1:04 Proclamation I'd like to invite
1:06 influence the choice chair Jerry
1:08 Blackburn and friends and members of the
1:11 Youth opposed to drug abuse advisory
1:13 board to join me at the lectern for the
1:16 proclamation
1:31 should be fun and Jerry too whereas many
1:38 of our young people do not develop the
1:41 skills needed to productively go through
1:43 adolescence substance-free and whereas
1:47 substance use prevention has a greater
1:49 impact the later intervention by
1:52 changing a child's early life path away
1:54 from maladaptive solution and towards
1:57 positive healthy behaviors and
1:59 productivity and whereas by stopping the
2:03 drug use before it starts we can prevent
2:05 the disease of addiction and create
2:07 stronger neighborhoods in this community
2:10 now therefore I Mary Lou poly mayor of
2:13 the city of Sukhois do hereby proclaim
2:15 the month of October 2018 as substance
2:19 abuse prevention month in the city of
2:21 Issaquah and call upon citizens to join
2:24 me in engaging in appropriate programs
2:27 and activities to promote comprehensive
2:29 substance abuse prevention efforts in
2:32 our community City Council thank you

2:43 my name is Jerry Blackburn I had the
2:45 honor of being the current chair of
2:47 influence of choice and and I just want
2:50 to introduce Katie Katie Mueller is our
2:54 special projects coordinator and she
2:55 really does all the work with the Yoda
2:59 group and then Yoda will take it from
3:02 there so Katie hi I'm Katie molar and I
3:07 have the honor of working with these
3:09 fine young students behind you and I
3:12 will let them introduce themselves good
3:15 evening mayor Polly and members of the
3:17 City Council my name is Morgan my name
3:22 is David my name is Brooke my name is
3:26 Noah and my name is Alex we are members
3:30 of Yoda Youth opposed to drug abuse the
3:33 youth voice for influence the choice
3:35 drug prevention Alliance for youth we
3:38 would like to express our gratitude to
3:40 the city of Issaquah for always
3:42 supporting and encouraging the efforts
3:44 of Yoda
3:44 and influence the choice and tonight
3:46 specifically for recognizing the work
3:49 that we do proclaim proclaiming October
3:51 as substance abuse prevention month

4:15 it's nice to start a meeting with such a
4:19 big young group thank you all for coming
4:22 the next item on the agenda this evening
4:24 is audience comments audience members
4:27 may address the council at this time and
4:29 we put the guidelines for public
4:31 participation up on the overhead if you
4:33 need to take a look at that before you
4:35 join that at the podium if you're those
4:39 who signed up on the speaker's list will
4:41 be called up first and if you didn't get
4:43 a chance to sign up
4:44 I will ask for other speakers before I
4:46 close this portion of the meeting if
4:48 you're here as part of a group can you
4:50 identify yourself at the group that you
4:53 are speaking for and those in the
4:55 audience here this evening that one
4:57 expressed support for any of our guests
5:00 that are speaking this evening please
5:01 raise your hand so council gets an
5:03 understanding of the level of support
5:05 and interest in the comments that were
5:07 receiving has anyone signed up to speak

5:21 good evening madam mayor distinguished
5:24 members of the council my name is
5:25 Russell Joe business address is one six
5:28 zero zero one 27th Avenue North East and
5:31 Bellevue I'm a municipal manager and
5:35 relationship manager for Republic
5:37 Services and I'm here tonight because
5:39 Republic Services handles garbage and
5:44 recycling responsibilities for an areas
5:46 directly south of its cause border we
5:49 also have the contract for Sammamish and
5:52 for Bellevue and our trucks also roll
5:54 through roll through I 90 on their way
5:56 to North Bend so there's a significant
5:59 transportation impact on your community
6:00 and I wanted to reach out to you and let
6:03 you know that I'm available if there's
6:04 are any issues or problems with our
6:06 drivers or any of our personnel at all
6:10 my direct phone number is 14 five six
6:14 four six two five four one and reach out
6:18 to me at all hours of the day and night
6:19 if there's an issue and I'm happy to to
6:21 assist with any issues that might arise
6:25 the second reason I'm up here today is I
6:28 wanted to make you aware that this room
6:30 here most business days is also our
6:33 municipal court and when I was on the
6:36 council between 2000 and 2008 we work to
6:39 pull our court from the district court
6:42 system the King County district court
6:44 system and we made our own Municipal
6:46 Court and part of the reason we did that
6:47 was we wanted to increase the level of
6:49 service to our community members and
6:51 make sure we were more responsive to the
6:54 community's needs in terms of community
6:56 placement release for our people or
6:58 defendants on bond and release I had the
7:01 pleasure of serving as your Pro Tem
7:04 municipal judge for a couple of years
7:07 and it was a great honor to do that I
7:10 know how much pressure there is when you
7:12 do that and I wanted to point out to you
7:14 that the King County Bar Association I
7:16 think in April put out a judicial survey
7:19 of judicial officers and Scott Stewart
7:22 our municipal judge was rated in that
7:26 survey
7:26 that can be found at King K CBA org and
7:30 you can look at the 2018 judicial
7:33 officer survey
7:34 and when I looked it over and you can
7:35 come to your own conclusion but when I
7:37 looked it over judge Stewart came out
7:39 quite well or very highly rated by the
7:45 people that were in front of him and the
7:46 people that come in front of him were
7:47 typically the lawyers that will appear
7:51 at court in court with Scott Stewart and
7:54 so he's really out kind of a peer to
7:56 peer or a direct contact and service
7:58 level evaluation when when he does that
8:01 so I would encourage you to look at it
8:03 just so you can see how well the court
8:05 is working and you can reach out to
8:08 judge Stewart and let him know that he's
8:10 doing a good job if that's the
8:11 conclusion that you come to as well
8:14 finally I'd just like to thank you all
8:17 of you electives for doing what you do
8:19 as I said I served 8 years and I know
8:22 the trials and tribulations you go
8:24 through and the stress should go through
8:26 and it's all worth it in the end because
8:28 our community really appreciates
8:30 appreciates it as well

8:39 member and judge pretend as well but if
8:42 I can get you to hold your applause that

