1:39 good thing well who's ever first come on
1:42 up hi I'm Tanya Hanson and I'm I work at
1:49 Clark elementary right here and we're
1:51 all up here about this crosswalk or the
1:54 intersection of second and bush I've
1:56 worked for clerk for five years this is
1:58 my third year in our new building in my
2:00 third year at the crosswalk
2:02 there's about 25 families that cross
2:04 from the I guess it would be the east
2:08 side of a second over to the west side a
2:10 second to get to the school and there's
2:12 been a lot of concerns about the
2:13 intersection so I'm in the crosswalk
2:16 every morning for about 20 minutes in
2:19 every afternoon for about 20 minutes
2:20 kind of it's typical storm you know 9:00
2:22 in the
2:23 then three in the afternoon except the
2:25 half day on Wednesday at 1:30 from about
2:28 1:30 to 2:00 so I always stand on on the
2:34 southwest side of the crosswalk and I
2:37 wear a yellow vest yellow gloves I have
2:39 the standard school flag am I trying to
2:42 be as visible as possible I have a
2:46 specific spot on each side of the street
2:48 that I have the kids stand on typically
2:50 when you're crossing guard you cross
2:52 away from the school when the kids are
2:54 coming to school and you cross from the
2:56 school side when the kids are coming
2:57 home from school the school side is the
3:05 yeah okay okay so if you look at that
3:08 right there so you see the the beautiful
3:11 old house on the on the top left that's
3:14 where I stand that's the southwest
3:16 corner of that the topper right is going
3:20 that way is where the school is
3:22 typically I would stand in the morning
3:26 on the left side and in the afternoon on
3:28 the right side the right side I don't
3:29 stand on because it's very dangerous
3:31 it's a really tight turn and I think we
3:34 have a picture down below that shows how
3:36 the curb is a full ramp so any large car
3:39 anything bigger than like a really small
3:42 sedan they come up on to the curb I
3:44 think on that you can even see tire
3:46 marks so I always stand on the opposite
3:49 side you can't see in this picture very
3:51 well but on that on the southwest corner
3:53 the top left there's actually two
3:54 telephone poles and I strategically
3:56 placed myself behind the telephone poles
3:59 because there's so many close calls in
4:00 that intersection so that's kind of
4:03 where we are I have a specific spot on
4:07 each side of the road that I have the
4:08 kids stopped on the side that has the
4:10 the flat corner for the entire corner I
4:13 actually have the kids stand in the
4:14 grass I understand that's a house that's
4:16 owned by the city so we're not you know
4:18 it's okay and then on the opposite side
4:21 I have a line where all the kids have
4:22 been trained to stay behind until I go
4:24 out into the street so after the meeting
4:27 after a meeting in I believe early late
4:31 October early no
4:32 remember the neighbors and families and
4:34 the people that are here tonight had
4:36 come to start to address this after they
4:38 did they came and talked to me at the
4:41 crosswalk we've been talking for five
4:42 years about getting the kids to school
4:44 safely I've been the crossing guard for
4:46 the whole time I've been there
4:48 so I know a lot of these families really
4:50 fairly well so they asked me if I'd be
4:54 willing to talk about how I felt about
4:56 the safety of the crosswalk and how I
4:57 felt about the kids crossing and how I
4:59 felt about actually my own personal
5:01 safety so I focused mostly on second
5:05 Avenue that's the street that you see
5:07 going north-south right here and I know
5:09 there's been other issues though they
5:10 just recently put speed bumps in and the
5:12 signs and different things it's really
5:15 busy at school times I'm super busy lots
5:18 of traffic lots of parents lots of
5:19 students a lot of things so I focused
5:23 mostly on that one because that
5:25 crosswalk at the very top of the screen
5:27 is the one that I'm in I don't cross the
5:29 whole intersection I just do the one
5:30 crosswalk and I focused on the
5:34 north-south north-south traffic because
5:37 the speeds are higher and it's not if
5:40 it's not a there's no stopping a lot of
5:42 people think it is a four-way but I'll
5:44 tell you about that in a second so my
5:46 biggest concern and fear was the cars
5:48 not stopping when I had kids in the
5:50 crosswalk because sometimes they're not
5:52 paying attention they had just
5:53 previously stopped at the light up here
5:55 and a lot of times people are in a hurry
5:57 I thought that it would be a lot of
5:59 teenagers from the high school and what
6:01 I found just in my observations is it's
6:03 mostly parents who are dropping off
6:05 fleet teenagers that miss their bus they
6:07 come flying out of there and so I
6:12 tracked from November 6th to November
6:16 21st and then I did two days in December
6:19 the 17 days that I tracked and what I
6:23 was tracking is cars that went through
6:25 the crosswalk when I was physically
6:26 inside of it not I usually will raise my
6:29 flag I'll try and make eye contact
6:31 before I step out I try and give cars
6:34 warnings I also try and wait for a
6:35 logical break in traffic I don't walk
6:37 into the street when there's tons of
6:39 cars both ways I wait for a little break
6:41 so what I was tracking was cars that
6:44 actually went through the
6:45 crosswalk when I was physically in it I
6:47 don't let the kids come out and I never
6:49 have so they're fortunately have not
6:52 been well there's been a couple of
6:53 instances on that other corner but
6:56 that's what I was tracking and I found
6:58 that an average of three days a week on
7:00 those 17 days which was kind of two
7:03 weeks before breaking then one week in
7:05 December the three cars a week blow
7:08 through the traffic blow through the
7:10 crosswalk they just keep going
7:11 they don't stop I did not track the cars
7:14 that as soon as they see me start to
7:16 head out we'll blow through I mean they
7:18 literally speed up and blow through as
7:21 soon as they see me on the corner and
7:22 like I said I raised my flag I make it
7:23 obvious I'm coming out and I've reached
7:26 the end of your comment time oh shoot
7:28 shoot shoot okay if you want to take an
7:31 extra few seconds and wrap it up we'll
7:33 call up the base just wrap it up anyway
7:34 that interception is really dangerous
7:36 it's elementary school kids there are a
7:38 lot of families a lot of parents but
7:40 really that crosswalk is not it's very
7:43 unsafe thank you is it ten yeah yes
7:47 thank you for coming tonight it's so
7:49 much more yeah if you want you can leave
7:54 your printed comments with the city
7:56 clerk and she can pass the full list of
7:58 your comments around to cut Council if
8:00 you want okay okay you want to pull the
8:06 microphone down so we can hear nine
8:18 years old and I go to Clark elementary
8:21 I'm here to speak because of the little
8:24 safety we have in our in my neighborhood
8:27 and our city I live just off the street
8:31 and I walk to my school every day when I
8:33 walk to school I don't feel safe one
8:36 because a man got hit a month ago in
8:38 front of the threescore and six
8:40 and two because people speed down my
8:43 street without noticing that there is a
8:45 neighborhood with kids all around them
8:48 whenever I'm walking to school with my
8:52 family
8:53 and I hear a car c1 when we are going to
8:56 walk in the crosswalk immediately put my
9:00 arm I get so scared because every
9:07 morning I always see high schoolers were
9:10 grownups flying over the speed bumps and
9:13 cutting through our neighborhood just to
9:16 get to school or work and sometimes even
9:19 parents to us but whether they your
9:22 parents were high schoolers they
9:23 shouldn't be cutting across our street
9:26 at over 25 miles an hour another problem
9:30 in our neighborhood is the turn
9:32 restriction signs that got taken down
9:35 along sunset and second those
9:41 restriction signs were not taken down
9:44 that man would not have gotten hit by
9:47 the car this makes a lot of people said
9:50 that you chose not to put those signs
9:53 back up after the man was hit I also do
9:56 safety patrol at Clark on Thursdays when
10:00 I do patrol all I think about is the
10:02 cars hitting me or another person or
10:05 crashing onto the sidewalk with me to
10:08 hurt someone else
10:10 one day when I was doing safety patrol a
10:13 big childcare bus was turning on my side
10:16 and my front side just as it was turning
10:20 the bus wheels whirled up onto the
10:23 sidewalk and the bus was tipped over on
10:25 me and my friend I don't like this
10:28 because there's a bus picking up kids in
10:31 a school zone and it rolls up onto the
10:34 curb where kids are thank you for your
10:37 time
10:38 Thank You Avery thank you Avery has seen
10:42 us working on this and these are her
10:43 words and she wanted to write that
10:45 letter and share that with you um it was
10:47 not prompted by Malia or myself but just
10:49 from her heart and pretty brave of her
10:52 to do that I'm gonna continue with what
10:55 I've got
10:56 if you wouldn't mind going to the next
10:58 slide tisha I'll try and be quick here
11:00 we've already talked about there's
11:01 Turtles confusing drivers they don't
11:04 know that that sign isn't
11:05 stop sign and so part of the problem too
11:07 that Tonya was talking about is some
11:09 people will stop and it causes a big
11:10 confusion at that circle because of the
11:12 unexpected stopping so then other people
11:14 in cross traffic don't know when to go
11:16 and the people who are going to start to
11:18 stop and then it becomes anybody's guess
11:20 who's actually going to resume the
11:23 traffic flow and that causes near misses
11:25 every day since the last time I saw you
11:28 I have almost been hit in the middle the
11:29 crosswalk twice dead center in the
11:32 middle of a sidewalk one of them I had
11:33 my 70 year old mother with me who was
11:35 holding on to me during the snow when it
11:37 was icy out so that she wouldn't slip
11:39 and fall and I'm sure that we were
11:40 slower crossing the intersection than
11:42 normal so I had her on one side I had my
11:44 daughter on the other side and we were
11:46 in the center of the crosswalk where
11:47 Elkhart Alan decided to come
11:49 through two weeks later four o'clock
11:52 picking up my daughter from school well
11:54 after her crossing guard the same thing
11:55 happened this time it was so dramatic
11:58 that there was an a pause in all of the
12:01 cars after the car came around they were
12:04 taking a left-hand turn pretty much
12:05 straining to us and had I been a little
12:07 bit quicker and thinking I could have
12:08 reached out and just whacked on a car
12:10 because they were that close
12:11 every car in that intersection stopped
12:15 and paused for a very long time because
12:17 it was so jarring and nobody wanted to
12:19 move the school bus driver who was the
12:21 oncoming traffic actually stopped the
12:24 school bus and rolled down her window
12:25 and asked if we were okay before
12:26 continuing and that's not an isolated
12:28 incident and that's just me talking to
12:31 you who nice two to two times in one
12:34 month the next slide please
12:37 and the traffic studies are great we do
12:40 appreciate that there were traffic
12:41 studies that were put into Andrews and
12:44 Bush Street after we first visited you
12:46 in November but they only show one facet
12:49 of the problem that's going on here
12:50 the median speed we understand is
12:52 probably closer to the 25 miles an hour
12:54 but it's that peak speed or peak traffic
12:56 times that we're worried about and so
12:57 the traffic studies are a little bit
12:58 skewed as far as what we're talking
13:00 about and being able to get it from one
13:02 one piece of that same thing with police
13:06 records and this is just an example of
13:07 that as well because if you go back to
13:10 that same corner the tire tracks on the
13:11 street aren't going to show up on a
13:12 police record the X and that in that
13:14 grassy spot where she has the kids stand
13:16 that's actually where a white SUV you
13:18 came to land
13:19 during an accident one day and that
13:21 happened moments after the kids crossed
13:22 so there was a near-miss on that one as
13:24 well
13:24 something else that doesn't show up in
13:26 traffic rice burgers I circled my
13:27 intersection of 4th and Bush on there
13:29 that's a traffic accident that happened
13:30 there the white car behind the van was
13:33 the one that hit me because I could not
13:34 see to take a left-hand turn there are
13:37 10 new houses that have just been built
13:39 on Costin which is one Street the
13:41 alleyway behind Bush Street that's what
13:43 I would estimate a minimum of 20 more
13:45 cars in that section that are gonna be
13:47 accessing Bush Street at that same spot
13:50 had there been a four-way stop there
13:52 that truck would have been forced to
13:53 move back just a little bit which would
13:54 have increased visibility to take
13:56 left-hand turns and not get hit by
13:58 oncoming traffic I have no choice but to
14:00 pull out into oncoming traffic and hope
14:02 that nobody's there same situation is
14:04 created on Andrews and fifth there's
14:05 20-foot tall trees at the corner you
14:07 cannot see even though there's a
14:08 roundabout there next slide please
14:12 our neighbors have taken to putting up
14:15 their own slides and their own signs in
14:17 their yards next line please these are
14:22 the pathways up to on the left is Clark
14:24 elementary school and on the right is
14:26 the pathway up to the high school and
14:27 the middle school both the right-hand
14:30 side pathway up to the middle school is
14:31 half as wide as the one going up to
14:33 Clark and that means that we would have
14:35 had to cross 2nd just to get to that
14:37 sidewalk as well the one on the
14:39 right-hand side that goes up to the
14:41 middle school also depends on how much
14:42 to Breeze in the road how much
14:44 walkability it has as well notice that
14:46 neither side has any signage for a
14:48 school zone go ahead and click the next
14:50 slide please if I look at last year's
14:54 school reports that gives the next has
14:55 148 or excuse me 184 students Clark
14:57 Elementary as of today has 787 students
15:00 although the report is a little bit less
15:02 is kua middle schools 994 with Eska high
15:04 school 2442 that's over 4,000 407
15:08 students every day Clark and
15:10 understanding is averaging 10 new
15:12 students every day it does not take into
15:15 account that is community center has two
15:17 locations of preschools in the area
15:18 giggly Wiggly preschool and at least
15:20 three group homes servicing adults with
15:22 differing disabilities within that same
15:23 spot there are two school sites within
15:27 that vicinity next slide please
15:29 and both of those school signs by the
15:32 way are up
15:33 at the middle school and the high school
15:35 contrast here's cougar Ridge elementary
15:37 school it's in the it's in the hayloft
15:39 school district we just learned tonight
15:40 as we keep getting information trickling
15:42 in via our Facebook page community
15:44 Facebook page and specifically created
15:47 email address that cougar Ridge
15:49 Elementary School initiated the safety
15:53 measures around our school it is a
15:54 Bellevue address but it isn't as cross
15:56 school district school is the sign a or
16:00 excuse me picture a on the left has a
16:02 residential area this is the first thing
16:04 you see when you turn in off the main
16:05 road into the residential area is the
16:06 residential blue sign and 25 miles an
16:09 hour on the actual roadway crosswalks
16:12 signage ahead and in Section B there's
16:14 one that says it's coming up and then
16:16 you can see the far one that's up there
16:17 as well and the other one is just my GPS
16:18 I'm half mile away from the school next
16:21 slide please
16:23 these are just more examples I drove
16:26 around the entire perimeter as a half
16:27 mile perimeter around cougar Ridge the
16:29 entire thing is lined with different
16:31 types of sight our signage there's
16:34 raised crosswalks at important important
16:36 crossings where most of the kids cross
16:38 there is a solar paneled flashing lights
16:41 there's speed trackers there are street
16:44 cameras to catch speeders going by as
16:45 well and there are multiple of each of
16:47 those things there's also a multi
16:50 directional signs as well when you come
16:52 to a tee in the road next slide please
16:55 just more examples of differing portions
16:58 if you just notice the landscaping
16:59 they're not the same signs going around
17:01 the entire school next time our next
17:04 slide please
17:04 and so with that this brings me to that
17:08 we have an S Class School District issue
17:10 as well as a city issue and I'm hoping
17:11 that we can come together and work
17:13 together to create a solution to this
17:14 because we're looking at Maslow's
17:16 hierarchy of needs our kids in our
17:17 neighborhood are stuck at that safety
17:20 need our kids compared to cougar Ridge
17:22 kids have a different set of skills that
17:24 they are getting to school with and if
17:26 you are familiar with Maslow's hierarchy
17:28 of needs if a child becomes stagnant at
17:31 any one of those levels in their
17:32 developmental progression they can't
17:36 move forward 100% as well as the the
17:38 child who does not have that obstacle in
17:41 their way
17:42 cougar Ridge does not have the obstacles
17:44 of getting to school safely as the
17:45 same as ours and so we have kids in the
17:48 same school district that are being
17:49 provided for in different manners and
17:51 that is not okay
17:52 basic safety needs are not being met
17:54 next slide please
17:56 so if I took that half mile perimeter
17:58 and I put it around Clark elementary
18:00 school as the central point to that you
18:02 can see how far that radius from Clark
18:05 elementary would go if we implemented
18:06 the same safety measures as cougar Ridge
18:08 however if you move that down a little
18:11 bit because I when I first did this I
18:13 did not
18:14 Center it between their exhaust my
18:16 Eagles reached our time okay if you move
18:18 it down a little bit you can see you
18:19 could it will cover old town as well as
18:23 the high school middle school and
18:24 community center all of you
18:27 Thank You Heather a good question you
18:29 mentioned the school district and the
18:31 city are you also doing these
18:32 presentations at the school board
18:33 meetings I have not but it's on the list
18:35 nothing you have to yeah curiously no
18:38 boards our plans are to start bringing
18:40 in more people you are our first stop

