0:46 you know it's obvious that you made a
0:48 commitment to get through this kind of
0:49 snowy it wasn't Snowmageddon but it was
0:52 snowy at least and so the city has
0:55 tracked the weather throughout the week
0:56 and they made the decision around noon
0:58 today to go ahead and hold tonight's
0:59 public meeting or public hearing this
1:02 schedule that we recognize that not
1:04 everybody or everyone would feel
1:05 comfortable driving to the meeting and
1:07 so regardless of that we want to hear
1:10 your comments and if you aren't able to
1:12 attend we'd like you to email your
1:14 comments to the staff at Lucy s at
1:18 Issaquah Washington gov or you can go on
1:21 the city website at the development
1:23 commission page and find her email
1:25 address there and we'll also take
1:29 comments at the continuation of the
1:31 public hearing on Wednesday February 5th

1:37 always welcome and encouraged the sooner

1:42 effective we are being able to
1:44 effectively answer comment on them so I
1:47 have an administrative process that I
1:49 have to go through we have some minutes
1:51 from our December 4th 2019 and a
1:55 December 18 2019 and the minutes have
1:58 been sent out in advance of this meeting
2:00 and I'm presuming that you've all had a
2:01 chance to read them are there any
2:04 Corrections or revisions to them no mr.
2:07 chairman and minutes of December 18 it
2:10 shows me president of that meeting I was
2:12 not present at that meeting I believe
2:13 that maybe a copy/paste can from a
2:16 previous continuation okay we can make
2:22 that edit correction so other comments

2:51 I'm just gonna walk you through the
2:53 process on quasi judicial review and
2:56 remind you of the aspects of that a
3:00 quasi-judicial permit needs to be both
3:03 be fair and appear fair and so there's
3:06 certain due process that we follow part
3:10 of the part of it is procedural meaning
3:13 that we follow certain procedures that
3:16 includes notifying people in a certain
3:20 way and focusing on the decision-makers
3:23 relationship to the applicant and the
3:26 second piece has to do with the
3:29 substantive due process or the substance
3:31 on which you make your decision and that
3:33 is adopted regulations and to determine
3:38 your relationship with the applicant
3:41 will go through a series of questions so
3:45 I'd like to have you read through these
3:47 six questions and then I'll ask for your
3:50 responses
4:05 how many people answer no to all the
4:08 questions super anybody answer yes just
4:13 for documentation and then the second
4:17 piece of this has to do with ex parte
4:19 communication all of our decision making
4:22 and building of the record associated
4:24 with this permit needs to be done in a
4:27 public setting such as this public
4:29 hearing and so if you've had any email
4:33 conversations communications about this
4:37 permit outside of this setting I'd like
4:42 you to identify that at this time has
4:44 anyone had any ex parte communication
4:48 okay is does the applicant challenge any
4:53 of the commissioners participation

5:04 on our desk here so it's not like we're
5:06 ignoring what's on the screen we can
5:07 fairly conceive it on this screen just
5:09 so I was thinking that might look kind

5:24 planner for this site development permit
5:27 before I get started I wanted to mention
5:30 a couple housekeeping items first of all
5:32 thank you to those of you who signed in
5:35 on the sign-in sheet we encourage
5:38 everyone to sign in if you're not
5:40 already on our email list if you put
5:42 your name and email we'll make sure to
5:44 keep you informed on what's going on
5:47 with the project and upcoming meetings
5:49 even if you don't want to speak tonight
5:50 you can indicate that it'd be great if
5:53 you could put your name and email on
5:54 list it's right up there by the podium
5:57 and then also I wanted to mention
6:01 quickly in the staff report we noticed
6:03 there were a couple figure numbers that
6:05 were incorrect so we apologize if that
6:08 was confusing hopefully you guys were
6:09 able to wade through we try our best to
6:11 make things accurate but sometimes
6:13 things slip through
6:16 so this permit tonight is a level-3
6:21 quasi-judicial judicial permit this is
6:26 our public notice that we've conducted
6:29 there has been a notice of application
6:31 back in April there has been a sign on
6:35 the site since May it was also updated
6:38 recently to include the new meeting date
6:40 for tonight
6:42 we also published legal notice in the
6:45 newspaper and sent out legal notice to
6:49 adjacent property owners as well as the
6:52 parties of record list when a decision
6:56 is ultimately made made we will also
6:58 send a notice of decision out to all the
7:01 parties of record and the adjacent
7:02 property owners so the proposed
7:05 development site is in the talus
7:08 community it's off of SR 900 and Telus
7:13 Drive the project was formerly zoned for
7:20 an office campus as part of the Tallis
7:24 development agreement it's now zoned as
7:29 of just this past month it's nasone
7:32 community facilities facilities which is
7:35 a zone that allows middle schools
7:41 existing conditions at the site you can
7:44 see that the site's been heavily graded
7:48 this is because the a office development
7:54 was actually approved for this site as
7:56 site development permit was approved and
8:00 that development began site work and
8:02 then stopped and never one went forward
8:05 so when the school district purchased
8:07 the property it had already been graded
8:09 and they'll do some additional grading
8:12 to make it work for their school project
8:15 but it we're not dealing with a site
8:17 that's in its natural condition
8:23 so as you can see the site is in red
8:26 it's at the base of the Tallis community
8:28 just adjacent to it across Falcon way is
8:31 the timber ridge residential community
8:35 talus Drive and Falcon Way intersect at
8:40 the corner of the property here and I
8:49 just wanted to take a quick moment to
8:51 talk about the different codes and
8:53 regulations that apply to this site
8:55 because it was originally part of a
8:57 development agreement the replacement
9:01 regulations apply to the site and where
9:04 the talus replacement regulations don't
9:07 specifically address some specific
9:09 development standard or element then we
9:13 look to the central Issaquah standards
9:15 in most cases and if the development
9:19 standards aren't specific to address an
9:22 element we then look to the municipal
9:25 code so it was a little confusing to
9:28 know which standard to apply to
9:31 different development elements but one
9:34 of the attachments of the SAP report is
9:37 an interpretation memo where staff tried
9:40 to be very clear about which parts of
9:43 the code were applying to different
9:44 parts of the development
9:49 the city of it squads not the CEPA
9:52 authority on this project so we did not
9:53 conduct the sefer review the is the
9:56 quest school district is the CEPA lead
9:58 and at this point they haven't concluded
10:00 their SEPA process they're still working
10:03 on that and we understand they hope to
10:05 complete it soon but at this point we've
10:09 helped we've commented on their draft
10:12 SEPA checklist which we included with
10:14 the staff report as well and we're
10:17 hopeful that a determination will be
10:20 made before we meet again in February
10:24 during the public comment period for the
10:28 notice of application sent out by the
10:30 city and since then we've collected some
10:33 comments mostly around traffic safety
10:36 bus routing pedestrian access to the
10:40 site and some items discussing the
10:44 aesthetics of the project and I'll talk
10:47 about each of these later in my
10:48 presentation so here is the site plan
10:53 the proposed middle school is built into
10:58 the slope so there's a pretty
11:00 significant grade change from the top of
11:02 the site to the bottom it's about a
11:03 hundred and fifty feet of grade change
11:05 so the the middle school takes advantage
11:09 of that by being a shorter building at
11:12 the top of the site and then a much
11:14 taller building at the bottom a track
11:18 here there is it this is a multi-use
11:22 athletic field with a track it's located
11:25 sort of maybe thirty feet below this
11:29 road here we'll look at sections in a
11:32 moment but just to give you an idea of
11:34 the cascading down this is a structured
11:39 parking lot at the corner and this here
11:43 is the site's primary passenger entrance
11:47 so parents dropping off and picking up
11:50 kids will come in here we'll proceed
11:53 down this aisle
11:56 and loop around and then drop off kids
12:00 at this plaza level here the bus traffic
12:05 will come up Tallis and on to Falcon way
12:10 they will also do a loop around and then
12:13 queue up here where kids will get on and
12:17 or get off and for those travelling to
12:19 to and from the school this is a bridge
12:22 that connects them so they don't have to
12:24 go down and cross this pedestrian or the
12:28 passenger drop-off area and finally the
12:31 third access point is down at the bottom
12:32 of the site this is just for emergency
12:35 and services and will be signed and
12:37 gated to prevent general use and parents
12:41 are using that as a drop-off location in
12:44 addition to the to the pedestrian
12:48 accesses that come off of this a falcon
12:51 way and off of Telus Drive there's a
12:54 trail the bottom of the site this is an
12:58 extension of the existing trail system
13:01 and it travels from Falcon way down to
13:05 Telus Drive it's relatively steep
13:08 there's several there's lots of stairs
13:09 so this isn't envisioned as a biking
13:12 trail it's very much just a walking
13:14 trail so the the site itself is about
13:20 nine acres the school district has said
13:24 that the school will be built for a
13:26 capacity of about 900 students and 80
13:28 staff members the main story had
13:31 remained school building has six stories
13:33 as I mentioned the parking garage has
13:34 two levels and we just wanted to call
13:40 out that the capacity of 900 students
13:43 assumes that all of the instruction will
13:46 happen in the actual school building
13:48 there isn't any place where portables
13:50 are proposed at this point and the 80
13:55 staff member is also what we used in
13:58 calculating things like the parking
14:01 requirement
14:03 so in terms of the basic development
14:07 standards the project complies with
14:09 floor area ratio height setbacks the
14:13 build to line and impervious surface the
14:16 build to line is measured from the this
14:21 portion of where's my girl this northern
14:24 portion of the access drive this is the
14:28 street frontage that will have the most
14:31 the best relationship with the school
14:32 itself the grade change between Falcon
14:35 Way and the school is it's too steep to
14:38 make that a true relationship with the
14:40 building so the bill to line is or the
14:44 bill to line requirement is 20 feet or
14:47 other architectural Plaza and
14:49 landscaping elements so they meet that
14:51 by by locating the garage in the
14:54 building close to the street and then
14:56 building this landscaped Plaza with
14:59 canopies this is also the area where
15:01 bike parking will take place and this
15:04 landscaping makes up that requirement
15:06 here
15:10 so the as I mentioned there's quite a
15:13 bit of grade change across the site
15:16 several retaining walls are needed to
15:20 create the large flat areas that will be
15:23 needed for the athletic field and for
15:25 the parking garage and some of the other
15:27 the circulation routes we wanted to make
15:31 sure that the street wall here although
15:34 it's not relating to a building that it
15:37 still provides a human-scale Street wall
15:41 to a falcon here so we're requiring that
15:45 that not only at the barrier the fall
15:49 barrier be put there but that it be a
15:50 decorative decorative fencing or a
15:54 street wall element with landscaping
15:55 that provides that human scale in the
15:58 public realm this shows how the how that
16:08 the site terrace is down from falcon
16:11 wave the top to the bus loop to the drop
16:16 off loop and then down to the track and
16:18 field with the pedestrian access bridge
16:21 here you can see
16:30 there are several walls on this site
16:33 that were proposed taller than the code
16:38 would allow this was necessary because
16:41 of the large grade changes and so the
16:43 applicant is asked for administrative
16:46 adjustment of standards to allow taller
16:48 walls and and larger grading fill and
16:52 grading and they've been granted that
16:54 we've approved that and that's in the
16:56 staff report as well and the actual
17:00 appearance of the walls is not in the
17:03 purview of the city it's under the
17:06 purview of the architectural review
17:08 committee the Tallis architectural
17:10 review committee the city will review
17:12 all of the walls to make sure that
17:13 they're structurally safe and that they
17:15 meet engineering standards as well as
17:18 things like height and screening but the
17:22 appearance of the walls will be approved
17:26 by the AR C so they're contemplating
17:29 walls that that support this mountain
17:32 village aesthetic that's approved for
17:34 the Telus community
17:35 and there are different wall types that
17:38 are proposed for different locations and
17:42 when the applicant presents they may
17:44 talk a little bit more about those
17:46 specifically
17:52 so again this is just providing
17:56 additional information on the AAS and so
18:03 vehicular circulation as I mentioned is
18:06 there are three access ways and three
18:09 driveways the the code standard that
18:15 applies to this northern portion of the
18:20 the passenger drop-off is required to be
18:24 the neighborhood street standard in the
18:26 central Issaquah design development
18:29 design guidelines and the same standard
18:33 applies to a falcon way except that we
18:37 heard some comment from Timber Ridge
18:38 that they were concerned about the
18:41 narrowness of that the lanes it's a
18:43 10-foot Lane standard and they were
18:45 concerned that with bus the heavy bus
18:47 usage there that an 11 foot Lane might
18:51 make more sense so we're encouraging the
18:55 applicant to seek an a as to approve a
19:00 variation to that width of the Lane just
19:03 along the way here so it would it would
19:08 apply to this portion of Falcon way just
19:11 until the bus driveway and then this
19:17 portion of the passenger drop-off area
19:19 would would need to meet the 10-foot
19:21 standard
19:23 the emergency access drive will meet a
19:27 different standard than then these other
19:30 two according to code there's just
19:39 another depiction of the way the site's
19:42 circulation works whips the yellow
19:49 highlighted areas here will be the
19:52 drop-off zones for both for passenger
19:55 and bus that's the area that will be
19:58 reserved for the queuing of those
19:59 vehicles
20:03 we also heard some public comment
20:05 earlier in the project with concerns
20:07 that cars leaving this the primary
20:12 access Drive would need to take a right
20:15 travel all the way down and tell us and
20:17 then take a u-turn in order to go up the
20:19 hill
20:20 that's not necessary this is this will
20:24 be designed to allow left turn to go up
20:25 Telus Drive and in fact a traffic signal
20:30 is proposed there which I'll get to in a
20:31 moment so we have required a traffic
20:39 impact analysis to be prepared for this
20:43 site and the result of that analysis was
20:48 to propose a traffic signal at the
20:51 primary access point here and again I'll
20:55 let the applicant talk a little bit more
20:57 about that in detail but the primary
21:02 concerns were school speed maintaining
21:06 an appropriate school speed zone in this
21:08 area when children are present and then
21:11 managing that churning movements from
21:14 talis drive onto the site and also it's
21:17 not on this slide unfortunately but
21:19 looking very closely at the SR 900
21:22 intersection with Dallas Drive to make
21:24 sure that during the busiest times of
21:26 the day that that intersection doesn't
21:28 result in queuing that extends too long
21:32 in addition to mitigation that came out
21:36 of the
21:37 we conduct analysis we're also requiring
21:38 the applicant to provide a construction
21:41 management plan to address traffic
21:43 during the construction phase and
21:46 address lane closures flagging on site
21:49 worker parking notifying the community
21:51 of days when maybe there could be more
21:54 closures and as we've done with other
21:59 projects will require normal updates so
22:03 the city's website and perhaps even the
22:05 applicants website to provide a way for
22:07 the community to know what's going on
22:14 the pedestrian circulation as I
22:16 mentioned there's there these blue
22:19 arrows are all the different ways you
22:20 can get onto the site as a walker the
22:24 red arrow here is the primary bike
22:27 access we are recognizing that we don't
22:30 want to ask middle schoolers to share
22:33 the road with cars middle school bikers
22:36 so we've asked the applicant to widen
22:38 this sidewalk here to 10 feet to allow
22:41 plenty of space for people to come onto
22:43 the site and then once they get to this
22:46 point where things narrow up due to the
22:48 location of the building they'll walk
22:49 their bikes to the parking area here and
22:55 there are several ways to get onto the
22:58 site as a walker many of them require
23:03 walking up a lot of hills so there was
23:08 also a comment from the public asking
23:10 whether there would be a sidewalk put on
23:13 the northern side of talus here that's
23:17 not part of the project the there will
23:20 be as I said a traffic light here that
23:22 would allow crossing of the of the
23:25 driveway access but it's not envisioned
23:27 that we would be having students cross
23:29 talus
23:33 it's a little bit more about the trail
23:35 the trail had a small pathway here that
23:41 would connect between the trail and the
23:44 school site we felt that it got a little
23:46 bit lost in this turnaround area so we
23:49 have asked the applicant to add in a
23:51 crossing in a trail to clearly mark the
23:55 pedestrian path from the trail to the
23:58 school's sidewalk there so parking
24:07 parking was an area that we also
24:09 received a lot of public comment on
24:11 neighbors were concerned that parking
24:14 could spill out from the school site and
24:17 fill up neighboring streets so the we
24:23 asked the applicant to prepare a parking
24:26 demand study we wanted to understand
24:28 what the actual demand for parking would
24:30 be at a middle school site like this so
24:33 the traffic engineers studied a couple
24:35 different middle schools in the area and
24:37 watched their pattern of parking usage
24:40 and determined that 81 spaces was an
24:44 appropriate minimum parking standard to
24:47 accommodate normal days with staff and
24:50 volunteers and other comings and goings
24:52 at the site so the they're actually
24:56 proposing 122 spaces which meets that
25:00 with an additional buffer and they're
25:03 also meeting the other parking loading
25:06 for parking and loading standards for
25:09 motorcycles bikes and other types of
25:12 parking but I did want to talk a little
25:14 bit more about where they're providing
25:16 their parking and how parking will take
25:20 place during special events so the
25:24 parking garage has 99 spaces that will
25:27 always be available there's a parking
25:30 area down at the south part of the site
25:32 that has 23 spaces that will always be
25:34 available and then there are 39 flex
25:37 spaces that when the buses are
25:40 or when vehicles are queuing up to drop
25:45 off and pick up kids those will not be
25:47 available but when those when those
25:50 loading times are not happening or
25:52 during special events those can
25:54 transition to parking spaces so between
25:57 the temporary flex spaces and then the
26:00 two permanent
26:01 areas there's a hundred and twenty two
26:04 spaces a lot is that right
26:07 I want to make sure I'm getting my math
26:08 right it's more than that 201 hundred
26:13 and sixty-one okay under 61 thank you so
26:18 we've asked for some additional work to
26:23 solidify a plan for special events
26:27 they proposed several different
26:29 strategies for dealing with special
26:31 events where there's more parking and it
26:34 seems that with most events that this
26:36 amount of parking will work it'll meet
26:39 the demand there may be one or two
26:41 events where it doesn't so we're looking
26:44 at potentially identifying another lot
26:46 that could be shuttled to and from or
26:50 using flaggers or a permit system and
26:52 again I'll look that we can talk a
26:54 little bit more about those strategies
26:55 but we're still working on firming up
26:58 kind of a worst case scenario parking
27:01 plan for a special event
27:07 so as I mentioned the architect
27:09 architectural review committee has the
27:13 purview over the building's aesthetics
27:15 so if you think of it as as kind of the
27:17 aesthetics the materials and finishes
27:20 that's in their purview but the city is
27:24 still looking at buildings for
27:26 compliance with height and general urban
27:29 design character the general character
27:32 isn't meeting that mountain village that
27:35 mountain village standard and things
27:38 like visual impact and screening and
27:40 safety so one of the things we looked at
27:43 were reviews and relationships with
27:45 other properties so this is a can see in
27:48 this perspective
27:49 Timber Ridge here up on the hill this
27:52 would be the relationship between the
27:54 field and that development this here is
27:58 a retaining wall or a series of
28:01 retaining walls we will require
28:04 screening where they're where they are
28:07 taller than four feet and then you can
28:11 also see here a fence
28:14 the replacement regulations for talus
28:18 don't allow chain-link fence
28:20 unless it's needed for safety this is
28:22 proposed to be a black chain-link fence
28:25 though because the school has proposed
28:28 that that's actually the safest material
28:30 to put right alongside a track because
28:32 it has some give if someone were to run
28:34 into it and it has a smooth surface that
28:36 won't get caught so we are allowing that
28:40 material just along the track and
28:42 field's so here's the views of the
28:47 project from timber Ridge
28:53 and a section showing how the site steps
28:57 down from the timber Ridge at the top
29:00 here to the fire lane at the bottom
29:06 there were three blank walls that we
29:09 identified that we're longer than 30
29:11 feet and require screening or
29:13 architectural treatment so there is a
29:15 condition we put in for that this is the
29:18 north and south elevations of the of the
29:20 school building and I'll let the
29:22 applicant talk a little bit more about
29:23 the building itself but this is these
29:29 are locations where they provided
29:32 mechanical screening of their equipment
29:34 on the roofs and as I mentioned fencing
29:39 is also in our purview and we've we will
29:43 continue to work with them to figure out
29:45 exactly that the correct fencing design
29:48 for the locations where fencing is
29:52 needed for fall protection and for
29:55 providing street wall
30:01 for landscaping we are looking at things
30:04 like plant spacing general mountain
30:08 village character and standards for
30:12 parking lot interior landscaping
30:14 percentages for that the AARC would be
30:18 they would be looking at specific plants
30:21 plant type selection that would be in
30:23 their purview or plant mix and we would
30:27 want to make sure that in general it met
30:28 that mountain village character so this
30:33 is you can see here the evergreen
30:35 landscaping and lower shrubs that they
30:37 proposed here this corner is the corner
30:43 of Falcon and talus this is a corner
30:45 that's going to receive special
30:46 treatment just because of its of its
30:49 it's a focal point coming into the site
30:52 so they've proposed doing some some
30:56 pedestrian amenities maybe some
30:59 sculptural rock or some benches or
31:01 something like that
31:05 the site is providing they meet their
31:09 minimum tree density requirement the
31:11 minimum is two hundred five trees and
31:14 they provided three hundred nine they do
31:17 not meet the tree retention requirement
31:19 this site was cleared pretty heavily
31:21 before they purchased the property but
31:23 there still were trees on site and
31:26 they're required to preserve 25 percent
31:29 of the significant tree diameter and
31:32 they're proposing to save fifteen
31:34 percent and they've sought an AAS for
31:38 that which was approved with the
31:40 condition that they look at whether they
31:42 might be able to save smaller trees
31:45 smaller groupings of trees that would
31:48 meet that the remaining caliper images
31:51 they need to get to that 25 percent so
31:53 with tree with the tree tension
31:56 calculations were looking at larger
31:58 trees primarily six inches in larger and
32:01 so we're saying there's a there's a
32:03 criteria and code that allows when you
32:06 are when you can save small a grouping
32:09 of smaller trees that make up that same
32:11 diameter inches you can reduce the
32:14 retention requirement so in this these
32:19 are the trees they're saving in the
32:21 circles here there's three trees and
32:23 then those make up 50 of the 84 required
32:27 inches and the applicant is looking at
32:30 this area here to see if they can make
32:32 up the additional 34 inches required
32:35 with smaller trees and it seems like
32:37 that that they can probably get close to
32:39 doing that so the track will have
32:46 exterior lighting this is a picture of
32:50 the type of light that's being proposed
32:52 for the site we are asking that the
32:56 we're asking that sefa conditions be
33:00 applied that would limit lighting to no
33:03 later than 8 p.m. and no amplified sound
33:07 at the field and this is something that
33:09 the code doesn't directly address so it
33:12 is appropriate that it's addressed
33:14 through Seba
33:16 the lighting themselves although they
33:18 will be tall actually are still below
33:22 the street level of Falcon here this
33:24 orange line is the top of the light so
33:28 it will not be a visual impact to Tim
33:31 Burrage if they're looking straight they
33:33 will be able to see the field as we saw
33:35 from those other perspectives but the
33:38 lighting fixtures are required to be
33:40 focus downcast with shielding to reduce
33:43 off-site glare
33:49 the the site has an existing stormwater
33:53 pond but the site drainage is going to
33:58 be completely changed and retention
34:02 vault will be placed under the athletic
34:04 field so all the site will drain to this
34:07 location here
34:12 and here is the school as it as you see
34:18 it from s or 900 so I just wanted to
34:23 mention before I and that if you're
34:26 interested in comment and please sign in
34:27 on the sign-in sheet and if you're