8:59 mayor and the council members my name is
9:01 Shiv muta Kumar I am a resident of
9:04 Issaquah I'm also one of the pastors at
9:06 Covenant Presbyterian Church of Issaquah
9:09 on East Lake Sammamish the address is 2
9:12 to 1 1 6 South East 51st place thank you
9:16 for the opportunity to address you today
9:18 on behalf of our church and being a
9:22 minister I feel bound to speak from the
9:24 Bible if you will please allow me to
9:26 quote two verses when Israel was exiled
9:30 by God God spoke through the Prophet
9:34 Jeremiah and said but seek the welfare
9:37 of the city where I have sent you into
9:40 exile and pray to the Lord on its behalf
9:43 for in its welfare you will find you
9:47 welfare this is also the call of our
9:50 church we are committed to the welfare
9:52 of the city of Issaquah now when Jesus
9:56 walked the earth he said to his
9:58 disciples let the children come to me
10:01 and do not hinder them for such belongs
10:05 the kingdom of heaven as a church we are
10:08 commanded to welcome children and to
10:10 nurture them so that's our twin mission
10:13 to bless the city and to welcome the
10:16 children we are a congregation of about
10:19 350 members that includes many young
10:22 families our church property is used by
10:26 two other churches with under hundred
10:28 members each between these three
10:30 churches we have about 200 children
10:32 under the age of 18 in addition there
10:36 are other mentoring services for
10:37 children that are held at our church
10:40 property all this to say that our church
10:42 property is filled with children ranging
10:45 from infants to high school throughout
10:47 the week particularly on Sunday morning
10:49 for worship Sunday school youth group
10:51 home schools support groups and choir
10:55 practice throughout the week as leaders
10:58 and members of our church with me is Ed
11:00 Harper who is one of the elders we are
11:03 deeply concerned regarding the proposed
11:05 establishment of a retail marijuana
11:07 store next door to us with the address
11:10 to to 1:06 South East 51st place we have
11:16 two main safety concerns for our
11:18 children firstly the close proximity of
11:22 marijuana to minors the proposed site is
11:25 adjacent to our church building and
11:28 please note that it is accessible today
11:31 only via an easement through our
11:34 property I note that this easement was
11:37 granted over 60 years ago for
11:39 residential purpose only and also this
11:42 easement goes right next to the
11:45 playground so that's the second point of
11:47 concern is the traffic safety the
11:50 increased retail customer traffic makes
11:53 the easement accident-prone the easement
11:57 was granted only for residential use and
11:59 for residential
12:01 traffic so in view of this these two
12:04 concerns we as a church very humbly and
12:08 respectfully oppose the retail marijuana
12:12 store at its proposed location we
12:15 request the City Council and the mayor
12:16 to help us ensure the safety of our
12:19 children by not approving the store at
12:21 this location or in close proximity to
12:24 our church and I just want to say thank
12:27 you very much for what you do as leaders
12:29 of our city for making it a safe in an
12:32 enjoyable place for us to live to work
12:35 to play and to worship thank you and god
12:38 bless you thank you thank you for coming
12:39 tonight

12:49 counsel Thank You mayor again my name is
12:52 Edie Harper I am an elder at CPC and I
12:56 wanted to present a letter to the
12:58 council and some signatures from
13:01 attenders and members of our church in
13:03 support of the opposition so if I could
13:05 have a grade you can hand it to Emily
13:08 right here did you also want to address
13:10 the council just briefly Your Honor if I
13:13 could I'd like to introduce some of the
13:14 tenders here with me we have a few of
13:18 the children that attend the mentoring
13:19 services Peter and Zaarly Schmidt and
13:24 grace Burt and I'm sorry Hanna thank you
13:29 and so these are a few of the members of
13:32 our mentoring services at our church
13:34 that meet there during the week briefly
13:37 about my history and I'm very much our
13:42 church is very much in support of your
13:44 proclamation today I think it is more
13:47 than ironic and it's not a coincidence
13:49 that we plan to come here and that you
13:52 had the proclamation on the same evening
13:54 it's not something we planned but it
13:56 couldn't have been more fortuitous so
13:57 thank you your honor for doing that and
13:59 we think we're at the frontlines of
14:02 stopping even substance abuse from
14:04 starting for children such as this that
14:06 might be exposed at a at a very young
14:08 age and as we know the studies show that
14:11 the
14:12 increase in drug abuse happens when even
14:17 preteen if they're exposed to drugs and
14:19 so that's one major reason why we oppose
14:22 that location we understand the
14:25 licensing issues with the state and we
14:30 think that churches should be included
14:32 in the thousand foot buffer but that's
14:34 the state law and we understand but
14:36 we're taking steps in that regard as
14:38 well and personally on a personal note
14:43 drug abuse has hit my family personally
14:46 I started out with five cousins and I'm
14:50 the youngest of those five and I only
14:53 have one left and they've all died
14:55 because of drug abuse or alcohol abuse
14:58 substance abuse and they were all
15:01 younger than 65 and and I was a drug
15:05 user two in high school because a friend
15:07 introduced me to marijuana when I was in
15:09 ninth grade and it's it's affected me
15:13 today and I think it's hindered my
15:14 growth as a person and I still have
15:17 regrets really at age of 14 children
15:20 don't know what they're doing and what
15:23 they're putting in their body for
15:24 personal so my personal testimony is
15:27 please do whatever you can to support
15:30 this proclamation we will do whatever we
15:32 can to support the proclamation feel
15:34 free to use our church we have a great
15:37 sanctuary if it sees 400 people if you
15:40 want to have meetings there we're happy
15:42 to open up our church for this type of
15:44 thing so please take it upon yourself to
15:47 help us in stopping the spread of drugs
15:51 in one way you can do that it's not
15:53 allowing the green grotto to go right
15:55 next door to our church thank you for
15:58 sharing your story at you it shows there

16:12 live at 300 southeast Bush Street I
16:16 wasn't gonna come in here and talk about
16:17 this but I'm struck by what I just heard
16:20 I was actually on my way to the brew
16:23 house and and then to listen to Yoda and
16:28 to hear you and not being aware of the
16:30 store being where it's being proposed I
16:32 think there were a mosque or a temple or
16:36 a synagogue or a church everyone would
16:38 be equally opposed to having something
16:40 like that in their proximity so I guess
16:44 I stand in support of them if you want
16:46 to log me kind of ad-hoc here the real
16:50 reason I came was to thank you for what
16:53 you did with the streets I emailed you
16:56 recently I came home in Old Town and I
17:00 came down and all of the temporary speed
17:03 humps have been removed and then they
17:05 put in these new ones that didn't look
17:06 so good so I was firing off emails
17:08 rustle you probably heard this from
17:11 citizens getting upset so I want to make
17:14 sure you address the council because yes
17:16 council I apologize I want so I just
17:18 came to thank you because at first it
17:20 didn't seem like they were gonna be
17:21 beneficial and in fact they were I came
17:23 home early from work with my phone and I
17:26 was flagging it for a couple of hours
17:27 and my wife said how's it going and I
17:29 turned to her and I said I actually
17:31 think they work pretty well and then I
17:32 sent you an apology so it's easy to
17:34 lambast and get upset and give the
17:36 councilmembers a hard time it's a lot
17:38 harder to come in and say thank you and
17:39 I hope more people do it when they
17:40 appreciate what you do so thank you very
17:43 much Cyrus thank you very much anyone
17:46 else signed up no is there anyone else
17:49 here this evening who would like to
17:50 address the council

