 headlights be addressed so we will have
31:45 landscape planters and architectural
31:46 trellis on the rooftop the perimeter of
31:49 the parking garage will be heavily
31:51 landscaped and the vertical side
31:54 treatment is masonry and metal screening
31:56 headlights will be concealed with an
31:59 opaque barrier the conclusion was
32:02 additional materials appear to
32:03 demonstrate compliance with screening
32:05 requirements and compliance with
32:06 regulations will be reviewed with our
32:08 construction permits
32:13 lighting please provide additional
32:15 information on potential impacts of the
32:18 track-and-field lighting to off-site
32:19 properties areas above or level with the
32:23 field are they unlikely to are unlikely
32:25 to experience glare lights and their
32:28 visors will be adjusted if areas below
32:30 the field experience glare lights can be
32:32 dimmed to 25% during community events so
32:36 there's a couple diagrams that that
32:38 speak to that so additional information
32:45 on potential impacts of the
32:46 track-and-field lighting to the off-site
32:47 properties so one thing we wanted to
32:53 make sure to address is that the field
32:56 lighting can be adjusted and so we are
32:59 proposing a new condition that that the
33:03 city and the school district will work
33:05 together to make sure that one when the
33:07 lights are installed that any
33:09 adjustments that are needed to prevent
33:11 impact so drivers will be made after
33:14 installation based on an on a work with
33:17 one of the installers representatives
33:20 and then we also wanted to request a
33:23 revision to the condition on the timing
33:27 of lighting the Parks Department
33:29 contacted DSD and asked if we could
33:32 possibly move the lighting a bit later
33:35 in order to allow two rotations of their
33:39 field use after the school hours are
33:41 done so their typical blocks of time I
33:45 think are about two hours so pushing it
33:47 back to 9:15 would allow two different
33:50 users to use the field back-to-back on a
33:53 given night and and also to add an
33:58 exception for community events like the
34:02 Relay for Life that go into late hours
34:04 that the field could be lit if the
34:08 lighting is dimmed down to very low
34:10 levels just in order to provide safety
34:13 but not the high level that you would
34:15 need for visibility of a sporting event
34:20 I'll do this one again so there's a
34:22 question about how the establishment of
34:24 a separate tract for the trail would
34:26 help the project meet the FA our
34:28 requirements essentially we would be
34:32 proposing a new parcel that would that
34:36 would include all of the all of the
34:39 trail and landscaping around it and the
34:42 grading needed to make that happen and
34:44 that would not be included in the parcel
34:46 for the school project because the trail
34:48 parcel would be serving more of a public
34:51 service in a public good
34:53 as a community facility and that helps
34:56 the that helps to really focus in on the
34:59 amount of land being used by the
35:02 proposed project which is the intent of
35:06 how the FA our requirements were meant
35:08 to be applied
35:10 so this is the condition that there
35:16 requires establishing that separate
35:18 attractive land there was a question
35:26 about why is the trail connection from
35:28 the community trail into the site
35:30 through the loop rather than along the
35:32 edge so if we were to do it along the
35:36 edge which is the yellow line there's
35:38 insufficient space to accommodate the
35:40 sidewalk given the site topography and
35:42 required retaining walls the connection
35:45 through the drop-off loop is the most
35:47 direct way to connect the trail to the
35:48 field so that's highlighted in blue
35:50 there's no change to the approved
35:53 conditions there's a question about
35:57 signage and when signs would be reviewed
36:01 signage is typically done at the toward
36:04 the end of the permitting a project
36:07 and it'll be regulated from the central
36:09 standards chapter 9 and there will be
36:11 separate signed permits that the
36:13 applicant will request from the city
36:20 there was also a question about
36:22 construction management and any
36:23 additional details that we could provide
36:26 so ISD will develop a construction
36:29 management plan as part of the site work
36:30 and building permits for review and
36:32 approval by the city during construction
36:35 ISD will keep community informed through
36:38 signage and regular construction updates
36:41 construction hours will be Monday
36:43 through Friday 7 a.m. to 6 p.m. except
36:45 on holidays unless an expanded work
36:48 hours permit has been granted for
36:49 Saturday work all construction worker
36:53 parking material equipment lay down
36:55 areas will be on site throughout
36:57 construction so that's the end of our

37:56 my public comments okay you got those
37:58 I'd be glad to you know address any of
38:01 those specifically I won't go over them
38:02 but I am a little bit concerned about
38:05 some of the statements made tonight as a
38:07 blanket statement and would like to see
38:09 some conditions as I said in my public
38:11 comments put on some of those conditions
38:14 also concerned about the unload and
38:17 loading of the buses and the fact that
38:19 it stated that the buses will be
38:21 staggering in I don't really see how
38:23 that's physically possible you know
38:25 given traffic and everything else just
38:27 stagger buses in to a site but then even
38:31 that being so said I don't see how the
38:34 math adds up on having the two rows of
38:37 buses in there to unload while you're
38:41 still have buses coming in and having
38:43 buses coming in and going out the same
38:46 close proximity of 33 feet I think is
38:49 not doable when you figure the size of a
38:52 bus and I gave you the dimensions on the
38:55 buses there thank you thank you
38:59 any other comments this evening seeing
39:06 none then we'll close the public comment