34:59 front of you tonight my name is Rebecca
35:01 Bay back I'm principal architect with
35:03 Integris architecture and we are
35:06 extremely excited to not only be here
35:08 with you tonight but to be the
35:09 architects for this project our firm has
35:12 a 67 year history doing civic facilities
35:16 with really a focus on educational
35:19 facilities so we take very seriously the
35:22 responsibility that the school district
35:24 has given us tonight and want to kind of
35:26 walk you through our process there's a
35:28 little bit of overlap with what the
35:30 city's already presented so I'll try to
35:32 cover those items quickly in addition to
35:35 myself here tonight we've got
35:37 representatives from the school district
35:39 capital projects team Kim Young who I
35:41 believe is on your agenda has been my
35:43 partner in crime as we've been leading
35:45 this team on this project we have our
35:48 construction partner here with
35:49 Cornerstone construction or landscape
35:51 architect and our traffic engineer so as
35:54 there are questions we have the team
35:55 here to assist in responding so we're
35:59 gonna walk through a few items that have
36:01 been covered and a few others were going
36:03 to try to address a little bit more
36:04 detail as was mentioned we have gotten
36:07 some comments through our community
36:09 process and we want to try to continue
36:11 to evolve the design and respond to
36:13 those as we hear them to begin with an
36:17 overview of the site as was mentioned
36:20 you know there's a lot of factors
36:22 and developing this site and we really
36:25 appreciate Ken and brookie from the
36:27 Tallis community that has really
36:29 dedicated a lot of time in addition the
36:31 city of this COIs and really helping us
36:33 develop the approach to this site and
36:36 we'll walk you through really
36:37 specifically how some of those influence
36:40 has developed in this facility I'm not
36:44 going to spend a lot of time with the
36:45 details but it is a new 145 thousand
36:48 square foot facility for 900 students
36:50 and we get a lot of questions about
36:53 where the students are going to come
36:54 from for this school and how we're going
36:56 to determine that process and the
36:59 Issaquah School District has identified
37:01 that they're going to begin a rebounding
37:03 process in the spring of 2020 so just in
37:06 a few months now and they're beginning
37:08 to put the team together for that
37:10 process so if you get asked questions or
37:13 if you're interested please check out
37:15 the school district website for more
37:16 information as we look at the site I
37:20 want to just highlight a few of the
37:22 features a lot of them were covered
37:24 about how the vehicles were going to
37:25 access the site and we talked a lot I've
37:29 got to find my arrow here I'm used to
37:30 having a laser pointer so we talked a
37:34 little bit about the parent drop-off for
37:36 the site the bus access on the site and
37:40 the emergency vehicle sites so the 11
37:44 foot lanes that were talked about the
37:46 widening that we're going to do on
37:47 Falcon Drive is from this access point
37:49 for those buses directly up onto Falcon
37:52 and just to look at that a little bit
37:53 larger on the site it helps to kind of
37:56 see it larger than life for those you
37:58 can see the big screen sorry this is
38:01 taking me a minute to get used to this
38:02 arrow thing
38:06 well I'll just talk with words I have
38:09 them late you have a laser okay that
38:12 would help thank you so as we look at
38:14 the enlarged plan of the north end of
38:16 the site I just want to talk about how
38:19 long some of these queue areas are so
38:21 the queue area there you go thank you so
38:27 the queue area is 1700 feet long for the
38:30 parents that queue on the site and when
38:33 you look at the enlarged plan it really
38:34 helps to kind of see it larger and they
38:37 they come down and they use this
38:38 roundabout and then they get back into
38:41 this queue and really providing a place
38:44 for that amount of queuing was really
38:46 important the trail is one of the
38:49 community amenities on the south end of
38:51 the site here and the field itself also
38:54 is a community amenity and there was
38:56 some question at a community meeting
38:57 about how the access to that field is
38:59 for those who want to use it it will be
39:02 restricted to school use during the
39:04 school day for those 900 students but
39:07 the district has an established policy
39:08 that allows the public to get a keycard
39:10 access to the site and they can use it
39:12 when it is lit obviously they don't want
39:15 folks on the field when it's not safe to
39:17 be there when there's no light so and
39:21 then the bus loop area we've talked
39:24 quite a bit about so I'll continue on
39:26 from that area and I wanted to make some
39:32 of you may have just seen that orange
39:33 square come up here I want to just take
39:34 a moment and walk you through the
39:35 building as architects this site with a
39:39 150 foot elevation change is a really
39:42 interesting challenge and so just to go
39:44 back for one minute as we're looking at
39:46 that field and that's the student access
39:49 and connection to the building this
39:50 orange corner right here is where the
39:52 gymnasiums are and they have a balcony
39:55 that comes out in stairs that go
39:56 directly down to the field so our
39:59 gymnasium is on the first floor we have
40:01 a main gym with an auxilary gym and a
40:03 fitness room and then some classroom
40:05 areas and then our service components
40:08 begin to kind of tucked into that
40:10 hillside as we move up through the
40:13 building to the second floor taking
40:15 advantage of the two-story volume that
40:18 our
40:18 take adjacent to it we have our locker
40:20 room spaces this light yellow that you
40:23 see on the plan that is our corridors
40:25 and these green areas are science
40:27 classrooms and then that bluish gray
40:30 those are general classrooms and we have
40:33 our primary circulation with stairwells
40:35 right in this corner of the building and
40:38 you'll see that in the building
40:39 expression and at the north and there is
40:42 a primary stairwell that you see
40:43 expressed through the building
40:45 continuing up to the third floor which
40:48 we affectionately refer to as the main
40:50 floor is where students that are
40:52 approaching the site this was discussed
40:54 to buy a bike or but walking on to the
40:56 site the front door is right opposite
40:59 our two-story parking structure which is
41:02 across the main road that snakes through
41:05 the site here our administration is this
41:08 orange area with counseling off to the
41:10 side that really provide the supervision
41:13 for those areas of the site and also
41:16 because of the office nature we have a
41:18 really nice texture of windows along
41:21 that edge and then the classrooms
41:23 continue in the wing to the upper right
41:25 hand side we have some special programs
41:28 that are along that edge and then the
41:31 Grand kind of space as you walk through
41:34 the entry is our cafeteria Commons that
41:36 really takes advantage of those views
41:39 out to the south the kitchen is directly
41:42 adjacent to that space and there's an
41:44 exterior area with our covered play so
41:48 students that are arriving if they get
41:50 dropped off of the bus lane they are
41:52 able to come into this area a few of
41:55 them may have the opportunity to come
41:56 directly to the covered play and then
41:59 students that arrive with the pedestrian
42:00 bridge and the next level I'll show you
42:02 they'll come down some stairs and arrive
42:04 at that covered play area so we have a
42:06 really large covered gathering area for
42:09 our students if they arrive outside of
42:10 school hours and then we have a stage
42:13 platform area that then allows us
42:15 building to be a community benefit after
42:18 school hours as well for those large
42:20 group functions continuing up in the
42:24 building to the fourth floor we have
42:26 additional classrooms that are on either
42:28 side of this yellow corridor and then
42:30 directly
42:31 off this yellow corridor to my left is
42:34 the bridge that connects to a covered
42:37 waiting area right along the bus loop
42:40 area and so there's a generous sidewalk
42:43 for our students as well as a little
42:46 covered area and the school
42:48 administration has told us that they
42:49 work very closely to make sure that
42:51 though buses are there and so students
42:53 will go directly onto those buses at the
42:55 end of the school day and then
42:58 continuing up to the top floor of the
43:00 building we've taken advantage of the
43:03 spectacular views that you have from the
43:05 east side of the building with our
43:07 locating our library there's which is
43:08 where these different color shapes are
43:10 that's all library space and our music
43:12 classrooms we also have our art room and
43:15 our staff room up on the upper level so
43:19 that just gives you an overview of how
43:21 we're fitting 900 students on this site
43:23 along with the track and field in
43:26 development of a building as was
43:28 mentioned we really need to put a bring
43:31 a lot of factors together in the design
43:33 of the building as architects were not
43:36 only responding to building codes and
43:38 the clients expectations for durability
43:41 they remind us frequently that we're
43:43 designing a 50-year building that really
43:46 is going to be a part of this community
43:48 for a long time we also are thinking
43:51 about the city's expectations for zoning
43:54 and how we must set the building with
43:56 the grades of the site we've been
43:58 working with the architectural review
44:00 committee specifically David Mead who
44:03 represents the tailless homeowners
44:05 association in that process and really
44:08 thinking about the materials and as
44:10 we've gone through the material
44:12 selections for this process we've been
44:15 thinking about how do we create texture
44:17 on this building and really provide that
44:20 longevity and being good stewards of
44:21 those resources so a majority of the
44:24 building is going to be there'll be a
44:26 lot of masonry units on the building
44:29 we've got two different colors so those
44:31 are like concrete block but we're using
44:32 a thinner profile and then we've got a
44:35 lot of metal panel with some different
44:37 widths and depths to get some really
44:38 nice shadow lines and nice trim pieces
44:40 we're also bringing in a phenolic panel
44:44 that
44:44 it's the longevity that the school
44:46 district expects but brings in the wood
44:48 character in wood paneling and so you'll
44:50 see that on the elevations and then we
44:52 have some other areas where particularly
44:55 at entry areas where we've clad the
44:57 steel structure with wood to really give
44:59 it that mountain feel we're walking that
45:02 line between creating that civic
45:04 facility that really speaks to the
45:06 campus feel for the the this type of
45:10 facility and the expectations that are
45:13 different for some of the residential
45:14 buildings that are built in this
45:15 community so as we look at it with a
45:19 little bit more detail this is an
45:20 architectural axonometric some of you
45:23 who are used to looking at this it's
45:25 pretty familiar others it looks a little
45:26 funny because like we sliced the
45:27 building but you can see where we've
45:29 really integrated a lot of Windows to
45:31 all of our teaching spaces so that
45:33 there'll be great daylight for these
45:34 buildings the CMU veer veneer as I
45:38 mentioned it's a four by 16 piece so
45:40 it's real thin that provides a lot of
45:43 texture and durability at the lower
45:45 levels and then metal panel and then
45:48 that wood phenolic panel and you'll see
45:50 those materials used on the exterior of
45:53 the building as I mentioned we're also
45:57 building a parking structure and so we
45:59 wanted to parallel a lot of the
46:01 materials to really create that campus
46:03 feel that college like campus feel so
46:05 we've got the same masonry veneer units
46:07 and metal panels applied to those
46:09 components of the building as well and
46:12 we do have the actual materials here for
46:14 those that are not in the room some
46:16 people may be able to look at them
46:18 because sometimes colors are distorted
46:19 and digital images this is a view that
46:22 you saw earlier but I really wanted to
46:24 highlight how the wood is used to
46:26 highlight the entry so as you are
46:29 walking down that primary sidewalk tour
46:31 the front of the building the wood
46:33 provides that cue of where that entry is
46:35 the canopies a little obscured by the
46:37 trees but that's all wood clad structure
46:39 and the underside of that canopy and in
46:41 this area and then we've got wood clad
46:44 structure at the overhangs on the
46:46 building and we've worked with all the
46:49 parties that I've mentioned to really
46:51 look at some of the slopes of the
46:52 building and really stepping in the
46:54 building and breaking down these walls
46:56 there's a couple places that we're doing
46:58 a little bit more work but we've been
47:00 putting a lot of study into this
47:02 development just to give you a couple
47:06 more views of the building so this is as
47:07 we're going up talis Drive you can see
47:10 how well screen the parking structure is
47:12 and it really tucks into that hillside
47:15 the topography really allows us to draw
47:18 your eye towards the building and the
47:20 views for the building and then as we
47:24 step back as you're approaching the
47:26 building from Falcon you can see kind of
47:28 some early imagery around some of the
47:30 landscaping you can see that the covered
47:32 play area that I mentioned you are able
47:35 to look right above that we brought in
47:38 the exposed rafters at the covered play
47:41 area as well continuing around the site
47:46 so I think it's always fun if you
47:47 imagine yourself up at the timber timber
47:49 Ridge Plaza and you're looking across as
47:52 the site is developed and the how the
47:53 buses really do disappear from view
47:56 again where the topography really gives
47:59 us some unique vantage points the track
48:02 obviously has its presence and the
48:04 building with all of its green
48:06 mechanical units this is the covered
48:09 play that I mentioned you'll see just
48:12 right in this location where the covered
48:14 waiting at the bus area is located and
48:17 then you can see the parking structure
48:19 off to the left then a view of the
48:25 building from Falcon Way and again at
48:28 the overhangs we brought in the wood
48:30 structure there so this is at the
48:31 cafeteria common space and then the
48:35 gymnasium area is down below and the
48:38 covered play is off to our left and the
48:41 track is down below to the right you can
48:44 see some of those railings that we were
48:46 just talking about on the site a view
48:53 from the track in the field area
48:57 and then the view from sr 900 so one of
49:04 switch gears just tiny bit and talked
49:07 about some of the questions and comments
49:08 that we've gotten about the building as
49:11 I mentioned we've been working with Ken
49:12 as he's been representing the homeowners
49:15 association and really looking at what
49:17 is the expression of that East retaining
49:20 wall structurally it needs to be a
49:22 shotcrete wall in one area and a
49:24 mechanically stabilized earth wall in
49:28 other areas so we're working with him to
49:31 develop an approach to that material and
49:34 we landed on a sculpted shot Creek faced
49:37 wall so that'll really bring in the
49:40 character that mountain village to that
49:42 wall so that'll be the wall that you see
49:44 as you're driving up Tyler's I'm just
49:47 gonna go back for one minute I did want
49:49 to highlight and this was mentioned
49:50 earlier that the stormwater pond that
49:53 folks are used to looking at was right
49:54 here and now all that storm water's
49:56 being managed
49:57 underneath the field
50:05 and just to reiterate because we've had
50:08 a lot of conversations about parking and
50:12 I wanted to just kind of highlight the
50:14 parking areas on the site I'm not gonna
50:16 spend a lot of time so the parking
50:18 structure and the parking by the field
50:19 and then the event parking that comes in
50:22 when we're not using the site for school
50:27 pick-up and drop-off so but for events
50:30 another event and other happenings and
50:32 as we think about parking for this site
50:35 not only is there pickup and drop off
50:41 pickup and drop off parallel to the
50:43 school but it's also important to note
50:45 that the quantity of parking that we're
50:46 proposing for this site will allow 40
50:49 parking stalls to be unused after the
50:51 staff are there that if a parent arrives
50:53 and needs to go inside with their child
50:55 there's lots of parking stalls beyond
50:57 the drop-off areas so we get asked a lot
51:01 about how the quantity of parking is
51:03 determined and this was covered by the
51:05 city and several of their comments but
51:08 just to elaborate a little bit further
51:10 is there are guidelines for parking and
51:13 they also challenge us to reduce our
51:15 requirements on vehicles and so as we
51:18 strive to develop strategies for finding
51:21 that right number we we look at what's
51:24 been done in other areas and with the
51:26 assistance of Heffron transportation
51:29 they've really done some in depth
51:30 studies to look at how to approach this
51:33 and I just wanted to share some of these
51:34 numbers a couple of the schools that we
51:37 profiled were the schools that had a
51:39 larger population than what is proposed
51:41 for middle school number six and really
51:44 where you were able to look at what is
51:46 their daily parking need and how does it
51:48 compare with what we expect to need for
51:51 middle school six and at 82 and 66 we
51:56 feel like for 900 students that we're
51:59 exceeding what we expect will be needed
52:01 on a regular basis and as was mentioned
52:04 earlier we've got a hundred and
52:05 twenty-two parking spots every day and
52:07 thirty-nine parking stalls after hours
52:10 for a total of 161
52:13 and in addition to the event parking
52:17 that is able to be accommodated with 161
52:19 spaces the escort school district and
52:23 with with the help of our traffic
52:26 consultant we've been working with the
52:27 city to develop a traffic management
52:30 plan that looks at how we can mitigate
52:33 any sort of potential impact that might
52:35 be developed as a result of this project
52:37 and the plan is to evaluate that on an
52:40 annual basis so to talk a little bit
52:45 more about traffic we've had several
52:47 questions really wanting to understand
52:49 how we're going to be responding to the
52:52 impact of adding the middle-school to
52:54 talas Drive in particular we will have
52:57 school zones speed limits on during the
53:01 school hours pick-up and drop-off times
53:03 that will be enforced by the police
53:06 department at 20 miles per hour
53:08 well flashing beacons there as mentioned
53:11 we are also providing a traffic signal
53:13 to allow for those right and left turns
53:16 and entrance onto the site and keeping
53:18 traffic flowing in a timely fashion so
53:20 that will be located at the intersection
53:22 of the middle school driveway and the
53:24 talus Drive and there will be striping
53:30 at Falcon Way noting that you cannot
53:32 block it so if cars are stopped because
53:35 of the traffic signal they're not going
53:37 to be able to block Falcon way so we
53:39 don't have any sort of traffic
53:41 congestion at that intersection
53:48 the other comments was just to talk a
53:50 little bit about construction during a
53:52 recent community meeting we did have a
53:54 few folks want to understand what that
53:57 short-term impact will be and I'm going
54:00 to actually ask our contractor Brian
54:02 Gormley from Cornerstone to speak
54:03 briefly to those I Brian formerly with
54:08 Cornerstone general contractors will the
54:10 ones that signed up to build this thing
54:13 so as you can see it's quite it's quite
54:15 a sight very very much of a challenge
54:17 but our goal in our time when we're
54:19 there is to try to be the best neighbors
54:21 that we can but we wanted to touch on
54:22 three items in particular today work
54:25 hours obviously we'll be in compliance
54:27 with local ordinances with the city of
54:29 Issaquah and have a lot of familiarity
54:31 doing that we performed for other
54:33 schools for is across school district
54:35 over the last nine years or so I think
54:39 parking and access see if I can the
54:43 mouse has been a problem today but we're
54:46 we're gonna our construction entrances
54:48 will be the three entrances that are
54:50 contemplated for the project the lower
54:53 two will be more primary than one off of
54:57 Falcon we'll be more limited as it's
54:58 kind of a dead-end area but but we will
55:02 maintain those entrances during the
55:04 construction phase and then parking we
55:07 intend to have all the parking be on
55:09 site we're not gonna park in any of the
55:11 neighborhoods and you know part of our
55:13 responsibility as a contractor is to
55:14 control that you know to with our folks
55:17 and lastly some of the feedback we got
55:20 at some of the community meetings was
55:22 communicating well with them and so
55:25 we're working with the school district
55:27 the talus community and the city of
55:30 Issaquah to develop a plan to do that
55:32 during the construction phase thank you
55:38 so one I'm just going to use this slide
55:41 to cover one other topic that's come up
55:43 and that is about how we're going to
55:46 respond to bus ridership and conditions
55:49 around snow which has been a hot topic
55:51 with the weather that we've had I just
55:54 wanted to highlight that the acoustical
55:55 district does have a really strong
55:58 history of really understanding what the
56:00 predicted weather is and responding in
56:03 advance to weather if a school is likely
56:07 to be affected by the weather they've
56:09 canceled school if they anticipate that
56:13 the weather is going to change and the
56:15 students are already at school they make
56:17 plans to allow the students to be
56:19 released early and in an extreme
56:22 situation they would be looking at
56:24 alternative ways to get this kids down
56:26 the talus Drive to get on to buses but
56:30 based on the topography of the s-cross
56:33 school district they have a really long
56:35 history of navigating schools in
56:39 locations where they have to think about
56:41 the hills
56:43 those were the comments that we've heard
56:46 a lot through the community meetings and
56:49 so just to hit on a few items that are
56:52 coming next we've got the SEPA in
56:55 process that's one of the questions we
56:57 get asked we're going to be looking for
56:59 your feedback
57:00 integration of comments that we've been
57:02 getting from the staff report and you
57:05 know really looking forward to the
57:07 rebound reom process that be coming in
57:08 the spring and any other comments so
57:12 thank you thank you I would like to open