18:08 Commerce and that's the first thing that
18:10 I'd like to address this evening I just
18:12 want to thank all of you and all of the
18:15 staff at the city we're about to welcome
18:17 a lot of guests to the community this
18:19 weekend
18:20 with salmon days and it does truly take
18:23 a village so thank you everyone for
18:26 supporting the opportunity thank you
18:28 Mary Mayor Polly for our Proclamation
18:31 today city is officially fish aquifer
18:37 the next few days in celebration of
18:39 seven days and again our thanks for all
18:42 of your support and everything that the
18:44 city staff does to bring us seven days
18:47 I'm also here today as a as a personal
18:51 citizen but also a recent employ a
18:53 pointee to visit Issaquah DMO board of
18:57 directors and I just want to thank you
18:59 for the opportunity to serve on this
19:02 exciting new board and to give you my
19:06 commitment to make sure that we do
19:09 everything possible to make sure that
19:11 everyone's aware of the wonderful sights
19:13 and sounds and values of Issaquah and
19:16 that we do our best to bring tourism to
19:19 our community thank you

19:34 you know all steeper our old town for I
19:38 guess is about 11 years now so I wonder
19:41 set in context yes first couple things I
19:44 wanted to thank both the Issaquah
19:45 Highlands Council and the City Council
19:47 or city leadership for recent
19:50 legislation forums that were held both
19:53 in the whisker Islands and here in the
19:55 City Council democracy is a good thing
19:57 so I I'm glad to see had a chance to for
20:00 them have candidates president and have
20:01 questions answers so thank you all what
20:04 brings me here today is the old town
20:09 neighborhood district plan is going to
20:10 come before one of the city council
20:12 committee me and so I want to talk about
20:14 that but I want to talk about with all
20:15 of you instead of just with the new with
20:17 individual council subcommittees and I
20:21 wanted to tell two stories the first was
20:24 in 1976 I became a teenager but it's
20:27 also the year that they introduced the
20:30 best nail ice eternal coins on the
20:32 quarter of the 50 cent piece the silver
20:34 dollar and dollar bill and for me it was
20:37 just kind of this idea we hearken back
20:39 and remember our roots who we came from
20:41 where we are and that kind of seems to
20:44 set in for what the Old Town
20:45 neighborhood is a cultural business
20:46 district and something looks and feels
20:49 unique and different while there are a
20:51 lot of good or the first story said in
20:54 context the second story was sometimes
20:57 we have a chance at night to walk around
20:58 is hard when it's not raining and not
20:59 overcast and look up and see the stars
21:01 and sky and we that kind of sense of is
21:04 kind of disappearing that has immense
21:08 value I think we ought to consider that
21:10 as one of the intrinsic values that is
21:12 part of who is why is and who we want to
21:13 become am long to remember and not just
21:16 have lost because two of the things that
21:21 I disliked in Basel or increasing to
21:24 three stories and the increase of
21:25 previous impervious surfaces from 65% to
21:29 95% you're gonna get a whole different
21:33 look and scale and size and scope of
21:35 buildings that aren't in keeping with
21:37 that district it's not within the scope
21:39 of what the people who lived here when
21:41 the central plan was put up we've we
21:45 said this area's specifically excluded
21:47 for
21:47 it was not what the plan of the scope
21:49 was it's out of scope and character for
21:51 the neighborhood it's not what we were
21:53 promised to to put those increased scale
21:56 on scope of buildings in that area well
22:00 there are a lot of good things in the
22:01 plan I don't think three stories or the
22:04 ingress impervious surfaces is in
22:06 keeping with what we were promised and
22:07 what we're committed to and I'm looking
22:08 to all of you to kind of help rein that
22:11 back
22:12 and another thing stands out a lot of
22:15 times in the documentary talks about how
22:18 to do these things in conjunction with
22:19 the downtown is a quad Association and
22:21 I'm glad to see they're involved but I
22:24 don't like to see them called out so
22:25 much that they're having a large driving
22:27 vision I like to see the neighborhood's
22:29 involved but let's see the neighbors
22:30 involved I'd like to have them called
22:32 out just as much of stakeholders as
22:34 downtown is quads association because
22:36 they have a scope and a vision and a
22:38 plan for what they want and that's
22:41 having to large urban scope and a scale
22:43 for what this area deserves it wants to
22:45 be so I would like your help in kind of
22:48 curtailing that or at least making sure
22:51 that that is reflective of what the
22:54 whole neighborhood and community wants
22:55 and not just what dia wants thank you
22:58 thank you Steve is there anyone else who
23:01 would like to address the council Jeff

23:08 evening council members I want to echo

23:22 great group of people talented solid

23:33 see what we have to offer from a retail
23:35 and business standpoint as well as
23:37 recreation around the area in the region
23:40 and to possibly bring new ideas events
23:44 and other things to the area that will
23:46 drive more and more people around not
23:48 just the Seattle area about all the
23:50 country to come over and visit our
23:52 wonderful place so I just wanted to
23:54 thank you guys for your support I know
23:56 it's been a long time coming that this
23:58 board has been you know working to get
24:00 together and at
24:01 we move forward we're gonna we're gonna
24:03 be good stewards of the funds that are
24:05 coming our way to do the right things
24:08 and grow the interests in this city so