18:54 Tanya were talking there was some Hansen
18:57 support in the audience for those that
18:58 are home and can't see our audience
19:00 apparently the live stream isn't working

19:26 that's me but you can yeah okay all
19:29 right I'm good evening mayor City
19:30 Council and community members my name is
19:33 Malia greening Bechtel my family and I
19:35 live in old Issaquah just two blocks
19:37 from here
19:38 I am a mother and teacher in its across
19:40 school district I'm here today to share
19:43 with you my concerns about the
19:44 pedestrian crosswalks the words I just
19:47 spoke are the exact same words I spoke
19:49 four years ago on July 6 2015 10 days
19:54 after a four year old boy was killed in
19:56 a crosswalk on Newport
19:58 back then I was here to create a safer
20:01 Newports way for the children and
20:02 community there today I am here for the
20:05 safety of my own children and my own
20:07 community I want to talk about being
20:09 proactive I have spoken at several City
20:13 Council meetings about my concerns with
20:15 the crosswalks and the traffic on second
20:17 and bush my neighbor Heather and our
20:19 crossing guard Tania both have shared
20:22 specific incidents and proposed
20:23 solutions I will not be repeating what
20:26 they said instead I'm going to take us
20:28 back in time because I want to
20:30 demonstrate how important it is to be
20:32 proactive and not reactive on March 12
20:36 2012 three years before how Jen died
20:39 Troy Sheldon shown in this picture here
20:42 was in a crosswalk on Newports way with
20:44 his guide dogs he spoke at a council
20:47 meeting about his experience and I quote
20:49 I pushed the crosswalk button and waited
20:52 for my opportunity to cross I made it to
20:55 the middle of the intersection and all I
20:57 saw was the front grille of a truck
20:59 approaching me at a fast rate it came to
21:03 my mind I don't want to die all I heard
21:06 was a woman screaming and there I saw
21:08 both of my dogs both dead and mutilated
21:11 in front of me the truck did not stop
21:13 more and more people complained again
21:15 because we all knew it was only a matter
21:17 of time before a child was going to be
21:20 hit he came here to the City Council
21:23 along with all of his neighbor's several
21:26 times before the incident in 2015 next
21:30 slide please
21:31 on June 17th of 2013 2 years before how
21:36 Jen died Hart Sugarman spoke before you
21:38 about his concerns regarding the
21:40 crosswalks off of Newports way he said
21:43 and I quote I activated the flashing
21:46 lights and four vehicles drove through
21:47 not one of them slowed down they are
21:50 just aren't paying attention something
21:52 needs to be done I hereby submit to you
21:55 a citizen's actions request Hart
21:59 returned again ten days after how Jen
22:01 died on July 6 2015 stating I have come
22:06 before City Council on numerous
22:07 occasions
22:09 letters to the mayor's office and
22:10 directly the city administrators to
22:12 address the concerns about Newport way
22:13 tonight I'm going to send another
22:15 citizens action request tonight is not a
22:18 request
22:19 it is a demand a demand so that another
22:21 life will not be lost I share these
22:25 memories with you because I want the
22:27 city to be proactive now be proactive to
22:31 keep our children safe in these
22:32 crosswalks be proactive by adding lights
22:37 speedbumps stop signs turn restrictions
22:41 whatever it takes
22:42 be proactive now so that you don't have
22:46 to be pre active in the future in the
22:49 end you did give Newport weight
22:51 community a safer Newport way but what
22:53 did it take Thank You Amelia yes Larry
23:01 Frank's on up Larry touch subject to
23:18 follow my name is Larry Franks I live at
23:22 two four zero zero one southeast one
23:24 hundred and third Street a longtime
23:26 resident of Issaquah and I'm also
23:29 speaking on behalf of the Friends of his
23:31 class a man here tree and I see some
23:33 other next slide please
23:41 this is a picture that I've shared in
23:44 the past and this is basically the
23:46 return of adult fish to the Issaquah
23:50 hatchery over the the last 20 years on
23:54 next slide please
23:55 but it did not point out at the time is
23:58 that the trajectory passes through zero
24:03 at some point in the near future so
24:06 biological systems are not linear we
24:09 can't look at this and say it six years
24:11 we will have zero fish but we're at risk
24:14 and we need to take action to avoid
24:18 extinction so
24:21 can we improve the habitat can we roll
24:23 back pavement can we remove toxic waste
24:27 from stormwater runoff can we remove or
24:31 bypass predators can we improve the
24:34 temperature of the high seas mitigate
24:37 the blob how much time do we have not
24:42 enough to carry out any of these actions
24:44 so we need to think outside the box we
24:46 need to do something different than what

25:14 to have all of the co managers of these
25:17 fish get together get on one plan so
25:20 that means Department of Fish and
25:23 Wildlife we're working that angle that
25:25 means the knuckle chute Indian tribe
25:29 they're the co managers here and they're
25:31 very interested in continuing these runs
25:33 and the city of Issaquah next month I'll
25:38 bring some ideas about steps we can be