58:32 temporary its way northwest in this
58:34 above I'm the safety and security
58:37 liaison for the residents Council of the
58:41 timber ridge continuing care retirement
58:43 community which you've all aware of on
58:45 tell us I'm sure our community has over
58:49 five hundred residents and the majority
58:52 of us continue to enjoy the privilege of
58:55 driving and the independence that
58:57 provides in spite of our age however
59:01 we've been contending for quite a long
59:04 time with nine-foot travel lanes and
59:06 7-foot wide parking places around timber
59:09 bridge which is problematic and
59:12 unnerving for many of our residents when
59:16 facing oncoming eight to nine foot wide
59:18 delivery trucks particularly along
59:20 Falken way on the east side we often
59:24 have to stop because of uncertainty that
59:27 driving past wide oncoming trucks and
59:30 vehicles is a safe maneuver the
59:33 unfortunately to frequent emergency
59:36 vehicles on timber each way on the west
59:38 side can present a similar situation
59:42 incidentally all of our delivery for the
59:45 maintenance of timber Ridge food and
59:48 services all come in a Long Falcon way
59:51 on the east side
59:53 the current land use plans before you
59:56 indicate to lane to 10-foot wide travel
59:59 lanes with two flanking eight-foot
1:00:02 parking lanes at the north end of Falcon
1:00:05 Way between the new school bus loop
1:00:07 entrance and talus Drive the original
1:00:11 submission had 11 foot wide travel lanes
1:00:14 but these were reduced to 10-foot
1:00:16 because this is now the current street
1:00:19 standard on talus and on the yes acquire
1:00:24 community in general you have heard this
1:00:27 evening that our request of the city to
1:00:29 review and approve the 11 foot wide
1:00:32 travel lanes is now looked upon
1:00:35 favorably based on traffic analyses and
1:00:38 the small section of roadway involved
1:00:40 and we were very pleased to hear that it
1:00:43 is hoped that the Commission will agree
1:00:45 with this it would be a
1:00:47 confidence-building and most welcomed
1:00:49 outcome for our residents facing the
1:00:52 additional challenge each morning that
1:00:54 the vision of 18 8 foot by school buses
1:00:58 in addition to the delivery trucks
1:01:00 turning into Falcon wade he would
1:01:03 certainly add to the overall safety and
1:01:05 security of our large population of
1:01:08 senior drivers such a limited exception
1:01:11 would not attract from the overall
1:01:13 current street standard of 10 foot in
1:01:18 Issaquah and would provide benefits not
1:01:21 only for our residents but also for bus
1:01:24 and truck drivers using this
1:01:26 intersection when they're turning into
1:01:28 Falcon way from Telus Drive thank you