24:48 residential addresses 1328 to 54th place
24:52 southeast technically Sammamish
24:54 sometimes comes up as a quad depending
24:57 on your search tool I've been a resident
25:00 of this area originally Issaquah living
25:03 in kahani for about six years and I have
25:06 also been appointed to the visit us aqua
25:09 board along with Jeff and Cathy and a
25:11 few others here tonight so they've
25:13 already kind of spoken to what we're all
25:16 about I'm really excited to be part of
25:18 this board and I just wanted to
25:20 introduce myself and thank you for your
25:21 support really nice thank you Sarah
25:24 anyone else who would like to address
25:25 the council this evening ii comb and
25:30 last call for anyone who would like to
25:32 address the council this evening I want
25:34 to thank all of you who took the time to
25:36 talk with your council tonight and
25:38 myself and we all recognize how hard it
25:41 is to get up on a microphone especially
25:42 on camera it was great to hear from
25:44 three different folks about the visited
25:47 Sequoia organization which is on our
25:48 agenda for as an item this evening and
25:52 also to get to talk to get a
25:55 reintroduction to Republic and to hear
25:57 from some covenant purpose presbyterian
26:01 church members talking about land use
26:04 decisions hearing from folks about speed
26:07 control and salmon days and our old town
26:09 plan thank you all so much for coming in
26:11 and sharing your thoughts with us
26:12 tonight
26:18 now now that audience comments our
26:20 clothes will move to Committee and
26:22 regional reports and we'll start with
26:23 councilmember hunt thank you madam mayor
26:26 on September 20th I attended the riot 8
26:30 salmon recovery council meeting and we
26:32 had two action items the first one was
26:35 recommending investment to conduct a
26:38 feasibility study of options for
26:39 addressing elevated temperature and low
26:42 oxygen in the Lake Washington shipping
26:45 canal salmon require well oxygenated
26:47 water and cold water so the conditions
26:50 in the shipping canal are a concern and
26:54 it was recommended to have a review and
26:59 since synthesis of the data and
27:01 literature and then convene up to four
27:02 stakeholder workshops on this topic the
27:05 second action item was to review and
27:09 consider the 2018 riot project
27:13 subcommittee grant funding and there is
27:16 a list of the projects that are
27:19 recommended with and there's a lot of
27:21 detail in that list and it's available
27:25 on the Rite Aid salmon recovery website
27:27 but one thing that was interesting is
27:28 that the funds for the Puget Sound the
27:32 funds are for Puget Sound acquisition
27:33 and restoration grants and they come
27:36 from the state capital budget the
27:40 allocation and the allocation of grant
27:43 funds entailed a trader swap of fund
27:45 between Raya 8 and other riah's so in
27:50 this case there was an less than the
27:54 full amount allocated within Raya 8 and
27:56 so they swapped funding with Raya 7 and
27:58 Raya 14 and then in a future grant
28:01 rounds it will be returned back to riot
28:04 so I thought that was an interesting
28:07 swap of funding for a number of very
28:09 important restoration and acquisition
28:11 projects and then the salmon recovery
28:16 Council funding board recommended
28:18 several projects including meadow Dale
28:20 Beach Park and estuary restoration and
28:22 Wilmore floodplain restoration
28:25 we also heard from the Army Corps of
28:28 Engineers about recent funding awarded
28:30 by Congress for Ballard lock repairs
28:33 this is a issue that has been very
28:37 important for salmon recovery and the
28:40 funding will be used to replace large
28:41 lock valves and machinery the next
28:45 meeting of the salmon recovery Council
28:46 will be Thursday November 15th and will
28:50 be at the Mercer Island Community Center
28:52 and then I also have a new regional
28:54 commitment which will be as an alternate
28:57 on the king Conservation District
28:58 Advisory Committee and so the next
29:02 meeting of the King Conservation
29:03 District Advisory Committee will be
29:04 October 17th at 4 to 6 p.m. at the
29:08 Mercer Island community & Event Center
29:09 and that will be my first meeting on the
29:12 committee thank you that concludes my

29:14 great councilmember Rea Thank You mayor
29:16 Poli the services and Safety Committee
29:18 had a special meeting on September 18th
29:20 and we had three items on the agenda we
29:23 heard agenda bill 7640 which is amending
29:26 school impact fees agenda bill 76 55
29:29 expedited traffic enforcement pilot
29:32 project summary report and extension and
29:35 we also received a most enlightening
29:38 report from city administrator moon on
29:42 entitled city gives which describe the
29:45 various ways that the city supports our
29:47 nonprofit community it was was very
29:49 helpful to see all the different avenues
29:51 that we have and how they come together
29:54 into a package of of support the next
29:59 meeting of services and safety will be
30:01 on October 9th at 6:30 p.m. in Council
30:04 Chambers and the agenda has not yet been
30:06 set aside Fire and Rescue the next East
30:10 Side Fire and Rescue Board meeting will
30:12 be on October 11th and the agenda has
30:15 not been set and that concludes my

30:22 Infrastructure Committee met on
30:23 September 20th last Thursday and there
30:28 were four items on the agenda two of
30:29 them were
30:30 missional updates on when a Providence
30:32 point the other one on North Newport way
30:35 Northwest regarding retaining walls we
30:38 had two items that of action that are on
30:40 the consent agenda tonight a be 76 46
30:43 the amendment to sewer rates for the
30:47 city and also a be 73 39 the holiday and
30:52 lift station both those aren't consent
30:55 on the 19th I attended the regional
31:00 transit committee meeting and we had a
31:03 couple items there of interest one is
31:05 talking about the development of the
31:08 Metro 1920 budget and the good news is
31:13 they're having a budget the bad news is
31:15 is not as much going to the expanding
31:18 the system as they'd like so that's not
31:21 on the the course we would like to have
31:23 it ons but we'll keep pushing on them on
31:25 that another thing on there is a bus
31:28 based capacity and they need more bus
31:30 bases that is the limiting factor in
31:31 expansion of Metro Transit there's just
31:33 no more place to to park or maintain
31:37 buses and so they're working very
31:38 diligently on getting at least one more
31:40 base and a second one eventually as well
31:42 so they give us a plans on how they're
31:44 trying to get that done and that
31:48 concludes my report thank you

32:30 Renton City Hall the pre pick workshop
32:32 that starting at 6 p.m. is going to be a
32:34 focus group on homelessness with future
32:37 laboratories future laboratories is
32:39 going to invite SCA members to
32:41 participate in a focus group around
32:43 getting homeless systems to a customer
32:45 driven rather than a funder driven model
32:47 for the purpose of improving equity and
32:50 impact some cities members have a unique
32:52 invaluable perspective in approaching
32:54 regional and systemic solutions future
32:56 labs would like to ask for your
32:57 expertise in approaching homelessness in
32:59 Seattle and King County and this is as
33:01 with all pre picked meetings open to all
33:03 city council members so if anybody is
33:06 interested in attending I don't actually
33:08 know much about future laboratories so
33:11 this should be interesting I plan on
33:13 being there but if anybody wants to join

33:17 there's two potential action items one
33:20 is the 2019 SCA legislative agenda I'll
33:23 be addressing that in four good of the
33:25 order and there's also a placeholder for
33:29 regional affordable housing task force I
33:31 don't believe that we have specific bill
33:34 in front of us yet but as soon as we do
33:37 I will let everybody know that concludes

