from your Arts commission but I don't remember one from here good evening and welcome to the September 11th meeting of the planning policy commission tonight we're going to talk about the uh land use element of the comp plan but first as usual has everybody read the minutes from the last meeting do I have a motion to approve move be approved any discussion all those in favor I opposed so tonight we're just going to turn this over to Kristen and let her okay why is Chris talk about and update us on what we've already gone through it once and what our changes are and how they've been incorporated into the plan we have been through it three times this will be our third time because the first time we just did the goals the second time we did the policies and this includes we're not going to go over the discussion But it includes the discussion in the maps and few other things like pop chart so tonight I don't want to go over every bit um I included in your packet there is a table and I need to I've already made some corrections to it but a table of questions and answers that came up at the last meeting that we had answers to afterwards um there are a few additional policies that you may or may not have noticed in your packet that we added since that time we'll go over those and uh we were unable to get a few of the maps in there so I'll show you those quickly so starting with the maps this is our last review before the public Hearing in November um so the maps this is one of the ones that was missing out of your packet it is the map of land use designations and you will see that the Lake samam state park is in here that is assuming that the annexation that is underway right now happens so we just thought we'd get that out there if it doesn't happen we'll take it out okay it would be zoned Community facilities or or uh the land you STS at Nation would be Community facilities this adds some as well Lakes mam State Park as well uh this is the annexation history uh from day one from from its Inception in corporation and then the annexation history since 1990 we going to get those they'll be in the next in the next packet they'll be in the next packet yes thank you so there were a few new policies that we had to add um we went through the central isqua plan the first time around and this is one that we missed that we thought was appropriate here um it's uh I need to pull out my packet it's a11 in in your packet thank you and it falls under the environment section and it talks about in integrating in the environment section is protecting the environment despite development the other one is incorporate but this is um integrate natural features such as Wetlands repairing corridors and Hillside views into the site design as amenities and protect them as environmental resources when you do developments this was one that was in central isqua that we thought was appropriate here as well that we just missed the first time around any thoughts all right another one we added you may have noticed was land use policy B5 This falls under oh it's also under the environment section it's under the trees I noticed in the discussion when we were doing that again there was a big sentence that said develop and adopt an urban forestry plan but it wasn't a policy so we put that one in there as a policy as well D5 ensure the rechargeability of the aquifer is not compromised as development in the city continues by administering a Critic um a critical aquafer recharge area program we already have one of these in place we need to make sure that we continue to do this it is required by the state that we have a policy in there to protect the aquifer and we didn't really have anything that was very strong so we added this policy and our uh envir our storm water and envir one of our environmental people wrote that helped us write this yes I we don't see D5 here at least it's actually D4 in your packet D4 I think when you renumbered everything no it says B6 on my packet I'm sure oh the rechargeability so it's not B4 so that's yeah that's B5 but then D5 because B5 is really B6 on mine but D5 I don't have that one at all I don't even I don't know what happened it's truly very new it is hot off the car I don't know what happened but it's that's really strange I have a line where it looks like something was added on the side it's very small our our packet says B5 is maintain and strengthen when where possible TriCity USA and then B6 is the one you have up there as B5 okay well right but D5 I don't see the D5 at all yeah okay okay first step okay yeah we'll check that out we'll check that out either way those two policies are going to be in the land you sement okay we'll just get the number straightened out yes I don't know what happened so let's see if this one's right F12 it is develop a climate action plan in collaboration with local and Regional partners that provides direction for isqua's reduction of Citywide greenhouse gas emissions while supporting a sustainable Community this is one that um the office of sustainability had us add in here okay and those are the only new ones so moving on to the questions and answers now these were some qu a lot of the edits that we had last time were we just Incorporated them in they were pretty simple they were word changes we agreed on them here here so we just put them in these were the bigger ones that we had to go back and do a little research on um first one was insure efficient it was land use and the numbers have changed since this time so um but the land use policy A3 in the last packet add in line with neighborhood character was it's probably still the same any anyway out in line with neighborhood character and we already regulate what things will look like through the Urban Village agreements uh development agreements through Central isqua through Oldtown and through the green sheets that are land use code so and Joan you had brought up at our last meeting Central liqua what character are you in line with so it was kind of hard to say in line