1:01:48 I am currently the executive director of
1:01:50 middle school education for the Issaquah
1:01:52 School District during my career in
1:01:55 Issaquah the last 16 years I've served
1:01:58 as an assistant principal at hiss
1:02:00 o'clock middle school the principal of
1:02:02 Maywood middle school and the director
1:02:04 of facilities for the Issaquah School
1:02:06 District in tonight I speak to you in
1:02:09 support of approving the project for
1:02:12 middle school number six at the talus
1:02:15 site for the sequester school district
1:02:18 during my 16 years in the sequester
1:02:22 district and 21 years total career I've
1:02:26 spent all of those years excepting my
1:02:28 one year in facilities as a middle
1:02:31 school teacher a middle school
1:02:32 administrator or a supervisor of middle
1:02:35 school programs for the district and I
1:02:38 would encourage the development and
1:02:40 moving forward with middle school six a
1:02:43 little history about our current middle
1:02:45 school situation we have five middle
1:02:47 schools in the district as we speak next
1:02:50 year four of those are they are
1:02:55 currently or rather next year they're
1:02:57 projected to be over a thousand students
1:03:00 each with Maywood middle school is our
1:03:03 biggest school at over 1,200 students so
1:03:06 as you can see by those numbers our
1:03:08 middle schools are crowded they're
1:03:11 facing stress on the facilities due to
1:03:14 that overcrowding and six middle school
1:03:17 will provide relief for our middle
1:03:20 school programs in the Issaquah School
1:03:21 District adding a sixth middle school
1:03:25 will reduce our average per middle
1:03:28 school from just over one thousand
1:03:30 students per school to approximately 870
1:03:34 per school which is still a rather large
1:03:37 middle school but much more manageable
1:03:39 than our schools that are currently over
1:03:41 a thousand students and certainly
1:03:44 Maywood middle school which is over 1200
1:03:46 next year in additional middle school
1:03:50 will also bring
1:03:51 ladies to our community our students and
1:03:54 our neighbors
1:03:56 it will provide track and field space
1:03:58 and gym space for our school activities
1:04:01 for athletics and programs
1:04:03 you saw the plan theater as well or at
1:04:06 least a stage before those types of
1:04:08 performances those facilities will also
1:04:11 be available to community user groups
1:04:13 and community sports teams which if you
1:04:16 have children who play sports
1:04:18 acquiring fields can be a challenge and
1:04:21 this would provide an additional field
1:04:23 in track and gymnasium space that will
1:04:26 be open to the public
1:04:27 currently all of our middle schools do
1:04:29 allow access during non-school activity
1:04:32 hours and a process for gaining access a
1:04:35 key or a key card to access those sites
1:04:43 we're working to build smart buildings
1:04:47 compact design to be good neighbors
1:04:49 within the community and to obviously
1:04:52 design schools that are visually
1:04:56 appealing and walkable for our systems I
1:04:59 look forward to partnering with the City
1:05:03 Vista kua the Telus community and the
1:05:05 timber Ridge community as hopefully we
1:05:07 can be their neighbors and be excellent
1:05:10 neighbors at that so I speak in support
1:05:12 of the middle school six at the talus
1:05:14 site thank you

1:05:26 my name is Christy Anderson I live in
1:05:29 Dallas and I'm also the chair of the
1:05:31 landscape committee for the whole talus
1:05:33 community and I would just like to
1:05:36 reiterate a couple of points tonight for
1:05:39 one is that talus Drive is the entrance
1:05:43 to our whole community and we've been
1:05:45 working really hard over the past
1:05:46 several years to make that into
1:05:48 something that we're really proud of
1:05:50 and I'm looking forward to seeing the
1:05:51 landscape plan so we can continue to
1:05:54 have that on our Telus Drive because
1:05:56 this is going to be quite a visible site
1:05:58 but one thing I haven't seen yet which I
1:06:01 would like to have some reassurance on
1:06:03 is that there's also a comprehensive
1:06:05 maintenance plan for the landscaping
1:06:08 dealing with talus as a whole because
1:06:12 it's a relatively new community one
1:06:13 thing that I've had to deal with as a
1:06:15 landscape chair is that the plantings
1:06:18 the developers put in were gorgeous when
1:06:21 they first built the houses and now
1:06:23 they're not so gorgeous
1:06:24 so the maintenance plan the long-term
1:06:27 plan of these landscapes would be really
1:06:29 important to us as a community and I
1:06:31 would appreciate the consideration on
1:06:32 that thank you excellent thank you
1:06:40 I'm sorry Katy is working to get my
1:06:50 presentation up I will I just want to
1:06:55 say before I get into the presentation
1:06:58 that the talus residential Association
1:07:01 which I represent tonight is supportive
1:07:04 of the middle school in the talus
1:07:06 community we've been working with not
1:07:09 only the school team but also the city
1:07:13 staff development services team so I
1:07:15 think we've got a good working
1:07:16 relationship we've been able to
1:07:17 accomplish a whole lot quite frankly the
1:07:21 final issue I want to talk about is
1:07:24 safety on talus Drive
1:07:31 so the question is is Tallis drive safe
1:07:34 and does the building of a school impact
1:07:40 that well the school district and the
1:07:47 city believes so the only change on
1:07:51 Tallis Drive is that there'll be a
1:07:53 flashing schools speed limit sign the
1:07:58 school districts traffic impact analysis
1:08:01 says that's good enough
1:08:03 city staff doesn't seem to disagree with
1:08:06 that but what I want to talk about
1:08:08 tonight is City study in 2018 said that
1:08:12 there's over a thousand cars a day that
1:08:15 go up and down talus Drive and exceed
1:08:17 the speed limit by 10 miles an hour or
1:08:19 more in addition to that there's been
1:08:23 recent accidents that suggest the talus
1:08:26 Drive does have a problem with speeding
1:08:28 and distracted drivers thousand times a
1:08:31 day those are the radar signs in front
1:08:33 of timber Ridge that will be in the
1:08:35 school zone
1:08:38 this is the study that I referenced this
1:08:40 was done in the fall of 2018
1:08:42 not only the thousand cars a day going
1:08:45 over ten miles an hour over the speed
1:08:47 limit by the thousand cars a week that
1:08:50 are exceeding the speed limit by 15
1:08:53 miles an hour so that's 40 miles an hour
1:08:55 going up and down that steep hill those
1:09:00 red stars are the property damage that
1:09:03 we've suffered as the talus residential
1:09:06 Association those are the dates those
1:09:10 are vehicles that left the road and
1:09:12 managed to hit something this is the
1:09:16 city police report on that same stretch
1:09:19 of talus Drive and these incidents don't
1:09:23 always coincide with the Stars on my map
1:09:25 because they may not have been property
1:09:28 damage related but they've been
1:09:30 collisions and the Issaquah police have
1:09:33 records of all of these those are the
1:09:35 incident numbers and the dates so cars
1:09:41 leave the street and hit light poles
1:09:45 they had fire hydrants they hit our
1:09:48 street trees
1:09:53 they leave the road maybe they don't hit
1:09:57 anything but they're in the medians
1:09:58 they're in the sidewalk
1:10:01 sometimes they rest in the median and
1:10:07 this was the last one 9 days ago on
1:10:10 January 6 car came to rest on that
1:10:14 utility box in the foreground and if you
1:10:17 reverse that image that's Falcon Drive
1:10:19 and Talas away and where that X is is
1:10:22 where that car came to rest right near
1:10:25 those two students walking to school
1:10:30 and what does IPD think about speeds on
1:10:32 Tallis drive well here's the citations
1:10:36 speed to fast for conditions driving
1:10:39 well in excess of posted speed speeds to
1:10:42 fast speeds to fast and on and on and on
1:10:50 this last one I want to bring to your
1:10:52 attention the school district cites the
1:10:55 washed-out report that says there's only
1:10:57 a handful of accidents on talents Drive
1:10:59 that last one is a good anecdotal piece
1:11:02 of information had it not been for the
1:11:05 patrol officer following a trail of
1:11:07 fluids up Dallas Drive and into a
1:11:11 neighborhood they never would have found
1:11:13 that car but there are hit and runs all
1:11:18 the time where cars leave the road and
1:11:20 they're not in the washed out reports
1:11:22 and the heifers Efrain transportation
1:11:27 analysis that was done for the school
1:11:29 district says that we regularly exceed
1:11:32 the posted speed limit Dallas residents
1:11:36 speak out on next-door about speed
1:11:40 problems some people call it the talus
1:11:47 Speedway and it can't happen here we all
1:11:53 know about the bicyclists over on East
1:11:55 Lake Sammamish that was tragically
1:11:57 killed or the little boy on Newports way
1:12:02 are we really willing to roll the dice
1:12:04 on this with all this information so the
1:12:09 excessive speeds on Tallis drive they're
1:12:11 well documented and it's a long-standing
1:12:13 issue in the city and the s-cross School
1:12:17 District you have a responsibility for
1:12:18 those 850 kids and those 150 staff that
1:12:23 you're now going to place in this
1:12:25 hazardous situation so what do we want
1:12:29 from you as commissioners before you
1:12:32 agree on the site development permit we
1:12:35 want you to commit or have the city and
1:12:38 the school district could commit to a
1:12:39 plan to slow that traffic down on day
1:12:42 one when that school opens and all those
1:12:44 kids and all that staff are present
1:12:46 photo enforced radar speed tables are
1:12:50 two things that could do that we'd like
1:12:53 to school district to by that photo
1:12:55 enforced radar and give it to the city
1:12:57 to use on day one so I'm asking you to
1:13:02 keep our kids safe
1:13:03 thank you thank you