33:58 two additional proclamations that were
34:00 issued for October 2018 this is domestic
34:04 violence Action Month and I urge all
34:07 citizens to speak out against domestic
34:09 violence and support life wires efforts
34:11 to prevent and end domestic abuse in our
34:14 community and as was mentioned in the
34:17 audience comments it is fish aqua
34:19 weekend coming up earlier today at the
34:22 aquarium in hatchery I assured a
34:24 proclamation declaring the first weekend
34:26 of October 2018 to be known as its
34:30 acquire will be known as fish aqua in
34:32 honor honor of the Issaquah salmon Days
34:35 Festival this weekend
34:37 this month we're beginning the
34:39 deliberation phase of our budget
34:41 development season this afternoon City
34:44 Administrator moon sent councilmembers
34:46 our budget in brief publication which
34:49 provides a very high level snapshot of
34:51 the total preliminary budget and the
34:53 budget calendar
34:54 in addition we sent a fund level summary
34:56 of total anticipated revenues and
34:58 expenditures to the council budget and
35:01 brief will be posted on the city's
35:03 budget web page official click off count
35:06 of councils work on the preliminary
35:08 budget will be during the October 15th
35:10 regular City Council meeting where I
35:12 will deliver the budget message and the
35:14 entire proposed budget to the City
35:16 Council and the community budget
35:18 presentations and council review
35:20 sessions begin on October 22nd on
35:24 September 22nd a new teen Center called
35:27 the garage teen cafe located in Renick
35:31 there we go
35:32 located adjacent to the city of Vista
35:34 Kroc community center in Old Town held
35:36 its grand opening we are so proud to
35:39 partner with Kaley Jake and Barb D
35:42 Michelle and Friends to make this
35:43 reality in Issaquah council president
35:46 Tola Mertz conducted the ribbon cutting
35:48 for the well attended event
35:50 we're also checking back in with our
35:52 community right now on the progress on
35:55 our Issaquah our strategic plan and we
35:58 have launched a survey on our website
36:00 that went live last Wednesday these tell
36:03 us if we're on the right track by taking
36:05 a brief survey found it it's a koala
36:07 duck of slash our Issaquah I know it's
36:12 disappointing to have our beloved and
36:14 well used community center closed but
36:16 the new flooring project is awesome a
36:18 couple more coats of stain over the next
36:21 week or two while the new flooring on
36:23 the second floor we will be getting a
36:25 couple of new coats of stain and working
36:27 on the flooring on the second floor of
36:29 the community center the second floor
36:31 track and fitness area will be getting a
36:32 new synthetic flooring surface while the
36:34 rainy room on the second floor will be
36:36 getting hardwood there will be some
36:38 activity relocations when we reopen to
36:40 make sure we schedule activities that
36:42 are well matched with our new facility
36:43 flooring this project is on schedule and
36:46 within budget and will be back we need
36:48 to be back open for everyone's use on
36:50 November 13th in April the city
36:54 completed at traffic comic pilot study
36:56 in the old town neighborhood the pilot
36:58 study showed that temporary traffic
36:59 calming in Old Town was providing the
37:01 expected results in terms of reduced
37:03 speeds and I'm pleased to let you know
37:05 the permanent installation was completed
37:06 last week the area's improved included
37:09 streets both north and south of sunset
37:11 way speed humps are designed for little
37:14 to no discomfort at low speeds but will
37:16 cause discomfort at higher speeds our
37:18 next steps will be to remove temporary
37:20 traffic circle at fifth and Andrews and
37:22 replaces it replace it with a traffic
37:24 circle this fall and in November after
37:26 all the traffic calming has been
37:28 installed the city will continue to
37:30 monitor speed and traffic did to confirm
37:32 that the devices are reducing speeds and
37:34 volumes the project is within budget but
37:36 was slightly delayed this summer by a
37:38 contractor strike on Friday September
37:41 28th the city and its contractor
37:43 combined construction completed
37:45 structural engineering structural
37:47 strengthening of the Newport Way bridge
37:49 over Tibbets Creek the work included
37:51 installation of carbon fiber strips
37:53 which were attached to the underside of
37:55 the structure a technique that allows
37:57 work to be completed under the bridge
37:58 avoiding traffic impacts the work was
38:02 performed to ensure water quality was
38:03 protected as the material was applied
38:05 the expeditious completion of this
38:08 project enabled the city to avoid poison
38:11 posting load restrictions at this bridge
38:13 this project was completed on schedule
38:15 and under budget and lastly its salmon
38:19 days it is the 49th year this October
38:23 6th and 7th we will celebrate one of its
38:25 acquits greatest treasures that annual
38:28 return of the salmon look for the city's
38:30 booth where you can take your photo with
38:31 sasquatch and visit is ceccacci amber
38:34 calm to learn more about all the
38:36 different events vendors shuttles
38:38 concerts and carnivals and more and that
38:40 concludes the mayor's report proceeding
38:45 to the consent calendar the consent
38:47 calendar was distributed to council in
38:49 advance if authorized the items on the
38:51 consent calendar will be considered
38:52 together and approved by one motion have
38:55 the payables and payroll been reviewed
38:57 they have thank you is any councilmember
39:00 desire to remove any item from the
39:02 consent calendar and consider it under
39:03 regular business I can have a motion