39:11 now to Commissioners any questions that
39:13 you have for the applicant or staff yes
39:18 mr. chairman I was pleased to see the
39:21 new proposed conditions 42 and 43
39:24 regarding speed on Telus Drive that's
39:26 great I think those are effective
39:28 measures to deal with that I do have two
39:32 issues with this project first has to do
39:36 with the loading and service area last
39:39 meeting I believe you may recall the
39:41 Commissioner Morgan observed that
39:43 usually when proposals come before us
39:45 that area is toward the rear of the
39:47 building and Syd's in 11 dot
39:50 five also prefers areas of that kind to
39:54 be in the rear of the building it looks
39:57 as though now we have a new single
40:00 roll-up door proposed to shelter that
40:04 area and their questions about that both
40:07 structurally and in terms of how trucks
40:10 are going to turn in that area as well
40:13 on the north side wall it sounds as
40:15 though that wall has been opened and
40:19 some screening added there and it looks
40:21 as though neither the screening nor the
40:24 visibility for the drivers really its
40:26 optimum so my feeling is this is looks
40:30 kind of like still a work in progress
40:33 I guess my question is that early in the
40:36 design of this site and I guess this is
40:39 for the architect was the southeast
40:42 corner of the building considered for
40:44 this facility the access would be
40:47 through the emergency slash service road
40:49 to that and if that was considered why
40:52 wasn't that chosen as an option
40:59 thank you
41:01 yeah we looked at a variety of ways to
41:04 service this building and as we're
41:07 looking at locating service area not
41:09 only are we looking at getting trust
41:10 trucks in safely to service the building
41:13 and trash out but we're also looking at
41:16 what are the safe pathways for them on a
41:19 regular basis to be coming going on the
41:21 site in looking at the this side of the
41:26 building because the students will be
41:29 flowing on a regular basis from the
41:31 gymnasium out to the track we're very
41:34 limited in the areas in that for service
41:37 so if we look at the size of this
41:40 service area and as we keep in mind the
41:43 the turning radiuses that are required
41:46 for the truck there is not space for
41:49 that in this portion of the site but it
41:52 was considered it was just not feasible
41:55 so that is on level three of the
41:59 building correct the service area the
42:01 service area is at level three yes
42:03 if I look at the plan on level three
42:06 there I think there's an area back nad
42:08 building is called the platform yes
42:11 right is that a stage that is the stage
42:14 yet it's the stage in a choir classroom
42:16 mm-hmm so there was an idea of not
42:20 having a stage area located there but
42:23 maybe on the left side instead of that
42:25 service area redesigned this but I'm
42:30 looking at I see a potential area here
42:33 we've got 12 year old students and 12
42:35 ton garbage trucks in proximity you know
42:38 I'm trying to get a sense of how this is
42:40 a safe situation yes so the school
42:42 district and the the nice thing is the
42:44 school district has the ability to
42:46 control when those trucks are coming to
42:48 and from the site and I'm really very
42:51 there's my arrow and they are not
42:54 allowing students to be outside the
42:56 building once the school day has started
42:58 so the flow of students out side to the
43:01 field and to the covered play is all
43:03 going to be managed on this side of the
43:05 building so they're completely separated
43:07 from where those trucks will be when
43:09 they need to service the building the
43:11 platform area that you indicated over
43:13 here is actually two stories up from the
43:16 drive over on this side and so that's
43:20 why there wasn't it wasn't feasible to
43:22 consider putting it on this location and
43:24 the opposite side of the cafeteria
43:26 Commons is where our kitchen is which
43:28 wanted to be close to where the service
43:30 comes into the building so in trying to
43:33 address the needs to service the kitchen
43:36 as well as getting the trash out of the
43:38 building we really were limited on
43:41 options on where that could be okay so
43:42 that emergency service drive is really
43:45 on a lower level it's actually lower
43:48 than the gymnasium which is underneath
43:50 the cafeteria comments okay and I
43:52 noticed that the time for delivery in
43:59 that area a condition 18 suggests a
44:02 half-hour buffer and each side of the
44:04 start of day and the end of the Student
44:06 Activity that's been shortened to 15
44:08 minutes instead of half an hour versus
44:11 the condition suggestion so are we
44:14 saying that
44:15 no students at all would be prohibited
44:17 and would be allowed in that area during
44:19 that window yeah in other words
44:23 conditioned eighteens is suggesting half
44:26 an hour before drop-off time correct and
44:28 half an hour after and now it's 15
44:34 minutes right and that recommendation
44:36 came from our middle school team on what
44:39 they observe as far as how quickly
44:40 students exit and their sequence and
44:43 timing of when they arrived I don't know
44:46 if we need to elaborate further if you
44:48 want to state about the administration
44:50 of the building because that's really an
44:51 administration of the building question
44:53 yeah I guess I just like to clarify that
44:55 no students then are going to be moving
44:57 in that area according to building
45:00 policy during the time that we're having
45:02 deliveries going in and out of that
45:04 service area that is the intention is
45:07 that students will not be going through
45:09 pickup and drop off at the time that we
45:10 would have trucks coming to service that
45:12 area okay
45:13 okay okay thanks and my second issue if
45:17 I can just finish with this one is the
45:20 crossing of the passenger loop area down
45:23 there maybe this is a question for staff
45:26 because I understand that staff
45:28 suggested or requested this crossing
45:32 from the trail across the end of the
45:35 passenger loop correct and I guess that
45:39 looks like a very dangerous kind of
45:41 crossing hazardous crossing there I'm
45:43 seeing their cars coming around a corner
45:45 there and there may be I guess students
45:48 hustling across that little loop maybe
45:51 in inclement weather at a certain time
45:53 of day I guess I wonder it seems as
45:57 though there's no change at all to the
46:00 condition there so I'm wondering really
46:02 what the requirement for that crossing
46:04 is do we anticipate significant foot
46:08 traffic accessing the school threw that
46:10 off that trail my understanding is that
46:14 the trail access or the access from this
46:16 trail down to this crosswalk would be
46:18 those who want to access the field
46:19 outside of school hours it's not
46:21 anticipated that we're going to have a
46:23 large number of students that are using
46:25 the trail as an access way to the school
46:28 would that be outside of normal pick-up
46:31 and drop-off times when cars would be
46:33 using that balloon then yeah
46:34 track-and-field would not be available
46:36 for public access and less school and
46:39 school associated activities were not in
46:41 session or anything that was rented on
46:44 the site but for activities cars would
46:47 still be able to come down there and
46:48 park in that area right because is that
46:50 open or overflow parking during
46:53 non-school hours or was that I believe
46:56 ours with token in there so my
46:59 understanding would be that the loop
47:02 near where the arrow is shown on the
47:04 screen right now is not parking is just
47:08 the function of turning around I I think
47:14 that the right so the striped stalls
47:18 where the arrow is right now there would
47:20 be parking there but not around the
47:26 actual loop right I would still be
47:28 coming in there to access those spaces
47:30 so yes and so I think it would be
47:32 necessary as we review the actual
47:37 landscape plan to look at good sight
47:41 lines some of those trees may not sorry
47:45 sorry I'm just not sure of that loop and
47:54 the pedestrian oh yeah yes the one we
47:57 made um
47:59 just cuz I think it'll be easier if we
48:01 can see it more zoomed in
48:09 it's down yeah yeah so part of the I
48:24 mean yes our first choice was the yellow
48:26 path but because the of the grades and
48:31 the wall and the existing stairs there
48:34 was not enough room to get a path and
48:36 fall protection and support along that
48:40 edge the turquoise path or blue path is
48:45 at right angles and we will ensure that
48:49 the sight lines from a cart entering the
48:53 loop are clear for seeing anyone who's
48:58 crossing the concern you raised I think
49:02 it is in fact true that students are
49:05 very unlikely to be using this path to
49:09 access the fields or to more importantly
49:12 access the school in the morning just
49:15 because it's so far out of the way now
49:17 these are middle schoolers but it's so
49:20 hard to say what choices they may make
49:22 but I think that they're going to want
49:25 the most direct path which is going to
49:27 be from Tallis Drive or through the bus
49:32 loop over the skybridge right so our
49:35 feeling then is that it's still
49:37 necessary to have that access at all I
49:39 think our concern was that consistent
49:43 with code some kind of connection from
49:46 that community trail into the site was
49:49 necessary so we were trying to find a
49:52 way to do it that would provide good
49:56 sight lines and connection I think if we
50:00 eliminated the path we might have people
50:03 bushwhacking their own Trail that may
50:05 not have the kinds of sight lines we
50:07 that it would need to have okay I wonder
50:10 if we could consider something like a
50:12 push button to cross or something like
50:14 that and maybe there are flashing lights
50:16 there or something I don't know it just
50:17 strikes me as you know a curious
50:19 potentially hazardous
50:21 part of an otherwise very safe and
50:23 professional design so I agree with that
50:28 comment I think that the roundabout is a
50:30 concern for me as well even a speed bump
50:32 - as you approach that turn might be
50:35 something worth exploring
50:37 but again the previous comment about
50:39 landscaping - that's a that's gonna make
50:41 a play a big factor as well making sure
50:42 that we don't play anything too high to
50:45 not obstruct that that sight line Eddy
50:49 curiosity the the path as you're teeing
50:54 off and entering the blue is there a
50:57 reason why that connection was not
50:59 located further west so that it's more
51:02 of a straight line is it because of
51:05 grades so that you're crossing more at a
51:08 better line of sight I should say verse
51:11 kind of that odd angle yeah we were
51:14 trying to minimize the amount of area
51:17 that you were crossing um where vehicles
51:19 were and - as we're trying to maximize
51:23 parking on the site we wanted to have
51:26 overlap with the ad a access area for
51:30 that parking as well as right eyes yeah
51:32 yes okay typically you like those things
51:35 that right angles I mean partly I think
51:39 for the point that Rebecca makes that
51:41 it's shorter I don't know if our
51:45 engineers want to speak