1:13:19 speak my name is Mary Lynch and I
1:13:28 recited 269 Oh North West Oak Crest
1:13:30 Drive Issaquah Washington I first want
1:13:33 to comment on the lighting I'm glad to
1:13:35 see that the field Lightning has gotten
1:13:36 added to the preliminary Seva report
1:13:41 because I don't know if you remember you
1:13:43 mean I don't know what happened it's
1:13:45 qualm middle it was said it was not
1:13:46 going to have lighting and then all of a
1:13:48 sudden lights appeared I think this
1:13:50 needs to be addressed now if there is
1:13:52 going to be lighting I think there also
1:13:54 needs to be on more of this vapor hood
1:13:56 wide study done on glare because this is
1:14:00 up above and one of the issues that we
1:14:02 have over the quan middle is those
1:14:04 houses that are on the other side of 2nd
1:14:07 street that have all of a sudden now
1:14:09 glare from the lights so just because
1:14:11 the glare is directed down and maybe
1:14:14 Timber Ridge won't be impacted you've
1:14:16 got neighbors that are down along
1:14:17 Newport or along is 900 that are
1:14:20 impacted and we've got people across the
1:14:22 way also on squawk Mountain that will be
1:14:25 impacted so I think there needs to be
1:14:27 more thorough study there also needs to
1:14:30 be a more plan on how you're going to
1:14:33 assure that there is no amplified music
1:14:35 or sounds coming from that play field
1:14:38 not only during school but when other
1:14:39 users use it to make sure there is some
1:14:42 fine or penalty enforced so it doesn't
1:14:45 happen and also some procedures to
1:14:47 control it I want also talk about then I
1:14:51 didn't see anything I just wondering
1:14:53 since this is supposed to be a new
1:14:55 inventive school is what are we doing to
1:14:57 really reduce energy usage in this
1:14:59 building this is an ideal time to have
1:15:01 solar energy on there I don't see
1:15:04 anything reference to that or any way
1:15:06 that that can be incorporated in other
1:15:08 alternatives energies and reduced energy
1:15:11 footprint and carbon footprint of this
1:15:14 building I think ought to be addressed
1:15:15 in the school overall you know I'm for
1:15:20 the school here because I heard it to be
1:15:22 downtown
1:15:23 in the central core area not up on the
1:15:25 hill but if talus is okay with it I'm
1:15:28 not going to argue that but I do want to
1:15:30 support what Ken just said about the
1:15:32 having from day one your speed cameras
1:15:36 and it needs to be at the beginning and
1:15:38 the end of the zones on all four
1:15:41 directions to travel because what
1:15:43 happens if you've ever gone on Second
1:15:45 Street once those cars know where that
1:15:48 speed zone is they speed up before and
1:15:51 after that so those coming from second
1:15:54 Street or from front Street turning
1:15:56 north on second they speed all the way
1:15:59 until they get to that zone that camera
1:16:02 zone and then they slow down most of
1:16:04 them so that needs to be at both end of
1:16:06 the zones as far as the speed cameras my
1:16:10 other concern is also some of my
1:16:12 deliveries the school also gets sent my
1:16:16 deliveries and the fact that that's now
1:16:18 into the parent parking and drop-off
1:16:20 quite frequently as those deliveries are
1:16:23 at the time when school starts I know
1:16:25 because I'm over there it is qualm
1:16:27 middle and some of the other schools so
1:16:29 my concern is there is how is that going
1:16:32 to be controlled and are those
1:16:33 somebody's going to block the parent
1:16:35 traffic during that time period what is
1:16:38 going to prevent parents and they will
1:16:40 do this they will find any place they
1:16:42 can drop their kids off they will stop
1:16:44 they will stop out on talents tap or
1:16:46 towel strike and try and drop their kids
1:16:48 off they will go around
1:16:49 Timber Ridge and drop their kids off on
1:16:52 Falcon that's you know so unless things
1:16:55 are put in place so that can't happen
1:16:57 parents will do that my concern then
1:17:02 also is parents parking in the bus zone
1:17:05 areas that is very consistently happens
1:17:08 you're talking about extract if --'tis
1:17:10 that happen there even on a day with
1:17:13 graduation whatever we have tremendous
1:17:15 troubles around the schools with parents
1:17:17 parking in the bus zone areas and what's
1:17:19 going to prevent the parents from
1:17:21 parking and blocking the bus zones
1:17:23 because here the buses are going to have
1:17:24 to go in and turn around so that turn
1:17:27 around cannot be blocked either which we
1:17:30 have had happen over at the other
1:17:31 schools quite a little bit
1:17:33 so that needs to be managed my other
1:17:36 concern is with the kids walking over
1:17:38 the high crosswalk is what's going to
1:17:40 prevent a kid from throwing something
1:17:41 off of that high crosswalk into the
1:17:44 parent traffic area I haven't really
1:17:46 seen the design that crosswalk also if
1:17:49 it's a little bit cold how is that
1:17:51 crosswalk going to be designed so kids
1:17:53 are not going to slip and slide if it's
1:17:56 metal it's going to be slippery if it's
1:17:58 concrete it's gonna be slippery and if
1:18:00 they slip they're gonna be serious
1:18:01 injuries so that has to really be looked
1:18:04 at and maybe some sort of in late
1:18:06 heating system or whatever to prevent
1:18:08 ice and other build-up and then also
1:18:09 site protection so things can't be
1:18:11 thrown off it my other concern is if
1:18:14 you're actually there talking about
1:18:16 bringing kids down to s900 if there's
1:18:21 that doesn't happen very nicely now with
1:18:24 the snow routes I don't know if any of
1:18:26 you live in Dallas that you can ask the
1:18:28 talus people there if we're on snow
1:18:30 routes the kids have to come down the
1:18:32 hill to the bottom to get on at Ness 900
1:18:36 and there's no nice places for the
1:18:38 busses to pull over and let the kids on
1:18:42 the bus because the cars are all down at
1:18:45 the bottom blocking Dallas Drive and
1:18:47 blocking s900 so car so buses right now
1:18:52 with today's loads for the middle is
1:18:54 crying and Elementary's have a hard time
1:18:57 if there's no routes so if you're
1:18:59 talking about bringing an entire group
1:19:02 of kids down to load the buses I think
1:19:04 that's really unreasonable so things
1:19:06 have to be resolved on what's gonna be
1:19:09 happening with plowing and other things
1:19:11 that the kids could get on in the bus
1:19:13 zones if there is no an ice bringing
1:19:15 them down to s900 is not a safe option
1:19:18 at all for them to walk down there let
1:19:21 alone to have the buses pull off and
1:19:23 load their students there because I
1:19:24 don't you're talking I think up to 20
1:19:27 buses that may be there so how is that
1:19:30 gonna happen if they're all that out how
1:19:33 are you going to stage buses and going
1:19:35 up to the hill the buses we're going to
1:19:37 need some sort of way in
1:19:39 and the PM to be able to pull into that
1:19:42 bus lane they need a stoplight so
1:19:46 because cars coming down the hill are
1:19:48 not going to stop so how are your steaks
1:19:50 are going to get those buses in when
1:19:52 they're loaded with kids and you have
1:19:53 bombs coming down the hill you need to
1:19:56 stop light to stop the traffic and maybe
1:19:59 it's just during those hours when the
1:20:01 buses are turning in and out but it's
1:20:03 not going to work without some way of
1:20:06 stopping traffic allowing the buses to
1:20:08 go in and then also allowing them to do
1:20:10 it pretty frequently because bird not
1:20:12 frequently but steadily because if
1:20:14 there's ice buses are gonna slide right
1:20:16 back down that hill backwards so some of
1:20:19 those things need to be thought of a lot
1:20:20 better than what I've seen them thank
1:20:22 you thank you
1:20:27 last call any other comments so I will
1:20:31 close the public portion of this hearing
1:20:34 and turn the time over to the
1:20:36 commissioners for their questions and
1:20:39 comments but questions first so if you
1:20:41 have questions for the developer or the
1:20:45 city this is your time
1:20:49 a question for the applicant do you have
1:20:55 some imagery or some additional detail
1:20:57 you can provide on that bridge on that
1:20:59 pedestrian bridge that crosses into that
1:21:02 that bus waiting area if you listen some
1:21:07 of the renderings yeah we do have
1:21:09 additional details but I do not have it
1:21:11 with me okay so we can follow up with
1:21:12 that information thank you
1:21:18 there a throw fence or any I don't know
1:21:23 cold-weather provisions and it included
1:21:25 in it right now so you what are you
1:21:32 asking though is there a throw fence or
1:21:34 which is like a tall fence so people
1:21:37 can't throw things down below yeah we've
1:21:39 been thinking about the fact that we do
1:21:41 have middle school kids that will be
1:21:42 utilizing this and their natural
1:21:44 tendencies and and we've been working
1:21:47 that into the design it's really
1:21:48 probably best if I just follow up with
1:21:51 the response on that because then I can
1:21:52 show you all the detail and we can even
1:21:54 get you samples of product and things is
1:21:57 that pedestrian walk designed to be
1:21:59 covered at this time or is the walk not
1:22:01 covered it is not covered the intention
1:22:04 is that it is similar to a sidewalk and
1:22:07 the students move at a you know
1:22:10 reasonable walking pace across it and if
1:22:13 they need to linger there's a covered
1:22:15 area of parallel with the bus drop-off
1:22:17 area so the see this Mouse is working
1:22:21 there is a covered bus waiting area
1:22:25 right here but the intention is that the
1:22:27 students move quickly from the building
1:22:29 directly to the area where they would
1:22:32 get on the bus it question it doesn't
1:22:36 look very wide for 900 students they get
1:22:39 across how wide is it yeah so it's it's
1:22:44 10 feet wide it's the same width as a
1:22:46 sidewalk that's up there and it will
1:22:49 at the covered area parallel to the bus
1:22:51 there will be a gate so after hours you
1:22:53 will not be able to cross it and access
1:22:55 it the school will have the opportunity
1:22:57 to manage access to that pedestrian
1:23:00 bridge so that it's only accessed when
1:23:02 the administration at the school wants
1:23:04 students to be utilizing it well you
1:23:08 have this picture up there was mention
1:23:09 of a space available for for portables
1:23:14 where is that we have not identified a
1:23:18 place for portables okay I thought it
1:23:20 said that there was okay okay
1:23:22 anyway the intention was exactly the
1:23:26 opposite and I just want to clarify
1:23:28 because we may not have been clear there
1:23:30 is no place for portables identified at
1:23:33 this time there was the possibility of
1:23:36 extending the wing north wing towards
1:23:42 talus Drive but that's not a part of
1:23:44 this proposal it's just simply
1:23:46 identifying that in the future
1:23:48 little district could come back and
1:23:50 knows that yes excuse me a question it
1:23:56 seems like traffic is a big thing with
1:23:58 trying to figure out how we gonna manage
1:24:00 flow and make sure there's no problems
1:24:03 so I saw there's a signal that's gonna
1:24:06 allow bus flow in and out the bus going
1:24:07 up the hill use the the standard car
1:24:10 route so I can turn easily in and out is
1:24:13 there a percentage I live in an area of
1:24:15 the Highlands that it serves up well
1:24:18 it's at alimentary school a large number
1:24:22 of kids but they predominantly either
1:24:23 dropped off or walk to school because
1:24:26 there is no bus service within the
1:24:27 boundaries right I read that there's 10%
1:24:29 coming off talus 90% elsewhere what is
1:24:33 there an idea of any metric that would
1:24:35 share how many people would utilize the
1:24:38 bus versus drop-off yeah so I'll give
1:24:42 some highlights and maybe the school
1:24:43 district I'll need to elaborate a little
1:24:44 further
1:24:45 I believe the school district has the
1:24:48 highest in the state bus ridership for a
1:24:51 school district and I think it's over
1:24:53 50% of their kids is what they found at
1:24:55 other sites they are looking as part
1:24:58 there being a good environmental steward
1:25:01 and their sustainability goals and also
1:25:04 to alleviate traffic concerns they are
1:25:07 working on strategies to encourage
1:25:10 greater bus ridership some of the
1:25:13 strategies that are being brainstormed
1:25:15 and they're not formally approved are
1:25:18 you know should they be providing Wi-Fi
1:25:20 on buses are there some sort of rewards
1:25:24 system that a school can implement for
1:25:26 students that consistently ride the bus
1:25:27 so they are actively trying to continue
1:25:31 to grow their bus ridership because they
1:25:34 see so many benefits for all parties
1:25:37 involved okay the other with regard to
1:25:40 speed in this same area that I live in
1:25:43 is you know obviously a 20 mile an hour
1:25:45 zone for school I PD has done a great
1:25:47 job of being up there having a presence
1:25:49 they've handed out of tickets that
1:25:50 almost everybody with the exception of
1:25:53 maybe somebody that doesn't know the
1:25:54 area and flies through comes to about 20
1:25:58 mile an hour speed and the people that
1:26:00 don't are throttled by the cars in front
1:26:04 of them that are I think the the idea of
1:26:08 a speed camera or some sort of way to
1:26:10 manage that is a good idea is there any
1:26:13 plan I mean no I don't know if they just
1:26:15 brought up tonight or if it was
1:26:16 something that was more thought-out but
1:26:19 anything beyond the concept of a
1:26:22 flashing beacon at this point currently
1:26:25 the plan is the 20 mile an hour speed
1:26:27 limit the traffic light and the straight
1:26:29 beam that's what's been discussed okay
1:26:32 thank you do you have any sketches of
1:26:35 the intersection and the movements
1:26:37 allowed we do have a traffic analysis
1:26:40 but I we don't have those with us we can
1:26:42 certainly bring those at the next
1:26:44 meeting oh do you have it
1:26:46 we have the traffic analysis that was
1:26:49 prepared by their consultant do you mean
1:26:52 like like what will the intersection
1:26:54 look like what movements can you make as
1:26:56 you exit the driveway is that I think
1:26:59 that might there's just a conceptual
1:27:02 kind of a diagram but I can try - is it
1:27:04 in that report I have it so I can know
1:27:06 you have the executive summary and I
1:27:08 don't know if that's included
1:27:10 I know penny if you give me a second
1:27:11 deck on the subject of the
1:27:14 transportation report I think it
1:27:19 mentions on page 148 of 278 that as a
1:27:27 main driveway as a main arterial the
1:27:32 driveway should be spaced 600 feet apart
1:27:35 he's in the Falcon way driveway and the
1:27:39 main I think passenger entrance Drive
1:27:40 where you are only about 200 feet apart
1:27:42 is that right
1:27:43 so I wonder if any a yes is required for
1:27:48 that page 148 of 278 addresses this and
1:27:54 I wonder why that would be considered
1:27:56 safe in this case to have 200 foot space
1:27:59 so this that particular sentence I
1:28:04 believe is referring to the spacing
1:28:07 between Falcon Way and the intern the
1:28:12 new internal road right the collector
1:28:15 arterial standard in the city has 600
1:28:21 feet the applicant is applied for a
1:28:24 deviation because this is from the city
1:28:27 street standards and we reviewed that
1:28:30 with Public Works engineering and Public
1:28:33 Works operations and that has been
1:28:37 approved
1:28:37 that's a staff decision that's why we
1:28:40 didn't provide it to you but that has
1:28:43 been carefully reviewed and approved ok
1:28:45 saying so and hey Stan isn't required
1:28:47 for that it's a deviation let's handle

1:32:42 impacts to Newport way and I will need
1:32:48 to speak with Tom Mullins from the
1:32:50 school district who is the capital
1:32:53 campaign blah blah blah sorry I don't
1:32:57 know exact titles but Tom Tom and I have
1:33:00 been working out in the field and he was
1:33:02 out with the lighting designer working
1:33:04 on solutions to that and so we'll
1:33:07 provide some additional information in
1:33:09 the briefing response memo based on what
1:33:11 we've been learning in the field at the
1:33:13 other school site which I think will be
1:33:15 helpful here perfect and the other one I
1:33:18 had was more of a design from the school
1:33:19 standpoint I understand that single
1:33:21 parcel land and his akuaba specially for
1:33:24 schools is difficult to find but these
1:33:27 schools keep stacking seems higher and
1:33:29 higher than a traditional school and
1:33:32 when looking at the design I see a lot
1:33:34 of stairs I assume there's an elevator
1:33:35 somewhere it was kind of small what
1:33:38 thought is put to emergency I'm thinking
1:33:40 my kids when they leave school and
1:33:42 there's a fire drill or whatever how
1:33:44 many floors they have to go down or what
1:33:45 the process isn't that right so one of
1:33:49 the unique things about this
1:33:51 is that our third floor of this
1:33:53 five-story building is where is the main
1:33:56 level and so when we think about the the
1:34:00 traffic distance in case of an emergency
1:34:02 is that they don't have to travel a huge
1:34:05 distance to get out to do their fire
1:34:08 drill they will be assembling all the
1:34:10 students on the field area as they do at
1:34:13 most schools for when they're doing
1:34:14 those fire drills and those types of
1:34:16 things and the school administrative
1:34:18 team hasn't kind of mapped out all those
1:34:20 routes yet but we certainly work with
1:34:22 the fire department and making sure that
1:34:24 we've met all codes for egress and we've
1:34:26 got lots of options to talk with a team
1:34:28 about how they want to have kids move up
1:34:30 to that field okay thank you there was a
1:34:34 public comment earlier about the bus
1:34:37 queuing while we're on the the traffic
1:34:40 report here has there been a study done
1:34:42 in terms of that queuing into Falcon way
1:34:45 and I guess the other part of that
1:34:47 question is are the buses being stored
1:34:51 here at this bus depot and then they're
1:34:53 there making their way to the middle
1:34:55 score are they being stored on that bus
1:34:57 lane because there seems like there is a
1:34:59 concern that turning lane into Falcon
1:35:02 way looks like that accommodates what to
1:35:05 three buses and most before the queueing
1:35:08 could cause backup in a drive lane plus
1:35:11 you've got the parents turning him left
1:35:13 so I'll let Jennifer respond to a
1:35:15 traffic components I'll just respond to
1:35:17 the bus storage the intention is not to
1:35:20 store bus on buses on this site the
1:35:24 buses would all be in queued up when the
1:35:27 students are departing at the end of the
1:35:30 day and then they would arrive as their
1:35:32 routes allow in the morning but they
1:35:35 would not be stored on site so those
1:35:37 parking areas would be available for
1:35:38 other uses after hours okay
1:35:49 so the bus arrival and departure were
1:35:52 all considered an on the cueing analysis
1:35:54 that was done and in general the buses
1:35:57 arriving to the site either in the
1:35:59 morning as they're dropping the kids off
1:36:01 or in the afternoon as they're coming to
1:36:03 line up to pick up the kids they tend to
1:36:06 be more spread out they're not all in a
1:36:08 platoon and so the the cueing numbers
1:36:12 that are in our report reflect kind of
1:36:14 the typical arrival patterns of school
1:36:16 buses coming in now the bus is leaving
1:36:18 particularly in the afternoon they do
1:36:21 typically leave in a platoon so what
1:36:24 they do is they're all waiting there
1:36:26 when when school is dismissed the kids
1:36:28 load up nobody moves until all the
1:36:31 school buses are loaded and then once
1:36:33 all of the buses are loaded and the
1:36:34 doors are closed they start coming out
1:36:37 and that is the one time of day when we
1:36:39 found the potential for a queue that
1:36:42 would extend and past the available
1:36:45 space on way but in that case the
1:36:48 buses would basically be queued back
1:36:50 into the bus loop area that's also
1:36:53 something that the nice thing about
1:36:55 buses it's something that the school
1:36:57 really can manage so if there are issues
1:37:00 that become apparent with with those
1:37:03 types of patterns that there's things
1:37:06 there's measures that can be done to
1:37:08 instructions to the drivers to you know
1:37:10 not pull up to that space until you see
1:37:12 that that the cuit at TELUS Drive has
1:37:14 cleared but I guess the short answer to
1:37:18 your question is that that was all
1:37:19 considered in our analysis what time of
1:37:22 these buses leaving are they leaving the
1:37:23 closer to rush hour as traffic is coming
1:37:26 back home of Talas or they have not
1:37:35 established the school schedule yet and
1:37:38 so that is all part of the work that's
1:37:39 going to be occurring this spring I'm
1:37:49 sorry you guys have to speak at the
1:37:51 microphone
1:37:57 so again Jason Morris exec director of
1:38:00 middle school is this West School
1:38:01 District responding to the dismissal
1:38:04 times currently I can only speak to what
1:38:06 we're doing currently as you know we
1:38:11 have to boundary the process and we make
1:38:14 sure we can transport all the kids but
1:38:17 currently approximately 2:45 quarter to
1:38:21 3:00 with new investors would be rolling
1:38:22 and then on Wednesdays it's a little
1:38:26 later it's more like 3:30 timeframe and
1:38:29 then the arrival and again I can't speak
1:38:31 I mean they don't all just be show up at
1:38:33 one time they kind of filter in but
1:38:36 generally speaking you would see
1:38:38 probably in this 7:30 timeframe as most
1:38:43 classes start in the eight o'clock range
1:38:48 the reason I'm speaking in generalities
1:38:49 right now is we have made adjustments
1:38:51 for some of our schools a few minutes
1:38:53 either direction because some of those
1:38:57 bus routes also either serve elementary
1:39:00 schools and so we have to get them out
1:39:02 of the secondary school so they have
1:39:04 time to go make their Elementary route
1:39:06 or pickup and we've made some
1:39:07 adjustments for other traffic concerns
1:39:09 but those are the general timeframes
1:39:11 inspiration just a couple questions
1:39:16 first a couple comes procedural
1:39:19 questions since this is now that the
1:39:21 Development Commission is is the
1:39:24 decision maker on permits in the
1:39:26 Highlands and Upton Talas still trying
1:39:29 to understand the role the Commission
1:39:31 plays versus the architectural review
1:39:33 committee so can you Lucy say a little
1:39:40 bit its you talked about in the staff
1:39:42 report but a little bit about kind of
1:39:44 the boundaries where what's in the
1:39:45 purview of the architectural review
1:39:47 committee and then the pieces that are
1:39:50 really in front of the Commission sure
1:39:54 I'm gonna probably talk more about
1:39:57 what's in the purview of the
1:39:58 architectural review committee
1:40:02 and I know this is unusual for you guys
1:40:05 because it does take some things that
1:40:07 you would typically look at out so it's
1:40:14 easier with architecture and some of the
1:40:17 aesthetics to identify that those are
1:40:21 the architectural review committee so
1:40:23 for building the materials colors style
1:40:27 would be under the architectural review
1:40:30 committee in terms of buildings there
1:40:34 are certain sort of high-level urban
1:40:36 design aspects the examples that Katie
1:40:41 gave were blank walls and screening of
1:40:43 roof top equipment they're generally
1:40:46 kind of from an urban design perspective
1:40:50 then there are other kinds of site
1:40:53 things would you know we might say that
1:40:55 there is a bench needed someplace the
1:40:58 architectural review committee would get
1:41:00 to say what that looked like what the
1:41:02 materials were if there's handrails they
1:41:05 might get to say what color they are or
1:41:09 again what materials now if there's a
1:41:12 case here where the railing along Falcon
1:41:15 is an urban design component so we say
1:41:18 it has to be decorative and have certain
1:41:20 characteristics for pedestrian friendly
1:41:24 reasons there could be a quite wide
1:41:28 range of ways to solve that the
1:41:30 architectural review committee would get
1:41:32 to pick which solutions their work
1:41:35 landscape is the toughest at his Co
1:41:38 Islands where I have more experience
1:41:40 doing this we never drew a really bright
1:41:43 line but I think Katie gave some really
1:41:45 good examples we can say you know
1:41:50 there's sort of specs plant sizes plant
1:41:53 spacing there are certain native plant
1:41:56 requirements we are ensuring that it's
1:42:01 consistent with a mountain
1:42:03 you character the joking example I gave
1:42:07 Katy was even if they were doing native
1:42:10 plants a formal French garden would not
1:42:12 be acceptable but short of that as long
1:42:18 as they are meeting our sort of broad
1:42:20 requirements deciding what evergreen
1:42:23 trees
1:42:24 what deciduous trees if a certain area
1:42:28 should have more trees and less shrubs
1:42:31 as long as we were within our bounds
1:42:34 which are pretty broad the architectural
1:42:36 review committee really gets to make
1:42:38 those choices
1:42:39 does that help that's helpful that it
1:42:42 kind of informs some of my questions so
1:42:45 particularly around the landscaping
1:42:47 there's some fairly broad kind of
1:42:49 parameters I think that are in the C's
1:42:51 land-use code and the committee would
1:42:53 deal with the more specific kind of
1:42:55 implementation let's say so a couple
1:42:58 couple quick questions related to the
1:43:00 landscaping one is the the top of the
1:43:04 garage the top deck of the parking
1:43:05 garage based on what I've seen so far
1:43:07 there's no of landscaping treatment
1:43:10 provided there and obviously it's a
1:43:11 fairly significant concrete deck that's
1:43:14 visible from above so what is being
1:43:18 thought about to treat the top of the
1:43:20 parking deck and then preserving the
1:43:22 necessary parking which is also a
1:43:24 premium so I'm gonna just say one thing
1:43:27 and then you don't have to walk away so
1:43:29 there is there is a choice that they
1:43:33 have to make to address this so just
1:43:37 like any parking lot they have to meet a
1:43:40 ten-percent landscape requirement it can
1:43:43 be met with landscape or it could be met
1:43:45 with architectural elements now I'll let
1:43:48 her to describe how they are chosen and
1:43:50 we have integrated an architectural
1:43:53 trellis on the upper level it didn't
1:43:55 show in any of the diagrams we shared
1:43:57 okay it did look like on one of the
1:44:00 drawings
1:44:01 on page a 104 it looks like it shows
1:44:04 that the corners to planting areas but I
1:44:12 presume err on the top is this the page
1:44:23 you're talking about yeah so the bottom
1:44:27 left in the upper right these areas yeah
1:44:33 there are there are two planting areas
1:44:36 in the corner and then the trellis area
1:44:38 that I'm talking about is in this center
1:44:40 portion could you also bring up a 201 if
1:44:52 you look at the lowers elevation there
1:44:55 no you're right just if you scoot it
1:44:58 over a little bit that's fine all right
1:45:03 being very responsive and I think there
1:45:07 you go
1:45:08 so yeah you can see kind of where the
1:45:12 hand is that there are covered play
1:45:21 structure but this is this does I didn't
1:45:24 realize we had this diagram this does
1:45:26 show the but shelter area as well and
1:45:28 the walkway to the building so we'll
1:45:33 we'll try and I think there's some on
1:45:35 some additional pages we can bring that
1:45:39 on like a 201 203 but we'll try and make
1:45:44 that clear in our briefing response memo
1:45:46 because we've been able to review it to
1:45:49 see that there's a parking structure yes
1:45:51 meeting 10% but we'll try and do it in a
1:45:55 way that's easier to understand and
1:45:57 there's you can see it this is actually
1:45:59 a great view in the center here
1:46:01 that's the trellis area there on the
1:46:05 second bullet point on the right it says
1:46:08 steel trellis it's kind of little and
1:46:10 that's pointing to the area where her
1:46:11 hand is
1:46:13 and the intention is that's planted or
1:46:16 it's just screening its screening okay
1:46:19 yeah there's also quite a bit of
1:46:22 planting around the parking garage that
1:46:25 will grow up - yeah we started want to
1:46:29 planting down low that'll grow up on the
1:46:32 different elements of the parking
1:46:34 structure and then just based on the
1:46:36 hillside and where it's sighted it's
1:46:38 actually kind of we were struggling to
1:46:40 get views of it because it gets tucked
1:46:42 into the topography
1:46:46 another questions related is only a
1:46:48 skipping miss Anderson noted in her
1:46:50 public comments that this is kind of a
1:46:52 gateway as you come into Tallis which is
1:46:54 there was a I think of rendering that
1:46:57 showed from SR 900 generally what it's
1:47:00 going to look like I'd be interested in
1:47:02 knowing more about what that experience
1:47:04 will be as you now turn what's the
1:47:08 school is built and I'm looking up the
1:47:10 hill we're going to have obviously some
1:47:11 significant retaining walls so I think
1:47:14 that would be how is the kind of Gateway
1:47:18 nature of this project being addressed
1:47:36 so we've been working through that with
1:47:38 Ken and looking at what the aesthetic is
1:47:41 of those walls and what we have proposed
1:47:45 is sculpted finished to those walls that
1:47:48 had that has a mountain view experience
1:47:53 so but I also think Rebecca that some of
1:47:57 the materials that you put to you and
1:48:00 Kim put together for Ken that were the
1:48:03 views up Telus Drive might be more
1:48:07 evocative of what that would look like
1:48:10 to answer commissioner Brennan yeah so
1:48:13 is this to be that you're talking about
1:48:15 where you would be looking at I'm sorry
1:48:19 that's part of the treatment of the hill
1:48:22 side of the retaining wall but it's
1:48:24 actually as you're turning oh I see