26:13 welcome new councilmembers it's nice to
26:14 see you all I want to follow up on the
26:18 earlier gentleman's come in and it's
26:20 accidental because I just roll in late
26:23 there's one other state government
26:26 entity that could help with the same in
26:28 recovery which is Department of
26:31 Transportation and I haven't heard back
26:34 from Dao Constantine's office on this
26:36 but let me briefly tell you how this
26:39 came about that permit for the Ford
26:42 dealership at 229th and North and South
26:45 East 66th I'm not sure where that
26:48 actually stands has that has a ruling
26:50 been made on that permit yet do you know
26:52 we usually don't do Q&A but I can get
26:55 you the answer so what what kind of my
26:58 attention was that there was a lot of
26:59 conversation on next door about that
27:01 location and I got into a little tangle
27:04 surprised that there is a major
27:08 environmental risk taking place a hazard
27:11 right now on Department of
27:13 Transportation property in that
27:15 right-of-way where the ditch resides and
27:20 it's filled two levels deep with cans
27:25 and trash there's some homeless living
27:27 back there
27:29 there's biohazard that's there and so
27:32 while everyone's concerned about what's
27:35 a pretty clean property this under
27:38 permit process we can't actually clean
27:41 up our own backyard and help the salmon
27:42 because we're not given access to that
27:45 property to do group cleanups so if we
27:49 could work with d-o-t to open up because
27:51 there's a double wide gate there I
27:53 wouldn't encourage anyone to do that
27:55 with bare feet or sandals because it
27:56 really is a biohazard but if we could as
27:59 a city or groups or the state could open
28:03 up those gates and do a day cleanup we
28:07 could clean up our own backyard instead
28:08 of worrying about the potential risks
28:10 that don't currently reside and help
28:13 ourselves and clean up our own backyard
28:15 and help the fish in the process so if
28:16 anyone has means of talking to Dow or
28:19 d-o-t I am my understanding
28:23 talking to Connie Marsh and others is
28:25 there been multiple requests made for
28:27 access to that location inside that
28:30 fenced area where pollution is in fact
28:34 filling the ditch and it's falling on
28:38 deaf ears so let's start helping the
28:41 salmon by cleaning up our backyard first
28:43 and thank you for the update on where
28:48 the permit resides I think it'd be a
28:49 nice location for that spot there's
28:51 plenty of other car operations along
28:55 that same locations I don't know what
28:56 happens being singled out

29:03 address the council come on up Mary my
29:09 name is Mary Lynch and I recited to six
29:11 9o northwest okra drive Issaquah
29:13 Washington I just want to build up on
29:16 what Malia and Heather said tonight I've
29:19 actually come here probably three or
29:21 four times over the last five years to
29:23 talk specifically about second and the
29:25 need for more safety for their
29:27 schoolchildren I've also attended
29:30 development council meetings and
29:32 basically told that's not what you
29:33 talked about that type of traffic issue
29:35 that's not there in their purview it's
29:38 all to be done after so a lot of
29:40 recommendations that I made did not get
29:42 done and put into the new middle school
29:44 or the Clark or the new high school and
29:46 if anybody would just stand on any of
29:49 those corners not just down there at
29:51 Bush but Evans or even at the main
29:55 entrance to the high school you'd be
29:57 appalled we need more police presence to
30:01 start enforcing behavior of our the
30:04 people that are using that road in the
30:06 morning people are not giving way to
30:09 especially at the high school to high
30:11 school students that are crossing with
30:14 the light you've got people that are
30:15 cutting through you've got people that
30:17 are blocking intersections you've got
30:19 still students turning well you have the
30:21 the no turn left turn off of second onto
30:26 Evans you still have students doing that
30:28 the police have been there a little bit
30:30 but you still have people doing that and
30:32 they
30:32 so then our cutting off the students
30:34 that are in the crosswalks I made the
30:36 recommendation I think over six months
30:38 ago at one of the meetings when this
30:39 concern was brought up is the city needs
30:42 to work on changing their standards on
30:44 where school zones are and I would
30:46 recommend that you do go to Bellevue and
30:48 look at what they've done around cougar
30:50 Ridge Elementary as they were saying on
30:53 one sixty-fourth which is a major all
30:55 Tyrael for Bellevue there is a school
30:58 zone all along the length of that road
31:01 where the students to the elementary
31:02 have to cross the road on one sixty
31:05 seven seventy first there also is a
31:08 school zone well away from the
31:11 elementary but that's where a majority
31:13 of the kids cross the roads they don't
31:16 even have bus service there so everybody
31:18 in those neighborhoods that goes at
31:20 elementary has to walk and so they've
31:22 done exceptional amount of work to try
31:25 and slow the traffic down and control it
31:26 if the clause really done nothing where
31:29 I can see and my concern is I've gone
31:31 and I will come again next week to the
31:34 department developmental development
31:37 Commission for Tallis because I also see
31:40 them at that school we are basically
31:42 told that's not in our purview on where
31:45 the school zones will be that's
31:47 something that the school would decide
31:48 later on with construction but this the
31:52 citizens trade to come to the
31:54 Development Commission and talk about
31:56 their concerns on the speed with Tallis
31:58 and the school basically said well
32:00 that's not a problem
32:01 speeding is not a problem on Telus Drive
32:03 we won't have an issue but they're also
32:06 looking to putting in that new school
32:08 with only one stoplight and you've got
32:11 to have buses pulling in and out without
32:12 a stoplight in to tell us to sit down as
32:16 a city with the school district with the
32:18 parents and design some school safe
32:21 school bus zones we need more cameras so
32:24 I'll also slow down because it's second
32:26 they everybody knows now where that
32:29 camera is so they speed up to it they
32:32 stop and then they speed south going
32:35 south the same thing when they turn on
32:37 Front Street on a second they speed all
32:39 the way if they're going to school they
32:41 speed to the school if they're going
32:44 through there's food
32:45 they speed up to that camera and slow
32:47 down just before and I see that every
32:49 day I'm on that road consistently from
32:51 about 6:30 in the morning till sometimes
32:54 five six o'clock at night and that's the
32:56 behavior because there is very little
32:58 police presence over there as far as
33:00 ticketing the only thing I know is there
33:02 probably some tickets with the camera
33:04 but it's not affecting and really
33:06 slowing the traffic down where you've
33:07 got crosswalks so please sit down with
33:10 the school district sit down with the
33:11 parents and redesign how we does not
33:14 find decide school safety zones in
33:18 Issaquah and where we place cameras to
33:20 help slow down the traffic thank you

33:39 talk of a four-way stop at Busch Street

33:50 you're coming in the morning you could
33:52 turn on 6 make your left turn into 6
33:55 come down if you come down Andrews you
33:58 got to stop then you're gonna go one
33:59 block into the 4-way stop at Busch so
34:02 you got two stop signs you got to
34:04 maneuver through if you have a four-way
34:06 stop at Busch you come off of sunset you
34:09 would have the one stop make a left turn
34:11 at Busch and be at the school so we got
34:15 to do something about speeds on second
34:18 and I don't think of stop signs going to
34:21 do it I think not sure cameras and signs
34:26 and won't be in the right direction and

35:17 information back to them on this Old

35:45 certainly is a partnership between the
35:47 city and the parents and the school
35:49 district and we're very committed to
35:54 coming up with effective easy to
35:56 implement and budgetary financially
36:01 feasible solutions for that whole Old
36:04 Town school area so we do have an
36:09 opportunity to talk about this more we
36:12 have some ideas that we'd like to share
36:16 with the community and we saw and we'd
36:19 also like to hear more from all of you
36:21 so currently currently we have an open
36:25 house scheduled for February 11th
36:27 that's a Wednesday night if I'm not
36:30 mistaken we're still still the location
36:34 seems to be moving around so we'll let
36:35 everybody know when we have that tied
36:37 down for sure but February 11th is that
36:40 I've that Wednesday or 12th it must be
36:43 there 12:00 it's the Wednesday is not

38:20 get information about that and then the
38:22 P SRC EDD B which I believe is the
38:28 Economic Development District board that
38:31 meeting is on Wednesday and so that's
38:33 the first meeting the agenda looks