with the existing character when some of that's going to be changing and our codes really do regulate what things will look like and the development commission has a lot of say over the way and Urban Village commission so we decided just to keep it in line with neighborhood character and in accordance with the city's or I mean in accordance with the city's development and design standards yes so just um a little question on the inline with neighborhood character so and this is kind of probably d a little deep but just want to know so like an old town okay so in line with that character of that Community is you know small residential houses pretty much and now all these three story things are coming in so to me that doesn't look like in line with neighborhood character so I'm I'm trying to figure out how this follows down to where you're getting codes and what's what's approved and that's why we took that sentence out we took out in line with neighborhood character that's what someone had requested that it be I believe thought and we changed it to um consistent with the city's development and design standards oh okay I heard you different okay I may have said that wrong the first time but that because for example the Oldtown design standards talk about small scale and modulation and the architecture that would go on down there which is in keeping with the character that we want there which is very different than the character we might want in centralistic CLA you know it's not going to be small scale and quaint it's going to be more urban right so I think we're saying the same thing that the character depends on where it's located right exactly right that's what we were shooting for by being more specific with the standards instead of just saying character the next one there was a long discussion about the sentence maintain as open space hazardous areas and significant areas of steep slopes and I it just seemed to be written wrong so we looked it up and we are we now match the definition that is in the land use code and we call it Hazard so the sentences now maintain critical Hazard areas as open space and significant areas of steep slopes does that work no okay oh okay adopt storm water code requirements that improve storm water quality reduce flooding and do not unreasonably limit development and unreasonably limit development came into question and we were asked to bring a definition and who defined it and we sent this to our storm water specialists who said well that doesn't make sense so he we don't have a definition or defined because it's not in there anymore he rewrote it for us so he said we just have to adopt codes that the state requires and so we took out unreasonable development all together right it's a really long answer that's why I said oo so so you want to know what it says what's it supposed to read now let me see I should have put that that in there I apologize I and just improve water quality and reduce flooding it says Identify and Implement storm water solutions that promote development and Redevelopment while also prot protecting receiving streams and groundwater within the requirements of the npdes phase 2 Municipal storm water permit and other state and federal regulations and that's D3 policy D3 policy F3 we talked about talks about reducing the city-wide greenhouse gas emissions below 80% of the 2007 Levels by the year 2050 and you asked where are we now and it requires a lot of math so I it's approximately 2% below where we were in 2012 no sorry 2007 was up below the base um but then there are other things added in there and I wasn't sure how to calculate for that um so I thought I would show you this so it's it's we've decreased our get emissions by probably say 3% 4% based on this because you have the whole and then you have per person and that's a little harder to calculate so you're planning to decrease it if you've done it 3% from 201 12 oh seven yes you have uh 78 77% to go we have 77% to go by the year 2050 but we have a lot of strategy plans in place that we're starting to implement bits and pieces you know like our Fleet our city fleet is um almost all Priuses now um so we're doing piece by piece to get there but yeah it'll take a while but you know but in 2012 we didn't have the electrical the electric vehicle plugins that we do now and now we have what do we we counted today it's about 15 in the city and all um just things are starting to change it's just that's 37 36 years it's 2% a year so we go can you remind me if you have intermediate goals for this there are incremental goals the they the state is considering adopting incremental goals and it let me find the exact one and I think King County just um adopted intermediate um intermediate goals and the King countywide policies they were talking about it when we weren't when we were there it hadn't quite been adopted yet but that's what that's what they were discussing and it does it's it's in here it's in the policy um guess F3 just saw it um TR that one didn't wind up in here either F3 yeah F3 is just short well maybe we were waiting to hear from King County what their their interims were and this is King con's Con why not their climate action plan I thought the king countywide policies were being changed through the gmpc to have interims okay but I hadn't heard I thought they did it this summer but I keep waiting to see the the ratification that comes around to all the jurisdictions and I haven't seen that yet so I'm not sure if I'm not sure where that is I should actually follow up on that I just just one of those things in the back of my mind I'm thinking have they sent that to us yet but um good comment though I'll check on that okay Shantal this I is not right this was uh one of yours and you had requested uh change move vehicles to change move people via all travel modes so that was done um policy J1 encourage a well- distributed system of commercial uses that are easily accessible via VIA non-motorized travel and the question came up about equestrian