1:48:30 believe we have that in any of our
1:48:32 presentation the next one yes our 900
1:48:35 right at the end of your presentation

1:48:44 landscaping so you only see those walls
1:48:48 when you're got a different view so we
1:48:52 have done some studies of that and with
1:48:54 our work with Ken and we can follow up
1:48:55 with those feeds yeah so just in the
1:48:58 proposed landscaping will reach that
1:49:00 height or is this just a rendering or is
1:49:03 this literal I mean those trees seem
1:49:05 quite tall and they appear to there's a
1:49:07 lot of existing landscaping and so when
1:49:10 you're looking from SR 900 you see a lot
1:49:13 of the existing landscaping okay it is
1:49:20 or it is or something that we generated
1:49:24 through computer software but it's
1:49:27 leveraging you know all the great
1:49:29 imagery that is actual conditions okay
1:49:32 so it's very lifelike
1:49:33 let's they'll be supplemental landscape

1:51:43 wall and they might say no we want
1:51:45 applied elements and that would be their
1:51:48 purview to say that that would be the
1:51:50 appropriate solution is that the same
1:51:54 regarding a roof line modulation as well
1:51:56 Lucy I know there's a on Part B of goals
1:52:00 and guidelines for talus there's a
1:52:02 requirement specific to roofline
1:52:04 modulations so you know looking at for
1:52:09 example the East elevation level level 5
1:52:14 I'm not seeing a whole lot of roofline
1:52:16 modulation there I'm just seeing a
1:52:19 straight line of the coping all the way
1:52:22 across so would that be in our viewers

1:52:53 areas can be heavily congested during
1:52:55 certain points of the day you know are
1:52:57 there any signals or safety features at
1:52:59 that crosswalk for faculty or staff or

1:53:08 there you know it's a bit of a blind
1:53:10 corner it's in it it's in a pretty good
1:53:11 spot but you know I could see somebody
1:53:14 running out there and that cars
1:53:16 somebody's late whipping in there yeah
1:53:18 so this plaza area is the plaza area is
1:53:23 being developed to really designate that
1:53:26 this is an area where there will be
1:53:28 crossing of pedestrians and that this is
1:53:31 the prime entrance to the building we do
1:53:35 also have the opportunity for students
1:53:37 that are getting dropped off to come
1:53:39 directly up into the covered play area
1:53:41 as well and and so there and then as we
1:53:46 talked about the students will be coming
1:53:48 from the overhead walkway into the
1:53:51 building so though there'll be 900
1:53:53 students coming to this site I share
1:53:54 that in that they'll be coming and
1:53:56 arriving in multiple points at the
1:53:57 building I don't know if someone from
1:54:01 the school district might be able to
1:54:02 speak a little bit more specifically
1:54:04 about how they manage students as they
1:54:07 arrive on campus and how they make sure
1:54:10 that they're using they're making safe
1:54:13 choices so or any traffic calming
1:54:17 mechanisms planned on that incoming
1:54:19 Drive are you speed bump anything else
1:54:24 oh you can endorse that yeah so the part
1:54:29 of the reason that there is this change
1:54:31 in texture is to recognize the the need
1:54:34 to drive slower and we do have
1:54:36 designated crossing paths and things
1:54:38 along that nature to mitigate the speed
1:54:41 through there
1:54:43 Tom balance with the school district any
1:54:46 of the areas that are deemed heavily
1:54:50 pedestrian by students will be dead
1:54:53 we'll be done with crossing guards
1:54:54 people with flags if it ends up that a
1:54:57 lot of students come down the crosswalk
1:54:58 by the garage on the east side or from
1:55:02 the parking garage there'll be a person
1:55:04 out there with the flag making sure they
1:55:05 safe cross cross safely does that
1:55:08 include during sporting events as well
1:55:10 or is that during only during school
1:55:13 hours on this we don't provide any
1:55:15 personnel after school hours
1:55:19 another question on that
1:55:21 inbound passenger street to transitions
1:55:24 to a drive is that about 28 feet there

1:58:05 is would need to just mount their bikes

1:58:21 if the 10-foot sidewalk will be divided

1:58:35 yet so parking might be a good topic to
1:58:44 talk about real quick so in the staff
1:58:47 report it talks about special events and
1:58:49 I know there was a detailed parking
1:58:51 study done on this where they were a
1:58:53 number of there were several events
1:58:55 special events that were going to
1:58:57 admittedly exceed the parking level
1:59:01 that's provided and there's no close
1:59:04 proximity neighborhood streets on yeah
1:59:07 near this site where overflow parking
1:59:09 could readily happen so there were
1:59:12 different mitigation measures suggested
1:59:15 can you speak a little bit more about
1:59:17 where the school district is and
1:59:20 actually arriving at solutions on those
1:59:22 mitigation measures for example one of
1:59:25 them was the first one was a shuttle and
1:59:27 shuttling I don't know if that's
1:59:28 something that school district has done
1:59:30 for other sites and how that happens
1:59:33 and just one other concern noted
1:59:36 I think the condition suggested that
1:59:38 prior to issuance of a temporary
1:59:40 certificate of occupancy those
1:59:42 mitigation measures would be agreed to I
1:59:44 think that's too late I think you needed
1:59:46 to decide that before the building
1:59:48 permit gets issued so what's the
1:59:50 mitigation to do a special event parking
1:59:52 overflow on this property when when the
1:59:57 permits issue as a former middle school
2:00:00 administrator I was the principal of
2:00:03 Maywood middle school when that school
2:00:05 was approximately 1,100 students which
2:00:08 is a very good sized middle school one
2:00:11 of the things that we did to mitigate
2:00:14 traffic and parking lot space
2:00:17 particularly on nights such as a
2:00:21 curriculum night or back-to-school night
2:00:23 or whatever we call it was to work with
2:00:27 our district transportation staff to set
2:00:29 up shuttle parking one strategy that
2:00:33 I've used in the past was to use a
2:00:35 neighboring campus
2:00:37 of the ISD that didn't have an event and
2:00:40 we parked
2:00:40 parents there and then shuttled them via
2:00:43 school bus I like to think it as the
2:00:47 experience that curricular night because
2:00:48 you get to write a school bus
2:00:50 it is possible just based I actually
2:00:54 drove that today we could possibly
2:00:58 shuttle from our Hawley site our Holly
2:01:01 Street site which is the former admin
2:01:03 building site because we have parking in
2:01:05 that area I'm not sure about permitting
2:01:08 or asking permission but we do have two
2:01:10 bits around the corner if that's the
2:01:12 spot that we could arrange a shuttle but
2:01:15 that is something that has been done in
2:01:16 the past I personally did that as a
2:01:19 principal and it's definitely possible
2:01:22 thank you what one question there was a
2:01:26 mention of possibly parking on the
2:01:28 athletic field that ever happened or
2:01:31 would that cause too much damage boy I
2:01:33 would have to reference that to the
2:01:34 architect yeah there it would cause too
2:01:37 much damage to this field and it also
2:01:39 was not factored into any of our
2:01:43 scenarios for access to that the only
2:01:46 access to the field is for emergency
2:01:48 situations I think one of the more
2:01:51 problematic times I guess identified
2:01:53 there was eighth grade commencement
2:01:55 during the day what's the possibility of
2:01:58 moving that to a nighttime event
2:02:01 what's the school district's feeling on
2:02:03 that that's an administrative question
2:02:07 again I've experienced both I've
2:02:11 experienced eighth grade commencement
2:02:13 during the school day and I've also
2:02:16 experienced it after hours
2:02:18 like say six o'clock in the evening and
2:02:21 then just shortly after school in the 3
2:02:23 to 5 range all of those options can work
2:02:27 typically my experience is there is
2:02:31 input from the building administration
2:02:32 on when events such as that take place
2:02:34 and then we also at least I did as a
2:02:38 principal like to work with my community
2:02:40 of parents grandparents friends
2:02:42 neighbors who are attending those
2:02:44 commencements and work with either my
2:02:48 PTSA my parent-teacher council to decide
2:02:52 when those commencements happened
2:02:54 currently I think two or three of my
2:02:57 buildings they happen during the daytime
2:02:58 and I think I have at least one building
2:03:01 that happens in the evening time so
2:03:03 there is no set rule around that
2:03:05 typically that's something that the
2:03:08 school and the parent groups of the
2:03:11 students who are commencing from eighth
2:03:13 grade come to an agreement there Thanks
2:03:19 is there a condition regarding that
2:03:20 parking management plan I think I may
2:03:22 have seen one but I'm not sure it's we
2:03:24 generated an approved yeah thank you
2:03:29 have a question on page 14 of the staff
2:03:32 report under the flooring ratio
2:03:35 it says the applicant has proposed
2:03:37 establishing a tract of land surrounding
2:03:41 the trail which would also be deducted
2:03:44 didn't really understand that what I
2:03:46 mean by establishing attractive lands
2:03:49 that mean attractive public land
2:03:52 parkland a separate piece of property
2:03:57 which would at this time we're not
2:03:59 proposing that it be owned by someone
2:04:01 else but it could be it just isn't part
2:04:07 of the school site most of the south end
2:04:11 is graded to fit the trait and get that
2:04:17 trail in and I'll accommodate the stairs
2:04:22 and all the different grade changes
2:04:24 wouldn't be counted as part of the
2:04:26 school track then okay thank you a
2:04:31 couple different questions sort of just
2:04:34 based on where some when the report but
2:04:35 page 29 and talked about an elevated
2:04:38 crosswalk at Falcon way as a requirement
2:04:41 I think and I wondered if that is a
2:04:43 problem for buses at all to go over and
2:04:47 elevated crosswalk or if that's not a
2:04:50 problem we have spent a lot of time
2:04:53 talking about that and the engineer for
2:04:57 the school district had a solution that
2:05:00 he felt would work for both the school
2:05:02 buses and keeping a perceived constant
2:05:06 sidewalk grade um so you know we want to
2:05:11 ensure it works for both sets of users
2:05:13 both okay so in that any condition for
2:05:16 that that would be addressed or not sure
2:05:20 the condition just a requirement that
2:05:22 would be there is a condition requiring
2:05:25 that there be a constant grade and we
2:05:29 have talked about the specifics of the
2:05:32 construction detail that would allow us
2:05:35 to meet that condition and these
2:05:38 suitable for buses and and we felt like
2:05:40 we came to something that would achieve
2:05:42 that right thank you
2:05:45 and on page 32 the discussion about the
2:05:50 trail connection through the through the
2:05:55 lube the discussion at the bottom of 32
2:06:09 which says it connects into the rest of
2:06:12 the site only at the southernmost point
2:06:14 of the passenger Lou this is an
2:06:16 appropriate point of connection through
2:06:18 the bus Lou does that it's supposed to
2:06:22 be through the passenger loop assume
2:06:24 okay and then my question was in that
2:06:27 map at the top of page 33 it made me I
2:06:32 it seems strange that we would put a
2:06:35 pathway through the middle of the loop
2:06:37 as opposed to just having a walkway
2:06:40 around the edge of the loop so people
2:06:43 didn't have to cross through the middle
2:06:45 of a traffic loop when we when we
2:06:49 originally identified that concern we
2:06:52 had it going around the outside as you
2:06:54 suggested and that is a rather steep
2:06:57 wall at this time and so I don't think
2:07:01 that they felt that there was a way to
2:07:05 incorporate it on the edge relative to
2:07:09 the wall which is why we looked at going
2:07:12 through the middle but let us talk about
2:07:15 a little more and we'll provide more
2:07:17 information in that briefing this might
2:07:19 imagine it's not gonna get a lot of use
2:07:21 probably a bit still that's wrong I
2:07:29 guess one of my big concerns on page 33
2:07:33 the discussion of the service yard the
2:07:35 loading dock and that walkway and I
2:07:37 wondered if if we can pull up that
2:07:41 section and
2:07:42 zoom in on that to try to get number one
2:07:46 a better understanding because I think I
2:07:48 saw something that showed that they
2:07:49 would be roll up doors for the loading
2:07:52 dock area probably the overhead shot
2:07:58 first aerial if you look at maybe in the
2:08:01 presentation the enlarged plan
2:08:13 yeah so the extent that you can zoom
2:08:16 down into that you need to go into
2:08:20 slideshow no serious