38:45 the meeting reporting out on all those

39:15 I first have a report out on the Title
39:19 ad hoc committee the title 18 ad-hoc
39:25 committee met on January 23rd last met
39:29 on January 23 we've been meeting every
39:31 every couple of weeks the committee
39:33 discussed a list of substance of topics
39:36 that staff and the consulting team had
39:38 identified relating to the work of
39:39 updating that title 18 and the committee
39:43 as we discussed those items the
39:45 committee created a list of topics that
39:47 required a deeper dive and our next
39:50 meeting will focus on continuation of
39:53 the discussion of those bigger topics
39:55 focusing on lighting hillside
39:56 development public notice requirements
39:58 short plats and non-conforming uses and
40:02 the the staff will also be providing a
40:05 proposed Public Engagement plan for the
40:07 committee to consider discussion of the
40:09 presentation and the report out is
40:12 planned for the February 25th council
40:16 study session so you'll all get a lot
40:18 more information at that time and our
40:20 next meeting has been scheduled for
40:21 February 13th the I recently attended
40:26 the Eastside fire and rescues finance
40:30 and administrative committee because I'm
40:32 the city's representative on that
40:33 committee and we had one item to discuss
40:36 and that's east side fires consideration
40:39 of a new governance model and that new
40:41 model is based on a new where Washington
40:45 law and I say a newer because Eastside
40:47 fire was formed 20 years ago so between
40:49 then and now there's a new state statute
40:52 that allows for East Side fire to be a
40:54 nonprofit corporation and the purpose of
40:57 potentially changing to that governance
41:00 model is twofold one is so the East Side
41:02 Fire can own property which now it can't
41:06 and the second reason is perhaps more
41:10 important than that so that East Side
41:11 Fire can take over as the employer of
41:14 record from Fire District ten and that's
41:16 having Fire District ten which is just
41:19 one member of the five-member East Side
41:22 Fire and Rescue agency is not ideal for
41:25 for Fire District ten or East Side Fire
41:30 also regarding assigned fire
41:33 councilmember Ray and I had the great
41:36 pleasure of attending the the graduation
41:39 ceremony for the South King County Fire
41:41 Training Consortium last week this was a
41:46 recruit class eight and it was the
41:48 second time that Eastside Fire and
41:50 Rescue had sent firefighters to the
41:54 training and so we attended the
41:57 graduation and you can see that there I
42:00 think we had seven graduate eight eight
42:03 and now it's that I wanted to read their
42:08 names their names
42:11 well there were 37 altogether a native
42:13 of reward for you for you side fire they
42:15 are Adam Benson Brandon Davidson Josh
42:18 Gilbert Joseph stone Ramon Casas Lyon

43:08 Comprehensive Plan a discussion item on
43:10 housing incentives and tools survey a
43:13 discussion item on the state legislature
43:16 update and an informational item the
43:18 draft supplemental biennial budget and
43:20 work program and if any of these this
43:23 will be my first meeting there as the
43:27 alternate is one of the alternate reps
43:28 for SCA but if there's anything that
43:31 should come before council I will back
43:33 the sound cities Association public
43:37 issues committee SCA pick you
43:39 meeting the following Wednesday at 7
43:42 p.m. at berry 12 in Renton City Hall and
43:45 the SE APEC meeting will include a
43:47 discussion on the King County waste
43:49 energy and waste export feasibility
43:51 study a discussion of vision 2050 an
43:55 update on the affordable housing
43:56 committee work plan and an update on the
43:58 2020 regional transit policy and plan
44:01 updates and their - if there are issues
44:04 to come before for which SCA will be
44:08 looking for is input then I will share
44:10 that with the council at our next
44:12 meeting the SCA pre pick workshop is
44:15 oftentimes a topic that folks beyond
44:19 pink would be interested in this is not
44:21 one of those times it's actually they
44:23 picked 101 extremely boring if you're

44:35 the Cascade water Alliance board met at
44:37 the Cascade office in Bellevue and we
44:39 had no action items only consent items
44:43 and then additionally we had two
44:45 presentations one was on the strategic
44:47 plan which the board had previously met
44:51 to discuss and there were some revisions
44:53 to that plan and that plan is to go into
44:58 detail about the mission and vision for
45:00 cascade and the mission of cascade is to
45:03 provide safe clean and reliable water to
45:05 our members and a cost-effective and
45:06 environmentally responsible way through
45:08 regional leadership and strongly
45:10 relationships and the vision is to
45:12 create a lasting legacy by establishing
45:14 a model for regional cooperation and
45:16 effective public resource management so
45:19 we received a draft update on that plan
45:21 and then additionally we heard an update
45:24 about the we need water program which is
45:26 a water efficiency education program
45:29 that cascade uses to educate members
45:31 about how they can better save water the
45:34 next meeting of the cascade water
45:36 Alliance board will be February 26 2020
45:39 and I will this year no longer be
45:42 serving as alternate so be very in very
45:45 good hands with councilmember Hall as
45:47 the alternate and mayor poly as the
45:49 regular board member that concludes my
45:52 report