39:35 out of the council services and Safety
39:37 Committee and I'd like to invite
39:38 economic development manager Tim Dunn er
39:40 to make a presentation good evening
39:47 council members mayor administration
39:49 we're here tonight to discuss economic
39:51 development manager for the city Tim
39:53 better we're here tonight to discuss the
39:55 bylaws of the visit acqua organization
39:57 this being the only item I wasn't sure
39:59 if I should be excited or terribly
40:01 nervous but I'm excited I'm gonna go
40:04 with excited we have four board members
40:06 in the audience tonight Quinn's actually
40:07 is here as well so I'm excited to have
40:09 their support have them here so if we go
40:13 back in May I was directed to file the
40:16 Articles of Incorporation and to form
40:18 that panel of five members to choose the
40:21 board of directors when they did that
40:23 they created slots through the bylaws of
40:25 certain positions that they wanted to
40:27 have filled and if you look to the right
40:29 if you can tell them kind of a visual
40:31 person you see who is represented in
40:33 those slots from the two hotels we have
40:36 wil Parkinson and Quinn Pham marketing
40:38 representative would be Jeff Walker the
40:40 restaurants are still in the process of
40:42 finding that individual I believe will
40:43 is making progress on that the two
40:46 amenities and attractions Jennifer
40:47 Fink's from our Parks Department is
40:49 represented because our parks are one of
40:51 our amenities and attractions and Ron
40:53 fall to represent the outdoor biking
40:55 industry the local Association is the
40:58 Chamber of Commerce with our CEO Kathy
41:00 McCrory and then four at-large members
41:02 Sarah Holly Patti Hagar and Fabrice
41:05 Yacht there's still two seats open that
41:07 they need to pursue it that they can
41:09 pursue they saw the restaurant seat open
41:11 and they still have one at-large member
41:13 still to be placed in a position the
41:19 bylaws the board of directors their
41:20 first term will begin on December 1st
41:23 just because we had to buy some time I
41:25 didn't know how long it would take that
41:26 panel to form the board so their
41:28 official date will start on December 1st
41:30 and then at that
41:31 already chosen if they're serving two or
41:33 three years terms and then after that
41:34 every terms a three-year term like most
41:36 board of directors they have a chair a
41:38 vice chair they wanted me to combine the
41:41 treasurer and the secretary so that was
41:42 done and in their meetings call for no
41:44 less than nine annually which buys them
41:46 a little bit of wiggle room I would
41:47 assume that they would meet twelve times
41:49 a year but sometimes things come up and
41:52 you know if y'all know quorum sometimes
41:53 you don't have those meetings so that
41:54 gives them a little freedom in that area
41:58 so this went to services and safety and
42:01 it was presented as services and safety
42:02 it was voted on and it went through
42:04 three Oh at that meeting
42:06 councilmember hunt asked me if I had
42:08 sought legal review on the bylaws and I
42:10 made a mistake I had sought Jim's advice
42:13 Jim and I talked about thorak
42:15 eliminations certain portions of the
42:17 bylaws but I hadn't gotten them in front
42:18 of the clerk's and four in front of Jim
42:20 for complete review so when we did that
42:22 like most attorneys he caught some
42:24 inconsistencies and they're fairly minor
42:28 what we discussed was is this
42:31 organization an independent nonprofit
42:33 organization or is it a sub agency of
42:35 the city and we decided it's a
42:36 non-profit independent organization so
42:39 once we had clarified that then we
42:42 needed to go back and these are the
42:43 changes that we had to make that they
42:44 don't need to I had my mind an LTAC row
42:47 when I wrote the our cw2 public notice
42:50 meetings just like the alt tag has to
42:51 and most of our Commission's do but they
42:54 don't need to because they're a
42:55 non-profit independent organization so
42:57 they had the choice to do that that can
42:58 hold open public meetings but they don't
43:00 have to so we cut that out of the bylaws
43:02 the second part at dissolution at the
43:06 very end of the bylaws called for the
43:08 city to approve if the organization was
43:10 going to dissolve but since it's not a
43:12 sub agency of the city that didn't make
43:14 sense as well so we took that portion
43:15 out and then the third and final portion
43:18 was again had to do with dissolution
43:21 basically changing the language of that
43:23 sort of matched the state law I have one
43:28 more slide the next steps for the DMO
43:30 developed there 2019 budget requests of
43:33 the el ataque they've already done that
43:34 they've requested their budget it's in
43:35 I'm secure the funding from this year we
43:38 need to get them we need to move the
43:39 funds from the city coffers into their
43:42 account which we're in the process of
43:43 doing through the economic
43:44 Department they need to append these
43:46 bylaws on October 17th
43:49 I wanted them to get them amended before
43:51 because they've already adopted them
43:52 they adopted them
43:53 June 21st okay
43:58 they'd already adopted them so I wanted
44:00 to get them to amend them before I came
44:01 here tonight but the bylaws say you have
44:03 to get 10 days notice so hopefully they
44:05 will adopt these at October 17th these
44:07 these amendments and complete the job
44:10 description for the executive director
44:11 in postage position and then to hire
44:13 their executive director so they're
44:15 moving quickly I know they want to put
44:17 in a lot of effort I want to thank all
44:18 the board members I want to thank the
44:19 panel for moving so quickly I know you
44:21 guys are meeting every two weeks so
44:23 thank you for all of your time and
44:24 effort in this questions thank you Tim
44:28 questions and Chris as chair of services
44:32 did you have any additional information
44:33 dad no I would totally make a movement
44:36 our motion are the questions I come to
44:40 my parent so regarding the change or
44:46 dissolution could you go back to that
44:48 jerk slide please
44:52 what is it what does it mean at the end
44:56 when it says membership clarified under
44:58 dissolution sure so do you remember when
45:00 we discussed that the services and
45:02 safety that it has to be a
45:03 membership-based organization the
45:05 membership consists of the board of
45:06 directors but at any given time in the
45:08 future they can add additional members
45:10 for example of the city of Sioux managed
45:12 wanted to become a member they could
45:13 write a procedure and a process for what
45:15 that looks like to include other members
45:17 but for now it's just the Board of
45:19 Directors so when we read the language
45:20 and Jim might have to clarify some of
45:23 this for me when we read the language it
45:24 said that to dissolve the Board of
45:26 Directors means to make a recommendation
45:28 to the membership to dissolve and that
45:31 wouldn't make sense if you didn't have
45:32 any other membership besides the Board
45:34 of Directors so the language that is
45:36 stated in your packet basically says if
45:38 no other membership exists besides the
45:40 Board of Directors then that
45:41 recommendation is final okay and with
45:46 the if they did choose to have
45:49 additional members beyond the Board of
45:51 Directors would they what role would
45:53 they have
45:55 it would be up to the board of directors
45:56 to design what that looks like but to
45:59 make it a c6 it had to be membership
46:01 based so when I've worked with other
46:03 demos and did some research basically
46:04 they're all 501 C 6 because the C 3s are
46:07 reserved for terrible organizations
46:09 religious organizations and educational
46:11 organizations which this doesn't
46:13 necessarily fall under they might grab
46:15 aspects of the educational components
46:16 but they need to be a c6 so when I'm
46:18 speaking to the other demos they use the
46:20 board as the members membership based
46:23 organizations they could do it a number
46:24 of different ways they could create
46:25 criteria and a process and an
46:27 application process or approach certain
46:29 partners however they want to do it
46:31 but at this time the membership is just
46:33 the board of directors it leaves that
46:35 door open okay and then one more
46:38 question on the dissolution the
46:39 it says the assets of visit Issaquah
46:42 shall be distributed in accordance with
46:44 state law could you elaborate a little
46:47 bit on what that would look like
46:48 all right Jim's let me see if I've got
46:50 this right first all the debts get paid
46:52 off everything goes back to where it's
46:54 supposed to go what's the third one
46:57 charitable organizations well Jim is
47:08 looking are there any other questions
47:10 okay then we'll wait for the answer okay
47:14 so the first the first is that all of
47:17 the debts get paid that's the first
47:18 thing that happens then after that
47:20 assets which are held by the corporation
47:23 and which were given to the corporation
47:25 on condition that they be returned if
47:28 the corporation ever dissolved those go
47:30 back to those those organizations that
47:33 gave them third is any assets which are
47:41 permitted to be used only for charitable
47:44 purposes go to charities for other
47:47 assets would be distributed then in
47:51 accordance with any provisions in the
47:52 Articles of Incorporation the Articles
47:54 of Incorporation can have provisions in
47:56 them and then last
48:00 if there's anything left over after all
48:02 of that any remaining assets can be
48:05 distributed to corporations whether
48:09 profit or nonprofit as specified by a
48:12 plan of distribution adopted by the by
48:15 the Board of Directors so there's a
48:19 specific hierarchy in the state law as
48:21 to how you distribute the assets and
48:23 rather than repeating all of that in in
48:26 here and particularly because it could I
48:28 suppose change although it hasn't since
48:30 1967 we just decided to say that it
48:34 would be distributed as provided in
48:36 state law could you explain why the
48:43 secretary and the treasurer are together
48:46 as one position yeah that was a request
48:49 made from the Board of Directors I
48:50 believe it this time that they just
48:51 didn't want to create too many slots too
48:53 many officers so they just requested
48:57 that I combine the treasurer and the
48:58 secretary is one person I would imagine
49:01 down the road that could change under
49:02 their bylaws but being in start-up mode
49:05 it might make sense to have that person
49:06 do both of both of those tasks and she's
49:10 here tonight Tim I wonder if you could
49:19 use had mentioned that there was some
49:21 positions that were yet to be filled
49:23 yeah um would you be able to tell the
49:26 council how those positions get
49:27 advertised sure so when the service is
49:32 in safety I put the slide of how the
49:34 public notice went out we used our
49:35 channels the Chamber's channels to put
49:38 out the information that these positions
49:39 are open they did application process