use and were there any standards for horse Crossings and equestrian Crossings on the streets Kirkland has them um but apparently in issaqua they are not allowed on Shear juice routes so they would not be allowed adjacent to streets therefore you don't need those Crossings horses are not allowed in isqua Highlands at all so that that becomes a nonissue can CH can we go back to F3 and uh so just to understand so you you will be adding some intermediate goals then once you get the countywide policies are you just going to adopt the countywi policies by default or um I would think we would want to follow because this one is from theirs from my understanding when we first set this one it was to be consistent with King County and so I would imagine if they've got interim goals that we would want to be consistent with those two um I haven't heard from our office of sustainability that they wanted to do anything different I know they were waiting for the summer for gmpc to take action on that and I haven't heard anything from them either okay I'm just concerned about know 2050 is a long way you know it's very easy to push everything back right it is easy and then 2049 realized that you know right we're having big problem to this one I don't know what happened but uh it was intended to be in there but it's by 25% by 2020 50% by 2030 and 80% by 2050 excellent so we putting that in it there yes and I don't know why that one got missed I apologize you can see it was intended to be there and do you remember Kristen were those the King County drafted ones I think they were King County okay let me see if it let me see if he says it well and I'll and I'll follow up with these are all being considered yeah for countywide this month there we go countywide okay last two um this one we wound up deleting a goal so support a connected multimodal Transportation network is a key to successful land use was goal K and we deleted go k combined it with j and now it says ensure a connected development pattern that enhances Community Access and promotes physical social and mental well-being so that all people can live healthier and more active lives they were very similar the goals were and by combining the two we were able to talk about healthy Health oriented land uses and walkability and uh accessibility well-being and all the policies that we had tended to fall under that one category anyway so we just combined the two and the last one M1 uh consider L yes again I I got confused in what you got up there versus what's on the exhibit a on page 25 it gives a goal K which is k1 maintain the urban center as major retail service and entertainment for the city J right we combined K and J and deleted K the J so with the new J so the new J there used to be so everything's been renumbered on the on the old one it was J K and L moved up to K right L got moved up to K so there is so there is no k at all we go on from J to L sure okay there is no l i mean there there would there would will be a deleting there is a K in the old one m is really an L it when you will in the old one J was in your a connected development pattern this K was support a connected m multimodal Transportation Network okay J was what's there now Ure a connected development pattern it was there also it was there last time K in if you're looking at the Q&A the answers and questions that one was there last time as well but they were similar in all of the policies that we had were similar so we combined the old J and the k so um gold K I'm surprised I didn't mention it earlier but uh did I not ask for Mobility rather than Transportation at some point pardon me using Mobility rather than Transportation because when I go from my house to my office I'm not transporting anything I'm moving I know we're actually let's see what happens with the transportation element okay I have I have kind of started to propose changing that to to the mobility element but we want them all to be succinct the same so not succinct but similar hang on one second anybody getting dizzy where's Carl Carl so the only question I have then is with the new J there's no you say you combine them but there's no mention of multimodal transportation that was asked to be taken out uh that and and you're you're saying that's all covered by Transportation yes okay they connected let me show you I don't know why I'm having so much trouble there's the old J ensure development through plans policies and regulations that promote physical social and mental well-being so that all people can live together can live healthier and more active lives K support a connected it said reword that multimodal Transportation Network as a key to successful land use okay so those were the two policies they're now combined anybody this right there say ensure a connected development pattern that enhances Community Access and promotes physical social and mental well-being so that all people can live healthier and more active lives that's where it wound up okay all right all right and the last one M1 next last one uh Trish you may have to cover this one uh okay there was a question about small agricultural uses and whether we wanted to what is the definition of it and do we want to take it out and it's reflected in isqua land use code in only two zones Conservancy residential and single family estates right and you had asked if it was actually a defined term or if small scale agriculture was just sort of a a general term we were using in the policy but it's actually a defined term in the code that's a permitted use and talks about so it it's connected to the code in the policy language AG so it needed to stay in there well it's it's not a um they were worried that it was just a too General in the policies cuz they didn't really know what it meant but it's actually a defined permitted use in the land use code so it was there was a linkage there does that work for you guys does that okay thank you I couldn't remember the issue and this one uh this work talks about mineral extraction and