45:56 there is no executive schedule executive
45:59 meeting scheduled for this evening
46:01 southeast 43rd contract award included
46:04 in tonight's consent agenda is
46:05 legislation awarding the construction
46:07 contract for the southeast 43rd
46:09 signalization project the southeast 43rd
46:12 signalization project will realign the
46:14 driveways to Providence point in forest
46:16 village and install a traffic single
46:18 signal at the new intersection the city
46:21 received ten bids from contractors to
46:24 construct the project and the low bid
46:25 was submitted by Road art construction
46:27 out of Auburn work is going to begin
46:29 this March with the relocation of
46:31 utilities and the project is expected to
46:33 be completed within ten months I also
46:36 wanted to touch a little bit on the
46:37 transit oriented development opportunity
46:40 Center project at the January 28th City
46:43 Council study session Council received a
46:45 presentation in an update on the transit
46:47 oriented development proposal that the
46:49 city is working on with our development
46:50 partners the King County Housing
46:52 Authority and spectrum development as a
46:55 next step on this project the council
46:57 will determine whether to use city-owned
46:59 land currently an RV park to instead
47:02 support the project the council
47:04 requested additional information prior
47:06 to a scheduled vote that was to have
47:08 occurred at tonight's February 3rd City
47:10 Council meeting over the course of the
47:12 last five years as this proposal
47:14 developed we have welcomed five new
47:16 council members to council and it worked
47:18 through a series of changing
47:20 circumstances after this last City
47:22 Council study session I had asked our
47:24 team city staff King County housing and
47:27 spectrum to provide an opportunity for
47:29 those council members who feel
47:30 additional time is necessary for them to
47:33 review the proposal progress of the last
47:35 five years and to reschedule the vote
47:38 that was to occur tonight out to the
47:40 next scheduled council meeting on
47:41 February 18 2020 at that council meeting
47:44 the request for information from the
47:46 council study session will be presented
47:48 to the public and the council the
47:50 council will then consider a motion to
47:52 direct the administration to pursue
47:53 negotiations for the transit oriented
47:55 development opportunity Center project
47:57 utilizing a portion of the RV park as a
48:00 relocation site for century thing I want
48:02 to provide that update because we really
48:04 we're going to schedule that vote for
48:06 this evening we have an informational
48:11 update this evening I do 583 Washington
48:14 State creative district designation it's
48:16 informational only this evening no
48:18 council action is requested and I'd like
48:20 to ask Amy Dinks our arts coordinator to
48:23 make the presentation come on up Amy
48:32 good evening madam mayor and council
48:34 members thanks for having me I'm here to
48:37 just give you a brief overview of the
48:39 Washington State creative district
48:40 designation program and then is the
48:43 croisé application which is currently so
48:48 the program for a creative district
48:50 designation was formed in 2017 with the
48:53 passage of legislation and the
48:56 Washington State Arts Commission arts
48:58 wah is the one that manages the program
49:01 to date there have been three cities
49:04 designated there are a couple more that
49:06 are currently under review by the
49:10 committee that reviews designation and
49:13 then we and a couple of more cities are
49:15 in the midst of applying so it's about
49:17 seven groups that are taking part in
49:19 this program right now and our
49:21 application would be the first
49:22 application from King County so the
49:25 program was created to enable local
49:27 communities to use arts and culture and
49:29 the creative sector to really help
49:31 bolster economic development and
49:32 activity in their community so that can
49:35 mean jobs and creative sector businesses
49:37 but also tourism and so the arts program
49:41 and the economic development program had
49:43 been working together over the past year
49:45 to work on designation in the area that
49:48 we are looking to designate as our
49:50 cultural and business district in Old
49:53 Town as well as some of government
49:55 Gilman village and some of the
49:57 surrounding area but we'll look at a map
49:59 in just a few slides so what is a
50:02 certified creative district it's really
50:05 a concentrated area it should be
50:07 generally walkable and it is a place
50:10 where there's a concentration of places
50:12 for people to enjoy
50:13 arts and culture activity there's a
50:15 concentration of cultural facilities
50:17 creative businesses and organizations it
50:20 should be an exciting place to live and
50:22 work and visit and it should have
50:24 opportunities for job growth and other
50:26 economic creative opportunities like
50:29 tourism and so we feel that the area
50:31 that we are proposing really meets all
50:35 of those criteria and then who and what
50:39 is creative so for the purpose of the
50:41 application we are using a very broad
50:44 definition of creative so we're
50:46 absolutely talking about artists and
50:48 musicians and entertainers but we're
50:50 also talking about creative
50:52 restauranteurs and game developers and
50:55 landscape architects and so anyone that
50:57 has a really core creative component to
51:00 their occupation or their business we
51:03 absolutely want to include those as well
51:07 and why is a glass so we have an
51:10 established cultural and business
51:12 district in Old Town so that's a natural
51:15 fit for the program and we have lots of
51:18 cultural amenities there we have all
51:20 types large and small obviously village
51:23 theater is a huge anger there but we
51:26 have lots of smaller schools of music
51:29 and art galleries and we have lots of
51:32 good cultural amenities there too like
51:34 the library and the Senior Center the
51:38 community center and then we also
51:40 thought that this was a great program
51:42 for us to pursue because it helps us
51:44 achieve some of our goals so for
51:46 instance the Arts Commission has a
51:48 adopted strategic direction that is
51:51 foster the arts as part of our primary
51:53 community identity and then from the
51:56 cultural vitality plan they hope to
51:59 advance and expand creative experiences
52:01 and attract creative businesses and
52:04 nonprofits so we really feel that the
52:05 designation would help achieve all of
52:08 those and those are just a few that we
52:11 pulled out of some of the city's plans
52:12 and then here's the big question and
52:15 that everybody wants the answer to is
52:17 what how would our community benefit if
52:19 we're designated so initially we would
52:22 get endorsement from the state of
52:23 Washington and
52:25 with that would come $5,000 in grant
52:28 funds that would be primarily intended
52:30 for using to promote our creative
52:33 district it would also come with
52:35 technical assistance and networking from
52:38 arts Washington as well as opportunities
52:41 for additional funding and then we feel
52:44 that by designating the area we would
52:47 really help attract artists and other
52:50 creative businesses we would increase
52:53 tourism we would really build on that
52:55 hope to have a supposed creativity it's
52:59 part of our primary identity and and
53:01 then there's a lot of things that could
53:04 enter the conversation if we have this
53:07 district we would be able to really talk
53:08 about live work space and maker space
53:12 and other longer-term plans for our
53:14 creative economy and so I'm gonna invite
53:19 Christopher right to talk about the
53:22 boundaries of our district and why we've
53:24 sort of come to this particular map and
53:27 hopefully you guys can see that okay and
53:31 Christopher and through his role in
53:33 economic development last year was a
53:35 really integral part of our team putting
53:37 together our application thank you Amy
53:42 hello everyone my name is Christopher
53:44 Wright and I'm with the city's
53:45 development services department but as
53:48 Amy said I've been working closely with
53:49 her and our consultant Leslie as we pull
53:51 this application together to establish
53:53 this designation and Amy's asking to
53:56 kind of summarize how we came up with
53:58 the boundaries for the creative district
54:01 that you see there and this is kind of
54:03 the the latest draft that we've been
54:05 sharing with everyone and getting input
54:07 on not a whole lot of direction from the
54:11 state as far as how to establish the
54:13 boundaries other than as Amy alluded to
54:15 that it should be a walkable area and so
54:19 certainly we started with the area of
54:21 the city that is zoned cultural and
54:23 business district which is the heart of
54:26 downtown including front street north
54:28 and around the Front Street and sunset
54:31 intersect
54:32 but we knew that there was area outside
54:35 of the CBD and particular uses that we
54:37 wanted to draw into the district as well
54:40 and so starting kind of at the northwest
54:43 corner we wanted to make sure Gilman
54:46 village was included so expanded the
54:49 boundary there and then also then we
54:51 could pull in Gilman station which is
54:53 the building with the clock tower
54:55 there's actually handful of creative
54:57 uses in there as well we wanted to make
54:59 sure that Gilman lofts or that the
55:01 Issaquah work lofts was also included
55:04 because we think that's going to be a
55:05 great space a great opportunity for
55:07 artists to locate in that new
55:09 development and then moving forth
55:12 further east towards Northeast Gilman
55:15 Boulevard pulling in the xxx we had to
55:18 have bombs in there for sure and then
55:21 going south we wanted to make sure that