2:08:41 of the site there is there's a right
2:08:44 where this line is is where we have a
2:08:46 covered roof area the dumpsters are
2:08:48 below that roof and the loading dock
2:08:51 area is adjacent to it the wall that the
2:08:55 bikes are in front of adds to screening
2:08:59 for that area and when the deliveries
2:09:02 which would be coordinated with us with
2:09:04 the beginning and the end of the school
2:09:06 day they would not be conflicting that's
2:09:09 something that the school district has
2:09:10 recognized that they need to coordinate
2:09:12 the the trucks would be backed into this
2:09:16 location here to do their deliveries or
2:09:19 to pick up the trash the you know it
2:09:23 looked like the way that the bicycle
2:09:24 wall did suck out it didn't I mean it's
2:09:27 fairly narrow down for all these kids it
2:09:29 might be dropped off to the south of
2:09:31 there and are walking along there
2:09:33 because that it's also shown as a
2:09:35 drop-off area essentially right in front
2:09:37 of the service area it looked like that
2:09:39 sidewalk got fairly narrowed right
2:09:42 around where the bicycle wall was so it
2:09:48 is not in air Road yeah it's not
2:09:50 narrowed there if you think about the
2:09:52 sidewalk with down here it's actually
2:09:54 starts to get a little bit wider and
2:09:56 then opens up to this plaza area we can
2:09:59 provide some more detail with some
2:10:01 dimensions to make that clear so you can
2:10:04 understand how that would be functioning
2:10:06 as I guess it's from a CID standpoint
2:10:11 from a design standpoint if this were an
2:10:13 office building or something like that
2:10:15 and we had somebody saying we're going
2:10:16 to put a trash can enclosure right on
2:10:19 sort of the main drop by failure yeah it
2:10:22 would be concerned I can see how we have
2:10:24 constraints of where you get things but
2:10:26 what this is going to appear like
2:10:28 because I know the trash areas and
2:10:30 loading areas aren't always kept up that
2:10:32 well and that's I guess design wise one
2:10:35 of my concerns about what that
2:10:37 like and maybe that's more an a RC issue
2:10:41 yeah I would say the specific mechanism
2:10:44 is the a RC but the fact that there is a
2:10:47 mechanism that both protects people who
2:10:50 are walking there and screens it is an
2:10:53 urban design aspect we have a condition
2:10:57 number 18 that starts that but I think
2:11:00 that this would be a good area to kind
2:11:03 of zoom in on and apply more dimensions
2:11:06 and some additional information to
2:11:08 understand how that might work because I
2:11:10 think we you know we wrote the condition
2:11:13 because we shared some of the same
2:11:14 Katherine's right and that is why we're
2:11:17 proposing an overhead coiling door to
2:11:19 cover the trash net loading area that's
2:11:21 not something we typically do at schools
2:11:24 so we are looking at providing screening
2:11:26 for that area that's great thank you
2:11:29 and the this is a minor question but
2:11:35 page 54 I was trying to figure out on
2:11:38 the table on replacement trees where
2:11:41 there was a number of significant trees
2:11:43 required was 205 and trees remaining
2:11:46 were three and the balance was 201
2:11:49 should that be 202 day since we have
2:11:54 school people here I just want my shirt
2:11:59 anybody need a calculator I can't see
2:12:04 any reason why it would not be I don't
2:12:08 know if there was a number that I got
2:12:10 wrong I mean obviously one of the
2:12:11 numbers is wrong but I'm not sure if it
2:12:13 came from me or from the report that's
2:12:14 one thing sure I wouldn't misunderstand
2:12:15 that okay and the pedestrian bridge I
2:12:20 guess the branches won't cross why does
2:12:23 it fall under any of the sky bridge
2:12:25 requirements in central Issaquah design
2:12:29 or the sky bridge only for the Costco
2:12:34 development agreement know there are sky
2:12:36 bridge provisions that I believe we
2:12:39 added to central is quad let me take a
2:12:41 look I didn't really think about it that
2:12:43 way so let's let us take a look at that

2:12:47 and then so condition 11 about the
2:12:51 reducing the lane width to 10 feet that
2:12:54 sounds like the city's gonna change that
2:12:56 to which you were required but asked
2:13:00 them to do an administrative adjustment
2:13:02 of standards to apply for that to get an
2:13:04 adjustment so they originally showed 11
2:13:09 foot lanes and the standard for the road
2:13:13 is 10 and we staff had a conversation as
2:13:18 part of this bigger review and landed on
2:13:24 10 on staying with 10 and Timber Ridge
2:13:29 gave us some of their thoughts so we
2:13:31 went back to revisit it and I think that
2:13:35 although the standard is 10 and we
2:13:39 normally don't like to go above 10
2:13:40 because of speeds and lots of things
2:13:43 it's such a short distance that we could
2:13:46 see their point we've had preliminary
2:13:49 conversations with Public Works
2:13:50 engineering and and right now our plan
2:13:54 is to have the school district request
2:13:56 the adjustment of standards to allow
2:13:58 what they originally showed and
2:14:00 hopefully that we would have
2:14:03 that decision and included in the
2:14:05 briefing response memo when the packet
2:14:07 comes back to you for the February
2:14:09 meeting right thank you it sounded
2:14:12 reasonable so okay more questions
2:14:19 regarding the service area I'm an
2:14:22 agreement with Commissioner Morgan I
2:14:23 think it'd be great just using an
2:14:24 additional detail possibly in a large
2:14:27 plan even a kind of an interior shot of
2:14:30 that as you know whether you're a kid or
2:14:32 someone getting out of the car because
2:14:35 that whole drop-off Lane I'm really
2:14:38 seeing students you know getting out of
2:14:41 their car as much I didn't much earlier
2:14:43 point than that so I guess the other
2:14:45 part of that question or that statement
2:14:47 which is a question that parking a lawn
2:14:50 that drop-off or that loop is that staff
2:14:55 parking or is that visitor part time
2:14:58 parking I mean are there going to be
2:15:00 cars parked there the full day those are
2:15:03 those parallel spots so during the
2:15:06 school day there would it would not be
2:15:07 open to anyone to parallel park we have
2:15:11 adequate parking during the school day
2:15:14 we believe we have more than forty
2:15:16 stalls that won't be used by the eighty
2:15:18 staff members and that will be available
2:15:20 all the time for parents that might be
2:15:22 coming to the school in front of it what
2:15:24 I've heard from the administrators in
2:15:26 the district that's plenty
2:15:28 they just don't get the the same parent
2:15:30 involvement that they do at elementary
2:15:31 levels so that's the approach so what I
2:15:35 would just add because I agree with
2:15:38 everything where Becca said is that I
2:15:43 think what the school district perceived
2:15:45 was this opportunity to have sort of
2:15:50 some multifunctional uses for both of
2:15:54 those loops in off hours so if there was
2:15:57 an evening event that needed more
2:16:00 parking they would be striped and signed
2:16:03 to explain when and how that parallel
2:16:07 parking either on the bus loop or the
2:16:10 passenger loop would be available so as
2:16:14 Rebecca indicated it wouldn't be
2:16:16 available during the school day or
2:16:18 school hours but it would be off hours
2:16:22 parking to expand what's available and
2:16:25 it's about 40 more stalls okay that's

2:17:08 correct representation of that
2:17:10 intersection this does not accurately

2:17:26 additional questions I have a traffic
2:17:30 questioning and there was a lot of
2:17:31 public comment about the talus Drive and
2:17:36 SR 900 intersection and was there any
2:17:43 impact from the school on that
2:17:45 intersection
2:17:48 there's a little impact the additional
2:17:51 traffic would add delay at that
2:17:53 intersection but part of the mitigation
2:17:55 that is one of the conditions we
2:17:58 understand the project is to react
2:18:01 amaizing signal at that location and and
2:18:05 then that would address that and the
2:18:08 operation that we found with the school
2:18:12 traffic and with the optimization if
2:18:15 you're familiar with how the grades work
2:18:17 of level of service a through F the
2:18:20 standard for that location is actually e
2:18:23 is the state facility and the level of
2:18:26 service that we found actually with and
2:18:28 without the project was level of service
2:18:29 C so a little little more delay but not
2:18:33 not a huge difference okay so it's a
2:18:42 delay for northbound traffic
2:18:45 specifically its so that's the average
2:18:52 delay but then where the biggest
2:18:54 increase was was in the that northbound
2:18:56 right turn lane which is not very
2:18:59 heavily used under current conditions
2:19:01 and that's where we would expect because
2:19:04 anybody accessing the school from the
2:19:06 South would be using that so I think
2:19:09 Jennifer you meant found left yes okay
2:19:13 not what I said
2:19:18 okay thank you go ahead and then I think
2:19:24 a lot of the public comments were maybe
2:19:28 before the intersection was included in
2:19:31 the project but are there any other
2:19:35 traffic calming measures that make sense
2:19:38 to incorporate with the intersection
2:19:40 with that intersection yeah sorry the
2:19:42 one further up at talat at the school
2:19:45 and the entryway yeah so you want me to
2:19:50 answer to have it coming the the traffic
2:19:54 signal itself is it should have some
2:19:56 effect and slowing down the traffic the
2:20:00 fact that there would be more traffic
2:20:02 will have some effect in slowing down
2:20:04 the traffic and then the speed school
2:20:07 zone speed limit would have an effect so
2:20:10 the bottom line is that the the project
2:20:12 itself and the measures that are going
2:20:14 that are being recommended with it are
2:20:16 all should be beneficial to the speeds
2:20:20 on Telus Drive now we haven't actually
2:20:23 said that's absolutely the last thing
2:20:26 that should ever be done on Telus drive
2:20:27 our data did show that there is speeding
2:20:31 regularly and and even though the state
2:20:36 database numbers weren't as high as what
2:20:37 the presentation was our findings were
2:20:41 consistent and most all of the the
2:20:43 collisions that for which there was data
2:20:45 were due to excessive speeds mostly in
2:20:48 wet or icy conditions the the city does
2:20:52 have a process to go through for a
2:20:54 traffic calming and I know the school
2:20:57 district would be supportive of you know
2:21:00 supporting going through that process
2:21:01 but as far as the effects of the project
2:21:04 itself we feel like the measures that
2:21:07 we've identified to help address the
2:21:09 operational and safety issues will have
2:21:11 a benefit for traffic calming that
2:21:13 doesn't necessarily mean that needs to
2:21:15 be the end of it as far as the city is
2:21:18 concerned but the project itself should
2:21:20 have a beneficial effect
2:21:24 related questions on talents drive I
2:21:26 want to bring up a couple of points
2:21:29 submitted by the community there's been
2:21:32 concern expressed that parents are going
2:21:34 to idle by the sight of chalice strive
2:21:36 to pick up and discharge kids do we have
2:21:40 any mitigation for thatis any thought
2:21:42 been given to anything we can do to
2:21:43 prevent that from happening on Telus
2:21:46 Drive say a bit south of the passenger
2:21:50 loop I would say so there's three things
2:21:54 that help prevent that and the first and
2:21:58 the most important one is just a good
2:22:00 site design where it's easy to get on
2:22:03 it's easy to circulate no know where
2:22:05 you're going and it's easy to get off
2:22:07 the site a lot of the time what we find
2:22:09 when there's a lot of that kind of rogue
2:22:12 dropping off and going on it's because
2:22:15 it's harder to go on the site than it is
2:22:19 to just not go on the site so the the
2:22:22 district's design team put a lot of
2:22:24 effort into making sure that there's
2:22:27 good flow there would be the good flow
2:22:29 on the trap on the site and that it's
2:22:31 easy to get in easy to get out and very
2:22:33 intuitive what to do once you get there
2:22:35 the other piece of that is that Tallis
2:22:38 Drive just isn't a good it's not like a
2:22:41 residential road where there's where
2:22:43 it's easy to pull over and just like a
2:22:46 local access road it's actually illegal
2:22:48 to stop one Telus Drive so I guess my
2:22:52 recommendation would be is if somebody
2:22:54 actually dared to do that or if that
2:22:56 turned out to be a problem that there
2:22:58 should be enforcement that would go with
2:23:01 that and stop that because that would
2:23:02 actually be an illegal maneuver on Telus
2:23:04 Drive there ain't no stopping no
2:23:06 standing signs on Telus Drive now or
2:23:09 might they be incorporated and part of
2:23:11 the site design
2:23:20 okay and another big concern from the
2:23:23 community was is there any other option
2:23:27 for exiting from Tallis in case of
2:23:30 emergency going downhill it seems as
2:23:32 though there's one lane going downhill
2:23:33 there and some various options have been
2:23:36 explored including the road to Newport
2:23:39 and I know that that is that was not an
2:23:42 approved option so are there any other
2:23:45 options being considered for exiting
2:23:46 downhill in case of an emergency an
2:23:51 additional lane on the right side at the
2:23:53 bottom or anything like that were there
2:23:55 any other ideas one thing to build on
2:23:57 that is that John Bush drive over is
2:24:00 similar to black nugget for the Highland
2:24:02 does that set up so it's a gated entry
2:24:03 for that situation where gets opened by
2:24:05 emergency services yes so the second
2:24:10 entrance and exit for emergency purposes
2:24:13 is James Bush Road and it is gated off
2:24:18 it's steeper than we feel as appropriate
2:24:22 doesn't meet city standards to be used
2:24:25 as a everyday Road but you're right in
2:24:28 an emergency it could be so there isn't
2:24:36 an official exit that's in this part of
2:24:39 town I think that if there was an
2:24:44 emergency
2:24:45 it might with with appropriate flagging
2:24:49 all the lanes could be exit lanes for
2:24:53 instance so you know with the decision
2:24:59 to not pursue a connection through
2:25:02 Bergsma we're left with the exit choices
2:25:06 that were originally provided with the
2:25:09 community
2:25:20 additional questions one that was raised
2:25:23 by the community that may be more
2:25:25 appropriate a layer stage I don't know
2:25:27 but it does look like a lot of
2:25:28 opportunity for green building here has
2:25:30 any discussion been raised regarding
2:25:33 solar panel especially on the large
2:25:36 southern exposure the windows operable
2:25:39 soil repurposing and so on so this
2:25:45 school like many schools that we do in
2:25:48 the state of Washington we designed them
2:25:50 being mindful of the Washington
2:25:52 sustainable schools protocol and as a
2:25:55 part of that there are requirements for
2:25:58 daylighting of spaces there are operable
2:26:00 windows proposed we have lighting
2:26:03 control systems that manage the amount
2:26:06 of and how the lighting works throughout
2:26:09 the day whether it's through occupancy
2:26:11 or daylight controls we have LED
2:26:14 lighting throughout the building we work
2:26:17 with our mechanical engineer to have a
2:26:19 really efficient mechanical system for
2:26:22 this site and there are lots of
2:26:24 strategies that we integrate as far as
2:26:26 how the building is constructed the
2:26:28 materials that are a part of the
2:26:29 building and through that process we
2:26:32 have fixtures that have low water usage
2:26:34 as a part of this sounded great thank
2:26:42 thinking about community engagement that
2:26:45 half along the South there that runs
2:26:50 behind the field I assume Timber Ridge
2:26:52 residents will be using that right I
2:26:54 mean no just kind of on their daily
2:26:56 walks and thinking about that tie-in
2:26:59 into the field would they what they need