52:03 with a consultant called the Transpo
52:05 group and we're here representing the
52:06 city of Vista qua and we've been we've
52:08 been reviewing and working on behalf of
52:11 the city and reviewing the design of the
52:12 traffic and transportation elements in
52:15 regards to this particular crossing
52:19 location I'd say that you know I think
52:23 as we all recognize that it might not be
52:26 ideal in terms of how you you cross I
52:29 think the things that we look at are
52:31 really the conditions and the
52:33 circumstances and what we've come to
52:37 understand is really this is going to be
52:39 utilized during those pick-up and
52:40 drop-off timeframes in terms of the
52:43 vehicle operation but the pedestrian
52:46 activity is not necessarily going to be
52:47 during those same time frames and
52:49 furthermore we want to avoid introducing
52:54 facilities and elements that might
52:57 contradict or not be consistent with
53:00 that design of it so you know adding
53:03 things such as flashers and other more
53:06 proactive warning devices we want to be
53:10 very careful about that
53:12 we want to make sure that those those
53:14 types of things are introduced in areas
53:16 where they really are warranted and
53:18 needed we don't want to we don't want to
53:22 get into this situation where it's an
53:24 expectation that every time there is a
53:26 crosswalk or something that that those
53:28 type of things are needed so that's
53:31 that's I think from a city perspective
53:32 we just want to be consistent in how
53:34 we're going about recommending different
53:37 types of pedestrian crossing devices
53:41 thank you appreciate the clarification
53:44 there are other questions from