55:22 the museums were included the train
55:24 depot the History Museum the the Salmon
55:29 Hatchery as well and then moving north
55:32 then we included confluence park we also
55:35 wanted to make sure we included the new
55:37 housing that the village theater bought
55:39 for their for their artists because
55:42 that's one of the things in the
55:43 application that we need to be tracking
55:45 and monitoring which is available
55:46 housing for artists and then following a
55:50 kind of the the Issaquah Creek boundary
55:53 on the west side to pull in confluence
55:55 park as well so that's how we landed on
55:59 those boundaries within that area there
56:01 are about 65 creative uses that is not
56:06 counting restaurants or hair salons and
56:10 nail salons which I think a couple of
56:12 other cities we're counting all of the
56:14 restaurants in the area we don't need to
56:16 pad our numbers that much so about 65 is
56:19 what we're counting this creative uses
56:21 in this area and it's a it's a good mix
56:24 so that we're feeling pretty good about
56:26 these boundaries thank you
56:31 thanks Christopher and so really quickly
56:35 our timeline sort of where we've been
56:37 where we are now and where we're heading
56:39 the arts Washington has a pretty
56:41 comprehensive community readiness
56:43 toolkit it's about 30 pages of
56:46 activities that they would like a
56:47 community to work through before they
56:49 apply so we have been working through
56:52 that with our consultant Leslie Moore
56:54 flug who's here tonight as well and
56:56 preparing the application and that
56:58 involved putting together a stakeholder
57:00 group we have about 25 people on the
57:03 stakeholder group that represent
57:05 nonprofit for-profit creative businesses
57:08 different associations and organizations
57:11 and community members and the doesn't
57:14 the area that we're hoping to get
57:16 designated and we've had various
57:18 planning meetings throughout the last
57:20 year with that group we also did some
57:24 community engagement this summer and at
57:27 the library and the farmers market and
57:29 different cultural events and we
57:30 collected about 750 unique responses
57:33 from the community and basically telling
57:35 them about the opportunity to apply for
57:38 creative district asking them what they
57:40 thought about that and what they'd like
57:41 to see or what they'd like to do in a
57:43 creative district and so we've used a
57:45 lot of that information in our
57:47 application and then as Christopher just
57:50 discussed we've been sort of working on
57:51 those boundaries and had some site
57:53 visits from the arts Washington's staff
57:55 and they're actually coming back on
57:57 Wednesday to walk the latest boundaries
57:59 of this and then tonight here we are
58:02 giving you this overview information and
58:04 then we'll be coming back in March with
58:06 the resolution so in order to put in the
58:09 application we need a resolution from
58:11 Council and we'll be submitting that to
58:13 you the hidden agenda bill and then if
58:16 all goes well and we submit to Arts
58:18 Washington we expect the the evaluation
58:21 process will take a couple of months and
58:23 we could have our designation as early
58:25 as this summer so we will be back March
58:31 2nd with agenda Bell 7876 and that
58:35 resolution and I'm happy to answer any
58:37 questions and Christopher and Leslie may
58:39 want to help me out with questions thank
58:42 you thank you Amy thank you Christopher
58:44 council questions any questions okay
58:49 Debbie counts president right so what
58:52 what does it mean to an organization or
58:54 a business or an individual to be
58:56 located in a certified creative district
58:59 well there will be obvious benefits of
59:02 promotions so the cities that have
59:04 already been designated which Edmunds
59:07 was the first example has received quite
59:09 a lot of regional press and has received
59:13 a lot of promotion from arts Washington
59:15 for their district and so you know if a
59:18 business is located we're hoping that
59:20 they will see expanded interest in their
59:23 business or in activities that they
59:25 might be offering and really also I
59:29 think that we're going to be providing
59:30 anybody who wants to take part in our in
59:33 the the committee that will form after
59:35 the designation so it really gives
59:37 people a voice to also express how they
59:40 would like to you know economically
59:42 impact the district so there's a
59:44 participation opportunity there too
59:47 so building on that a little bit how
59:51 does the district designation align with
59:53 the city's overall economic development
59:55 plan and strategy and vision so I we
59:58 have been meeting with the economic
1:00:01 vitality Commission throughout the
1:00:02 process and talking to them about that
1:00:05 and and wanting their input as well and
1:00:09 we pulled out this couple of items that
1:00:11 were sort of those things are embedded
1:00:13 in their plan about attracting creative
1:00:16 businesses and creative workers to the
1:00:19 city so we feel like this is absolutely
1:00:21 in line with that but we also are going
1:00:25 to want their voice and participation on
1:00:27 the group moving forward to help
1:00:30 establish how we can help meet those
1:00:33 goals through the creative district so
1:00:35 once we create the creative district is
1:00:38 there some sort of ongoing oversight
1:00:40 governance entity or how does how do we
1:00:43 move it forward that's a really good
1:00:45 question so every community thus far
1:00:47 seems to be doing it a little bit
1:00:49 differently the one common denominator
1:00:51 seems to be that the
1:00:52 locations are coming from the cities
1:00:54 then the cities have been managing sort
1:00:59 of the initial development of the group
1:01:04 that's seeing the day to day through for
1:01:07 the creative district but our plan is to
1:01:10 have the city for this year and that
1:01:13 we've budgeted for it in the municipal
1:01:15 arts fund for 2020 and hope to budget
1:01:17 for it in 2021 if we're designated but
1:01:20 then we would initially are we would
1:01:22 eventually pass it on to a community
1:01:24 organization to do that day-to-day
1:01:26 management but there would be a steering
1:01:29 committee that would sort of live on
1:01:31 with that group that would help with you
1:01:35 know it could be programming activities
1:01:36 it could be suggested policy development
1:01:39 and then obviously they would need to
1:01:41 move through the proper channels for
1:01:42 that but initially it will be the city
1:01:45 and eventually we're hoping it'll be a
1:01:47 community organization alright last
1:01:49 question what input we received from the
1:01:52 chamber of commerce down tennis squash
1:01:54 sociation and visit Issaquah to help
1:01:56 craft this so all three of those
1:01:59 organizations are represented on our
1:02:01 stakeholder group so they've all been
1:02:03 actively engaged throughout the last
1:02:05 year and a couple of them are here
1:02:09 tonight right I lied now last question
1:02:13 what what's important to those three are
1:02:16 those those entities why is this
1:02:19 important to them to do you I want to
1:02:23 invite them to answer that or do you
1:02:25 like to have this entities come up and
1:02:27 answer I would okay we have the
1:02:30 executive director from the chamber and
1:02:32 we have the board chair for DIA if they
1:02:34 would like to come up and provide a few
1:02:36 thoughts on how this designation is
1:02:39 beneficial I'd be great in queue by the
1:02:41 way it's volunteering I feel like well
1:02:45 and told but greater is the core Chamber
1:02:51 of Commerce I have to tell you in first
1:02:54 that our Board of Directors has not yet
1:02:56 taken a position on this we plan to have
1:02:59 it on our agenda at our meeting later on
1:03:01 this month with that I have
1:03:04 been attending all of the stakeholder
1:03:06 meetings it's been a great process to
1:03:09 work through I also want to fully
1:03:11 disclose that my husband is a full union
1:03:14 member and retiree of sag-aftra and
1:03:18 equity so I have a little bit of love
1:03:21 and passion for theater in particular
1:03:23 and I do believe that personally I think
1:03:26 that art does better a community I think
1:03:31 that when you create that synergy in any
1:03:34 business sector you create an
1:03:39 opportunity to grow and thrive when you
1:03:41 look at for instance technology and you
1:03:44 look at our region and you see the
1:03:46 technology-based strengths that we have
1:03:49 in the entire Puget Sound area I think
1:03:52 it speaks volumes to where how if you
1:03:54 take that down into a microcosm level it
1:03:58 will benefit so I think that districts
1:04:00 are important I think that belonging and
1:04:02 having that sense of knowing what you
1:04:04 belong to is also important and can be
1:04:06 beneficial and again this is Kathy
1:04:09 McCrory speaking thank you Christina did
1:04:13 you want to come up in answer that
1:04:15 question as well
1:04:18 hello everybody I'm Christina I'm the
1:04:20 board chair of the downtown Issaquah
1:04:22 sociation and I would echo what Kathy
1:04:24 just shared the Downtown Association has
1:04:27 had a lot of local businesses
1:04:28 participating in the different meetings
1:04:31 and what we're hearing from folks is
1:04:33 that we need more foot traffic and when
1:04:36 you have one small business one artist
1:04:38 location if you have more it keeps
1:04:40 people in town longer and so we have a
1:04:43 destination destination shop like Zen
1:04:46 gallery somebody will come there but if
1:04:48 we have more things for them to go look
1:04:49 at it's going to create that environment
1:04:51 so that's what we're hearing from the
1:04:53 local businesses so we look forward to
1:04:55 it thanks thank you
1:04:56 any other questions comes from Goodman