implementing best management practices to reduce environmental impacts and mitigate remaining impacts and Justin I believe had asked us to make it stronger and almost discouraging so that people wouldn't do mineral extraction and leave the land the same or better than before extraction so there is required by the state if you ever stop doing mineral extraction there is a Reclamation process which defined by the state means Rehabilitation for the appropriate future use of disturbed areas resulting from surface mining the basic objective shall be to reestablish on a Perpetual basis the vegetative cover soil stability and water conditions appropriate to the approved subsequent use of the surface mine and to prevent or mitigate future en environmental degradation so you want to establish it the land to where it was before so that whatever the future use is will work there does that make sense so to ask us to ask them to make it better in part that's subjective so you know some people may say it's open space and some people may say it's affordable housing you know so you just have to get it back to where it was so that it can support future uses is what that means right okay and that is all I have do you all have any questions at the last was there anything else that you saw while you were reading it that you said that was a big red flag or you said what so no okay uh you will see that again at the open house in November and next time we will have the transportation element and the transportation policies and that was supposed to only come back to you this next time and then the public hearing but we're going to do it um next time and then again at the October 23rd meeting as well so is that with that any other questions or and anything good for the order that you want any questions on anything that and to let you know the October meetings are going to be a little different because there's budget hearings in here on one of the PPC nights and so we have to send out a new October schedule for you all just to make sure they're on your calendar that just made me think of that when you said um but I need to get that out to you guys right and just check I have them down as the second move that first up to the second and then keep to 23rd is that correct okay did I send did we send that out already I think that's we talked about the last meeting I because I put I I moved on my calendar from the from the uh 9th to the second moved the first one up a week okay then that's what we did thank you the second one the same okay I and I'll send out a but I'm I'm verifying that I wrote that as a note but I don't know why remember one we're all moving really fast these days so the more reminders the better for me at least there's still the normal time in September but the October ones got shifted because the council wanted this room for the budget Joan I do I do have a question I was wondering if the uh if Trish could um maybe once a month give us a little update on the buildings that are going up here in isqua and if they meet the um policies of the plans and if they don't what exceptions were given to them is you know kind of like a f you know are is are all the policies and things coming to fruition are we wouldn't approve them but um but um there I just got an email today from the have you seen the the website where you can actually um subscribe to different notifications whether it's um on the one that I got today was on develop velopment um it talked about seventh and Gilman is under construction and to you know click here if you want to subscribe to the updating of development projects and I'll send that out to you guys in case anyone's interested in subscribing to that I'm sadly as a city planner I subscribe to all the things on the website that have updates um but that it's a good one because of course as soon as people see something coming down they want to know what's going on there so that is a good helpful way to see what's going on um I'm not the best person to talk about the development projects because I'm a longrange planner and I'm not into the um the actual site plans and how many units and that kind of thing because that comes with a different group of planners but I can certainly try to um flag questions that you have on whatever is going up and send them to the current planners and get answers back for you I can certainly do that part of it but I wouldn't be the one to present like seventh and Gilman why does it look this way and how does it meet all basically I was curious to see if the development that is going on that is actually happening if it's going along with what we can ask our resident expert right here who's on the development commission and he can answer any questions you have I think I think to follow up I mean when I when I read this land use element it's kind of frustrating at times I mean to just understand how it's implemented because I think anything good is almost included in this land use element I I had to take a step back and just think what would I want land use wise and see if it was I can include it and I was having a I mean I couldn't find anything that I would want in there that isn't in there and so then I started thinking well you know the details that's part of the zoning code and you know this implements what the policies and the goals that we present in here so some sometimes I think what she's saying is that it'd be nice to see those developments and how they actually fit into these policies and just to get an example at times and right you know these are intents and and Visions for these but we do work very closely with the current planners every time a development comes through we go to pre-application meetings with them we have weekly meetings with them to talk about projects they'll call us in on different road projects so we do work very closely with them and they'll say does this meet the intent so we're there to they're really we're good about going back and forth that's what we do so they should right the other