53:51 back to the question for the applicant
53:52 back to that loading area can you please
53:57 clarify what kind of trucks will be
53:59 going through that is are we talking
54:00 trash like cafeteria delivery
54:03 are we talking short shorter trucks not
54:06 the not the long trailer trucks through
54:10 that area or the deliveries yeah I might
54:14 need your help in telling me the exact
54:16 size of the trucks but there will be
54:17 trash trucks that were contested food
54:20 delivery vehicles obviously at the
54:23 beginning of the school year there tends
54:25 to be more paper products delivered but
54:27 that tends to be when we're loading the
54:28 building before students are on site
54:30 maybe Tom can elaborate Tom Mullins with
54:34 the school district mainly be trash
54:36 trucks garbage trucks in district box
54:38 vans that it won't be tractor trailers I
54:42 don't think tractor trailers would want
54:44 to get caught in that site and that'll
54:46 be warned they'll be signed yeah okay
54:49 thank you just a question about back to
54:54 the design of the loading dock here you
54:56 said you're adding some additional kind
55:00 of mesh to the wall condition is that is
55:03 that you know transparent or open or is
55:07 it is it still solid condition to
55:09 contain odors and etc so we're the
55:17 approach to breaking down that wall
55:21 let's see if I get my arrow back here
55:23 this wall here is very similar to the
55:26 design of the two-story parking garage
55:28 where we have introduced wire mesh and
55:31 in that area it will allow some
55:33 visibility but it does obstruct it it's
55:36 a tighter weave than what you would see
55:39 with a chain-link I don't know the exact
55:41 opacity of that but it will allow views
55:44 I think it's important to keep in mind
55:47 that the this area where the dumpsters
55:51 are is actually backed under cover and
55:55 so which is behind the solid wall so
55:58 that area that we've talked about
56:00 introducing that
56:01 is to break down this solid wall that we
56:04 were showing as not only part of the
56:06 building expression but also to conceal
56:08 if trucks were in that area thank you I
56:14 had a question about this special event
56:17 parking strategies which I think are are
56:20 great and I'm glad they're being
56:22 implemented sooner but the question that
56:26 comes up for me is so if this is a
56:29 shared field in the community can also
56:31 use this field at certain times I would
56:33 imagine there's special events that
56:34 would be scheduled and held there so do
56:37 these special event policies apply to
56:39 community or privately organized events
56:42 what what are the plans for you know 150
56:45 cars pouring into the neighborhood or
56:49 something like that how do you how do
56:51 you handle that and is it just through
56:53 parking and special passes and so when
56:57 you lease the field area they're
56:59 definitely the the school district has
57:01 policies around the rental of their
57:04 facilities the bus area that we've
57:06 identified for event parking another way
57:11 to think of it is when it's pick-up and
57:13 drop-off time and this is designated for
57:15 school use there's no parking but when
57:17 that's not occurring which is likely to
57:19 coincide when you would want to be using
57:21 the if you had rented the field that
57:23 would not be outside of school hours
57:24 that parking would be available okay by
57:28 the same methods passes or the parking
57:33 area is not secure the parking area is
57:35 not secured with a gate or anything so
57:38 it would be managed through signage so
57:41 how would you limit the amount of of
57:44 cars that reasonably come to one of
57:46 these events
57:50 good evening my name is Jason Morris I'm
57:52 the exact director of middle schools for
57:54 the Issaquah School District I think the
57:56 the quickest answer to that question is
57:58 by managing the outside users that are
58:02 allowed to book the field and keeping
58:06 track or at least trying to as closely
58:09 quantify the size of the events of the
58:12 intended user with the size of the
58:14 facility so what I'm hearing is possibly
58:17 input on an event that could be bigger
58:20 than the facility would allow and that
58:23 would be incumbent upon the district
58:24 then to not book events that are going
58:27 to draw that many users to the field so
58:32 I think it's more about connecting the
58:35 right size of events with the facility
58:37 at hand and perhaps an event that's much
58:39 larger would be better suited at a high
58:41 school field that can that can capacity
58:44 more more parking spaces okay that's
58:47 that's exactly what I wanted a thank you
58:51 there are questions for the loading dock
58:55 area would something like at a parking
58:58 garage and the city when you're leaving
58:59 and there's a flashing light or says car
59:02 leaving or something would something
59:03 like that is there that ever done I have
59:09 not seen it done at a school but I mean
59:11 if there is a challenge with conflicting
59:14 use I think that we can add it to our
59:16 list of items that we look to address it
59:22 what's uh what's dictating that the size
59:25 of that garage door seems awfully big
59:28 when I'm looking at an elevation yeah so
59:33 we want to make sure that we can service
59:35 the trucks and the loading that needs to
59:38 occur in that area and so in order for
59:41 them to be able to maneuver for the
59:43 different functions so there will be
59:45 dumpsters they'll be recycling and
59:47 they'll be next to each other
59:49 and so they need to get to the
59:50 appropriate area and there's a loading
59:52 dock and so that width allows the
59:55 vehicle to get to where they need to
59:56 okay so the bins aren't being rolled out
59:58 the trunks are actually going partially

1:00:03 staying or staying under cover so they
1:00:07 are under this area right here and they
1:00:11 are not expected to move from there yeah

1:00:27 you describe similarities to other
1:00:29 schools I mean is that is that the
1:00:31 standard of practice do we have other
1:00:33 schools middle schools with lighted
1:00:34 fields that are you know using the
1:00:38 similar kind of time frame talking about
1:00:41 the lighting yeah so this lighting was a
1:00:43 request from the parks department to
1:00:45 extend that so I don't know if it's been
1:00:46 a request we've addressed on other
1:00:48 fields when we did the middle school
1:00:51 permit we at 8 o'clock ice I think that
1:00:59 was at the request of the Commission
1:01:01 mm-hmm
1:01:02 I believe the Parks Department like
1:01:06 their fields at it Highlands that
1:01:10 they manage I think they go later they
1:01:12 go at least till nine if not ten so I
1:01:15 think that what's being requested for
1:01:17 this location is consistent with or a
1:01:21 little more conservative than what the
1:01:23 parts
1:01:27 question about some of the conditions
1:01:33 real quick some clarifications condition
1:01:39 number 20 and so if you don't need to
1:01:47 get the condition language in front of
1:01:49 you so this was one of the conditions
1:01:55 that was modified but there's and maybe
1:01:57 it's a typo but if you open the good
1:02:01 condition it looks like it's the second
1:02:04 to the last sentence usually the number
1:02:06 again
1:02:06 condition number 20 you're on 28 of 31
1:02:17 so where it starts as ongoing almost at
1:02:25 the bottom eight second to last and just
1:02:28 double checking what the original one
1:02:29 was to see if yeah see right where the