1:05:03 for the questions and I my question was
1:05:06 similar to the question about the the
1:05:10 visitors aqua and that is because
1:05:13 tourism
1:05:14 was mentioned in the presentation I
1:05:17 think when the agenda bill comes back
1:05:18 I'll be interested to hear more about
1:05:23 how those efforts are are how they go
1:05:29 together because I don't I my mind goes
1:05:33 to concerns that that we're doing two
1:05:35 separate things so I just want to make
1:05:38 sure that we're not we aren't on
1:05:39 different tracks and then also when
1:05:43 you're when you were talking about the
1:05:45 boundaries I think I heard a lot about
1:05:50 making sure we capture what we currently
1:05:53 have which I understand but I also was
1:05:58 thinking about we also want to make sure
1:06:00 I think that we think about what we want
1:06:04 to be just not what we currently have
1:06:07 so looking towards the future about and
1:06:10 whether that changes anything I don't
1:06:11 know but not just what we currently have
1:06:13 it future when correct and the program
1:06:15 the designation is really based on what
1:06:20 you currently have plus the potential
1:06:22 for the future and so part of the
1:06:25 exercise of the readiness and preparing
1:06:28 application is creating a sort of
1:06:30 estimated draft three to five year plan
1:06:33 for the district and so they do want to
1:06:35 hear how you want to measure and impact
1:06:39 job growth as well as tourism so it
1:06:42 really is intended to be impacting both
1:06:45 things and Beth Chavez has been actively
1:06:48 involved in the representing visitors
1:06:51 Coe has been actively involved in the
1:06:53 group as well so the intention is to
1:06:55 really affect both of those things the
1:06:58 tourism and the the job growth he thinks
1:07:02 I can't remember home
1:07:05 real quick I'm gonna have to ask you to
1:07:07 brag a little bit can you speak to the
1:07:10 other members of the stakeholder group
1:07:12 who else has been involved in the
1:07:13 process okay I'm gonna have Leslie come
1:07:17 up and answer since she's here and she's
1:07:19 the one that's been doing all the
1:07:20 communication with our stakeholder group
1:07:22 and she probably actually has a list
1:07:24 with her or I can read her list if she
1:07:29 would like yeah I have a partial list of