piece though too as you said very well sometimes you think you've written it so that it's completely Ironclad and no loopholes and then often the first applicant that comes in it's like oh we should have said it you know just this way and so we learn a lot so we already have a page of amendments that we want to do for the central plan standards next year but just you know all that fine tuning that um there was just a little bit of wiggle room that we wish we would have had just crystal clear but you never really know until that first one comes in and they they propose something that you'd never thought of but right I mean one of the goals in here could be I mean I'm sure there's one that's promote dense communities or clustered or you know in certain zones but then you'll have another goal that says protect the environment and so there's sometimes there's conflicting values and goals and so it's it's interesting to see those play out in development projects to see kind of okay what where did we give a little and where did we take a little bit just see how it's implemented right because you're right the whole comprehensive plan is is a um a treasury of conflicting goals because yeah we're an urban place so we have to have Urban density yet we also have so many natural features and critical areas that can't be developed and so how do you right how do you combine them right good point do you know if there have been many or any uh permits requested for the Central Area plan yes um Taco Time is the first one to come through with um and they came through right at the end right before it was adopted so we had the draft um development standards and um you know we tried to have them go twostory with mixed juice um we tried we had them put the building up to the street we had the little Plaza park behind with the trail back to the creek we made it the best we could possibly make it because we couldn't force them to do mixed juice there um which is one of the Amendments is to see if there are more incentives to do mixed juice so that um seventh and Gilman also is not mixed juice because we didn't force them and so some of the council members are thinking should we try to force them and we said well we had a huge discussion through Central isqua that the market wasn't ready for mixed juice and if you force them you might not get any development for years and you know there's a balance there too do you wait are you patient and you wait or do you just see how the market goes and so we're going to look at those kinds of things a little closer than you know because the Market's changed in the four years since we wrote it so um so that that one's so those two have come in what's any more that there have been discussions we've had a lot of pre there's the oity expansion in there the hotel and leab and and so those I guess I think what you're asking is kind of to know beforehand if if you see them tearing the building down at sth and Gilman it's a little late to to kind of find out what's going on I think you're just asking for hey something's coming up like Le Schwab they're they're you know looking at something right now they don't know what they're you know so those kinds of things that just kind of keep us informed and and you know like I say is it really reaching those goals of the central elol plan well not really but you know how are they fitting and I think that's what you're asking and there's little updates when when we can when something new particular on that you know the bigger side is coming on right and there's another piece on the website I don't know if you've seen but it's called active projects list and it has um I think Christopher updates it maybe every three or four weeks and it has a listing of all the projects that are in the pipeline either in a a pre-application um or they're actually in application or they've actually you know like seventh and Gilman they're actually breaking ground and doing construction and you can file and it's listed by um area the city so if you're in South Cove you could see you know if there's anything going on in South Cove that's that's big enough to to make the list and I think that's a really fascinating you know because there's so many things going on in the city that um it just amazes me every time he puts out that list he updates it that there's that much going on um but that's something else I can send you a link to so you can subscribe I think there's a subscription to that too that when that's updated you get a little um message in there but now that you're been uh on television announcing that I hope more people do that so more questions are answered yeah and we tried too to have a major projects page and I just checked today because I was hoping that lak samamish State Park annexation has a major project page and that one does in 7eventh and Gilman does and the Costco development agreement um there's a there's a whole list of things yeah the PED bike plan um there's several things that have that's on the major projects page concurrent is another one that is on the major project page but that's another way of seeing you know what what is the city think has raised to the level of having its own page to update people on you know chances for public involvement um what's going on what are the documents associated with where the council is on that and that link is on the front page of the website so it's easy to find right and I can send links too that that might help you kind of what's the word transfer around the website because sometimes it's navigate that's the word because sometimes it's hard to you know it's there but it's like you know am I resident am I business what you know what's the easiest way to find things anything else any other good questions Lots going on there did anybody see when they were taken down seventh and Gilman it's amazing how much stuff there is the piles of stuff and a lot of it got recycled which was good we were happy that they tried to recycle a lot of the stuff yeah anything else