1:04:57 conjunction in the city and the district

1:05:06 we've had discussions I think there is
1:05:09 joint agreement but we just like to
1:05:11 memorialize that in an agreement and
1:05:13 we're just establishing the timing and
1:05:15 commitment right because in the CEPA
1:05:19 document that was provided by the
1:05:20 district they make some statements in
1:05:24 there that only negotiate it looks like
1:05:27 including a specific amount of money or
1:05:29 not to exceed
1:05:32 um we we that's those were the kinds of
1:05:36 things that we were thinking would be in
1:05:37 the letter agreement of and at the time
1:05:40 that we drafted this condition see
1:05:42 behind right so so that that language
1:05:46 allows for continued negotiation on some
1:05:49 of the details of the mitigation that
1:05:51 we're talking about and we're not
1:05:53 necessarily disagreeing with that we
1:05:56 just hadn't planned to put it into the
1:05:58 case okay okay that makes sense and then
1:06:06 there were and this might be a question
1:06:09 for the school district it's kind of
1:06:11 operational it's some of the questions
1:06:13 or concerns expressed by public comment
1:06:16 regarding operations in the bus loading
1:06:19 and unloading can you maybe two two
1:06:21 questions I guess one is what's the
1:06:24 process that you go through to ensure
1:06:26 that people are in responsible for the
1:06:28 operations getting the kids to and from
1:06:31 school safely are involved in reviewing
1:06:33 the design and then can you talk a
1:06:35 little bit about how little actually
1:06:37 what are the logistics of bus arrival
1:06:40 departure and loading and unloading of
1:06:42 the students okay the training Tom
1:06:47 Mullins with the school district
1:06:49 transportation center has has reviewed
1:06:53 the plan some of the concerns that were
1:06:58 brought up for the double stacking we've
1:07:01 done that at other schools and so in the
1:07:06 morning when buses come in they come in
1:07:07 intermittently they will go around the
1:07:09 bus loop they'll line up at the curb
1:07:11 unload and leave so they everybody will
1:07:14 be unloaded at the curb in the afternoon
1:07:18 all the buses come and stack up before
1:07:20 school's out they'll stack up on the
1:07:22 curb then they'll stack up the second
1:07:24 lane and we've done this also it alott
1:07:27 did a few different schools engines off
1:07:32 parking brake on before anybody is
1:07:35 allowed out on out to load onto the
1:07:38 buses so that stops any buses moving
1:07:43 white kids are
1:07:44 in unloading so all the buses load at
1:07:48 the same time and yes
1:07:49 none of the buses leave until all buses
1:07:52 are loaded exactly exactly
1:07:54 okay so then we don't have bus movement
1:07:58 happening while kids are me absolutely
1:08:02 that was so they all leave
1:08:05 simultaneously yes so one part of this
1:08:08 project and I probably should have spoke
1:08:11 up last time a little more is where
1:08:13 there's a the notion that we're gonna
1:08:16 widen that street to 11 feet to
1:08:18 accommodate that traffic but then
1:08:19 there's the curb flares out right it
1:08:22 where you would take a right turn so you
1:08:25 have how many buses leaving at that
1:08:29 moment we've designed the site for 18
1:08:31 okay we with the student population we
1:08:34 we're figuring it's gonna be something
1:08:36 less than that and they're all trying to
1:08:38 take a right turn on what now is you
1:08:42 know with the curb flare going to
1:08:44 prohibit any community members from
1:08:46 taking a left and turning down their
1:08:48 Street if they're coming in it just
1:08:51 seems like a point where a lot of
1:08:53 congestion will so when you say when the
1:08:55 buses are leaving they'll come out of
1:08:57 the drive taker right onto Falcon right
1:08:59 and I think right on to talus seems like
1:09:02 the issue I mean they'll tea and then
1:09:05 they'll take it right on to talus yeah
1:09:07 and who would be in your concern of the
1:09:10 conflict to say I live on the street and
1:09:12 I'm coming down up-up talus and I want
1:09:15 to take a left on the Falcon yeah and
1:09:16 I've got 18 buses stacked up there but
1:09:20 they but you're gonna be on opposite
1:09:21 sides of the road you're gonna be going
1:09:23 southbound they'll be going northbound
1:09:25 you'll just take them yeah single no
1:09:28 they're not all going out in unison side

1:10:56 have Maywood middle school there's 24
1:10:58 buses leaving at the same time same

1:11:02 arterial two-lane arterial and something
1:11:05 go left some go right but it's it takes

1:11:13 on talus drive the buses or is there
1:11:15 only a right as they exit Falcon they
1:11:19 can take a left you can take a look yeah
1:11:21 so those taking a left will back up the