1:09:02 representation of the creative district
1:09:04 people here and we plan because we
1:09:07 expanded to Gilman we want to get at
1:09:10 least one or two more from that area as
1:09:12 well okay thank you

1:09:17 I had a just to comment but I was at the
1:09:21 farmers market over the summer and there
1:09:23 was a booth with two women who were
1:09:25 introducing the concept and getting
1:09:27 community feedback and there was a ton
1:09:29 of sticky notes on a board and people
1:09:31 participating and giving their feedback
1:09:32 and there was a lot of enthusiasm and
1:09:35 then I was motivated to look at what
1:09:38 other cities have done with this
1:09:39 designation and it seems like there's a
1:09:41 lot of potential for a city like ours
1:09:43 that has a solid base of arts and I
1:09:47 think that's some some of the things
1:09:48 that make it far really special so I
1:09:50 just wanted to offer my support and that
1:09:54 I think it's great and it seems like
1:09:56 you're bringing the community along with
1:09:58 you which will make it that much easier
1:10:00 to have the community really be the
1:10:02 driving force as this goes forward which
1:10:04 is exciting to see thank you oh sorry
1:10:08 and we do really want to open up the
1:10:11 opportunity once we do get designated to
1:10:14 have more people involved in the process
1:10:16 so we will kind of have an open call for
1:10:18 that from the district that's great
1:10:21 any other comments or questions from
1:10:23 Council this evening council member Dean
1:10:25 Michele so I'm just - two comments I
1:10:28 just looked it up there's a book called
1:10:30 the rise of the creative class by
1:10:31 Richard Florida it's sort of a classic
1:10:33 and it talks about and shows
1:10:37 demonstrates how communities all over
1:10:41 the United States have turned their
1:10:43 communities around through creative arts
1:10:45 and how arts are create a synergy
1:10:48 between economic development and and
1:10:53 more arts and if you have creative
1:10:55 people in your community they attract
1:10:57 other creative people and those creative
1:10:59 people create businesses and all kinds
1:11:02 of things so I would recommend that that
1:11:04 book and then several years ago and in
1:11:08 the data I'm sure too old to to
1:11:12 resurrect but the East Side Arts
1:11:15 Commission's asked for a study of the
1:11:19 relationship between the arts and the
1:11:22 economic development and that study
1:11:25 showed a very positive coalition excuse
1:11:30 me between
1:11:32 communities that had arts as a basic
1:11:35 part of their identity did better and
1:11:38 attracted more income than those that
1:11:41 didn't and it's equated very well even
1:11:44 in those days on that on that study so
1:11:48 I'm sure the data is out of out of date
1:11:51 but I'm sure that the principle
1:11:54 continues that if you have a creative
1:11:56 community you do very well economically
1:11:59 as well so I think this is a great idea
1:12:01 and I commend everybody for all the hard
1:12:03 work that's already been done yeah for
1:12:06 the comments any other comments from

1:15:10 hunt and councilmember Goodman for LTAC
1:15:13 which is the lodging and tax advisory
1:15:16 committee that will be councilmember

1:15:20 the board this the mayor is the regular
1:15:24 member and councilmember Hall will be
1:15:26 the alternate member Eastside Fire and
1:15:29 Rescue board
1:15:30 councilmember Goodman and council deputy

1:16:04 for our watershed salmon recovery

1:16:11 association i believe you will be doing
1:16:13 those okay and then the last one before
1:16:16 the sound cities association
1:16:18 appointments is k4c the mayor is a
1:16:22 regular member and council member hall
1:16:24 will be an alternate and the KFOR c
1:16:26 stands for King County's King County
1:16:29 cities climate collaboration so that has
1:16:32 to do with climate action and I believe
1:16:35 I've got all of the ones that are not
1:16:37 the sound cities so we are also a very
1:16:42 proud member of the sound cities
1:16:43 association which consists of 38 cities
1:16:45 and 1 million people and it's a great
1:16:48 regional voice and they have done an
1:16:50 absolutely fabulous job negotiating
1:16:52 seats on all these various boards and
1:16:55 commissions so while we serve on them we
1:16:56 are speaking with for the voice of SDA
1:16:59 it is a great opportunity for our local
1:17:01 reps to be out regionally the council
1:17:05 president and I also made recommend
1:17:06 recommendations for those and the new
1:17:08 2020 regional appointments that were
1:17:10 approved by the SDA board include
1:17:12 council member Hall on affordable
1:17:14 housing I councilmember Rey on the
1:17:16 growth management Planning Council which
1:17:18 is a king county committee councilmember
1:17:22 D Michelle on the healthier here
1:17:24 governing board and for Puget Sound
1:17:27 regional councils Economic Development
1:17:29 District Board I guess I didn't really
1:17:31 know what it was councilmember Walsh
1:17:32 will be sitting there and for Puget
1:17:35 Sound Regional Council's growth
1:17:36 management policy board
1:17:37 councilmember Mart's will begin to serve
1:17:39 this year also councilmember Mertz
1:17:42 is the regular member on the sound
1:17:44 city's public issue committee and
1:17:45 councilmember D Michelle is serving as
1:17:47 the alternate and one of the things I
1:17:50 left off here was I also did get elected
1:17:52 to the SCA board this year so we have a
1:17:53 lot of we have probably our largest
1:17:56 footprint in these regional assignments
1:17:59 that we've ever had so I want to thank
1:18:00 you all for stepping up and volunteering
1:18:03 to serve on these seats and reporting
1:18:06 out on them as you do in your regional
1:18:07 reports
1:18:10 the last thing I had unless we've missed
1:18:12 something I think we covered all the
1:18:14 assignments is I'm just gonna talk a
1:18:16 little bit about what's coming up at the
1:18:18 upcoming council meetings so February
1:18:21 11th there is a council study session at
1:18:23 6:30 p.m. in this chamber potential
1:18:25 agenda items are the workers
1:18:28 compensation retro refund
1:18:30 acknowledgement the shoreline master
1:18:32 plan periodic update the green is
1:18:34 Sequoia funding opportunity which is a
1:18:36 forest carbon credit program solid waste
1:18:39 collection contract extension carbon
1:18:42 inventory update and climate planning
1:18:44 sounds like a late night Tuesday
1:18:47 February 18th which is our regular City
1:18:49 Council meeting at 7:00 p.m. in this
1:18:51 chamber the potential agenda items are
1:18:52 an informational update Parks master
1:18:55 plans that are underway