50:59 comments on this I'm really excited
51:02 about this opportunity there was a lot
51:04 of work that went into taking this
51:06 concept forward and getting us to this
51:09 place that we're at right now I think
51:11 that it will really help us share our
51:13 community with others near and far as we
51:15 start to draw in a larger base of
51:19 visitors to our community it's going to
51:22 take a great deal of effort and work to
51:25 achieve the mission of visit district
51:26 wah there's this is no small feat and
51:29 and as a community our success is rooted
51:33 in inclusion and working together and
51:35 openly and so as this organization goes
51:38 forward is my firm belief that its
51:40 success will be rooted in that
51:42 collaboration and openness and I'm
51:45 excited that we're ready to launch visit
51:47 us at quad it's been a long time and
51:48 then finally I just want to recognize
51:50 and thank Tim that are for the work that
51:52 he has done in shepherding this concept
51:54 through to completion so thank you Tim

51:58 that's member hunt you had your hand up
52:01 thank you I I wanted to make one comment
52:06 which is that I think that dia the
52:09 downtown Issaquah Association they are a
52:12 very important part of tourism
52:15 in Issaquah they organized a lot of
52:17 events and have a lot of knowledge about
52:20 why people are coming to its akua's
52:23 visitors and and how to make their place
52:26 make their stay pleasant and I think
52:30 that involving them in some way is
52:32 important when it when this came up in
52:36 the services and safety meeting I asked
52:37 if there was a connection between this
52:40 organization and downtown Issaquah and
52:42 it sounded to me like there isn't and I
52:44 really think that it is important that
52:46 that there is a way for visitors Watts
52:50 work with Dia
52:52 so that that's one concern that I have
52:56 and then the other thing is I I
52:59 understand the reasoning for why the
53:01 secretary and the treasure would be
53:02 combined I think that with the number of
53:06 board directors just it would be my
53:10 suggestion that positions not combine
53:12 too much because I think that different
53:16 people on the board of directors could
53:18 play those different roles as they're
53:19 laid out in the bylaws and I also know
53:23 that the bylaws can change over time and
53:25 probably will change over time and the
53:30 last thing is that with the with those
53:33 last two positions I hope that there is
53:35 a real outreach effort and that there it
53:39 sounds like there has been a lot of
53:40 interest in the community for all of the
53:42 positions and hopefully that continues I
53:44 I think that there are a lot of other
53:48 skills that could be brought in and I'm
53:50 I am overall very excited to see what
53:52 the visitors qua organization does so

54:04 think this is great and I can say we've
54:06 been looking forward to getting this
54:07 going for quite a while the question
54:11 just to clarify some things you said
54:12 that I think that's it's pretty clear
54:14 that this is going to be their own
54:16 separate entity so as you said the
54:19 council will not have any kind of you
54:21 know legal connection and all they're
54:24 going to be doing stuff of course we
54:25 will work together as needed whenever
54:26 possible and I just
54:29 the difference comes over a and
54:32 originally was support versus endorse
54:34 because they're gonna go forward and do
54:36 this and we're basically just at this
54:37 point just you know saying yes go
54:40 forward but we have no authority except
54:43 worth letting the world know where's
54:44 behind them but the council member rien
54:46 question if I felt like endorse was a
54:50 stronger verb than was support and I
54:53 wanted to use that stronger word go
55:00 forth and do good work any other
55:03 comments or questions before I call for
55:05 the vote okay all those in favor of
55:10 these Quest City Council endorsing the
55:12 visit Issaquah bylaws with the
55:14 recommended amendments as shown in