1:12:14 right-of-way so the bus would be waiting
1:12:17 for that car to get through to make a
1:12:18 right on talus or continue straight on
1:12:21 Falcon and then make a right okay we're
1:12:24 also the do not block boxes will occur
1:12:27 at those yes good evening I'm Todd
1:12:34 McBryan with Heffron transportation just
1:12:37 to add a little bit more color to the
1:12:38 discussion so the time frame when we
1:12:42 normally see the string of buses leaving
1:12:44 the site tends to be the afternoon as
1:12:46 Tom was describing after they load them
1:12:48 all up and then they'll leave in unison
1:12:51 one by one in a line and usually when
1:12:54 you have that many buses they can get
1:12:56 out within about a five minute period
1:12:57 depending on their access condition so
1:13:01 part of our analysis as you've probably
1:13:03 seen in our detailed traffic technical
1:13:06 report included traffic counts of Falcon
1:13:08 way so we have a sense of the volume of
1:13:10 traffic in the afternoon the volume of
1:13:12 traffic at 2:15 or between 2:15 and 2:45
1:13:15 is relatively low on Falcon Drive so not
1:13:18 only do they have an alternative way
1:13:20 around but the number of folks actually
1:13:22 trying to make a turn out of Falcon on
1:13:24 to Tallis's is quite small so the number
1:13:27 of cars that might get caught behind
1:13:28 buses should be relatively small for the
1:13:33 morning timeframe part of our analysis
1:13:35 also included multiple counts and
1:13:38 observations of Pacific cascade middle
1:13:41 school and where we could observe a
1:13:43 number of buses arriving we observed
1:13:45 that site because it was similar in size
1:13:49 and had a what we expect to be a similar
1:13:52 bus transportation level making a
1:13:55 transport about 74 percent of their
1:13:56 population by bus
1:13:58 and we expect this to be at least that
1:14:00 high given its its location and what we
1:14:03 see for the bus is arriving in the
1:14:06 morning is that they might arrive to
1:14:09 three to four every five minutes at a
1:14:12 so unlike any afternoon when you might
1:14:14 have 18 buses all leaving at once in the
1:14:16 morning because they're all coming from
1:14:18 different routes throughout the area
1:14:19 they're arriving at different times
1:14:21 throughout that first 20 minutes as
1:14:23 they're getting in so you might see five
1:14:25 or six arrive in a five minute period
1:14:27 but that's why we expect in general
1:14:30 those queues to be relatively small for
1:14:32 entering the site and then getting out
1:14:37 in the afternoon the volumes on both
1:14:39 talus and Falcon are expected to be
1:14:40 lower so even with those buses in the
1:14:42 morning taking a left onto Falcon way
1:14:44 and you've got all the commuters pouring
1:14:46 off of that hill right how are they
1:14:48 really gonna traffic because the traffic
1:14:52 is down stripper the light is downstream
1:14:54 the light is downstream it's not so far
1:14:56 downstream that we wouldn't expect some
1:14:59 queuing to get to the Falcon
1:15:01 intersection which is why we've nets but
1:15:04 recommended for the you know don't walk
1:15:05 the Box section and extra signage to
1:15:08 keep folks from blocking that and so to
1:15:10 the extent that cars are coming down the
1:15:12 talus hill they come to a stop at that
1:15:14 location they'll get excuse me they
1:15:17 leave a gap for the school buses to turn
1:15:19 into or out of depending on the time of
1:15:21 day okay would you like to see the
1:15:23 traffic simulation model that they
1:15:25 prepared we have a cliff we could see
1:15:27 the morning that's movement
1:15:33 you do movies now yeah
1:15:35 there's pictures so this is this is 11
1:15:42 minutes in you might might notice by the
1:15:45 minute but this is at the 11 or 12
1:15:47 minute mark from this 725 to 5 755 time
1:15:51 frame yeah right I'll narrate a little
1:15:57 bit so what this is showing is that
1:15:59 morning arrival period and as you can
1:16:01 see some of the busses have come in and
1:16:02 and dropped off students and they've
1:16:04 already left the site some of them are
1:16:07 waiting there at the intersection and
1:16:09 some of them are still dropping students
1:16:11 off within the loading zone I would know
1:16:14 this although I think Tom mr. Mullins
1:16:18 has described how the buses operate on
1:16:20 site our visa and simulation models
1:16:23 aren't quite sophisticated enough to
1:16:25 represent the different loading and
1:16:27 unloading schemes that they're talking
1:16:29 about so they're there to show all the
1:16:31 buses lined up there but you can also
1:16:35 see the operation of the school
1:16:37 automobile load on loads as well oh well
1:16:41 this is helpful to see and thanks for
1:16:43 answering my question

1:16:59 northeast elevation there was in my
1:17:03 packet I received the original and then
1:17:07 the propose but if I recall correctly
1:17:09 during the presentation there were two
1:17:11 options being explored for that or a

1:17:31 so this is the existing blank wall
1:17:35 that's in the design this was our first
1:17:38 thought and our second thought so the
1:17:42 the first thought is over here on the
1:17:44 left and the second thought is to bring
1:17:47 the light gray around the building to
1:17:50 really emphasize that what we refer to
1:17:52 as the cap with the darker metal and
1:17:56 where the sloped roof is and that wraps
1:17:58 around the building and that this later
1:18:01 gray kind of hugs the building Seiden so
1:18:05 architectural II we feel this is a
1:18:06 stronger statement to have this light
1:18:10 gray with the windows that have been
1:18:12 added with the would like panel in
1:18:14 between the windows okay and that's a
1:18:18 metal panel in the grave yes it's the
1:18:20 same metal panel that is on other
1:18:23 aspects other parts of the buildings
1:18:25 this gray that gray and this gray are
1:18:27 all the same and you can see the
1:18:29 building beyond has the same gray metal
1:18:31 on it just it's faded back is that a
1:18:33 raised texture is that like a corrugated
1:18:36 metal ores that have a pattern to it
1:18:40 there's so many different textures that
1:18:42 it's really hard to describe it without
1:18:43 the sample so okay I'm sorry it's
1:18:48 something we did go through with a RC
1:18:50 yeah that was my question is this an

1:19:43 capability do we have in the garage to
1:19:46 completely make headlights screened
1:19:50 opaquely but as well permit visibility
1:19:54 to that same material on the north wall

1:20:12 it's just the one think it's one more
1:20:18 this is a wall section of the parking
1:20:22 garage and the area right here in
1:20:27 indicates where a car would be parked