2:27:21 current policy is that you can go to
2:27:23 district offices and as a resident
2:27:25 request either a key card or a key to
2:27:28 access the school's facilities
2:27:31 after-hours I think the only restriction
2:27:36 might be just making sure that they were
2:27:37 accessing it during daylight or when
2:27:39 it's lit okay so they may not have
2:27:42 access to the week on the weekends as I
2:27:44 am I understand that they would have
2:27:46 access if they had gotten that card and
2:27:49 that key and it wasn't scheduled for
2:27:51 other events okay I would just
2:27:55 articulate what was said at the end if
2:27:57 the field is actually rented and paid
2:28:01 for by another organization that
2:28:04 organization would have precedents for
2:28:06 using the field if the field is not
2:28:09 rented out or unused then resident would
2:28:13 be able to go to this school office
2:28:15 provide their information get a key and
2:28:18 then access the key during you know
2:28:22 hours that it's lit and during
2:28:24 non-school activity hours for various
2:28:28 safety reasons we don't have one
2:28:29 we don't allow access for that usage
2:28:31 when there's for example like a school
2:28:34 track mean happening or something like
2:28:36 most let's have their controlled-access
2:28:38 correct where there's a chain-link fence
2:28:40 about the entire perimeter of it yeah
2:28:44 correct
2:28:44 during the school day there's there will
2:28:47 be openings so kids can exit the
2:28:50 building to go outside and use the field
2:28:52 for us a PE classes and things of that
2:28:53 nature but those would be supervised by
2:28:56 the staff and not we wouldn't have
2:28:59 interest in having community members
2:29:01 enter in those locations and then and
2:29:04 during after-hours the fences would be
2:29:07 locked and then someone who had gone
2:29:09 through the process to check out an
2:29:11 access key or access card depending if
2:29:13 it's a key card would then be able to
2:29:16 access that field during those
2:29:18 after-hours times okay thank you
2:29:22 regarding screening the parking garage
2:29:25 is that the wire mesh panel material
2:29:28 that's being considered for the garage
2:29:30 screening trellis that was just got the
2:29:39 trellis that was discussed has a
2:29:41 different makeup than that but that is
2:29:43 for the vertical screening that the
2:29:46 plants would grow on oh do we have a
2:29:51 requirement to make the screening opaque
2:29:54 so that headlights cannot be seen in the
2:29:57 garage yes is this an area that's still
2:30:03 under discussion it's hard to imagine
2:30:04 that being an opaque screen so as you
2:30:07 look at the parking garage area a lot of
2:30:12 the areas that we would be using that
2:30:14 screen the headlights that you're
2:30:16 talking about would be shining back onto
2:30:18 our property this edge of the parking
2:30:22 structure in this corner that goes
2:30:24 towards Falken way that is mostly
2:30:28 buffered by the hillside and then the
2:30:30 areas that stick up above I believe it's
2:30:32 a solid masonry wall and we can follow
2:30:36 up with more detail for all of those
2:30:38 areas okay number condition 27 talks
2:30:41 about opaque
2:30:42 or headlights does that include the top
2:30:45 level of the garage because I think I
2:30:48 saw in the cyclin there is a development
2:30:49 across the street right is that a an
2:30:52 apartment complex across the talus drive
2:30:54 or am I looking at not across talus
2:30:58 drive it that's a little further to the
2:31:00 west but the end part of condition 27
2:31:06 talks about the need for a five foot
2:31:11 area and that part of that purposes for
2:31:14 headlights okay
2:31:19 more questions I guess only one more for
2:31:24 me regarding community concern regarding
2:31:26 the lighting on the sports field in
2:31:29 light of our experience with this
2:31:31 acquittals school is there a way that we
2:31:33 can ensure that lights are not powered
2:31:35 on in this facility until they're
2:31:37 approved
2:31:40 um well it's such a different
2:31:45 circumstance I'm not particularly
2:31:47 concerned about that because the whole
2:31:50 they're being permitted at the same time
2:31:53 and we you know I think the challenge
2:31:57 that we faced it is qualm middle school
2:31:59 is that they had been installed without
2:32:03 being fully permitted and so we had to
2:32:07 ensure that what was installed actually
2:32:10 complied with code we have a much
2:32:12 greater sense of what's being designed
2:32:14 right now already complies with code
2:32:17 because of the work we did it is Quan
2:32:19 middle school a great thank you the
2:32:25 steep but it was hopeful that it would
2:32:28 be available before next meeting will
2:32:30 this project come back to the
2:32:31 Development Commission before that is
2:32:33 approved before that is finalized okay I
2:32:43 do have one final question since there
2:32:45 was a comment from community regarding
2:32:49 the sound of the speaker systems
2:32:52 intercoms whatever they may be on the
2:32:53 field how do you how do you mitigate
2:32:56 that I mean is are there systems out on
2:32:59 the market that offer a reduced decibel
2:33:03 or reduced noise or how do you do you
2:33:08 test for something like that or is there
2:33:09 just difficult standard that all schools
2:33:12 use so the comfort the conversations
2:33:14 that have been occurring have been
2:33:16 looking at strategies like signage on
2:33:18 the field to remind coaches and other
2:33:22 groups that if you know as they're
2:33:25 warming up their players out there that
2:33:26 music amplified music is not allowed on
2:33:28 the site so those are the strategies
2:33:31 that we've talked about and then as an
2:33:33 administrative team they have to work
2:33:34 with their staff okay
2:33:38 it was no built-in speakers or anything
2:33:42 like that as planned for the site okay
2:33:49 more questions
2:33:55 how about comments anybody wish to make
2:33:59 a comment I'll start up number one
2:34:05 really thorough and well-written staff
2:34:08 report and what a compliment Katie and
2:34:10 was he for putting this together because
2:34:13 it was it's a very extensive and
2:34:16 innovative project and a great staff
2:34:18 report and really also appreciate what
2:34:20 all the work that's been done by the
2:34:22 architect and the school district and
2:34:23 working with the public and help they
2:34:25 provided putting all this together it's
2:34:28 a it's a very complicated site and
2:34:31 interesting approach at it the parking
2:34:36 question I agree with the idea of using
2:34:39 a traffic management plan in reading the
2:34:43 report it appeared to me that there's
2:34:45 only somewhere between nine and twenty
2:34:47 four times a year that there would be
2:34:48 more parking demand than what is there
2:34:51 depending on concerts and so forth and I
2:34:55 would prefer to not to create a lot of
2:34:57 extra parking stalls on the school
2:35:01 property just for that amount of time
2:35:03 and also I think it helps parents to
2:35:06 learn how to carpool a little bit too if
2:35:08 they can get together with friends and
2:35:10 maybe go together because I I know we
2:35:12 did that at Pine Lake middle school and
2:35:14 certain night so I also agree with the
2:35:18 11 foot widths for Falcon way for the
2:35:21 travel widths and I appreciate the
2:35:23 comments that were made by the person
2:35:26 from talus that was very helpful or from
2:35:28 timber Reid sorry and the things that I
2:35:31 would like to see at the next meeting
2:35:34 mid Commissioner Brennan brought up a
2:35:36 very good point about what this would
2:35:37 look like as you're driving up talus
2:35:39 drive that view of the wall in the
2:35:41 school and and the depiction of that
2:35:43 would be very helpful
2:35:46 I think the close-ups are the elevations
2:35:48 of the service area and what that's
2:35:50 going to look like for people walking by
2:35:53 their kids getting dropped off what
2:35:55 they're going to see how that's going to
2:35:57 feel and then more information on the
2:36:00 Destry Umbridge as well the school kid
2:36:03 bridge so thank you all very much I
2:36:08 would say if there are any speed control
2:36:11 measures that can be added at this point
2:36:13 in time with this process I understand
2:36:15 there's other processes and ways to go
2:36:17 about it but if there's anything that
2:36:18 can be done as part of this I would like
2:36:20 to see that condition 20 is about the
2:36:27 parking and there was mention of
2:36:29 reviewing that on an annual basis but
2:36:31 that's not in the condition so if that
2:36:33 could be added that's it for me
2:36:44 additionally just a quick comment I
2:36:49 agree with the previous comments from
2:36:51 the commissioners regarding the
2:36:53 additional information also I want to
2:36:55 emphasize as well the appreciation for
2:36:57 the great work preparing the staff
2:37:01 report documents and the plans and a
2:37:03 very creative design for a challenging
2:37:06 piece of property forest school but also
2:37:08 recognizing that the school is an asset
2:37:10 to the community and it really when this
2:37:14 is built in and in operation I think
2:37:16 will be just a wonderful thing
2:37:19 understanding the challenges that the
2:37:20 school district has it trying to find
2:37:22 property that it works for for the
2:37:24 purposes of a school so I think all
2:37:27 things considered I think the overall
2:37:29 design is a good solution at a location
2:37:32 that I think will work even with its
2:37:35 challenges the the parking management I
2:37:38 agree the parking management is
2:37:40 something we want to hear more about how
2:37:42 we're going to do that to ensure that
2:37:45 for those special events that we have a
2:37:48 solution I think that minimizes the
2:37:50 potential for problems on the property
2:37:52 in four adjacent properties I wanted to
2:37:55 emphasize that also agree with lane
2:37:58 width on Falcon Way and finding a
2:38:00 solution that allows for that wider
2:38:02 width there given the circumstances with
2:38:04 the short distance of the road there the
2:38:09 introduction of buses coming and going
2:38:12 etc it seems to make sense to me as well
2:38:15 I and also a final comment those may
2:38:18 just want to emphasize the idea of the
2:38:20 school districts ethic regarding
2:38:22 sustainability and kind of enhancing our
2:38:26 environment anything that you can do to
2:38:28 and include sustainable development
2:38:30 solutions into the project I think is a
2:38:33 great thing that is something that is a
2:38:35 strong ethic for the city of Issaquah I
2:38:38 think the school district shares that
2:38:39 one and obviously it benefits us all so
2:38:43 anything you can do to advance that
2:38:44 would be great
2:38:46 I echo my fellow commissioners comments
2:38:52 again great report thank you very much
2:38:54 an excellent presentation from the
2:38:55 applicant I'm a in agreement on widening
2:38:59 that Falcon way I think there's a lot
2:39:01 going on between the service areas and
2:39:03 the buses and the service areas that are
2:39:05 really providing service to timber rich
2:39:08 I mean there's there's a lot of
2:39:09 information there again I don't travel
2:39:13 up that road frequently but due to the
2:39:15 size of development I'm sure there's a
2:39:16 lot of service that's going on back
2:39:17 there I would like to see a little bit
2:39:20 more information about the pedestrian
2:39:21 bridge especially considering that it's
2:39:24 low looking at the elevation I am
2:39:27 starting to get a little bit worried
2:39:28 about not being covered with that slope
2:39:30 that's happening there so again how are
2:39:33 we gonna protect provide protecting
2:39:36 protective measures for from stuff being
2:39:39 thrown over and kids taking advantage of
2:39:42 I think that's yeah it's reciate it

2:39:55 wanted to follow up on commissioners
2:40:00 Brennan and Shores comment about the
2:40:03 parking management plan which is
2:40:06 condition as you identified 20 I think
2:40:10 the intent was that in condition number

2:40:15 monitoring and I just asked if you could
2:40:18 take a look for a second and see if
2:40:20 that's the way it reads to you we're
2:40:23 happy to find to them but I don't want
2:40:26 to tell you we've already done it when
2:40:28 you read it and don't think it's been
2:40:29 done you give me a page number nine out
2:40:39 of two 78 and 82 out of 278
2:40:54 and you're also welcome to read it at
2:40:56 your leisure and let us know in the next
2:40:58 couple of days I'm not trying to put you
2:40:59 on the spot
2:41:39 I think it done reading the condition 20
2:41:43 regarding the specifics of the parking
2:41:47 management plan
2:41:48 I guess my what caught me when I read
2:41:52 that was just the timing of when you're
2:41:55 trying to reach agreement of what
2:41:58 aspects will be included in that parking
2:42:00 management plan if you can't come to
2:42:02 agreement and you've got a building
2:42:03 that's built now what no I I think your
2:42:07 points well made and I think we'll look
2:42:09 back on the timing and so maybe it was
2:42:13 more commissioner Shores I just wanted
2:42:16 to point out in the second paragraph of
2:42:18 number one that it includes on an
2:42:21 off-site special event parking
2:42:25 procedures and so that was our intent so
2:42:29 just think about that and let us know if
2:42:31 you think that is not getting at the
2:42:33 point you're making in terms of
2:42:35 monitoring it yeah I think there's just
2:42:37 no no definitive timeline it's the plan
2:42:41 will specify the frequency and the
2:42:44 timing of the reporting so can the
2:42:46 timing or the frequency be specified at
2:42:48 this point in time thank you on a
2:42:56 different note I did forget to mention
2:42:57 the blank facade treatments it would
2:43:00 great be great to see how you guys are
2:43:02 addressing that as well on those
2:43:04 elevations on page I think 58 it was so

2:43:53 been watching this process and didn't
2:43:56 feel like driving down we'd still like
2:44:00 to hear your comments and as I said we'd
2:44:01 like to hear them earlier than later but
2:44:03 you still have an opportunity to be a
2:44:06 participant in this process and only as
2:44:09 you participate can we redeem our
2:44:12 responsibility to make sure that your
2:44:14 concerns are cared for so thank you very
2:44:16 much and drive safe it's probably going
2:44:18 to be a little slick out there so we're