55:28 know the council president marks has
55:30 already said that he has at least one
55:31 item for that thank you madam mayor so
55:38 at the last council meeting I referred
55:43 to a one-page basically a one pager that
55:48 was the SCA legislated the proposed SCA
55:54 2018 legislative agenda for the 2019
55:59 year and I asked council members to take
56:04 a look at that there are three main
56:07 items three main elements to it
56:09 adjusting the property tax cap investing
56:13 in public health services and addressing
56:15 the housing and homelessness crisis and
56:17 so what I want to ask you this evening
56:20 is if you have any feedback that you
56:24 want me to convey to pick when we
56:27 discussed this because it's my
56:29 expectation that there will be a motion
56:30 to move this as written to be the picket
56:34 legislative agenda so
56:37 just wonder if anybody has any thoughts
56:39 or concerns some never Ray looks no I'm
56:45 just I just usually have a thought no
56:54 all right well then I will assume well
56:58 with this stuff we have on our
57:00 legislative agenda as well which is
57:01 great that's SCA zwey there i have a
57:05 great pulse on what the cities are
57:07 interested in working on
57:08 I completely agree so I'm glad it sounds
57:11 like we're pretty good chums member hunt
57:14 did you have it yes and it's more of a
57:16 question so with the with the 1% cap it
57:22 talks about how the the it that the tax
57:27 is a revenue source for supporting
57:29 critical services or was there a
57:31 discussion about potential impact on
57:33 critical services or well I think it's
57:37 an ongoing conversation at pic about how
57:39 the 1% basically steers when you're
57:44 trying to look for additional monies it
57:47 basically steers away from some of the
57:49 more progressive forms of Taxation so
57:52 this this one has sort of a long history
57:54 with municipalities feeling like this
58:00 this hinders the ability to have a
58:03 comprehensive conversation about where
58:05 we're going to fund the things that we
58:06 want to that we want to offer our
58:08 citizens that answer your question it's
58:12 a very good question that we will
58:15 revisit during budget deliberations as
58:18 we talk about new revenues and what we
58:21 collect what we anticipate collecting
58:23 and what you will be able to purchase or
58:26 service than that so that's a really
58:28 great question that you will revisit in
58:30 our budget Thanks
58:31 I mean I'll say this one hits
58:34 established communities harder than
58:36 growing communities right I think it's a
58:38 quest sees a lot of funding options that
58:42 you know cities like you know shoreline
58:45 that are just further along and
58:47 and have less growth occurring you know
58:51 I mean so some growth is occurring
58:52 throughout the county but different
58:54 municipalities have have different
58:56 amounts of it and and this 1% there's a
58:58 lot of communities for whom that is the
59:00 primary source of revenue and so the 1%
59:03 really really really constraints the
59:05 conversation they can have about what
59:06 services to offer any other good of the
59:10 order a couple of items I was gonna add
59:13 thanks thank you
59:15 the council member were interesting
59:18 council member Ramos and myself attended
59:21 two different ruckus house roadmap to
59:23 Washington's future bill and I happened
59:25 to attend the one together and I thought
59:27 I would just give you a kind of a quick
59:29 update on what ville and I had heard and
59:32 the kind of conversation we participated
59:34 in the question is is this working the
59:37 way we thought it should growth
59:38 management act and it was structured
59:41 around what is specifically working and
59:43 what is not working and what data and
59:47 information we may need to have in order
59:48 to make some policy recommended policy
59:50 changes this what is specifically
59:53 working that couple of big things that
59:55 came up were holding the line and
59:57 preventing sprawl which ended up
59:59 resulting in preserving open space in
1:00:01 real space that's the obvious that's
1:00:03 what it wanted to do and it did do that
1:00:05 what is not working had a few more
1:00:08 points to it decision-making is very
1:00:12 complicated and has many layers it's a
1:00:14 very problematic system there's a
1:00:17 one-size-fits-all approach whether
1:00:18 you're in the center of a growing area
1:00:20 or at the edge of it infrastructure
1:00:24 schools and utilities are currently not
1:00:26 keeping up intern pace and they are not
1:00:31 supported by state dollars so there we
1:00:34 are lagging and we're not seeing funding
1:00:37 sources for that and not connecting the
1:00:39 dots between the RIC where the
1:00:41 residential growth is occurring and
1:00:43 where the jobs are being added meaning
1:00:44 we have missing transportation modes
1:00:46 missing capacity links and we don't have
1:00:49 a funding strategy for that need what
1:00:52 kind of data what what what kind of data
1:00:56 we need data on what has happened in the
1:01:00 five years so where did the house and
1:01:02 get at it since GMA came where did the
1:01:04 jobs get at it
1:01:06 can we see a geographic distribution of
1:01:08 where transportation investments have
1:01:10 been made on the same layer as where
1:01:12 jobs and housing have been created and
1:01:14 how did land on economics impact growth
1:01:18 patterns so understanding a bit more of
1:01:20 the economics for it
1:01:21 schools are having a hard time not only
1:01:23 finding land but fording land and that's
1:01:26 not going to get better and we're not
1:01:27 near where we thought we'd be in terms
1:01:29 of our size and the economics of why did
1:01:34 the housing end up so far away from the
1:01:36 jobs why was there no link between where
1:01:38 job creation was happening so that was
1:01:39 kind of a high-level bill if you can
1:01:41 think of anything else that came up I
1:01:43 thought I'd share and the other one was
1:01:45 I had come to you with three cascade
1:01:47 ball policy questions for their budget
1:01:49 cascade who have wanted to go to
1:01:51 biennial rates buy-in on biennial
1:01:54 connection charges and to start reserved
1:01:57 for emergency preparedness we had a
1:02:02 Issaquah had a bit of a concern that
1:02:04 biennial rates might give us a cashflow
1:02:07 hit in a year where we might turn part
1:02:09 of our system off and buy more water and
1:02:11 Walia 20 ner for smoothing it's moving
1:02:15 the word we seem to hear a lot of lately
1:02:18 nobody had an issue with biennial
1:02:20 connection rates we all thought that was
1:02:21 a great idea
1:02:22 and I misspoke when I talked about their
1:02:24 resiliency fund this was really not a
1:02:27 new fund setting aside some ending fund
1:02:30 balance for a new reserve it was
1:02:31 actually taking money from a reserve
1:02:33 they have called risk and putting it in
1:02:36 one they called resiliency while they
1:02:38 work on the policy language as to how
1:02:40 that will be spent and how to coordinate
1:02:41 with jurisdictions and then the only
1:02:43 other one correction I wanted to make I
1:02:44 think in a meeting that councilmember
1:02:46 hunt attended there had been mentioned
1:02:48 that there had been an audit finding and
1:02:51 actually what there had there was no
1:02:54 audit finding for cascade I don't even
1:02:56 know if they've ever had not at fighting
1:02:57 but they did have a recommendation for a
1:03:00 best management practice I just wanted
1:03:02 to clear that up and then the last thing
1:03:06 I had was some upcoming council meetings
1:03:08 unless somebody else has a good of the
1:03:10 order item they want to share October
1:03:12 8th is a council work session and the
1:03:14 items include the arched parity update
1:03:17 conversation
1:03:19 it's the craft food and clothing bank
1:03:21 presentation and Eastside Fire and
1:03:23 Rescue budget overview and on October
1:03:25 15th council work session at 5:00 p.m.
1:03:28 dinner will be provided the agenda items
1:03:30 include strategic plan goal statements
1:03:32 and objectives and October 15th regular
1:03:35 council meeting agenda items include
1:03:37 proposed 2019 budget mayor's
1:03:40 presentation public hearing on the
1:03:42 vacation of a portion of Northeast
1:03:44 Gilman Boulevard and amending school
1:03:46 impact fees anything else could you
1:03:50 repeat the time which ones starting at
1:03:52 five o'clock the October 15th council
1:03:54 work session will start at 5:00 and