1:20:40 there'll be openness and for the parking

1:22:45 there a decibel level or anything like
1:22:47 that it's a limit I think it's so at the
1:22:52 high schools where you get amplified
1:22:57 sound I think that would fall under we
1:23:01 don't have any specific noise
1:23:03 regulations beyond we don't have a
1:23:07 specific noise regulation for a high
1:23:09 school the middle school again there was
1:23:14 a prohibition on all amplified sound and
1:23:19 I think that was again coming from the
1:23:22 development Commission district agreed
1:23:24 to it I think in thinking about it more
1:23:27 under these circumstances this was a
1:23:31 request you and as we were talking about
1:23:35 the examples that were shared and you
1:23:37 can elaborate further was if there's
1:23:39 fire drills and they're out on the field
1:23:41 they need to give direction to the
1:23:43 students and the teachers about how to
1:23:46 queue up and then for track means we're
1:23:48 gonna speak further
1:23:50 I'm Jason Morse McGee an executive
1:23:53 director of middle schools with the
1:23:54 equesticle district so really the
1:23:57 intention here would be during our
1:23:59 mandatory safety and evacuation drills
1:24:03 it is very common for all of our middle
1:24:06 schools at this point in time to use
1:24:08 typically a bullhorn simply to address
1:24:13 you know 800 students in staff to
1:24:17 provide direction during attendance
1:24:19 taking while we are in the field on an
1:24:21 evacuation drill or for that matter in
1:24:25 the case of an actual evacuation if a
1:24:29 fire alarm were to go out it's intended
1:24:32 more as a safety precaution to simply
1:24:35 communicate with a large group of staff
1:24:38 and students on the field I would
1:24:41 articulate that under my knowledge now
1:24:46 currently none of our middle schools
1:24:47 have a amplified built-in speaker system
1:24:52 that would be as an example playing
1:24:55 music at a sporting event or something
1:24:57 like that
1:24:58 is Jenna it's typically a portable
1:25:00 microphone system or a bullhorn there is
1:25:04 one other time that portable system
1:25:09 would be likely used for our middle
1:25:12 school and that would be during a track
1:25:14 meet simply - if you've been to attract
1:25:17 me to announce when competitors should
1:25:21 report to a starting line so for example
1:25:24 it would be used to announce so the
1:25:28 students on the field could hear you
1:25:30 know as an example all 100-meter dash
1:25:32 runners please report to the start line
1:25:35 now I would like to just emphasize that
1:25:40 currently we have five middle schools in
1:25:42 our school district and we only compete
1:25:45 within our own district so we would have
1:25:48 six middle schools at the time of this
1:25:50 school being opened
1:25:51 we typically divide home-and-away meets
1:25:55 evenly so the likelihood of a home track
1:25:58 meet would be two or three
1:26:00 from the end of April to the start of
1:26:03 June so over that four to five week
1:26:06 period of May probably two maybe three
1:26:10 home track meets would take place those
1:26:12 track needs would typically take place
1:26:14 between approximately 3 p.m. and 6 p.m.
1:26:17 so it's not going to be late into the
1:26:19 night or into the hours and those are
1:26:22 really the two times where it just in
1:26:25 the interest of transparency that that
1:26:26 would be pretty standard safety practice
1:26:30 to be able to address our students and
1:26:32 also to manage the egress from the
1:26:37 building and from the field back back to
1:26:39 the building Lots on the condition
1:26:45 proposed since this is new to us this
1:26:48 evening I'm still not clear on condition
1:26:58 30 is amplified sound prohibited the
1:27:06 amplified sound from permanent speakers
1:27:09 would be prohibited but portable
1:27:14 speakers and bullhorns would be allowed
1:27:16 only by this school using it for
1:27:19 emergency drills and Trek meets for this
1:27:22 condition but I guess the original staff
1:27:26 report said use of amplified sound shall
1:27:29 be prohibited right so where did that
1:27:31 come from it was it was intended to
1:27:35 match the condition that the development
1:27:37 Commission put on this equip middle
1:27:38 school ok their field
1:27:47 so there's no portable sound system
1:27:50 allowed it is qualms I wasn't involved
1:27:52 in that one okay so just a little
1:27:56 history on that one so we had a
1:27:58 neighborhood somewhere that's been close
1:28:01 proximity to
1:28:02 Issaquah middle school and obviously
1:28:04 they're very concerned about when
1:28:07 lighting was at into the field
1:28:08 late evening events more concerned about
1:28:12 noise from those events and there was a
1:28:16 conversation about amplified sound that
1:28:19 resulted in the Commission conditioning
1:28:22 either this or similar to this condition
1:28:24 that prohibited and amplified sound at
1:28:25 that field I feel like having that
1:28:31 information now sets the precedent if
1:28:34 it's if it's a similar scenario where
1:28:37 you have community close by so shouldn't
1:28:40 the precedent prevail as opposed to
1:28:44 allowing this because it isn't now the
1:28:48 option that the other middle school
1:28:50 could want amplified sound at times
1:28:52 because this school does so with that in
1:28:55 mind I don't know what are you guys
1:28:58 their thoughts an option could be to
1:29:01 have it limited to the hours the lights
1:29:03 are used well that wouldn't it would
1:29:06 they wouldn't be out there anyway you
1:29:08 probably wouldn't want it out there wait
1:29:10 wait yeah well it sounds like it's these
1:29:13 will be turned off well before 9:00 p.m.
1:29:15 or 9:15 p.m. when the lights are turning
1:29:17 off I mean the low frequency of usage as
1:29:20 described I don't see that as personally
1:29:24 being a concern but right generally
1:29:27 speaking any fire drill or evacuation
1:29:31 drill would be mandated seven drills a
1:29:38 year on evac but I mean realistically
1:29:42 once a month is a pretty good indicator
1:29:45 of a requirement for that drill now I
1:29:48 can't comment on should an actual real
1:29:51 earthquake happen or a fire happen
1:29:53 obviously we would we would exercise our
1:29:56 drill in that case hopefully the
1:29:58 frequency of that is quite
1:30:00 limited does the Issaquah middle school
1:30:03 do four drills of that sort my
1:30:07 understanding the evac is well first
1:30:11 sound for sound I was under the
1:30:13 impression that they would use a
1:30:14 bullhorn in that case and do they have
1:30:19 similar facilities similar play field is
1:30:22 about middle school as we speak has
1:30:25 actually would have more because I
1:30:27 believe they have a baseball field
1:30:29 is that true on their site they have a
1:30:31 baseball field but they also have the
1:30:33 track and the turf field and the Tallis
1:30:36 middle school would have the track and
1:30:37 turf field but no baseball field I think
1:30:40 the thing that I would add is I think
1:30:42 all bets are off in an actual so I think
1:30:46 this is probably about more the
1:30:49 scheduled events this for your
1:30:53 considering I would articulate that it's
1:30:55 quite likely that the fire and aid
1:30:57 response would have a louder siren
1:30:59 system than principal out there asking
1:31:02 the sixth graders to please stay quieter
1:31:04 in the drill
1:31:06 my name is Royston or gate with a school
1:31:09 district I was part of the field
1:31:11 lighting for the middle school part of
1:31:14 the concern is is as a as a community
1:31:18 field the amplified music was not
1:31:20 supposed to be done that got signs on
1:31:22 there for 8 o'clock as far as for
1:31:25 emergencies and that kind of stuff that
1:31:27 is no longer really a field as much as
1:31:29 it is a a gathering space to do that so
1:31:32 I'm sure that they're still using the
1:31:34 bullhorn but not for PE or anything like
1:31:37 that the other concern that became with
1:31:39 music is that neighborhoods because they
1:31:41 can hear is equal high school we're
1:31:43 really concerned that we're gonna put in
1:31:46 a sound system and they were gonna have
1:31:47 another Stadium type situation where the

1:31:53 activity like that and so that's where
1:31:54 some of the sound system issues came up
1:31:56 was so that we didn't repeat Issaquah
1:31:59 high school and have another full-size
1:32:01 stadium so that's that's some of the
1:32:04 background on on why the the limited
1:32:07 amplified music so just wanted to give
1:32:10 you a heads up on that
1:32:11 like yeah I think that's an accurate
1:32:13 statement of the conversation I think it
1:32:16 really was concerned about permanent
1:32:18 sound system being installed in a much
1:32:21 more accurate event
1:32:22 I guess my reaction to this one is
1:32:26 obviously for emergency drills etc the
1:32:29 use of a bullhorn is just isn't
1:32:32 necessary to ensure the safety of of the
1:32:35 kids and the staff the use of a hand
1:32:38 bullhorn or portable speaker for the
1:32:41 purpose of communication probably isn't
1:32:44 too obtrusive I think like any neighbor
1:32:47 if it becomes that then you start
1:32:49 hearing from them and but this is a
1:32:51 fairly limited a fairly narrow condition
1:32:55 I think as far as it they use I do think
1:32:59 though I would narrow it even further
1:33:01 and it would just be for the purpose of
1:33:03 communication so bullhorn may be used
1:33:06 for the purpose of communication for
1:33:08 school operations and school sponsored
1:33:11 events so that we don't have music and
1:33:13 there's no question about that that's
1:33:14 not allowed because things have a
1:33:16 tendency to creep but that's my opinion
1:33:19 I don't know that a limited use of a
1:33:22 bullhorn for communication purposes for
1:33:24 drills or for kid events on the field
1:33:28 would be overly obtrusive and we have a
1:33:30 bit of an elevation or grade change out
1:33:32 there to everybody above which helps a
1:33:34 little bit to in this case yeah there's
1:33:37 a massive retaining wall right and I
1:33:40 guess who knows until it's in practice
1:33:43 but it seems like it what might
1:33:44 reverberate back and minimize the noise
1:33:47 and we assume that the communication is
1:33:49 always by school administration do the
1:33:52 students in these events a safe
1:33:54 assumption or are there others
1:33:57 thank you a great question it would be I
1:33:59 would say it would be by school staff
1:34:00 and the only reason that would
1:34:02 articulate staff versus administration
1:34:05 is should both administrators be at a
1:34:07 meeting the Dean of Students would take
1:34:09 over not technically an administrator
1:34:11 but it would be a member of the safety
1:34:14 team and a member of the staff that
1:34:18 would be communicating yes okay so I
1:34:21 wonder if we could add that to the
1:34:22 condition as we go I think I think that
1:34:26 would be that my edit would be maybe
1:34:32 used to facilitate communication or
1:34:36 school operations or school sponsor
1:34:38 events and then it's gonna take me two
1:34:44 long lunches let's say so what what I've
1:34:46 edited and she's gonna pull it up well I
1:34:53 modified it so it says portable speakers
1:34:55 or bullhorns
1:34:57 maybe used by school staff for the
1:35:00 purpose of communication for school
1:35:02 operations or at school sponsored events
1:35:06 um maybe too many prone
1:35:14 you can the meeting it gets the point

1:35:21 besides the Issaquah middle school look
1:35:23 what happens at the other middle schools

1:35:44 state to procedure they they wheel out a
1:35:46 small portable microphone with a
1:35:52 ampulla you know sound device that they
1:35:55 that's small enough to be portable
1:35:56 during the event of a building
1:35:59 evacuation what about sporting events
1:36:01 sporting events the only sporting events
1:36:03 that I'm aware of that would use any
1:36:05 bullhorn or sound like that is the two
1:36:09 to three track needs home track meets
1:36:11 per year and again that's intended on
1:36:15 communicating with the students on where
1:36:18 they should be on the field so they
1:36:19 don't miss a start of a race I remember
1:36:25 that from high school track personally
1:36:29 there's Mike I agree with my fellow
1:36:33 commissioners I think communication is a
1:36:35 good keyword to include that just you
1:36:37 know prevents the situation from being
1:36:39 taken advantage of it's it's done with a
1:36:43 purpose and I think that's important
1:36:45 obviously safety is a huge factor so we
1:36:47 got to keep that in mind and still allow
1:36:49 that to be done
1:36:57 anything else
1:36:58 questions for staff or the applicant and
1:37:06 we are comfortable with the responses
1:37:10 sounds like we have some amendments have
1:37:13 been made to conditions but what you see
1:37:17 on the screen are the three other than
1:37:19 30 that you were just discussing twenty

1:37:26 ones you identified I've left the track

1:39:51 making sure that we don't have things
1:39:52 planted that grow tall particularly even
1:39:56 though we have low probability of kids
1:39:59 using students using that trail for
1:40:01 accessing the school ensuring that we're
1:40:03 taking every step we can to make that a
1:40:06 safe environment for crossing so they
1:40:07 don't get conflicted with vehicles do
1:40:12 I'd be happy to condition number 46
1:40:16 ensure the design of landscaping and a

1:40:28 turn around or excuse me for the vehicle

1:44:11 the school districts facilities and to
1:44:13 the community so really appreciate all
1:44:16 the great work from the whole team both
1:44:18 the city the school district and the
1:44:20 community and the Commission cells nice
1:44:23 so we have another meeting scheduled for
1:44:26 Wednesday you're organized way too hard
1:44:29 so we have a I believe that's a joint
1:44:31 meeting with the is that with the
1:44:32 Planning Policy Commission so we are
